While the contacts taking place within the officially established interparliamentary conferences (COSAC, article 13 Conference and CFSP Conference) have been subject to relatively intense discussions among academics, the question of the interparliamentary cooperation outside of these Conferences has been far less studied. Indeed, one can observe initiatives from both National parliaments at a horizontal level and initiatives from the European Parliament and National parliaments in a vertical dimension. For instance, National parliaments, on the one hand, have taken the initiative to organize thematic informal interparliamentary meetings (among others the Tweede Kamer in Brussels in January 2015 on the role of National parliaments in the EU or the French National Assembly on the European Public Prosecutor's Office in September 2014) or they have formed geographical groups as for example the Visegrad group. On the other hand, top-down and bottom-up relationships have been established between the EP and National Parliaments outside of the Conferences for interparliamentary cooperation. The EP regularly invites National MPs to participate in meetings in Brussels whereas MEPs are invited to come to the Parliament of their country of origins. The presented article intends to shed light on these less visible dynamics as well as on their recent evolution.

; This paper analyzes the inter-parliamentary cooperation as an important mechanism in the process of globalization, not only because it guarantees the legal harmonization of the efforts of the National Parliaments, but because, it is a way to exchange legislative experiences leading the improvement of national legislation, and thus, the re-legitimation of the Latin American National Parliament as a political institution. In order to study this process, this article analyzes, in one hand, the parliamentary dimension of regional integration, the constitution of organizations and regional forums as instruments of cooperation. In the other hand, I analyzed the cooperation among regional Parliaments, its relationship with National Parliaments and bilateral agreements. I emphasized the support that those Regional Parliaments gives to the improvement of the legislative work of the National Parliaments.

Interparliamentary conferences and other permanent forums for interparliamentary cooperation are blossoming in the European Union. Following more or less lengthy negotiations between national and European parliamentarians, two new conferences and a new joint parliamentary scrutiny group for Europol have been created since 2012. Against this background, this article examines to what extent the Joint parliament scrutiny group is comparable to the previously existing interparliamentary conferences. Beyond that, it asks the question as to whether any better-defined guidelines or procedures could be adopted to rationalise the process of creation of new forums for interparliamentary cooperation. It makes some concrete proposals in that direction.
