Terörizm, on yıllardır çeşitli tanımları yapılmasına rağmen devlet politikaları ve çıkar çevrelerince aynı durumun farklı zamanlarda farklı şekillerde tasvir edilmesinden dolayı net kabul görmüş bir tanıma sahip olamamıştır. Bütün devletler için tarih boyunca tehdit oluşturmuş bir kavram iken, tehdidin büyüklüğü ve önemi dünya coğrafyasınca ancak 11 Eylül saldırıları sonrasında anlaşılmıştır. Türkiye, teröre karşı mücadele eden ve bu konuda en çok acı çeken ülkelerin başında gelmektedir. Dünyada çok az ülke Türkiye kadar terör sorunu ile karşı karşıya kalmıştır. Göz ardı edilmemelidir ki, Türkiye'de terörizme karşı kazanılacak zafer, tüm dünyaya örnek olacak ve barış için en büyük bir adım teşkil edecektir. Bu çalışma, genelde dünya coğrafyasının büyük bir kısmının farklı sebep ve şekillerde de olsa maruz kaldığı terör ve terörizm kavramlarının tanımlanması ve terörizmin nedenleri, amaçları, özellikleri, çeşitleri ve terörün uluslararasılaşan boyutunu ele almış; özelde ise Türkiye'nin de yıllardır maruz kaldığı PKK Terör Örgütü'nün örgüt yapısı, ideolojisi, amaç-stratejisi, geçirdiği evreler incelenmiştir. Uluslararası boyut başlığı altında ise, Birleşmiş Milletler (BM), Avrupa Birliği (AB), Avrupa Konseyi Parlamenterler Meclisi (AKPM) Avrupa İnsan Hakları Mahkemesi (AİHM) gibi uluslararası örgütlerin ve bazı ülkelerin yıllar itibariyle sergiledikleri PKK politikaları ve tutumları açıklanmaya çalışılmıştır. ; Although terrorism is defined for dozen of years in various ways it has not a clear definition acceptable due to it is described in different ways in different times by state policies and interest groups. It must be remembered that victory against terrorism will be a sample for all countries in the world and it will be the greatest step in the way of peace. This study deals with the definition of terrorism which major part of the world is subjected to with different reasons and reasons, aims, properties, types and the international dimension of the terror in particular PKK terror group to which Turkey is subjected to for years, with its structure, ideology, strategical aim and the steps of the event. In the international dimension title, policies and manners that is exposed by the United Nations (UN), the European Union (EU), international organisations such as Parliamentary Assembly of the Council of Europe (PACE) and European Court of Human Rights (ECHR), as well as some countries against PKK policies.

In parallel with the worldwide studies focusing on the International Relations (IR) discipline, there have been works looking into the transformation of the IR discipline in Turkey and its contribution to the global knowledge production. In order to provide sound data for these studies, International Relations Council of Turkey (IRCT) conducted two surveys among the Turkish IR academics in 2007 and 2009, and have been cooperating with the Institute for the Theory and Practice of International Relations at the College of William and Mary since then on the Teaching, Research and International Policy (TRIP) project. The TRIP surveys that aim to understand the epistemological and ontological limits, autonomous character of the IR discipline as well as the theoretical, metodological and pedagocial approaches in which IR scholars used in their teaching and research activities, also help to comprehend the place of the Turkish IR scholars within the global IR discipline. This paper presents Turkey-related findings of the lastest survey, which was simultaneously conducted in 35 different countries between February and July 2018.

Bu farklılıklar Türkiye'deUluslararası İlişkiler disiplinindeki bakış açısının çeşitlenmesine yardımcıolacaktır. ; The International Relations discipline has progressed withWestern-style thought system in terms of foundation and development.Nonetheless, the non-Western world still has works on international relations.This study will examine the foreign policy of the Russian Federation, which hasan important place in world politics in history and today, the Russianconceptualization of international relations and its educational process.Conceptualization and education processes show various differences from others.These differences will help to diversify the perspective of the InternationalRelations discipline in Turkey.

1990 soğuk savaş sonrası ortaya çıkan küreselleşme ve yeni dünya düzeni kavramları, dünyada mevcut dengesizliği daha da artırmıştır. Bu durum uygun ortamı bekleyen terörizmin artarak uluslar arası boyut kazanmasına neden olmuştur.Bu araştırmanın amacı; soğuk savaş sonrası dönemle birlikte başlayan ve 11 Eylül olayları sonrası daha da netleşen yeni tehdit ve risklerden, uluslar arası terörizmi, gelişim sürecini ve özelliklerini ortaya koyarak, dünyaya ve Türkiye'ye etkileri açısından incelemektirTerörizmin bütün dünya devletleri tarafından, ya da en azından etkili olduğu kabul edilebilecek çoğunluğu tarafından onaylanmış bir tanımı yapılamamış, çözüm konusunda ortak bir karara henüz ulaşılmamıştır. Bu sorunun çözümlenebilmesi için ülkelerin terörizme bakış açılarında sağlanacak fikir birliği büyük önem taşımaktadır.Çalışma, uluslar arası terörizm ile ilgili bilgileri, uluslar arası terörün Türkiye'ye yansımalarını, terörün olumsuz etkilerini asgariye indirmek için uluslar arası alanda yapılması gereken işbirliği imkânlarını kapsamaktadır.Güncel bir konu olan uluslar arası terörizmle ilgili olarak, birçok yerli ve yabancı yayın taranarak ilgili bilgiler incelenmiş, objektif kıstaslar gözetilerek yorumlanmış ve değerlendirilmiştir.Çalışma sonucunda; uluslar arası ilişkilerin giderek arttığı günümüzde, gelecekteki en önemli güvenlik sorununun terörizm olacağı, terörizmle etkin bir mücadele için ise uluslar arası düzeyde işbirliğinin gerekli olduğu değerlendirilmiştir. ; Globalisation and new world order concepts, which come out after the cold war in 1990, have further increased the current imbalance in the world. This case led terrorism to gain international dimension that looks for a suitable environment.The purpose of this research is to examine the effects of new threat and risks to Turkey and the world that starts with the cold war period, and becomes clear after 11 September besides international terrorism and development process. Approved definition of terrorism could not be made by all world states or the majority which can be accepted as it is efficient and a joint decision is not made yet for the solution.In order to find a solution on this issue, it is of great importance to reach a consensus concerning the point of views of the countries on terrorism.The study covers the co-operation possibilities on international arena so as to reduce the negative effects of terrorism, reflections of international terror to Turkey and the relevant information about international terrorism.Many domestic and foreign publications were examined and screened regarding the international terrorism which is a common issue. In addition, objective criteria were interpreted and evaluated in this regard.As result of this study, it was evaluated that terrorism will be the most important security issue in today?s world where international relations increase gradually and an international co-operation is necessary for the effective struggle with terrorism .

Günümüzün uluslararası aktörlerine düşen görev, karşılaştıkları uyuşmazlıkları her bakımdan daha insani olan barışçı yollar ile çözme yoluna gitmektir. Bu çözüm yolları içerisinde en dikkat çekici ve sonuca yatkın olan ise arabuluculuk yöntemidir. İnsanlık tarihi ile paralel bir şekilde gelişme gösteren arabuluculuk, neredeyse tüm uygarlıklarda tercih edilen bir yöntem olmuştur. Arabuluculuk uyuşmazlık halindeki iki devletin, üçüncü bir uluslararası hukuk kişisi tarafından bir araya getirilmesi ve barış için çözüm üretilmesi sürecidir. Bu sürecin başarılı bir şekilde sonuçlanmasında arabulucunun tarafsızlığı, statüsü ve taraflar üzerindeki baskı gücü önemli bir rol oynamaktadır. Arabulucu konumundaki üçüncü kişi, bir devlet olabileceği gibi, uluslararası bir örgüt veya gerçek kişi de olabilmektedir. Arabuluculuğun en önemli özelliklerinden biri, arabulucunun tarafları bağlayıcı nitelikte bir karar verme yetkisinin bulunmamasıdır. Bu bakımdan arabulucu, sadece uyuşmazlık halindeki tarafları bir araya getirmekte ve çözüm önerileri sunmaktadır. Arabuluculuk yönteminin zamandan tasarruf sağlaması, arabuluculuk yapan kişilerin alanında uzman olması, yargı organlarının yükünü azaltması ve gizliliğin daha kolay korunabilmesi gibi nedenler ile diğer barışçı çözüm yollarına göre daha çok tercih edildiği görülmektedir. ; The duty of today's international actors is, to settlement the international disputes they faced in peaceful ways which are more humane than all respects. Within these peacfeul ways, most remarkable and liable to result is mediation. As developing parallel with the history of humanity, mediation has been a preffered method in almost all civilizations. Mediation is a process of bringing together and finding solutions to the conflict parties by a third party person. To have a successful conclusion in this process, the impartiality, the status and the leverage of the mediator plays an important role. The third party person as a mediator, may be a state and may also be an international organization or natural person. One of the most important characteristics of mediation is the mediator can not give a decision that is binding on parties. In this regard, mediator only brings the conflict parties together and offers solutions. Mediation way is more preferable than other peaceful solutions in such reasons as the time savings of mediation, being expert persons as a mediator, reducing the burden of the judicial organs and being easier to protect confidentiality.

Teknoloji her geçen gün ilerlemektedir. Gelişen ve değişen teknolojiye ayak uydurmak güç hale gelmiştir. Değişen bu teknolojiye ayak uyduran ülke ekonomileri ayakta kalabilmektedir. Özellikle gelişen teknolojik faaliyetleri lojistik sektörüne uyarlayan devletler, ekonomide çığır açmaktadır. Ülkemizin 2023 hedefleri doğrultusunda "Dünyada İlk On Ekonomi İçerisine Girme" planı olduğu bilinmektedir. Türkiye bu hedefe akıllı siyaset, planlı altyapı ve güçlü ticari ilişkilerle ulaşılabilecektir. İran ve Türkiye arasındaki ilişkiler çok eskiye dayanmaktadır. İran, ticari ilişkilerimizin güçlü olduğu sınır komşumuzdur. Aynı zamanda İran ile siyasi birlikteliğe, sosyal ilişkilere, kültürel alışverişlere ve ticari altyapıya sahibiz. İki ülke arasında özellikle enerji alanında anlaşmalar mevcuttur. Dış ticaretimizin önemli bölümünde söz sahibi olan İran ile ilişkilerimiz ilerleyen yıllarda da devam edecektir. ; Technology advances each passing day. It is getting hard to keep pace with developing and changing technology. Especially countries adapting that technology to logistic sector achieve a significant breakthrough in economy. Turkey is known to have plan to become one of top ten countries in economies in the World. She'll reach her goal only with smart policies, planned infrastructure and strong commercial relations. Relations between Iran and Turkey date back to very old times. Iran is a border neighbour with which Turkey has not only a strong commercial relations, but also political union, social relations, cultural exchanges and commercial infrastructure. Besides there are accords on energy sector between two countries. It is clear that relationship between Turkey and Iran which has a say in a huge part of foreign relations of Turkey is going to be continued.

Uluslararası Politik Ekonomi (UPE); devletlerin, ekonomik ajanların, uluslararası örgütlerin karşılıklı etkileşimlerini çıkar ve çatışma olguları üzerinden yorumlamaya çalışmaktadır. Bu yorumlamayı yaparken de ortaya çıkan sonuçların uluslararası hukuk sistemine uygunluğu test edilmektedir. Bu testin sonucunda ortaya "meşruiyet" sorunu çıkmaktadır. "Yasallık" kavramından ayrılan "meşruiyet" uluslararası hukukun da sorgulanmasına neden olmaktadır. Ancak UPE'nin ilgilendiği ve açıklamaya çalıştığı bir konu olan devletlerin ekonomik çıkar ve kaygıları, uluslararası hukukta meydana gelen bu sorunların kimi zaman göz ardı edilmesine kimi zaman da gündeme getirilmemesine yol açmaktadır. Başka bir deyişle, uluslararası hukuktaki bu ikilemin ortaya çıkmasına da genellikle devletlerin ekonomik ve politik çıkarlarının bir ahenge dönüştüğü politik ekonomi perspektifleri sebep olmaktadır. Bu çalışmada uluslararası hukukun UPE bağlamında kısa bir değerlendirmesi yapılarak ve Ukrayna-Kırım Krizi üzerinden ekonomik kaygılar göz önünde bulundurularak mevcut uluslararası sistem tartışılacaktır. ; The International Political Economy (IPE) tries to interpret the mutual interactions of states, economic agents, international organizations by revealing over the cases of conflicts and interests. During this interpretation, the results are tested for compliance with the international legal system. As a result of this test, "legitimacy" problem arises. "Legitimacy", separated from the concept of "legality", causes international law to be questioned. However, the economic interests and concerns of the states, in which the IPE is interested and which it tries to explain, are sometimes leading to ignore these problems in international law. In other words, the emergence of this dilemma is often caused by the political and economic perspectives of the states which are transformed into a harmony. In this study, an evaluation of the international law in the context of IPE will be presented shorthly and the current international system over the UkraineCrimean Crisis will be discussed in view of economic concerns.

One of the major weaknesses of the studies on the development of International Relations (IR) curricula in Turkey is the lack of systematic data on the characteristics history development and current status of the IR academia. In order to reveal research practices of academicians and how international relations is taught and how IR scholars perceive the discipline an online survey was conducted among the faculty members of the IR Departments in Turkey in June-July 2009. Scholars were asked to answer 55 questions about the IR curriculum courses research subjects and major theoretical approaches political attitudes funds language and types of publication academic journals universities the involvement of academy in policy-making process and non-academic intellectual activities. The results of the survey indicates that IR studies in Turkey seems to be foreign policy oriented focus on Turkey and the big power policies and the discipline is under the influence of Realism.

Uluslararası İlişkiler Disiplini özünde barış nasıl tesis edilebilir sorusu üzerinden ortaya çıkmış bir disiplindir. Süreç içerisinde barış olgusu güvenlik ile paralel şekilde ele alınmış; güvenliğin sağlanarak aynı sorunların tekrar yaşanmaması için neler yapılabileceği konusunda çaba sarf etmektedir. Disiplinin temel inceleme alanı ve baş aktörü devlet olduğu için; devletlerin var olduğu süreçten itibaren disiplinden bahsetmek mümkündür. Modern anlamda 1648 Westfalya Antlaşması ile kurulduğu belirtilen disiplin, günümüze kadar içerisinde birçok farklı tartışma ve düşünceye ev sahipliği yapmıştır. Lakin birçok tartışma ve düşünce özünde güvenlik odaklı olup, devletlerin güvenliğini nasıl tesis edileceği veya güvenliğin neden gerekli olup, hangi koşullarda bunun ihlal edildiği konusu üzerinde tartışılmıştır. Güvenlik devletlerin en vazgeçilmez olgusu olduğu için disiplin içinde hemen hemen her teorik tartışma güvenliğe atıfta bulunmuştur. Çalışmada güvenlik ile ilgili tüm yaklaşımlar geçmişten günümüze kadar incelenecektir. Devamında 21.Yüzyıla doğru güvenliğin çeşitlendiği, yeni paradigmaların ortaya çıktığı süreç ele alınacaktır. Küreselleşme ve teknolojik gelişmelerin yatay bir şekilde ilerlediği süreçte yeni bir alan olarak ortaya çıkan Siber Uzay ise çalışmanın temelinde yer alacak; siber uzayda meydana gelen yeni meydan okuma olarak Siber Güvenlik olgusu ele irdelenecektir. Siber güvenliğin Uluslararası İlişkiler içerisine nasıl dâhil edildiği ve nasıl analiz edildiği çalışmanın önemli ve kilit noktasını teşkil edecektir ; International Relations is essentially a discipline that emerged from the question of how peace can be established. In the process, the peace case is handled in parallel with the security and efforts are made to ensure that the same problems do not happen again. Since the main subject of discipline is the state, it is possible to talk about discipline from the time when states exist. In the modern sense, the discipline established by the Treaty of Westphalia of 1648 has hosted many different debates and conventions within the day. However, many discussions and thoughts are essentially security oriented and discussed on how to establish the security of the states or why security is necessary and in which conditions it is violated. Since security is the most indispensable state of the states, almost every theoretical discussion in the discipline has been found in safety. The study will examine all approaches to security in the past to the present. Then the process of emerging new paradigms, where security is diversified towards the 21st century, will be addressed. Globalization and technological developments in the form of a horizontal Cyber emerged as a new field in the process of promoting space will take place on the basis of the work; Cyberspace as a new challenge occurring in cyberspace Security will handle cases examined. How cyber security is incorporated into the International Relations and how it is analyzed will be an important and key point of study.

Uluslararası toplumda ortaya çıkan uyuşmazlıkların tarafları dikkate alınarak incelendiğinde, uluslararası hukuk kişileri arasındaki uyuşmazlıklar ve uluslararası hukuk kişileri ile özel hukuk kişileri arasındaki uyuşmazlıklar biçiminde bir tasnif yapılmaktadır. Diplomatik uyuşmazlık çözümü, uluslararası hukuk kişileri arasındaki uyuşmazlık çözümünü konu edinmekte özel olarak ise uyuşmazlık taraflarından en azından birinin devlet olduğu uyuşmazlık çözüm yollarını ifade etmektedir. Uyuşmazlıkların diplomatik yollarla çözümü gerek tarihsel açıdan bakıldığında gerekse çağdaş uluslararası toplum düzeni incelendiğinde en çok tercih edilen ve tüm uyuşmazlıkların konu itibarıyla sınırlandırılmadan çözülebileceği yolları bünyesinde barındırmaktadır. Bu çalışmada uyuşmazlıkların tanımlanmasından başlanarak uyuşmazlıkların diplomatik yollarla çözülmesinin incelemesi yapılacaktır. Öncelikle bir uluslararası uyuşmazlığın yargı içtihatları çerçevesinde belirlenmesi ve tasnifi için öngörülen kıstasların değerlendirilmesi yapılacaktır. Ardından uyuşmazlıkların barışçı çözümü yükümlülüğünün içeriği kişi, konu ve nitelik itibarıyla işlenecektir. Diplomatik müzakereler, dostça girişim, arabuluculuk, soruşturma ve uzlaştırmadan oluşan yerleşik diplomatik uyuşmazlık çözüm yolları, hukukî dayanakları çerçevesinde temel vasıfları açıklanmak suretiyle değerlendirilecektir. Bu yolların tercih nedenleri ve hangi durumlarda işletildikleri incelenirken somut örneklere yer verilerek anlatım zenginleştirilecektir. Devam eden kısımda ise uluslararası ilişkilerde meydana gelen değişimlerin bu yolları nasıl etkilediği ve ne tip yönelimlerin diplomatik uyuşmazlık çözümünü etkilediği ele alınacaktır. Bu değişimlerden yola çıkarak diplomatik uyuşmazlık çözümünün geliştirilmesi adına dikkate alınabilecek tavsiyeler dile getirilecektir. ; The disputes that rise in the international community can be classified as the ones between intenational law persons and the ones between international law persons and private law persons when they are studied by the charecter of parties. The subject of diplomatic dispute settlement is the disputes that are between intenational law persons and specifically the disputes which at least one of the parties is a state. Diplomatic dispute settlement contains the most preferred and comprehensive means that can settle all disputes without any limitations on subject matter both historically and in contemporary international community. In this study, dispute settlement with diplomatic means will be reviewed by describing disputes at the beginning. Firstly international disputes and criterions used in classfication of disputes will be determined within the scope of case law. After that, the obligation of peaceful dispute settlement will be handled by characteristics of obligation including ratione personae and ratione materiae. The established means of diplomatic dispute settlement which are diplomatic negotiations, good offices, mediation, inquiry and conciliation will be studied within the frame of legal basis of these means by stating their fundemental characteristics. When preferability and most suited conditions of these means examined the subject will also be enriched by concrete examples. In following part, the effects of changes in international relations to diplomatic means and what kind of tendencies can be observed will be discussed. Based on this discussion recommendations on enhancing the diplomatic dispute settlement will be stated.

İnsani müdahalenin konusu Birleşmiş Milletler Antlaşması'nda kuvvet kullanımının yasaklanması ile gerçekleşmiştir. Kuvvet kullanımının yasaklanması ile birlikte, eskiden var olan tüm kuvvet kullanma yöntemleri gibi insani müdahale de bu yasağın kapsamında kalmıştır. BM Antlaşması gereğince çözmeye zorlamayacağını ifade eden madde 2/7'ye uygun olup olmadığı, yine Birleşmiş Milletler Antlaşması VII. Bölümü çerçevesinde uluslararası barış ve güvenliği ihlal edip etmediği değerlendirilmiştir. Bu çalışma uluslararası toplumun varlığını ve işlerliğini Suriye krizi üzerinden tartışmayı amaçlamaktadır. Çalışmada uluslararası toplum, ulus devletlerin oluşturduğu bir cemiyet olarak tanımlanacak ve bu cemiyetin işlerliği ve varlığı, kurumları vasıtasıyla ortaya konacaktır. Uluslararası toplum kavramı, hem gündelik yaşamda hem de Uluslararası İlişkiler çalışmalarında sıklıkla kullanılmaktadır ancak, özellikle Türkçe literatürde kavramın karşılık geldiği pratik yeterince net bir biçimde tanımlanmamış bulunmaktadır. Bu nedenle çalışmada İngiliz ekolünün uluslararası toplum kavramı benimsenerek, diplomasi, savaş, büyük güçler yönetimi, güçler dengesi ve uluslararası hukuk kurumlarının bu topluma nasıl işlerlik kazandırdığı incelenecektir. Çalışmanın temel katkısı, İngiliz ekolünün Türkçe Uluslararası İlişkiler literatüründe bilinirliğinin arttırılması ve Uluslararası İlişkiler çalışmalarında teori-pratik boyutunun güçlendirilmesi olacaktır. Bu amaç doğrultusunda, öncelikle uluslararası toplumun kavramsal olarak ne ifade ettiği tartışılarak kurumları tanımlanacak, sonrasında Suriye krizinde bu kurumların nasıl işlediği açıklanarak uluslararası toplumun sadece bir kavram değil aynı zamanda bir gerçeklik olduğu vurgulanacaktır. ; This study analyzes the existence and functionality of international society over the Syrian crisis. In this context, international society will be defined as a community comprised of nation-states while the functionality and the existence of this community will be put forward through its institutions. The term international society is frequently used both in daily life and in International Relations (IR) studies. However, the corresponding practice in the Turkish literature has not been clearly defined. This explains why this study embraces the international society concept of the English School and how its institutions – namely diplomacy, war, great power management, balance of power, and international law – bring this international society into force. The major contribution of the study will be to raise awareness concerning the English School of thought in Turkish International Relations literature, as well as to strengthen the theory-practice dimension of IR studies. Within this context, the article will first discuss the conceptualization of international society and then proceed to define its institutions, followed by an analysis of how these institutions functioned during the Syrian crisis. The major argument of this paper is that international society is not merely a concept but a reality itself.

Bir ülkenin imajı, uluslararası ilişkilerin oluşumunda en önemli faktörlerden birisidir ve günümüzde imaj kavramının artan önemi, bilgi teknolojilerin hızlı gelişimi, medya ve diğer iletişim araçlarının toplumsal algı ve görüşleri yönlendirebilme özelliğinin, devletin uluslararası düzeyde siyasi karar verme süreciyle doğrudan bağlantılı görülmektedir. Tezin amacı, kültürel ve etnik bağlamda birbirine yakın olan bu ülkelerin faaliyetlerinin başarılı bir dayanışma modeli olarak sunulması, hem Türkiye, hem de Azerbaycan açısından imaj konsepti kapsamında, gelecekte ortak çalışmaların hayata geçirilmesine zemin oluşturarak katkıda bulunmasıdır. Özellikle, bu yönde akademik çalışmaların artması ümit edilmektedir. Yapılan literatür taramasında, her iki ülkenin uluslararası imaj yönetimi çerçevesinde sınırlı çalışmaların bulunması, bu konuya yönelik ilginin artmasına katkıda bulunabilir. Çünkü günümüzde oluşturulan ve yönetilen imaj bir ülke açısından ekonomik gücü kadar stratejik bir öneme sahiptir ve özellikle ülkeye yönelik algının oluşmasında tesirli bir faktör olarak görülmektedir. Bu çerçevede çalışma dört bölümden oluşmaktadır. Birinci bölümde, Bu çalışma, genel olarak, Türkiye-Azerbaycan ilişkilerinin kuramsal açıdan değerlendirmesi yapılmıştır. İkinci bölümde, Azerbaycan ve Türkiye arasında siyasal ilişkilerin tarihsel gelişimi ele alınarak, günümüzdeki boyutuna kadar incelenmiştir. Üçüncü bölümde, iki ülke arasında kurulmuş olan ekonomik işbirliği ele alınmaktadır. Bölgesel bağlamda bu işbirliğini pekiştiren enerji ve ulaşım projelerinin gerçekleştirilmesiyle her iki ülkenin elde edeceği olanaklar ve uluslararası alanda bu bölgenin bir enerji merkezine çevrileceği yönünde gelecek perspektifler incelenmektedir. Dördüncü bölümde ise, Türkiye ve Azerbaycan'ın uluslararası tanıtımında yükselen eğilimler değerlenderilerek, her iki ülke arasındaki ilişkilerin uluslararası imaj açısından analizi yapılmıştır. Aynı zamanda, ülke imajını pekiştiren etkinliklerin organize edilmesiyle sağlanan olanaklar, örneğin uluslararası etkinlikler gibi bazı örnekler üzerinden ele alınmıştır. Özellikle, son yıllarda Azerbaycan'da düzenlenen uluslararası spor ve kültürel etkinliklerin ülke imajına sağladığı katkı çerçevesinde bir değerlendirme yapılarak, imaj üzerinde olan tesiri incelenmiştir ; The image of a country is one of the most important factors for the development of international relations and the growing importance of today's image concept, the rapid development of information technology, the influence of media and other communication tools on a social perception and managing feedback feature seems directly linked to the political decision-making of the state at the international level. The aim of the thesis, is to present the activities of these countries, which are close to each other in the cultural and ethnic context, as a successful solidarity model, and in terms of both Turkey and Azerbaijan to create the ground for the of future collaboration, in particular it is hoped to increase the academic work in this direction. In a literature search, the limited sources in the context of the image management of both countries, contribute to the increasing interest in this issue. Because today the right image has a strategic importance at least in the foreign policy and economic power of the country, especially as an effective factor in the formation of the perception of the country. In this context, the study consists of four parts. In the first part, Turkish Azerbaijani relations were analyzed through thepretical approach. In the second chapter, the historical development of political relations between Azerbaijan and Turkey is examined. Especially after gaining the independence, Azerbaijan established close relations with Turkey and it has been described as a new era for both countries. In the third chapter, it was discussed the economic cooperation between the two countries. In a regional context, the realization of energy and transport projects carried out by both countries, reinforces this cooperation, which will gain opportunities in the international arena and the region's future direction to be converted into energy hub. In the fourth chapter, there were analyzed Turkey-Azerbaijan relations in terms of international image, has been transferred the general characteristics of country image concept and aspects of positive image development. At the same time, the possibilities provided by organizing events that enhance the image of the country have been addressed through some examples, such as international events. At the same time, it was analyzed how global events organization activities reinforce the country's image, for example through international events. Particularly, an assessment made in the framework of the contribution of the sporting, cultural events held in Azerbaijan in recent years to the country's image in parallel, and the effect on the image that has been examined

Uluslararası Sistem, Soğuk Savaş'ın sona ermesi ve Sovyet Sosyalist Cumhuriyetler Birliği'nin (SSCB) çöküşü gibi olaylar neticesinde bazı değişimlere uğramıştır. Bu değişimler kapsamında Yugoslavya'da iç karışıklıklar çıkmış ve Yugoslavya parçalanmıştır. Bu gelişme uluslararası sistem ve uluslararası politika üzerinde bazı etkiler ortaya çıkarmıştır. Amerika Birleşik Devletleri'nin (ABD) özellikle SSCB'nin çöküşünün ardından yeni bir düzen oluşturma adına sürdürdüğü faaliyetler, Avrupa Topluluğu'nun savunma ve güvenlik açısından ortak bir yapı kurma girişimleri, Kuzey Atlantik Antlaşması Organizasyonu (NATO) ve Birleşmiş Milletler (BM) benzeri uluslararası kuruluşların izledikleri politikaların uluslararası sistem kadar Yugoslavya'nın parçalanma sürecinde de etkili olduğunu ifade etmek mümkündür. Yugoslavya'da tarihsel süreç içerisinde problem yaşayan etnik grupların beraber yaşamak durumunda kalmaları, bunlar arasındaki problemlerin devam etmesi dağılma sürecini hızlandırmıştır. Bununla birlikte iktisadi açıdan bölgeler arasındaki gelişmişlik farkları, etnik gruplar arasındaki problemlerin daha da büyümesine neden olmuştur. Bu çalışmanın amacı Yugoslavya'nın parçalanmasının uluslararası sistem ve politika üzerindeki etkilerinin anlaşılmasıdır. Bu bağlamda uluslararası sistem ile Konstrüktivist yaklaşımlar da bu konuyla ilgili olarak ele alınmıştır. ; The international system has undergone some change sdueto the end of the Cold War and the collapse of the USSR. In the context of the sechanges, the rehave been some internal turmoil in Yugoslavia and Yugoslavia has been fragmented as a result of the sein ternalturmoil. This fragmentation has had some impact on the international system and international policy. The United States of America (USA), in particular, following the collapse of the USSR in order toestablish a new order of activities, the European Community to create a common structure in terms of defense and security, NATO and United Nations international organizations, such as the policies followed by the international system. It is also possible to say that Yugoslavia is effective in the process of disintegration. The fact that ethnic groups living in Yugoslavia who have problems in the historical process live to gether and the problems between the seethnic groups continue to accelerate the process of disintegration. On the other hand, the differences in economic development between regions have caused problems between ethnic groups to groweven more. The aim of this study is tounderstand the impact of the disintegration of Yugoslavia on the international system and policy. In this context, the international system and the Constructivist approachesare discussed in this respect. As a result of the evaluations, it is expected tounderstand the effects of the global changes in Yugoslavia.
