Economic Studies on Ukraine's International Issues: International Environmental Direction ; Економічні дослідження української міжнародної проблематики: міжнародносередовищевий напрям
The research paper has been dedicated to the generalization and systematization of scientific achievements of representatives of international environmental direction of economic studies on Ukraine's international issues.The notion of «Ukraine's international studies» has been defined at the research. They are both studies of regularities and peculiarities, factors, subjects, values, directions, priorities, formation and realization of Ukraine's politics on the international arena and international studies in which Ukraine is an object.Reviewed scientific results of author's abstracts of Ukrainian doctoral and candidate theses, economic directions of Ukraine's international studies have been proposed. They are: theoretical, competitive, foreign economic, integration, security and international environmental. Theoretical direction of economic studies on Ukraine's international issues deals with phenomena of social-economic systems, a national economy, a cooperation between society and state in economic processes and an economic component of society functioning. Competitive direction of economic studies on Ukraine's international issues investigates phenomena of a national competitiveness, its components and a transit potential of Ukraine. Integration direction of economic studies on Ukraine's international issues researches phenomena of the international and regional integration of Ukraine. The security direction of economic studies on Ukraine's international issues investigates phenomena of the economic security of Ukraine and its components. Foreign economic direction of economic studies on Ukraine's international issues deals with phenomena of international economic relations of Ukraine, her foreign economic activity and her trans-boarder cooperation. International environmental direction of economic studies on Ukraine's international issues investigates international factors of the development of the national economic of Ukraine.Scientific results of representatives of the international direction of economic studies on Ukraine's international issues have been under analysis at the research paper. They had proposed new scientific results and further elaboration of phenomena of the economic sovereignty of Ukraine, the stability of the national economy, a local clasterization, the foreign debt of Ukraine, an international investment, an international technical assistance, the international trade of tourist services, an international migration, a transnationalization, a state regulation of the national economy and the international image of Ukraine.Key words: Ukraine's international issues; economic studies; international environmental direction. ; Узагальнено науковий доробок представників міжнародносередовищевого напряму економічних досліджень української міжнародної проблематики. History of International Relations: a Theoretical Format
The article deals with the issue on the correlation, study and usage of the international relations history theoretical foundations as a sufficiently specific scientific direction, combining the features of historical and political sciences, in particular world history, the history of diplomacy, political science, the theory of the international relations, etc. The emergence of the international relations history is connected with the development of national historical sciences, the study of the history of diplomacy, geopolitical concepts, the theory of international relations, etc. The results of the scientific study of the international relations history have laid the basis for the common international processes study. Throughout the XX-th century this direction was actively developing, been influenced upon by the confrontation of political systems. Accordingly, antagonistic ideologies were used, a sample selection of historical facts and sources was carried out. Such issues as the concept and the subject of the international relations history, its periodization, and relations with the world history, history of diplomacy, the theory of international relations and other scientific directions still remain controversial.

ANALYSIS OF INTERNATIONAL TOURIST FLOWS OF UKRAINE
The article considers the role of tourism in the world economy, analyzes the current state of international tourist flows in Ukraine, identifies the main problems of this industry and determines the further prospects of tourism development. At present, a market of tourist services, which are in great demand, is being formed. Analysis and forecast of aggregate demand in the world tourist market has shown that the number of tourists every year increases, and trends in increasing the tourist flow in the near future will maintain. The situation with tourism in Ukraine is unstable: since 2000, tourist flows to our country grew each year until 2014, when the number of tourists dropped sharply due to the global financial crisis, political, economic and social tension in Ukraine, the annexation of Crimea. However, in 2016, compared with 2015, tourist flows to Ukraine grew by 6.77% (from 12.4 million people in 2015 to 13.3 in 2016). Ukraine has continued to import tourist services in recent years. This is because our tourists go on vacation to foreign countries and there finance their tourism activities, paying for the relevant services. The advantage of importing tourism over exports negatively affects the general state of the economy of our country. Nevertheless, the study of inbound and outbound tourist flows of Ukraine allows us to conclude that their unconstrained increase during 2000-2016, which results, among other factors, in increasing the tourist activity of Ukrainian citizens, saturation of consumer demand with a national tourist product, on the one hand, and increase the interest of foreign citizens in the national tourist market.

International Labor Migration: Features of Consequences for Ukraine
International migration is a global phenomenon, with its complexity, volume and influence on the economic development of countries constantly increasing. The aim of the article is to study the state of external migration processes in Ukraine and the world, analyze factors and main trends, determine the causes of external labor population migration and their consequences for the social and economic development of our country, reveal the existing threats and negative consequences of the international labor migration for the migrants and the economy of Ukraine. The methodology of researching the scope and dynamics of migration processes, the specific features of the migration policy development in Ukraine and the world is based on the application of general scientific and special methods of the scientific research: dialectical, systematic approaches, sociological survey, comparison, statistical analysis. A particular attention is paid to the identification of the social and economic causes and consequences of the international labor migration from Ukraine. The directions of the Ukrainian labor migration, taking into account the age groups and employment sectors of domestic labor migrants, are analyzed. The main approaches to improving the state migration policy based on the regulation of labor migration processes in Ukraine, slowing the dynamics of the population migration, the retention of the population number and structure at the level providing support for the territories economic development, improvement of the national international legislation, suspension of migration expenditures, creation of conditions for the cohort of Ukrainian citizens working abroad reverse migration, etc.

Regulation of banking activity at the international level
The activation of globalization and integration processes creates an objective need for regulation of banking activity at the international level. Uniform standards for regulating financial services sectors are developed by international organizations and continue to serve as the basis for the development of national regulatory standards, while the system for monitoring compliance with these standards operates in each separate country. The article states that banking supervision is implemented through regulatory and supervisory activities, outlining various organizational models of entities that oversee the activities of financial services sectors. In world practice there are various models of institutional building of the banking regulation and supervision systems, each of which has its advantages and disadvantages. Each country chooses one of the models that will be effective, active and consistent with the architecture of the financial system and the peculiarities of the national banking system. The regulation of banking activities at the international level is not aimed at unification of organizational models of structures that in some countries supervise the activities of financial services sectors. Most importantly, regulatory and oversight bodies of different countries should be guided by the same principles and standards in their activities, as well as having all the necessary powers to effectively carry out their tasks. Mandatory condition is the consolidation of these powers at the legislative level.

The basic condition of economic activity of agriculturalenterprises is sufficient and rational use of inventory, from which they operate,ensuring further development of social economic relations.The article aims to study the characteristics of accounting reserves inforeign countries and comparisons with Ukrainian practice.Constant changes current legislation of Ukraine, conditions of capital,increasing demands of users of information, transformation of national accountingin accordance with international standards determine the objective necessity ofdeepening the study of inventory accounting in agricultural enterprises.In the article the reserves in foreign accounting practice are examined.Different perspectives on the concept of «reserves» and choice of theassessment method are shown. Comparison of foreign reserves accountingpractices with the national experience in Ukraine is carried out.

An integral part of the international legal functioning of international organizations is their participation in civil and economic relations. Participation of international organizations, both intergovernmental and non-governmental, in international relations of powerless character has a certain specificity and raises a number of theoretical and practical issues. An international organization in such relations is a foreign element, the presence of which qualifies relations as international private relations. The volume and types of private transactions involving international organizations vary. On the one hand, all international organizations in order to ensure their daily activities come into private-law relations with the host country, in particular, about the communication (postal, telephone, cellular, et al.), stationery and other products or equipment, utilities consumption and t. e., on the other - organizations implement their statutory capacity through participation in international private law relations. There are number scientific researches devoted to these issues, in particular of V. Barbin, V. Kanashevsky and E. Shilina. In international relations, private international organizations act as legal entities. Usually these organizations acquire the specified status from the registration of their statutes or the roster of legal entities in the State of the location of their headquarters. Often, in the absence of regulations in the statutes of specialized agencies of the UN concerning their status in private law relations, only their active practice of involving into private transactions suggests that they act as legal entities. Regarding the international organizations the same issues arise concerning participation in private law relations of legal persons, of which the definition legal capacity goes beyond the law of one state. International organizations are the main type of international legal persons. The very concept of "international organization" covers both international intergovernmental and international non-governmental organizations. Both the first and second are the special subjects of law, they can only participate in the legal relationship defined by goals and objectives for which they were created, and the relevant statute. Typical international legal persons are an international intergovernmental organization, their participation in the relations of private character differs established practice. Regulation of the legal status of international intergovernmental organizations comes under the Vienna Convention on the Representation of States in their Relations with International Organizations of a Universal character (1975), the Law of Treaties (1986), the Convention on the legal status, privileges and immunities of intergovernmental organizations operating in specific areas of cooperation (1980). In turn, a special international agreement concluded between States Parties of international intergovernmental organization is its charter, which can fix the status of organization as a legal entity. Participation of the intergovernmental organization in international relations of a private nature entails the need for a regulation by complex set of rules. Such a complex may contains rules of public international law, international organizations and certain rules of national law. At the same time, taking into account the specifics, the conclusion of agreements with international intergovernmental organizations is considered prestigious, profitable and responsible act for many persons of private law. The same prestigious are economic relations with international non-governmental organizations, whose participation in international private law relations, in turn, entails significantly fewer complications. ; Рассмотрены основные специфические аспекты участия международных организаций в частноправовых отношениях. Демографічний та кадровий вимір міжнародних міграційних процесів в Україні

Modern transformation of the economic system of this country led to structural changes in the social environment. Movement of population and human resources inside and outside the country increased. The growth of the scale of international migration processes, their mixed impact on the development of the countries, qualitative transformation of the specified processes determine the importance of the study of demographic and employment dimension of the international migration processes in Ukraine, which is among the main donors of population. The aim of the work is to determine demographic and human dimension of international migration processes in Ukraine. To achieve the goal, we applied dialectical method of scientific knowledge, as well as general scientific and special methods of research. The current state of migration processes in the global economy was examined. It was determined that in the global migration system Ukraine happens to be the country of origin, of transit and arrival of migrants. We analyzed the regional structure of migration flows in the state. It was proved that in recent years the country continues to lose population as a result of emigration, and these losses are not offset by immigration from abroad. This leads to a rapid decrease of the population of Ukraine. In addition, we tackled the problem of emigration of highly skilled labour force out of the country while the main channels of immigration into the country were identified. One of these channels is educational migration because Ukraine is included into the top ten leaders in the international market of educational services. It was substantiated that the target guideline of the state migration policy of Ukraine should be keeping the country's intellectual potential, for which it is necessary to ensure the execution of the following tasks: provision of financial and material resources to the development of science and higher education; funding in full the salaries of teachers in higher education, research workers; development of programs to preserve intellectual potential of the country; development of a mechanism for stimulating research activities and training of qualified professionals. The scientific novelty of the obtained results is in the developing and clarifying theoretical and practical foundations of the research into the issues of demographic and employment dimension of international migration processes in Ukraine. The practical value of the research results is in the definition of the target guideline of the state migration policy of Ukraine, which should be the preservation of the intellectual potential of the country. The participation of Ukraine in the international migration of skilled people should include an evolutionary process of rapprochement with the scientific and technological environment, and this process requires coordinated actions of all branches of government and business, predetermining the need for further research in this direction.
