스위스를 가리켜 다양성(diversity) 그 자체라고 정의하는 이유는 다양한 통치조직 뿐 아니라 다양한 언어와 종교, 그리고 문화를 수용하고 심지어 현재에는 전체 인구의 20%가 외국인으로 구성된 "의지에 의한 국가 (willensnation 또는 nation by will)"이기 때문이다. 이러한 독특한 의지는 스위스 헌법에 명확하게 명시되어 있다. 그렇다면 스위스 사회상에 내포된 문화적 다양성이 스위스 헌법 조문에 명기되어 있기 때문에 스위스의 다문화주의가 그에 상응하는 정치적 영향력을 가지는가? 아니면 헌법 조문에 명기되어 있음에도 불구하고 소수 집단을 규정하지 않는다는 한계를 연방 법제도와 정당제를 통해 실질적으로 극복하려는 정치적 의지가 있기 때문에 결과적으로 다문화주의의 정치적 영향력이 생성되는가? 본 논문은 이러한 논제에 답하기 위해 헌법 조문에서 명시된 또는 명시되지 않은 다양성을 연방국가 간 비교하면서 문화적 다양성을 설명하는 이론적 틀을 이해한 후 스위스가 원론적으로 문화적 다양성을 수용하면서도 다문화사회의 소수 집단 구성원들을 명확하게 규정하지 않는 현실적 괴리를 법제도와 정당제를 통해 보완하고 있음을 분석하여 스위스 다문화주의의 도면을 그려내고자 한다. ; The modern Switzerland appears well integrated such that Swiss polity is often dubbed as the embodiment of diversity. Switzerland is indeed the "willensnation" or the "nation by will" precisely because it embraces the peculiar multiplicities of government machineries, languages, creeds, and cultures. Even foreigners make up about 20 percent of Swiss population. This unique will is expressed in the Federal Constitution of the Swiss Confederation. Then, is cultural diversity politically valid in accordance with its constitutional specification? Or, is multiculturalism turned into a central pillar of nationhood because Switzerland manages to surmount the limits of the constitutional silence on the conception of the minority with the legal-institutional federalism and party system? A SES implies interactions among its social, economic, and political settings, ecosystem, users, resources, government, and institutions. Since people in Wando had suffered from extreme drought in 2017, their single water resource had dried up. Thus, a water conflict ensued. The lack of polycentricity has prevented the SES in Wando from dealing with external variables in an adaptable manner. There has been no centricity among the county council, users, and local government at the rules-in-use level. The governance and the users, along with the institutions that they formed, has made the water resource unsustainable. The strict, hierarchical, and interdependent relationship between the central and the local governments has not built up an immediate and accurate decision-making process that could contribute to overcoming the crisis. Since the local government should take permission regarding local businesses from the central government before reaching an agreement with the residents, it encounters opposition from the people. While the county council could be the main actor of a change among the institutions related to water management, it only monitors local businesses in a one-time manner. Since climate change effects, like a drought event, has triggered the water conflict between the two islands, this ultimately has showed people's skepticism toward the governance and institutions of the local government. After the Framework Act on Water Management of 2018, the Ministry of Environment has been able to maintain its consistency in water policy. While rules-in-form have been made, it will take a long time to evolve them into rules-in-use. Specifically, this study empirically analyzes how the quantitative and qualitative levels of the resident participation system influenced the democratic performance of local governments. The involvement of residents in the policy process of local government is an essential element for decentralization and actual operation of local autonomy, which is the complementary means of representative democracy. Resident participation plays a role in improving the practical problem-solving ability by preventing local government policies from violating reality. It is also known that civic involvement in the policy process plays a positive role in improving the responsiveness and effectiveness of administration. Therefore, local governments consider various measures to promote participation of residents. There are many ways to promote participation. Among them, the institutional introduction and continuous operation of the means of involvement of the residents has a positive effect on the invigoration of the involvement of the residents, as it provides the basis for the participation of the residents and broadens the scope of participation. In addition, the resident participation system can serve as a mechanism for maintaining and supporting appropriate resident participation in the policy process. Therefore, institutionalization of participation in local government is meaningful, and this study deals with civic involvement system based on such discussion. If so, is it good to have a lot of participation systems in the policy process at the basic level of local government? In reviewing previous studies, the introduction of a new resident participation system has the effect of activating resident participation or enhancing government performance. Therefore, it emphasizes the necessity of introduction to local governments that have not yet introduced the participatory system, and suggests methods for successful operation of the participant system. Previous studies have shown that the effects after the introduction of the new resident participation system or the qualitative nature of the participation system have a positive effect on the activation of resident participation and government performance. Point out that this will be a helpful option in terms of promoting participation or improving government performance. Yet another preliminary study suggests that the essential reason for local governments to introduce participatory participation systems may not be the expansion of participatory participation or the improvement of government performance. In other words, it is a formal means to show that local government officials are at work, or as a means of demonstrating that they are not falling behind in competition with other local governments. In such cases, the introduction of the resident participation system may have a negative impact on the welfare or government performance. Why is it important to measure government performance at the level of local government, and why do we consider the resident participation system as a major influencer of local government performance in this study? In general, government performance means making policy decisions that respond to citizens' policy needs and implementing them efficiently. Participation through the participatory system as a formal channel of participation not only guarantees the continuity of policy process participation, but can also reflect democratic, transparent, and responsive policies and public services because it can reflect diverse interests and communication. Therefore, the resident participation system is a channel and a means to guarantee continuous and stable resident participation. Most of the existing studies evaluate that participatory participation system acts as a catalyst for local autonomy and is justified in terms of improving government performance. Nevertheless, some studies question the effectiveness of the resident participation system, including the fact that the policy reflection rate through the resident participation system remains low at the local government's policy process and the effectiveness of the resident participation system is low. In addition, some previous studies have cited the inability to accurately measure the effect of citizen participation through resident participation system. In other words, it was difficult to determine whether the resident participation system directly influenced the government performance improvement or whether the resident participation system affected the society and the government performance improved as a result. However, it is clear that the purpose of the resident participation system is to enhance the democratic outcomes of local governments and ultimately improve the quality of life of residents. This fact is more evident when examining the Basic Ordinances on Participation of Residents, which are established by Ordinance by some local governments, which states that the purpose of the citizen participation is to promote administrative transparency and responsiveness. In other words, the purpose of the resident participation system is to improve the democratic performance of local governments. If so, it would be necessary to take a step further from the existing studies and use variables that can measure how transparent, democratic and responsive the administration has been due to the operation of the actual participatory system. Based on the above discussion, this study measured the quantitative level of the resident participation system introduced from 2005 to 2017 when the actual operation of the resident participation system was confirmed for 226 local governments in 2019. Next, the quality of the participation system was measured by categorizing the individual participation system based on the scope and intensity of participation. Type III systems are the ones with the highest intensity of delegation with the participation of the general population among the total residents participation system. Finally, the democratic achievements of local governments were divided into transparency, responsiveness and effectiveness of each basic local government. Transparency of local governments was measured by the Comprehensive Integrity Index, and responsiveness was measured by the total number of complaints handled per government official, and by the share of grievances and other complaints. Effectiveness was measured by the ratio of social welfare budget to the total budget and the quality of life index of residents. As a method of analysis, fixed effect panel analysis was used. The summary of the analysis is as follows. First, the increase in the quantitative level of the resident participation system for the local government at the basic level has a significant negative effect on the transparency of administration, while the increase in the share of the Type III resident participation system has a positive effect on the transparency of the administration. It was also confirmed that the transparency of administration did not decrease as the total number of operation of the resident participation system increased, but that the slope converged to zero when the quantitative level of the participation system reached a certain level. On the other hand, in the local governments at the County level, it was found that when the resident participation system fell short of the average number of operations, it had a negative effect on the transparency of the administration, while exceeding the average number of operations had a positively significant effect on the transparency of the administration. Second, the increase in the quantitative level of the resident participation system has a negative effect on administrative responsiveness, and the increase in the quality level has no statistically significant effect. However, the quantitatively appropriate level of the resident participation system, which improves administrative responsiveness, was confirmed in the case of the District level of local government. Although the total number of operation of the participatory system reached a certain level, it had a negative effect on administrative responsiveness, but beyond that level, it was found to have a positive and significant effect on responsiveness. Third, the increase in the quantitative level of the resident participation system has a positive effect on the effectiveness of administration. As the total number of operation of the resident participation system increased, both the proportion of social welfare budget and the quality of life of the residents increased. However, the statistical significance of the quantitative and qualitatively appropriate levels of the resident participation system to enhance the effectiveness of administration could not be confirmed. Based on this, the implications of this study are as follows. As discussed above, most existing studies analyze the effect of each participatory system implemented by local governments or their impact on the performance of specific sectors of local governments, or the effects of implementing participatory systems on individual municipalities. In addition, existing researches are only on comparative studies between local governments operating specific participatory systems and on the possibility of revitalization of participatory systems. In other words, there is a limitation in that not only the collective effects of various participation systems used in local government policy processes but also the effects of accumulated participation systems over time are not considered. In order to overcome these limitations, this study approached the resident participation system at the collective level and focused on the direct effect of the institutional factor on the government performance. Theoretical implications of this study are as follows. First, this study expanded the spatial and temporal scope of analysis to overcome the limitations of the analytical objects of previous studies. Second, the participation system was analyzed from various angles. Various types of typology of resident participation system suggested in the previous study were summarized, and it was confirmed that the effect on government performance also appeared differently according to the kind of participatory system. Third, this study attempted to measure government performance on a democratic level. Since the ultimate goal of the resident participation system is to realize local autonomy and to promote democracy, this paper analyzes the transparency, responsiveness, and effectiveness of administration focusing on the democratic dimension of government performance. Fourth, this study tried to make the analysis accurate by conducting fixed effect panel analysis that can control individual specificity such as endogenous local government's effect and time effect which was not controllable in the cross-sectional analysis used in the existing research. In terms of policy, the implications of this study are as follows. First, this study considered the quantitative and qualitative level of the resident participation system as a major influencing factor of government performance. Increasing the quantitative and qualitative levels of the resident participation system had a significant influence on the democratic performance of local governments. In particular, it was found that in order for the resident participation system to have its original effect, it must be an institution with an interactive attribute including a means for communicating with the government and delegating authority to the residents. Second, this study diagnosed the quantitative and qualitative levels of the local participation system, which is currently operated by local governments, and suggested the basis for the selection and concentration of future participation system. Third, although the administrative implications of the research on the performance of local governments are considerable, empirical research is insufficient. This seems to be because the performance of local governments is not only objectively measurable, but also limited in obtaining usable variables. Therefore, this study limited government performance to democratic performance, and analyzed total democratic performance of local government using various variables that can be measured. The limitations of this study are as follows. First, since the quantitative and qualitative levels of the resident participation system were measured at the collective level, the individual characteristics of each resident participation system could not be reflected in depth in measuring the quality level. Next, due to the limitations of the data available to local governments at the basic level, this study could only reflect the use of subjective indicators to measure democratic government performance such as 'quality of life of residents' in Seoul Metropolitan Government. In this regard, the results and methods of this study are based, and it will be necessary to approach in various ways how and in what circumstances the participation system has a significant effect on 주민참여를 활성화하기 위한 여러 방안을 고민한다. 주민참여를 활성화하는 방안에는 여러 가지가 있다. 그중에서도 주민참여 수단의 제도적 도입과 지속적 운영은 주민참여가 발생할 수 있는 기반을 마련해주고 참여의 폭을 넓혀주는 역할을 하므로 주민참여 활성화에 긍정적 영향을 미친다. 더불어 주민참여제도는 정책과정에서 적절한 주민참여를 유지하고 지원할 수 있는 기제의 역할을 할 수 있다. 그러므로 지방정부 내 주민참여의 제도화는 의미가 있으며, 본 연구는 이러한 논의를 바탕으로 주민참여제도를 다루고 있다. 그렇다면 다양한 특성을 가진 주민참여제도들이 많이 시행되면 좋은 것일까? 선행연구를 검토해보면 새로운 주민참여제도의 도입은 주민참여를 활성화하거나 정부성과를 높이는 효과를 가져오기 때문에, 아직 도입이 안 된 지방정부에는 도입의 필요성을 강조하고, 시행 중인 지방정부에는 참여제도의 실질적 운영을 위한 방법을 제시한다. 그러므로 새로운 주민참여제도를 도입한 이후의 효과 또는 참여제도의 속성이 주민참여의 활성화 혹은 정부성과에 긍정적으로 유의미한 영향을 주었다는 기존의 연구결과들은 지방정부가 앞으로 더 많은 주민참여제도를 도입하는 것이 주민참여의 활성화나 정부성과 제고 측면에서도 도움이 되는 선택이 될 것을 말해준다. 하지만 또 다른 선행연구에 의하면, 지방정부가 주민참여제도를 도입하는 이유가 주민참여의 확대나 정부성과의 제고에 있다는 것은 부차적인 문제일 뿐이라고 주장한다. 그뿐만 아니라 지방정부의 관료가 일하고 있다는 것을 보여주기 위한 형식적 방법, 다른 지방정부와의 경쟁에서 뒤처지지 않고 있다는 것을 증명하는 하나의 수단으로 주민참여제도를 도입, 운영하기도 한다는 것이다. 이럴 때 주민참여제도의 도입은 오히려 주민 복리 또는 정부성과에 부정적 영향을 미칠 수 있다. 한편, 지방정부 수준에서 정부성과를 측정하는 것은 왜 중요하며, 본 연구에서 지방정부 성과의 주요 영향요인으로 주민참여제도를 고려하는 이유는 무엇인가? 일반적으로 정부성과는 시민의 정책적 요구에 반응하는 정책 결정을 하고, 이를 효율적으로 집행하는 것을 의미한다. 참여의 공식적 통로인 주민참여제도를 통한 주민참여는 정책과정 참여의 지속성을 보장할 뿐 아니라 다양한 이해관계와 의사소통을 반영할 수 있으므로 민주적이고 투명하며, 대응성 높은 정책과 공공서비스를 산출할 수 있도록 유도하는 역할을 할 수 있다. 다시 말해 주민참여를 지속적이고 안정적으로 보장할 수 있는 통로이자 수단이 바로 주민참여제도인 것이다. 대부분의 기존연구들은 주민참여제도가 지방자치의 촉매제 역할을 하며, 정부성과 제고 측면에서도 정당성이 높다고 평가한다. 그런데도 일부 연구들은 실제 지방정부의 정책과정에서 주민참여제도를 통한 정책반영비율은 낮은 수준에 머물러 있고, 주민의 참여제도에 대한 효능감도 떨어지는 등 주민참여제도의 효과성에 의문을 제기한다. 또한, 주민참여제도를 통한 주민참여의 효과를 정확히 측정할 수 없기도 하거니와 주민참여제도가 정부성과 제고에 직접적 영향을 미친 것인지, 주민참여제도를 통해 주민참여가 활성화됨으로써 사회에 영향을 미치고 결과적으로 정부성과가 향상된 것인지 판단하는 데 어려움이 있었다. 그러나 확실한 점은 주민참여제도의 목적이 지방정부의 민주적 성과를 제고하여 최종적으로는 주민의 삶의 질 향상에 있다는 사실이다. 이러한 사실은 일부 지방정부가 조례로 제정한 「주민참여에 관한 기본조례」를 살펴보면 더욱 확실히 나타나는데, 주민참여가 행정의 투명성과 대응성을 증진하고자 하는 목적이 있음을 명시하고 있다. 즉, 주민참여제도의 목적은 지방정부의 민주성 성과의 향상인 것이다. 그렇다면 기존연구에서 확인한 바와 같이 주민참여제도가 가지는 효과의 측정을 재정이나 예산자료를 활용하여 양적으로 측정한 연구에서 한 걸음 더 나아가 실제 주민참여제도 운영으로 인해 얼마나 행정이 투명하고 민주적이며 대응적으로 변화했는지를 측정할 수 있는 변수를 활용해야 할 필요가 있을 것이다. 이상의 논의를 바탕으로 본 연구는 2019년 기준 226개 기초단위의 지방정부를 대상으로 주민참여제도의 실제 운영이 확인되는 2005년부터 2017년까지 도입된 주민참여제도의 양적 수준을 측정하였다. 더불어 개별 주민참여제도를 참여의 범위와 강도를 기준으로 유형화하여 시행 중인 전체 주민참여제도 중 일반적 주민이 참여하면서, 권한위임의 강도가 가장 큰 참여제도들(제 Ⅲ형 제도)이 전체 시행 중인 주민참여제도에서 차지하는 비중을 주민참여의 질적 수준으로 측정하였다. 다음으로 지방정부의 민주적 성과를 각 기초 지방정부의 투명성, 대응성, 효과성으로 구분하고 종합청렴도지수, 공무원 1인당 전체 민원처리 건수, 고충 민원과 기타민원의 합이 전체 민원에서 차지하는 비중, 전체 예산대비 사회복지예산의 비중, 주민의 삶의 질 지수로 측정하였다. 분석방법은 고정효과 패널 분석을 활용하였다. 분석결과를 요약하면 다음과 같다. 첫째, 기초단위의 지방정부 전체를 대상으로 주민참여제도의 양적 수준의 증가는 평균적으로 행정의 투명성에 부정적으로 유의미한 영향을 미치지만, 제 Ⅲ형 주민참여제도 비중의 증가는 행정의 투명성에 긍정적으로 유의미한 영향을 미쳤다. 또한, 주민참여제도의 총 운영 건수가 증가할수록 행정의 투명성이 지속해서 감소하는 것이 아니라, 참여제도의 양적 수준이 일정 수준에 이르면 그 기울기가 0에 수렴함을 확인하였다. 한편, 군 단위의 지방정부에서는 주민참여제도가 평균 운영 건수에 미치지 못할 때는 행정의 투명성에 부정적 영향을 미치지만, 평균 운영 건수를 넘어서면 오히려 행정의 투명성에 긍정적으로 유의미한 영향을 미치는 것으로 확인되었다. 둘째, 주민참여제도의 양적 수준의 증가는 행정의 대응성에 부정적으로 유의미한 영향을 미치는 것으로 나타났으며, 질적 수준의 증가는 통계적으로 유의미한 영향력을 가지지 못하는 것으로 확인되었다. 그러나 구 단위 지방정부의 경우 행정의 대응성을 제고하는 주민참여제도의 양적 적정 수준이 확인되었다. 참여제도 총 운영 건수가 일정 수준에 이르기까지는 행정의 대응성에 부정적 영향을 미치는 것으로 나타났지만, 그 수준을 넘어서면 대응성에 긍정적으로 유의미한 영향을 미치는 것으로 확인되었다. 셋째, 주민참여제도의 양적 수준의 증가는 행정의 효과성에 긍정적으로 유의미한 영향을 미치는 것으로 나타났다. 주민참여제도의 총 운영 건수가 증가할수록 전체 대비 사회복지예산의 비중과 주민의 삶의 질 모두 증가하는 것을 확인하였다. 그러나 행정의 효과성을 제고하는 주민참여제도의 양적 및 질적 적정 수준의 통계적 유의미성은 확인할 수 없었다. 이를 바탕으로 본 연구의 함의를 제시하면 다음과 같다. 앞서 논의한 바와 같이 대부분의 기존연구들은 지방정부에서 시행하는 각각의 주민참여제도가 가지는 효과 또는 지방정부의 특정 부문의 성과에 미치는 영향력을 분석하거나, 개별 지방자치단체를 사례로 참여제도 시행의 효과 분석, 특정 참여제도를 운영 중인 지방정부 간 비교연구, 참여제도의 활성화 가능성에 관한 연구에 머무르고 있다. 다시 말해, 지방정부 정책과정에서 활용되는 다양한 주민참여제도의 집합적 효과뿐 아니라 시간이 흐름에 따라 누적된 참여제도가 미치는 효과 또한 고려하지 못했다는 한계가 있다. 본 연구는 이러한 한계를 극복하고자 집합적 수준에서 주민참여제도에 접근하였고, 주민참여제도라는 제도적 요인이 정부성과에 가지는 직접적 효과에 주목하였다. 구체적으로 본 연구의 함의를 이론적 측면에서 살펴보면 다음과 같다. 첫째, 본 연구는 선행연구가 가진 분석대상의 한계를 극복하기 위해 분석의 공간적, 시간적 범위를 확장하였다. 둘째, 주민참여제도를 다양한 각도에서 분석하였다. 먼저, 선행연구에서 제시한 주민참여제도의 다양한 유형화 방식을 종합적으로 정리하였으며, 어떤 속성을 가진 참여제도인지에 따라서 정부성과에 미치는 효과 또한 차별적으로 나타난다는 것을 확인할 수 있었다. 셋째, 정부성과를 민주적 차원에서 측정해보고자 하였다. 주민참여제도가 가지는 궁극적 목적이 바로 지방자치의 실현과 민주주의의 제고에 있으므로 정부성과의 민주적 차원에 초점을 두어 행정의 투명성, 대응성, 효과성을 분석하였다. 넷째, 본 연구는 기존연구에서 활용한 횡단면 분석에서 통제 불가능했던 개별 지방정부 고유의 효과 및 시간 효과와 같은 개별특이성을 모두 통제 가능한 고정효과 패널 분석을 시행함으로써 분석의 정확성을 꾀하고자 노력하였다. 다음으로 정책적 측면에서 본 연구의 함의는 다음과 같다. 첫째, 본 연구는 정부성과의 주요 영향요인으로서 주민참여제도의 양적, 질적 수준을 고려하였다. 주민참여제도의 양적, 질적 수준의 증가는 지방정부의 민주적 성과에 유의미한 영향력을 미치는 것을 확인할 수 있었다. 특히 주민참여제도를 설계할 때 제도가 본래의 효과를 가지기 위해서는 정부와 주민이 상호작용할 수 있고, 주민에게 권한을 위임할 수 있는 수단이 포함된 교호적 성격을 가진 제도여야 한다는 것을 알 수 있었다. 둘째, 기초 지방정부 수준에서 개별 주민참여제도가 가지는 속성이 민주적 정부성과에 영향을 줄 수 있음을 확인한 바와 같이 지방정부가 현재 시행 중인 주민참여제도 전반의 양적 및 질적 수준을 진단하여 향후 주민참여제도의 선택과 집중에 도움이 될 수 있는 근거를 제시하였다. 셋째, 지방정부 성과에 관한 연구가 가지는 행정학적 함의는 상당한데도 실증연구는 부족한 실정이다. 이것은 지방정부의 성과가 객관적으로 측정하기 어려울 뿐 아니라 활용할 수 있는 변수를 획득함에서도 한계가 있기 때문으로 보인다. 그래서 본 연구는 정부성과를 민주적 성과로 한정하였고, 이를 측정할 수 있는 다양한 변수를 활용하여 지방정부의 민주적 성과를 총체적으로 분석하였다. 한편, 본 연구의 한계는 다음과 같다. 먼저, 주민참여제도의 양적 및 질적 수준을 집합적 수준에서 측정하였기 때문에 질적 수준의 측정에 있어 각각의 주민참여제도가 가지는 개별적 속성을 심층적으로 반영하지 못했다. 다음으로 본 연구는 기초단위의 지방정부에서 활용 가능한 데이터의 한계로 인해 '주민의 삶의 질'과 같은 민주적 정부성과를 측정하는 주관적 지표 활용을 서울특별시 자치구를 대상으로밖에 반영하지 못했다. 이러한 부분에서는 본 연구의 학위논문(석사)--서울대학교 대학원 :행정대학원 행정학과(정책학전공),2019. 8. 금현섭. ; 여성의 경제활동 참여와 맞벌이 가구가 증가하면서 육아기 자녀를 둔 부모는 근로권과 부모권의 양립이라는 과제를 안고 있다. 정부는 두 권리의 양립사이에서 발생하는 문제를 해결하고 궁극적으로 여성의 경력단절, 저출산 등의 사회적 문제를 극복하고자 다양한 일ㆍ가정양립제도를 시행하고 있다. 공직사회에서도 여성공무원과 맞벌이 공무원이 증가하면서 일하며 자녀를 양육할 수 있는 환경 조성의 필요성이 커지고 있다. 이에 정부는 그동안 시행해 온 출산휴가, 육아휴직, 유연근무제 등의 일ㆍ가정양립제도 외에 근로시간을 단축할 수 있는 육아시간제를 새로 시행하게 되었다. 육아시간제는 만 5세 이하 자녀를 둔 공무원이 최대 24개월 동안 급여의 삭감 없이 하루 최대 2시간 이내에서 단축근무를 할 수 있는 제도로, 시행된 지 채 1년이 되지 않았기에 제도 정착까지는 일정한 시간과 노력이 필요하다. 따라서 본 연구에서는 육아시간제 사용에 영향을 미치는 요인을 분석하고, 이를 바탕으로 육아시간제의 원활한 사용을 위한 정책적 대안을 제시하였다. 육아시간제 사용에 미치는 영향요인을 분석하기 위해 중앙부처 공무원을 대상으로 설문조사를 실시하였고, 수집된 자료는 STATA를 통해 분석하였다. 또한 설문을 보완하고 개인의 사례 및 제도 사용경험과 현장의 상황을 풍부히 이해하고자 인터뷰도 실시하였다. 분석결과, 업무적 요인인 업무의 상호의존성과 즉흥성은 육아시간제 사용경험에 유의한 영향을 미치지 않는 것으로 나타났다. 조직적 요인의 경우 과업지향적 문화와 비우호적 분위기의 세부지표 중 조직 내 제도 사용자가 드묾만 육아시간제 사용에 유의한 영향을 미치고, 비우호적 분위기의 세부지표 중 상사ㆍ동료의 눈치, 인사상 불이익, 동료에의 미안함은 유의하지 않았다. 제도적 요인의 경우 제도의 규정과 절차의 정비 지표 중 초과근무의 불인정만 유의한 영향을 미쳤고, 재량규정과 산정방식의 불합리함은 유의하지 않았다. 한편 질적연구에서는 각각의 요인들 모두 육아시간제 사용을 결정하는데 영향을 미치는 것으로 나타났다. 종합해보면 제도 대상자들이 육아시간제 사용에 있어 업무적, 조직적, 제도적 요인의 영향을 모두 인식하고 있으나, 제도의 사용을 결정함에 있어서는 조직적ㆍ제도적 측면의 장애를 제일 심각하게 받아들이고 있음을 알 수 있었다. 본 연구결과를 바탕으로 육아시간제 사용을 활성화하기 위한 몇 가지 방안을 제시하였다. 첫째, 육아시간제에 대한 안내와 조직 내 가정친화적 분위기를 조성해야 하고, 둘째, 육아시간제 사용자 확대를 위해 강제적 제도 사용을 위한 인사평가 등의 제도를 개선해야 하며, 셋째, 단축된 근무시간에 맞는 업무량이 주어져야 하고, 마지막으로 현실과 어긋나는 제도 규정을 개선해야 한다. 이를 통해 육아시간제가 잘 정착하여 많은 육아기 공무원의 부모권과 근로권이 조화롭게 보장받기를 바란다. ; With the participation of women in economic activities and the rise of double-income households, child-rearing parents are facing the task of the compatibility of working rights and parental rights. The government has implemented a variety of work-family compatibility systems to solve problems arising between the two rights and ultimately to overcome social problems such as female career discontinuation and low birth rates. In officialdom, the need to create an environment, where female and dual-income civil servants can work and foster children, has grown. In response, the government has introduced a new childcare time system that can shorten working hours in addition to work-family compatibility systems of maternity leave, paternity leave and flexible work system that has been implemented so far. The childcare time system is a system that has been in place for less than a year, and it requires a certain amount of time and effort to settle the system. Therefore, this paper aims to analyze the factors affecting the use of childcare time system and based on this analyze the paper also aims to propose an alternative policy for the smooth use of childcare time system. In order to analyze the factors that have influence on the usage behavior of the childcare system, the central government employees are surveyed and the collected data are analyzed through STATA. Interviews are also conducted to supply the survey and to provide a good understanding of the interviewee`s case and experience. The analysis shows that task`s interdependence and spontaneity, which are work-related factors, do not significantly affect the experience of using childcare time. In the case of organizational factors, among indicators of task-oriented culture and unfriendly atmosphere, unusual institutional users in the organization has significant influence on the use of childcare time system, and among the indicators of unfriendly mood, the look of supervisors and coworkers, personnel disadvantage, and their sorriness to coworkers are not significant. In the case of institutional factors, only the disapproval of overtime has a significant effect on the maintenance indicators of the system's regulation and procedures, and discretionary regulation and the absurdity of calculation methods was is not significant. Qualitative studies have shown that each factor has an effect on determining the behavior of childcare time system use. Overall, people are aware of the effects of work-related factors or organizational and institutional factors in the use of childcare time system, but they take organizational and institutional obstacles the most seriously in determining the use of the system. Based on the results of this study, several measures have been proposed to promote the use of childcare time system. Firstly, guidance on the childcare time system and the family-friendly atmosphere within the organization should be fostered. Secondly, the system should be improved to expand the use of the childcare system by connecting and evaluating the usage, Thirdly, the workload should be given according to the shortened working hours and finally, the system regulations that go against reality should be improved. However, neither interpretation exhaustively covers Rousseau's international political thought. Accepting the framework that International Political Thought should coherently and consistently interpret the individual, national, and international levels of politics, this thesis embodies Stoicism's 'Theory of Oikeiosis' to assess Rousseau's international political thought, focusing on Emile. This study pays attention to Emile because the study of humans embodied in the work contains both a discussion of all three layers – the individual, national and the international - of Rousseau's international political thought, and enough materials to infer his 'Politics of Survival.' Previous studies of Emile has primarily been published by cosmopolitans to invoke idealistic ideas such as conscience, morality, and patriotism. If put under a more realist lens, however, the same ideas could be interpreted as a part of living his life for Emile, or the individual, under the goal of self-preservation. Early in his life, Emile grows up with only negative education as an isolated individual and learns how to live alone. Later, Emile gradually learns how to interact with the society, breaking from his isolated shell to live as a part of a community. In this process, Emile establishes a political society and utilizes concepts that he garnered while in it, such as morality and religion, according to his goal of self-preservation. Although Emile fulfills his duties as a citizen of a Republic, ideas such as civic virtue and patriotism that were created within the country do not initially extend to the outside world. With time, however, Emile's world view expands to encompass the entire human population, and Emile comes to care for even communities outside of his direct community. When the idea of a confederation of countries to resolve the state of war outside of the community turns out to be unfeasible, Rousseau adopts a new solution for the international political situation which is for each individual to strive to do their best in the given situation such as by finding a safe place for his or her freedom of survival. This thesis scrutinizes Emile to depict this process, of the individual striving for survival beyond the community and extending to the nation, international politics, and the entire universe. This research interprets Rousseau's international political thought as 'International Political Thought of Survival' by repurposing cosmopolitan internal mechanisms as tools for survival, while also distinguishing itself from realism by underlining Rousseau's negative pacifism. As such, this thesis provides a balance between the cosmopolitan and realist interpretations of Rousseau's international politics and also attempts to bridge the rift between his national and international political thought by extracting 'survival' as a consistent idea embedded throughout the levels. Background Low-quality services of emergency medical institutions, unclear function of institution classification, and overcrowding of emergency departments (ED) of regional emergency medical centers (regional centers) have been major problems in the Korean emergency medical services system (EMSS). In 2015, the Middle East Respiratory Syndrome (MERS) outbreak spread from patients waiting for hospitalization in the overcrowded ED. The MERS outbreak was an event that revealed the vulnerability of EMSS and opened the policy window to solve the problem of EMSS in Korea. Several policies for EMSS improvement were implemented after the 2015 MERS outbreak focusing the improvement of emergency medical services (EMS) delivery system and ED infection control. This study investigates the policy processes for improving emergency EMSS and infection control program after the MERS outbreak. The purpose of this study was to examine the policy processes regarding EMSS from the view of policy actors and draw lessons for improving the EMSS in Korea. 2. Methods A mixed method was utilized to identify and explain the complex subject of the policy processes of Korean EMSS during and after the MERS outbreak in 2015. As a quantitative study, changes in EMSS after MERS were investigated according to the WHO's model of a national health system infrastructure. Literature review and data analysis of Korean Health Insurance Service (NHIS) database were conducted. In Korea, the NHIS covers all citizens. A quantitative analysis was performed on 16,965,755 cases using ED during 2014-2016. In-depth interviews were conducted on 30 experts, who were involved in the emergency medical policy process, including clinicians, policy experts, and hospital management experts. The total interview time was 55 hours and 4 minutes. Changes in EMSS and the policy process after the MERS outbreak were evaluated from the view of policy actors. In this study, quantitative data was interpreted qualitatively, and independent qualitative evaluation was conducted, as well. Therefore, this research is a mixed-methods study focusing on qualitative research. SAS version 9.4 was used for the quantitative analysis and NVivo 12.0 was used for the qualitative analysis. 3. Results The quantitative analysis results showed that in the area of EMS delivery system, the human resource of ED and number of regional centers have been increased and facility, equipment, and manpower standards have been revised in order to expand emergency medical resources. As a result, the number of medical personnel and emergency intensive care units in regional centers increased and profitability of ED improved as well. The number of monthly ED visits temporarily decreased during the MERS outbreak but then recovered afterward. As ED overcrowding indicators were emphasized in the evaluation of EMS institutions, monthly mean ED length of stay of regional centers was decreased. However, despite the emphasis on providing critical care, transfer rate of severe emergency patients was not decreased. In the policy processes of EMS, experts evaluated that EMS delivery system was set up as a pseudo-agenda and exploration and comparison of policy alternatives were not sufficiently carried out. As a result, the physicians did not comply with the policy implementation and policy goals were not achieved. In the area of ED infection control program, the human resources for infection control and the number of isolation unit of ED were increased. Budgets for emerging infectious disease management were increased and profitability of infection control was also improved. The EMS Act was revised to respond to emerging infectious diseases and indicators related to infection control were strengthened in evaluation of EMS institutions. In the qualitative research, experts said that since the ED infection control program was such an intuitive and obvious problem, it was easy to become a policy-agenda. Despite the resistance of small hospitals, ED infection control program was implemented by powerful policy measures such as the revision of the Law. As a result, policy goals of expanding the infection control resources and improving the infection management environment were able to be achieved. From results of observing EMS policy process, the following characteristics of policy actors were found. First, there was difference of opinions within the physician subgroup as well as between government and medical professionals. ED staff, other department staff, and hospital executives, who have different views on policy alternatives could have all served as veto points in the policy process. Second, while the EMSS expert organization, which was an unofficial participant in the emergency medical policy process, could have played both roles of cause group and sectional group in the policy process, their sectional position has been emphasized, thereby weakening their insider status during policy process. Third, policy actors understood the publicness of EMS differently in terms of its ownership and function. The ED staff insisted that government support is needed because emergency medical care is based on public interest, however, some staffs were unwilling to provide less profitable cares, leading to conflict. Main characteristics of the emergency medical policy process that made it difficult to successfully implement are as follows: First, there was lack of consideration regarding variation of EMSS in Korea, such as distribution of medical resources among different regions, incentives to hospitals, and understanding of functional variations in ED. Second, the problem of the EMS delivery system was a problem of the low quality of emergency medical care. Third, the lack of professionalism in some physicians has lowered the capacity of emergency medical care, as well as trust between patient and doctor, therefore made the problem more difficult to solve. 4. Discussion Based on the analysis of the policy processes of the EMSS after the MERS outbreak in Korea, following lessons are suggested. First, setting the goals of EMS from the perspectives of citizen is warranted. The final performance goal should focus on improving health status of citizen and satisfaction with emergency medical care. Second, to close the gaps among policy actors in understanding policy content and policy process, actors should work together to explore the root causes of the problems and establish a policy agenda together. Third, a policy alternative should be causal in solving the problems in EMSS considering variation of EMS. Fourth, compliance with policies could be secured by internal persuasion among policy actors with proper incentives and reasonable punishment, especially EMSS expert organization. Fifth, policy outcomes should be evaluated based on both policy output and side effects together to identify policy impact. Sixth, policy governance regarding EMSS should be established and the roles of EMSS expert organization should be strengthened as the cause group rather than sectional group. This study examined the emergency medical policy processes from the view of policy actors through the 2015 MERS outbreak in Korea. 본 연구는 연방체제와 연방사회 간 합치(congruence) 여부에 초점을 맞춰 연방주의가 교육복지에서 어떻게 구현되었는지 또는 구현되는데 실패했는지 미국 사례에 조명하고자 한다. 구체적으로 공식적 제도에 근거한 연방국가와 민족-언어에 근거한 다양성이 표출된 사회구조를 가리키는 연방사회가 불합치하면 교육복지에서 어떤 연방주의로구현되는지 시대별로 검토하고자 한다. 이에 본 논문은 우선 연방주의를 건국이념으로채택한 미국이 다른 연방국가와 대조적으로 헌법상 교육 권한의 소재지를 주정부에게명기함에도 불구하고 교육복지에서 연방정부가 소규모이나 점진적으로 권한영역을 확대하는 근거를 살펴보고자 한다. 특히 미국의 교육 및 교육복지는 민족-언어의 동질성이 크지 않음에도 불구하고 대칭적 연방주의로 발전했고, 그 부산물로 헌법에도 명시되지 않은 교육 권한이 제한적이기는 하나 점차 연방정부로 이전하는 양상을 보인다. 따라서 본 논문은 연방주의를 작동시키는 주요 동력으로서 사회적 요인, 보다 정확하게민족-언어적 이질성에 일차적으로 초점을 맞춰 교육 연방주의의 정치 사회학을 연대기적으로 재조명하고자 한다. 그리고 미국 연방주의를 교육복지에 초점을 맞춰 연방제의운용 단면을 살펴보고자 한다. ; In this paper, I propose to explore the political sociological aspect of federalism in education welfare in America. Specifically, I intend to illuminate the misfit between federal system and federal society by providing the historiography of education welfare in U. S. In doing so, I plan to put emphasis on the role of societal factors, or more precisely, the ethno-linguistic patterns, in influencing the workings of the American federal system. Unlike other federal states, U.S. eventually evolved into a symmetrical federalism in education welfare where the federal demarcations were drawn independently of the underlying social structure despite her lack of ethno-linguistic homogeneity. In this paper, I first contrast across 7 federal states and strive to explicate how American federalism stands apart from her counterparts. Then, I look into how the meager federal department of education occasionally but gradually managed to tread on states' right in providing education and education welfare. Meanwhile, Korea's ODA has been diversified by various implementing agencies. There have been many previous researches on effective implementation system to improve the effectiveness of ODA projects. In 2010, through the establishment of the Act on International Development Cooperation, the function of organizing and coordinating policies in ODA of the International Development Cooperation Committee has been strengthened. However, little case-based research has been done on what adjustments are actually made in the committee. The purpose of this study is to analyze the policy coordination cases of the International Development Cooperation Committee and to examine the factors influencing policy coordination in international development cooperation. The target of the analysis is the case of the integration of the overseas volunteer dispatch project into the WFK(World Friends Korea), which started in 2009 and has been in progress until 2019. In 2008, the Lee Myung-bak government set up a national policy task to dispatch 20,000 volunteer overseas. In this regard, discussions have begun on the need to integrate the overseas volunteer dispatch projects being promoted by all ministries into WFK program, which is being promoted by the Ministry of Foreign Affairs, and primary integration by the leadership of the President in 2009 ~ 2010 was achieved. In the meantime, since 2016, the International Cooperation Committee has been discussing the integration of volunteer dispatch projects that have not been integrated yet. As a result, the Ministry of Foreign Affairs has promoted discussions on integrated promotion. The related projects were programs of the Ministry of Health and Welfare, Ministry of Culture, Sports and Tourism, Ministry of Patriots and Veterans Affairs, Korea Meteorological Administration, Fair Trade Commission, Ministry of Education. The research methodology first outlines the theories and researches on the influencing factors of policy coordination and selected the factors that might influence the policy coordination of international development cooperation. Based on the selected factors, the analysis framework was established and hypotheses were established. The analysis was conducted based on the analysis framework and the hypothesis was verified for the eight projects of six ministries in the case. In this study, the concept of policy coordination was focused on the integrated promotion aspect of inter-ministerial policies for enhancing synergy rather than solving policy conflicts among ministries considering the characteristics of international development cooperation issues. According to the theoretical discussion, the policy coordination is based on the hierarchical system, the network system, and the market system, and the International Development Cooperation Committee is considered as a coordinating mechanism for interactions among various participants in network system. In the previous researches on the factors influencing the general policy adjustment, it was pointed out that attributes of the issue and participant, leadership are important in policy coordination. On the other hand, previous researches in the field of international development cooperation have been studied mainly in terms of improvement of the institutional aspects, and prior studies on the factors influencing the adjustment are rare. Based on the previous research and theoretical discussions of network view on policy coordination, three factors were identified as factors influencing the policy coordination of international development cooperation. Those are the degree of internalization of the unique policy viewpoint of the network participants, disposition tendency of the participants on the policy, and the leadership level of the President and the Ministry of Foreign Affairs. For each factor, detailed sub-indicators were set up. First, we considered the existence of dedicated implementation agencies, the use of specific policy resources, and the presence of interest groups as criteria for the degree of internalization of the unique policy view. In case of domain dispute tendency, the absolute amount and proportion of budget and the key policy areas. Third, in the case of leadership, the level of leadership of the president and the policy coordination institute (Ministry of Foreign Affairs) was considered. Eight projects from the six ministries had different degrees for each of the three factors, which affected the results of the strategies and adjustments chosen by the individual ministries in the policy coordination network. First, the Ministry of Health and Welfare carries out its own voluntary work by a non-profit corporation called the Korean Oriental Medical Service Group, but its degree of internalization of the policy perspective is not so high due to the small grant amount and the existence of multiple sponsors in the corps. In addition, and the number of stakeholders in Korea was not so high. However, the MHW restructured its business due to the President 's overseas trip, and the MHW stopped the business. The project is now integrated into the WFK platform. In the case of the Ministry of Culture, Sports and Tourism, there is a high level of internalization of the policy perspective. The program is implemented by the traditional performing arts promotion foundation, which is a nonprofit foundation under MCST. In addition, it utilizes related majored students and its Korean Culture Center abroad. Moreover, the program is closely related to the main policy areas of MCST such as the operation of overseas Korea Cultural Center. As a conclusion, MCST decided to leave the network and converted the program into non-ODA domain to continue the program. In the Ministry of Patriots and Veterans Affairs, there were two projects: the medical service project of the 6.25 participating countries and the medical service project in Vietnam. First, the medical service project of 6.25 participating countries, which had relatively low importance in MPVA, and which did not have any interest groups, was abandoned. However, the Vietnamese medical service project, which has a dedicated agency and strong interest group, and was chosen to be remained by being moved into non-ODA domain. The Korea Meteorological Administration utilizes unique policy resources and the KMA also adopted the non-ODA method to continue the project. In the case of the Fair Trade Commission, the proram is about dispatching FTC's internal employees overseas. Therefore, both the degree of internalization of the viewpoint and the tendency to dispute the domain were high. However, the Ministry of Foreign Affairs did not promote the integration of the FTC project, and it seems that mutual recognition is made that the project is not subject to integration between the two ministries. In the case of the Ministry of Education, there is a high degree of internalization of the policy perspective due to the fact that the responsible administration agency is in operation, utilizes its own policy resources, and there is a strong teacher interest group. In addition, the amount of the program's budget is very large, and the tendency to dispute the policy region is also high. The Ministry of Foreign Affairs has shown a strong commitment to coordinate with the MOE's program since 2019, but the MOE is keep refusing it. We analyzed the cases of 8 projects of these 6 departments through analysis framework. The different factors that existed on each department triggered different strategies within the network for each department, and we observed that the result of the policy adjustment was different. In addition, the original hypothesis was verified. First, the greater the discrepancy in the viewpoint of the policy, the more unfavorable the policy coordination. Second, the larger the ministry's domain dispute tendency, the more disadvantageous the policy coordination. Third, the greater the leadership of the president and the policy coordination institute, the more favorable the policy coordination. Although this study was intended to detail the processes and achievements of policy coordination in the international development cooperation of Korea through actual cases, it was difficult to access the every minutes of the network participants' meetings, and inference was used to deduce the behavior of individual participants (ministries) through the review of official document. Therefore, it was only a rough explanation. However, the purpose of this study is to suggest that the main variables that actually affect the results of policy coordination in the International Development Cooperation Committee in Korea, the understanding of the process of policy coordination through committee among participants from a network perspective, and the microstatement of the behavior of the representatives of individual ministries in the course of the policy coordination. In the future, we look forward to expanding the scope of the research, including another example of policy coordination through the International Development Cooperation Committee, so that the results of the study can be generalized. ; 우리나라의 공적개발원조(ODA) 예산은 2010년 OECD 가입 이후로 지속적으로 확대되어 왔다. 한편 우리나라의 ODA는 다양한 시행기관에서 분산적으로 추진하고 있는 상황으로, ODA 사업의 효과성 제고를 위하여 그간 효과적 추진체계에 대한 선행연구가 다수 이뤄져 왔다. 이와 궤를 같이하여 2010년에는 국제개발협력기본법의 제정을 통해 국제개발협력위원회에 ODA의 총괄적 추진을 위한 정책의 총괄 및 조정 기능이 강화되었다. 그러나 본 위원회에서 실제로 어떤 조정이 이루어지는지에 대한 사례 기반의 연구는 거의 이루어지지 않은 상황이다. 본 연구의 목적은 국제개발협력위원회의 정책 조정 사례를 분석하여 국제개발협력에서 정책 조정에 영향을 미치는 요인이 무엇인지 알아보는 것이다. 분석 대상은 2009년에 시작되어 2019년 현재까지 진행되고 있는 이다. 2008년 이명박 정부에서는 글로벌리더 10만 양성을 국정과제로 정하고 해외 봉사단 2만명 육성 사업을 추진하였다. 이와 관련하여 전 부처에서 개별 추진 중인 해외 봉사단 파견 사업의 KOICA의 WFK로의 통합에 대한 논의가 시작되었고, 2009~2010년 경 대통령 리더십에 의한 1차적 통합이 이루어졌다. 한편 2016년 경 부터는 아직 통합되지 않은 봉사단 파견 사업들에 대하여 국제개발협력위원회에서 2차적 통합 논의가 시작된 바, 외교부가 주관부처로서 통합 추진 논의를 추진하였으며 통합 대상이 되었던 사업 들은 총 6개의 부처(보건복지부, 문화체육관광부, 국가보훈처, 기상청, 공정거래위원회, 교육부)의 8개 사업이었다. 연구의 진행 방식은 먼저 정책 조정의 영향 요인에 대한 이론과 연구를 개관하고, 국제개발협력의 정책 조정에서 주요한 영향을 미치리라 생각되는 요인들을 선별하였다. 선별된 요인을 바탕으로 분석 틀을 설정하고 가설을 수립하였으며 사례에 존재하는 6개의 부처의 8개 사업에 대하여 분석틀에 기반하여 분석을 수행하였고 가설을 검증하였다. 이를 위해 2014년부터 2020년까지의 국제개발협력위원회 조정 과정에서 생산된 문건인 무상원조 관계기관 협의회 및 국제개발협력위원회 의결 종합시행계획 등을 분석하였다. 본 연구에서는 정책 조정의 개념에 대하여 국제개발협력 이슈의 특성을 고려하여 부처 간 정책 갈등 해결 측면 보다는 시너지 제고를 위한 부처 간 정책의 통합적 추진 측면을 중시하였다. 이론적 논의에 따르면 정책 조정은 위계에 의한 방식, 네트워크에 의한 방식, 시장에 의한 방식 등이 존재하는 바, 국제개발협력위원회제도는 다양한 참여자 간 협의체를 통한 상호 작용의 조정 기제로 보아 네트워크적 관점에서 분석하고자 하였다. 한편 일반적인 정책 조정 영향 요인에 대한 선행연구에서는 이슈 및 참여자의 속성, 조정 환경, 조정 주체 요인 등이 주요 영향 요인으로 지적되어 왔다. 한편 국제개발협력 분야의 선행연구는 주로 제도적 측면의 개선점에 주안을 두고 그간 연구되어온 바, 조정 영향 요인에 대한 선행 연구가 드물었다. 결국 분석모형틀로서 이론적 논의의 네트워크 관점의 정책 조정 영향 요인과, 일반 정책 조정 선행 연구에서 논의된 영향 요인을 종합하여 국제개발협력의 정책 조정 영향 요인으로서 세 가지를 도출하였다. 이는 네트워크 참여자의 고유한 정책 관점 내재화의 정도, 참여자의 정책에 대한 영역권 다툼 성향, 대통령 및 주관부처(외교부)의 리더십의 수준 이다. 각 요인에 대하여는 세부 하부 지표를 설정하였는바, 먼저 고유한 정책 관점 내재화의 정도의 판단 기준으로 전담 사업 수행기관의 존부, 고유 정책 자원의 활용 여부, 이익집단의 존부를 고려하였다. 영역권 다툼 성향의 경우 예산의 절대 액수 및 비중, 사업 관련 기성사실의 발생 정도를 고려하였다. 셋째로 리더십의 경우 대통령 및 정책 조정 촉발 기관(외교부)의 리더십의 수준을 고려하였다. 통합 대상이 되었던 6개 부처 8개의 사업들은 이 세 요인에 대하여 각각 다른 정도를 가지고 있었으며 이는 개별 부처가 정책 조정 네트워크에서 택한 전략 및 조정의 결과에 영향을 미쳤다. 먼저 보건복지부의 사업은 대한한방해외의료봉사단이라는 비영리사단법인이 전담 수행하며 고유 자원을 활용하나 소규모의 보조금 교부 액수 및 봉사단에 복수 후원처의 존재 등으로 정책 관점 내재화 정도는 그리 높지 않다고 보인다. 또한 사업 수행이 오래되었으나 국내 이해관계자의 수는 많지 않아 영역권 다툼 성향도 높지 않다고 볼 것이다. 그러나 결정적으로 대통령의 해외 순방에 따른 보건복지부의 자체 사업 구조조정이 조정 결과에 영향을 미쳤다고 보이며, 보건복지부는 2018년부터 사업을 중단하였고 해당 사업은 현재 WFK 플랫폼에 통합된 상태이다. 문화체육관광부의 경우 전통공연예술진흥재단 등 소관 비영리재단법인이 사업을 전담하고 전통문화 전공 학생 및 재외 한국문화원을 활용하는 등 고유 정책 자원을 활용하며 이익집단도 존재하는 등 정책 관점 내재화 정도가 높다. 또한 예산은 소규모이나 한국문화원 등 연관 정책이 문화체육관광부의 중점 정책 영역에 해당한다. 이에 외교부가 해당 사업에 대한 강경한 검토 의견을 제시하였을 때, 문화체육관광부는 WFK와 통합하거나 사업을 중단하는 대신, 사업을 비ODA사업으로 전환하여 국제개발협력 조정네트워크에서 이탈한 후 지속 추진하는 전략을 택하였다. 국가보훈처에서는 6.25참전국 의료봉사 사업 및 베트남 의료봉사 사업의 두 사업을 논의하였다. 국가보훈처에서는 상대적으로 중요도가 낮고 전담 수행기관과의 밀착도가 낮으며 이익단체가 없었던 6.25 참전국 의료봉사 사업은 수행을 포기하였다. 그러나 국가보훈처는 베트남 의료봉사 사업의 경우 상이군경회라는 고유 정책 자원을 전담 기관으로 활용하는 점, 강력한 이익단체가 존재하는 점, 한-베 민간협력은 부처 차원의 주요 정책 영역에 해당하는 점 등으로 인해 사업을 포기하지 않고 비ODA방식으로 전환하여 지속 추진하는 방식을 택하였다. 기상청의 사업도 한국기상산업기술원이 전담하며 고유한 정책 자원을 활용하는 형태이나 이익단체가 특별히 없고 예산 비중이 낮았다. 한편 기상청도 본 사업을 비ODA방식으로 전환하여 지속 추진하는 방식을 택하였다. 공정거래위원회의 경우 부처가 직접 내부 직원을 파견하는 사업으로 고유 관점 내재화 정도와 영역권 다툼 성향이 모두 높았다. 그러나 외교부는 공정거래위원회 사업에 대해 통합을 추진하지 않은 바, 양 부처 간에 본 사업은 통합이 가능한 유형의 사업이 아님에 대한 상호간의 인지가 이뤄진 것으로 보인다. 교육부의 경우 소속 책임운영기관이 사업을 실시 중이며, 고유 정책 자원을 활용하고 있고 강력한 교원 이익단체가 존재하여 정책 관점 내재화 정도가 크다. 또한 사업의 액수가 매우 크고 부처의 중점 정책 영역에 해당하는 등 영역권 다툼 성향도 크다. 외교부는 2019년 시행계획부터 교육부 사업에 대하여 강력한 조정 의지를 보이고 있으나 교육부는 네트워크에 참여하여 협의를 통해 이를 지속적으로 반대하는 모습을 보이고 있다. 이러한 6개 부처 8개 사업의 사례를 분석모형틀을 통해 분석하였다. 영향 요인에 대하여 부처 별로 상이한 여건은 개별 부처가 네트워크 내에서 다른 전략을 취하도록 촉발하였고 이에 따라 정책 조정의 결과가 다르게 나타나는 것을 관찰하였다. 또한 당초 설정한 가설을 검증하였다. 첫째, 정책의 관점 단절의 차이가 클수록 정책 조정(통합)에 불리하였다. 둘째, 소관 부처의 영역 다툼 성향이 클수록 정책 조정(통합)에 불리하였다. 셋째, 주관부처 및 대통령의 리더십이 클수록 정책 조정(통합)에 유리하였다. 본 연구는 우리나라의 국제개발협력에서 정책 조정의 과정 및 성과를 실제 사례를 통해 세밀하게 기술하고자 하였으나, 실질적으로 네트워크 참여자들의 세부적인 회의록에는 접근하기 어려워, 단계 별로 조정에 대한 검토 결과를 통해 개별 참여자(부처들)의 행태를 추론하는 방법을 사용하여 대략적인 설명에 그친 한계점이 있다. 그러나 우리나라의 국제개발협력에서 실제로 국제개발협력위원회라는 정책조정의 수단, 즉 네트워크적 관점에서 참여자들 간의 회의체 운영을 통한 정책 조정의 과정을 파악한 점, 이 과정에서 개별 부처의 사업 담당자들이 보이는 행태들을 미시적으로 기술하였고, 우리나라의 정책 조정에서 실질적으로 정책 조정 결과에 영향을 미치는 주요 변인이 무엇인지 원형을 제시하였다는 점에서 연구의 의의가 있다. 향후에는 국제개발협력위원회를 통한 정책 조정의 또 다른 사례 등 연구 대상을 확장하여 연구 결과가 일반화 될 수 있기를 기대하여 본다. ; 제 1 장 서 론 1 제 1 절 연구의 배경과 목적 1 제 2 절 연구의 범위 4 제 3 절 연구의 방법 7 제 2 장 이론적 논의 및 연구 설계 9 제 1 절 정책 조정의 개념 9 1. 정책 조정의 개념 및 유형 9 2. 정책 조정의 수단 11 제 2 절 국제 개발 협력 이론 18 1. 국제개발협력 추진체계 18 2. Game-theoretic approach has been providing a powerful tool in qualitative understanding of macroscopic social phenomena in social sciences, e.g., in economics and political science. Recently, researchers in physics, especially in statistical physics, use these game-theoretic approaches but in more quantitative way and have been producing a variety of interesting results in the new research area called 'sociophysics' by studying human society as a complex system. This work introduces recent works that have tackled combinatorial complexities arising in game-theoretic studies with the aid of simplified assumptions and numerical computations. We first show how cooperation emerges in the prisoner's dilemma game when each player's memory capacity is enhanced and suggest that the intelligent tit-for-tat strategy plays a crucial role in the history of cooperation. And then it is numerically shown that there is a certain case of simultaneous coordination among many players where the system has a high risk of failure when everyone is willing to follow the coordination, which is actually higher than when some are not concerned about it. Lastly, we discuss mathematical treatment of an equilibrium solution for a reverse auction game, which is a variant of the minority game, and its computational approach. ; Artikel på koreanska, abstract på engelska.

학위논문 (석사)-- 서울대학교 대학원 : 법학과, 2012. 2. 권영준. ; 담보제도는 여신금융거래와 밀접한 관계를 가지고 있어서 담보제도의 안정적인 작동은 여신금융거래의 활성화에 기여할 수 있다. 그런데 최근 들어 새롭고 복잡한 금융기법이 등장하고 있는데도 불구하고 대표적으로 이용되고 있는 담보물권의 일종인 저당권은 여신금융거래를 둘러싼 사회적 요구를 충분히 수용하지 못하고 있다. 특히 대규모의 자금이 투입되는 건설사업 등 각종 부동산개발사업을 추진하는 과정에서 이용되고 있는 프로젝트 파이낸싱(Project Financing, 이른바 PF 대출)이라는 금융기법은 막대한 대출금 규모에 비례하는 보다 안전한 담보가 필요하게 되었고, 이와 관련하여 부동산담보신탁은 새로운 담보방법으로 주목받기 시작하였다. 원래 신탁은 영국에서 발달한 제도이고, 현행 우리나라의 부동산담보제도는 대륙법계에서 발전된 제도이기 때문에 신탁을 통한 담보방법의 폭넓은 활용은 용이하지 않았다. 우리나라에서 신탁을 통한 담보방법인 부동산담보신탁의 활용이 관심받기 시작한 것은 불과 20년도 채 되지 않았다. 물론 부동산담보신탁이 완벽한 담보적 기능을 가지고 있는 것은 아니지만, 현행 법체계에서 담보력을 유지하기 위한 강력한 수단이라고 평가받고 있다. 그 이유 중의 하나는 신탁의 도산격리 효과 때문이다. 이것은 위탁자나 수탁자의 파산절차 또는 회생절차에 구속되지 않고 신탁부동산을 독립적으로 취급할 수 있으므로, 채권자인 수익자는 위탁자나 수탁자의 채권자로부터의 간섭 없이 신탁부동산에 대한 권리를 행사할 수 있음을 의미한다. 이러한 도산격리 효과는 신탁제도의 고유한 효과이므로, 부동산담보신탁에서도 동일하게 인정된다. 특히 위탁자에 대한 회생절차가 개시된 경우 수익자로 지정된 채권자는 경우에 따라 위탁자에 대해 가지는 회생채권은 실권될 수 있어도 수탁자에 대해 가지는 수익권은 실권되지 않는다. 이러한 점은 부동산담보신탁을 활성화시키는 강력한 유인이라고 볼 수 있다. 한편 그동안 우리나라에서는 부동산담보신탁에 대하여 신탁의 형식을 빌린 담보제도로 구성하려는 견해가 많았으나. 엄밀히 말하면 부동산담보신탁은 담보제도로 볼 수 없다. 부동산담보신탁에 대하여 형식은 '신탁'이지만 실질은'담보'라는 주장은 물권적 기능을 하는 권리들을 물권법정주의라는 틀에 맞추어 설명하다 보니 부동산담보신탁에서 채권자인 수익자가 보유한 수익권을 일종의 비전형담보권으로 보려고 했던 것이다. 그러나 담보신탁을 통하여 얻게 되는 채권자의 담보취득 효과는 경제적인 측면에서 그러한 것이지 법률적인 측면에서 그러한 것이 아니다. 따라서 부동산담보신탁은 어디까지나 신탁제도의 일종이라고 보아야 하고, 신탁제도 자체의 고유한 법리에 기초한 해석으로써도 부동산담보신탁제도를 충분히 설명할 수 있다고 보아야 한다. 미국에서는 부동산을 담보로 금융을 얻는 방법으로 대륙법계의 저당권이 아니라 'Mortgage'나 'Deed of Trust'를 이용하여 왔다. 이러한 'Mortgage'나 'Deed of Trust'는 담보를 위하여 부동산에 대한 소유권을 이전한다는 점에서는 동일하지만, 전자는 채권자에게 부동산에 대한 소유권을 이전하는 반면에 후자는 수탁자에게 그것을 이전하고 채권자는 수익자로 된다는 점에서 차이가 있다. 캘리포니아 州의 경우 1930년 이후부터'Deed of Trust'와 'Mortgage'를 동일하게 취급하여 'Deed of Trust'의 본질을 매각권이 부여된 'Mortgage'로 보았다. 그러나 이와 같이 'Deed of Trust'와 'Mortgage'에 대한 동일한 취급이 우리나라에서도 수용 가능한 것인지는 재고의 여지가 있다. 왜냐 하면 미국의 도산절차에서는 담보권자의 권리가 감축되지 않으므로 'Deed of Trust'를 매각권이 부여된 'Mortgage'로 취급하더라도 별 문제가 없으나, 우리나라의 경우는 채무자 회생 및 파산에 관한 법률의 회생절차에서 회생담보권자로 취급되면 권리감축의 대상이 되므로 부동산담보신탁을 담보제도로 보게 되면 중대한 문제가 발생할 수 있기 때문이다. 즉 부동산담보신탁에서 채권자인 수익자가 보유한 수익권을 비전형담보권으로 보게 될 경우 논리적으로 회생담보권이 되어 수익자 보호에 취약해질 수 있다는 것이다. 최근 우리나라에서는 신탁법의 전면 개정(2011. 7. 25. 법률 제10924호)으로 담보신탁의 법적 근거가 마련되고, 어떤 측면에서는 기존의 담보제도가 가진 한계를 극복-예컨대 수익증권의 발행이 가능하게 됨으로써 수익권의 유통성이 확보됨-할 수 있게 되었다. 이러한 점들은 앞으로 부동산담보신탁의 활용을 높이는 계기가 될 것이다. 한편으로는 담보신탁의 대상이 단순히 부동산에만 한정된 것이 아니기 때문에 동산, 유가증권, 금전채권 등의 신탁재산을 포괄하는 담보신탁의 활용 가능성에 대한 관심과 연구가 증대되어 궁극적으로 안정적이고 편리한 담보신탁의 활용을 통하여 여신금융거래의 활성화에 기여할 수 있도록 하여야 한다. ; The stable working of the security system can make a significant contribution to revitalizing the loan financial transaction because both of them are intimately associated with each other. Although new and complicated financial methods recently appear, a typically-used hypothec does not accept social needs surrounding the loan financial transaction. Especially the financing method which is called Project Financing needs a safer security in the process of promoting all sorts of the Real Estate Development Business prodigious funds are invested in. In this situation the real estate security trust began to make a mark as a new type of security method. A wide use of Trust as a security method was not easy because it is originated from the United Kingdom and the real estate security system in Korea has been developed from the Continental law line. It is less than 20 years that the real estate security trust has been noted as a new type of security method. Although the real estate security trust does not have perfect functioning of security, it is appreciated as a powerful means for keeping the value of security. One of the reasons is due to bankruptcy remoteness effect in Trust. This means that a creditor as the beneficiary can exercise his or her right about the trusted real estate being free from intervention of truster or trustee. As this bankruptcy remoteness effect is a peculiar one of the trust system, it is equally admitted in the real estate security trust. If a rehabilitation procedure is started, a creditor as the beneficiary can lose his or her rehabilitation credit about truster but can not lose the beneficiary right about trustee. This aspect is a contributory cause in reinvigorating the real estate security trust. Some people tended to regard the real estate security trust as the security system so far in Korea. In other words those who make an assertion that it is 'the trust' in form and 'the security system' in essence think of the beneficiary right as a kind of non-typical security right. But strictly speaking, it is not the security system. Because the security acquisition effect in the real estate security trust is right in a economical aspect and is not so in a legal aspect. So the real estate security trust is a kind of trust system and we can understand it with an explanation based on the peculiar principle of trust system. They have used 'Mortgage' or 'Deed of Trust' as a method for financing with a real estate in the United States. This 'Mortgage' or 'Deed of Trust' is similar in transferring the ownership about a real estate for a security, the former transfers it to a creditor but the latter does so to trustee. In California 'Deed of Trust' and 'Mortgage' are treated equally as the essence of 'Deed of Trust' is a kind of 'Mortgage' that has the right of disposal by sale since 1930. However we must reconsider whether this treatment in California can be accepted in Korea. Although 'Deed of Trust' in California is similar to the security trust in Korea, they are not identical. It is natural that 'Deed of Trust' is treated as a kind of 'Mortgage' which has the right of disposal by sale because the security right is not reduced in the law related to rehabilitation or bankruptcy procedure of the United States. However the law in Korea is different from that in the United States. If we regard the real estate security trust as the security system in Korea, the serious problem comes into existence because the rehabilitation security right is reduced according to the insolvency law of Korea. In other words if they think of the beneficiary right as a kind of non-typical security right, it is logically the rehabilitation security right. In result we can not protect the beneficiary. The Trust Law of Korea was fully revised in 25th July, 2011. It has not only brought about the legal basis of the security trust but also made a kind of the institutional device which can get over a boundary of the past security system-issuing a beneficiary certificate and securing a circulation of the beneficiary right. These points will enhance the use of the real estate security trust. Additionally as the object of the security trust is not limited only to a real estate, we must study the chance of using the security trust which include movable properties, securities, bonds to be paid in money and so on. This leads to making good use of the security trust which is stable and convenient, and so will eventually revitalize the loan financial transaction. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 행정학과, 2012. 2. 김상헌. ; 중앙정부는 지방정부의 부족한 재원을 지방교부세, 국고보조금과 같은 지방재정조정제도를 통해 보전하고 있다. 우리나라의 경우 지방 재정조정제도의 하나인 지방교부세에 보통교부세와 특별교부세가 있 다. 특별교부세는 보통교부세의 경직적 산정에 따른 배분의 한계를 보완하여 각 지방재정력의 격차를 고려하여 보전한다는 방침으로 행 정안전부에서 운영하고 있다. 그러나 특별교부세는 배분의 기준과 결 정이 모호하고 불투명하여 그 결정이 정치적으로 이루어진다는 문제 점을 지적하는 연구가 있다. 선행연구로 이루어진 특별교부세 배분에 관한 실증분석에서는 배분의 결정에 영향을 미친다고 상정한 정치적 행위자를 국회 행정안전위원회 소속, 지역구 국회의원 수 등 의회의 영역으로만 한정하였다. 본 논문은 정치적 요인에 의회의 행위자뿐만 아니라 정부의 행위자 를 포함시켜 분석하였다. 본 논문은 전국 234개 시‧군‧구의 2003~2006년도 4개년도의 특별교부세 자료를 이용하여 특별교부세 배분의 결정에 영향을 미치는 요인들에 대해 정부 정무직 공직자를 포함하여 실증분석을 시도하였다. 그 결과 정부 정무직 공직자로 상 정한 변수가 배분의 결정에 영향을 미친다고 파악되었고, 정부 정무 직 공직자 중에서도 국무총리와 국무조정실‧차장이 다른 정무직 공직 자에 비해 더 큰 영향을 미친다고 파악되었다. 특별교부세 배분에 정무직 공직자가 자기 출생지에 더 많이 배분하 려 결정 과정에 영향을 미치는 것뿐만 아니라 정무직 공직자가 임기 후 선출직에 출마할 경우 특별교부세 배분의 결정에 더 큰 영향을 미 친다는 것을 보았다. 이로써 특별교부세 배분의 결정에 정부의 정무 직 공직자가 영향을 미친다는 것을 확인할 수 있었다. ; The national government makes up for any shortfall in finance of the local governments by the local finance coordination system, which includes local revenue sharings and national subsidies. The local revenue sharing, as a kind of the local finance coordination system, consists of an ordinary revenue sharing and a special revenue sharing. The latter is introduced to remedy the shortcomings of the former's allocation system caused by the rigidity of its calculation, and is currently operated by the Ministry of Public Administration and Security. There are some literature criticizing the problem that the SRS allocation is decided politically due to the fact that the principles for its allocation are equivocal and the decisions are arbitrary and not transparent. In previous studies analyzing the SRS allocation empirically, the scope of the political actors who are assumed to exert influences on the allocation decision is limited to the legislative area, such as the members of the National Assembly Public Administration and Security Committee and the number of lawmakers in each electoral district. This study presents a further analysis with a new political factor, the government actors, in addition to the existing legislative actors. Specifically, using the SRS data for the period of 2003 ~ 2006 for the entire 234 cities- counties-districts in the country, the present study attempts to analyze the factors, which affect SRS allocation decisions, including the new variable, the government's political masters. The results demonstrate that the new variable indeed affects the allocation decisions and that, among the political masters, prime ministers and directors generals and deputy directors in the Prime Ministers Office are shown to exert greater influences than others. Moreover, it is also shown that they exercise their power in the SRS allocation decision making process to provide more sharings to their places of birth, and in particular, their intervention is even greater when they decide to run for an elective office from their places of birth after the termination of their government offices. As such, this study verifies that the government's political masters exert influences on the SRS allocation decision. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 외교학과, 2012. 2. 신범식. ; 본 논문의 핵심 질문은 색깔 혁명 발생으로 민주화에 성공한 그루지야와 우크라이나의 이후 민주주의 발전 양상은 왜 달랐는가이다. 색깔 혁명 이후, 우크라이나의 민주주의는 진전을 보였지만, 그루지야는 그렇지 못했다. 본 연구는 색깔혁명 이후 미국과 러시아의 갈등 구도와 양국의 대(對) 그루지야, 우크라이나 정책이 각국의 국내 엘리트-대중 관계에서 엘리트 자율성, 그리고 민주화에 미친 영향에 주목하였다. 9.11 테러 이후 미국과 러시아는 협력 체제에 있었지만, 색깔 혁명의 발생으로 인해 양국은 갈등 구도에 들어서게 된다. 그루지야와 우크라이나는 미․러 갈등 구도의 중심에 있었다. 활용가능성의 요인으로 인해, 그루지야는 우크라이나보다 전략적 가치가 더 큰 곳이었다. 미․러 갈등 구도 속에서 그루지야 집권 엘리트들은 높은 엘리트 자율성을 가질 수 있었다. 미국은 그루지야에게 큰 경제 원조, 정치적 지원을 하였다. 또한 그루지야-러시아 관계 악화와 2008년 전쟁 발발은 정권의 권위주의 정책을 정당화하고 국내를 결집시키는 기제로 작용하여 그루지야 집권 엘리트들이 높은 자율성을 갖게 해주었고, 이는 민주화 저해로 이어졌다. 우크라이나는 그루지야와 반대였다. 미․러 갈등 구도 속에서 우크라이나 엘리트들은 낮은 자율성을 가졌다. 우크라이나의 집권 엘리트들은 서방과 러시아 양측 모두로부터 확고한 정치적, 경제적 지원을 얻을 수 없었다. 오히려 러시아의 정책으로 인해 국내의 반 오렌지, 대항 엘리트가 공고해지면서, 집권 엘리트의 자율성은 낮아졌다. 엘리트들의 낮은 자율성과 대중에 대한 높은 의존성은 대중 영합주의 정책과 정국 불안의 결과를 낳았으나, 이는 오렌지 혁명 이후 우크라이나 민주주의의 발전을 제한적으로나마 가능하게 해주었다. 본 연구는 민주화 연구에서 그동안 비교적 주목을 덜 받아온 국제적 요인을 다루고, 외교 정책, 국내 엘리트-대중 관계, 민주화의 연계를 통합적으로 보여준다는 점에서 함의가 있다. 본고는 많은 기존 연구들이 상정해 온, 민주화에 대한 서구 민주화 증진 정책의 긍정적 영향과 권위주의 국가의 부정적 영향이라는 단순한 명제의 한계를 드러내주고 있다. 또한 민주주의 지원 정책에서 민주화 단계별로 정책을 달리할 필요성에 대해서 시사한다. ; What caused the difference in democratic trajectories between Georgia and Ukraine after the Color Revolutions? Since the occurrence of the Color Revolutions, Georgia's democracy has laid in tatters, whereas Ukraine has achieved a relatively successful democracy. Georgia and Ukraine share similar domestic determinants which have been discussed in previous democratization literature. This study, however, focuses on the international factor as an explanation for the different democratic fates of democracy between the two countries. Comparing both countries, this thesis uses a framework that integrates international factors, elite autonomy in domestic elite-mass relations, and democratization. The study argues that international factors, specifically the foreign policies of the US and Russia, provide an explanation for the difference in democratic outcomes for the two countries. Following the events of September 11, 2001, US-Russian relations improved. However, the occurrence of the Color Revolutions caused deterioration in the ties between the two countries, and both started to adopt different foreign policies towards the post-Soviet region. Caught in the middle of this conflict between the two great powers were Georgia and Ukraine. The unconditional US support for Georgia and Russia's assertive policy towards Georgia which culminated in the Russian-Georgian War in 2008 enabled the Georgian elites to attain high elite autonomy, thus resulting in democratic stagnation for Georgia. In contrast, Ukraine did not garner the support of either the US or Russia; rather, it was pressured by Russia. The anti-Orange elites in Ukraine were effectively supported by Russia, and, thus, were able to function as a forceful political opposition to the incumbent elites. Therefore, the Ukrainian elites only garnered low autonomy, which resulted in democratic progress in Ukraine despite domestic political chaos. This study contributes to further understanding of the impact of international factors upon democratization. In addition, this thesis creates implications for democracy promotion policy. The conclusion of the thesis challenges the predominant assumption that Western democracy promotion is conducive to actually democratization, and that authoritarian countries' authoritarian promotion policy is harmful to democratization. In the process of democracy promotion policy, policymakers and implementers need both careful monitoring of the process of democratic assistance and coordination with other countries. ; Master

Between 1995 and 2011, Peruvian GDP grew by 4.9% each year, driven by exports and private investment's increase. However, it only grew by 3.3% in 2015 and by 4% in 2016 due to a reduction in the international price of metals that the country exports. In this scenario, the government elected in 2011 faced the challenge of replacing private investment with public investment as a growth engine. However, this decision revealed two structural problems of the Peruvian economy: 1) the limited spending capacity of central and regional governments; and 2) the difficulty of increasing tax collection due to a very significant informal sector in the country. However, trade liberalization, stability in domestic prices and reforms in public management are strengths of the Peruvian economy, which would enable it to return in the next few years to growth rates of around 4% or more.

This study examined the influence of the separation of prescribing and dispensing roles(SPD) policy implemented in Korea in July 2000, especially on the change in the net profit of medical institutions. Using the data set from the Korea's National Health Insurance and the previous research, this study elicited the following main results. First, tertiary care institutions was estimated to lose about 631 billion won after the SPD policy. Second, general hospitals and hospitals gained about 557 billion and 564 billion won, respectively. Third, it is shown that clinics also gained 389-659 billion won. Finally, however, the change in net profit of medical institutions after the SPD policy largely depends on different estimation models. Moreover, it also varies from the assumptions on the price differential of a reimbursable drug which worked as cross-subsidy to insufficient physician's fee before the SPD policy. Despite such limitations as lack of data outside of the National Health Insurance's coverage, this study differs from others. This is the first research to explore the effect of the SPD policy on different types of medical institutions and to attempt to purely focus on the SPD policy. In this study, we can draw the policy implication that preparing for a policy change, the government should set up the policy evaluation system to collect the concerned data and develop the methodologies in advance to the policy implementation. ; open
