In the Times of struggle between neoliberal capitalism and global civil movement Questions regarding global governance and the possibility of global democracy are of specific concern. Currently, many social movements are organized around human rights under a variety of platforms (i.e., labor, indigenous rights). It is my contention that the need for transnational multi-issue movements is evident in the struggle for global democracy. The Internet is an important resource for the mobilization of mass global movements because it allows for quick and broad dissemination of information. Network society as a society in which a combination of social and media networks shapes its prime mode of organization and most important structures at all levels (individual, organizational and societal). It is necessary to understand nature of network society and its dynamics to further look at its influence on emerging social movements. Power is the condition and limit of politics, culture and authority. Power seeps through and around all forms of subjectivity, at times bringing opposites into conflict in a way that reinforces the fundamental flow of power. Power concerns not immediately obvious forms of politics, culture and authority but the structures that condition and limit these three. Grassroots activism exists in constant flows of power. Democracy is invented and reinvented between the demands of those without power and the limitations those with power try to impose. How are these two almost obsessively analysed figures of politics "the grassroots and democracy" transformed by being digitised and sent into cyberspace. Here arises global civil movement against neoliberal globalisation. This movement is not opposed to globalisation per se but instead is developing a new internationalism in the course of challenging the neoliberal nature of contemporary globalisation. This challenge is producing a universalising dynamic which is moving the movement beyond being a series of isolated militant particularist struggles. It consists of many different internet social movements united by using information and communication technologies and one goal counter the neoliberal power dominance

The Internet intelligence of the Lithuanian government and governmental information accessibility to the wider public are analysed and compared with the situation in the EU countries. Based around a standard for EU countries questionnaire, the different Internet activities of the Seimas, the President office and Lithuanian ministries are investigated and compared with findings of West European countries. The findings show, that the Seimas and the President office closely approach EU countries average level according to Internet intelligence. The analysis shows however most of Lithuanian ministries poorly use Internet feedback from society.

Information makes imprint in the World Wide Web. In terms of copy/ paste and share traditions information there is quite safe, because it's hard to block or remove "undesirable" content from Internet. The main tasks of work are: to research the concept of communication, to discuss the communication in the conventional and public space; to analyze the tendency of development of traditional and internet diaries; to define their concepts; to analyze the communication of individual in the traditional and internet diary.; to discuss and show the functions of internet diaries and it's place in modern media; to compare internet diaries with traditional diaries; to analyze internet diaries according to chosen methods of records analyzes. The usage of records analyses according to synthetic and comparative methods and analyzes of qualitative scientific articles show that those internet diaries which more than ten years were existing in the word, emerged in Lithuanian internet sites two years ago, also called "blogs", today are becoming popular internet development directions and the unique channel for information spread. Previously, diaries were just for individual usage, today they open new communication channel in the public space. It is characteristic to the diaries that individualized content in the internet becomes public. Everyone can write, edit and publish there own individual thoughts, opinions, attitudes on the internet. Also, they can share the information with other internet consumers. The internet diaries are changing the attitude of society towards traditional media and becoming the suitable instrument for politicians and business. The content of internet diaries can change the balance of power in the media. The journalists not only write diaries on the internet, but also search for the news there. The opportunities for internet diaries are huge in Lithuania. According to statistical data we can confirm that not only personal, but also organization's editorial diaries will become popular. Also, more political content "blogs" diaries will emerge. The popularity of such sites can't be distinguished from the development of public relations and advertisement on the internet; companies or individuals who has their own diaries will be able to get in touch much more easier with important audience; constantly exchange the important news with the company or individual; to influence the opinion of society or its particular group; increase the popularity of company or individual; lighten its activities; directly communicate with the audience concerned; to hear various opinions and react to them; to create the image you want.
