According to the neoinstitutionalism theory, institutions are divided into two groups: formal and informal. Formal institutions are the enshrined legal provisions, laws by which government are guided and institutionalized norms. Informal institutions include rules of conduct, system of values, ideology and traditions which are the defi ning factor of social behavior of a person. The article deals with the problem of fi ghting against international terrorism in the context of Islam as an informal institution and activity of the Organization of Islamic Cooperation (OIC) as formal an institution. In Islam terrorism in all its forms is rejected. In Islamic tradition acts of violence are classifi ed under different names – a muhariba, fataq, ightiyal, ghadar, baghiy and irhab and are absolutely rejected. The present terrorist activities which terrorists carry out by justifying them with distorted provisions and interpretations of Islamic doctrines has nothing to do with laws of Sharia. Terrorism as goal pursuing method also rejected by the Organization of Islamic cooperation – the largest formal Islamic institution. The offi cial position of the OIC member-states on this matter is enshrined in conventions, resolutions and different declarations, and also in the constant stance of the secretary general of the Organization that demonstrates the serious concern and commitment of this institute to fi ght against international terrorism. ; Теория нового институционализма делит институты на две группы: формальные и неформальные. Формальные институты – это закрепленные юридические нормы, законы, которыми руководствуются государственный аппарат, власти; принципы действия для разных областей социального взаимодействия, например, торговля. Неформальные институты включают в себя правила поведения, систему ценностей, идеологию и традиции, которые являются определяющим фактором социального поведения человека. В настоящей статье рассматривается проблема борьбы с международным терроризмом в контексте ислама – как института неформального типа и деятельности Организации Исламского Сотрудничества (ОИС) как института формального характера, базирующегося на неформальных исламских институтах. В исламе терроризм во всех его проявлениях отвергается. В традиции этой религии акты насилия под разными названиями – мухарибе, фатак, игьтияль, гадар, баги и ирхаб, категорически запрещаются. Террористическая деятельность сегодня, которая осуществляется с использованием искаженных положений и интерпретаций исламских учений, не имеет ничего общего с законами шариата. Терроризм как метод достижения целей отвергается и крупнейшим формальным исламским институтом – Организацией исламского сотрудничества. Официальная позиция мусульманских государств в рамках ОИС по этому вопросу закреплена в конвенциях, резолюциях и разных декларациях, а также в неизменной позиции генерального секретаря Организации по данному вопросу, что говорит о серьезной озабоченности и готовности данного института участвовать в борьбе против международного терроризма.

One of the key conditions for increasing of Russian education competitiveness in the international market is the active involvement of universities in various international cooperation forms. For this purpose, an analysis of international, federal, local normative legal acts regulating the international activities of Russian higher education institutions was carried out. The international aspect was considered using a comparative legal analysis of agreements between Russia and other countries. The article presents the results of the analysis of the principles of international agreements regulating the educational process in Russian universities. According to the research, a model, regulating the international activities of Russia's universities, was analysed. The study of regulatory legal acts in Russia's higher education led to the conclusion about the legislation elaboration level, to outline the prospects for development and the possibility of expanding the domestic universities international activities. ; Одним из ключевых условий повышения конкурентоспособности российского образования на международном рынке является активное вовлечение университетов в различные формы международного сотрудничества. Раздел - "Международное право" ; The present paper considers some issues of regulating of a quite complex legal institution, that of multiple nationality. Currently, European integration in general and the phenomenon of multiple nationality in particular are arousing a lot of interest. This is caused to a large extent b y both the relative stability of economic and political guarantees of rights and liberties of the citizens of Western Europe and by the search of Eastern European countries for their place and their road in the united Europe, b y the necessity to overcome cultural and economic disunity of European states and also b y the unabated interest in the structural elements of diverse and variously speeded integration in this region. In this regard the institution of multiple nationality stands out against the background of all-European integration. It has been in existence in this region for many millenia and embraces practically all states of the continent. Multiplenationality creates at the same time both real possibilities and prerequisites for integration and real problems, causing sometimes protracted conflicts between states and peoples and separating their political interests. The author sees multiple nationality to be a complex legal state expressed through a complicated legal relationship, which lends form to a multistructured social political, economic, cultural and moral relationship between states (representations of citizenship/nationality) and the person as regards responsible possession by a person of the complete or the basic set of rights and duties of nationality equal to the persons of his/her category of nationality in more than one state formation. With this assumption the paper shows in general terms the causes for the emergence of multiple nationality and the ways of settling its problems. The citizenship of the European Union, which the author refers to a kind of multiple nationality, is a particular legal institution which could serve as a source for forming all-European and global citizenship. Alongside with the study of the citizenship of the European Union the paper considers the institution of multiple nationality within the framework of the Council of Europe. The European region has accumulated abundant experience of regulating multiple nationality; part of which experience was embodied in the provisions of various international treaties concluded by the member-states of the Council of Europe. It would be effective to use in the countries of Eastern Europe and Asia. The European Convention on Nationality from November 6, 1997 was a progressive step in the realm of developing nationality and multiple nationality, though it has a number of drawbacks and as a whole does not adequately take into consideration the existing needs in this sphere. A number of norms, for instance, the right of the state to terminate citizenship, declared in article 7 and other provisions of the Convention have not been specified. The drawbacks of legal regulation of these issues and the issues of state succession and nationality (article 16) arouse doubts in the compliance of provisions of the abovementioned convention with the requirements of articles 15 and 29 of the Universal Declaration on Human Rights. Unfortunately, the European Convention on Nationality is trying to unite disparate points of v i ew into one, there arising as a result some apprehension as to the possibility of its arbitrary application. The citizenship, being established within the framework of integration of the Republic of Belarus and the Russian Federation, is also a peculiar institution which could be transformed into a different type of citizenship. The author considers that reasonable application of the institution of multiple nationality could facilitate the solution of a number of problems of contemporary international law, including the problems of international cooperation, human rights protection and development of integrational process. This experience could be promoted b y all states and especially the former USSR countries who have various directions of solving the issues of multiple nationality.

The current stage of the development of the world community shows the primary importance of education and scientific knowledge in order to increase political, economic and cultural relations between countries. The article deals with the formation of procedural management systems for the development of international scientific and educational cooperation of higher education institutions in the Russian Federation. ; Рассматриваются вопросы формирования систем регламентного управления развитием международного научно-образовательного сотрудничества организаций высшего образования в субъектах Российской Федерации. The reforms carried out recently in the Republic of Uzbekistan have caused a wide discussion. For many, the speed with which the liberalization of the economy is carried out, as well as the scale of transformations, came as a surprise. Being one of the most closed economies in the post-Soviet space five years ago, Uzbekistan managed not only to catch up with the progressive countries of the former Soviet Union, but also to do so with relatively small social consequences. As shown in the article, the "Uzbek miracle" was caused by three factors. Firstly, the reforms were prepared in advance. Secondly, after the change in the policy of multilateral development banks in terms of the conditions they set for issuing loans to governments, recapitalizing (in some cases) these organizations and optimizing their balance sheets, their ability to provide loans has expanded. In addition, criticism from the international community has stimulated multilateral development banks to take a more careful approach to the choice of tools used when working with borrowing states and literally "create" stories of successful transformation of national economies. Thirdly, the national development Institutes of the People's Republic of China and Japan have been active in working with the Government of the Republic of Uzbekistan to implement projects aimed at modernizing the old and building new infrastructure. They have invested significant resources to transform certain sectors of the Uzbek economy. Financial institutions of European and Arab states also cooperate with the Uzbek government.Based on the matrix of projects compiled with the volumes of planned investments in the context of institutions and spheres of economic activity, the author pointed out sectors of the Uzbek economy that are the most attractive for individual foreign economic partners of the republic. The focus of this paper is a necessity for law-students not only to master professional legal knowledge, but also knowledge and skills in the management of corporations and enterprises. This issue is particularly relevant for the course of European law, as well as for the corresponding master's degree programs «Jurisprudence». Key attention is paid to the necessity of including such academic disciplines for students as the topic «Corporate governance» and the theme «Corporate Law» into the magister program of two diplomas «European and International Law» for the universities of Eastern Europe. In this context, development of corporate governance in Central Europe and Russia is compared; the problems of such management in the Russian economy are designated. The aim of this study is analysis and systematization of theoretical and methodological aspects, as well as practical guidance in the development of teaching and studying of corporate governance in high law schools and colleges. To achieve this task the following objectives were: to analyze the basic acting model of legal education and modern educational technologies necessary for the implementation of the system of higher education; organize and summarize the theoretical and methodical bases of corporate governance, its principles; define the role corporate governance in the implementation of business activity, as well as to compare its role in Russia and Central Europe; explore the practical importance of training in the field of corporate law Methods. The research is based on the dialectic method regulating legislative norms, including the corporate right and activity of managing subjects. The retrospective analysis of pedagogical achievements and forecasting were used. Results. Working models of the juridical education and the modern educational technologies are considered in the present paper. Such models help promote systemization and generalisation of leading positions of a corporate governance, and its principles. The corporate governance role in realisation of enterprise activity in Russia and the Central Europe is defined. The role of corporate law course in the curriculum of higher legal education and the practical significance development of the given subject for the future experts-lawyers is shown. Scientific novelty. The value of teaching and learning issues of corporate governance in the course of legal institutions and higher educational institutions is reviewed and analyzed for the first time with regard to the new initiative of the international double degree program among the members of the consortium of several universities in Russia and Central and Eastern Europe. Practical significance. The research findings and results of the study can be used as for the development of both the level of students' knowledge and expand the professional level of teachers' skills, as well as to solve the problems of improvement of corporate management business entity of any organizational-legal form, in which the functions are separated by ownership and management ; В статье утверждается, что, кроме профессиональных правовых знаний, у студентов-юристов следует формировать знания и навыки в сфере управления корпорациями и предприятиями. The current stage of the development of the legislation and the society is characterized by high growth of economic activity. The emergence of a large number of entrepreneurs and commercial organizations contributes to a proportional increase of economic disputes. However, each such dispute, and especially its lingering resolution, adversely affects the economic development of the society. In such conditions, society must have mechanisms to resolve conflict situations that would ensure prompt, fair and legal resolution of arising disputes and eliminate violation of rights. The main and one of the most reliable ways to protect the violated civil rights is judicial protection carried out directly by the state. Today there is a problem with a huge number of cases coming to the courts, which leads to judges to pass verdicts hastily due to short deadlines to consider numerous applications. In fact, this negatively affects the quality of the decisions made by a judge. Consequently, the outcome is a rather larger number of appeals to superior courts. The answer to these challenges lies in international commercial arbitration courts, which are a definite alternative to state courts. In this work, the International Commercial Arbitration was considered from the point of view of its reformation. This process was especially evident in three countries - the Russian Federation, the Republic of Kazakhstan, the Republic of Latvia. The main difficulties in the reforming process were identified, and certain problems were founded. This work studied the historical aspects of the development of International Commercial Courts as well as process of its reformation. In chapter 1, the main problems of reforming processes of arbitration courts were identified. I the second chapter was reviewed process of reforming. In the final chapter, results of reforming process were reviewed, and the meaning of unification legislation in the field of arbitration was identified.

This article assesses the impact of sovereign countries in global financial governance. It uses the methodology of international political economy that studies the interaction between political and economic processes in the international arena. It shows the dualistic nature of international financial institutions, which, on the one hand, represent intergovernmental organizations and, on the other hand, are financial institutions with financial goals. The author investigates the principles of sovereign equality, equitable geographical representation and equal (parity) representation of groups of countries with distinct interests in the International Monetary Fund (IMF), Group of 20 (G20) and Financial Stability Board (FSB). The IMF's decision-making mechanism is shown in detail, including its executive board and the recent redistribution of quotas among member states, with special attention on the formula for calculating quotas, its criticism and possible reform. The article shows the major causes of reducing the impact of the IMF and the formation of a new, globally distributed system of financial governance. The article shows the hierarchy (by function as well as by country representativeness) of the system of global financial governance, established by 2010. It discusses the leadership of countries according to quantity and to key indicators (revenues, assets and market capitalization) of global systemically important financial institutions (banks and insurance company). Based on countries' membership in the G7 and the G20, the FSB, IMF, Organisation for Economic Cooperation and Development, and Bank for International Settlements countries are designated as at the core, semi-periphery or periphery of the international financial system in the context of the world systems theory. The influence of the technical elite, prevailing in the international financial sector, as well as the qualitative composition (education) of its members are revealed. The article concludes that there is significant polarization in the international financial system (core and the socalled marginal majority). Unlike the IMF, the newly created global financial institutions of the G20 and FSB fully comply with the principles of equitable geographical representation and parity representation of states with distinct interests.

Introduction. This article examines the legislative provisions of several countries regulating the right of organisations to carry out educational activities. This study aims to examine the international practices of licensing and authorisation in the field of education. Methods. The research involved uses the formal law method, systemic structural method, comparative law method, sociological/specific sociological method, and the law interpretation method. Results and Discussion. The materials collected during the study offer insights into the models of educational management used worldwide at the stage of establishing educational institutions. Licencing mechanisms in the field of education can be centralised or decentralised and can vary across the levels of education. The requirements established in a number of countries have much in common and generally apply to the staff of the educational institution, the premises, curricula, equipment, and financing. Conclusion. The findings of this study can be used by lawyers and researchers in their respective professional and research activities in the area of legislation regulating the education system. ; For citation: Vok MG. The largest trade union center representing Belarus in the international arena was the Federation of Trade Unions of Belarus. In the early 1990s, forms, directions, goals and mechanisms of its international activities were changed signifi cantly. Having renounced its political goals, the Federation of Trade Unions of Belarus has focused on protecting social and economic interests of the working people, exchanging experience, attracting information, technical and fi nancial assistance in solving various problems. To this end, it established relations with partner organisations of the CIS countries, Western and Central Europe, Southeast Asia, international trade unions, and non-governmental associations.

Раздел "Международные отношения" ; The author considers the main factors which influence international tourism security. Many examples are cited to draw attention to the negative impact of international terrorism on tourism. Counteraction requires more effective and consolidated efforts of the whole world community. The article systematizes the legal normative base required to provide the legislative framework for the protection of travel and it shows the role of the International Tourist Organisation and other international associations in this work.
