Günümüzün uluslararası aktörlerine düşen görev, karşılaştıkları uyuşmazlıkları her bakımdan daha insani olan barışçı yollar ile çözme yoluna gitmektir. Bu çözüm yolları içerisinde en dikkat çekici ve sonuca yatkın olan ise arabuluculuk yöntemidir. İnsanlık tarihi ile paralel bir şekilde gelişme gösteren arabuluculuk, neredeyse tüm uygarlıklarda tercih edilen bir yöntem olmuştur. Arabuluculuk uyuşmazlık halindeki iki devletin, üçüncü bir uluslararası hukuk kişisi tarafından bir araya getirilmesi ve barış için çözüm üretilmesi sürecidir. Bu sürecin başarılı bir şekilde sonuçlanmasında arabulucunun tarafsızlığı, statüsü ve taraflar üzerindeki baskı gücü önemli bir rol oynamaktadır. Arabulucu konumundaki üçüncü kişi, bir devlet olabileceği gibi, uluslararası bir örgüt veya gerçek kişi de olabilmektedir. Arabuluculuğun en önemli özelliklerinden biri, arabulucunun tarafları bağlayıcı nitelikte bir karar verme yetkisinin bulunmamasıdır. Bu bakımdan arabulucu, sadece uyuşmazlık halindeki tarafları bir araya getirmekte ve çözüm önerileri sunmaktadır. Arabuluculuk yönteminin zamandan tasarruf sağlaması, arabuluculuk yapan kişilerin alanında uzman olması, yargı organlarının yükünü azaltması ve gizliliğin daha kolay korunabilmesi gibi nedenler ile diğer barışçı çözüm yollarına göre daha çok tercih edildiği görülmektedir. ; The duty of today's international actors is, to settlement the international disputes they faced in peaceful ways which are more humane than all respects. Within these peacfeul ways, most remarkable and liable to result is mediation. As developing parallel with the history of humanity, mediation has been a preffered method in almost all civilizations. Mediation is a process of bringing together and finding solutions to the conflict parties by a third party person. To have a successful conclusion in this process, the impartiality, the status and the leverage of the mediator plays an important role. The third party person as a mediator, may be a state and may also be an international organization or natural person. One of the most important characteristics of mediation is the mediator can not give a decision that is binding on parties. In this regard, mediator only brings the conflict parties together and offers solutions. Mediation way is more preferable than other peaceful solutions in such reasons as the time savings of mediation, being expert persons as a mediator, reducing the burden of the judicial organs and being easier to protect confidentiality.

One of the major weaknesses of the studies on the development of International Relations (IR) curricula in Turkey is the lack of systematic data on the characteristics history development and current status of the IR academia. In order to reveal research practices of academicians and how international relations is taught and how IR scholars perceive the discipline an online survey was conducted among the faculty members of the IR Departments in Turkey in June-July 2009. Scholars were asked to answer 55 questions about the IR curriculum courses research subjects and major theoretical approaches political attitudes funds language and types of publication academic journals universities the involvement of academy in policy-making process and non-academic intellectual activities. The results of the survey indicates that IR studies in Turkey seems to be foreign policy oriented focus on Turkey and the big power policies and the discipline is under the influence of Realism.

Uluslararası toplumda ortaya çıkan uyuşmazlıkların tarafları dikkate alınarak incelendiğinde, uluslararası hukuk kişileri arasındaki uyuşmazlıklar ve uluslararası hukuk kişileri ile özel hukuk kişileri arasındaki uyuşmazlıklar biçiminde bir tasnif yapılmaktadır. Diplomatik uyuşmazlık çözümü, uluslararası hukuk kişileri arasındaki uyuşmazlık çözümünü konu edinmekte özel olarak ise uyuşmazlık taraflarından en azından birinin devlet olduğu uyuşmazlık çözüm yollarını ifade etmektedir. Uyuşmazlıkların diplomatik yollarla çözümü gerek tarihsel açıdan bakıldığında gerekse çağdaş uluslararası toplum düzeni incelendiğinde en çok tercih edilen ve tüm uyuşmazlıkların konu itibarıyla sınırlandırılmadan çözülebileceği yolları bünyesinde barındırmaktadır. Bu çalışmada uyuşmazlıkların tanımlanmasından başlanarak uyuşmazlıkların diplomatik yollarla çözülmesinin incelemesi yapılacaktır. Öncelikle bir uluslararası uyuşmazlığın yargı içtihatları çerçevesinde belirlenmesi ve tasnifi için öngörülen kıstasların değerlendirilmesi yapılacaktır. Ardından uyuşmazlıkların barışçı çözümü yükümlülüğünün içeriği kişi, konu ve nitelik itibarıyla işlenecektir. Diplomatik müzakereler, dostça girişim, arabuluculuk, soruşturma ve uzlaştırmadan oluşan yerleşik diplomatik uyuşmazlık çözüm yolları, hukukî dayanakları çerçevesinde temel vasıfları açıklanmak suretiyle değerlendirilecektir. Bu yolların tercih nedenleri ve hangi durumlarda işletildikleri incelenirken somut örneklere yer verilerek anlatım zenginleştirilecektir. Devam eden kısımda ise uluslararası ilişkilerde meydana gelen değişimlerin bu yolları nasıl etkilediği ve ne tip yönelimlerin diplomatik uyuşmazlık çözümünü etkilediği ele alınacaktır. Bu değişimlerden yola çıkarak diplomatik uyuşmazlık çözümünün geliştirilmesi adına dikkate alınabilecek tavsiyeler dile getirilecektir. ; The disputes that rise in the international community can be classified as the ones between intenational law persons and the ones between international law persons and private law persons when they are studied by the charecter of parties. The subject of diplomatic dispute settlement is the disputes that are between intenational law persons and specifically the disputes which at least one of the parties is a state. Diplomatic dispute settlement contains the most preferred and comprehensive means that can settle all disputes without any limitations on subject matter both historically and in contemporary international community. In this study, dispute settlement with diplomatic means will be reviewed by describing disputes at the beginning. Firstly international disputes and criterions used in classfication of disputes will be determined within the scope of case law. After that, the obligation of peaceful dispute settlement will be handled by characteristics of obligation including ratione personae and ratione materiae. The established means of diplomatic dispute settlement which are diplomatic negotiations, good offices, mediation, inquiry and conciliation will be studied within the frame of legal basis of these means by stating their fundemental characteristics. When preferability and most suited conditions of these means examined the subject will also be enriched by concrete examples. In following part, the effects of changes in international relations to diplomatic means and what kind of tendencies can be observed will be discussed. Based on this discussion recommendations on enhancing the diplomatic dispute settlement will be stated.

İnsani müdahalenin konusu Birleşmiş Milletler Antlaşması'nda kuvvet kullanımının yasaklanması ile gerçekleşmiştir. Kuvvet kullanımının yasaklanması ile birlikte, eskiden var olan tüm kuvvet kullanma yöntemleri gibi insani müdahale de bu yasağın kapsamında kalmıştır. BM Antlaşması gereğince çözmeye zorlamayacağını ifade eden madde 2/7'ye uygun olup olmadığı, yine Birleşmiş Milletler Antlaşması VII. Bölümü çerçevesinde uluslararası barış ve güvenliği ihlal edip etmediği değerlendirilmiştir. In 1992, no flight zone was constituted in the north and south of Iraq for the purpose of protecting civilians against Saddam Rejime.

Bu çalışma uluslararası toplumun varlığını ve işlerliğini Suriye krizi üzerinden tartışmayı amaçlamaktadır. Çalışmada uluslararası toplum, ulus devletlerin oluşturduğu bir cemiyet olarak tanımlanacak ve bu cemiyetin işlerliği ve varlığı, kurumları vasıtasıyla ortaya konacaktır. Uluslararası toplum kavramı, hem gündelik yaşamda hem de Uluslararası İlişkiler çalışmalarında sıklıkla kullanılmaktadır ancak, özellikle Türkçe literatürde kavramın karşılık geldiği pratik yeterince net bir biçimde tanımlanmamış bulunmaktadır. Bu nedenle çalışmada İngiliz ekolünün uluslararası toplum kavramı benimsenerek, diplomasi, savaş, büyük güçler yönetimi, güçler dengesi ve uluslararası hukuk kurumlarının bu topluma nasıl işlerlik kazandırdığı incelenecektir. Çalışmanın temel katkısı, İngiliz ekolünün Türkçe Uluslararası İlişkiler literatüründe bilinirliğinin arttırılması ve Uluslararası İlişkiler çalışmalarında teori-pratik boyutunun güçlendirilmesi olacaktır. Bu amaç doğrultusunda, öncelikle uluslararası toplumun kavramsal olarak ne ifade ettiği tartışılarak kurumları tanımlanacak, sonrasında Suriye krizinde bu kurumların nasıl işlediği açıklanarak uluslararası toplumun sadece bir kavram değil aynı zamanda bir gerçeklik olduğu vurgulanacaktır. ; This study analyzes the existence and functionality of international society over the Syrian crisis. In this context, international society will be defined as a community comprised of nation-states while the functionality and the existence of this community will be put forward through its institutions. The term international society is frequently used both in daily life and in International Relations (IR) studies. However, the corresponding practice in the Turkish literature has not been clearly defined. This explains why this study embraces the international society concept of the English School and how its institutions – namely diplomacy, war, great power management, balance of power, and international law – bring this international society into force. The major contribution of the study will be to raise awareness concerning the English School of thought in Turkish International Relations literature, as well as to strengthen the theory-practice dimension of IR studies. Within this context, the article will first discuss the conceptualization of international society and then proceed to define its institutions, followed by an analysis of how these institutions functioned during the Syrian crisis. The major argument of this paper is that international society is not merely a concept but a reality itself.

11 Eylül saldırılarından sonra terörün sınır aşan etkileri tüm dünyada hissedilmiştir. Terörizm ve terörizmin finansmanıyla mücadele kavramı ise özellikle 11 Eylül sonrası uluslararası güvenlikle ilgili her platformda sıkça kullanılmaya başlanmıştır. Ancak terör kavramı üzerinde uluslararası platformda kabul görmüş mevcut bir fikir birliği yoktur. Kimilerine göre terörist sayılanlar başkalarına göre özgürlük savaşçısı olarak da kabul edilebilmektedir. Terör kavramı üzerindeki bu anlaşmazlık ise terörizmle mücadelede geniş kapsamlı, genel bir uluslararası anlaşmanın hazırlanmasını engellemektedir. Terörizmle mücadelede silahlı güç kullanımı çoğu kez kaçınılmazdır. Ancak, sadece askeri kuvvet kullanarak terörizmle mücadele etmek ve bu mücadelede başarılı olmak oldukça zordur. Terör örgütleri; uyuşturucu ticareti, silah kaçakçılığı, sigara kaçakçılığı, akaryakıt kaçakçılığı, gasp, yağma ve haraç toplama başta olmak üzere pek çok yasadışı eylemden ve yine birçok yasal görünümlü faaliyetlerden elde ettikleri gelirlerle devamlılıklarını sağlayarak eylemlerini gerçekleştirmektedir. Bu nedenle terörizmle mücadelede terör örgütlerinin gelir kaynaklarının kurutulmasının ve bu alanda yapılacak mücadelenin önemi artmaktadır. ; After ?September 11 Attacks? the transboundary effects of terrorism are being perceived all over the world. Concepts ?Terrorism and combating against the financing of terrorism? are being frequently used in all fields related with international security, especially after September 11 Attacks. However, there isn?t a consensus of opinions over the concept of terrorism, which is generally accepted on the international stage. People those are considered by a country as ?terrorist organization? could be considered as ?independency warriors? by another country. This conflict about the concept of terrorism is hindering the preparation of a large convention on combating against terrorism. In most cases, use of armed forces is unavoidable. However, only use of armed forces on combating against terrorism could be difficult to bring off a difficult task. Terrorist organizations make their acts and provide the continuity with the money gained not only from illegal acts like exaction, arms trafficking, smuggling of drugs, oil, cigarette but also from illegal acts, those camouflaged as legal acts. This fact shows that; a great importance must be attached to combat against the financing of terrorism.

Bu tez çalışmasında Uluslararası İlişkiler disiplininin temel teorik yaklaşımlarının devlete dair görüşleri tartışılmış ve küreselleşme süreci ile birlikte başlayan devlet tartışmalarının bir sınıflandırması yapılmaya çalışılmıştır. Bu bakımdan Uluslararası İlişkiler çalışmalarında iki temel devlet tartışmasının olduğu kabul edilmekte ve bu tartışmalar birinci ve ikinci devlet tartışması şeklinde sınıflandırılmaktadır. Birinci tartışma devlet merkezci ve toplum merkezci yaklaşımlar arasında birim-yapı veya aktör tartışması çerçevesinde yoğunlaşmıştır. İkinci tartışma ise küreselleşme tartışmasını da bu kategoriye alırsak devletin otonomisi ve etkin (agential) gücü üzerinden yürütülen bir tartışmadır. Genel olarak bu tartışmada bir taraf devleti uluslararası/küresel toplumun veya yapının etkisi altında pasif ve edilgen bir aktör olarak görürken diğer taraf ise devletin bizzat bu küresel/uluslararası yapıyı veya toplumu şekillendirdiği/belirlediği noktasından hareket etmektedir. Bu bakımdan her iki tartışma da aslında bir kamplaşma ve kutuplaşmayı ifade etmektedir. Birinci tartışmanın artık ikinci tartışmanın gölgesinde kaldığını söylemek mümkündür. Hem küreselleşme tartışmasında hem de ikinci devlet tartışmasındaki bu kamplaşma ve kutuplaşmanın, başını Hobson'un çektiği İkinci Kuşak neo-Weberyan Tarihsel Sosyolojinin devlet teorisi olan, Yapılanmacılık ile üstesinden gelebiliriz. Yapılanmacı yaklaşım ya/ya da mantığını reddeden ve devleti küresel, bölgesel ve yerel olmak üzere üç düzlemde hareket eden otonomi sahibi ve her düzlem üzerinde etkin gücü olan ve yine bu düzlemlerden etkilenen hem uluslararası/küresel hem de yerel topluma içkin sosyal ve tarihsel bir aktör olarak görür. Kısaca Yapılanmacı anlayışa göre devlet, değişken yerel ve uluslararası etkin gücü olan belirleyici/oluşturucu bir devlettir. Yapılanmacılık bu bakımdan bahsedilen kutuplaşmayı aşmak için hiç kuşkusuz bir üçüncü yol önermektedir. ; This thesis analyzes the arguments of the main theoretical approaches on the state taken by scholars in the discipline of International Relations and classifies these debates on the state that have unfolded with globalization. In this respect, there are two state debates and these are, generally, classified as first- and second-state debates. The first state debate focuses on discussions of agency, structure or actors between state-centered and society-centered approaches. The second debate, if we include globalization debates in this category, is conducted through agential state power and autonomy of state. On the whole in this debate, one side regards states as passive victims/actors under international/global society or structures, while the other side argues that states determine and shape global/international society or structures. In this regard, both debates in fact refer to polarization and to forming cliques. It is possible to say that the first state debate is perpetually in the shadow of the second state debate. We can overcome this polarization and these cliques in which both the second state debate and globalization debates find themselves with Structurationism, which is the state theory of second wave neo-Weberian Historical Sociology under Hobson?s leadership. The Structurationist approach rejects the either / or logic; according to this approach, states act on three levels --global, regional, and local/national-- and states have an autonomy from these levels; states have agential power over these three levels and states are influenced by these levels; states are embedded as social and historical actors in the both international / global and local society. Briefly, according to the structurationist approach, the state is a constitutive? state with varying domestic and international agential power. In this respect, Structurationism certainly suggests a third way to overcome the polarization mentioned above.

Despite the increasing interest in the studies inquiring the limits autonomous character of and the interactions between the International Relations (IR) discipline and other academic fields the scope and scale of empirical research on these issues are relatively small. In order to contribute to the discussion on the limits and peculiarities of the IR discipline and to shed light on the development current status and major characteristics of the IR studies in Turkey its place in the global IR discipline and the views of LR. scholars on major issues on the global regional and national agenda two surveys were conducted by the International Relations Council of Turkey (IRCT) in 2007 and 2009. Later on the IRTC collaborated with the Institute for the Theory and Practice of International Relations at the College of William and Mary to conduct further surveys in 2011 and 2014. This paper presents findings of the last survey on Turkey based on the worldwide research simultaneously conducted in 31 different countries in September 2014.

Öz Cumhuriyet Dönemi'nde ülke gerçeklerine dayalı, ülkenin kalkınması ve savunulması gibi milli ihtiyaçlara göre tespit edilen bir demiryolu politikası izlenmişti. Sınırlara ulaşmak, bu politikanın temelini oluşturmuştu. II. Dünya Savaşından sonra İngiltere başta olmak üzere Avrupalı ülkeler, Süveyş Kanalı Bunalımından dolayı Asya ve Hindistan'a giden deniz yolunun tehlikeye girmesinden sonra yeni imkânlar araştırılmış ve Türkiyeİran- Pakistan arasında yapılacak demiryolunun önemi artmıştı. Böyle bir ortamda kurulan Bağdat Paktı (CENTO), bu hattı üye ülkeler arasında kurmaya çalıştığı güvenlik ve savunma işbirliğinin bir parçası olarak görmüştü. Aynı şekilde başta ABD olmak üzere İngiltere, Fransa, Afganistan ve Çin bu projeye destek vererek bunun uluslararası bir karakter kazanmasını sağlamışlardır. Van Gölü üzerinden feribotlar vasıtasıyla trenlerin Van'a taşınması gerçekleşmiş ve bu bağlantı ile İran demiryolları Türkiye demiryolları üzerinden Avrupa'ya, Akdeniz'e, Karadeniz'e çıkış kazanmıştı. Tezimi siber uzay güvenliğinin ulus güvenliği ve uluslararası güvenliğe etkileri olacağı savından hareketle şekillendirdim. Tezimde siber uzay güvenliğinin ulus güvenliği ve uluslararası güvenliğe olan etkileri üzerinde durdum. Tezimi hazırlarken konu ile ilgili makaleler, kitaplar ve devletlerin hazırlamış olduğu ulusal raporlar ile uluslararası kurumlar tarafından hazırlanan raporlardan yararlandım. Tezimi üç ana bölümden oluşturdum. Birinci bölümde tezim ile ilgili kavramlar ve teorik alt yapıdan bahsettim. Mevcut güvenlik teorilerinin siber uzay güvenliğini açıklamada yetersiz kalacağı sonucuna vardım. İkinci bölümde siber uzay güvenliğinin ulus güvenliğine olan etkileri üzerinde durdum. Ulusların güvenlik alanındaki çalışmalarının siber uzay içerisinde yetersiz kaldığı ve bu anlamda yeni güvenlik oluşumlarına ihtiyaç duyulduğu sonucuna varılmıştır. Üçüncü ve son bölümde ise siber güvenlik alanında uluslararası yapılanmanın mutlaka bir üst organizasyon ile oluşturulması gerektiği ve ulusların bu organizasyondan bilgi alış verişi ile alınacak kararlara da mutlaka uyulması gerektiği sonucuna ulaşılmıştır. Türkiye'nin siber güvenlik alanında ki mevcut durumu, yapmış olduğu çalışmalar ile uluslararası yapılanmada yer alma çalışmaları üzerinde durulmuştur. Özellikle Türkiye'nin siber güvenliğini kimin sağlayacağı noktasında, Türk Silahlı Kuvvetleri'nin siber güvenlik alanındaki mevcut bilgi birikimi ve yapılanması hakkında bilgi verilmiştir ; I have shaped my thesis starting from the state that cyber space security would have effects on national security and international security. In my thesis, I have dwelled on the effects of cyber space security on national security and international security. While preparing my thesis, I have benefited from articles related to the subject, books and national reports prepared by governments and reports prepared by international agencies. I have constituted my thesis from three parts. In the first part, I mentioned concepts related to my thesis and theoretic substructure. I concluded that current security theories would be insufficient in explaining cyber space security. In the second part, I dwelled on the effects of cyber space security on national security. In the second part, it is concluded that the security works of nations are insufficient in cyber space and in this sense, new security constitutions are needed. In the third and last part, it is concluded that international structuring in cyber security must be constituted with a high organization and nations must obey the decisions taken by the high organization. The current position of Turkey in cyber security, committed works in this field and taking part woks in the international structuring are dwelled on. Especially on the point of who is going to provide cyber security of Turkey, the information about the current accumulation of knowledge and structuring of Turkish Armed Forces is given.

Bu makalede, sosyal bilimler külliyatına son birkaç on yılda esaslı bir giriş yapmış 'kimlik', 'farklılık', 'kendi' ve 'öteki' kavramlarının, Uluslararası İlişkiler disiplininin başat kuramlarınca nasıl algılanmakta oldukları incelenecektir. 1990'lı yıllarla birlikte disiplinin içine düşmüş olduğu üst-anlatı boşluğu yalnızca kimlik meselelerince doldurulamayacak olsa da, bu meseleleri içselleştirmeyen geleneksel Uluslararası İlişkiler kuramlarının, geçerliliklerini yitirme tehlikesi ile karşı karşıya oldukları iddiasında bulunulacaktır. Bu iddiadan hareketle, kimlik temelli bir çerçevede anlaşılabilecek olan 11 Eylül 2001 olayları, Uluslararası İlişkiler kuram-yapımı üzerindeki etkisi ve kimlik meselesine yaptığı vurgu bağlamında örnek olay olarak incelenecektir. Makalenin esas amacı, günümüz Uluslararası İlişkiler kuram-yapımının, geleneksel kuramları toptan yok saymak yerine, bu kuramları yeniden gözden geçirmek ve yapısökümüne uğratıldıklarında altlarından çıkan tek tip kimlikleri, önyargıları ve taraflılıkları ortaya çıkartmak amacı gütmesi olduğunu göstermektir. ; This article attempts to analyze how the conceptualizations of 'identity', 'difference', 'self' and 'other' that have gained a recent popularity in mainstream social sciences in the last decades have been understood by leading International Relations theories. Although the meta-theoretical gap in International Relations studies that had been realized after the end of Cold War cannot be completely fulfilled by these conceptualizations, it will be suggested that no valid International Relations theory can be developed and maintained without internalizing the identity matters as their initial assumptions. Concordantly, the particular events of September 11, 2001 that might be analyzed within the framework of identity will be brought to the fore for how identity matters should affect the International Relations theory-making. The ultimate purpose of this study is to demonstrate that what is needed today in the study of International Relations is not to demolish its conventional theories altogether, but is rather to show the necessity of their re-evaluation for their stereotypical identity perceptions, prejudice and bias, which break out clearly once they are deconstructed.

Özelleştirme ile de küreselleşme sürecinin en hızlı gelişme kaydeden doğrudan yabancı sermaye yatırımlarından daha fazla pay almak amaçlanmıştır. Bu çalışmanın amacı, Türkiye'de doğrudan yabancı sermaye ve özelleştirme arasındaki ilişkileri araştırmaktır. Bu araştırma, 1986-2013 arasındaki zaman dilimi için gerçekleştirilmektedir. Bu yüksek lisans tez çalışması siber uzayın yarattığı algı değişiminin devletlerin ulusal güvenlik stratejilerini nasıl etkilediğini araştırmaktadır. Çalışmada siber uzayla ilgili kavramsal ve kuramsal çerçevenin incelenmesinin ardından, siber uzayda ulus devletlerin birbirleriyle ve devlet dışı aktörlerle ilişkileri tepkisel, stratejik ve diplomatik olarak gruplandırılmıştır. Buna ek olarak, siber güvenliğin sağlanmasındaki kısıtlı uluslararası işbirliği çabaları, Rusya-Ukrayna Krizi'nde Siber Berkut'un eylemleri ile sosyal medyada siber korsan ve terör gruplarının meydan okumaları incelenmiştir. Ayrıca, Türkiye'nin ulusal güvenlik stratejisi siber yeterlilikleri gelişmiş olan devletlerle kıyaslanmış ve Türkiye için bir siber güvenlik modeli ortaya konulmuştur. 'Beşinci Boyut' olarak adlandırılan siber uzayın güvenlik algısında yarattığı değişimler, ulus devletin kara, hava, deniz ve uzayın yanı sıra siber alanda da tavizsiz güç yarışını sürdüreceğini göstermektedir. Bununla birlikte, devletlerin siber diplomasiyi yabancı devletlerin halklarını etkilemede etkin bir araç olarak kullandıkları, siber istihbarat faaliyetlerine önem verdikleri ve siber ordular kurdukları görülmektedir. Siber güvenlik stratejilerinde devletlerin ulusal yazılımlarını geliştirmeye öncelik vermeleri ulusal güvenlik kaygılarının uluslararası işbirliğinin önüne geçebileceğine işaret etmektedir. Çalışmada uluslararası siber güvenliğin sağlanması için siber terör gruplarıyla olan mücadelede uluslararası işbirliğinin sağlanması gerektiği sonucuna ulaşılmıştır. ; In our era, when knowledge is equal to power, cyber space – where information is shared with one click – has led to radical changes in the national and international perception of security. This master's thesis researches how the perception change that cyber space has created affects the national security strategies of states. After the analysis of the conceptual and theoretical frameworks, we have defined the relations among nation states and the relations between nation states and non-state actors as reactional, strategic and diplomatic. In addition, we have examined the limited attempts of international cooperation, the acts of Cyber Berkut in the Russia-Ukraine Crisis and some challenges raised by hacktivist and terror groups in cyber space. Furthermore, we compared Turkey's national cyber security strategy to the states with developed cyber capabilities, and a cyber security model for Turkey has been put forward. The changes cyber space or 'The 5th Domain' has led to in the perception of cyber security demonstrates that the fierce power struggle among nation states will continue not only in land, air, sea and space but also in cyber space. Along with this, it has been observed that states use cyber diplomacy as a powerful means of influencing the people of foreign countries, they give importance to cyber intelligence activities and they establish cyber armies. The fact that nation states give priority to developing their national software suggests that concerns about national security will surpass the efforts of international cooperation in cyber space. In order to ensure international cyber security and to cope with cyber terror, it has been concluded in the thesis that international cooperation is a must.

II. Dünya Savaşı'nın ardından kurulan Birleşmiş Milletlerde, savaşın galibi beş devletin daimî üye olarak yer aldığı Güvenlik Konseyi oldukça güçlü ve geniş yetkiler- le donatılmış, buna mukabil tüm üye devletlerin eşit bir şekilde temsil edildiği Genel Kurul bir müzakere organı olarak şekillendirilmiştir. Ancak Güvenlik Konseyinin be- lirleyici ve hükmedici bir konuma sahip kılındığı bu sistemin, temel amaç olan ulus- lararası barış ve güvenliğin sağlanması açısından başarısız olduğu ortaya çıkmıştır. Özellikle daimî üyelerin Birleşmiş Milletler Andlaşması ile kendilerine tanınan veto yetkilerini sıkça kullanmaları sebebiyle, Güvenlik Konseyinden karar almak neredey- se imkânsız hâle gelmiştir. Uluslararası barış ve güvenliği tehdit eden veya ihlâl eden olaylar karşısında Güvenlik Konseyinin etkin bir şekilde harekete geçememesi, Gü- venlik Konseyi özelinde Birleşmiş Milletleri haklı eleştirilerin hedefi haline getirmek- tedir. Birleşmiş Milletler sisteminin yaşanan bu tür sorunlar ve günümüz ihtiyaçları doğrultusunda yeniden şekillendirilmesi yönündeki çabaların sonuç vermediği dikkate alındığında, daimî üyelerin sahip oldukları veto yetkilerini kötüye kullanmaları karşı- sında, Genel Kurulun 1950 tarihli Barış İçin Birlik Kararı kapsamında harekete geç- mesinin en uygun ve elverişli seçenek olduğu görülmektedir. ; The Security Council, being one of the main bodies of the United Nations es- tablished after the Second World War, is composed of five permanent members and empowered with large and strong powers, in contrast with General Assembly desig- ned just as negotiation organ although all member states are represented only in this body. However, it is obvious that the Security Council dominant UN system aiming international peace and security has not been successful. Especially due to frequent use of veto power by permanent members has blocked decision making. The inability and immobility of Security Council against the actions creating threats to international peace and security has made the UN system a target of rightful criticism. Taking into consideration these problems and futile reform efforts for restructuring the UN sys- tem, the most appropriate and convenient option to prevent abuses of veto powers by permanent members is to act according to Uniting for Peace Resolution of the General Assembly dated 1950.

Bu tezin temel amacı uluslararası sistemde meydana gelen yapısal değişime eşlik eden normatif değişimi mümkün kılan koşulları ortaya çıkarmak ve bu süreçte hangi faktörlerin belirleyici olduğunu incelemektir. Çin'in uluslararası sistemde devam eden değişimi yönetebilme yeteneği, akıllı güç kombinasyonuna dayanan stratejik tercihleriyle yeni bir düzen inşa edebilmesine bağlıdır. Bu çalışmada analitik eklektisizm yöntemine başvurularak, güç geçişi ve güç yayılımı modelleri teorik bir inşa olarak birleştirilmiştir. Bu perspektiften bakıldığında uluslararası sistemdeki değişim, yükselen güçlerin ABD hegemonik düzenine karşı direniş stratejileri geliştirmelerine imkan sağlamaktadır. Gücün normatif yayılımı maliyet dayatan stratejiler izleme iradesini pekiştirirken, gücün materyal dağılımı bunun yapılabilirliğini belirlemektedir. Bununla beraber Çin'in akıllı gücü, diğer yükselen güçler arasında ayrıcalıklı bir konum edinmesine yol açmaktadır. Uluslararası kurumlarda artan etkinliğiyle sağladığı Dışsal Bağdaşım; düşünsel, ekonomik ve askeri güç unsurlarını birleştiren Kapsamlı Ulusal Güç projeksiyonu ve kendine duyduğu özgüvenle geliştirdiği Stratejik Kimlik, Çin akıllı güç kombinasyonunu doğrudan yansıtmaktadır. Öte yandan, Çin, yeni düzen arayışında öncelikle bölgesel düzeyde ulusal çıkarlarına uygun düşecek jeopolitik norm ve pratikler üretmeyi amaçlamaktadır. Barışçıl kalkınma stratejisi, bir yandan Çin'in yükselişi karşısında diğer devletlerin duydukları endişeleri gidermeye yararken, diğer yandan ileride uluslararası sistemi kendi lehine şekillendirecek koşulları hazırlamasına imkan vermektedir. Neticede, Çin'in uluslararası tutumunu belirleyen temel faktör barış içinde bir arada yaşama ilkelerine dayanan diplomatik etkinliği ve üstlendiği düzen inşa edici rol olmuştur. Çin'in diplomatik etkinliğinde çok rollü bir stratejik tutum ortaya çıkmasına rağmen, sergilediği ilkesel duruş başta gelişmekte olan ülkeler olmak üzere diğer aktörler nazarında da meşruiyet kazanmasına yol açmıştır. ; The main aim of this study is to analyze how the ongoing structural change of material distrubution of power is mutually reinforced by the normative change and which factors mainly determine those processes. China's capability to manage the proceeding change in the international system basically depends on its ability to construct a new order by its own strategic preferences which are derived from the combination of Chinese smart power. By applying to the analytical eclecticism as a methodological perspective, both power transition and power diffusion models are combined as a theoretical construction. Whereas the normative diffusion of power ensures the will to follow the cost-imposing strategies, the material distribution of power confirms the practicability of them. Besides, the Chinese smart power leads to have an exceptional status among the other new rising powers. The combination of Chinese smart power, directly reflects three elements: its Foreign Coherence provided by the increasing influence in the international institutions, Comprehensive National Power projection combined as the ideational, economic, and military power dynamics, and Strategic Identity improved largely with its increasing self-confidence. Furthermore, China's search for a new order aims to create its own jeopolitical norms and practices expedient to its national interests by primarily at regional level. Peaceful development strategy, on the one hand serves to counteract the doubts and concerns of other states about the rise of China, but it provides also on the other to make installations that shape the future conditions of international system. Thus China's contemporary international posture is identified by both its diplomatic influence based on the five principles of peaceful coexistence and by the order making role expediently undertaken. Although the multiple lines of strategic action take place within its diplomatic influence, the fixed principle stance recently displayed by China provides to gain legitimacy in the eyes of developing countries as well as other actors.
