زمینه و هدف: کمبود مواد غذایی، تغییرات اقلیمی و دیگر عوامل سبب شده تا تولید گیاهان تغییر شکل‌یافته ژنتیکی (محصولات تراریخته) از دهه 90 میلادی مورد توجه قرار گیرد. تولید این گیاهان همان‌گونه که موجب امیدواری در رفع گرسنگی بود، به دلیل تأثیر احتمالی بر محیط زیست موج نگرانی را نیز برانگیخت. هدف از این تحقیق، بررسی تعهدات زیست‌محیطی دولت‌ها در حوزه محصولات تراریخته در پرتو اصول حقوق بین‌الملل محیط زیست، اتحادیه اروپا و ایران است. مواد و روش‌ها: نوشتار حاضر به شیوه توصیفی ـ تحلیلی ابتدا اصول پیش‌گفته حاکم در حقوق بین‌الملل محیط زیست را بررسی می‌کند تا دریابد تعهدات زیست‌محیطی دولت‌ها درباره محصولات تراریخته از نظر اصول حقوق بین‌الملل چگونه است و سپس رویکرد اختصاصی اتحادیه اروپا را بررسی و تطبیق داده و بالاخره گذرا این وضعیت را در ایران مرور می‌کند. یافته‌ها: اتحادیه اروپا برخلاف ایالات متحده دیدگاهی احتیاط‌آمیز توأم با سخت‌گیری در حمایت از مصرف‌کننده و محیط زیست پیش گرفته که ریشه در اصول کلی حقوق بین‌الملل محیط زیست دارد. اصولی مانند توسعه پایدار، اقدام احتیاطی، ارزیابی و اطلاع‌رسانی که به جمع رعایت مصالح دولت‌ها در دستیابی به توسعه و پیشرفت و حفظ محیط زیست می‌انجامد، در حالی که در ایران از سویی قوانین حمایتی از محیط زیست به صورت کارآمد تصویب نشده است و یا این‌که در برخی موارد محیط زیست و حمایت از آن مغفول مانده است. ملاحظات اخلاقی: در تمام مراحل نگارش پژوهش حاضر، ضمن رعایت اصالت متون، صداقت و امانتداری، رعایت شده است. نتیجه‌گیری: نتایج این جستار نشان می‌دهد که دولت‌ها در خصوص محصولات تراریخته متعهد به رعایت اصول کلی یا عرفی توسعه پایدار، اقدام احتیاطی، ارزیابی و اطلاع‌رسانی بوده و رعایت اصول مزبور بهترین راهکار جهت صیانت از حقوق مصرف‌کننده و حمایت از محیط زیست است. ; Background and Aim: Food scarcity, climate change and other factors have led to the production of genetically modified crops (transgenic crops) since the 1990s. The production of these plants, as they had hoped to eliminate hunger, also raised concerns about the potential impact on the environment. The purpose of this study is to examine the Governments' Environmental Obligations on Genetically Modified Organism (GMO) in the light of the International Environmetal Law, European Union and Iran. Materials and Methods: The present paper is descriptive-analytical paper and firstly examines the aforementioned principles of international environmental law in order to understand what is the environmental commitment and obligation of governments in the process of cultivation and supply for transgenic products from the perspective of international law. Then, it examines and applies the EU-specific approach and finally reviews this situation in Iran. Findings: The European Union, unlike United States, has taken a cautious approach to consumer and environmental protection. This approach is rooted in the general principles of international environmental law. Principles such as sustainable development, precautionary principle and the principle of notification that bring together the interests of governments in achieving development, improvement and environmental protection, while in Iran,It has not been enacted environmental laws effectively on the GMO or in some cases the environment and its protection have been neglected. Ethical Considerations: In order to organize this research, while observing the authenticity of the texts, honesty and fidelity have been observed. Conclusion: The results show that governments are committed to adhering to the general or customary principles of sustainable development, precautionary principle and the principle of notification in the process of cultivating and supplying for Genetically Modified Organism (GMO), and adhering to these principles is the best way to safeguard consumer rights. The impact of the foreign assistance on economic growth and development of the recipient country remains unclear at both theoretical and empirical levels. While the number of studies devoted to the mechanisms of enhancing the effectiveness of foreign aid is growing progressively, international community is organizing high-level forums aimed at coordinating actions of donor countries, international financial institutions and recipient countries. The paper reviews main principles of enhancing aid effectiveness highlighted in the Declarations and Action Agenda's adopted by member countries of United Nations and Organization of Economic Cooperation and Development. The use of national development strategies of developing countries in aid allocation as well as introduction of new forms of aid provision as South-South cooperation may lead to better developmental outcomes.

The results of the cooperation since its accession in October to the present are described in the article. The article also covers the relations of our country with UNESCO and its history during the period of national independence. Finally, Uzbekistan's integration into the world community, mutually beneficial political, diplomatic, economic and cultural ties with the world's largest, developed countries are widely covered. The most important thing is that in a short historical period, Uzbekistan has taken a worthy place in the world community, rising to the level of a state with its own independent voice on global issues.

This scientific article analyzes the importance of the conceptual ideas put forward in the address of the President of the Republic of Uzbekistan to the Parliament of December 28, 2018. Special attention is paid to their importance in raising large-scale reforms in the country to a new level, carried out on the basis of an Action strategy. In particular, the issues of deepening globalization processes occurring in the world and difficult international situation under its influence, the need to take into account the international situation in the process of independent political development, the main tasks of further improving the effectiveness of the political system, democratizing society at the current stage of our country are illuminated in it. The President's address paid special attention to improving the practice of strengthening parliamentary oversight over decisions, passing laws and applying democratic mechanisms in the activities of parliament. The article also deals with the optimization of the executive system, justified in the address of the President, about topical issues of increasing the efficiency of the activities of the Cabinet of Ministers. The author of the article talks about the most advanced models of modern democracy being implemented in our country. In particular, he sets forth his analytical thoughts on such concepts as "Democracy of monitoring", "Deliberative democracy", "E-democracy", "Mobile democracy" and on other new models of democracy. The article analyzes the great goals and objectives related to the achievement of great results, based on modern mechanisms and principles of democracy in the context of the implementation of innovative state policy containing the actual needs of our country's renewal and development based on the most advanced requirements of our time, which were set forth in the address of the President. At the same time, it is shown that the leading principles, the philosophy of the implementation of innovation policy express the expectations and aspirations of our people. In this regard, the article presents the conclusions about the importance of the implementation of modern innovative democratic development in society.

The role and place of public diplomacy in international relations, peace and stability, and the strengthening of mutual relations among nations are constantly increasing in the context of globalization. People's diplomacy plays an important role in shaping friendly relations between Uzbekistan and the international community with political, diplomatic and economic ties. In the development of public diplomacy, scientists, science and culture representatives, educational institutions, public and religious organizations, as well as public associations founded by fellow citizens, play a key role in the development of public diplomacy. The article aims to provide a systematic illustration of the history of cooperation of the Republic of Uzbekistan with Germany within the framework of public diplomacy. It follows from the following tasks: The Role of Public Diplomacy in Foreign Policy of Uzbekistan; Opening of the main directions of the German cooperation in the field of public diplomacy; The role of societies in the cooperation of the Republic of Uzbekistan with public diplomacy with Germany. The research has been used in the analysis, synthesis, history, logic research ways. The external mining partnership, formed in connection with public diplomacy, has given its results in the short run. In 1992, the Ministry of Culture of the Republic of Uzbekistan received 36 representatives from 9 countries (England, Germany, Israel, India, Malaysia, Turkey, USA, France and JAR). In 1993, about 160 countries recognized the independence of Uzbekistan and established diplomatic relations with 60 countries. In 1993, The First President of the Republic of Uzbekistan Islam Karimov visited Germany, France, England, the Netherlands, Japan and India. As a result of the visit, an agreement on cultural cooperation was signed with India, Turkey, Germany, France, Great Britain and China. The development of public diplomacy has played a significant role in the Uzbek Culture Days in Germany and the German Cultural Days in Uzbekistan. At the same time, the role of art and theater days in the countries in the development of cooperation between two countries in the sphere of culture was particularly significant. The role of friendship societies and cultural centers in the development of bilateral relations between two states in Eurasia – Germany and Uzbekistan is immense. The role of "Uzbekistan-Germany" Friendship Society and "Germany-Uzbekistan" societies, which unite representatives of two nations in the development of cooperation within the framework of people diplomacy are unique.

In this article, the conceptual and doctrinal foundations of the ideas of non-use of force and ensuring peace in the foreign policy of Uzbekistan are investigated in chronological order. The foreign policy of Uzbekistan is, first of all, a course aimed at ensuring vital tasks, primarily for the state and society. Uzbekistan's foreign policy strategy is primarily aimed at ensuring integration into the world community. The deepening of the country's integration into the world community in the current difficult conditions of international relations is an important task facing the foreign policy of Uzbekistan. The conceptual idea of foreign policy and foreign policy of the Republic of Uzbekistan is the indivisibility of security and joint and partnership actions to ensure it. The problem of national and regional security occupies an important place in Uzbekistan's foreign policy. One of the main tasks in the foreign policy of Uzbekistan was the formation of a system of regional security, which is necessary both for the republics of Central Asia and for the vast geographical area bordering the region. Another advanced idea for Uzbekistan's foreign policy is the postulate that the problems of the Central Asian region should be solved without the intervention of external forces and only by the countries of the region. Given all this, the cornerstone of Uzbekistan's foreign policy remains the non-use of force and the threat of force, and the maintenance and observance of peace. The article examines the changes occurring in the foreign policy of Uzbekistan, their regulatory consolidation, guidelines for the short, medium and long-term perspective, and on the basis of this, a number of scientific conclusions and practical recommendations are given.

Energy as one of the most important factors of production, today has a great contribution to the economic growth and development of countries and has played the greatest role in the development of recent human civilization. This role, from transportation to food production and the provision of medical and health services, is becoming more prominent day by day. In order to continue the supply of energy in order to continue to use it, a lot of investment must be made. That is why energy security has been so much the focus of energy policymakers around the world. In this book, we first address the issue of defining and examining the importance of energy security then we talk about fossil fuels. In the following, we will discuss the effects of fossil fuels on the Earth's climate and biosphere. The issue of international agreements, including the Paris Agreement, will also be considered, as well as providing solutions to fossil fuel damage by introducing renewable energy sources, which will be one of the chapters of this book. Finally, we will examine the disadvantages and disadvantages of renewable energy to realize that these energies are not perfect in themselves! Instead of fearing, or sitting and calculating, that there are a few years left until the end of the life of oil reserves, the world needs a policy that thinks about the available alternatives. Much more and better alternatives to the fossil fuels that have driven the world and industry for years. Renewable energy sources are another proposition facing human societies. A way to overcome the energy crisis and the time bomb that seems to be tuned to announce the end of energy at any moment. In fact, we should listen to the proposal of the Saudi Minister of Energy in the 1970s, who said: "The Stone Age did not end because the stone ran out. The age of oil must end much sooner than the end of oil."

Backgrounds and Aims: Using Geographical Information System (GIS) can decreases the burden of road traffic injuries effectively by identification of hot spot to modification in hazardous areas. The aim of the study was determining geographical distribution of human risk factors associated with road traffic injuries by using Geographical Information System (GIS) in Iran. Materials and Methods: The national database of road traffic injuries registered by the Iranian traffic Police (Rahvar NAJA) was used. The human risk factors were investigated by recognition of the hazardous points and geographical distribution of associated risk factors. The Hot Spot Analysis and Map clustering approaches were employed to meet the objectives. Results: The mean age of injured subjects was 34 years and the most affected age group was 20-39 years. Death and injury occurrence within out of cities ways were 0.3 % and 28% respectively. Geographical distribution of risk factors also showed that roads of Northern provinces i.e. (Gilaan and Mazandaran) were the hazardous rising as well as Qazvin to Rasht and Qom to Tehran roads. Sistan and Balochestan Provinces and Tehran had the highest (4.8%) and the lowest (0.1%) rates of road traffic injuries leading to death in the country. Conclusions: Northern provinces and its leading axes by hazardous rising and Sistan and Balochestan province with fatal injuries need to identify the cause of injuries' and, if necessary, more tighten regulations and more controls by the traffic police must be applied.
