Gefahrenvorstellungen spielen seit jeher eine zentrale Rolle in der Außenpolitik. Dieser Band geht der Bedeutung der Angst für außenpolitische Entscheidungsprozesse anhand von ausgewählten Fallbeispielen in der Neuzeit nach. Nach theoretischen Vorüberlegungen differenziert der erste Themenkomplex die verschiedenen mit Angst verbundenen Emotionen, anschließend steht die Angst als Perzeptionsfaktor im Fokus. Die Instrumentalisierung von Angst wird ebenso in den Blick genommen wie die Angst der Regierenden vor der Angst der Regierten. Abgeschlossen wird der Band durch zwei historische Längsschnitte: Hier werden Angstmotive in den Blick genommen, deren Wirkung sich über mehrere Jahrhunderte erstreckte. Mit seinen vielseitigen Perspektiven gibt der Sammelband neue Impulse für die Untersuchung von Entscheidungsprozessen in den Internationalen Beziehungen und hebt die Notwendigkeit der historischen Analyse von emotionalen Faktoren hervor.
Die Geschichte des interkulturellen Vergleichs befaßt sich nicht so sehr mit der Erläuterung spezieller Merkmale, die eine bestimmte Kultur charakterisieren, als mit der Betonung von Wechselwirkungen und wechselseitiger Befruchtung zwischen den Kulturen. In der Vergangenheit wie auch in der Gegenwart haben Übersetzungen eine wichtige Rolle zwischen den Kulturen als verständliche Wiedergabe des Fremden und Unbekannten gespielt. Jede Nation, Region oder Kultur hat in diesem Prozeß eine doppelte Rolle gespielt, jeweils als kultureller Erzeuger und Empfänger. Die eigene Forschung trägt zur Geschichte der Übersetzung während des 20. Jahrhunderts als interkultureller Geschichte der internationalen Beziehungen bei. Die interkulturell - historische Untersuchung von Übersetzungen hat die Aufmerksamkeit auf die wechselnden Merkmale gelenkt, die die kulturellen und wissenschaftlichen Neigungen verschiedener Völker und Nationen vereinen oder unterscheiden. Allgemeine Merkmale sind z. B. die auffallend wachsende Gesamtzahl von Übersetzungen in diesem Jahrhundert, das steigende Interesse an den kulturellen Anstrengungen der englischsprechenden Welt, die geographische Ausdehnung von Übersetzungen aus und in außereuropäische Kontinente und Veränderungen in der Thematik von Übersetzungen mit einer Tendenz zu anderen Themen als Literatur (z. B. Wissenschaften, Kunst, Sport). Die Geschichte der Übersetzung wird als stellare Konstellation gesehen, in der die Schöpfungen verschwundener Welten weiterfunkeln, so wie erloschene Sterne ihr Licht weiter auf entfernte Himmelskörper im Universum werfen. Wird die Entwicklung von Zivilisationen auf diese Weise betrachtet, wird nicht länger an Begriffe wie kulturelle Beherrschung und Unterordnung gedacht. Vielmehr wird die Dauer der Geschichte die Bewegungen der Gezeiten wachrufen. ; Cross-cultural history is concerned not so much with illuminating particular features that characterize a given culture, as with emphasizing reciprocal impacts and cross-fertilization among cultures. In the past, as in the present, translations have played an important cross-cultural role in rendering intelligible the strange and the unknown. Every nation, region, or culture has played a dual role in this process, both as cultural producer and as recipient. My own research attempts to contribute to the history of translations during the twentieth centuryas a cross-cultural history of international relations. Cross-cultural historical investigation of translations has drawn attention tothe changing features that both unite and differentiate cultural and scientific tastes of various peoples and nations. Common features include the striking growth in the total number of translations during the present century: the increasing interest in the cultural achievements of the English-speaking world; the geographical extension of translations from and toward continents other than Europe; and changes in the subject matter of translations, with a shift to themes other than literature (such as sciences, arts, and sports). This study attempts to view the history of translations as a stellar constellation in which the creations of vanished worlds continue to sparkle, just as extinct stars go on casting their light on distant heavenly bodies in the universe. If we consider the development of civilizations in this fashion, we shall no longer think in terms of cultural dominance and subordination, or in terms of rising and falling civilizations; instead the longue duration of history will recall the movements of low tide and high tide.
In the last decade the historic dimension of politics has become more and more important in political science. There are a growing number of articles dealing with questions of political dynamics and political processes. Nevertheless, the interdisciplinary dialogue is rare between history and political science. This article examines first the characteristics of both disciplines and asks for a common methodological ground analyzing political processes. It is argued that the analysis of political processes should be theory-driven, looking for social mechanisms like path dependency and based on agency. The usefulness of this method will be demonstrated by analyzing the international regulation of Intellectual Property Rights. It will be reasoned that external changes in the environment of the international institutions (WIPO and GATT) triggered changes in the development of the path along which the protection of IPRs evolved and switched the modus of institutional change from path dependency to open change and vice versa.
If cultural practices shape experience and expectations, they need to be identified and made accountable based on empirical research. Drawing on international relations (IR) theory, international law and normative democratic theory this article develops a framework approach to studying the contested meaning of norms in international politics under conditions of constitutionalisation beyond the nation-state. The goal is to formulate observations and identify a design for empirical research, which is suitable to examining the "invisible constitution" of politics, that is, the individually held associative connotations which inform contested interpretation of normative meaning. To do so, the article is organised in two parts. Part I derives research assumptions and hypotheses from the literature. It turns to the distinction of types of norms and conditions of norm contestation in section 1, identifies research assumptions and hypotheses in section 2, argues to bring culture back into constitutionalism in section 3, and summarises the guiding question of convergence, divergence, or diffusion of normative meanings in section 4. Part II then focuses on research operationalisation. Section 5 elaborates on the rationale of the research framework and type of enquiry. Section 6 highlights the method of interview evaluation. Section 7 identifies the research indicators including type of social group to be interviewed, fundamental norms that are likely to be contested, domestic political arenas in which the social groups operate, and issue areas linked with core constitutional norms. Section 8 summarises the case study's design and procedure. ; Wenn es zutrifft, dass kulturelle Praxen Erfahrung und Erwartungen prägen, dann müssen sie eindeutig bestimmt und für die empirische Forschung als aussagekräftig gewertet werden. Mit Bezug auf die Theorie der Internationalen Beziehungen (IB-Theorie), Internationales Öffentliches Recht und normative Demokratietheorie entwickelt dieser Artikel einen Ansatz, um die umstrittenen Bedeutungen von Normen in der internationalen Politik unter der Bedingung von Konstitutionalisierung jenseits des Staates zu erforschen. Ziel ist es, ein Forschungsdesign zur Untersuchung der unsichtbaren Konstitution von Politik, das heißt, zur Erforschung von individuell gehaltenen assoziativen Konnotationen, die zur umstrittenen Interpretation normativer Bedeutung führen, zu entwickeln. Diese Überlegungen werden in dem Papier in zwei Teilen vorgestellt. Teil I entwickelt Forschungsannahmen und Hypothesen aufgrund der relevanten Literatur im ersten Abschnitt. Er zeigt unterschiedliche Typen von Normen und Bedingungen von Normumstrittenheit auf (Abschnitt 1), definiert Forschungsannahmen und Hypothesen (Abschnitt 2), argumentiert für die Rückbesinnung auf die Dimension der Kultur im Konstitutionalismus (Abschnitt 3) und schließt mit der Leitfrage nach Konvergenz, Divergenz oder Diffusion normativer Bedeutungen (Abschnitt 4). Teil II richtet den Blick auf die Operationalisierung des Forschungsdesigns. Er stellt die Forschungslogik und Art der Untersuchung (Abschnitt 5), die Methode der Interviewauswertung (Abschnitt 6) und die Forschungsindikatoren nach sozialer Gruppe, Fundamentalnormen und politischen Arenen (Abschnitt 7) vor. In the public debate, the use of sanctions seems to be viewed predominantly with scepticism. States, however, time and again seek refuge in these measures. But what can sanctions actually achieve? How do they work? What lessons can be learned from previous experiences? What more or less reliable, theoretically plausible and empirically sound knowledge about the working, the utility and the limitations of this foreign policy tool can the scholarly debate provide?For some time, the scholarly debate has been less focused on the traditional question whether sanctions are effective. Research now rather seeks answers to the question under what conditions what type of sanctions levelled at what type of state are to be viewed in which regard as an effective foreign policy instrument. Although the imposition of sanctions can be suboptimal in outcome, it can be rational when compared with the potential benefits and the potential costs of other options.It remains, though, a contentious issue in the scholarly literature how many of the numerous sanctions imposed time and again can be considered politically effective. A definitive judgement on this is difficult to arrive at because sanctions are usually one factor amongst many in a complex causal chain stretching over a longer period of time. A whole-sale judgement that deems them as generally ineffective is, however, by no means justified. Three key lessons can, with great caution, be learned from experiences thus far gained with the implementation of sanctions: firstly, merely the threat of sanctions can, if it is credible, be effective as it creates bargaining power; secondly, the demands need to be aimed at concrete political changes; thirdly, sanctions should be an instrument within a broad strategy combining incentives and punishments, a strategy that is embedded within a wider-ranging dialogue
In this paper, the implicit and explicit conceptualizations of international organizations found in the three major theories of international relations are outlined and compared. It turns out that in a neorealist framework, international organizations can be explained; however, they exhibit no autonomy and cannot therefore be conceptualized as a corporate actor. Principally, the same applies to rational choice institutionalism, although limited autonomy is conceivable. Both theories are reductionist in the sense that they do not allow a corporate actor beyond the nation-state. International organizations are at best instruments of state interests. Solely social constructivist theories allow a conceptualization of international organizations as partly autonomous corporate actors. The reason for this conceptual openness lies in its ontology that includes ideational factors such as knowledge and ideas. The concept of emergence gives the core explanation for international organization autonomy: identities and interests of states and international organizations constitute each other mutually. This is specified by referring to the generation of new knowledge within international organizations as the key feature which accounts for feedbacks to the member-states of international organizations. This power of international organizations to alter perceptions and identities of their own 'founding fathers' makes them more than state instruments. International organizations thereby gain autonomy, which justifies conceiving of them as high-order corporate actors in international relations.
In this paper, I review existing approaches to network analysis in comparative politics and International Relations (IR). I argue that the theoretical and empirical exploration of global policy networks in IR today can benefit from systematically taking into account the literature that has emerged in comparative politics in the 1980s and 1990s. To show the relationship between both fields, I compare three aspects in research linked to networks, namely the analytical perspectives from which networks are examined, network typologies, and the functions of networks. Finally, I outline three areas that are likely to enrich future IR research on networks: interest representation in networks, typologies of global policy networks and the methodology linked to their inquiry ; Dieses Papier präsentiert Netzwerkonzeptionen in der Vergleichenden Politikwissenschaft und den Internationalen Beziehungen (IB). Es stellt die These auf, dass IB Forschung davon profitieren kann, die Netzwerk-Forschung der Vergleichenden Politikwissenschaft systematischer zu nutzen. Um die beiden Forschungsstränge gegenüber zu stellen, vergleiche ich drei Aspekte der Netzwerkforschung: a) die analytischen Perspektiven auf Netzwerke; b) Netzwerk-Typologien und c) Netzwerk-Funktionen. Abschließend skizziere ich Bereiche, die für die IB Forschung zu Netzwerken besonders interessant sind, insbesondere die Interessenvertretung in globalen Netzwerken, Typologien globaler Politiknetzwerke und die methodische Weiterentwicklung der Forschung zu diesen Netzwerken.
Rule in International Relations is increasingly observed as an empirical phenomenon and academically conceptualized. This book describes rule in International Relations using four practice-theoretical dimensions. A method is developed to analyze rule from a practice-theoretical point of view - the Practice Analysis of Rule (PAR). The argumentation is followed that resistance is an important dimension of rule, which enables the researcher to understand the quality of rule. However, the empirical analysis of resistance as an indicator of rule does not allow for the analysis of subtle forms of rule sufficiently, which can have grave consequences in international relations. Therefore, to make this possible, the symbolic dimension is formulated after Bourdieu. In the following, three practice-theoretical dimensions are developed and a methodical approach is presented. Resistance is described as a practice-theoretical dimension. Based on actor-network-theory materiality is described a dimension of rule. At last, iterability is described as dimension of rule which can show the repeatability of practices. It can thus indicate the extent of consolidation of rule in each case. Through the analysis of an empirical case using the four practice-theoretical dimensions the researcher will be enabled to analyze transnational relations of rule in a theory guided and history sensitive manner. ; Herrschaft in den Internationalen Beziehungen wird in den letzten Jahren zunehmend als empirisches Phänomen beobachtet und wissenschaftlich konzeptualisiert. Das vorliegende Buch beschreibt Herrschaft in den Internationalen Beziehungen anhand von vier praxistheoretischen Dimensionen. Es schlägt eine Methode vor, Herrschaft aus praxistheoretischer Sicht zu analysieren - die Practice Analysis of Rule (PAR). Dabei wird davon ausgegangen, dass Widerstand eine wichtige Dimension von Herrschaft ist, die Rückschlüsse auf Herrschaft zulässt. Die empirische Analyse von Widerstand allerdings erlaubt keine ausreichenden Rückschlüsse auf subtile Herrschaftsmechanismen, welche in den internationalen Beziehungen weitreichende Folgen haben können. Um diese zu ermöglichen, wird zunächst die Analyse einer symbolischen Dimension von Herrschaft nach Pierre Bourdieu vorgeschlagen. Im Folgenden werden drei weitere praxistheoretische Dimensionen entwickelt und ein methodisches Vorgehen dazu präsentiert. Widerstand wird als praxistheoretische Dimension formuliert. Auf Akteur-Netzwerk-Theorie basierend wird daraufhin Materialität als Dimension von Herrschaft beschrieben. Als letztes wird Iterabilität als Dimension von Herrschaft beschrieben, welche die Wiederholbarkeit von Praktiken analysiert. Iterabilität kann somit den Grad der Konsolidierung von Herrschaft in einem empirischen Fall anzeigen. Durch die Analyse eines empirischen Falls entlang dieser vier praxistheoretischen Dimensionen soll somit ermöglicht werden, transnationale Herrschaftsverhältnisse theoriegeleitet und geschichtssensibel zu analysieren.

Policies that were formerly regulated within the domestic context have been subjected to international law (IL). This has resulted in a growing number of international agreements and bodies. Some of these institutions gained new legal quality in terms of their legal obligations, procedural rules, and dispute settlement. With this trend of growing international legalization, also the normative expectations of IL have increased. In particular the key standard of democratic participation has to be met by international institutions to be considered legitimate in the long run. This crucial relationship between international legalization and democratic participation has been neither systematically theorized nor empirically researched so far. The project forms part of a larger research strand on the interplay between law, politics, and democracy. By introducing a model of legalization's structure-inherent and actor-dependent effects, I demonstrate that legalization's costs cause powerful actors to restrict democratic participation in highly legalized international institutions. This paper's aim is to examine the reasons why the United States of America refuse to ratify international labor standards. Taking Utilitarian Liberalism as the appropriate approach tackling domestic-international entanglements, Robert D. Putnam's Two-Level Game Theory clearly bears some explanatory value. In short, the US faces domestic constrains not to adopt the ILO conventions at the international level. Other states, backed by International Organizations, effectively push forward the Decent Work Agenda. This tempted persuasion to shift the US domestic table from abroad is analyzed within the work's second step. However, due to clashing interests, future challenges occur. A broad range of theoretical approaches, reaching from Putnam (1988), Atkinson and Coleman (1989), to Global Social Policy, represented by Bob Deacon (2007) are thoroughly addressed throughout the occasional paper. ; Mit zunehmender Globalisierung - und angesichts der aktuellen Finanzkrise vermehrt - wird der Ruf nach einer "Zähmung" der Weltwirtschaft immer lauter. Einer der Forderungen bezieht sich auf die sozial- und arbeitspolitischen Verwerfungen; Internationale Sozialpolitik ist daher ein politisches Handlungsfeld im Entstehen und mit einer hohen Dynamik. In Bezug auf die Probleme und normativ-politischen Kontexte aktualisiert Internationale Sozialpolitik durchaus einen Teil der klassischen Wohlfahrtsstaats-Debatten. Es geht auch hier um Sicherheit, Gerechtigkeit, Fairness – ja teilweise sogar um "Dekommodifizierung" (Esping-Andersen) und um Grenzen der Ausbeutung der Ware Arbeitskraft. Im Bezug auf die Instrumente und Akteure spielt sich allerdings das Meiste jenseits des nationalen Wohlfahrtsstaats, in den weiten Räumen der internationalen Beziehungen ab. Das Beispiel der "Decent-Work-Agenda" zeigt, dass zudem weniger Geld als Steuerungs-, Transfer- und Kompensationsmedium im Vordergrund steht, sondern ansatzweise rechtliche und vor allem ethische Normen. Relevante Akteure bilden hier Vertreter aus dem breiten Spektrum an Non-Governmental Organisations im UN-System. Gleichwohl lassen sich Erkenntnisse aus der Forschung über den Wohlfahrtsstaat mit Ergebnissen der Internationalen Beziehungen kombinieren; hier dominiert der Rückgriff auf die klassischen Ansätze zur Erklärung internationaler Politiken. Gleichwohl zeigt sich damit auch ein integratives Feld für die Politikwissenschaft, das Aktualität, politische und praktische Relevanz verbindet.
Under the Bush administration, the US portrayed itself as a necessary Empire. 'Given its extraordinary power, the US has a special responsibility to intervene in world politics and can be exempted of the usual constraints put on such interventions.' The present Working Paper analyses the role of the concept of power in such explanations. Its first claim is that these explanations must tacitly or overtly assume that power can be measured and that, however, such measurement of power is not possible. Secondly, it shows that instead of neutrally registering a distribution of power, measures of power intervene into actual power politics. Power is conceptually tied to the idea of responsibility ('ought implies can') in our political discourse. Hence, attributing power to actors requires of them to justify their action or non-action. Inversely, a claim to have superior power enables a claim to special responsibilities. The paper illustrates such interactive effects by discussing the present debate about US power, in particular the alleged unipolarity of the system and the idea of a US Empire. It shows, that the way we conceive of power, if it becomes shared, accompanies and legitimates certain foreign policy action.
- ; Contemporary rising powers have often pursued a hesitant and ambiguous foreign-policy and have belied the expectations of potential followers and established powers who would want them to engage more actively in global and regional governance. The existing analytical toolbox of International Relations does not offer suitable concepts to make sense of the widespread phenomenon of states that pursue hesitant, inconsistent courses of action and do not bring to bear their power resources to coherently manage international crises that potentially affect them. A notion that is frequently employed to describe this peculiar type of foreign policy is that of 'reluctance', but this concept has not been systematically defined, discussed or theorized. This article aims to introduce the concept of reluctance into the field of International Relations. It develops a conceptualization of reluctance by identifying the concept's semantic field and discussing how reluctance relates to the similar but distinct notions of exceptionalism, isolationism, under-aggression and under-balancing (concept reconstruction); on that basis, the article outlines the constitutive dimensions of reluctance — hesitation and recalcitrance — and their operationalization (concept building). Several illustrative cases of (non-)reluctant rising powers are used to exemplify the concept structure and to show the analytical usefulness of the concept of reluctance, which refers to a distinct set of phenomena that are not addressed by other concepts in International Relations. An application of the concept allows us to identify policy shifts and differences across issue areas, as well as open up avenues for further research.
The present Ph.D. thesis deals with the Brazil-Turkey relations, especially its intensification since 2004. Although the bilateral relations officially already exist since 1858, they only have really intensified during the AKP/PT governments/presidencies. In particular in the period 2004-2010, the political relations saw an until then unknown intensity, which in 2010 led to the joint effort to mediate in the Iranian nuclear program and the signing of a comprehensive Strategic Partnership. In the same period, the trade volume increased eight times to almost three billion USD. Besides the political and economic relations, the academic and cultural relations remained on a low level. This has also to do with the fact that so far very few citi¬zens live in the other's country. Since 2011 both the political and economic relations have been losing intensity. This is by and large due to the domestic problems in Brazil and the wars in Turkey's Southern neigh¬bors. Both had as a consequence that the two countries concentrate more on domestic issues or the immediate neighborhood. Since it cannot be expected any time soon that the economic situation in Brazil will improve or the war in Syria will end, it cannot be expected either that the bilateral relations will gain in intensity in the foreseeable future. The thesis is divided into two parts and several sub-chapters. In the first part the theoretic frame is explained and relevant aspects of the foreign policies of both countries. The second part is dedicated to several aspects of the bilateral relations. The theoretic frame of the thesis is role theory, which has been used in foreign policy analysis since 1970. Brazil and Turkey are categorized as emerging powers whose foreign policy roles include the intensification of relations with other emerging powers outside their home regions. For this, there are two main motivations: firstly, to increase the status in the global hierarchy and secondly to find new markets for the national economies. Both countries fulfill the objective criteria of emerging powers. They dominate according to military, economic, demographic and soft power criteria their neighborhood. Beyond that their politicians voice role conceptions of an emerging or regional power. Both states after the end of the Cold War developed a more active and global foreign policy. Brazil and Turkey in the period from 2003 to 2011 acted according to the role of emerging powers, but with the appearance of domestic problems could not sustain it. For the near future no major changes of the relations are to be expected. A re-intensification in particular depends on the economic situation in Brazil and the developments in Turkey's neighborhood. Since the role conception has not change, it can be expected that after overcoming those problems, the two countries will try to return to the intensive phase until 2011. ; Die vorliegende Doktorarbeit behandelt die Brasilien-Türkei Beziehungen, vor allem deren Intensivierung seit 2004. Obwohl die bilateralen Beziehungen offiziell bereits seit 1858 bestehen, haben sie sich erst unter den AKP/PT Regierungen/Präsidentschaften wirklich intensiviert. Vor allem in der Zeitspanne 2004 bis 2011 erlebten die politischen Beziehungen eine nie dagewesene Intensität, die 2010 in dem gemeinsamen Versuch, im iranischen Nukle-arprogramm zu vermitteln, mündeten und in der Unterzeichnung einer umfassenden Strategi-schen Partnerschaft. Das Handelsvolumen konnte in der gleichen Periode um das Achtfache auf fast drei Milliarden USD gesteigert werden. Neben den politischen und wirtschaftlichen Beziehungen, sind die akademischen und kulturellen Beziehungen auf niedrigem Niveau geblieben. Dies hängt auch damit zusammen, dass nur sehr wenige Staatsbürger im jeweils anderen Land leben. Seit 2011 haben jedoch sowohl die politischen als auch die wirtschaftlichen Beziehungen an Intensität verloren. Dies hängt vor allem mit innenpolitischen Problemen in Brasilien zusam-men und den Kriegen in den südlichen Nachbarländern der Türkei. Beides hat zur Folge, dass sich die Länder mehr auf sich und die nähere Umgebung konzentrieren. Da nicht erwartet werden kann, dass sich die wirtschaftliche Lage in Brasilien schnell verbessert und der Krieg in Syrien bald endet, kann auch nicht erwartet werden, dass die bilateralen Beziehungen auf absehbare Zeit wieder an Intensität gewinnen. Die Arbeit teilt sich grob in zwei Teile und mehrere Unterkapitel. Im ersten Teil wird der theoretische Rahmen dargelegt und relevante Aspekte der Außenpolitiken der beiden Länder behandelt. Im zweiten Teil werden mehrere Aspekte der bilateralen Beziehungen dargestellt und analysiert. Der theoretische Rahmen der Arbeit ist die Rollentheorie, die seit 1970 in der Außenpolitik-forschung Anwendung findet. Brasilien und die Türkei werden als aufstrebende Mächte defi-niert, zu deren außenpolitischen Rollen die Intensivierung der Beziehungen mit anderen auf-strebenden Mächten außerhalb der Heimatregionen gehört. Dafür gibt es vor allem zwei Beweggründe: erstens, den Status in der globalen Staatenhierarchie zu steigern und zweitens, neue Absatzmärkte für die heimische Wirtschaft zu erschließen. Beide Länder erfüllen die objektiven Kriterien, um als aufstrebende Mächte zu gelten, sie dominieren nach militäri¬schen, wirtschaftlichen, demographischen und soft power Kriterien ihre Nachbarschaft. Ihre führenden Politiker äußern darüber hinaus die Rollenkonzeption einer aufstrebenden Macht bzw. einer Regionalmacht. Beide Länder entwickelten nach dem Ende des Kalten Krieges eine aktivere und globale Außenpolitik. Brasilien und die Türkei haben sich in der Zeit von 2003 bis 2011 durchaus der Rolle als auf-strebende Macht verhalten, konnten dies aber mit Eintreten innenpolitischer Probleme nicht aufrecht erhalten. Für die nahe Zukunft ist keine Änderung der Beziehungen zu erwarten, eine Re-Intensivierung hängt vor allem von der wirtschaftlichen Situation in Brasilien und der Situation in der Nachbarschaft der Türkei zusammen. Da sich die Rollenkonzeption nicht verändert, kann erwartet werden, dass nach Überkommen der Probleme auch wieder an der intensiven Phase bis 2011 angeknüpft wird.
Die Südosteuropa-Studien werden von der in München ansässigen Südosteuropa-Gesellschaft, der wichtigsten Wissenschaftsorganisation der Südosteuropa-Forschung im deutschsprachigen Raum, herausgegeben. Sie dienen der vertieften und interdisziplinären wissenschaftlichen Darstellung wichtiger Themen aus der Südosteuropa-Forschung. Auch Fragen zur aktuellen politischen und sozio-ökonomischen Entwicklung in der Region Südosteuropa werden aufgegriffen. Herausgeber der Einzelbände sind renommierte Repräsentanten der deutschen und internationalen Südosteuropa-Forschung.
