The author provides an overview about the field of international political economy (IPE) along metatheoretical lines. The IPE communities in the United States and Western Europe exhibit more differences than commonalities in their ontological, epistemological and methodological assumptions. While the U.S. perspective is solidly based on a materialist ontology, methodological individualism, and neopositivism as its epistemological foundation, the European IPE community is considerably more heterogeneous in its theoretical, epistemological and methodological approaches. The article ends with a view towards the future introducing three possible scenarios for the IPE sub-discipline.

Education has always been a topic of interest for classical philosophers & thinkers, but now there is a preoccupation with making it a priority in the international agenda. The article emphasizes the importance of education & the teaching-learning process, its forms & difficulties, & its impact on the development of professionals with the capacity for thinking & discerning. The author points out the difficulties in teaching international relations theories & the challenge of explaining & analyzing questions of theoretical articulation. She attempts to respond to the difficulties involved in the teaching of International Relations theories & the challenge faced by the professor to present & analyze the substantial complexity of authentic theoretical articulation. This article analyzes the territorial conflict in East Timor. The author argues that the attitudes & practices adopted by involved states transgress international law, as consecrated ones in UN documents & self-determination. He mentions the genocide caused by this problem & the indifference of the international community, which leads us to think that what is important in interstatal relationships are the interests of the most powerful countries, not the agreements & compromises previously contracted. Compares historic & modern theories of international law to examine conflicts between states' respective judicial & fiscal laws, aiming for contemporary resolution. Emphasis is on Mexico's relationship with Latin America, the US, & Spain. Western European 13th- to 17th-century history of international law development is outlined, highlighting the most influential theories & contracts. These are compared to modern theories developed in Western Europe during the 1960s. Current international law is depicted as operating within a norm of conflicts. Solutions are based on elaboration & modification of proposals from the Organization of American States, aiming to determine to the best extent possible juridical norms, construct rights-based multilateral bodies, & integrate private, individual rights. The problems resulting from crime have required the joint action of states, international organizations, nongovernmental organizations, & academics, so as to promote the defense of the legal order & the defense of individual rights, based on the assumption that international cooperation on criminal matters is a project that requires the efforts of society as a whole & not only at some government levels & requires the adaptation of organic structures. The main requirements for success are the personnel in charge of these tasks, the mechanisms & instruments for fighting crimes, but first & foremost, the general attitude towards criminality. 19 References.
