The main aim of the paper is to characterize the proposed model of risk management system. Threats identification and risk assessment of the systemic character result in taking action directed on risk elimination, minimization or financing. Concept of the risk management system includes the following anti-risk activities concerning: knowledge, operating, experience and improvement. Those risk actions guarantee effective manner of risk management, which is of particular meaning due to the difficult situation of the European Union's steel industry facing geopolitical, economic and environmental challenges. The model in question can be treated as a guidelines for proceeding in case of prevention and response to the potential, both strategic and operational, metallurgical risk.
A policy change in the European Union's Emissions Trading Scheme (EU ETS) provides us with a unique opportunity to measure the impact of carbon pricing on aviation, the most climate-intensive mode of transport. We implement a difference-in-differences strategy on a sample based on all flights within Europe from 2010 to 2016 to examine the causal impact of the EU ETS on emissions and supply. We find that the EU ETS reduced emissions by 4.7% in the regulated routes relative to the counterfactual. When we restrict the sample to short-haul flights, routes on which competition from other means of transport may exist (less than 1,000 km), the reduction in emissions is 10.7%. Finally, the reduction in emissions is also high for low-cost airlines (−11%) but it is not statistically significant for network airlines. In sum, the EU ETS has helped to mitigate emission growth by 3 Mt CO2 per year during the period analyzed, but not to reduce absolute emissions in the sector, as needed.
The domestic and international transmission mechanism of fiscal policy shocks are analysed in the United States and in Germany. Using a Bayesian VAR approach, we find that in both of these countries a fiscal expansion is associated with increases in output as well as in private consumption and investment. The terms of trade, which affect the international transmission of fiscal policy shocks, depreciate in response to a fiscal expansion, thus transferring some of the increased domestic purchasing power abroad. A US government spending shock is expansionary for all non-US G7 members. A German government spending shock is expansionary for most, but not all European economies, both within and outside the euro area. The dynamics of the BVAR can be rationalised using a dynamic stochastic general equilibrium model where heterogeneous households and firms face borrowing constraints.
What factors might explain the cross-country variations in COVID-19 public performances and what lessons can be drawn to be better-prepared for future pandemics? This study focuses on the effects of policy stringency on COVID-19 public health outcomes to gain insights into national-level state responses to COVID-19 and the conditions for their effectiveness. Using data from 136 countries comprising 91.4% of the global population, we find that more stringent policies lead to lower infection and death rates. More importantly, the negative effects of restrictive policies on infection and death rates are moderated by political trust and democracy levels, possibly through the mechanism of popular compliance with government policies. Under conditions of higher political trust and lower democracy levels, the policy effects on infection and death rates are greater. However, while the results suggest the importance of policy stringency and political trust, we should not draw the conclusion that authoritarian political systems are more conducive to policy effectiveness. When comparing the moderating effects of political trust and democracy, political trust is more important as a facilitating factor. Therefore, in addition to making scientifically-supported policies, fostering political trust should be an important goal for governments to be better prepared for future pandemics.
Glyphosate is the active ingredient of some of the most highly produced and used herbicides worldwide. The intensive applications of glyphosate-based herbicides and its half-life in water lead to its presence in many aquatic ecosystems. Whereas recent studies have reported neurotoxic effects of glyphosate including autism-related effects, most of them used extremely high (mg/L to g/L) concentrations, so it is still unclear if chronic, low environmentally relevant concentrations of this compound (ng/L to μg/L) can induce neurotoxicity. In this study we analyzed the neurotoxicity of glyphosate in adult zebrafish after waterborne exposure to environmentally relevant concentrations (0.3 and 3 μg/L) for two weeks. Our data showed that exposed fish presented a significant impairment of exploratory and social behaviors consistent with increased anxiety. The anterior brain of the exposed fish presented a significant increase in dopamine and serotonin levels, as well as in the DOPAC/dopamine and homovanillic acid/dopamine turnover ratios. Moreover, the expression of genes involved in the dopaminergic system, as th1, th2, comtb, and scl6a3 was downregulated. Finally, the brain of exposed fish presented a significant increase in the catalase and superoxide dismutase activities, with a concomitant decrease of glutathione stores. These changes in the antioxidant defense system are consistent with the observed increase in oxidative stress, reflected by the increase in the levels of lipid peroxidation in the brain. The presented results show that current glyphosate concentrations commonly found in many aquatic ecosystems may have detrimental consequences on fish survival by decreasing exploration of the environment or altering social interactions. This paper aims to investigate the concept, context and socio-economic consequences of fiscal competition in the integrated economic space of EMU in completion, to pinpoint the positive and negative factors at work via a case study of the Benelux countries – both founder members of the EU and pioneers of EMU – and to examine the impact on European and international regulations in the field. In particular, it will endeavour to provide a comprehensive interpretation of fiscal policy in the Benelux countries via a comparative approach and from a historical perspective. It will look at the development of respective domestic fiscal policies, driven by national interests and by membership of a Community that is subject to requirements in terms of harmonisation and taxation, but also by constant contact (and frequent clashes) with the multilateral international environment.

The overall objectives of meat inspection are to contribute to food safety, animal welfare, and animal health. In the European Union (EU), there is a request for a modernised meat inspection system that addresses these objectives in a more valid, feasible and cost-effective way than does the traditional system. One part of the modernisation deals with the coding system to register meat inspection findings. Although unified standards are set at the EU level for judgement criteria regarding fitness of meat for consumption, different national systems are in force. The question is the extent of the differences and whether there is a basis for harmonisation. To investigate this, information was gathered about the code systems in Denmark, Finland, Germany, Italy, Norway, Portugal and Spain. Moreover, meat inspection data covering pigs slaughtered in 2019 were collected. A comparison of the number of codes available, the terminology and the frequencies of the findings registered was undertaken. Codes with a similar meaning were grouped. Hereby, two lists were compiled showing the most common codes leading to total and to partial condemnation. Substantial variations in the percentage of condemned pigs and in the terms used were identified, and possible reasons behind this are discussed. Moreover, a strengths-weaknesses-opportunities-threats (SWOT)-like analysis was applied to the coding systems. Finally, the reasons for unfitness of meat given in the EU Food Inspection Regulation 2019/627 were compared to the national code lists. The results show the systems in force varied substantially, and each system had its advantages and disadvantages. The diverse terminology observed made it a challenge to compare data between countries. Development of harmonised terminology for meat inspection findings is suggested, enabling comparison of data between abattoirs, regions, and countries, while respecting the national epidemiological situation, the local food safety culture, and the trade agreements in force. ; Peer reviewed
Dam Safety and dam incidents are treated here looked at from the "Human Factors" perspective. An attempt is made to explore these factors as an important drive in impairing dams' safety and increases their risks. Distinction is drawn between the "Normal Human Caused Incidents" and the "Extraordinary Human Caused Incidents" together with the description of their root origins and subsequent consequences. The first type includes unintentional mistakes, errors and flaws committed by the operators of dams inadvertently, in addition to negligence, lack of experience or overconfidence. Such failings can happen in manual operation of dams, or through the use of their Supervision, Control and Data Acquisition (SCADA) systems as in industrial control system (ICS). They can occur also due to flaws in software or even in the application of information and communication technology (ICT) in remote control operations. As for the second group; the extraordinary human factors, they are defined here as those committed by man with the full understanding of their possible damage. They are done purposely for destabilizing dams after thoughtful and carefully meditated decision making process and they are manifested in acts of war, sabotage and terrorists actions. In this modern age, these acts are characteristics of hackers' attacks on dam(s) operating systems. This is done through the use of cyberspace by the widespread interconnected digital technology with the accompanying advances in the communication technologies. As such, these technologies have made remote control of such systems possible. Not limited to this, dams remain now, as they were always in the past, the obvious targets in wars and conflicts to inflict losses on the enemy and to use them as weapons, and for terrorism actions for challenging governments. Examples of the aforementioned threats are described with examples given from real cases to elucidate the dangers involved. Transitioning into a sustainable energy system is becoming ever more pressing as the reality of an anthropogenic ecological crisis becomes difficult to ignore. Due to the complexity of the matter, proposed solutions often address the symptoms of the current socioeconomic configuration rather than its core. To conceptualise possible future energy systems, this Perspective focuses on the disconnect between science and technology and engineering studies. On the one hand, this disconnect leads to social science research that passively critiques rather than contributes to tackling societal issues in practice. On the other, it produces technical work limited by the incumbent conceptualisations of economic activity and organisational configurations around production without capturing the broader social and political dynamics. We thus propose a schema for bridging this divide that uses the "commons" as an umbrella concept. We apply this framework on the hardware aspect of a conceptual energy system, which builds on networked microgrids powered by open-source, lower cost, adaptable, socially responsible and sustainable technology. This Perspective is a call to engineers and social scientists alike to form genuine transdisciplinary collaborations for developing radical alternatives to the energy conundrum.
When a dam is built, its safety becomes a constant concern for the owner, the public and for governments. Therefore, continuous observation through routine inspections and safety reviews become necessary. Acting as protectors of public safety, governments and professional organizations save no effort in the promulgation of legislations and laying out guidelines for such inspections and reviews. These issues are discussed here starting with the basic first step of visual inspections by the operators and the follow up of detailed safety reviews by specialists. Careful visual inspections assisted by instrumentation measurements may reveal an early negative issue such as, but not limited to, increased seepage, increased uplift pressure, signs of weakness like cracking in the body of the dam, or dams' slope sloughing, and even damaged hydraulic control equipment. Documenting and reporting these observation helps in taking remedial measures in good time and may lead to more intensive safety reviews. Suggested check lists for the inspection engineers are given here, but these may be tailored for each dam according to its needs. These lists cover issues common to both embankment and concrete dams, and include other specific issues related to each type of them. Metal equipment take their share by listing such areas as corrosion, fatigue and cracking, tear, and wear and so on. Instrumentation measurements are also given their due consideration by giving brief mention of types of measurements needed and points to be observed in instrumentation control work. Insufficiency of water resources in the Middle East Region represents vital factors that influence the stability of the region and its progress. Expectations indicate that the condition will be dimmer and more complicated, especially in Iraqi territory. Iraq, which is situated in the Middle East, it covers an area of 433,970 square kilometers and populated by about 32 million inhabitants. Iraq greatly relies in its water resources on the Tigris and Euphrates Rivers as a surface water resources, and several productive groundwater aquifers in which from the hydrogeological point of view divided into several major aquifer units including Foothill, Al-Jazira, Aquifer System, Mandali-Badra-Teeb, Mesopotamian and Desert Aquifer system. Recently, Iraq is suffering from water shortage problems. This is due to external and internal factors affecting the water quality of water resources; they are controlled and uncontrolled factors. The uncontrolled factors are climate change and its consequences, such as reduction of precipitation and temperature increasing. The controlled factors have a significantly negative influence on water resources, but their effects involve more specific regions. The controlled factors are mainly represented by building dams and irrigation projects within the upper parts of the Tigris and Euphrates catchments, Al-Tharthar Scheme, waste water, solid wastes and wastes from wars, which has a significant effect on surface water in Iraq because about 80% of the water supply to Euphrates and Tigris Rivers come from Turkey. In addition, the pressures resulting from the high demand for water resources, and the continued decline in their quantity rates have led to major changes in the hydrological condition in Iraq during the past 30 years. The decrease in surface water levels and precipitation during these three decades reflects the drop in the levels of water reservoirs, lakes, and rivers to the unexpected levels. The level of main country's water source, Tigris, and Euphrates Rivers has fallen to less than a third of its natural levels. As storage capacity depreciates, the government estimates that its water reserves have been reduced precariously. According to the survey from the Ministry of Water Resources, millions of Iraqi people have faced a severe shortage of drinking water. Since of the importance of water for human life and the need to monitor temporal and spatial changes in quality and quantity, there is a need to develop a general Iraqi Water Quality Index (Iraq WQI) to monitor surface water and groundwater and classify it into five categories, very good, good, acceptable, bad and very bad, in terms of suitability for domestics, irrigation and agriculture depending on the Iraqi and WHO standards for drinking water. In addition, strict establishment for the regular quantitative monitoring surface water and groundwater setting and processes. Prospects are more negative for all riparian countries. This implies that solving these problems requires actual and serious international, regional, and national cooperation to set a prudent plan for water resources management of the two basins. The idea of hegemony, in its Gramscian sense, contributed to the renewal of several fields of social sciences in the 1970s and 1980s. This idea circulates between different geocultural spaces and different times. The approach adopted in this article starts from the contexts in which this idea is mobilized, in order to show to which theoretical and practical stakes it answers. Focusing on four authors (Antonio Gramsci, Ernesto Laclau, Chantal Mouffe and Pablo Iglesias) and on the transfers from one author to another, the aim is to highlight the social conditions conducive to the deployment of this idea and to identify the (dis)continuities that punctuate its history. Throughout the socio-historical course marked out by the written productions of these four authors, one constant appears: the vitality of the concept of hegemony seems linked to periods of crisis - theoretical and / or strategic - of the left. ; Peer reviewed
