Predmet doktorske disertacije je upravljanje zunanjetrgovinske politike države ob upoštevanju delovanja nadnacionalnih entitet, pri čemer je naš osrednji cilj identificirati optimalen način realizacije nacionalnih interesov v okviru nadnacionalne entitete (tj. Evropske unije). Zunanjetrgovinska politika je eno izmed najstarejših ekonomskih področij, o katerem so tekle resne akademske razprave že v Antični Grčiji pred več kot 2000 leti. Vendar o razvoju svetovne trgovine kot sistematičnem globalnem načinu trgovanja govorimo šele od 15. stoletja dalje. Za boljše razumevanje področja v doktorski disertaciji najprej opredelimo teoretska izhodišča, v okviru katerih predstavimo teorije mednarodne menjave ter analiziramo vlogo države in ekonomske diplomacije skozi različna zgodovinska obdobja (merkantilizem, liberalizem, protekcionizem, intervencionizem ter obdobje liberalizacije in globalizacije). Kot najpomembnejše teoretično izhodišče od Davida Ricarda dalje identificiramo ugotovitev, da svet ni ničelna vsota – vse države z zunanjo trgovino pridobivajo. Kljub temu da so države skozi različna zgodovinska obdobja (glede na gospodarske razmere) vodile različne zunanjetrgovinske politike (protekcionistične ali liberalne), teorija in praksa potrjujeta, da liberalna zunanjetrgovinska politika povečuje konkurenčnost gospodarstva. Študije ekonomistov (Sachs in Warner 1995, 35 ; Frey v Pruslecki 2008, 5 ; Krueger 1980, 289) namreč kažejo, da države z liberalno zunanjetrgovinsko politiko dosegajo višjo gospodarsko rast od tistih s protekcionistično. Kot potrditev teze navajamo izsledke analiz, ki kažejo na višje stopnje gospodarske rasti v t. i. hitro rastočih gospodarstvih (državah BRIICS ‒ Braziliji, Rusiji, Indiji, Indoneziji, Kitajski in Južni Afriki). Slednje so na podlagi liberalizacije trgov v zadnjih dvajsetih letih dosegale višje stopnje gospodarske rasti od razvitih gospodarstev. Glede na to da je predmet disertacije zunanjetrgovinska politika v okviru Evropske unije (EU), ki jo Slovenija sooblikuje, se v okviru analize ukrepov osredotočimo na ukrepe zunanjetrgovinske politike EU, vlogo nacionalnih in nadnacionalnih (vladnih in nevladnih) akterjev ter povezavo vsebin z drugimi politikami. Ključni akterji v procesu formalnega delovanja na področju zunanjetrgovinske politike EU so: Evropska komisija (Direktorat za trgovino), Svet EU (Odbor za zunanjetrgovinsko politiko, Coreper in Svet za zunanje zadeve), Evropski parlament ter nevladni akterji (združenja, nevladne organizacije) kot nadnacionalni akterji in (vladni in nevladni) akterji na nacionalni ravni držav članic EU. Prioriteta zunanjetrgovinske politike EU je multilateralna zunanja trgovina, vzporedno pa potekajo pogajanja s številnimi državami oz. regijami za sklenitev preferencialnih trgovinskih sporazumov. Med ukrepi zunanjetrgovinske politike EU je pomembna še Strategija dostopa na trg, v okviru katere se dosegajo sinergije na podlagi okrepljenega partnerstva med Evropsko komisijo, državami članicami in gospodarstvom. Ugotavljamo, da postaja v obdobju globalizacije zunanjetrgovinska politika izrazito večplastna ter da izginjajo meje med zunanjimi in notranjimi politikami. Na primeru pogajanj t. i. Razvojne agende iz Dohe, ki potekajo v okviru Svetovne trgovinske organizacije, potrdimo tezo o prepletanju pogajanj na različnih ravneh (bilateralni, regionalni in multilateralni) in vsebinski povezanosti zunanjetrgovinske politike z drugimi politikami (z razvojno, s kmetijsko ipd.). Slednje potrjujejo tudi strateški dokumenti EU (Strategija Evropa 2020 ; Trgovina, rast in svetovne zadeve ter Globalna Evropa: konkurenčna v svetu), v katere je zunanjetrgovinska politika vključena kot pomemben sestavni del politike konkurenčnosti. ; The doctoral thesis focuses on a country's external trade policy management in relation to the processes witin subnational entities. Our main goal is to identify an optimal approach to realizing national interests in the context of a subnational entity (i.e., the European Union). External trade policy is one of the oldest economic policies. The first discussions on trade issues started among philosophers in Greece 2000 years ago, but global trade as a systematic process emerged in the 15th century. At the beginning of the doctoral thesis, the focus is on the theoretical background ‒ theories of external economic co-operation. We analyse the role of the state and economic diplomacy in different historical periods (mercantilism, liberalism, protectionism, interventionism, liberalisation and globalisation). The most important theoretical finding is (discovered by David Ricardo and confirmed in subsequent theories) that all states, engaged in external trade, gain (we talk about the so called positive sum). Although countries led different external trade policies during various historical periods (liberal or protectionist), theory and experience show that the liberal external trade policy increases competitiveness of an economy. Studies of several economists (Sachs and Warner 1995, 35 ; Frey 1984 ; Pruslecki 2008, 5 ; Krueger 1980, 289) also confirm, that countries with a liberal external trade policy record higher growth rates than those in favour of protectionism. Emerging economies (the so called BRIICS countries ‒ Brasil, Russia, India, Indonesia, China, and South Africa) record higher growth rates in the last twenty years – after liberalising their markets. We analyse the European Union (EU) external trade policy measures, the role of national and subnational (state and non-state) actors, and the interconnectedness of the external trade policy and other national policies. The key actors in the formal process of creating EU external trade policy are: European Commission (Directorate General for Trade), Council of the EU (Trade Policy Committee – formerly 133 Committee ; Coreper, Foreign Affairs Council), European Parliament, non-state actors (associations, non-governmental organisations (NGOs)) as well as actors in the member states (state and non state actors: ministries, diplomatic network, business associations, chambers of commerce, NGOs, etc.). The priority of the EU external trade policy is multilateral trade – successful conclusion of the WTO Doha Development Agenda. In parallel, EU is negotiating preferential trade agreements with several countries and regions. One of the most important trade policy measures is also Market Access Partnership, where active involvement of member states and the business sector is expected. Globalisation has changed the patterns of global economic co-operation and global trade. External trade has become more complex (linked to the competition, energy, environment and sustainable development policies) and the number of actors (state and non-state) involved in the policy has increased significantly. The boundaries between external and internal policies disappear as well. We show the interactions between different actors, negotiating levels, and policies on the World Trade Organisation Doha Development Agenda case, where the positions of the negotiations have to be agreed on at different levels: national, bilateral, regional, and multilateral. External trade policy is an important part of the EU strategic documents (Global Europe: competing in the world, EU 2020), and therefore an important element of the competitiveness policy. The thesis also confirms that the role of economic diplomacy in trade issues has gained importance during the last twenty years. Saner and Yiu (2003) argue that the main function of the post-modern economic diplomacy is representation in the international organisations and influence on other countries' policies.

Sistem nacionalnih računa (SNR) nastao je i više puta unapreĎivan na meĎunarodnom nivou sa ciljem da omogući, izmeĎu ostalog, što potpuniju osnovu za analizu ekonomske politike. Polazeći od činjenice da će se u Srbiji nakon pribliţavanja standardima Evropske unije izraĎivati celokupan SNR, što trenutno nije slučaj, i od teze holandskog autora Bosa da će vlade sve manje koristiti SNR, u radu je ispitano koju ulogu nacionalni računi trenutno imaju u analizi ekonomske politike. Cilj istraţivanja je bio da se utvrde načini unapreĎenja upotrebe nacionalnih računa u Srbiji nakon njegove dopune, po oblastima upotrebe. Korišćenjem postojećih podataka, intervjua i kvantitativne analize, to jest ekonometrijske analize vremenskih serija, utvrĎeno je da se u tri oblasti upotrebe SNR, analizi putem indikatora, analizi tokova sredstava i makroekonometrijskom modeliranju, moţe ostvariti napredak već i sada, a posebno nakon dopune statističke produkcije. Posebno je vaţno da će biti moguće unaprediti makroekonometrijsko modeliranje u Srbiji, što je pokazano na primeru funkcije potrošnje. Komparativna analiza imovinskog efekta u Srbiji, Sloveniji, Češkoj i Holandiji pokazala je da varijabla stambene imovine nije značajna u funkciji potrošnje u Srbiji jer ne dominiraju hipoteke u svojinskoj strukturi stambenog fonda i nema finansijskih inovacija kao u razvijenim zemljama. SNR i njegovo stalno unapreĎivanje je potreban ali ne i dovoljan uslov dobre ekonomske politike. This article presents results of the research in contemporary trends of international economic inequality. The author argues that international economic inequality is a bidirectional and complex concept. The bidirectionality and complexity of the concept is reflected in the fact that there are countries that concurrently converge to or diverge from the most developed countries in terms of their economic development. The key finding presented here is the rise of economic inequality between countries, especially between the poorest and the richest countries. The exceptions are some countries that have made significant progress in the period from 2000 to 2014 in reducing the economic inequality in comparison to the richest countries. The most important factors that have contributed to their progress are distinctive economic institutions and development policies of those countries, as well as the effects of the financial crisis since 2007-2008, which caused a decade-long stagnation in the most developed parts of the world. ; Rad je posvećen istraživanju savremenih trendova međunarodne ekonomske nejednakosti. Namera autora u ovom radu jeste da ukaže da je međunarodna ekonomska nejednakost dvosmeran i složen koncept. Dvosmernost i složenost tog koncepta se ogleda u činjenici da istovremeno postoje zemlje koje se u pogledu razvoja udaljavaju ili približavaju najrazvijenijim državama. Ključni zaključak rada jeste da ekonomska nejednakost između država raste, posebno između najsiromašnijih i najbogatijih država. Izuzetak su pojedine zemlje koje su u periodu od 2000. do 2014. godine učinile značajan iskorak u smanjenju ekonomske nejednakosti u usporedbi sa najbogatijim državama. Najvažnije faktore koji su doprineli tom napretku čine osobene ekonomske institucije i razvojne politike tih država, kao i finansijske krize i višedecenijska stagnacija u najrazvijenijim delovima sveta.

Mednarodno sodelovanje držav članic Evropske unije je izrednega pomena za učinkovito delovanje Unije. Predvsem pa je ključnega pomena za kakovost življenja ljudi znotraj držav članic. Eno izmed pomembnejših področij sodelovanja, ki zagotavlja kakovost življenja in varnost državljanov, je sodelovanje med policijami držav. Dotično sodelovanje ni samo pomembno, ampak že kar nujno glede na globalne razsežnosti kriminalitete. Države članice priznavajo varnost svojih državljanov kot eno od glavnih vrednot in pravic. Z namenom zaščite te pravice in omejevanja kriminalitete je Evropska unija sprejela razne instrumente, ukrepe in pravne okvire na področju mednarodnega policijskega sodelovanja. Pomembno je tudi delovanje raznih agencij Evropske unije, katerih namen je krepitev in usmerjanje sodelovanja med policijami držav članic. Primeri tovrstnih agencij so na primer Europol, Interpol, Sirene, Frontex, odbor COSI, SEPA, CEPOL itd. V nalogi je predstavljena tudi vloga in delovanje Slovenije v omenjenih agencijah ter njene aktivnosti na področju policijskega sodelovanja. To poteka na različne načine in na raznih področjih. Načine, oblike in področja sodelovanja sem poskušala predstaviti na primeru policijskega sodelovanja med Slovenijo in Italijo. ; The international cooperation of the Member States of the European Union is of utmost importance for the effective functioning of the Union. Above all, it is crucial for the quality of life of people within Member States. One of the most important areas of cooperation that guarantees the quality of life and the safety of citizens is the cooperation between the police of the countries. The cooperation in question is not only important, but rather necessary, given the global dimension of criminality. Member States recognize the safety of their citizens as one of the main values and rights. In order to protect this right and to limit criminality, the European Union has adopted various instruments, measures and legal frameworks in the field of international police cooperation. It is also important that the various European Union agencies work to strengthen and direct cooperation between the police of the Member States. Examples of such agencies include Europol, Interpol, Sirene, Frontex, COSI, SEPA, CEPOL, etc. The paper also presents the role of Slovenia in these agencies and its activities in the area of police cooperation. This is done in a variety of ways and in various fields. I tried to present ways, forms and areas of cooperation in the case of police cooperation between Slovenia and Italy.

Starting from the fact that after the transition to the standards of the European Union in Serbia the whole system of national accounts will be compiled, which currently is not the case, and from the thesis of the Dutch author Bos that SNA will be less used by the governments, in this dissertation the current role of the SNA in economic policy analysis has been analyzed. The aim of the research was to establish the ways of improvement in different areas of the use of SNA in Serbia, after its completion. By using the existing data, interview and quantitative i.e. econometric analysis of the time series, it has been concluded that in three areas of the use of SNA - indicator analysis, flow of funds analysis and macroeconometric modeling, the improvement is possible even now, and especially after the completion of statistical production. It is especially important that it will be possible to improve the macroeconomic modeling in Serbia, which has been shown on the example of consumption function. The comparative analysis of the wealth effect in Serbia, Slovenia, Czech Republic and the Netherlands has shown that the housing wealth variable is not significant in consumption function in Serbia, because mortgages are not dominant in the ownership structure of the housing wealth, and there are no financial innovations present, as it is the case in the developed countries. The SNA and its constant improvement is a necessary but not sufficient condition for a good economic policy. The SNA has been developed enough for the economic policy analysis to prevent imbalances which took part in the last crisis, but only the ex post analysis of the SNA data has enabled improvement of the indicator analysis and standards as the basis which may prevent future bubbles and imbalances.

Die Umbrüche des 20. Jahrhunderts hinterlassen tiefe Spuren in und zwischen den Ländern des Alpen-Adria-Raumes. Alte und neue Nationalismen führen vielerorts zu Auseinandersetzungen in Volksgruppenfragen – zwischen Kärnten und Slowenien zuletzt sichtbar in jahrzehntelangen Konflikten um zweisprachige Ortstafeln und andere Minderheitenrechte.Das Buch beleuchtet Einstellungen von Jugendlichen beider Länder zu Geschichte(n) der Region, Zwei- und Mehrsprachigkeit, Nationalismus und kultureller Vielfalt, neuen und alten Minderheiten, Nachbarländern und Europa. Doktorska disertacija preučuje specifično usmeritev mednarodne ekonomije, in sicer področje politik razvojne pomoči. Znotraj tega vsebinskega okvirja smo se osredotočili na njeno učinkovitost predvsem zaradi aktualnosti problematike kot številnih s tem povezanih globalnih izzivov. Razvojna pomoč, kot osrednja tematika disertacije, predstavlja temeljni koncept, s katerim države poskušajo razreševati razvojne razlike v svetu. Preučevanje učinkovitosti razvojne pomoči je v okviru ekonomskih znanosti zelo perspektiven koncept, predvsem zaradi dejstva, da je prepad med razvitimi državami globalnega severa in globalnega juga večji kot kadarkoli, dosedanje študije, kot tudi modeli razreševanja pa niso ponudili učinkovitih rešitev za spremembe oz. izboljšanje trenutnega stanja. Vse omenjeno smo preučevali na skupini držav Afrike, Karibov in Pacifika (AKP) iz dveh glavnih razlogov. Prvič, ker je velika večina držav v skupini dolgoletnih prejemnic razvojne pomoči, in drugič, ker omogoča dobro podlago za preučevanje, saj v njo spadajo tako najrevnejše podsaharske države, kot tudi otoške države, ki so v zadnjih letih doživele hiter gospodarski napredek. Struktura disertacije temelji tako na teoretičnem kot tudi aplikativnem delu. V prvem delu, tako predstavimo temeljne teoretične pojme iz razvojne ekonomije odnosov sever-jug, zgodovino sodelovanja držav AKP-ja z različnimi mednarodnimi akterji in teoretične opredelitve razvojne pomoči in njene učinkovitosti. Drugi del je namenjen aplikativni raziskavi učinkovitosti politik razvojne pomoči. Države skupine AKP smo tako razdelili v dve skupini. V skupino A, kjer so tiste, ki so prejele več razvojne pomoči, in skupino B, kjer so tiste, ki so prejele manj. Predpostavljali smo, da so države, ki so prejele več razvojne pomoči, naredile večji razvojni napredek. Njihov napredek smo preučevali na petih ekonomskih in socialnih razvojnih indikatorjih: BDP na prebivalca, obseg izvoza blaga in storitev, smrtnosti otrok do petega leta starosti, rast pričakovane življenjske dobe in število migracij. Na podlagi pridobljenih rezultatov za posamezno področje smo nato generalno sklepali ali so politike razvojne pomoči dosegle svoj namen, torej ali so bile učinkovite. Iz vsebinskega vidika je disertacija izvirni doprinos k ekonomski znanosti pri preučevanju problematike sedanjega sistema podeljevanja razvojne pomoči in posledično njene učinkovitosti, raziskovanja razvojne problematike v državah skupine AKP ter predlogom razreševanja sodobnih izzivov mednarodnega razvoja. Prav tako zapolnjuje vrzel pri preučevanju koncepta mednarodnega razvoja s kvalitativnimi metodami raziskovanja, saj so obstoječe raziskave izrazito kvantificirane. Ker je disertacija napisana v slovenskem jeziku je tudi prispevek k maloštevilni literaturi na tem področju in k nadaljnjem raziskovanju mednarodne razvojne problematike in s tem povezanih globalnih izzivov. ; This PhD dissertation studies a specific direction of international economics — the field of development aid policies, and focuses on its efficiency, mainly due to the relevance of the issue, since it is associated with numerous global challenges. Development aid, as the central theme of this dissertation presents the underlying concept, with which countries attempt to resolve developmental differences around the world. Studying the efficiency of development aid in terms of economic sciences is a very promising concept, mainly due to the fact that the gap between the developed countries of the global South and the global North is larger than ever, and current studies, nor resolution models, offered any effective solutions for changing or improving the current state. All of the above was studied on the African, Caribbean and Pacific Group of States (ACP) for two main reasons: Firstly, because the vast majority of these countries is a long-term beneficiary of development aid and secondly, because this provides us with a sound foundation for studying, including both the poorest Sub-Saharan countries and island states, which experienced rapid economic development in recent years. Thus the structure of this dissertation relies on both theory and application. The first part presents the fundamental theoretical terms from developmental economics, North-South relations, the history of cooperation among ACP countries with various international players and theoretical determination of development aid and its efficiency. The second part is intended for applied research of the efficiency of development aid policies. ACP countries were divided into two groups, group A with those receiving the most development aid and groups B with those receiving the least. We presumed that countries that received the most development aid made the most progress. Their progress was studied according top five economic and social indicators of development: GDP per capita, exports of goods and services, mortality of children under five years of age, growth in life expectancy and the number of migrations. Based on data retrieved for specific fields, we generally presumed whether development aid policies had achieved its purpose – if they were efficient. From the substantive aspect, this dissertation is an original contribution to the science of economics in its study of the problems in the existing system for distributing development aid and consequently its efficiency, to research of development problems in ACP countries and to proposals for meeting the modern challenges of international development. It also fills the gap in the study of the concept of international development through qualitative research methods, since existing research is extensively quantified. Since this dissertation is originally in Slovenian, it also adds to the scarce literature in this field and to future research of international developmental issues and the global challenges they bring.

U radu su predstavljeni rezultati kvalitativne analize i komparacije relevantnih sadržaja ključnih obrazovno-političkih dokumenata međunarodnih i evropskih organizacija (UNESCO, OECD, Savet Evrope i Evropska Unija) iz dva perioda razvoja koncepta celoživotnog učenja koji se odnose na nastavnike. Rezultati kvalitativnog istraživanja su prikazani kroz sledeće kategorije: uloga i funkcije nastavnika, selekcija budućih nastavnika, inicijalno i kontinuirano obrazovanje nastavnika, odnos nastavnik–učenik, timski rad, pomoć nastavnicima, status i uslovi rada nastavnika, istraživački rad i mobilnost nastavnika, kao i međunarodna saradnja. Analiza i komparacija sadržaja međunarodnih i evropskih dokumenata prve faze (sredina šezdesetih i kraj sedamdesetih godina 20. veka) pokazala je da dokumenti Saveta Evrope i UNESCO-a opširno i na vrlo sličan način govore o tome šta i kako treba promeniti i/ili ponovo uspostaviti kad su u pitanju nastavnici, njihova uloga, obrazovanje i položaj kako bi celoživotno učenje postalo stvarnost. Za razliku od toga, u dokumentu OECD-a nije data veća pažnja ulozi nastavnika u realizovanju celoživotnog učenja. U drugoj fazi (sredina devedesetih godina 20. veka) razvoja koncepta celoživotnog učenja dokumenti UNESCO-a i OECD-a opširno i detaljno razmatraju pitanje nastavnika, dok se u dokumentu Evropske Unije samo konstatuje da će nastavnici imati središnju ulogu u društvu koje uči. Na kraju rada je istaknuto da je analiza i upoređivanje međunarodnih i evropskih dokumenata pokazala da su nastavnici jedan od najvažnijih elemenata politike celoživotnog učenja i da je, stoga, nužno planirati i organizovati celoživotno obrazovanje i učenje nastavnika kako bi oni mogli da podstiču i osposobljavaju učenike za celoživotno učenje. ; This paper presents results of the qualitative analysis and comparison of the content of key educational policy documents of the International and European organizations (UNESCO, OECD, Council of Europe and European Union) from two developmental stages of the lifelong learning concept with regard to the teachers. Results of the qualitative research have been presented within the following categories: role and function of teachers, selection of teacher candidates, initial and continuing training of teachers, teacher-student relation, team work, assisting teachers, status and working conditions, research and mobility of teachers and international cooperation. The analysis and comparison of the content of the International and European documents from the first phase (in the middle of 1960s and beginning of 1970s) have shown that documents of the Council of Europe and the UNESCO, to a great extent and in a similar fashion, state what should be changed and/or newly established when it comes to teachers, their role, their education as well as their status, so that lifelong learning could become reality. Compared to that, the OECD document did not pay greater attention to the role of teachers in the implementation of lifelong learning. In the second phase of development of the lifelong learning concept (in the middle of 1990s) the UNESCO and OECD documents discuss the teachers to a great extent and in detail, whereas the EU document states only that teachers will play a central role in the learning society. The paper concludes that the analysis and comparison have shown that teachers are one of the most crucial elements of the lifelong learning policy. Therefore, it is necessary to plan and organize lifelong learning and educational opportunities for teachers so that they could encourage and train their students for lifelong learning. ; Zbornik rezimea / 24. Magistrsko delo raziskuje dejavnike uspešnosti mednarodnih režimov, ki jih preverjam na primeru preprečevanja tihotapljenja ljudi v času migrantske krize. Ta režim je bil med leti 2015 in 2018 na največji preizkušnji v svoji zgodovini, saj je zaradi migrantske krize število migrantov, ki so nezakonito prečkali meje Evropske unije preraslo njene zmogljivosti. Ljudje so se v želji po osnovnih človekovih pravicah začeli množično zatekati k nezakonitim in mnogokrat smrtno nevarnim načinom migriranja. Režim proti tihotapljenju migrantov je prejemal vse več kritik, vendar ga niso razvijali z namenom regulacije problema tako velikih razsežnosti. Zaradi pomanjkanja interesa je njegov namen povečanje državnega nadzora nad migracijami in meddržavnega sodelovanja. Režim je namreč lahko najuspešnejši takrat, ko vsi akterji upoštevajo vse njegove sestavine: norme, načela, pravila in pravila odločanja. V delu preverjam upoštevanje teh sestavin na primeru štirih mednarodnih organizacij: Organizacija za varnost in sodelovanje v Evropi, Evropski policijski urad, Mednarodna organizacija kriminalistične policije in Urad Združenih narodov za droge in kriminal ter petih držav: Nemčija, Madžarska, Grčija, Francija in Slovenija. Trenutne politike, usmerjene k povečevanju povpraševanja po tihotapskih storitvah, je treba preoblikovati tako, da bodo identificirani dejavniki uspešnosti zaobjeli tudi izvorne države, ki bodo lahko začele prispevati svoj delež. ; This master's thesis explores the factors of effectiveness of international regimes that I test on the case of smuggling of migrants during the migrant crisis. This regime had its greatest trial in its history between the years 2015 and 2018 why because the migrant crisis increased the number of migrants that could legally cross the borders of the European Union. People, in the desire for basic human rights, began to massively resort to illegal and many times deadly ways of smuggling. The regime against the smuggling of migrants has begun to receive increasing criticism. However, it was not established with the aim to regulate the smuggling problem of such large proportions. Due to the lack of states' interest, its aim was to increase state control over migration and interstate cooperation. The regime can be most effective when all actors are concerned with all its components: norms, principles, rules and rules of decision-making. In the thesis I test the upkeeping of these components on four international organizations: Organization for security and cooperation in Europe, European union agency for law enforcement cooperation, International criminal police organization and United nations office on drugs and crime, and five countries: Germany, Hungary, Greece, France and Slovenia. Current policies are formed to increase the demand for smuggling services and need to be transformed in order for identified factors of effectiveness to capture countries of origin and make them contribute their share as well.

There are two distant conceptual cousins that analyse the external mobilisation of subnational entities, one being European Studies – Multi-Level Governance and the other International Relations – Paradiplomacy. The article first aims to analyse each concept against the dimensions of the politik to determine the conceptual focus and find more pronounced differences in the policy and politics dimensions. The second aim is to identify the theoretical bedrock underpinning both concepts. This article proposes the analogous theory of Neo-Medievalism, establishing that it has some application here; in this sense, the two concepts may be better at explaining wider territorial reconfiguration underway in Europe. Tax analysis and forecasting of revenues are of paramount importance to ensure fiscal policy's viability and sustainability. However, the measures taken to contain the spread of the recent pandemic pose an unprecedented challenge to established models and approaches. This paper proposes a model to forecast tax revenues in Bulgaria for the fiscal years 2020–2022 built in accordance with the International Monetary Fund's recommendations on a dataset covering the period between 1995 and 2019. The study further discusses the actual trustworthiness of official Bulgarian forecasts, contrasting those figures with the model previously estimated. This study's quantitative results both confirm the pandemic's assumed negative impact on tax revenues and prove that econometrics can be tweaked to produce consistent revenue forecasts even in the relatively-unexplored case of Bulgaria offering new insights to policymakers and advocates. ; Porezna analiza i predviđanje prihoda je od izuzetne (najveće) važnosti kako bi se osigurala održivost fiskalne politike. Međutim, mjere poduzete za suzbijanje širenja nedavne pandemije predstavljaju neviđeni izazov za ustaljene modele i pristupe. Ovaj rad predlaže model za predviđanje poreznih prihoda u Bugarskoj za fiskalne godine 2020-2022. izrađen u skladu s preporukama Međunarodnog monetarnog fonda o skupu podataka koji pokriva razdoblje između 1995. i 2019. Studija dalje razmazra stvarnu pouzdanost službenih bugarskih prognoza, suprotstavljajući te brojke odgovarajućim procijenjenim modelima. Kvantitativni rezultati ove studije potvrđuju pretpostavljeni negativni uticaj pandemije na porezne prihode i dokazuju da se statistika može prilagoditi kako bi se proizvele dosljedne prognoze prihoda čak i u relativno neistraženom slučaju Bugarske koja nudi nove uvide kreatorima politike i zagovornicima.

Ekonomski interesi treh ključnih velikih sil, Združenih držav Amerike, Rusije in Kitajske, ki se uveljavljajo oziroma uresničujejo skozi njihove konkretne politike in dejanja, imajo pomemben, če že ne velik vpliv na varnost in politične razmere drugih držav. Ker so ekonomski interesi ključni za katerokoli državo, so medsebojna dinamika, prepletanje in vplivanje teh interesov izrednega pomena za razumevanje trenutnih razmer v mednarodnih odnosih. Analiza primarnih in sekundarnih virov, predvsem pa poglobljeni intervjuji s strokovnjaki nakazujejo, da se politične in varnostne posledice ekonomskih interesov velikih sil največkrat manifestirajo na regionalni ravni. Izjema pri tem so ZDA, ki za doseganje svojih ekonomskih interesov politično in varnostno spreminjajo razmere na globalni ravni. Pri tem so najbolj osredotočene na širitev neoliberalnih ekonomskih praks in zagotovitev energetske varnosti, ki velikokrat poteka s pomočjo znatne uporabe vojaške moči. Rusija, po drugi strani, je trenutno še osredotočena na svojo vlogo energetskega velikana, pri čimer najbolj konkretno vpliva na države iz bližnje soseščine, tudi preko političnih pritiskov in industrijskih sabotaž. Analiza trendov sicer kaže, da bo cilj ekonomske diverzifikacije postajal še pomembnejši v prihodnosti. V osnovi ta zaključek pomeni, da bo Rusija skušala zmanjšati svojo odvisnost od izvoza energentov in na tak način zagotoviti večjo ekonomsko, kot tudi politično in varnostno stabilnost države. Ključna karakteristika ekonomske politike Kitajske je usmeritev v zagotavljanje energetskih virov za rastoče gospodarstvo. V ta namen se poslužuje multisektorske politike, ki je najbolj jasno vidna v Afriki. Ta poseben, quid pro quo pristop se kaže v velikih infrastrukturnih investicijah na strani Kitajske, v zameno za zagotovitve izvoza energentov iz določenih afriških držav. Analiza vse treh držav jasno kaže, da ekonomski interesi vidno vplivajo na odnose med državami v mednarodni skupnosti in usodno določajo dinamiko in ravnovesje sil. ; Economic interests of great powers, specifically United States of America, Russia and China, and the process of attaining these interests through the set of concrete policies and actions has considerable, if not predominantly important effects on political and security situation of other countries. Since economic interests are of pivotal importance for any state, the recognition and understanding of intertwined dynamics and cross-section of these interests is essential for establishing an accurate perception of the current situation in contemporary international relations. Analysis of primary and secondary resources, and especially the in- depth interviews with experts revealed that the majority of political and security implications of the process of attaining economic interests have been manifesting on the regional level. An exception to this rule is the United States, which is affecting political and security characteristics around the globe. In doing so, it is mostly concentrated on continuous expansion of neoliberalism, as well as ensuring energy security, often through utilization of military power. Meanwhile, Russia is currently still focused on its role as an energy giant, and has the ability to strongly influence the countries in its near vicinity through considerate political pressures and industrial sabotage. Many trends within the country and its internal policies seem to suggest that this is likely to change in the near future, and the goal of economic diverzification will become even more important. Essentially, this means that Russia will attempt to reduce its dependence on energy exports, and thus ensure far greater economic, but also political and security stability of the country. Finally, we analyzed China. The key characteristic of its economic policy is focus on ensuring energy resources for its growing economy. In order to succeed, China has been utilizing a multisectoral approach, most clearly visible in Africa. These quid pro quo deals were realized through large infrastrucral investment on the Chinese side, and accompanying insurance of energy exports on the side of the African countries. The analysis of all three states draws the conclusion that economic interests are thus visibly affecting the nature of the intra- state relationships in the international community, and faithfully account for the ultimate dynamics and balance of world powers.

Američka administracija zainteresovala se još pedesetih i šezdesetih godina prošlog veka za zemlje severne Afrike, kada su one stekle nezavisnost. Krajem Hladnog rata, američki zvaničnici pozvali su sve severnoafričke zemlje da se uključe u proces globalizacije svetske ekonomije, a posle događaja iz septembra 2001. godine u Sjedinjenim Američkim Državama, njihovi istraživački centri počeli su ozbiljnije da proučavaju islamske pokrete unutar i izvan islamskog sveta. Predmet istraživanja ove doktorske disertacije je određivanje američkih spoljno-političkih interesa i vrednosti prema islamskim pokretima na severu Afrike na početku XXI veka. Naučni cilj ovog istraživanja je naučno objašnjenje američke spoljne politike prema islamskim pokretima, posebno uzroka promene u američkoj spoljnoj politici i njen budući pravac kretanja prema političkim partijama i pokretima, nakon revolucija arapskog proleća i dolaska ovih islamskih partija na vlast u Tunisu, Egiptu i Libiji. To podrazumeva naučnu deskripciju i klasifikaciju značajnih islamskih pokreta na severu Afrike s naglaskom na njihov uticaj na američku spoljnu politiku. Društveni cilj ove teze je da ponudi naučno zasnovane osnove za razvoj odgovarajuće američke spoljne politike prema islamskim pokretima, uključujući i ulogu nezavisnih istraživačkih centara kao i sredstava informisanja u kreiranju američke spoljne politike. Najveću primenu u ovoj disertaciji imale su statistička i komparativna metoda, kao i analiza sadržaja dokumenata kao metoda prikupljanja podataka. Rezultat, odnosno naučni doprinos doktorske disertacije zasniva se na dva bitna činioca. Prvo, ova tema nije razvijena u naučno delo u našoj i savremenoj naučnoj literaturi, dakle radi se o originalnoj doktorskoj disertaciji. I drugo, zbog naučnog cilja odnosno naučnog objašnjenja američke spoljne politike prema islamskim pokretima, kao i njihovoj klasifikaciji. Društveni značaj i očekivani rezultati odnose se na sprovođenje američkih spoljno-političkih interesa i vrednosti, i proučavanja uticaja međunarodnog terorizma i radikalnih islamskih pokreta na američku spoljnu politiku, posebno u procesu globalizacije. ; The American administration has shown interest during the 1950-1960's for the North Africa countries, after their independence. By the end of the Cold War, the US officials has invited all North African countries to engage in the process of globalization of the world economy, and after the events during September 2001 in the USA, their research centers has begun more serious to study the Islamic movements inside and outside the Islamic world. The subject of this doctoral thesis is to determine US foreign policy interests and values towards the Islamic movements in the North of Africa at the beginning of the XXI century. The scientific objective of this research is the scientific explanation of US foreign policy towards the Islamic movements, particularly the causes of changes in US foreign policy and their trends towards political parties and movements, after the Arab spring revolutions and the arrival of these Islamic parties to power in Tunisia, Egypt and Libya. It includes scientific description and classification of the significant Islamic movements in the North of Africa, with an emphasis on their impact on US foreign policy. The social objective of this thesis is to offer science-based foundation for developing the appropriate US foreign policy towards the Islamic movements, including the role of independent research centers and the media in the creation of American foreign policy. The most used methods in this doctoral thesis were statistical and comparative methods, as well the content analysis for collecting the data. The result, ie scientific contribution of this doctoral thesis is based on two important factors. First, this theme has not been developed as scientific work in our and modern literature, so this is an original doctoral thesis. And second, because of the scientific explanation of American foreign policy towards the Islamic movements, as well as their classification. The social significance and expected results relates to the implementation of US foreign policy interests and values, and studying the impact of international terrorism and radical Islamic movements towards American foreign policy, especially during the process of globalization.

Tokom trideset godina nakon raspada socijalističke Jugoslavije, Srbija i Hrvatska su kao postjugoslovenske male države ipak drugačije osmišljavale svoje mesto u regionalnom i globalnom kontekstu. O tome svedoči i njihov različit odnos prema međunarodnim organizacijama poput Evropske unije (EU), NATO ili Ujedinjenih nacija. Ovaj članak u središte svog interesovanja uzima UN kao multilateralni forum ili arenu u kojoj se bitno predstavljaju i oblikuju spoljnopolitičke uloge i identiteti malih država. Oslanjajući se na konstruktivističku analizu spoljne politike i teoriju uloga, autor se fokusirao na glavne deonice u razvoju spoljnopolitičkih narativa Srbije i Hrvatske kao aktivnih malih država članica u Ujedinjenim nacijama. Iako obe države vide sebe kao aktivne, ta aktivnost bi trebalo da bude u funkciji dve različite, teorijski profilisane, strategije malih država. Obrazlaže se sledeći argument: dok Srbija zbog složenosti kosovskog pitanja vodi uglavnom defanzivno autonomnu strategiju u skladu sa proklamovanom vojnom neutralnošću, dotle je Hrvatska kao mala članica EU i NATO priklonjena traganju za integracionističkim uticajem u konstelaciji sa evroatlantskim partnerima. Analizom zvaničnih diskursa dveju zemalja u Generalnoj skupštini UN, između 2000. i 2020. godine, pokazano je na koji način, i u kojoj meri se njihovi diskursi o regionalnoj, evropskoj i svetskoj politici približavaju ili udaljavaju, i razmatra se šta to znači za njihova mesta u svetu. ; In 30 years after the breakup of the socialist Yugoslavia, Serbia and Croatia as small states differently envisaged their place in regional and global context. Such difference is demonstrated by their different relationships toward international organizations such as the European Union, NATO or the United Nations. Cilj rada je da se skrene pažnja kreatorima obrazovne politike i društvu u celini na pojavu i razvoj fenomena profesionalnog sagorevanja nastavnika u društvenom kontekstu savremene Srbije – u periodu karantina. Teorijski okvir čini tzv. JDR model, prema kom su izgaranje i posvećenost(motivisanost) suprotni polovi. Sagorevanje uzrokuje smanjivanje i gubitak motivacije. Posao nastavnika je stresan, a procenat sagorevanja je veći u odnosu na druge profesije. Nastavnici u Srbiji žive i rade u posebnoj društvenoj atmosferi u kojoj zajedno sa drugim radnim stanovništvom dele težak opšti položaj. U takvom stanju nastavnici u Srbiji su se susreli sa još jednom poteškoćom – ubrzanom realizacijom nastave na daljinu, tokom vanrednog stanja, za vreme karantina. Ovim istraživanjem pokušali smo da odgovorimo na sledeća pitanja: 1) Da li je u vreme karantina došlo do disbalansa između resursa i zahteva? 2) Da li se mogu uočiti veze između tog disbalansa i sagorevanja? 3) Kako nastavnici rangiraju značaj uzroka i posledica sagorevanja za vreme karantina? Ovo kvalitativno istraživanje je sprovedeno sa dve fokus grupe; po 10 nastavnika gimnazije, odnosno osnovne škole. Izbor je obavljen na dobrovoljnoj bazi uz preduslov da su nastavnici najpre učestvovali u evaluativnom anketiranju "Trenutno stanje u onlajn nastavi u Srbiji i regionu" Obrazovno kreativnog centra Bor, marta/aprila 2020. godine. Analiza sadržaja je ukazala na porast zahteva u odnosu na resurse, na postojanje veze između te neravnoteže i sagorevanja, kao i na postojanje jedinstvene hijerarhije uzroka i posledica, među kojima su gubitak motivisanosti i pad nivoa radnog angažmana. Zato je jako važno da nakon takvog iskustva, a uoči definisanja obrazovne strategije 2030, kretori i nosioci obrazovne politike imaju na umu ove rezultate, kako bi preduzimali mere obrazovne politike na način kojim se umanjuje mogućnost profesionalnog sagorevanja, jer ono utiče na motivaciju nastavnika a posredno i na motivaciju učenika. ; The aim of this paper is to draw the attention of the creators of educational policy, and society in general, to emergence and development of the phenomenon of professional burnout of teachers in the social context of modern Serbia, during the quarantine period. The theoretical framework is the so-called JD-R (Job Demands-Resources) model, according to which burnout and work engagement (motivation) are at the opposite poles. Burnout causes a decrease and loss of motivation. Teaching is stressful, and the percentage of burnout is higher compared to other professions. Teachers in Serbia live and work in a special social atmosphere in which they share a difficult general position with the rest of the working population. In such a situation, teachers in Serbia encountered another difficulty - the accelerated implementation of distance learning in a state of emergency during quarantine. With this research, we tried to answer the following questions: 1) Was there an imbalance between job demands and resources during quarantine? 2) Is the relation between such imbalance and burnout noticeable? 3) How do teachers rank the significance of causes and consequences of burnout during quarantine? This qualitative research was conducted with two focus groups consisting of 10 highschool teachers in one and 10 primary-school teachers in the other group. The selection was made on a voluntary basis. However, it was recommended that the teachers had first participated in the evaluation survey "Current situation in online teaching in Serbia and the region", conducted by Educational and Creative Centre Bor, in March / April 2020. Content analysis indicated an increase of imbalance between job demands and resources, a link between such imbalance and burnout, and a unique hierarchy of causes and effects, including loss of motivation and declining levels of work engagement. For this reason, it is very important that after such experience, and before defining the 2030 educational strategy, creators of educational policy keep in mind these results so as to take educational policy measures in a manner which shall reduce the possibility of burnout because it affects teacher motivation and, indirectly, student motivation, as well. ; Knjiga rezimea, 25.
