AbstractThis article explores the diplomatic implications of a central pillar in EU external relations: the development of interregional relations. In particular, the article investigates the emergence of a specific pattern of interregional relations — 'complex interregionalism' — and develops an initial framework for the analysis of this phenomenon. This framework allows for a detailed investigation of how the EU has simultaneously engaged in bilateral, multilateral and interregional relations across the globe. The EU — notably the Commission — is found to have a consistent and coherent complex interregional strategy that it employs across three world regions: Asia; Africa; and Latin America. This strategy embodies multi-level interregional relations, but aspires to the creation of 'pure interregionalism' between the EU and other customs unions. Such a strategy presents two key tensions that lie at the heart of 'complex interregionalism': the first tension is between the reality of multi-level diplomacy and the desire for 'pure interregionalism'; and the second is between the Commission's strategic vision and the realities of Council-shaped diplomacy. Analysis of the internal and external dynamics of the strategic pursuit of interregionalism, and the failure to implement it fully, can thus offer important insights for the study of both the EU's external relations and EU diplomacy.

"Focusing on economic, developmental, political and cultural issues in Asia-Europe relations, this book offers a critical assessment of the Asia-Europe Meeting (ASEM) process since its inception in 1996. ASEM now brings together all twenty-seven European Union (EU) members, the European Commission, sixteen Asian states and the ASEAN Secretariat. The underlying theme of the book is that the ASEM should be analyzed as an instance of international dialogue - in this case, dialogue between two groups of states from two different regions - rather than as a manifestation of two regions acting jointly to perform specific functions at an 'interregional' level. The conclusion is that with the exception of the discussion on the fight against international terrorism and the cultural dialogue, the Asia-Europe dialogue rarely meets the ideal conditions for international dialogue. The way forward proposed by this book in the conclusion involves a new approach combining the European practices of multilevel governance, variable geometry and several speeds." The relationship between the EU and the Latin-American region belongs to the logics of interregionalism. This article approaches this relation especially in what the Latin-American integration is concerned. In this way, in a first moment, a conceptual panorama (from the academic implications of region, regionalism and interregionalism, among others) is offered. By the means of the documentary method, the existence of an EU's interregional strategy and its possible Americanization was verified. The obtained results showed: the existence of the UE interregional strategy as well as its concretization in the negotiation of the Free Trade Agreement (FTA) EU – CAN. The two major conclusions of this article were: First, there is a slight Americanization of this interregional European strategy. The second conclusion is that a deepening of the international presence of Europe as regional actor is observed. It means the deepening of the EU's soft power. ; Peer reviewed
