1990 soğuk savaş sonrası ortaya çıkan küreselleşme ve yeni dünya düzeni kavramları, dünyada mevcut dengesizliği daha da artırmıştır. Bu durum uygun ortamı bekleyen terörizmin artarak uluslar arası boyut kazanmasına neden olmuştur.Bu araştırmanın amacı; soğuk savaş sonrası dönemle birlikte başlayan ve 11 Eylül olayları sonrası daha da netleşen yeni tehdit ve risklerden, uluslar arası terörizmi, gelişim sürecini ve özelliklerini ortaya koyarak, dünyaya ve Türkiye'ye etkileri açısından incelemektirTerörizmin bütün dünya devletleri tarafından, ya da en azından etkili olduğu kabul edilebilecek çoğunluğu tarafından onaylanmış bir tanımı yapılamamış, çözüm konusunda ortak bir karara henüz ulaşılmamıştır. Bu sorunun çözümlenebilmesi için ülkelerin terörizme bakış açılarında sağlanacak fikir birliği büyük önem taşımaktadır.Çalışma, uluslar arası terörizm ile ilgili bilgileri, uluslar arası terörün Türkiye'ye yansımalarını, terörün olumsuz etkilerini asgariye indirmek için uluslar arası alanda yapılması gereken işbirliği imkânlarını kapsamaktadır.Güncel bir konu olan uluslar arası terörizmle ilgili olarak, birçok yerli ve yabancı yayın taranarak ilgili bilgiler incelenmiş, objektif kıstaslar gözetilerek yorumlanmış ve değerlendirilmiştir.Çalışma sonucunda; uluslar arası ilişkilerin giderek arttığı günümüzde, gelecekteki en önemli güvenlik sorununun terörizm olacağı, terörizmle etkin bir mücadele için ise uluslar arası düzeyde işbirliğinin gerekli olduğu değerlendirilmiştir. ; Globalisation and new world order concepts, which come out after the cold war in 1990, have further increased the current imbalance in the world. This case led terrorism to gain international dimension that looks for a suitable environment.The purpose of this research is to examine the effects of new threat and risks to Turkey and the world that starts with the cold war period, and becomes clear after 11 September besides international terrorism and development process. Approved definition of terrorism could not be made by all world states or the majority which can be accepted as it is efficient and a joint decision is not made yet for the solution.In order to find a solution on this issue, it is of great importance to reach a consensus concerning the point of views of the countries on terrorism.The study covers the co-operation possibilities on international arena so as to reduce the negative effects of terrorism, reflections of international terror to Turkey and the relevant information about international terrorism.Many domestic and foreign publications were examined and screened regarding the international terrorism which is a common issue. In addition, objective criteria were interpreted and evaluated in this regard.As result of this study, it was evaluated that terrorism will be the most important security issue in today?s world where international relations increase gradually and an international co-operation is necessary for the effective struggle with terrorism .
One of the major weaknesses of the studies on the development of International Relations (IR) curricula in Turkey is the lack of systematic data on the characteristics history development and current status of the IR academia. In order to reveal research practices of academicians and how international relations is taught and how IR scholars perceive the discipline an online survey was conducted among the faculty members of the IR Departments in Turkey in June-July 2009. Scholars were asked to answer 55 questions about the IR curriculum courses research subjects and major theoretical approaches political attitudes funds language and types of publication academic journals universities the involvement of academy in policy-making process and non-academic intellectual activities. The results of the survey indicates that IR studies in Turkey seems to be foreign policy oriented focus on Turkey and the big power policies and the discipline is under the influence of Realism.
11 Eylül saldırılarından sonra terörün sınır aşan etkileri tüm dünyada hissedilmiştir. Terörizm ve terörizmin finansmanıyla mücadele kavramı ise özellikle 11 Eylül sonrası uluslararası güvenlikle ilgili her platformda sıkça kullanılmaya başlanmıştır. Ancak terör kavramı üzerinde uluslararası platformda kabul görmüş mevcut bir fikir birliği yoktur. Kimilerine göre terörist sayılanlar başkalarına göre özgürlük savaşçısı olarak da kabul edilebilmektedir. Terör kavramı üzerindeki bu anlaşmazlık ise terörizmle mücadelede geniş kapsamlı, genel bir uluslararası anlaşmanın hazırlanmasını engellemektedir. Terörizmle mücadelede silahlı güç kullanımı çoğu kez kaçınılmazdır. Ancak, sadece askeri kuvvet kullanarak terörizmle mücadele etmek ve bu mücadelede başarılı olmak oldukça zordur. Terör örgütleri; uyuşturucu ticareti, silah kaçakçılığı, sigara kaçakçılığı, akaryakıt kaçakçılığı, gasp, yağma ve haraç toplama başta olmak üzere pek çok yasadışı eylemden ve yine birçok yasal görünümlü faaliyetlerden elde ettikleri gelirlerle devamlılıklarını sağlayarak eylemlerini gerçekleştirmektedir. Bu nedenle terörizmle mücadelede terör örgütlerinin gelir kaynaklarının kurutulmasının ve bu alanda yapılacak mücadelenin önemi artmaktadır. ; After ?September 11 Attacks? the transboundary effects of terrorism are being perceived all over the world. Concepts ?Terrorism and combating against the financing of terrorism? are being frequently used in all fields related with international security, especially after September 11 Attacks. However, there isn?t a consensus of opinions over the concept of terrorism, which is generally accepted on the international stage. People those are considered by a country as ?terrorist organization? could be considered as ?independency warriors? by another country. This conflict about the concept of terrorism is hindering the preparation of a large convention on combating against terrorism. In most cases, use of armed forces is unavoidable. However, only use of armed forces on combating against terrorism could be difficult to bring off a difficult task. Terrorist organizations make their acts and provide the continuity with the money gained not only from illegal acts like exaction, arms trafficking, smuggling of drugs, oil, cigarette but also from illegal acts, those camouflaged as legal acts. This fact shows that; a great importance must be attached to combat against the financing of terrorism.
Bu tez çalışmasında Uluslararası İlişkiler disiplininin temel teorik yaklaşımlarının devlete dair görüşleri tartışılmış ve küreselleşme süreci ile birlikte başlayan devlet tartışmalarının bir sınıflandırması yapılmaya çalışılmıştır. Bu bakımdan Uluslararası İlişkiler çalışmalarında iki temel devlet tartışmasının olduğu kabul edilmekte ve bu tartışmalar birinci ve ikinci devlet tartışması şeklinde sınıflandırılmaktadır. Birinci tartışma devlet merkezci ve toplum merkezci yaklaşımlar arasında birim-yapı veya aktör tartışması çerçevesinde yoğunlaşmıştır. İkinci tartışma ise küreselleşme tartışmasını da bu kategoriye alırsak devletin otonomisi ve etkin (agential) gücü üzerinden yürütülen bir tartışmadır. Genel olarak bu tartışmada bir taraf devleti uluslararası/küresel toplumun veya yapının etkisi altında pasif ve edilgen bir aktör olarak görürken diğer taraf ise devletin bizzat bu küresel/uluslararası yapıyı veya toplumu şekillendirdiği/belirlediği noktasından hareket etmektedir. Bu bakımdan her iki tartışma da aslında bir kamplaşma ve kutuplaşmayı ifade etmektedir. Birinci tartışmanın artık ikinci tartışmanın gölgesinde kaldığını söylemek mümkündür. Hem küreselleşme tartışmasında hem de ikinci devlet tartışmasındaki bu kamplaşma ve kutuplaşmanın, başını Hobson'un çektiği İkinci Kuşak neo-Weberyan Tarihsel Sosyolojinin devlet teorisi olan, Yapılanmacılık ile üstesinden gelebiliriz. Yapılanmacı yaklaşım ya/ya da mantığını reddeden ve devleti küresel, bölgesel ve yerel olmak üzere üç düzlemde hareket eden otonomi sahibi ve her düzlem üzerinde etkin gücü olan ve yine bu düzlemlerden etkilenen hem uluslararası/küresel hem de yerel topluma içkin sosyal ve tarihsel bir aktör olarak görür. Kısaca Yapılanmacı anlayışa göre devlet, değişken yerel ve uluslararası etkin gücü olan belirleyici/oluşturucu bir devlettir. Yapılanmacılık bu bakımdan bahsedilen kutuplaşmayı aşmak için hiç kuşkusuz bir üçüncü yol önermektedir. ; This thesis analyzes the arguments of the main theoretical approaches on the state taken by scholars in the discipline of International Relations and classifies these debates on the state that have unfolded with globalization. In this respect, there are two state debates and these are, generally, classified as first- and second-state debates. The first state debate focuses on discussions of agency, structure or actors between state-centered and society-centered approaches. The second debate, if we include globalization debates in this category, is conducted through agential state power and autonomy of state. On the whole in this debate, one side regards states as passive victims/actors under international/global society or structures, while the other side argues that states determine and shape global/international society or structures. In this regard, both debates in fact refer to polarization and to forming cliques. It is possible to say that the first state debate is perpetually in the shadow of the second state debate. We can overcome this polarization and these cliques in which both the second state debate and globalization debates find themselves with Structurationism, which is the state theory of second wave neo-Weberian Historical Sociology under Hobson?s leadership. The Structurationist approach rejects the either / or logic; according to this approach, states act on three levels --global, regional, and local/national-- and states have an autonomy from these levels; states have agential power over these three levels and states are influenced by these levels; states are embedded as social and historical actors in the both international / global and local society. Briefly, according to the structurationist approach, the state is a constitutive? state with varying domestic and international agential power. In this respect, Structurationism certainly suggests a third way to overcome the polarization mentioned above.
Bu çalışmada hem enerji hem de silah olarak kullanılabilen nükleer malzemeyle ilgili uluslararası hukuktaki düzenlemeler çerçevesinde İran'ın nükleer programı incelenmektedir. İran'ın enerji durumu ile nükleer programının niteliğine değinen çalışma, nükleer malzemenin enerji amacı dışında kullanımını önlemek için kurulan Uluslararası Atom Enerjisi Kurumunun İran'da yaptığı incelemeler ışığında İran'ın nükleer programının barışçı amaçlı olup olmadığını değerlendirmektedir. Uluslararası hukukun gelişimine katkıda bulunmak amacıyla nükleer malzemeye sahip olan bütün devletlerde denetim mekanizmasının güçlendirilmesi noktasından hareket eden bu çalışma, Birleşmiş milletler güvenlik konseyine sevk edilen İran'ın nükleer programıyla ilgili gelişmeleri analiz ederek ancak müzakereler yoluyla İran'ın nükleer programının getirdiği sorunların çözülebileceğini ön görmektedir. ; This study examines Iran's nuclear programme in the context of arrangements of international law related to nuclear materials used to both produce energy and weapon. Researching energy sources of Iran and nature of her nuclear programme the study analyzes and evaluates weather Iran's nuclear programme is peaceful or not in the light of investigations conducted by International Atomic Energy Agency founded to prevent nuclear proliferation and to control over the use of nuclear material other than producing energy. From point of view that control measures should be taken and strengthened on the nuclear activities and materials of all States to contribute growth of international law, the study analyzes developments concerning Iran's nuclear programme referred to the United Nations Security Council, and suggests that nuclear problem should be resolved only by means of negotiations.
Bu makalede, sosyal bilimler külliyatına son birkaç on yılda esaslı bir giriş yapmış 'kimlik', 'farklılık', 'kendi' ve 'öteki' kavramlarının, Uluslararası İlişkiler disiplininin başat kuramlarınca nasıl algılanmakta oldukları incelenecektir. 1990'lı yıllarla birlikte disiplinin içine düşmüş olduğu üst-anlatı boşluğu yalnızca kimlik meselelerince doldurulamayacak olsa da, bu meseleleri içselleştirmeyen geleneksel Uluslararası İlişkiler kuramlarının, geçerliliklerini yitirme tehlikesi ile karşı karşıya oldukları iddiasında bulunulacaktır. Bu iddiadan hareketle, kimlik temelli bir çerçevede anlaşılabilecek olan 11 Eylül 2001 olayları, Uluslararası İlişkiler kuram-yapımı üzerindeki etkisi ve kimlik meselesine yaptığı vurgu bağlamında örnek olay olarak incelenecektir. Makalenin esas amacı, günümüz Uluslararası İlişkiler kuram-yapımının, geleneksel kuramları toptan yok saymak yerine, bu kuramları yeniden gözden geçirmek ve yapısökümüne uğratıldıklarında altlarından çıkan tek tip kimlikleri, önyargıları ve taraflılıkları ortaya çıkartmak amacı gütmesi olduğunu göstermektir. ; This article attempts to analyze how the conceptualizations of 'identity', 'difference', 'self' and 'other' that have gained a recent popularity in mainstream social sciences in the last decades have been understood by leading International Relations theories. Although the meta-theoretical gap in International Relations studies that had been realized after the end of Cold War cannot be completely fulfilled by these conceptualizations, it will be suggested that no valid International Relations theory can be developed and maintained without internalizing the identity matters as their initial assumptions. Concordantly, the particular events of September 11, 2001 that might be analyzed within the framework of identity will be brought to the fore for how identity matters should affect the International Relations theory-making. The ultimate purpose of this study is to demonstrate that what is needed today in the study of International Relations is not to demolish its conventional theories altogether, but is rather to show the necessity of their re-evaluation for their stereotypical identity perceptions, prejudice and bias, which break out clearly once they are deconstructed.
Avrupa Senedi ile telaffuz edilmeye baslayan Avrupa Birligi içinde ortak bir dıs politika gelistirme iradesi, 1990'lı yıllarda hem uluslararası sistemde hem de Avrupa Birligi sisteminde ortaya çıkan yeni olgular temelinde hızlanarak, Maastricht Antlasması'nın imzalanmasının ardından Ortak Dıs Politika ve Güvenlik Politikasının olusturulmasının kabul edilmesiyle, somut bir görünüm kazanmıstır. Avrupa Birligi, Ortak Dıs Politika ve Güvenlik Politikası'nın dogal bir uzantısı olarak, Avrupa Güvenlik ve Savunma Politikasının gelistirilmesini de burada kabul etmislerdir. Bu dogrultuda, çalısmalar hızlandırılmıs, Amsterdam ve Nice Antlasmaları ile AGSP'na iliskin sistemin gerekli araç ve yeteneklere kavusturulması saglanmaya çalısılmıstır. Bu süreç devam ederken Avrupa Birligi içerisinde, Türkiye'nin 1987'de tam üyelik basvurusuyla yeni bir görünüme kavusan iliskiler, 1990'lı ve 2000'li yıllarda ortaya çıkan gelismeler ısıgında Avrupa Birligi'nin Genisleme Politikası, ODGP ve AGSP ile de baglantılı hale gelmistir. Son dönemde Türkiye ve Avrupa Birligi arasındaki iliskileri etkileyen en önemli konulardan birisi olan AGSP, kültür ve kimlik açılımları da içermektedir. Türkiye'nin gelistirilmeye çalısılan AGSP'na olan yaklasımı, kaygıları ve bu politikaya getirecegi açılımlar, hem uluslararası etkenler hem bölgesel dinamikler hem de tarafların dıs politik çıkarları ve güvenlik algılamaları dogrultusunda islenecektir. Ulusüstü bir deger dagıtım sistemi olarak, siyasal bütünlesme sürecini tamamlama yolundaki Avrupa Birligi'nin, ortak yarar temelinde, ortak degerler ve normlar dogrultusunda gelistirmeye çalıstıgı AGSP'nın, bölgesel ve küresel etkileri ile Türkiye'nin buradaki konumu, kamuoyu destegi, siyasi irade ve dıs politika gelismeleri ele alınarak incelenecektir. ; Development of a common foreign and security policy in the EU, was emphasized with the Single European Act in1986. Process of development a common foreign policy accelerated in 1990's. In this era, some radical changes occurred in international system, such as declining Soviet power and communist system, existing new independent states, transformation process of Central European countries. The EU, as a supranational system and as a global actor, affected from all these developments and started improving its strategic interests and security aims. With signing Maastricht Treaty, Europeans began to work on design a Common Foreign and Security Policy (CFSP) and also, they took responsibilities of creating a credible European Security and Defense Policy (ESDP). ESDP is being created as a dimension of the Union's Common Foreign and Security Policy. Relevant with these developments, the EU began strengthening its identity and own statue at global and regional level. Arrangements of Amsterdam and Nice Treaties are known as important developments because of aiming to provide assets and capabilities which are necessary to development a credible Foreign and Security policy in the EU. The EU is eager to be part of the picture whenever security problems arise in Europe. Since the Turkish full membership application to the EC in 1987, relations between two parties gained a new phase. Turkey and the European Union relations were affected by European Union Enlargement Policy, CFSP and ESDP. These there policy areas of the EU have strong cultural roots and identity dimensions. So, the Turkish concerns and opinions according to integration, enlargement process of EU and its position according to ESDP were examined in the basis of international effects, regional dynamics, political interests and security perceptions.
Özet: İkinci Dünya Savaşı sonrası kurulan Birleşmiş Milletler (BM), kurulduğu andan bugüne değin hiç olmadığı kadar derin bir kriz ile yüz yüze kalmış du-rumdadır. BM'nin varlık ve etkinlik sorununu oldukça etkileyen bu kriz; meşruiyet krizidir. BM'nin bu krizden hasıl çıkacağı, hayata geçireceği reformlara ve kaybettiği siyasi kararlılığı yeniden kazanıp kazanamayacağına bağlıdır. Öncelikle üyelerin reform çalışmaları konusunda samimi olmaları ve Genel Ku- rul'daki görece demokratik ortamın başta Güvenlik Konseyi olmak üzere BM'nin diğer tüm organ ve kuruluşları için de sağlanması gerekiyor. Örgütün kurulduğu ilk yıllardan beri gelen reform ihtiyacı karşılanamadığı, Konsey'deki veto ve temsil adaletsizliği giderilemediği sürece BM'nin meşruiyeti büyük yara almaya devam edecektir. Anakronik yapı, orantısız temsil sorunu, veto yetkisinin sınırlı sayıda üyeye verilmiş olması, fin ansal sorunlar, siyasi kararlılık eksikliği, kolektif güvenlik mekanizmasının işlevsiz hale gelmesi, bölgesel entegrasyon ve yapılanmaların giderek daha etkili olması, uluslararası toplumun BM'ye olan güveninin sarsılması vb. gibi bir dizi sorun içinde BM meşruiyet krizini en azından öngörülebilir bir gelecekte aşabilecek gibi görünmüyor. Ayrıca, kriz aşılmadığı sürece BM Antlaşması ile tesis edilmiş ve büyük ölçüde kabul görmüş normlar bütünü de özünden sarsılabilir. Bu bağlamda, meşruiyet sorunu sadece bir etkinlik değil aynı zamanda bir varlık sorunu olarak da değerlendirilmelidir. ; Abstract: The United Nations (UN), having founded following the World War II, is face to face with a deep crisis that never experienced before. This is the legitimacy crisis heavily affecting the raison d'etat and the UN's question of efficiency. The way how the UN will break through this crisis is conditional upon its reforms and will to regain its political determination. Before all else, the member states have to be sincere about the reform endeavors and there is a certain need to settle the relatively democratic medium of the General Assembly in all bodies of the UN. The legitimacy crisis of the UN will continue to bleed unless the needs for the reforms since the early years is fulfilled and the injustice of veto and representation in the Security Council are removed. Yet, the UN does not seem to overcome the legitimacy crisis in the foreseeable future due to problems such as anachronic structure, disproportionate representation, very limited veto authority, financial difficulties, lack of political determination, malfunctionality of collective security, the rising effectiveness of regional integrations and such organizations and convulsion of international trust towards the UN. Moreover, as much as this crisis continues the norms founded with the UN Charter and adopted on a large scale could wither away substantially. In this context, legitimacy crisis should be evaluated not as a matter of strength but also a question of existence.
Devletin çok eski çağlardan günümüze kadar çeşitli şekillerde ortaya çıktığı bilinmektedir. Tarih boyunca ?devlet?i tanımlama çabası, siyasi düşünürlerin temel uğraşlarından biri olmuştur. Günümüz devlet anlayışının temelleri 1648 Westphalia Barışı ile ortaya çıkmıştır. Bu tarihten günümüze devletin ne olduğu sorusu ve günümüzdeki anlamıyla ulus-devleti oluşturan unsurların neler olması gerektiği üzerinde çeşitli görüşler ortaya atılmıştır. Devletlerin sayısal olarak Westphalia Barışı'ndan bu yana artış gösterdiği bilinmektedir. Özellikle 20. yüzyıl bu artışın en çok görüldüğü dönem olmuştur. Bu dönemin başında imparatorlukların dağılması sonucu devlet sayısında önemli atışlar meydana gelmiş, 1945 yılından Soğuk Savaş'ın bitimine kadar olan dönemde ise dekolonizasyon süreci ile birlikte uluslararası sistemde devlet sayısı hızla artmıştır. Soğuk Savaş'ın sona ermesinin ardından sosyalist değerlerin dünyadaki prestijinin sarsılmasıyla birlikte bu savaştan galip çıkan liberal dünya değerleri uluslararası sistemin yapısını kökten değiştirmiştir. Demokrasi, insan hakları, liberal ekonomi politikaları artık hemen hemen tüm devletler tarafından olmazsa olmazlar arasına girmiştir. Soğuk Savaş sonrası totaliter ve sosyalist rejimlerin istenmediği ve bu gibi yönetimlerin devlet olma arzularının uluslararası toplum tarafından kabul görmediğini söyleyebiliriz. Yugoslavya farklı etnik kökenden halkları barındıran yapısıyla, Soğuk Savaş sonrası gelişmeler ve milliyetçi akımların tekrar yükselişe geçmesiyle birlikte parçalanarak uluslararası sistemde yeni devletlerin ortaya çıkmasına neden olmuştur. Soğuk Savaş'ın galibi Batı, sosyalist rejimlerin yerine liberal değerleri benimsemiş rejimleri destekleyerek bu parçalanmaya katkıda bulunmuştur. Kosova'nın Yugoslavya'yı oluşturan diğer devletler gibi bağımsızlık yönündeki talebine Yugoslavya içindeki özel durum ileri sürülerek reddedilmiş ve uzun süre Kosova bağımsızlığını elde edememiştir. Kosova'nın 18 Şubat 2008 tarihinde Sırbistan'dan tek taraflı bağımsızlık ilanının ardından Soğuk Savaş sonrası devletlerin hangi şartlarda ortaya çıktığı tekrar sorgulanmaya başlanmıştır. ; States are known to have occurred in various sorts since prehistoric times. Throughout the history, defining what state is has been one of the chief concerns of political philosophers. The fundamentals of today?s understanding of what state is dates back Westphalia Treaty in 1648. Since then, there have been several speculations over the question of what the state is and what the components of a nation-state should be. It is known that the number of states has increased since Westphalia Treaty. Particularly, this increase was seen in the period of the 20th century. At the beginning of this period, the number of states increased because of the collapse of empires, and in the period from 1945 onwards until the end of cold war, the number of states in international system increased dramatically within decolonization period. Following the cold war period with the collapse of the prestige of the socialist values in the world, liberal victorious war leaders of the world fundamentally changed the structure of international system. Democracy, human rights, liberal economic policies in almost all states by now had become the sine qua non. We can say that totalitarian and socialist regimes were not desired and that the desires of such governments were not accepted by international communities. With a structure of having peoples from different ethnic origins, Yugoslavia caused new states to emerge in international system because of the developments in postwar period and the rise of nationalist movements. West, the winner of the cold war, adopted the liberal values instead of the socialist regimes, contributing to this fragmentation by supporting them. Kosovo?s demand for independence like other states constituting Yugoslavia was rejected due to the claims that it had special status in Yugoslavia, and thus Kosovo was not able to declare its independence for a long time. Soğuk Savaş döneminde birçok ülke etki alanlarını artırmak için dış yardımları sürekli olarak kullanmışlardır. Dış yardımları etkin olarak kullanan ülkelerden biri de ABD'dir. ABD Soğuk Savaş'ın ilk yıllarından bugüne kadar çok farklı ülkelere farklı amaçlarla dış yardımlarda bulunmaktadır. Bu yardımların hepsini ekonomik ve siyasal amaçlı olarak değerlendirmek mümkün değildir. İnsani yardımlar başta olmak üzere acil müdahale yardımları ve diğer yardımlar Amerikan yardımlarında önemli bir dilimi oluşturmaktadır. Amerikan yardımları 1961 yılından itibaren USAID (United States Agency for International Development) bünyesinde dağıtılmaktadır. ABD yardımları bir dış politika aracı olarak dış yardımların anlaşılmasında en iyi örnektir. Türkiye ise Soğuk Savaş'ın sonra ermesi ile bölgesinde yaşanan gelişmelerin de etkisi ile dış yardım veren ülkeler arasında önemli bir pozisyon edinen ülkelerden biri olmuştur. Özellikle 1992 yılında kurulan TİKA'nın da (Türk İşbirliği ve Kalkınma Ajansı) etkisi ile Türkiye başta bölge ülkeleri olmak üzere dünyanın birçok ülkesine dış yardımda bulunan bir ülke haline gelmiştir. Dış yardımlar Türkiye'nin bölgesel ve küresel ölçekte giderek daha etkin bir aktör olmasını sağlamıştır. ; Foreign aid has been used as a foreign policy tool since 18th century but gained significant importance with the Cold War. During the Cold War many countries permanently used foreign aid in order to expand their influence areas. One of these countries is U.S.A. Since the early years of the Cold War U.S.A. has been providing foreign aid to many different countries for various purposes. It is not possible to categorize all of them as having economic and political purposes. Most of the aid provided is comprised of humanitarian relief, emergency intervention relief and other kinds of foreign aid. U.S.A. has been providing aid via USAID (United States Agency for International Development) since 1961. U.S.A. aid is the best exemplar in order to understand the role played by foreign aid in foreign policy. Turkey, on the other hand has become one of the most important aid providers in its region after the end of the Cold War. Especially due to the activities of TIKA (Turkish International Cooperation and Development Agency) established in 1992, Turkey has become an aid provider to the countries in its region and to many other countries in the world. Foreign aid has gradually rendered Turkey a more effective actor both regionally and globally.
Yüksek Lisans Tezi ; Kuvvet kullanılmasını içeren orantılı karşı tedbirlere ülke dışında da başvurulabileceğine ilişkin iddiaları BM Antlaşması md. 51 temelinde meşrulaştırmaya çalışan iddialar, teoride olmasa bile uygulamada artan şekilde uluslararası toplum tarafından kabul görmektedir. Doktrinel bakış açısından, böyle bir yaklaşım, elbette BM Antlaşması md. 2/4 tarafından güvence altına alınan "bir devletin ülkesel bütünlük hakkı" ile diğer devletin md. 51'de korunan Meşru müdafaa hakkı arasında bir çatışmayı da beraberinde getirmektedir. BM Antlaşması md. 51'de düzenlenen meşru müdafaa hakkı, kuvvvet kullanma yasağının tek istisnası olarak, bir silahlı saldırıya karşı düzenlenmiştir. Md. 51'de meşru müdafaa hakkından doğal bir hak olarak söz edilmesi, BM Antlaşması'ndan hemen önce örf ve adet hukukundaki meşru müdafaa hakkının saklı tutulduğu anlamına gelmez. Bush Doktrini'nin önleyici meşru müdafaa hakkının hukuka uygunluğunu iddia ederken geleneksel "gereklilik"kriterini esnetmesidir. Bir başka ifade ile uluslararası hukukun öteden beri "vukuu muhakkak"bir silahlı saldırı tehdidine karşı önleyici meşru müdafaa hakkını tanıdığını iddia eden ve yapılması gerekenin "vukuu muhakkak tehdit" kavramını terör eylemlerine, kitle imha silahlarına güvenen haydut devletler ve teröristler gözönünde bulundurularak yeniden yorumlamak olduğunu belirten Bush Doktrini açısından sadece bir saldırı varsayımı, potansiyel bir tehdit, bir risk, "silahlı saldırı" teşkil etmektedir. BM Genel Kurulu'nun İsrail temsilcileri, Güvenlik Konseyi'nde, devamlı olarak ülkesinin yakın bir saldırı tehlikesine maruz kaldığını ve İsrail'in de önleyici meşru müdafaa hakkı'nı kullandığını iddia etmiştir. Bu tez çalışmasında; Birinci bölümde meşru müdafaa hakkı, kuvvet kullanma yasağı, saldırı suçunun tanımı, tarihçesi ve BM belgelerinde kuvvet kullanma yasağı ve meşru müdafaa hakkı; İkinci bölümde 2006 yılındaki İsrail ve Lübnan çatışmasının menşeine ilişkin bulgular, terörün tanımı, tarihçesi, kuvvet kullanma yasağında ve meşru müdafaa hakkındaki rolü, İsrail-Lübnan çatışması'nın kuvvet kullanma yasağı ve meşru müdafaa hakkı çerçevesinde değerlendirilmesi; Üçüncü bölümde Adalet ve Kalkınma Partisi döneminde Türkiye-İsrail ilişkileri, Türkiye-Lübnan ilişkileri ve Türkiye'nin İsrail-Lübnan çatışmasındaki tutumu incelenmiştir. Anahtar Kelimeler: kuvvet kullanma yasağı, meşru müdafaa, saldırı suçu, İsrail, Lübnan. ; The claims trying to legitimate the claims, which are related to the fact that commensurate counter measures including using force can also be applied abroad on the basis of article 51 of United Nations Treaty, find acceptance by the society not in theory but increasingly in application. From the doctrinaire point of view, such an approach definitely brings about a conflict between the right of territorial unity of a nation which is secured by the article 2/4 of the United Nations Treaty and the right of self defense of another nation preserved in the article 51. The right of self defense arranged in the article of the United Nations Treaty has been arranged considering an armed attack as the only exception of prohibition of using force. The fact that the right of self defense is mentioned as a natural right in the article 51 does not mean that the right of self defense in the Common Law is preserved just before United Nations Treaty. It means that Bush Doctrine stretches traditional necessity criterion while it claims that the right of preventive self defense is lawful. In other words, just an assumption of an attack is seen as a potential threat, a risk, and an armed attack in terms of Bush Doctrine which claims that International Law has approved the preventive self defense against a certain armed attack threat for a long time, and emphasizes that the necessary thing to do is reinterpreting certain threat decision considering rogue states, and terrorists relying on Weapons of Mass Destruction. In the Security Council, Israel representatives of the United Nations General Assembly claim that their country is continuously exposed to a close attack and Israel has the right of preventive self defense. In the first part of this study; the right of self defense, prohibition of using force, definition and history of attack crime, prohibition of using force and the right of self defense in the documents of the United Nations ; In the second part of the study; findings about the origin of the disagreement between in 2006 Israel and Lebanon, definition, history, and the role of terror in the prohibition of using force and in the right of self defense, and evaluation of the disagreement between Israel and Lebanon in accordance with the right of self defense; In the third part of the study; the relations between Turkey and Israel, the relations of Turkey and Lebanon in the period of (AKP) Justice and Development Party, and also the attitude of Turkey towards the disagreement between Israel and Lebanon have been examined. Güvenlik kavramı günümüzde önemini koruyan en önemli kavramlar arasında yer almaktadır. Soğuk Savaş döneminde var olan güvenlik algılamaları ile günümüzdeki güvenlik algılamaları arasında önemli farklılıklar bulunmaktadır. Bu çerçevede, Soğuk Savaş döneminde ön planda olan askerî güvenlik algılamalarına ilave olarak siyasî, iktisadi, sosyal ve çevresel güvenlik algılamalarına daha fazla önem ve öncelik verilmektedir. Ayrıca, Soğuk Savaş sonrası güvenlik kavramı hem çok boyutlu bir niteliğe bürünmüş hem de çok karmaşıklaşmıştır.Soğuk Savaş döneminde NATO şemsiyesi altında güvenliğini tesis eden Avrupa, Soğuk Savaş sonrasında kendi güvenliğinde daha fazla rol almaya çalışmakta, NATO dışında özerk yapılanmalar oluşturmaya çalışmaktadır. Bu kapsamda AB'nin Ortak Dış ve Güvenlik Politika (AGSP)'nın alt bileşeni olan Avrupa Güvenlik ve Savunma Politikası ön plana çıkmaktadır.Avrupa Güvenlik ve Savunma Politikası 1999'dan sonra gelişmeye başlamış ve önemli bir mesafe kaydetmiştir. AGSP, 2001 yılında operasyonel hâle gelmiş ve NATO unsurlarının kullanımına ilişkin varılan anlaşma çerçevesinde 2003'te AB yönetimindeki sivil ve askerî kriz harekâtlarını icra etmeye başlamıştır.Türkiye, Soğuk Savaş döneminde Avrupa güvenliğinde etkin rol oynamıştır. Soğuk Savaş sonrasında ise Türkiye'nin dünya ve Avrupa güvenliğine yapabileceği katkılar azalmamış tam tersine artmıştır. Türkiye, BM ve NATO denetimde icra edilen harekâtlarda her yönüyle kendini ispatlamış ve dünya güvenliğine önemli katkılar yapmıştır. Türkiye'nin Soğuk Savaş döneminde olduğu gibi Soğuk Savaş sonrasında da Avrupa güvenliğine önemli katkılar yapacak imkan ve kabiliyete sahip olduğu, Türkiye'nin aktif desteği olmaksızın Avrupa güvenliğinin tam anlamıyla tesis edilemeyeceği düşünülmektedir. ; The concept of security is one of the most important issues which maintains its importance today. There are significant differences regarding security perceptions from the Cold War era and the post Cold War era. In this respect, nowadays, more and more importance and priority is given to political, economic, social and environmental security perceptions, besides military security perceptions. Furthermore, security is turned into more complex and multi-faceted concept after the Cold War period.European Security was established under the NATO?s umbrella until the end of the Cold War. But today, European States are focusing on their own security and making autonomous exercises not only in NATO organizations, but also in other international initiatives. Additionally, these countries are establishing new security telationships with each other but NATO. In this context, the European Security and Defense Policy (ESDP) stands in the forefront, which is organized under the EU?s Common Foreign and Security Policy (CFSP).European Security and Defense Policy has started to develop from 1999 and made significant progress. ESDP became operational in 2001. Later, after the agreement between NATO and the EU regarding the usage of NATO?s components by the EU, EU-led civilian and military crisis operations had started in 2003.Turkey played an effective role in the European Security during the Cold War. Turkey?s contribution to the world and European security has not decreased after the Cold War. Turkey has proved herself under the NATO and UN led operations. Turkey has great power and ability to contribute European security like the Cold War period. To me, European Security can not be established entirely without Turkey?s contribution.

Ulus-devletin yapmak istediği; devleti ya da siyasal iktidarı merkezîleştirmek, kültürü standartlaştırmak, hukukta eşitliği ve ekonomide bütünleşmeyi sağlamaktır.Bugünün dünyasındaki egemenlik anlayışı, genel olarak, bir devletin ülke toprakları üzerinde yönetme yetkisini kullanma hakkı olarak tanımlanmaktadır. Bu kavramın hukuksal bir anlamı olduğu kadar siyasî bir anlamı da mevcuttur ve bu iki anlam iç içe geçmiş durumdadır. Egemenlik devletin gücünü temsil etmektedir. Uluslar işbirliğine girdikçe egemenlik gündeme gelmektedir.Küreselleşme; ülkeler arasındaki iktisâdi, sosyal ve siyasal ilişkilerin gelişmesi, farklı toplum ve kültürlerin inanç ve beklentilerinin daha iyi tanınması, uluslar arası ilişkilerin yoğunlaşması gibi birbirleriyle bağlantılı konuları içeren bir kavramdır. Küreselleşme süreci, ulus devlet yapısı içindeki hükümetlerin gücünü ve etkinliğini azaltmakta, hükümetler; ekonomik nesnelerin, teknolojik yeniliklerin, bilgi, haber ve fikirlerin akışını kontrol etmekte güçlük çekmekte, ulus devletlerin millî ekonomik politika izleme imkânı giderek azalmakta, ekonomik sınırların aşınması millî siyasî sınırların da aşınmasına yol açmaktadır. Küreselleşme olgusu, bir yandan ülkelerin ulus-üstü düzeyde ortak çıkarlarını gözeten ve koruyan örgütlenmelere katılımlarını ön plâna çıkarırken, diğer yandan ulusal ve ulus- altı düzeylerde yeni yönetişim modellerini zorunlu kılmaktadır.Dünyada devlet egemenliğinin kurulu modelleri ve uygulamalarına meydan okuyan pek çok güç vardır. Bu güçler, küreselleşeme ve uluslararasıcılıktır. Avrupa Birliği, gerek hedefleri gerekse bu hedeflere ulaşma doğrultusunda oluşturulan teşkilâtlanma yapısıyla diğer hiçbir uluslar arası örgütlenmede görülmeyecek sui generis bir uluslar arası yapılanmadır. The State should be interested in looking after the national society inside its own borders as well as in the larger societies existing outside wherein it should be sustainable its existence. The State takes the administration within its borders into its own monopoly. Such a situtation is a trend to create a common political culture being shared by all the citizens.The nation-state can be defined as a State having the right of employing any legal power inside a piece of o the land the borders of which have been demarcated and aiming to the integration to enliven the radical myth through the traditions by creating the common culture, symbols and values, all of which will homogenize the people under its administration. What the nation ? state is to centralize the state or poltical power , and standardize the culture, and provide the equality in law and the integration in economy.The understanding of sovereignity today in the world is defined, in general, as the right of any State for employing its powers of administration upon the country?s lands. This concept has a lawful meaning as well as a political meaning; and these two meanings are interchangeable with each other. Sovereignity represents the power of the State. As long as the nations enter into collaboration with each other, the sovereignity comes into question.Globalization is a concept containing the issues being connected with each other such as the development of economic, social and political relationships among the countries, and the better understanding the beliefs and expectations of the nations? cultures, and the intensification of international relationships. The process of globalization diminishes the power and efficiency of the governments being within the structure of nation-state; so such governments have difficulty in controlling the flow of economic objects, technological innovations, informaton, news and ideas, and the possibility of the nation-states for following up their national economic policies decrease gradually. The phenomenon of globalization puts the fact that the countries participate in the organizations guarding and protecting their common intersets and benefits at a supranational level into foreground in one hand, and makes new models of governance compulsory at both national and also supranational levels in the other hand.Today in the world, there are many forces challenging to the established models and practices of the state dominance. Such forces are globalization and internationalism. The European Union is a sui generis ınternational restructuring with its organizational structure being formed in line with both its goals and also with reaching such goals, which cannot be observed in any international organization. The most important feature making the European Community sui generis and distinguishing from other organizatons is to try to reach the goals thus determined through the formed structural (constitutional) and permanent bodies instead of the inter-governmental attempts.The tasks, authorizations, powers and responsibilities of the institutions of the European Union have been determined within the scope of the constitutive treaties. The institutions which such treaties give the authorization of making the supranational arrangement, application and judgement (such as Council, Commission, Committee, the European Community Court of Justice) can be also evaluated as the supranational authorities among the nations being included in the European countries Likewise, in the same way, both the law of treaties constituting such institutions and also the law which it has made have the same effect in the member states, and the fact that such laws cannot be changed and do away with unitalerally by the member states has developed the approach that the law of the European Union is supranational.Despite the European Union does not duly shelter the main elements of a state one to one within its own structure, it has been employing some powers similar to the ones being applied by any state state, and particularly by any federal state, and trying to form a constitutional citizenship. It has separated the powers of legislation, execution and judgment from each other within the framework of the division of powers, and created the separate bodies for each of such powers, and tied the functionality and operation of the same to the constituent treaties and law principles with the constitution. It gives its individuals the freedom of using the fundamental rights as well as of seeking such rights within the context of the Condition of the European Union Fundamental Rights. It has made the share of powers and authorizations with its member states, and included the same in the text of the constitution.
II. Dünya Savaşı'nı Demokrasi Cephesi'nin kazanması dünya siyasi tarihi açısından olduğu kadar Türk siyasi tarihi açısından da bir dönüm noktası olmuş, Türkiye'de çok partili siyasi sisteme geçişi hızlandırmıştır. Bu sayede Türk siyasi hayatında önemli bir yeri olan Demokrat Parti kurulmuş ve 27 yıllık tek parti rejiminden sonra 14 Mayıs 1950'de iktidara gelmiştir.Demokrat Parti'nin iktidara gelmesi bazı kesimlerce ? Demokrasi'nin Zaferi ? olarak nitelendirilirken bazı kesimler tarafından ?Karşı Devrim? olarak nitelendirilmiştir. Bu yorumlar Demokrat Parti'nin iç politikadaki tutumlarına göre yapılmıştır.Bu çalışmanın konusu olan Demokrat Parti'nin dış politikası ise bu dönemde izlenen iç siyaset kadar farklı değerlendirmelere konu olmuştur. Sonuçları günümüze kadar uzanan dış politik olayların temeli bu dönemde atılmıştır. Türkiye ilk defa bu dönemde toprakları dışında bir ülkeye -Kore'ye- asker göndermiş, NATO'ya bu dönemde alınmıştır. Kıbrıs Sorunu bu yıllarda ortaya çıkmış, ABD'yle çok boyutlu işbirliğine bu dönemde girilmiştir.Çalışmada, on yıllık Demokrat Parti iktidarı dönemindeki dış politik olaylar ve DP'nin dış politikada karar alma süreçlerini etkileyen faktörler, döneme ilişkin kaynaklar incelenerek detaylarıyla ortaya konulmuştur. Çalışma; giriş, dört ana bölüm, sonuç ve kaynakça kısımlarından oluşmaktadır. ; The victory of the Democracy Front in Second World War is a milestone not only the world?s political history and Turkey?s political history, which is accelerate Turkey?s the transition to political system with many party. Bu tezde 1 Mart 2003 Tezkeresi süreci ve bu sürecin devamı incelenmistir.Tezde zaman ve kaynak açısından sınırlandırmaya gidilerek 1 Subat 2003-30Mayıs 2003 tarihleri arasındaki gelismeler ve Türkiye'de faaliyet gösteren bes gazeteele alınarak incelemeler yapılmıstır. Bununla beraber degerlendirilen konudabaglantının saglanması amacıyla Türk Amerikan iliskilerinin tarihsel kökenleri deincelemeye dâhil edilmistir.Tezde genel olarak 1 Mart Tezkeresi süreci ve bu süreç sonrası gerek TürkAmerikan iliskileri'nin içinde bulundugu durum gerekse Türkiye'nin Irak savası sonrasıkarsılastıgı önemli sorunlar degerlendirilmistir. In addition; The historical background of the relations between Turkeyand America have also been included into the research in order to link and visualize thesubject matters clearly.In the thesis, on the whole, the process of `March 1 Parliament Rejection of USTroops in Turkey? and ongoing period; the status of the Turkish American relations; andthe major problems that Turkey encountered after The Iraq war have been discussed.During the research, the way of benefiting from the Turkish media evaluationsconcerning 1 March Permission has been used.This thesis has been organized in three parts and within the thesis the subjectmatter is analysed in detail. The history of Turkish-American relations finds its place inthe first part. Besides; the doctrines shaping the American foreign policy are dealt in thesame part. In the second part; the turmoils that occurred in Turkish-American relationsare researched. And finally, in the third part; the process of `March 1 ParliamentRejection of US Troops in Turkey? is assessed and the influences of this process onTurkey are discussed.`March 1 Parliament Rejection of US Troops in Turkey? can be considered as aturning point which leads to deterioration in Turkish-American relations.
