This article deals with the complicated & multifaceted topic of Polish politics between the two world wars. This time period was characterized not only by a "classical" political instability but, much more importantly, also by the instability of the whole political system. The democratic regime created in 1919 was weak & was abolished by force in 1926. The subsequent political system was authoritarian (but not totalitarian) & survived until the end of the Polish state in October 1939, when Poland was attacked & occupied by the German & Soviet armies. The questions posed by the article are manifold. Why did Poland introduce democracy in the hardship years of 1918-1919, but did so for only a few years? Why was not democracy successful? Why did Poland accept authoritarianism & what were the political & constitutional consequences of that step? 31 References. Adapted from the source document.

Der Verfasser erläutert ausführlich den geschichtlichen Hintergrund, der es den Briten nach wie vor schwer macht, sich von den Vorstellungen einer außergewöhnlichen Stellung ihres Landes zu trennen. Das Imperium, das nicht mehr existiert, und das Commonwealth, das nur ein Schatten von sich selbst ist, entfernen England von Europa ebenso wie die Illusion fortgesetzter "besonderer Beziehungen" mit den USA. Großbritanien verlor sein Imperium, fand aber noch nicht seine neue Rolle. Diese liege in der Zuwendung zu Europa. Im strategischen Dreieck mit Paris und Bonn könne England vieles, allein auf sich gestellt jedoch nur wenig erreichen. Andererseits gelte es aber auch, daß Europa ohne England nur noch ein kleines Kap eines großen euroasiatischen Kontinents darstellen würde. (BIOst-Hrs)

This article explores the spatial influences that shape the contemporary Czech party system & their consequences for the institutionalization of the party system. First, the regionalization of the party system is measured to identify the specific regional clusters of votes for individual parties. Second, after controlling for the impact of social cleavages, the independent effect of two macro- regions on the differences in voting decisions is analyzed. In the case of Moravia, no such independent effect is evident. Conversely, in the formerly German- inhabited Sudetenland there is an effect on the vote in the case of two parties (KSCM & ODS). The historical reasons for this spatial regime are briefly discussed. Finally, the relative insignificance of spatial regimes in the Czech party system is explained with reference to its high degree of nationalization (the level of spatial heterogeneity in regional voting results). The author employs spatial analytical techniques in the article, such as measures of spatial autocorrelation, the spatial regression model, & the Gini Index. The findings suggest that there is a high degree of spatial institutionalization of the Czech party system & relatively insignificant contextual effects at the macro- regional level.

Der Diskussionsbeitrag stellt eine explizite Auseinandersetzung mit dem kurz zuvor publizierten, auf die Neutralität der Tschechischen Republik hinauslaufenden Konzept des Politologen Zdenek Mlynar dar. Der Verfasser bejaht Mlynar's Empfehlung, sich auf die Mitgliedschaft in der Europäischen Union zu konzentrieren. Seines Erachtens irrt aber sein Kontrahent in der Annahme, daß die EU-Mitgliedschaft mit einem neutralen Status vereinbar sei, daß bisherige neutrale Staaten nun als EU-Mitglieder ihre Neutralität behalten können und daß die Mitgliedschaft in der Westeuropäischen Union (als Folge der EU-Migliedschaft) keine Bindungen an die NATO implizieren werde. In der Tat liege es im Interesse aller - auch künftiger - EU-Mitglieder, die angestrebte Gemeinsame Außen- und Sicherheitspolitik atlantisch zu verankern. (BIOst-Hrs)
