The development of cyberspace in the world and its impact on human life is more and more visible. Proper protection of all processes that can negatively affect people's lives is therefore an indispensable element that should accompany this development. Safe cyberspace is also closely related to the internal and external security of each country. The preparation of appropriate, international security guarantees in cyberspace is not only a challenge for individual countries, but above all for global institutions that provide peace. In Europe, the European Union and the Council of Europe should be the leaders in this respect. Lack of legal regulations regarding safe cyberspace is the possibility of exposing people to taking control over their privacy, data theft or other crimes. The implementation of European standards should therefore apply in every country. Governments should additionally emphasize social education and disseminate knowledge about threats in cyberspace. Coordinating these two activities gives hope that the expanding cyberspace in the future will not destroy people's lives. ; Cyberprzestrzeń z roku na rok jest coraz większa, a jej wpływ na życie ludzkie coraz bardziej widoczny. Właściwa ochrona wszystkich procesów, które mogą negatywnie wpływać na życie ludzi, jest zatem niezbędnym elementem, który powinien towarzyszyć szybkiemu rozwojowi informacyjno-komunikacyjnemu. Bezpieczna cyberprzestrzeń jest również ściśle związana z wewnętrznym i zewnętrznym bezpieczeństwem każdego kraju. Przygotowanie odpowiednich międzynarodowych gwarancji bezpieczeństwa w cyberprzestrzeni jest nie tylko wyzwaniem dla poszczególnych krajów, ale przede wszystkim dla globalnych instytucji zapewniających pokój. Unia Europejska i Rada Europy powinny być liderami w tym zakresie. Brak przepisów prawnych dotyczących bezpiecznej cyberprzestrzeni to możliwość narażenia ludzi na przejęcie kontroli nad ich prywatnością, kradzieżą danych lub innymi przestępstwami. Dlatego wdrażanie norm europejskich powinno mieć zastosowanie w każdym kraju. Rządy powinny dodatkowo podkreślać edukację społeczną i rozpowszechniać wiedzę o zagrożeniach w cyberprzestrzeni. Koordynacja tych dwóch działań daje nadzieję, że rozwijająca się cyberprzestrzeń w przyszłości nie zniszczy życia ludzi.

Celem artykułu jest analiza Unii Europejskiej jako aktora na arenie międzynarodowej z punktu widzenia trzech najbardziej wpływowych koncepcji, tj. Europy jako potęgi cywilnej, normatywnej i militarnej. Charakterystyka dokonana jest przy uwzględnieniu ewolucji aktywności zewnętrznej Unii, począwszy od nieudanych prób zainicjowania integracji politycznej w latach 50. XX wieku aż do okresu po wejściu w życie traktatu lizbońskiego w 2009 r. Unia Europejska jest traktowana jako nowy rodzaj potęgi, którego wartość wynika ze stosowania instrumentów gospodarczych i dyplomatycznych (potęga cywilna), przywiązania do wartości i norm prawa międzynarodowego (potęga normatywna) oraz z ograniczonego stosowania instrumentów militarnych w postaci operacji petersberskich (potęga militarna). UE nie może jednak w pełni odegrać istotnej roli na arenie międzynarodowej. Ograniczenia w tym zakresie wynikają z braku należytej reakcji przez UE na wiele bieżących wyzwań o charakterze wewnętrznym (np. Brexit) lub zewnętrznych (np. wojna domowa w Syrii i napływ uchodźców do Europy). Są one także rezultatem faktu, że Unia Europejska jest traktowana jako struktura hybrydowa, gdyż wywodzi się z różnych źródeł lub składa się z elementów o odmiennym lub przeciwstawnym charakterze. ; The aim of the article is to analyse the European Union as an actor in the international arena from the point of view of the three most influential concepts, i.e. Europe as a civilian, normative and military power. Characterization is made taking into account the evolution of the Union's external activities ranging from failed attempts to initiate political integration in the 1950s until the period after the entry into force of the Treaty of Lisbon in 2009. The European Union is treated as a new kind of power, whose value is derived from the use of economic and diplomatic instruments (a civilian power), attachment to the values and norms of international law (a normative power) and the limited use of military instruments in the form of Petersberg operations (a military power). The EU cannot fully play a significant role in the international arena. Restrictions in this regard derive from the lack of an adequate response by the EU to many current challenges internal (e.g. Brexit) or external challenges (e.g. the war in Syria and the influx of refugees to Europe). They are also the result of the fact that the European Union is treated as a hybrid structure, since it is derived from different sources, or consists of elements with different or opposite nature.

Celem artykułu jest analiza Unii Europejskiej jako aktora na arenie międzynarodowej z punktu widzenia trzech najbardziej wpływowych koncepcji, tj. Europy jako potęgi cywilnej, normatywnej i militarnej. Charakterystyka dokonana jest przy uwzględnieniu ewolucji aktywności zewnętrznej Unii, począwszy od nieudanych prób zainicjowania integracji politycznej w latach 50. The article presents international relations (or relations among nations) as based on a voluntarily accepted and previously negotiated agreements and treaties which form ground for a quite efficient and mostly peaceful anarchic system (order). Based on a libertarian political philosophy, supported by selected international relations theories, the article shows that even between the agencies of territorial monopoly on the use of force and decision making who are in possession of a military forces or weaponry of mass destruction there can exist peaceful and beneficial bilateral and multilateral contacts and relations based on the norms of the international law (characterized as norms and rules of behavior for governments with respect to relations with other governments), despite the fact that war is still one of the possible scenarios of a governmental action on the international arena. Furthermore it has been shown that, contrary to the arguments of some libertarian thinkers, weaponry of mass destruction even in the hands of governments can contribute to stabilizing the international system which proves that - from the libertarian point of view immoral and unethical entities - the States are capable of operating in the anarchic system in a very different manner than the authors like Thomas Hobbes would like to think, wrongly depicting anarchy as a permanent conflict of everyone against everyone, belli omnia conta omnes. In the conclusion main flaws and drawbacks of the anarchic international system are pointed out, however major advantages from the libertarian perspective of the system in question are raised as well.

The aim of the paper is to analyze how Europeanization is used as an instrument of the European Union's foreign policy in the field of promoting democracy in the world. This fi rst requires an indication that all EU activities, including its relations with the international environment, are based on specific normative foundations. They include the so-called European values regarding, generally speaking, the promotion of democracy and broadly
understood human rights, as well as strengthening peace in international relations. "European values" are not only political and ideological guidelines, but also legal norms enshrined in EU treaties, so the promotion of democracy is one of the basic goals of the EU's foreign policy. Analysis of the EU's promotion of democracy requires the presentation of the main categories used to study this issue, i.e. showing what is understood by Europeanization, as well as by the associated concepts of democratization and socialization. Then mechanisms of europeanization are examined, as well as its results and evaluation of its effectiveness is provided. In this respect the case study is very helpful, in that it examines the results of
Europeanization in relation to the EU partner countries covered by the Eastern Partnership. The paper ends with fi nal remarks constituting a summary of the studied issues.

The publication discusses the current problems of the sources of electoral law in Uzbekistan, Kyrgyzstan and Turkmenistan. In the indicated countries, the basic sources of electoral law are their constitutions and statutes, which are a development of constitutional norms. Of great importance in the field of electoral law are also acts of international law, the parties to which are the above-indicated states. At the statutory level, Central Asian countries have developed two models of regulation of electoral law norms: the model of dispersed regulation, in which the provisions of electoral law to representative bodies were regulated in separate acts, and the model of concentrated regulation, expressed in one normative act – the electoral code. In each of these countries the system of sources of electoral law is generally consistent in terms of normative technics and axiological values with similar regulations in developed democratic countries.

TTIP - the Transatlantic Trade and Investment Partnership is an agreement that carries a number of risks for the economy, the natural environment, consumer rights, labour rights and access to public services in the European Union. The mechanisms included in the agreement, concerning the settlement of disputes between states and foreign investors, pose a number of threats to democracy as well. The benefits that are supposed to result from the implementation of the agreement will primarily be reaped by large corporations involved in the transatlantic trade. Mostly the citizens and societies of the EU member states will be under threat from the agreement. The principle of mutual recognition of regulations, which is expected to be practically universally used in accordance with the agreement, will mean in practice lowering safeguards protecting the rights of citizens, workers and consumers in the European Union. The liberalization of trade within the TTIP will be a factor forcing increased competition also in relation to the Polish small and medium-sized enterprises, and as a result, putting also pressure to reduce wages and other costs, including those related to the need of complying with the norms or standards. Thus, there are far more threats than benefits of the agreement.

The article discusses the implementation of the right of taxpayers-digital companies in the framework of the double tax avoidance agreements (hereinafter referred to as the DTAA) to exemption from taxation in the state-source of income. As a result of the analysis of the norms contained in international agreements on the avoidance of double taxation, ways to address the issue of taxation of digital companies in the framework of international tax legislation are proposed. The authors of the article proved the need to amend the provisions of the DTAA and, in particular, change the term 'permanent establishment' and proposed the introduction of the concept of a 'digital' permanent establishment for the purpose of establishing the tax presence of a company in the relevant jurisdictions, with reference to the location of users and customers of such companies. ; W artykule omówiono realizację prawa podatników – przedsiębiorstw cyfrowych – do zwolnienia z podatku w państwie źródle dochodu w kontekście umów o unikaniu podwójnego opodatkowania (zwanych dalej: UUPO). Na podstawie analizy norm zawartych w międzynarodowych umowach o unikaniu podwójnego opodatkowania zaproponowano sposoby rozwiązania problemu opodatkowania przedsiębiorstw cyfrowych w ramach umów o unikaniu podwójnego opodatkowania. Autorzy artykułu wskazują na potrzebę dokonania nowelizacji przepisów UUPO, a w szczególności modyfikacji terminu "zakład stały", proponują także wprowadzenie pojęcia "cyfrowego" zakładu stałego dla celów ustalania obecności podatkowej przedsiębiorstwa w odpowiedniej jurysdykcji, na podstawie lokalizacji użytkowników i klientów takich firm.

Unia Europejska od dekady podejmuje działania na rzecz konsolidacji rynków zbrojeniowych. Jednak istotną przeszkodą w tym procesie są zróżnicowane interesy, strategie bezpieczeństwa i możliwości poszczególnych państw członkowskich. Polska i Grecja są nielicznymi członkami UE, którzy w ostatnich latach zwiększają swoje wydatki obronne. Oba kraje jednak w swoich zakupach zbrojeniowych kierują się innymi celami. Polska obawia się lądowego starcia z przeciwnikiem posiadającym broń masowego rażenia i demonstrującym lekceważenie dla norm prawa międzynarodowego. Natomiast dla Grecji potencjalnym przeciwnikiem jest członek tego samego sojuszu wojskowego, bardziej przewidywalny w swoich zachowaniach, a ewentualne starcie miałoby charakter powietrzno-morski. Grecja natomiast bardziej niż Polska narażona jest na ataki terrorystyczne i niekontrolowane migracje. Polska posiada liczący się przemysł zbrojeniowy i część zapotrzebowania wojskowego może wyprodukować o własnych siłach. Grecja jest zmuszona do importowania o wiele większej ilości broni. Trudno więc liczyć na standaryzację uzbrojenia na europejskich rynkach czy też na znaczące zbliżanie strategii bezpieczeństwa rozmaitych członków UE. ; The European Union has been acting to consolidate arms markets for a decade. These endeavours have been seriously impeded by the diverse interests, security strategies and potential of individual member states. Poland and Greece are among the few EU members that have been increasing their defence expenditure in recent years. They are driven by different objectives when making their arms purchases, though. Poland fears a land confrontation with an enemy possessing weapons of mass destruction and demonstrating disregard for the norms of international law. Greece, in turn, sees a potential enemy in a member of the same military alliance, whose behaviour is more predictable, and where the potential confrontation would occur in the air and at sea. Greece is also at a greater risk of terrorist attacks and uncontrolled immigration than Poland. Poland has a considerable arms industry and is able to produce a part of its military supplies on its own. Greece is required to import weapons to a much greater extent. It is therefore difficult to assume the standardisation of weapons in European markets or any considerable convergence of security strategies implemented by different EU members. ; 8 ; Rocznik Integracji Europejskiej

The aim of study was to inverstgate the preffered by young people of personal models and factors influencing them. The study was conducted in 1999 and 2011 on the sample of high school students (third class), using questionnaire "personal patterns". The results show that the choice by young people of personal models occurs in conjunction with the family, school, theachers, peers and the media. Young people from these communities draws behavioral models from the different situations of everyday life, the system of social norms and values. Young people from these communities also draws models of socialization. In particular, the mass media (according to research) is an important and attractive component of the educational environment of youth, presenting different lifestyles and value systems, used by the adolescents.

Globally, it is worth stressing that international law, European law and national laws must fulfill the same standards, considering the human rights laws. Since the end of the Second World War, the sphere of international human rights law, including the set of rights of human beings, increased tremendously. In the sphere of human rights, the set of refugees' rights is one of the most important. On the other hand, the sphere of human rights since September 11 had to face the problems of security on a global scale. Today, security impacts the governments, international organizations, NGOs as well as human beings. Let us say that security influences both local and global policy. From this point of view, the article analyzes an important question: Is the human rights system able to function properly with the growing lack of security both in international and regional relations? Can the European Union and its Member States afford total acceptance of international refugee rights regulations referring to African natives? The article refers to the facts from the last few years which totally changed the attitude to human rights laws. It seems that today international organizations such as the United Nations and its specialized agencies should again work on the system of human rights referring to refugees, including legal aspects of counterterrorism. The author also takes into account the necessity of cooperation between the governments in a wider scale, including mutual cooperation and legal activity. ; W opracowaniu analizie został poddany status obywatela Unii Europejskiej z punktu widzenia jego praw podmiotowych w kontekście praw uchodźców wynikających z regulacji międzynarodowych. Zasadniczym celem było określenie granicy pomiędzy prawami obywatela UE a prawami uchodźców. Opisano także wpływ Arabskiej Wiosny Ludów na problem migracji oraz związane z tym zagrożenia bezpieczeństwa wewnętrznego państw członkowskich UE. Zasygnalizowano problemy, które pojawiają się w związku z destabilizacją sytuacji na arenie międzynarodowej w rejonie Afryki Północnej i Środkowego Wschodu, rozwojem skrajnych ruchów islamistycznych oraz efektywnym zetknięciem się warstwy jurydycznej norm ochrony praw człowieka i bezpieczeństwa międzynarodowego.

The subject of the study is to outline the boundaries within the legislator may sanction the obligations to provide information to tax authorities using tax sanctions. The author analyzes tax sanctions as instruments guaranteeing the effectiveness of legal norms related to information obligations in the light of the protection of the taxpayer's rights. In the author's opinion, there is a clear outline of the possible shape of the sanction, which limits the legislator in excessive interference with the rights of taxpayers. These limits, both in national and international law, are determined primarily by the principle of proportionality, which is decisive for the degree of discomfort associated with the application of sanctions. It should be indicated that the shape limits of these sanctions, characterized in this study, guarantee, in turn, the protection of the rights of these entities. At the same time, it should be emphasized that tax sanctions are, in principle, a complementary element of the system of the guarantees of the law effectiveness and the legislator deciding on their wider use should properly balance the degree of "saturation" of tax law with sanctions taking into account its nature. ; Przedmiotem opracowania jest nakreślenie granic, w ramach których ustawodawca może sankcjonować obowiązek informowania organów podatkowych za pomocą sankcji podatkowych. Autor analizuje sankcje podatkowe jako instrumenty gwarantujące skuteczność norm prawnych związanych z obowiązkami informacyjnymi w świetle ochrony praw podatnika. Zdaniem autora granice możliwego kształtu sankcji podatkowych mają istotne znaczenie z uwagi na konieczność ochrony podatników przed nadmierną ingerencją w ich prawa. Ograniczenia te, zarówno w prawie krajowym, jak i międzynarodowym, wyznacza przede wszystkim zasada proporcjonalności, która decyduje o stopniu dolegliwości związanej z zastosowaniem sankcji. Należy wskazać, że scharakteryzowane w niniejszym opracowaniu granice kształtu tych sankcji gwarantują z kolei ochronę praw tych podmiotów. Jednocześnie należy podkreślić, że sankcje podatkowe są co do zasady elementem uzupełniającym systemu gwarancji skuteczności prawa, a ustawodawca – decydując się na ich szersze zastosowanie – powinien odpowiednio zrównoważyć stopień "nasycenia" prawa podatkowego sankcjami, uwzględniając jego charakter.

Institutions are playing an increasingly important role in creating sustainable development policies, both at the macro and micro level. They shape the rules related to the functioning of enterprises, social development and environmental protection. The aim of this article is to analyze the relationship between selected institutional conditions of company operations and the ability of companies to adapt/co-create the requirements of sustainable development and create their business strategies based on the discussed concept. On the basis of the considerations carried out, it should be stated that the process of adapting business to the Agenda 2030 and the set objectives of sustainable development is largely adaptive in nature, adopting the imposed institutional order: international and national. This process is stretched in time and is characterized by different dynamics, depending on the degree of development of socio-economic systems in individual countries and regions and standardization of international standards. ; Instytucje odgrywają coraz większe znaczenie w tworzeniu polityki zrównoważonego rozwoju, zarówno na szczeblu makro- i mikroekonomicznym. Kształtują zasady związane z funkcjonowaniem przedsiębiorstw, rozwojem społecznym oraz ochroną środowiska. Celem artykułu jest analiza związków pomiędzy wybranymi instytucjonalnymi uwarunkowaniami funkcjonowania firm, a zdolnością przedsiębiorstw do adaptacji/współtworzenia wymogów zrównoważonego rozwoju oraz kreowania swoich strategii biznesowych w oparciu o omawianą koncepcję. Na podstawie prowadzonych rozważań należy stwierdzić, iż proces dostosowywania się biznesu do Agendy 2030 i wyznaczonych celów zrównoważonego rozwoju, ma charakter w zdecydowanej większości adaptacyjnego przyjmowania narzuconego ładu instytucjonalnego: międzynarodowego i krajowego. Proces ten jest rozciągnięty w czasie i charakteryzuje się różną dynamiką, w zależności od stopnia rozwoju systemów społeczno-gospodarczych w poszczególnych krajach i regionach oraz standaryzacji norm międzynarodowych.

The main objective of security policy is to prevent threats, which means to fight certain phenomena at their very source. Governments of many countries threatened by a terrorist attack are still searching for an effective way to prevent attacks on intended terrorist targets and to uncover them in time. It is now recognised that monitoring telephone and internet communications is one of the most effective ways to combat terrorism. In recent years, international security has become one of the most debated issues due to, among other things, the coronavirus pandemic and numerous terrorist attacks. An important factor in preventing these threats is how the state and its services function through the use of a variety of tools and techniques, thus creating new and unique ethical and legal problems. The force and impact of state policy measures are often excessive and disproportionate to the threats posed. In this case, civil rights and liberties are most often violated. Doubts that arise when analysing these two values also stimulate reflection on the question to what extent the state is the victim of threats and to what extent it itself is the aggressor. Contemporary threats such as terrorism or the coronavirus pandemic are a major source of public fear that has far-reaching implications for public governance. The analysis carried out in this study examines the use of digital technologies for surveillance and control of the public by governments as a means to combat contemporary threats. The article describes both cases highlighting the importance of digital technology in maintaining security and cites evidence showing the threats that electronic surveillance poses to democratic norms. In other words, digital control over society promotes security but also restricts civil rights and liberties. The article emphasizes the worrying tendency for governments to implement technology rapidly without sufficient concern for the consequences for socio-political life.
