Die Studie beginnt mit der Darstellung der innenpolitischen Lage nach dem Sturz Mobutus unter Berücksichtigung der damaligen Opposition, um dann die regionalen Verflechtungen einzubeziehen. Die Situation in Kivu, seit 1994 ein Krisengebiet durch den Zustrom von vom Völkermord betroffener Tutsi aus Ruanda, wird geschildert sowie Mobutus Diskriminierung der zairischen Tutsi Banyamulenge.
