Westfalya Barış Antlaşmaları ile başlayan modern uluslararası ilişkilerde uluslararası sistemin yapısında, temel özelliklerinde ve aktör sayısında çeşitli dönemlerde farklı değişimler yaşanmıştır. Özellikle Post Westfalyan dönemin başlarında uluslararası sistemde ABD'nin siyasi, askeri ve ekonomik anlamda hegemon olduğu bir döneme şahit olmaktayız. Bu dönemde uluslararası sistemde yeni risk ve tehditleri içeren birtakım dinamikler görülmekte ve değişen güvenlik algısına paralel olarak da çeşitli dönüşümler yaşanmaktadır. Aynı şekilde diplomasi anlamında da farklı uygulamaların yaşandığı bir döneme girilmektedir. Çalışmada, Richard Rosecrance'nin uluslararası sistem tanımlamasında siyasi elitlerin ve yöneticilerin iç politikada karar alma mekanizmasındaki rolünden hareketle, Soğuk Savaş'ın hemen sonrasındaki dönemde uluslararası sistemin yapısı ve özelliklerine değinilmiştir. Bunun yanında devletlerin iç politikadaki ekonomik yapısının uluslararası sistemdeki politikalar üzerindeki rolü incelenmiştir. Ayrıca ABD'ye karşı gerçekleştirilen 11 Eylül 2001 Saldırıları sonrası yaşanan Post Westfalyan dönemde ABD önderliğinde diğer aktörlerin de katılımıyla oluşan uluslararası sistemin yapısında ve özelliklerinde ne gibi değişim ve dönüşümlerin yaşandığı ve bu durumun 2000'li yıllara nasıl yansıdığı analiz edilmiştir. ; In the modern international relations starting with Westphalian Peace Treaties, the different changes occured in the structure main features and actor number of international system in different period. Particularly, in the early of Post Westphalian era, we have witnessed the period that in the international system USA has been hegemonic in the military, politic and economic sense. In this phase in the international system several dynamic faced involving new risks, threats and several transformations occured correspondingly changing security perception. Similarly, different practices occured in the meaning of diplomacy in this phase. At this study, act on role decision making mechanism in the internal politics of the political elites and managers in the Richard Rosecrance's international system definition has touched upon the structure and characteristics of the international system in the post-Cold War era. In addition, the role of states's internal economic policy on policies in the international system has been examined. It was analyzed what sort change and transformation in the structure and features of international system has experienced with the participation of other actors in the leadership of USA and how this situation was reflected in 2000s.

Uluslararası Sistem, Soğuk Savaş'ın sona ermesi ve Sovyet Sosyalist Cumhuriyetler Birliği'nin (SSCB) çöküşü gibi olaylar neticesinde bazı değişimlere uğramıştır. Bu değişimler kapsamında Yugoslavya'da iç karışıklıklar çıkmış ve Yugoslavya parçalanmıştır. Bu gelişme uluslararası sistem ve uluslararası politika üzerinde bazı etkiler ortaya çıkarmıştır. Amerika Birleşik Devletleri'nin (ABD) özellikle SSCB'nin çöküşünün ardından yeni bir düzen oluşturma adına sürdürdüğü faaliyetler, Avrupa Topluluğu'nun savunma ve güvenlik açısından ortak bir yapı kurma girişimleri, Kuzey Atlantik Antlaşması Organizasyonu (NATO) ve Birleşmiş Milletler (BM) benzeri uluslararası kuruluşların izledikleri politikaların uluslararası sistem kadar Yugoslavya'nın parçalanma sürecinde de etkili olduğunu ifade etmek mümkündür. Yugoslavya'da tarihsel süreç içerisinde problem yaşayan etnik grupların beraber yaşamak durumunda kalmaları, bunlar arasındaki problemlerin devam etmesi dağılma sürecini hızlandırmıştır. Bununla birlikte iktisadi açıdan bölgeler arasındaki gelişmişlik farkları, etnik gruplar arasındaki problemlerin daha da büyümesine neden olmuştur. Bu çalışmanın amacı Yugoslavya'nın parçalanmasının uluslararası sistem ve politika üzerindeki etkilerinin anlaşılmasıdır. Bu bağlamda uluslararası sistem ile Konstrüktivist yaklaşımlar da bu konuyla ilgili olarak ele alınmıştır. ; The international system has undergone some change sdueto the end of the Cold War and the collapse of the USSR. In the context of the sechanges, the rehave been some internal turmoil in Yugoslavia and Yugoslavia has been fragmented as a result of the sein ternalturmoil. This fragmentation has had some impact on the international system and international policy. The United States of America (USA), in particular, following the collapse of the USSR in order toestablish a new order of activities, the European Community to create a common structure in terms of defense and security, NATO and United Nations international organizations, such as the policies followed by the international system. It is also possible to say that Yugoslavia is effective in the process of disintegration. The fact that ethnic groups living in Yugoslavia who have problems in the historical process live to gether and the problems between the seethnic groups continue to accelerate the process of disintegration. On the other hand, the differences in economic development between regions have caused problems between ethnic groups to groweven more. The aim of this study is tounderstand the impact of the disintegration of Yugoslavia on the international system and policy. In this context, the international system and the Constructivist approachesare discussed in this respect. As a result of the evaluations, it is expected tounderstand the effects of the global changes in Yugoslavia.

Bu çalışma, Türkiye'de 1980'li yıllarda başlayan sistem değişikliği tartışmalarını konu edinmekte ve bunun bir çıktısı olarak ortaya çıkan Cumhurbaşkanlığı Hükümet Sistemi üzerinde odaklanmaktadır. Özellikle Türkiye'de uzun yıllar uygulanan parlamenter sistemin sebep olduğu hükümet bunalımları; siyasi krizlere, istikrarsız yönetimlere ve de vesayet odaklarının etkisini arttırmasına sebep olmuştur. Bu durumlar ise hükümet sistemi değişikliğini kaçınılmaz hale getirmiştir. Çalışma içerisinde; kuvvetler birliği ile kuvvetler ayrılığına dayanan hükümet sistemleri irdelenerek, tarihsel süreç içerisinde Türkiye'de uygulanan hükümet sistemleri ele alınmıştır. Genel olarak Parlamenter sistem özünde birçok olumlu yönleri içerisinde barındırsa da; parlamenter sistem altında Türkiye'de cereyan eden yönetim aksaklıları mahut sistemin günah keçisi olarak görülmesine sebep olmuştur. Özellikle Türkiye'de vesayet odaklarının, halk iradesi ile seçilen siyasi iktidarı etkisi altına alma çabaları yeni bir sisteme duyulan ihtiyacı arttırmıştır. Bu kapsamda 16 Nisan 2017 Referandumu ile inşa edilen Cumhurbaşkanlığı Hükümet Sistemi'ne, 24 Haziran 2018'de yapılan Cumhurbaşkanlığı ve 27. Dönem Milletvekilliği Genel Seçimi ile birlikte geçilmiştir. Böylece yeni sistemde yürütme yetkisi Cumhurbaşkanlığında toplanarak Türkiye'nin ekonomik kalkınma, bilimsel atılım, sosyal devlet ve bölgesinde lider ülke olma yolunda emin adımlarla ilerlemesi hedeflenmiştir. Kuşkusuz bütün bu gelişmeler bürokrasinin asgari düzeye indirilerek etkin, etkili ve de hızlı kararların alınması noktasında Türk yönetim sisteminde birçok değişimin ortaya çıkmasına sebep olmuştur. Yeni sistemle Türkiye'de, güçlü yürütme ve güçlü meclis anlayışı ile Türkiye'nin daha da güçlenmesi öngörülmektedir. ; The case of this study will be discussions about system change began in 1980's and it will focus on Presidency Government System, as an output of these discussions. Particularly, the parliamentary system used in Turkey led to the cabinet crisis, political crisis, unstable governments and the increasing power of the centers of tutelage. The system change in government structure became unavoidable following the aforementioned incidents. In our study, the government systems based on the unity of power and separation of powers are analyzed and the governmental systems in Turkey in historical process are discussed in detail. Although the parliamentary system in itself includes many positive aspects; the administrative problems in Turkey under the parliamentary system gave cause for the parliamentary system to be known as scapegoat. The requirement for a new system is increased after the incidents organized by the centers of the tutelage against the political power elected by the public's will. In this context, the Presidency Government System, formed by the 2017 Constitutional Referendum held on 16th April 2017, activated after the Turkey's June 24, 2018 presidential elections and the 27th Term Parliamentary Elections. Thus, in the new system the president will acquire all executive power and this change will lead to Turkey's economic development, scientific progress, and social state. Turkey aims to be a leading country in its region with a strong sense of self-belief. Doubtless, all of these struggles led to many modifications in the system of government in Turkey by reducing the role of the bureaucracy and laid the foundation of the efficient, productive and quick judgments. The Turkish government intended to be a more powerful country within the new system based on the strong legislative and the strong parliament concept.

Bu çalışmasının amacı, Türkiye'de parlamenter sistem'e yapılan eleştiriler ışığında, Türkiye demokrasi tarihinde Başkanlık Sistemi'nin yönetim istikrarı açısından incelenmesidir. Çalışmanın yöntemi derleme olup, bu konuda bilimsel kitap, makale, dergi v.b. materyaller kullanılmıştır. Çalışma beş bölümden oluşmaktadır: Birinci bölümde; siyasal rejimler hakkında genel eğilimler, siyasal rejimlerin bugünkü durumu ile Türkiye'de siyasal rejim sorunu, ikinci bölümde; Başkanlık Sistemi'nin ortaya çıkışı, sert kuvvetler ayrılığı, yürütme organının hegemonyası ile Latin Amerika Devletlerinde Başkanlık Hükümeti Sistemi, üçüncü bölümde; Başkanlık Sisteminin organları hakkında bilgi ve aralarındaki ilişki, dördüncü bölümde; Başkanlık Sistemindeki güçlükler, çözümler ve öneriler, son bölümde ise Türkiye için Başkanlık Sistemi'nin faydaları, sakıncaları ve analizi yapılmıştır. Demokratik sistemlerde sistem tıkanıklığı seçim yoluyla giderilmektedir. Aksi takdirde politik, sosyolojik, iktisadi ve kültürel çatışmalar beraberinde askeri darbelerle sonuçlanabilir, Türkiye'de demokratik sistem, askeri darbe ve muhtıralar ile sekteye uğrayabilmektedir. Bu tür sorunlar beraberinde devlet erklerinin etkinliğini sorgular hale getirmektedir. Çalışmamızda parlamenter ve başkanlık sisteminin uygulandığı ülkeler baz alınarak Türkiye için getireceği çözümler ele alınmaya çalışılmış, ayrıca konuyu daha iyi kavrayabilmek açısından Osmanlı İmparatorluğunun son dönemlerine rastlayan Birinci Meşrutiyetten 1982 anayasasına kadar geçen dönemler de değerlendirilmiştir. ; The purpose of this study, the Parliamentary System in Turkey in the light of the criticism, History of Democracy in Turkey to investigate the stability of the Presidential Management System. İkinci dünya savaşından sonra dünyaya yön veren Avrupa çok yıpranmış ve bu savaşlardan güçlenerek çıkan Sovyet tehdidi karşısında güçsüz kalmışlardır. Avrupalılar Sovyet tehdidine karşı askeri ortaklıklarla karşı koymaya çalışsalar da ekonomilerinin iyi olmaması nedeniyle bunu başaramamışlardır. Sovyetler Birliği tehdidinin mutlaka önlenmesi gerektiğini düşünen Avrupalılar dünya savaşlarının diğer galibi olan ABD ile yakın bir iş bilirliği yaparak NATO'yu kurmuşlardır. Soğuk Savaş boyunca dünyadaki güvenlik, ABD'nin liderliğini yaptığı NATO ve Sovyetlerin öncülüğünü yaptığı Varşova Paktı askeri örgütleri tarafından yönlendirilmiştir. Ancak Berlin duvarının yıkılması ve Soğuk Savaşın sona ermesiyle Varşova Paktı dağılmış, NATO ise değişen ve gelişen uluslararası güvenlik ortamına göre stratejik konseptlerini sürekli yenileyerek günümüze kadar gelmeyi başarabilmiştir. Bu kapsamda NATO, Soğuk Savaş süresince Sovyet tehdidine karşı Kuzey Atlantik ve Avrupa bölgesini kolektif bir şekilde savunmayı misyon edinmiştir. Soğuk Savaş sonrasında ise kolektif savunmanın yanında çatışmaların önlenmesi, kriz yönetimi ve işbirliğine dayalı güvenlik misyonlarını üstlenerek görev alanlarını genişletmiştir. NATO hâlihazırda kullandığı stratejik konseptini 2010 yılında yapılan Lizbon Zirvesi ile yenilemiş ve bu konseptte füze savunma sisteminin konuşlandırılması benimseyerek kolektif savunma anlayışının temeline resmi olarak yerleştirmiştir. Bu çerçevede NATO, İran'ın balistik tehdidine karşı hem Avrupa bölgesini hem de harekât alanındaki kuvvetlerini korumaya yönelik balistik füze savunma sistemi kurmaya çalışmakta ve bu konuda başarılı gelişmeler kaydetmektedir. ; After the Second World War, the world-leading European states were very worn and they remained powerless in the face of the Soviet threat that the war strengthened. Europeans tried to fight against Soviet threat military by way of military partnerships but failed because of poor economic resources they have. Europeans, who thought that Soviet threat should have been absolutely prevented, established NATO with US. They closely cooperated with this country as another ally and winner of the World War II. During the Cold War, global security issues were generally handled by both NATO, which was dominated by US military power, and Warsaw Pact which was pioneered by USSR. However, after the end of Warsaw Pact and by implication end of cold war, NATO was alone and unrivaled. It was able to survive with continuous renewing of strategic concepts according to the changing and evolving international security environment. In this context, before the end of the cold war NATO's mission was mainly collective defense of North Atlantic and Europe region against the Soviet threat. But, after the end of cold war, allied countries' collective defense mission was expanded with other missions like conflict prevention, crisis management and cooperative security initiatives with Non-NATO Nations. NATO renewed its valid strategic concept in 2010 at the Lisbon Summit and it has placed officially 'the deployment of the missile defense system' issue at the center of collective defense concept. In this context, NATO is trying to build a ballistic missile defense system to protect both Europe region and deployed forces in theatre against Iran's ballistic missiles and it has accomplished a lot as of today.

Güler, Tahsin (Balikesir Author) ; Türkiye'de yoğun bir reform gündemiyle geçen 2000'li yılların ilk on-onbeş yılında merkeziyetçilik azaltılmaya çalışılırken uygulanan reformlarla yerelin yükselişine imkân sağlanmıştır. Bu süreçte mülki idare sisteminin sahip olduğu birtakım görev ve yetkiler yerel yönetimler lehine azaltılmış ya da bu yönetimlere aktarılmıştır. Son derece demokratik bir tarzda gelişen bu sürecin son yıllarda milli güvenlik tehditleri ve akabinde yönetim sistemindeki değişimin etkisiyle sürdürülmesi güçleşmiş, merkezi yönetim mülki idare sistemini güçlendirme yoluyla taşradaki gücünü yeniden pekiştirmiştir. Özellikle 2000'li yıllarda yoğunlaşan kamu yönetimi reformlarıyla mülki idare sisteminin hizmet etkinliği yerel yönetimler lehine azaltılmıştır. 2013 yılından itibaren ise milli güvenliğe yönelik tehditlerin artması ve Cumhurbaşkanlığı Hükümet Sisteminin güçlü yürütmenin devamı olarak güçlü bir mülki idare sistemini öngörmesi güvenlikçi politikaların sürükleyiciliğinde mülki idare sistemini güçlendirirken mülki idare amirlerini de daha aktif ve dinamik bir rol oynamaya zorlamaktadır. ; While centralization was tried to be decreased in the first ten or fifteen years of the 2000s which passed with a busy reform agenda, the opportunity was provided for the rise of local with implemented reforms. In this process, some of the duties and authorities that the civil administration system has were reduced in favor of local administrations or transferred to these administrations. It has become difficult to sustain this extremely democratically developing process due, in recent years, to the national security threats and subsequently change in the administrative system, and central administration has intensified its power over the rural by means of strengthening the civil administration system. Service effectiveness of the civil administration system has declined with public administration reforms which became prevalent especially in the 2000s. Starting from 2013, that threats against national security have increased and that presidential government system calls for a powerful civil administration system as a continuation of powerful enforcement, together with driving force of security-based policies, strengthen the civil administration system and force civil administration supervisors to play a more active and dynamic role.

Bu tezin temel amacı uluslararası sistemde meydana gelen yapısal değişime eşlik eden normatif değişimi mümkün kılan koşulları ortaya çıkarmak ve bu süreçte hangi faktörlerin belirleyici olduğunu incelemektir. Çin'in uluslararası sistemde devam eden değişimi yönetebilme yeteneği, akıllı güç kombinasyonuna dayanan stratejik tercihleriyle yeni bir düzen inşa edebilmesine bağlıdır. Bu çalışmada analitik eklektisizm yöntemine başvurularak, güç geçişi ve güç yayılımı modelleri teorik bir inşa olarak birleştirilmiştir. Bu perspektiften bakıldığında uluslararası sistemdeki değişim, yükselen güçlerin ABD hegemonik düzenine karşı direniş stratejileri geliştirmelerine imkan sağlamaktadır. Gücün normatif yayılımı maliyet dayatan stratejiler izleme iradesini pekiştirirken, gücün materyal dağılımı bunun yapılabilirliğini belirlemektedir. Bununla beraber Çin'in akıllı gücü, diğer yükselen güçler arasında ayrıcalıklı bir konum edinmesine yol açmaktadır. Uluslararası kurumlarda artan etkinliğiyle sağladığı Dışsal Bağdaşım; düşünsel, ekonomik ve askeri güç unsurlarını birleştiren Kapsamlı Ulusal Güç projeksiyonu ve kendine duyduğu özgüvenle geliştirdiği Stratejik Kimlik, Çin akıllı güç kombinasyonunu doğrudan yansıtmaktadır. Öte yandan, Çin, yeni düzen arayışında öncelikle bölgesel düzeyde ulusal çıkarlarına uygun düşecek jeopolitik norm ve pratikler üretmeyi amaçlamaktadır. Barışçıl kalkınma stratejisi, bir yandan Çin'in yükselişi karşısında diğer devletlerin duydukları endişeleri gidermeye yararken, diğer yandan ileride uluslararası sistemi kendi lehine şekillendirecek koşulları hazırlamasına imkan vermektedir. Neticede, Çin'in uluslararası tutumunu belirleyen temel faktör barış içinde bir arada yaşama ilkelerine dayanan diplomatik etkinliği ve üstlendiği düzen inşa edici rol olmuştur. Çin'in diplomatik etkinliğinde çok rollü bir stratejik tutum ortaya çıkmasına rağmen, sergilediği ilkesel duruş başta gelişmekte olan ülkeler olmak üzere diğer aktörler nazarında da meşruiyet kazanmasına yol açmıştır. ; The main aim of this study is to analyze how the ongoing structural change of material distrubution of power is mutually reinforced by the normative change and which factors mainly determine those processes. China's capability to manage the proceeding change in the international system basically depends on its ability to construct a new order by its own strategic preferences which are derived from the combination of Chinese smart power. By applying to the analytical eclecticism as a methodological perspective, both power transition and power diffusion models are combined as a theoretical construction. Whereas the normative diffusion of power ensures the will to follow the cost-imposing strategies, the material distribution of power confirms the practicability of them. Besides, the Chinese smart power leads to have an exceptional status among the other new rising powers. The combination of Chinese smart power, directly reflects three elements: its Foreign Coherence provided by the increasing influence in the international institutions, Comprehensive National Power projection combined as the ideational, economic, and military power dynamics, and Strategic Identity improved largely with its increasing self-confidence. Furthermore, China's search for a new order aims to create its own jeopolitical norms and practices expedient to its national interests by primarily at regional level. Peaceful development strategy, on the one hand serves to counteract the doubts and concerns of other states about the rise of China, but it provides also on the other to make installations that shape the future conditions of international system. Thus China's contemporary international posture is identified by both its diplomatic influence based on the five principles of peaceful coexistence and by the order making role expediently undertaken. Although the multiple lines of strategic action take place within its diplomatic influence, the fixed principle stance recently displayed by China provides to gain legitimacy in the eyes of developing countries as well as other actors.

Türkiye'depek çok sistem denenmiş ve neredeyse her seçim öncesi kanun değişikliği meclisten geçirilmiş ya da var olan seçim kanunları üzerinde değişiklikler yapılmıştır. Türkiye'debelli bir istikrarın yakalanamadığı, adaletin sağlanamadığı yıllar tecrübe edilmiştir.Her dönem farklı sistemler uygulanmasının temelinde tabii Türkiye'nin ihtiyaçlarına en iyi cevabı verecek sistemin aranması yatmaktadır. Günümüzde de kullanılan barajlı D'hondt sistemi fazlasıyla eleştirilmeye devam etmektedir. Aslında siyasi tartışmaların temel sorunu temsilde adalet ve yönetimde istikrar ilkelerini bağdaştıran bir sistemi hayata geçirme çabasıdır. Ne yazık ki uygulanan seçim sistemlerinde genel olarak bir ilke ön plandayken diğer ilke geri planda kalmıştır. The basis of the implementation of different systems in every period lies in the search for the best response to the needs of our country. The D'Hondt system, which is a election threshold system, continues to be widely criticized. In fact, the main problem of political debates; it is an attempt to implement a system that harmonizes principles of stability in representation, justice and governance. Okumus, Ibrahim Taner t/0000-0001-9495-3133 ; WOS: 000443138400014 ; At the high level, the Internet is a mesh that is composed of thousands of autonomous system (AS) connected together. This mesh is represented as a graph where each autonomous system is considered as a node and the connections with Border Gateway Protocol neighbored autonomous systems considered as an edge. Analysis of this mesh and visual representation of the graph gives us the AS level topology of the Internet. In recent years there are increasing numbers of studies that are focused on the structure of the topology of the Internet. It is important to study the Internet infrastructure in Turkey and to provide a way to monitor the changes to it over time. In this study we present the AS level Internet map of Turkey with explanation of each step. In order to get the whole AS level map, we first determined the ASs that geographically reside in Turkey and afterwards determined the interconnections among this ASs, along with international interconnections. Then we extracted the relations between connected ASs and analyzed the structural properties of AS infrastructure. We explained the methods we used in each step. Using the extracted data we analyzed the AS level properties of Turkey and we provide the AS level Internet map of Turkey along with a web-based software that can monitor and provide information of ASs in Turkey.

Devletin çok eski çağlardan günümüze kadar çeşitli şekillerde ortaya çıktığı bilinmektedir. Tarih boyunca ?devlet?i tanımlama çabası, siyasi düşünürlerin temel uğraşlarından biri olmuştur. Günümüz devlet anlayışının temelleri 1648 Westphalia Barışı ile ortaya çıkmıştır. Bu tarihten günümüze devletin ne olduğu sorusu ve günümüzdeki anlamıyla ulus-devleti oluşturan unsurların neler olması gerektiği üzerinde çeşitli görüşler ortaya atılmıştır. Devletlerin sayısal olarak Westphalia Barışı'ndan bu yana artış gösterdiği bilinmektedir. Özellikle 20. yüzyıl bu artışın en çok görüldüğü dönem olmuştur. Bu dönemin başında imparatorlukların dağılması sonucu devlet sayısında önemli atışlar meydana gelmiş, 1945 yılından Soğuk Savaş'ın bitimine kadar olan dönemde ise dekolonizasyon süreci ile birlikte uluslararası sistemde devlet sayısı hızla artmıştır. Soğuk Savaş'ın sona ermesinin ardından sosyalist değerlerin dünyadaki prestijinin sarsılmasıyla birlikte bu savaştan galip çıkan liberal dünya değerleri uluslararası sistemin yapısını kökten değiştirmiştir. Demokrasi, insan hakları, liberal ekonomi politikaları artık hemen hemen tüm devletler tarafından olmazsa olmazlar arasına girmiştir. Soğuk Savaş sonrası totaliter ve sosyalist rejimlerin istenmediği ve bu gibi yönetimlerin devlet olma arzularının uluslararası toplum tarafından kabul görmediğini söyleyebiliriz. Yugoslavya farklı etnik kökenden halkları barındıran yapısıyla, Soğuk Savaş sonrası gelişmeler ve milliyetçi akımların tekrar yükselişe geçmesiyle birlikte parçalanarak uluslararası sistemde yeni devletlerin ortaya çıkmasına neden olmuştur. Soğuk Savaş'ın galibi Batı, sosyalist rejimlerin yerine liberal değerleri benimsemiş rejimleri destekleyerek bu parçalanmaya katkıda bulunmuştur. Kosova'nın Yugoslavya'yı oluşturan diğer devletler gibi bağımsızlık yönündeki talebine Yugoslavya içindeki özel durum ileri sürülerek reddedilmiş ve uzun süre Kosova bağımsızlığını elde edememiştir. Kosova'nın 18 Şubat 2008 tarihinde Sırbistan'dan tek taraflı bağımsızlık ilanının ardından Soğuk Savaş sonrası devletlerin hangi şartlarda ortaya çıktığı tekrar sorgulanmaya başlanmıştır. ; States are known to have occurred in various sorts since prehistoric times. Throughout the history, defining what state is has been one of the chief concerns of political philosophers. The fundamentals of today?s understanding of what state is dates back Westphalia Treaty in 1648. Since then, there have been several speculations over the question of what the state is and what the components of a nation-state should be. It is known that the number of states has increased since Westphalia Treaty. Particularly, this increase was seen in the period of the 20th century. At the beginning of this period, the number of states increased because of the collapse of empires, and in the period from 1945 onwards until the end of cold war, the number of states in international system increased dramatically within decolonization period. Following the cold war period with the collapse of the prestige of the socialist values in the world, liberal victorious war leaders of the world fundamentally changed the structure of international system. Democracy, human rights, liberal economic policies in almost all states by now had become the sine qua non. We can say that totalitarian and socialist regimes were not desired and that the desires of such governments were not accepted by international communities. With a structure of having peoples from different ethnic origins, Yugoslavia caused new states to emerge in international system because of the developments in postwar period and the rise of nationalist movements. West, the winner of the cold war, adopted the liberal values instead of the socialist regimes, contributing to this fragmentation by supporting them. Kosovo?s demand for independence like other states constituting Yugoslavia was rejected due to the claims that it had special status in Yugoslavia, and thus Kosovo was not able to declare its independence for a long time. Avrupa Bütünleşmesinin önemli boyutlarından ve tartışmalarından biri olan ortak dış politika geliştirme konusu, gerek uluslararası konjonktürden, gerekse Avrupa Birliği'nin (AB) kendi dinamiklerinden dolayı 1990'lı yıllara kadar çok sınırlı bir gelişme gösterebilmiştir. Soğuk savaş boyunca, AB pek çok alanda ortak dış politika belirlemeye çalışmış fakat üye ülkelerin dış politika konularında egemenlik haklarından feragat etmek istememeleri ve dünya sisteminde iki kutupluluğun dayattığı kısıtlamalar nedeniyle uluslararası ilişkileri etkileme kabiliyetlerini çok sınırlı düzeyde kalmıştır. Ancak Soğuk Savaşın sona ermesi, AB'nin küresel rolünün yeniden tanımlaması için uygun bir zemin ortaya çıkmıştır. Nitekim AB'nin kendine münhasır özellikleriyle Soğuk Savaş sonrası dönemde uluslararası ilişkilerde bir aktör olarak kapasitesini ve kabiliyetini artırdığı ve uluslararası politikada önemli roller oynamaya başladığı görülmektedir. Bu çalışmanın amacı AB gibi siyasal yapıya sahip bir aktörün uluslararası politikada nasıl bir gücü temsil ettiği, onun kapasitesinin bileşenlerinin neler olduğu, hangi ölçüde uyumlu bir politika oluşturabildiği ve oluşturulan ortak politikaların hangi düzeyde tam olarak uygulanabildiği sorularına cevap aramaktır. Ancak üye ülkeler dış politika alanında sınırlı düzeyde işbirliğini ön planda tutmak istemesinden dolayı bu aktörlüğünü sivil ve normatif bir güç olarak sürdürebildiği gösterilecektir. ; A common foreign policy issue, one of the important dimensions and debates of European integration was able to show a very limited development due to the international conjuncture and its own dynamics. During the Cold War, the EU has tried tried to identify common foreign policy in many areas but the fact that member countries did not want to waive their sovereignty rights in foreign policy matters and there was restrictions imposed by bipolarity in the world system led to the very limited ability of the EU to influence international relations. However, the end of the Cold War created a suitable ground for redefining the global role of the EU. Indeed it appears that the EU has increased its capacity and capability as an actor in international relations in the post-Cold War era and played an important role in international politics. The aim of this study is to find answers to questions what kind of power an actor with a political structure, such as the EU represents in international politics, what the components of its capacity are, to what extent a policy can be harmonized and the extent to which common policies are implemented. In the light of this response, the EU has become an important actor in international relations after the creating of EU's Common Foreign and Security Policy. In doing so, since member countries are willing to keep a limited level of cooperation in the field of foreign policy, it will be shown that the EU's actorness could continue as a civil and normative power.

Bu çalışma, kökleri Türk Devletleri'nin yönetim kültürüne kadar uzanan, Türkiye Cumhuriyeti'nin hükümet sistemi arayışlarını konu edinmekte ve nihayetinde benimsenen Cumhurbaşkanlığı Hükümet Sistemine odaklanmaktadır. Dünya örneklerinde de görüldüğü üzere tarihsel süreçte hükümet sistemi değişikliğine başvuranlar mevcuttur. Bu bağlamda hükümet sistemi değişikliğine başvuranların temel hareket noktasını, siyasal istikrarın, etkinliğin sağlanması ve temsil ilişkisinin adaletli bir biçimde düzenlenmesi arayışı olduğu görülmektedir. Bu çalışma, Cumhurbaşkanlığı Hükümet Sisteminin benimsenmesine kadar yaşanan hükümet sistemi tartışmaları, bu çerçevede kritik kavşaklar olarak görülebilecek dönemler ve vakalar ekseninde kaleme alınmıştır. Yeni hükümet sisteminin hayata geçmesiyle sonuçlanan bu sürecin dünyada yaşanan yürütme erkinin giderek güçlendirilmesi trendine de uygun olarak işlediği düşünülmektedir. Tarihi kökler zemininde demokratik bir temel üzerine inşa edilen yeni hükümet modeline dair, siyasal istikrar, etkinlik ve temsilde adalet ilkelerinden hareketle yapılacak değerlendirmelere yardımcı olması ve destek sağlaması maksadıyla nitel bir çalışmaya yer verilmiştir. Nitel çalışma çerçecesinde; AK Parti, MHP, CHP mensubu olan, hükümet sistemi çerçevesinde değerlendirme yetkinliğine haiz milletvekilleri ve başkanlık sistemini geçmişte savunan Özal, Erbakan ve Türkeş'in siyasette yakın çalışma arkadaşlarından oluşan 10 kişi ile yüz yüze derinlemesine mülakatlar gerçekleştirilmiştir. Görüşmeler aracılığıyla ve siyasal partilerin 24 Haziran 2018 tarihinde gerçekleştirilen seçimlere ilişkin hazırlamış oldukları seçim beyannamelerinden temin edilerek olgubilim deseni temelinde betimsel analiz yöntemi ile değerlendirilen verilerin yol göstericiliğinde; yeni hükümet sistemini kurgulayanların vaat ettikleri düzenlemelerin gerçekleştirilmesi halinde 24 Haziran öncesi dönemde uygulamada olan parlamenter sisteme nazaran siyasal istikrarın, etkinliğin ve temsilde adaletin daha çok sağlanabileceği sonucuna ulaşılmıştır ; This study discusses the seeks of governmental systems of the Republic of Turkey of which roots date back to the governmental culture of the Turkish States in the history and it focuses the Governmental System of Presidency (Cumhurbaşkanlığı Hükümet Sistemi), which has been ultimately adopted. As seen in the world examples, there are those who resort to the change of the governmental system in the historical process. In this context, it seems that the main motivational point of those who apply to the change of the governmental system is the seeking to regulate political stability, provide efficiency, and ensure representation relation in justice. This study is made in the framework of the discussions on the governmental system until the presidential government system has been adopted, and of the periods and incidents that could be seen as critical junctions in this way. It is thought that this process when has been resulted in the passing of the new governmental system also operates in accordance with the trend of strengthening the executive power that experiences in the world. In this study done within the aim of supporting and helping for the assessments to be made on the basis of the principles of political stability, effectiveness, and justice in representation about the new governmental model built on the historical roots and democracy; it was conducted the in-depth and face-to-face interviews with 10 people and parliamentarians, who are a member of AK PARTI, MHP, and CHP, have evaluation a competence on the government system, and are close political associates of Mr. Ozal, Mr. Erbakan, and Mr. Turkes. In the guidance of the data assessed by the method of descriptive analysis on the basis of the phenomenology design and provided by the interviews and the information obtained from the election statements that political parties have prepared for the elections held on 24 June 2018; it is concluded that the achievement of political stability, efficiency, and justice in representation can be achieved in comparison with the parliamentary system implemented in the pre-24 June period, if the regulations promulgated by the organizers of the new government system.

5502 S.K. (16/05/2006) sonrasında Türk sosyal güvenlik sisteminin en önemli unsuru SGK olmuştur. Süre gelen ve sürdürülebilirliği olumsuz etkileyen birçok problemin çözümü için reformist anlamda cesur adımlar atılmış ve bu kanun aracılığıyla sosyal güvenlik tekli bir yapı halini almıştır. Bu reform son değil bir başlangıçtır. Çünkü devralmış olduğu Bağ-kur, Emekli Sandığı ve SSK beraberinde özellikle finansal açıdan çok büyük yüklerle gelmiştir. Kurumun hedefi, hizmet kalitesini, kapsadığı riskleri, riskleri karşılama oranını arttırarak, kapsamında bulunan tüm yararlanıcılara eşit ve insanı hizmet sunmak, sosyal refahı sağlamak ve aynı zamanda mali sürdürülebilirliğe kavuşmak olacaktır. Bu anlamda emeklilik şartları, primler, sağlık reformları, GSS'ye pek çok alanda adımlar atmıştır. Yıllık raporlar ve 5 yıllık strateji planları düzenleyip yayınlayarak atacağı adımları sistematize etmeyi amaçlamıştır. Gelinen noktada yapılan reformların istenilen seviyelerde olmasa da kötü gidişi yavaşlattığı gözlemlenmektedir. Yapılan bazı reformların yansıması ise önümüzdeki birkaç on yıl içerisinde ancak mümkün olacaktır. Finansal yapı kontrol altına alınıp sürdürülebilir bir hale gelinceye kadar sosyal güvenlik açıkları genel bütçeden kapatılmaya devam edecektir. Genel bütçeden karşılanan önemli miktardaki bu açığın makro ekonomik göstergelere olumsuz etkisi olmaktadır. Bu noktada çalışmamızda kurumun tahsilat sistemini ele alacağız ve zayıf bırakılmış bu sistemin tespit edebildiğimiz problemlerine ve problemlerin sebep olduğunu düşündüğümüz sorunlara yer vermeye çalışacağız. ; Social Security Institution has been the most important element of Turkish social security 5502 (16/05/2006). Radically bold steps were taken for solving many problems that have negatively affected the sustainability for a long time, as a result of which the mentioned law transformed the system into a united system. This reform is not the end, but a beginning. It is because, it has undertaken financially huge burdens as a result of taking over Bağ-Kur, State Retirement Fund ans SSK. The institution will aim offering equal and human services, by increasing the service quality, risk coverage and risk provision rate. For this purpose, many measures were taken, from retirement terms to monthly contribution amounts, from healthcare reforms to GSS that provides healthcare security for all citizens. It is planned to systemize the future steps by issuing and publishing annual reports anf 5 years' strategy plans. Currently, it is observed that the reforms achieved slowing down the negative trend, though as at the desired level of success. Some of the reforms will effect barely by the end of a few decades. Social security deficits will continie to be covered from the general state budget until the financial structure is rendered sustainable by being taken under control. This high amount of deficit, being covered from the general budget, has negative impact on the macro economic indicators. For addressing this issue, this study also handles the institution's collection system and detect the problems of this neglected system and the issue that were probably causes by those problems.

Bu çalışma, Türkiye'nin uzun yıllardır gündemini meşgul eden hükümet sistemi değişikliği ve başkanlık sistemine geçiş önerilerini incelemektedir. Böylece, başkanlık sisteminin Türkiye'ye uygun olup olmadığı ya da ülkede uygulanmış parlamenter sistemle ilgili yaşanan krizleri çözebilirliği sonucuna varılmaya çalışılmaktadır. Türkiye'de başkanlık sistemi tartışmalarının arkasında yatan en önemli sebep olarak hükümet istikrarsızlıkları gösterilmiştir. Türk siyasal hayatındaki anayasal süreçler göz önünde bulundurularak yapılan incelemeler sonucunda, Türkiye'de siyasi tıkanıklıkların çözümüne yönelik parlamenter sistemin öngördüğü fesih mekanizmasının bir seçim aracı olarak kullanılması sonucu yaşanan siyasi istikrar sorununun parlamenter sistemden kaynaklandığı kanaatine varılmıştır, Ayrıca hızlı ve etkin karar almayı zorlaştıran iki başlı yürütmenin bulunması, Türkiye'de saf parlamenter sistemin öngördüğünün aksine seçilmiş cumhurbaşkanının mevcut olması ve bunun çift meşruluk sorununu da beraberinde getirdiğinden güçlü ve zayıf yönleriyle birlikte değerlendirilen parlamenter sistemin sürdürülebilirliğinin mümkün olmadığı sonucuna varılmıştır. Hükümet sistemleri çeşitlerine göre incelenerek başkanlık sistemi doğuşu, tanımı, temel özellik ve unsurlarıyla ayrıntılı olarak incelenmiş ve bu sistemin model ülkesi olarak kabul gören ABD'nin federatif yapısı ve yetkili organları ile başkanlık sisteminin bu ülkede uygulanışı ele alınmıştır. Türkiye'deki parlamenter sistem anayasal süreçleriyle incelenerek geçmişteki Türk siyasi liderlerden Özal ve Demirel dönemlerindeki başkanlık sistemi tartışmaları, 2012 yılındaki AK Parti hükümetinin önerdiği başkanlık önerisi ve son olarak 2017 yılında halk oylaması sonucu kabul gören anayasa değişiklikleri ile önerilen cumhurbaşkanlığı hükümet sistemi akademik görüşler ışığında değerlendirilerek bu sistemin Türkiye'de uygulanabilirliği açısından çeşitli önerilerde bulunulmuştur. ; This study investigates changing the Government system and proposals for transition to presidential system which are busy the Turkey's agenda for many years. Thus, it is attempted to reach the conclusion that the presidential system will be adapted to Turkey or the living crises related to the current system in the country will be solved/not be resolved. Government instability has been shown as the most important reason behind the debate on presidential system in Turkey. As a result of the examinations made considering the constitutional processes in Turkish political life; the using of the termination mechanism proposed by the parliamentary system for resolving political congestion in Turkey as an election tool has led to the conclusion that the problem of political stability originates from the parliamentary system. Moreover because of the presence of two leading executive which makes it difficult to make quick and effective decisions and in contrast to the Pure Parliamentary System Prediction Presence of the elected President in Turkey that it brings with it the problem of double legitimacy, it has arrived that the Sustainability of the Parliamentary System, which is evaluated together with its strengths and weaknesses, is not possible. According to the types of government systems the presidential system is examined in detail with its birth, its definition, its basic features and elements. The federal structure and competent bodies, the implementation of the presidential system of the United States which is considered the model country of this system are discussed. The parliamentary system in Turkey is examined through constitutional processes and the discussions of presidential system during the periods of Özal and Demirel, one of the Turkish political leaders in the past, are investigated. The presidential proposal proposed by the AK Party government in 2012, and the Presidential Government System which is suggested the constitutional amendments that were finally adopted as the result of popular vote in 2017 are evaluated in the light of academic views and Various proposals have been made in terms of applicability in Turkey.
