The article examines the process of formation of investigative bodies in the territory of modern Kostroma Region, starting from its formation in 1944, and until the creation of a specialised investigative unit in 2007 – the Investigative Department of the Investigative Committee of the Russian Federation in Kostroma Region. The author of the publication, on the basis of the study of archival and other little-known sources, introduces into the scientific circulation new, previously unknown information about the nature and specifics of the activities of the investigative apparatus in the indicated period of time. In the selection of material, preparation and writing of the article, such research methods as comparative analysis, elements of a systemic, biographical, dialectic and historical approaches were used. The main conclusion arising from the published material is the thesis that the establishment of the investigative apparatus in Kostroma Region was quite difficult, due to the lack of qualified personnel and the large volume of investigative and criminalistic activities. However, this process, possessing regional specifics, as a whole took place in accordance with the laws and other regulations in force at that time.

The article discusses the issues related to problems in the investigation of criminal cases from experienced investigators of the Investigative Committee established in the territory of the Republic of Crimea on March 18, 2017. The contract about acceptance of the Republic of Crimea to the Russian Federation was signed by the representatives of the Republic of Crimea (including Sevastopol) and the Russian Federation on March, 2014 and contained provisions on admitting the Republic of Crimea and Sevastopol as subjects of the Russian Federation. The transition of the Republic of Crimea under Russian jurisdiction has no modern analogs, so the analysis of the problems is of interest from a theoretical point of view and is necessary from the practical one. Criminal and procedural legislation of Ukraine has significant differences in comparison with the similar law of Russia. The article shows the peculiarities of the rules of criminal procedure of Ukraine and Russia, the problems of their application and ways of overcoming these problems during the transition period of adoption of the Republic of Crimea in the Russian Federation and established legal uncertainty in connection with it. Договор о принятии в Российскую Федерацию Республики Крым был подписан между представителями Республики Крым (включая Севастополь) и Российской Федерацией 18 марта 2014 г. и содержал положения о принятии Республики Крым и Севастополя в качестве субъектов Российской Федерации. Переход под российскую юрисдикцию Республики Крым не имеет современных аналогов, поэтому анализ возникших проблем представляет интерес с теоретической точки зрения и, главное, востребован практически. Уголовное и уголовно-процессуальное законодательство Украины имеет существенные различия по сравнению с аналогичным законодательством России. В статье указаны особенности уголовно-процессуальных норм Украины и России, проблемы их применения, пути преодоления этих проблем в условиях переходного периода принятия в состав Российской Федерации Республики Крым и сложившейся в связи с этим правовой неопределенности. Следует отметить, что многие вопросы, связанные с применением уголовно-процессуального законодательства в условиях перехода от одной законодательной системы к другой, остаются не разрешенными до настоящего времени.DOI 10.14258/izvasu(2017)3-07

Some problematic issues that arise at the junctions of various branches of law in the process of interaction between state authorities and local self-government bodies of closed administrative-territorial entities (ZATO) in the Russian Federation are considered. Successfully applying the methods of dialectical logic and analysis, as well as the general theory of social and legal constructions, the author substantiates and proposes a set of practical organizational and legal measures that can improve the quality of cooperation between the municipal authorities of ZATOs and public administration bodies, as well as solve specific problematic issues arising in the process this cooperation in various fields of activity.

The features of interaction between state authorities and municipalities (a set of local self-government bodies) of closed administrative-territorial entities (ZATO) in the field of land use are considered. The article substantiates the opinion that this interaction is carried out to a large extent within the framework of a two-level model of legal relations "the federal center — the municipalities of the closed city". In cases specified by legislation, this model includes another level of government — regional government bodies. Using the methods of dialectical cognition, as well as the general theory of constructing social and legal structures, the author substantiates and proposes a number of organizational and legal measures aimed at increasing the efficiency of interaction between public administration bodies and municipal authorities of closed administrative administrative units in the field of land use, as well as solving specific problematic issues arising in the process of this interaction.
