The Need for Re-examination of Industry Structure In rapidly changing and complex environment, the rate of change may be overwhelming. Communication within the firm is crucial to assess weaknesses and strength, make sense of the new developments and reconfigure resources to respond adequately. Firms may have to collaborate with other firms, both local and international, to secure the scarce resources that may enable them to compete with the international companies in a timely fashion as opposed to developing them internally. Such resource-acquisition may require learning the necessary know-how for acquiring and deploying the new technology, or gaining the capability for developing them with others, which may also give them additional intangibles such as collaborative advantages, reputation, brand name by association with others. The discussion suggests that smaller firms may seriously explore the option of becoming a part of a network (or networks) to attain the necessary requirements and accomplish their objectives, even though the costs may be high in the short-run; but they will enable increasing returns in the longer term. In this context, the resource-base view (RBV) of the firm provides a useful framework with which to identify valuable, rare, imperfectly inimitable and difficult to substitute resources (Barney, 1991). It also identifies the investments required to pursue international operations. However, the mere fact of identifying VRIN resources may prove insufficient to ensure competitiveness. The strategic process of renewal should emphasize resource reconfiguration, levering and deploying for catching-up with the international competition rather than mere resource selection as prescribed by the RBV. The focus not only should take into consideration the VRIN resources but also to include inimitable processes, transformation paths and positions that ensure SMEs' global competitiveness at the end, which also parallels the development of dynamic capabilities (Teece, Spence and Shuen, 1997) at the same time. The Augmenting Impact of Networks Smaller enterprises in emerging economies face major challenges in reinventing themselves rapidly and securing resources, which are further amplified due in part to the characteristics of emerging markets. Increasingly, networking is seen as a "primarily means of raising required for coordinating economic exchanges that fall in the continuum between market and hierarchies. Firms face increasing foreign competition in their domestic markets and the institutional inefficiencies that favor larger enterprises. In addition, they still do not have the requisite experience and industrial standards needed to expand into international markets. Joining, or operating through, a network can shield small firms as the network, as a whole, can be viewed as a larger firm in remedying, if not removing, some of constraints associated with the smaller and younger firms in terms of relative inexperience, limited flexibility, poor resources and capabilities . Regarding the necessary capability to navigate through macroeconomic and political fluctuations, or at times the unstable circumstances inherent in the emerging economies, Rauch argues that networks are different from markets because "their members are engaged in repeated exchanges that help sustain cooperation–collusion" and because "network members have thorough knowledge of each other's characteristics, which helps them match with each other or to refer each other to outside business opportunities" (Rauch, 200:1179). The ability to access, commercialize, and act as a broker of new resources, especially knowledge, is key to improving the competitive levels. In the case of RGEs, the concepts, and the associate practice, of social networks and the firm operating in a network are so intertwined in that it is difficult to distinguish one from the other. At the individual level, the entrepreneurs, or the owner-manager, who is the critical resource and the driver of business activities, can draw upon his social network to further enable the firm. At the firm level, the individual linkages can reinforce firm-to-firm or firm-to-network linkages. Etemad and Ala-Mutka (2006) report that the entrepreneurs of the fastest-growing firms in Canada called upon their social networks to help reduce, and even remove, barriers facing them, especially at the earlier stages of their life, at both the individual and firm levels. In the emerging countries, however, the above concepts may assume a different shade. The ownership structure of SMEs in the emerging countries economies, as briefly discussed earlier, owner- managers are likely to be personally involved in most aspects of the operations of their firms. In particular, they tend to centralize important decisions and personally manage the relationships with the key players in their environment. Furthermore, SMEs from emerging markets have been insulated from international competition for a long period of time, which has affected the ways in which their managers conducted business. Neither were managers used to highly dynamic and competitive markets, nor were they familiar with collaborating with their international competitors. Consequently, such managers' perception of independence, individualism and trust plays important roles in their decisions in becoming a member of a particular network. However, their personal ties not only may increase the social capital of the networks, it may also reduce the likelihood of opportunistic behaviors, leading to increased cooperative and collaborative behaviours among individuals and their associated firms over time; but such personal ties are likely to be more national than international. Even those who act as brokers in enlarging the SMEs' opportunity set by creating exchange and sharing information among contacts can benefit from the flow of useful information. Such cooperative relations may enable SMEs to reduce, and even remove, the adverse impact of restricted access to information regarding markets standards, international tax systems, international market opportunities, demand and supply condition, among others, which help to compensate for the lower levels of institutional development in emerging economies. According to Burt (1992: 65), the existence of a "relationship of non-redundancy between two contacts" creates social capital for the actor who is able to link up with network member that possesses complementary resources. These discussions suggest that even redundant contacts can benefit firms as they can provide several benefits: a) increase the political leverage of firms at home, b) overcome institutional and managerial constraints, c) increase the SMEs' leverage in input markets and output markets and also d) facilitate SMEs' access to managerial experience and capabilities available in the network. Bridging the Widening Gap between the Developed and Emerging Economies As discussed earlier, technological innovation is taking place at unprecedented rate. A large part of such innovation is path-dependent by nature as they are the results of firm's long-term research and development (R&D), investment and commitments to cutting-edge knowledge and advancing technology for improving upon their knowledge-based assets, productivity, competitiveness and the consequent economic growth. This is in part a way to respond to the increased competition resulting from globalization, pro-market reforms and open-door policies, among others, which are demanding higher productivity and competitiveness from firms and countries alike. No one is immune: the more competitive and productive firms and countries gain higher market share at the cost to those who are less efficient. Firms and countries are subject to a lot of similar external pressures forcing them to experience instability and flux, continuous emergence and rapid change, and overall uncertainty; but they emanate from different sources and forces. For example, firms face the dynamics of rapidly-changing relations with both the external and internal stake-holders, which have their own motivations beyond the firm's control. Similarly, the relative state of flux and instability is inherent in the change and emergence of complexity in the emerging countries due to the ongoing dynamics of global trade and investment not fully controllable by any given country, or firm, regardless of size and stage of development. However, RGEs have shown the capability and resilience in adapting to enable their growth. RGEs are also characterized by having entrepreneurial mindset, being market-oriented and adapting technology to meet their buyers' and suppliers' needs. They are learning organization in the sense that they constantly acquire, disseminate, and share both the information and its interpretation (Sinkula, 1994) with the final goal of sustaining growth in the long term. Furthermore, there is a common recognition that their growth depends on synergistic collaboration with the member of their supply and value chain. As discussed earlier, RGEs and emerging economies share relatively constrained resources and need to secure them to pursue their activities by devising innovative ways such as becoming a part of synergistic networks (Etemad 2004; Etemad, Dana and Wright 2001a), which forces a trade-offs between independent and interdependent modes of operations for securing access to vital resources to enable further growth. The added advantage of such networks is the possibility of learning from and with others through association as the rapid rate of change, emergence and complexity may not allow a firm or a country or learning by doing. Therefore, the above discussion suggests that RGEs not only are attractive models, and even instruments, for closing the gap between emerging economies, they can also grow faster than typical firms in their respective industries for augmenting growth-rates all around them. We have taken advantage of these similarities to propose a conceptual framework for the emerging economies to deploy, and learn from, RGE-like instruments to speed-up the emerging economies' growth rate. This framework is highlighted in Figure 1.Figure 1 Key Characteristics of Rapid Growing Enterprises and Emerging Economies Conclusion In light of characteristics describe in this paper, the necessary condition for a SME to ensure long-term success in international activities is to aim their sights high, transform their organizational structures for responding to challenges ahead and attain the resources required for expanding to international markets at high rates and on sustained basis. It is also crucial that SMEs expand their knowledge base to meet world-class requirements and standards. Naturally, governments can play crucial roles in at least three influential fronts directly aimed at improving upon firms' productivity, competitiveness and internationalization: a) providing adequate education aimed at the basic tools to face the competitiveness and deal with the complexity of a global economy; b) putting infrastructural support systems in place to facilitate SMEs' transition towards networked firms at home and abroad; and c) Instituting transitional subsidies and inducements for SMEs to transform towards knowledge-based assets and increasing internationalization. Although the higher levels of education allow firm managers and investors to draw resources from a pool of qualified individuals and may also increase the likelihood of transforming inventions into innovations, which is another pillar of success in the international market, it takes some time and effort and will only pay-back in the medium to longer-term; but it needs to be done sooner than later, nevertheless. Similarly, infrastructural support systems are the necessary longer-term investments. However, inducements may be very effective in terms of time and costs as well as initiating an emulative process with high and rapid multiplier effects across the population of firms. The sample of RGEs studied in this paper were young, small, pioneering and innovative firms that commercialized innovations not existing before and thus created incremental employment, income and additional wealth as opposed to resulting from shift in investments. Stated in popular terms, the RGEs presented in this paper enlarged the size of previously non-existing pie as opposed to increasing the size of the wedge of the pie at the cost to others. More importantly, their pioneering efforts set the standards for others to be emulated, thus diffusing the innovation in the allied industry. Stated differently, they rapidly constructed a bridge across barriers to unexplored landscapes that enabled further developments. From a country-level perspective, rapidly-growing enterprise may provide a viable model with an important role to play in rapid income- and wealth-creation. They may even have an important short-term impact on the economic growth of emerging economies while shifting the SMEs' emphasis is shifting from short-term aim of reaching profitability to attaining global competitiveness as soon as possible, which is the necessary condition for sustained growth in employment, revenue, income, tax-base and wealth. The distinction is noteworthy: the former is influenced by the local and short-term orientation of the investors and managers to see results, and probably exit, as quickly as possible; as opposed to international and longer orientation in the latter that invests for the long haul and expanded international opportunities, which reflects the operations of RGEs. By favoring the development of the latter-type of firms, governments will also develop an interesting policy instrument for both creating income and employment much more rapidly than the traditional models, while encouraging modernization in the industry and enhancing long-term competitiveness of the economy. The spill-over effects of RGE-type of operations should have a positive impact on the rest of the economy not only in terms of relatively-faster diffusion of knowledge, technology, best managerial practice and information about new market opportunities; but also on improve the subjective "business environment" of a country at a higher pace and in shorter time period. The demonstrative impact of such virtuous operations may even expand to the rest of the supply chain with a snowballing effect in the rest of the economy in term of improved quality-standards on the input side (e.g. intermediate goods, labor force, etc.) first and soon expanding to the entire economy. El sector de la construcción es uno de los pilares fundamentales de la economía colombiana y a pesar del repunte registrado en el presente año, viene de una etapa de recesión que se inició en 1995, que claramente se reflejó en la severa caída de la participación en el PIB, que paso de más del 4% en ese año a 1.2% en el 2000. En cada ocasión en que se presenta la construcción como sector al cual se puede acudir para la reactivación de la economía, se suscitan toda clase de discusiones sobre el impacto que genera y si el sector precede o no el ciclo general de la misma. Sobre la base de que el sector de la construcción, y en especial de edificaciones, tiene un ciclo que sucede al de la economía en general, se han tomado diversas decisiones en el país en los últimos años, sin que los resultados, a pesar de ser positivos si se miran desagregadamente, sean suficientes para iniciar un ciclo de crecimiento con la dinámica suficiente para resolver el problema fiscal y de desempleo. Uno de los aspectos principales que afectan al sector de la construcción es la falta de recursos financieros para el desarrollo de los proyectos de vivienda. En este sentido se observan unos esfuerzos gubernamentales consistentes en el reestablecimiento de nuevas líneas de crédito para financiar planes de edificación, afianzamiento del Fondo de Reserva para la Estabilización de la Cartera Hipotecaria FRECH, el establecimiento de bonos hipotecarios y ahora último, el leasing titularizado; sumados a la estrategias básicas del Gobierno en la materia, como son incremento de cuantías para subsidios a VIS, el seguro de desempleo y los beneficios tributarios a las cuentas de Ahorro para el Fomento de la Construcción AFC. Estas estrategias de gobierno han generado serias dudas en el gremio de constructores y en las Corporaciones de Ahorro y Vivienda, quienes reclaman un marco regulatorio estable y un mercado de capital que permita asegurar la confianza necesaria en la inversión. Every time construction is presented as a sector that can be turned to for the reactivation of the economy, all kinds of discussions are raised about the impact it generates and whether or not the sector precedes the general cycle of it. On the basis that the construction sector, and especially buildings, has a cycle that follows that of the economy in general, various decisions have been made in the country in recent years, without the results, despite be positive if viewed disaggregated, are sufficient to start a growth cycle with enough dynamics to solve the fiscal and unemployment problem. One of the main aspects affecting the construction sector is the lack of financial resources for the development of housing projects. In this sense, there are government efforts consisting of the reestablishment of new credit lines to finance building plans, consolidation of the Reserve Fund for the Stabilization of the Mortgage Portfolio FRECH, the establishment of mortgage bonds and now last, the securitized leasing; added to the basic strategies of the Government in the matter, such as increase of amounts for subsidies to VIS, unemployment insurance and tax benefits to the Savings accounts for the Promotion of Construction AFC. These government strategies have generated serious doubts in the builders' union and in the Savings and Housing Corporations, who demand a stable regulatory framework and a capital market that ensures the necessary confidence in investment. From the foregoing it can be deduced that a possible factor not recognized by state corporations is that their policies and pronouncements in investment promotional materials have had an inward orientation rather than a Marketing orientation; They have responded to the internal needs of their organizations rather than satisfy the interests of investors willing to promote the development sector.
Dicho proyecto tiene como objetivo el realizar un análisis sobre cuál es el funcionamiento de la regulación energética española, para entender el funcionamiento del método de subastas en España y analizar el soporte regulatorio real que se les ofrece a las instalaciones de energía renovable ; El sistema eléctrico español ha experimentado cambios importantes en las últimas décadas. Sin embargo, esto continuará, el progreso de la tecnología y la regulación / desregulación conducirán a un mayor movimiento y cambios en el mercado. Entre la interrupción que creará la nueva tecnología hay, sin embargo, problemas más inminentes, ya que es probable que sucedan en el corto plazo. El sistema español, se liberalizó originalmente en 1997 cuando se introdujo la Ley de Electricidad (54/1997). Desde entonces, el sistema eléctrico en España ha sufrido una transformación bastante relevante que ha causado problemas importantes en todos los niveles. Los problemas que afectaban al gobierno, las empresas de servicios públicos, los usuarios finales, los inversores de renovables, los bancos, etc., ponían en riesgo todo el sistema. Durante todo este período, el gobierno español no estuvo inactivo. En el camino, se publicaron una serie de nuevas reglas y piezas legales con el fin de abordar partes del problema que, sin embargo, siempre fue creciendo. Como resultado de todas las cuestiones acumuladas a lo largo del tiempo, el sistema eléctrico español experimentó una gran transformación durante 2013, cuando el Gobierno español introdujo varios cambios que modificaron la estructura general de la regulación de la electricidad. Los cambios ocurridos en el sector eléctrico español desde 1997, la falta de garantía de la estabilidad financiera del sistema eléctrico y la dispersión regulatoria llevaron al Gobierno español a aprobar una nueva ley del sector eléctrico en diciembre de 2013 ("LSE"). Se discuten las implicaciones de los cambios regulatorios que ha habido recientemente en el sector, y como eso puede afectar a la financiación de los proyectos. The changes occurred in the Spanish electricity sector since 1997, the lack of guarantee of the financial stability of the electricity system and the regulatory dispersion led the Spanish Government to approve a new electric sector law in December 2013 ("LSE"). [spa] La República Dominicana desde hace décadas ha venido presentando un importante déficit habitacional, debido a los altos niveles de pobreza registrados, los bajos salarios percibidos por la gran mayoría de la población, los obstáculos a la financiación hipotecaria, la cultura de la vivienda en propiedad como única alternativa y las deficientes políticas públicas en materia de vivienda, entre otros factores importantes. Es por ello que el legislador dominicano promulgó la Ley 189-11, para el desarrollo del mercado hipotecario y el fideicomiso. Esta normativa está orientada a procurar dinamizar, especialmente, el mercado financiero y el sector inmobiliario; así como incentivar la participación privada a la solución del problema de la vivienda, flexibilizando el mercado de financiación e introduciendo nuevos instrumentos para la captación de recursos destinados a la vivienda. La relativamente reciente entrada en vigor de la referida Ley pone de relieve, además, las virtudes de la figura del fideicomiso como estructura asociativa para el emprendimiento de magna proyectos inmobiliarios, destacando su versatilidad, elasticidad y seguridad para el desarrollo de estas inversiones. No obstante, en el presente estudio, aunque se celebran los avances alcanzados con la introducción de esta normativa, se destacan puntos importantes que deben revisarse para el desarrollo efectivo de la misma. Entre estos cabe mencionar que a pesar de que el Estado dominicano se presenta abierto a la inversión extrajera, considerando la inversión inmobiliaria como inversión directa extranjera destacada, no ha contemplado una participación activa de este sector en la solución del déficit habitacional dominicano, pues el marco normativo dominicano carece de políticas activas de captación de este tipo de inversión extranjera, y el Estado se presenta inerte a la celebración de tratados bilaterales o multilaterales de inversión, acuerdos para evitar la doble imposición fiscal e incluso ha limitado la participación extranjera en los fideicomisos mixtos (público-privado) para el desarrollo de proyectos inmobiliarios de bajo costo. Por otra parte, en el presente trabajo de investigación, se pretenden destacar las bondades de la inversión indirecta, nacional y extranjera, en el mercado inmobiliario a través de la figura del fideicomiso y, especialmente, la necesidad de equilibrar los incentivos a las distintas modalidades de inversión inmobiliaria, entre estas, la necesidad de impulsar los fideicomisos de inversión inmobiliaria dedicados al alquiler o alquiler con opción a compra como instrumentos de inversión extranjera y medio de acceso a la vivienda digna. Finalmente, el trabajo destaca la necesidad de completar la normativa 189-11, de acuerdo con las experiencias positivas de legislaciones más desarrolladas, abrir esta normativa a la participación extranjera o, en su caso, de implementar una ley especial que regule e incentive el desarrollo de los fideicomisos dedicados al sector inmobiliario para el alquiler con participación extranjera (como los REIT estadounidense o los FIBRAS mexicanos), aunque con medios de control que permitan garantizar una importante inversión en viviendas económicas, sin que estos instrumentos se concentren en otros sectores inmobiliarios u obvien el sector residencial como viene pasando en la actualidad en otros Estados. ; [eng] The Dominican Republic has been suffering a significant housing shortfall for decades due to different factors, such as high levels of poverty, low salaries received by the large majority of the population, presence of obstacles preventing the possibility of getting financing through mortgage, culture of ownership as the only way to get access to housing, ineffective housing policies and other important causes. That is why the Law 189-11 has been incorporated into the Dominican legal framework, aiming at developing the mortgage market and the trust institution. This regulation contributes to the development, especially, of the financial market and of the real estate sector; as well as it encourages private participation to solve the housing problem while making the financing market more flexible and creating new instruments to attract financial resources for housing. The relatively recent implementation of the aforementioned law also highlights the virtues of the trust figure as an associative structure for the big scale real estate projects, emphasizing its versatility, elasticity and security for the realization of these investments. However, although this research shows the progress made due to the implementation of this regulation, it also highlights some important points that must be reviewed in order to provide an effective development of this figure. For example, despite the fact that the Dominican State is open to foreign investment –considering direct foreign investment in real estate especially effective–, it has not contemplated the active foreign participation as an option in this structure, although it could be a solution for the Dominican housing shortfall. This situation can be explained by the lack of legal regulation and policy aimed to attract this type of foreign investment within the Dominican Republic legal framework. The State is inactive when it comes to the celebration of bilateral or multilateral investment agreements or treaties aimed to avoid double taxation; it has even limited foreign participation in mixed trusts (public-private) created for the development of low-cost real estate projects. Nevertheless, we intend to highlight the benefits of domestic and foreign indirect investment in the real estate market through the figure of trust and, especially, to show the need to balance the incentives to the different modalities of real estate investment. Among these, we find the need to promote the real estate investment trusts dedicated to rent or to rent with option of purchase as foreign investment instruments and means of access to decent housing. Finally, the work highlights the importance of complying with the normative 189-11, based on the positive experience of legislations in more developed countries; it also highlights the need for possible foreign investors interested in participating in this structure, as well as the need to adopt a special law that regulates and encourages the development of trusts dedicated to the real estate sector for renting with foreign participation (such as US REITs or Mexican FIBRAS), although it should be controlled in order to guarantee the investment in affordable housing, which is also important, and to avoid the concentration of these instruments in other real estate sectors or the exclusion of residential sector as it happens in other States. ; [cat] La República Dominica des de fa dècades ha vingut presentant un important dèficit habitacional, a causa dels alts nivells de pobresa registrats, els "baixos salaris", percebuts per la gran majoria de la població, els obstacles al finançament hipotecari, la cultura de l'habitatge en propietat com a única alternativa, o les polítiques públiques ineficaces en matèria d'habitatge, entre altres factors importants. És per això que s'ha introduït al marc jurídic dominicà la Llei 189-11, per al desenvolupament del mercat hipotecari i el fideïcomís, una normativa que procura dinamitzar, especialment, el mercat financer i el sector immobiliari, així com incentivar la participació privada a la solució del problema a l'habitatge, flexibilitzar el mercat de finançament i introduir nous instruments per a la captació de recursos destinats a l'habitatge. La relativament recent introducció de la referida Llei destaca, a més, les virtuts de la figura del fideïcomís com a estructura associativa per a l'emprenedoria de projectes immobiliaris, destacant la seva versatilitat, elasticitat i seguretat per al desenvolupament d'aquestes inversions. No obstant això, el present estudi, tot i celebrar els avanços aconseguits amb la introducció d'aquesta normativa, destaca els punts importants que han de revisar-se per tal d'obtenir un desenvolupament efectiu de la mateixa. Entre aquests s'ha de mencionar que, encara que l'Estat dominicà es presenta obert a la inversió estrangera (considerant la inversió immobiliària com a inversió directa estrangera destacada), no ha contemplat una participació activa d'aquest sector en la solució del dèficit habitacional dominicà, perquè el marc normatiu dominicà no gaudeix de polítiques actives de captació d'aquest tipus d'inversió estrangera; aiximateix, l'Estat es presenta inert a la celebració de tractats bilaterals o multilaterals d'inversió, acords per a evitar la doble imposició fiscal i, fins i tot, ha limitat la participació estrangera en els fideïcomisos mixtos (púbic-privat) per al desenvolupament de projectes immobiliaris de baix cost. D'altra banda, es pretenen destacar les bondats de la inversió indirecta, nacional i estrangera, en el mercat immobiliari a través de la figura del fideïcomís, especialment, la necessitat d'equilibrar els incentius a les diferents modalitats d'inversió immobiliària, i,entre aquestes, la necessitat d'incentivar els fideïcomisos d'inversió immobiliària dedicats a la renda, o a la renda amb opció a compra, com a instruments d'inversió estrangera i mitjà d'accés a l'habitatge digne. Finalment, el treball destaca la necessitat de completar la normativa 189-11, d'acord amb les experiències positives de legislacions més desenvolupades, d'obrir aquesta normativa a la participació estrangera, o si escau, d'implementar una llei especial que reguli i incentivi el desenvolupament dels fideïcomisos dedicats al sector immobiliari per a la renda amb participació estrangera (com els REIT estatunidencs o els FIBRES mexicans), encara que amb mitjans de control que permetin garantir una important inversió en habitatges econòmics, sense que aquests instruments es concentrin en altres sectors immobiliaris o obviïn el sector residencial com ve passant actualment a altres Estats.
El estudio llevado a cabo presenta en su parte inicial una breve descripción del sector de minería en el Perú y de la situación de la minería de zinc y plomo mundial. También se describe a Centromin Perú y a su Unidad de Negocios Cerro de Pasco. Empezando con un diagnóstico, se levó a cabo el análisis del entorno en el que se encuentra la Unidad de Negocios y el análisis de su situación interna. En el primer punto, se analizaron los factores del macroentorno tales como los factores políticos legales, socio cultúrales, económicos, tecnológicos y ambientales, encontrándose un entorno con condiciones favorables, sobre todo en tas políticas, tributarias y económicas. Asimismo se hizo una revisión del entorno internacional, en donde se revisó el nivel de inversiones, la cotización de los metales y niveles de oferta y demanda de concentrados de zinc y plomo. Se encontró que en términos generales en los últimos años el nivel de inversiones hacia Latinoamérica ha crecido sustancialmente. En cuanto a la determinación de los precios de los metales, según los analistas se debe incluir la producción mundial primaria como la secundaria, los stocks del metal y el consumo mundial. Además de estas variables hay que tomar en cuenta la influencia de las fuerzas de especulación, los inversionistas de bolsa que optan por coberturarse así como los factores del entorno, tanto políticos, sociales, ambientales, naturales, etc. Se realizó el análisis de las ventajas competitivas del Perú en el sector minero, llegando a la conclusión de que el país posee condiciones favorables de los factores básicos, así como en estructura y estrategia de las empresas dentro del sector, encontrando una posición intermedia en lo referente a las condiciones de la demanda y la calidad de los sectores conexos y de apoyo, sobre todo en lo referente a maquinaria y tecnología. Asimismo, el gobierno ha jugado un papel muy importante en los últimos años para darle atractivo al sector por medio de reformas en los marcos tributarios y legales. En el tercer capítulo se realizó el análisis interno de la Unidad de Negocios Cerro de Pasco. Se realizó un análisis funcional que abarcó las diferentes actividades que desarrolla la Unidad. El análisis evidenció que la empresa se encuentra en una posición interna fuerte, las principales fortalezas de gestión se generan como consecuencia del aprovechamiento de ventajas externas antes que del desarrollo de capacidades internas, mientras que las principales debilidades son consecuencia de malas gestiones anteriores. Así se tiene que las fortalezas se relacionan con la parte operativa por el lado da los costos y con los recursos humanos por el lado de la experiencia y calificación del personal. En cuanto a las debilidades estas se dan principalmente en el aspecto tecnológico y en los problemas socioeconómicos inherentes a la mina. Las principales fortalezas encontradas son: la ley de mineral de zinc por encima del promedio, personal de operación altamente calificado, costos totales debajo del promedio además de tener una cartera de dientes con las que se ha mantenido buenas relaciones. Las principales debilidades identificadas fueron los bajos niveles de productividad, la baja inversión en exploraciones de nuevos yacimientos que ocasionan la corta vida del tajo abierto, tecnología antigua en las operaciones minero-metalúrgicas, falta de un sistema de información gerencial, altos costos logísticos y la presencia de altos contenidos de fierro en los minerales que hacen bajar la valorización de los concentrados. El cuarto capitulo está dedicado a ka problemática social en Cerro de Pasco. En este sentido, la problemática social abarca la dificultad para la expansión de las operaciones mineras en áreas colindantes a la ciudad, el abastecimiento de los servicios de agua y desagüe, al mantenimiento de las viviendas del personal y todo lo relacionado con el aspecto ambiental. En el quinto capitulo se realiza un análisis del impacto ambiental de las operaciones de la mina Cerro de Pasco. Asimismo se presenta con detalle el Programa de Adecuación y Manejo Ambiental ("PAMA") y las medidas de mitigación aplicadas después de la Evaluación Ambiental Preliminar (EVAP). Por último, considerando los objetivos estratégicos de la Mina Ceno de Pasco, se han identificado las estrategias más adecuadas para la Unidad, que en términos genéricos serian: Mejoramiento de imagen ante la opinión pública Incremento de la vida de la mina Mantenimiento del nivel de producción total Mejoramiento de utilidades de la unidad. En resumen, las conclusiones finales del estudio son: El Sub sector de concentrados se presenta moderadamente atractivo para la Inversión» debido a las expectativas de crecimiento a futuro y las altas barreras de ingreso. A nivel país, se concluye que el Perú tiene ventajas competitivas en el sector minero. Del análisis interno se concluye que la U.N. Cerro de Pasco tiene una estructura interna caracterizada por las fortalezas que sobrepasan a sus debilidades. La problemática social y política actual de la ciudad de Cerro de Pasco, colindante con la mina constituye un alto sobre costo social que podrían influir en la perdida de competitividad de la mina Cerro de Pasco. Existen pasivos ambientales que representan un costo adicional para la mitigación de los problemas no tratados con anterioridad. Como recomendaciones a seguir por la Unidad de Negocios Cerro de Pasco se ha propuesto lo siguiente: Poner mayor énfasis en las operaciones subterráneas debido a que en el mediano plazo la explotador a tajo abierto pasaré a ser inviable, Invertir en las exploraciones dentro del área de producción. Implementar programas de mejoramiento de imagen institucional. Implementar programas para el aumento de eficiencia del personal. Invertir en tecnología para mejorar la calidad de los concentrados Aumentar la inversión en exploraciones de zonas cercanas a operaciones mineras. Separar los servicios básicos de la ciudad respecto de la actividad minera ; This study shows in its rnitial part a brief description about the Peruvian mining sector and the world zinc and tead mining situation. Centromin Perú and its Business Unit Cerro de Pasco (Unidad de Negocios Cerro de Pasco) are also descríbed. Begínníng with a diagnosis, it was carried out the background analysis of the Business Unit and the analysis concerning its infernal situation. In the first chapter, factors of the macrosituation were analyzed. such as legal political, social cultural, economic, technological and environmental factors, there being a background with favorable conditions, mainly in political, tax, and economic conditions. The international background was ateo reviewed considering the investment tevel, metal valué and suppty and demand levéis of zinc and tead concéntrales. In general terms, it was found that the investment tevel in Latín America has increased substantially in the last years. With regard to the determination itself of the metal prices, accordíng to the analysts, it should be included the world production as well as the secondary production, metal stocks and world consumption. In addition to these variabtes, it is necessary to take into account the influence of speculation forces, stock market investors who opt to cover themselves, as welt as the background factors (political, social, environmental, natural, etc.) It was periormed the analysis of the Peruvian competitivo advantages in the mining sector. It was concluded that the country owns favorable conditions from the basic factors, both in structure and strategy of enterprises within the sector, finding an intermediate position regarding to the demand conditions and quality of connecting and supporting sectora, mainly with respect to machinery and technology. Likewise, government has played a very important role in the last years to make the sector attractive by means of reforms in tax and legal aspeóte. In the third chapter, it was carried out the interna! analysis about the Business Unit Cerro de Pasco (U.N. Cerro de Pasco). It was performed a functional analysis that included the different activities developed by the Unit. The analysis showed that the company is in a strong intemal position. The main management strengths are generated as a consequence of the exploitation of external advantages before the devetopment of internal capacities, white the main weaknesses are a consequence of bad previous managements. Thus, strengths are related to the operational part on the side of coste and to the human resources on the side of personnel experience and qualffication. In retation to the weaknesses, these are produced basically in the technological aspect and in social economía probtems inherent in the mine. The main strengths found are: the grade of zinc ore above average. highly qualified operation personnel, total costs betow average, besides having a dient portfolio whicti it has had a good relationship with. The main weaknesses identified were: the k>w levéis of productivity, tow investment in prospecting of new deposite that causes the short litetime of open pit, oíd technology used in mining metallurgic operations, lack of a management Information system, high togistrc costs and the presence of high contente of ¡ron in minerals which get the concéntrales valuation decreased. The fourth chapter deate with the social problems in Cerro de Pasco. On this subject, the social problems include the difficulty for expanding mining operations in áreas adjacent to the city, the supply of water and drainage sen/ices, the personnel housing maintenance and all facts connected with the environmental aspect. In the fifth chapter it is carried out an environmental impact analysis about the operations in Cerro de Pasco mina it is also detailed the Environmental Management and Adjustment Program (Programa de Adecuación y Manejo Ambiental – ("PAMA") and the mitigation measures applied after the Preliminary Environmental Assessment (Evaluación Ambiental Preliminar - "EVAP"). Lastly, considering the strategic objectives drawn up by Cerro the Pasco Mine, the most adequate strategies identified for the Unit in general terms woukf be: Image improvement befare the public opinion Increase of mine lifelime Maintenanceof total production level. Improvement of Unit profits. In short, the final conclusions of study are: The subsector of concentrales appears moderately atlractive for the investment, due to the growing expectations in the futura and the high incorne barriere. At level of country, it is concluded that Peru has competitive advantages in the mining sector. From the intemal analysis, it is concluded that the Business Unit Cerro de Pasco (U.N. Cerro de Pasco) has an intemal structure characterized by the strengths that exceed its weaknesses. The present social and political problems of Cerro de Pasco city. adjacent to the mine, constitute a high social additional cost, which rnight have an influence over the competitiveness loss in Cerro de Pasco mine. There are environmental liabilities that represent an additional cost for the solutron of problems previously unsolved, As recommendations to be followed by the Business Unit Cerro de Pasco (U.N. Cerro de Pasco), there are the following proposals: To emphasize the underground operation because, at medium temi, the open pit exploitation will be unfeasible. To invest in exploralions within the production area. To implement improvement programs of instilutional image. To implement programs for personnel efficiency increase. Innovation is a core topic for the social and administrative sciences concerned with organizations management. Hence the name of our journal: INNOVAR, depicted as action and reflection. Insights about innovation are diverse, ranging from the importance of change in production techniques pointed out by Marx, to the structural vision by Schumpeter and the Neo-Schumpeterians about creative destruction as one of the drivers of capitalist development (Chang, 2016). In recent decades, innovation has been gaining an increasingly prominent role in economic and organizational processes due to the emergence and consolidation of the so-called "knowledge-based society" (Drucker, 1994; Castells, 1996; Dubina, Carayannis & Campbell, 2012).Innovation demands the confluence of multiple factors and dimensions, such as creativity, science and technology, the interactions between University, business and society, as well as competition, the role of the State and innovation financing, among others. Precisely, the intersection between the role of the State and innovation financing has been one of the research interests of the Italian economist Mariana Mazzucato. In her book The Entrepreneurial State - Debunking Public vs. Private Sector Myths, Mazzucato (2016) advocates for a change in the understanding of the role of the State within innovation processes. Using empirical evidence from the sectors of communications technology (exemplifying companies like Apple), renewable energies and the pharmaceutical sector, Mazzucato points out to the active and paramount role of the State in contemporary innovation, considering that states have been investors and executors of projects in the base of innovations such as the touch screen, the cps, the Internet or Siri, which were later exploited by private companies. Whether in the field of military defense, aeronautics or the energy sector, investments by the State and the resulting projects have been vital for the conception and subsequent diffusion of innovations. The characteristics of high-risk investments that can be undertaken by the State added to the way it brings together and articulates multiple capacities and institutions, constitute transmission chains that are essential for innovation.Mazzucato's contribution is questioning a series of myths around innovation that suggest this phenomenon arises only by the activities of private entrepreneurs and investors. This perspective, now dominant, demands a downsized State focused on encouraging private forces, so that the invisible hand and competition promote the emergence of new knowledge leading to innovations. Mazzucato's book (2016) opens wide paths for research since it does not deny the relevance of companies and innovative entrepreneurs, but it calls to recognize, characterize and assess the importance of public organizations and projects in the dynamics of innovation. All of this encourages the academic research interests of INNOVAR, to which we summon Ibero-American academic community of the Management Sciences.Our current issue is made up by four of our traditional sections: Strategy and Organizations, Marketing, Human Factor, and Business Ethics. These gather ten papers by Colombian and international partners.Three research papers are published in Strategy and Organizations section.As a results of an international cooperation, Professors Julio César Acosta, from Externado de Colombia University, Mónica Longo-Somoza, from the Council of Education of the Community of Madrid - Spain, and María Belén Lozano, from the University of Salamanca - Spain, introduce their work "Does Family Ownership Affect Innovation Activity? A Focus on the Biotechnological Industry". This work tried to identify the profile of innovative firms in order to analyze whether family ownership is a feature related to innovation initiatives and processes. For that purpose, a hierarchical cluster analysis is performed in a sample of 243 Spanish companies within the biotechnology sector. It is concluded from the study that innovative Spanish firms belonging to this sector are non-family-owned firms. The negative relationship between innovation and family ownership could be explained by the conservative behavior of family-owned companies, which avoid taking the risks demanded by innovation.Professors Valentin Azofra, from the University of Valladolid - Spain, Magda Lizet Ochoa, from the Autonomous University of Tamaulipas - Mexico, and Begoha Prieto and Alicia Santidrian, from the University of Burgos - Spain, present the paper "Creating Value through the Application of Intellectual Capital Models". This research aims to link both the adoption level and the use of intellectual capital models with the creation of value in companies under a long-term perspective. Empirical work involved the selection of companies showing commitment towards the use of information systems on intellectual capital. Based on information from 79 Spanish companies a model was developed and then applied in order to relate the variables of growth in sales, productivity per employee and intellectual capital index, among others, to the adoption level and use of indicators on intellectual capital. Results show that companies with higher levels of intellectual capital models report better indexes related to aforementioned variables, which represent, in turn, greater creation of value.Additionally, independent researcher Giuseppe Vanoni and Professor Carlos Rodriguez from the National University of Colombia authored the paper "Growth Strategies Implemented by Economic Groups in Ecuador (2007-2016)", a study intended to identify growth strategies of 132 economic groups in Ecuador during the time frame previously stated. After a complete literature review and the introduction of the conceptual notions of "economic group" and "growth strategy", empirical work shows that a specialization-based concentration strategy prevails among the studied groups. Furthermore, this work allowed concluding that Ecuadorian economic groups belong to some specific families, and that the economic stability experienced by this country over the course of the period under study had a direct influence on the concentration strategy by specialization adopted by economic groups.Marketing section in this issue of INNOVAR introduces four papers.Brazilian researchers Celso Ximenes and Josemeire Alves, and Professors Gabriel Aguiar, from the Faculdade Mauricio de Nassau, and Danielle Miranda de Oliveira, from the Uni-versidade Estadual do Ceará in the city of Fortaleza - Brazil, take part in this issue with the work "You Solved my Problem, but I Won't Buy from You Anymore! Why Don't Consumers Want to Go Back Doing Business in Online Stores?". This study set as its main goal to understand the motives driving online consumers not to make new purchases when experiencing troubles with purchase processes, even when inconveniences were solved. Following a qualitative approach and based on a sample of 200 complaints over four e-commerce enterprises, a descriptive focus allowed classifying the possible problems and solutions deployed by companies. Results point that consumers manifest their wish of not making further purchases with the same company due to problems with logistics as well as delays with problemsolving and handling complaints.From the University of Seville in Spain, Professors Carlos Javier Rodríguez and Encarnación Ramos add to this current issue the paper "Influence of Religiosity and Spirituality on Consumer Ethical Behavior", whose objective is to analyze consumers' ethical behavior. For this reason, a model of structural equations relating the scales of religiosity and spirituality and contrasting the results of 286 surveys to Spanish citizens is developed. The study implied resizing the Consumer Ethics Scale based on the results found in the literature in order to fit the purposes of this work. The paper concludes by presenting evidence on the existence of a relationship between religiosity-spirituality and the ethical behavior shown by consumers.Professors Alejandro Tapia, associated to the University Loyola Andalucía, and Elena Martín Guerra, from the University of Valladolid, both institutions in Spain, are the authors of "Neuroscience and Advertising. An Experiment on Attention and Emotion in Television Advertising". This paper presents the results of a neuroscience experiment applied to advertising, whose purpose was to study how attention and the generation of emotional responses influence the recall of w spots. The experiment was carried out in a group of 30 students aged 18-22, who were exposed to advertising spots of the University of Valladolid. Results from this exercise show important aspects influencing attention and emotion towards the spots, both positively and negatively, among them: comic content, language, loudness or negative and sad contents, and some others.From the Center of Economic and Management Sciences at the University of Guadalajara - Mexico, Professors José Sánchez, Guillermo Vázquez and Juan Mejía sign the work "Marketing and Elements Influencing the Competitiveness of Commercial Micro, Small and Medium-Sized Enterprises in Guadalajara, Mexico". This study seeks to state the correlation between different key marketing elements that impact micro, small and medium-sized enterprises of clothing items in Guadalajara, Mexico. Based on structural equation modelling, strategies, knowledge and planning in marketing were identified as determinants for the competitiveness of this type of companies. Empirical work used a sample of 380 companies of the retail-clothing sector. The results confirm a positive and significant correlation between key marketing factors and competitiveness, where marketing factors are decisive for companies within the sector, which have been regarded as the weakest link in Mexican economy.Our Human Factor section gathers two studies derived from research processes.We include the paper titled "Subjectivity and Power in Business Organizations: A Case Study", authored by Adriana Valencia Espinosa, Professor at the University of Valle -Colombia. This work was praised as one of the best lectures presented during the First International Congress on Organizations Management that was venued at the National University of Colombia. The objective of this research was to understand the impact of business organizations on the subjectivity of employees, emphasizing the implications of labor breakdown (the termination of a contract). The case study is carried out at a renowned company in Valle del Cauca - Colombia, whose core business, among other lines, is mass printing and editorial processes. This paper addresses testimonies by key participants, that is, workers who experienced labor ruptures with the company. The article also identifies some mechanisms deployed by the organization in the process of sensemaking and the creation of meaning for subjectivity mobilization.Professors Matias Ginieis, María Victoria Sánchez and Fernando Campa from the Rovira i Virgili University, in Spain, present in this issue the paper "How much is the Staff According to the Type of Airline and its Geographical Location in Europe? A Comparative Analysis". This research study was aimed at determining the link between the costs per employee, the types of airlines (traditional or low cost) and the different geographical locations of the headquarters of the studied airlines (Western Europe, Eastern Europe, the United Kingdom and the Nordic countries). A total of 152 airlines were analyzed during the period 2008-2013. Based on statistical correlation tests it was possible to determine there is no relationship between the type of airline and staff-related costs.Last but not least, our Business Ethics section presents a research paper for this issue of INNOVAR.At the University of Zaragoza in Spain, Professors Francisco José López and Ana Bellosta contribute to this issue with the work titled "Corporate Social Responsibility and Good Corporate Governance practices in Spanish Ethical Mutual Funds: Analysis of Investee Companies". This paper studies the type of firms composing the portfolio of Spanish ethical mutual funds, characterizing such companies on the basis of the Corporate Governance model they follow, their organizational structure and some of their economic and financial variables. Different models of Corporate Governance by investee companies and their relationship with financial variables are presented and then evaluated. Results show that companies under the German corporate governance model are preferred by ethical mutual funds, followed by those companies with Anglo-Saxon corporate governance models, which means that, for allocating resources, ethical mutual funds take an interest in companies that involve different stakeholders in their governance processes.We are sure these contributions will be of great interest for the academic community of the Social and Management Sciences both in Colombia and abroad. ; La innovación es un tópico medular para las ciencias sociales y administrativas preocupadas por la gestión de las organizaciones. Las concepciones sobre la innovación son diversas y van desde la importancia del cambio en las técnicas de producción, señalado por Marx, hasta la visión estructural de Schumpeter y de los neoschumpeterianos, según la cual la destrucción creativa es uno de los motores del desarrollo capitalista (Chang, 2016). En las últimas décadas, la innovación ha venido ganando un lugar cada vez más protagónico en los procesos económicos y organizacionales, por el surgimiento y consolidación de la llamada "sociedad del conocimiento" (Drucker, 1994; Castells, 1996; Dubina, Carayannis y Campbell, 2012).La innovación requiere la confluencia de múltiples factores y dimensiones, como la creatividad; la ciencia y la tecnología; las relaciones entre universidad, empresa y sociedad; la competencia; el papel del Estado, y la financiación de la innovación, entre otros. Precisamente, la intersección entre el papel del Estado y la financiación de la innovación ha sido uno de los temas de investigación de la economista italiana Mariana Mazzucato. En su libro El Estado emprendedor. Mitos del sector público frente al privado, Mazzucato (2016) aboga por un cambio en la comprensión del papel del Estado en los procesos de innovación. Con evidencia empírica de los sectores de tecnología de las comunicaciones (ejemplarizando con empresas como Apple), las energías renovables y del sector farmacéutico, Mazzucato señala que el Estado ha tenido un papel activo y determinante en la innovación contemporánea, debido a que ha sido inversor y ejecutor de proyectos que están en la base de innovaciones como la pantalla táctil, el CPS, Internet o Siri, que luego son aprovechadas por empresas privadas. Bien sea en el campo del sector defensa, el aeronáutico o el energético, las inversiones del Estado y los proyectos que ejecuta han sido vitales para la gestación y posterior difusión de las innovaciones. Las características de las inversiones de riesgo, que puede ejecutar el Estado, y la forma como congrega y articula múltiples capacidades e instituciones se constituyen realmente en cadenas de transmisión vitales para la innovación.La aportación de Mazzucato (2016) consiste en cuestionar una serie de mitos sobre la innovación, que plantean que tal proceso emerge solo en virtud del actuar de emprededores e inversores privados. Desde esa mirada, hoy dominante, se reclama un Estado mínimo, concentrado en incentivar las fuerzas privadas, para que la mano invisible y la competencia promuevan el surgimiento de nuevos conocimientos que desemboquen en innovaciones. El libro de Mazzucato (2016) abre un sinfín de oportunidades de investigación, puesto que no niega la relevancia de la empresa y los emprendedores innovadores, sino que nos convoca a reconocer, caracterizar y evaluar la importancia de las organizaciones y los proyectos públicos en la dinámica de la innovación. Este trabajo buscó identificar el perfil de las empresas innovadoras, para analizar si la propiedad familiar es una característica que se relaciona con las iniciativas y procesos de innovación. En la investigación se realiza un análisis clúster jerárquico con una muestra de 243 empresas españolas del sector de la biotecnología. Se concluye que las empresas españolas que innovan en este sector no son empresas de propiedad familiar. La relación negativa que se encuentra entre innovación y propiedad familiar, puede ser explicada porque las empresas familiares en tal industria son conservadoras y evitan tomar riesgos como los que la innovación reclama.Los profesores Valentín Azofra, de la Universidad de Valladolid, España; Magda Lizet Ochoa, de la Universidad Autónoma de Tamaulipas, México, y Begoña Prieto y Alicia Santidrián, de la Universidad de Burgos, España, aportan el artículo "Creando valor mediante la aplicación de modelos de capital intelectual". La investigación pretende vincular el nivel de implantación y uso de modelos de capital intelectual con la creación de valor en la empresa, desde una perspectiva de largo plazo. Para el trabajo empírico se seleccionaron empresas que muestran compromiso hacia la utilización de sistemas de información sobre el capital intelectual. Con base en información de 79 empresas españolas, se realizó y aplicó un modelo para relacionar las variables de crecimiento en ventas, productividad por empleado, índice de capital intelectual, entre otras, con el nivel de uso e implantación de indicadores sobre capital intelectual. Los resultados evidencian que las empresas con mayores niveles de implantación de modelos de capital intelectual presentan mejores índices de productividad, crecimiento en ventas y eficiencia del capital intelectual, es decir, mayor creación de valor.Por otra parte, en una colaboración interinstitucional, el investigador independiente Giuseppe Vanoni, y el profesor Carlos Rodríguez, de la Universidad Nacional de Colombia, suscriben el artículo titulado "Estrategias de crecimiento implementadas por los grupos económicos del Ecuador (2007-2016)", con la que se pretende identificar las estrategias de crecimiento de 132 grupos económicos en el Ecuador, durante el periodo señalado. Luego de una importante revisión de la literatura y de la definición conceptual de "grupo económico" y de "estrategia de crecimiento", el trabajo empírico muestra que prevalece una estrategia de concentración, basada en la especialización. Se concluye que los grupos económicos en Ecuador son pertenecientes a familias concretas. La estabilidad que vivió el país en los años del estudio influyó en la estrategia de concentración por especialización de los grupos económicos.La sección de Marketing del presente número de INNOVAR está conformada por cuatro artículos.Los investigadores brasileños Celso Ximenes y Josemeire Alves, y los profesores Gabriel Aguiar, Facultade Mauricio de Nassau, y Danielle Miranda de Oliveira, de la Universi-dade Estadual do Ceará, en Fortaleza-Brasil, participan con el trabajo "Resolveram meu problema, porém nao compro mais! Por que os consumidores nao desejam voltar a fazer negócios com Lojas Virtuais? El trabajo se planteó como objetivo comprender los motivos que llevan a los consumidores online a no realizar nuevas compras, cuando tuvieron problemas en el proceso, pese a que tales problemas hubiesen sido resueltos. Desde un enfoque cualitativo, con base en 200 quejas de cuatro empresas que venden sus productos en Internet, se realizó un trabajo descriptivo y cualitativo que permitió categorizar los posibles problemas y las soluciones desplegadas por las empresas. Los consumidores expresan su voluntad de no realizar otra compra con la misma empresa por problemas logísticos, demora en resolución del problema y demora en la atención de la queja.De la Universidad de Sevilla, España, los profesores Carlos Javier Rodríguez y Encarnación Ramos aportan a esta edición el artículo titulado "Influencia de la religiosidad y la espiritualidad en el comportamiento ético del consumidor". El objetivo de la investigación es analizar el comportamiento ético del consumidor, para lo que realiza un modelo de ecuaciones estructurales que relaciona las escalas de religiosidad y espiritualidad, y que contrasta los resultados de 286 encuestas realizadas a ciudadanos españoles. La investigación implicó redimensionar la Consumer Ethics Scale, con base en los resultados encontrados en la literatura y con el propósito de ajuste perseguido en el trabajo. Se concluye el artículo presentando evidencia de la existencia de una relación entre la religiosidad-espiritualidad y el comportamiento ético del consumidor.Los profesores Alejandro Tapia, vinculado a la Universidad Loyola de Andalucía, y Elena Martín Guerra, de la Universidad de Valladolid, ambas instituciones en España, son los autores de "Neurociencia y publicidad. Un experimento sobre atención y emoción en publicidad televisiva". El artículo presenta los resultados de un experimento en neuro-ciencia, aplicado a la publicidad. El propósito era estudiar cómo la atención y la generación de respuesta emocional influyen en el recuerdo de una cuña publicitaria (spot) en televisión. El experimento se desarrolló con un grupo de 30 estudiantes de entre 18 y 22 años, que fueron expuestos a cuñas publicitarias de la Universidad de Valladolid. Los resultados muestran que existen condiciones importantes que impactan en la atención y la emoción hacia los spots, tanto positiva como negativamente, entre ellos, el contenido cómico, el idioma, la fuerza del sonido, la presencia de contenidos negativos y tristes, entre otros.Desde el Centro Universitario de Ciencias Económico-Administrativas, de la Universidad de Guadalajara, México, los profesores José Sánchez, Guillermo Vázquez y Juan Me-jía suscriben el trabajo "La mercadotecnia y los elementos que influyen en la competitividad de las mipymes comerciales en Guadalajara, México". El artículo busca establecer la correlación que existe entre los diferentes factores clave de mercadotecnia que impactan en las micro, medianas y pequeñas empresas de prendas de vestir en Guadalajara, México. A partir de un modelo de ecuaciones estructurales, se establecieron como factores clave las estrategias, el conocimiento y la planeación, todos de mercadotecnia, como variables determinantes de la competitividad de la mipyme. Para el trabajo empírico, se usa una muestra de 380 empresas del sector de prendas de vestir al menudeo. Los resultados verifican que existe una correlación positiva y significativa entre los factores clave de marketing y la competitividad, por lo que resultan determinantes para estas empresas, consideradas por muchos como el eslabón más débil de la economía mexicana.La sección de Factor Humano recoge dos trabajos, resultado de procesos de investigación.Publicamos el artículo titulado "Subjetividad y poder en la organización empresarial: un estudio de caso", de la profesora de la Universidad del Valle, Colombia, Adriana Valencia Espinosa, y que fue una de las mejores ponencias presentadas en el Primer Congreso Internacional de Gestión de las Organizaciones, realizado en la Universidad Nacional de Colombia. El objetivo del trabajo de investigación fue comprender la incidencia de la organización empresarial en la subjetividad de los empleados, enfatizando en las implicaciones de la ruptura laboral (la finalización del contrato). El estudio de caso se realiza en una reconocida empresa del Valle del Cauca, dedicada, entre otros negocios, a la impresión masiva y los procesos editoriales. Se abordan relatos de participantes clave, trabajadores que vivieron rupturas laborales con la empresa. El artículo identifica algunos dispositivos desplegados por la organización en el proceso de creación de sentido y producción de significado que moviliza la subjetividad.De los profesores Matias Ginieis, María Victoria Sánchez y Fernando Campa, de la Universitat Rovira i Virgili, España, en esta edición se publica el artículo "¿Cuánto cuesta el personal según el tipo de aerolínea y su ubicación geográfica en Europa? Un análisis comparativo". La investigación se planteó establecer la relación existente entre los costos por empleado, los tipos de aerolíneas (tradicionales y de bajo costo) y las diferentes zonas geográficas de ubicación en Europa en que están domiciliadas las aerolíneas (Europa occidental, Europa del este, Reino Unido y países nórdicos). Se estudiaron 152 compañías áreas, en el periodo comprendido entre el 2008 y el 2013. A partir de pruebas estadísticas de correlación, se estableció que no hay una relación entre el tipo de aerolínea y el costo del personal.Finalmente, la sección de Ética Empresarial para este número de INNOVAR recoge un artículo de investigación.Desde la Universidad de Zaragoza, España, los profesores Francisco José López y Ana Bellosta aportan el trabajo "Corporate Social Responsibility and Good Corporate Governance Practices in Spanish Ethical Mutual Funds: Analysis of Investee Companies". El artículo analiza los tipos de compañías que conforman el portafolio de los fondos mutuos de inversión ética españoles, caracterizando tales empresas desde el modelo de Gobierno corporativo que siguen, su estructura organizacional y algunas de sus variables económicas y financieras. Se presentan y evalúan diferentes modelos de Gobierno corporativo de las empresas en que se invierte y su relación con variables financieras. Los resultados muestran que las empresas que siguen un modelo de gobierno corporativo alemán son las preferidas por los fondos mutuos de inversión ética, seguidas de las empresas con modelos de Gobierno corporativo anglosajones. Es decir, a los fondos mutuos de inversión ética les interesa que las empresas en que invierten incluyan diferentes grupos de interés en sus procesos de gobernanza.Confiamos en que estos trabajos resulten de interés para la comunidad académica en ciencias sociales y administrativas a nivel nacional e internacional.
As President Obama's popularity numbers continue to drop, Republicans are still struggling to find the right candidate that can deliver the final blow to the incumbent and sweep the GOP back into the White House. Rick Perry was to be this man just three weeks ago, but after less than stellar performances in the last debates, and once his record had been scrutinized by his challengers and the press, he has fallen out of grace. The Texan governor was perceived as the man that could attract Tea Partiers and base primary voters, while at the same time satisfy deep-pocketed Republican donors with his solid conservative views on the economy and the role of government. However, the GOP establishment and its largest donors are uncomfortable with some of his public statements (for example, referring to Social Security as a Ponzi scheme, voicing his creationist and anti-science views, and his reactionary pro-gun position) which would make him less electable in the national race. Many of these rich donors and Wall Street executives are economic conservatives but quite liberal on social issues. Paradoxically, Mitt Romney, who is still first in all the polls, has the right mix for Wall Street, but his religious affiliation (Mormon), his lack of charisma and his "plastic" "salesman-like" persona raise questions about whether he can connect with the base and win the primary election.In this theater of the absurd that have been the candidate debates, Perry did well at first, but then stumbled last week in Florida, when confronted with his own record as governor of Texas. He has been severely criticized by Michelle Bachman for issuing an executive order to vaccinate middle school girls against HPPV in Texas, and in his second debate he was mobbed by his fellow candidates for allowing the children of undocumented immigrants to attend state universities paying the lower "in-state" tuition rate, just like any other Texan legal resident. Even though 70% of the national electorate supports Immigration Reform and the Dream Act (which includes a provision exactly like the one Perry took), and even though the Latino vote will be fundamental in the next election, he was pilloried over it. This is the kind of wedge issue that candidates on the Right can use successfully during the primary but will work against them in the national election.Perry's confidence seemed shaken for the rest of the debate: he dodged several questions, mumbled responses and looked down at his notes several times. In contrast, Romney, smooth, fresh- faced and articulate, seemed to be having a great time delivering sharp retorts that threw the Texan off balance. From Perry's demeanor one could tell he was unpleasantly surprised by the aggressive questioning of his policies and the mocking tone of his opponent. Clearly, he is a man of authority who is not used to having his decisions and beliefs openly criticized by others. He defended himself as best as he could, but the damage had been done. Consequently, Rick Perry, the GOP's "knight in shining armor" who was urged to run by the GOP establishment and was supposed to deliver the ultimate blow to Obama, lost his appeal overnight and is now struggling to keep his campaign alive. Aware of this great opportunity to win the White House, the GOP establishment continues second-guessing its own field, looking for perfect contender that can lead them into a new era. Romney, still the de facto front-runner, has become a much better candidate in the last four years, but his inner restraint, his lack of emotion, his failure to connect makes Republicans uneasy. He is a technocrat, the type of candidate the voters can't "fall in love with", and while he can take on Obama as an equal, it is not clear whether he can beat him. So the GOP moved ahead in its inexorable quest for the unbeatable candidate, all but destroying former favorites on its way. The new favorite last week was for a while Chris Christie, the first-term governor of New Jersey and a former state prosecutor. In deep contrast with Mitt Romney the "salesman", Chris Christie, the "Jersey big guy" had a certain quality of authenticity that heightened GOP expectations and made them dream of winning again. Some hefty figures in the party establishment (former statesman Henry Kissinger and conservative intellectual William Kristol among them) were putting enormous pressure on Christie to run. He quickly has become a favorite among conservatives because of his stunning achievements: a Republican governor in a "blue" state who managed to pass budget reform, take on the teachers' unions and reform the state pension system during his first two years in office. He is a big man who speaks bluntly, a terrific governor, a leader at a time when leadership is hard to find. But after ten days of high drama and speculation, Christie announced in a one-hour press conference last Friday that he was not running.There were three main reasons for his refusal to become a candidate for the highest office in the nation: First and foremost, his decision would have come too late. At the time, there were only ninety days until the first caucus in Iowa; Florida has set an earlier-than-expected date for its primary and with that, it has pushed back all other dates in the calendar so that voting may start even earlier than expected. The order of primaries is traditionally set and the privileged states (Iowa, New Hampshire and South Carolina) would be loath to change it. Governor Christie's campaign would have had to scramble to get his name on the ballot of all 50 states (each state has different procedures, from the very simple to the very complex). Most agreed that he would have been a very strong candidate, but such a late entry may have harmed future prospects for him. Second, Christie is still an unknown to most of the electorate, and probably would not have had the support of rural and Southern voters. Would the wealthy New Yorkers and party pundits who were promising him huge donations ultimately have delivered and stayed with Christie for the long-term if he lost some of the early caucuses and primaries? And finally, there was the question of whether he would ignite the primary base once some of his views became known. His record is clear on management of state finances and on standing up to public unions. But there has been scarcely any scrutiny about his views on immigration. Speaking to a Latino group in 2008, he said for example that undocumented immigrants should not be classified as "illegal" since: being in this country without proper documentation was not a crime." He is a moderate on abortion, he has banned drilling for oil off the coast of New Jersey, and his energy plan resembles Obama. These are all core concerns of the base which has been driven by mainly primordial instincts in the last four years. Would Christie's blunt leadership style and reform zeal, his sincerity about the depth of the challenges and the difficulties of the solutions have carried the day? Now, it seem we will never know, but it is the phenomenon itself that is worth pondering: the establishment is unhappy at the prospects of Perry in the national election, and worried about Romney's chances in the primary. In their quasi-irrational frenzy to find the perfect candidate they may be undermining their own chance to win.Republicans seem to be looking for the anti-Obama, and Chris Christie fitted the bill: he is a heavy, no nonsense guy (a lot has been said about his overweight condition, with one NBC journalist going as far as asking the question: "Should there be a weight limit for presidential candidates?") who speaks in a very direct way, does not shirk away from difficult decisions, is ready to take on opponents and do whatever is required to get the country's economy back on track. There is nothing Hamlet-like about him, except perhaps in his hesitancy about running for president. He is also a very bright policy wonk who completely "gets" New Jersey problems and knows what needs to be done to "fix" them. On the other hand, although flattered by all the attention and support for his candidacy, his decision was due to a sincere self-appraisal: he is not ready to be President of the United States in 2012, and prefers to wait until 2016 if his aura has not worn out by then.In the meantime, Obama is trying to persuade Congress to pass his jobs bill and to show that in spite of the seemingly insurmountable obstacles he has faced at every turn of the road, he has the strength to solve at least one problem, unemployment, and the courage to tax those that make over a million a year. His jobs bill includes many Republican ideas. It proposes a combination of shot-term tax cuts, investment incentives and job creation through infrastructure projects, with long-term strategy of tax reform including ending tax loopholes for corporations which would reduce the deficit by raising the government's revenue levels. He still strikes an optimistic note, but he has already recognized that, if the economy doesn't pick up by early next year, he will be running as the underdog. In other words, he has admitted that the solution is really out of his control and in the hands of what John M. Keynes called "animal spirits". Only by restoring confidence will investors start spending the 2 trillion dollars they are allegedly stashing away in wait of better times. But Obama has now a new challenge: the Occupy Wall Street protest movement that is expanding its base and spreading to other cities. It is the unemployed youth counterpart of the populist Tea Party on the right. Both are angry at Washington, but the reactionary Tea Party blames the government for everything gone wrong, while the radical OWS blames big banks and corporations, or said otherwise, it blames the 1% that have gotten richer even during the Recession, while the 99% got poorer. With its protest movement, the Young Left has declared its independence from the establishment Democratic Party. It is Obama's base delivering Obama himself an ultimatum to either take the side of the 99% or lose their support forever. Since Obama's dreams of bipartisanship are close to over, one hopes his campaign advisors will interpret the OWS movement as an opportunity to harness their energy towards support for real reform. But it is unclear whether OWS, a diverse, amorphous, leaderless movement, will allow itself to be organized by Washington insiders with clear policy goals.The GOP frustration must be disheartening. Its establishment saw the enormous potential of Governor Christie to win the center-right of the political spectrum and with it, the national election. His remarkable success at striking bipartisan deal to reform New Jersey's finances proves his bona fide credentials as a problem solver and a leader. His irreverent, unscripted yet incisive responses to the press and the public, his indubitable charisma and his authenticity all worked in his favor. However, his refusal to run is now a fact, and as the deadline looms nearer, the GOP will have to reconsider whether to anoint as its candidate Mitt Romney, the Mormon, affable yet one-dimensional former governor of Massachusetts, the most progressive state in the nation, or Rick Perry, the less articulate yet pragmatic and successful governor of Texas, the biggest and most conservative state. Of course, unexpected outcomes are always a possibility, as shown by Herman Cain's case. The African American candidate and former Godfather's Pizza executive who has never held public office, won the "straw" primary poll in Florida last week and saw his popularity soar in national polls after a very well-received debate performance in which he repeated over and over again his simplistic 9-9-9 tax reform program, his plan to privatize pension funds, and his anti-Washington mantra. El viernes 29 de noviembre, durante la Tercera Cumbre de la Alianza Oriental (AO) en Vilna, Lituania, se confirmó lo que ya se sabía desde hace una semana, que Ucrania no firmará un Acuerdo de Asociación con la Unión Europea, acuerdo sobre el que trabajaban Kiev y Bruselas desde hacía 5 años. Este acto representa una victoria clara para la política de Vladimir Putin y un traspié, por no decir una derrota, para la política de acercamiento a Europa Oriental de la UE. De los seis países miembros originales de la AO, tan sólo dos, Moldavia y Georgia, siguen en carrera para un futuro acuerdo. La Alianza Oriental (Eastern Partnership) fue lanzada en 2009 entre la Unión Europea y seis ex Repúblicas Soviéticas, tres en Europa Oriental - Ucrania, Bielorrusia y Moldavia- y tres en el Cáucaso – Armenia, Azerbaiyán y Georgia. El cometido principal de la Alianza, estipulado en la declaración de Praga de mayo de 2009, es el de crear las condiciones necesarias para acelerar el proceso de asociación política e integración económica entre la UE y los países miembro de la Alianza. Se delinearon tres pilares específicos de cooperación: 1) creación de nuevas y más profundas relaciones formales entre los participantes a través de la firma de Acuerdos de Asociación, incluyendo áreas de libre comercio que promuevan la convergencia hacia leyes y estándares de la UE (acquis communautaire); 2) apoyo a la movilidad de los ciudadanos y eliminación de requisitos de visado; y 3) profundización de la cooperación sectorial. Si la posibilidad de firmar Acuerdos de Asociación (AA) y de libre comercio bilaterales entre la Unión y cualquiera de estos Estados fue ciertamente el mayor atractivo de este proceso, tanto por la flexibilidad que otorgaba en las negociaciones bilaterales como por sus beneficios y alcance posibles, no dejaba de presentar dificultades importantes. La primera es que un posible AA demanda la adopción por parte del estado interesado de casi el 80% del acquis communautaire a fin de eliminar la mayor parte de las barreras no arancelarias y armonizar la legislación entre los socios. Un segundo aspecto que terminó siendo un obstáculo en las negociaciones fue el relacionado con la liberalización de las obligaciones de visado y la implementación de la cooperación económica, donde claramente los miembros de la Unión no han tenido una política consensuada. Se ha criticado igualmente la falta de financiación por parte de la UE para hacer progresar la AO. Otro freno importante a la negociación ha sido que la UE no les habría ofrecido la misma perspectiva de integración definitiva a los estados de la AO que si otorgó en el pasado a los antiguos satélites soviéticos (Hungría, Bulgaria, Rumania) y a los estados Bálticos. El fracaso de la firma del Acuerdo de Asociación y de libre comercio con Ucrania amenaza seriamente el futuro de la Alianza Oriental. Efectivamente, de los seis países en cuestión Armenia y Ucrania ya le han dicho que no a la UE. Bielorrusia y Azerbaiyán se han inclinado del lado ruso si bien oficialmente no han rechazado aún un AA con la UE. Tan sólo Georgia y Moldavia han claramente anunciado su voluntad de continuar con vistas a alcanzar un AA con la UE. Asimismo, los países de la AO han tenido la impresión de ser los rehenes de un juego de poder entre Rusia y la UE. Resulta claro también que la UE ha tratado a los miembros de la Alianza de manera diferente y los pequeños estados han percibido claramente que el principal interés estratégico ha sido siempre Ucrania. No obstante, los propios estados de la Alianza tienen una gran parte de responsabilidad en el fracaso de las negociaciones. En efecto, poco deseosos de embarcarse en las reformas económicas y políticas demandadas como requisito por la UE, han utilizado esta iniciativa como un instrumento de negociación y de presión en el juego UE-Rusia. Bielorrusia aún no ha expresado formalmente su rechazo a la Alianza pero claramente se ha volcado del lado ruso. Mas aún si sabemos que conforma, desde 2011, una unión aduanera con Rusia y Kazajistán, tornando incompatible un AA con la UE; unión de la cual Ucrania es miembro observador y posible socio futuro tras su negativa a la UE. En el caso de Bielorrusia, es posible que su negativa termine siendo beneficiosa para la UE, que se ahorraría sendos dolores de cabeza al intentar aplicar reformas políticas y económicas al estado menos democrático de Europa. El rechazo Armenio a la UE se fundamentó, según sus defensores, en un deseo de preservar la cooperación económica con Rusia (ha decidido unirse a la unión aduanera rusa), asegurar su principal fuente de aprovisionamiento energética y garantizar su seguridad frente a sus vecinos, Turquía y Azerbaiyán. En este sentido, para el gobierno de Ereván, la UE no es considerada como una garantía de seguridad, contrariamente a Rusia que no ha dudado en amenazar o utilizar la fuerza en el pasado. El caso ucraniano es aún más complejo que el armenio. La firma de un acuerdo con Ucrania hubiese representado el triunfo de la Ostpolitik europea (deseosa de introducir reformas democráticas y económicas perenes en las ex Repúblicas Soviéticas) y una derrota de la influencia rusa a las puertas de Europa Occidental. Sin embargo, múltiples aspectos jugaron para inclinar la balanza del lado ruso. En primer lugar, las amenazas (y promesas) rusas, su Hard Power, dirán algunos analistas, pudieron más que las potenciales ganancias de un posible AA con la UE. Ucrania atraviesa una grave crisis económica, acentuada aún más por los elevados precios del gas ruso. Nadie duda que Putin ha sabido prometer ya sea el infierno o el paraíso al gobierno de Yanukovich, aunque es más que factible que inclusive con las buenas gracias rusas, éste no salga nunca del purgatorio. Un segundo punto que terminó inclinando la balanza a favor de Rusia es que las reformas exigidas por la UE eran consideradas por el gobierno Ucraniano con un importante grado de desconfianza, tanto por el costo social, económico y sobre todo político que tendrían. Ligado a esto, el tercer punto está relacionado con la liberación demandada, como corolario ineludible de la firma de un AA, de la ex primer ministro Yulia Timoshenko. Sobre este punto el gobierno de Yanukovich se ha negado a cualquier compromiso, considerando que no es a la UE de decidir e intervenir en tales cuestiones, sino que ese asunto es resorte de, eventualmente, la justicia europea. En días previos a la cumbre de Vilna, Timoshenko habría demandado a la UE no tomar a Ucrania como rehén y firmar el AA sin condiciones, inclusive la de su propia liberación. Si el gesto puede parecer loable, es impracticable e inviable para cualquier diplomacia, mas aún la europea. La firma de un acuerdo sin condiciones pondría a la UE en una situación de debilidad y descrédito absolutos, representaría ceder a las demandas de Yanukovich y retroceder frente a la política agresiva de Putin. Mas grave aún, ¿qué clase de mensaje enviaría a los futuros socios y sobre todo a los recientes miembros que han debido implementar costosas reformas para obtener el visto bueno europeo? Si las amenazas rusas han sido mucho menos veladas que las europeas, la UE ha mantenido por momentos una posición bastante intransigente respecto a ciertos temas, dando a entender que el momento para un acuerdo no puede dilatarse y que de lo contrario los estados de la Alianza dejarán pasar una oportunidad única. En este sentido, tanto Washington como Bruselas advirtieron a Ucrania del riesgo de no ver prosperar las negociaciones con el FMI por una línea de crédito cercana a los 10-15 mil millones de dólares tras el anuncio Ucraniano de no seguir adelante con el AA (el FMI ya había suspendido en 2011 una línea de crédito de 15 mil millones en retaliación a los subsidios al consumo doméstico de gas en Ucrania). La vocera del Departamento de Estado de los Estados Unidos, Jen Paski fue relativamente clara al respecto al referirse a un posible acuerdo: "An historic opportunity to…demonstrate to international financial institutions and investors its [Ukraine´s] unwavering commitment to democratic reform". Estas advertencias no parecen haber tenido el efecto esperado, en particular frente a las amenazas/promesas rusas. Las presiones rusas han sido menos sutiles y si bien nadie tiene realmente claro en detalle cuáles han sido, la lógica de acción de Putin ha alternado entre el premio y el castigo a fin de convencer al presidente Yanukovich de la necesidad de rechazar la oferta europea. Rusia ha, según han expresado varios altos dirigentes europeos, amenazado con retaliaciones comerciales que van desde un bloqueo comercial al aumento de los precios del gas en caso de un acercamiento entre Ucrania y la UE. En el caso contrario, Rusia ha prometido su asistencia en materia energética. Hoy en día tan sólo Georgia y Moldavia siguen adelante con el proyecto de asociación a la UE. En 1999 Georgia y la UE firmaron un acuerdo de cooperación y asociación y durante los años 2000 el país llevó adelante importantes reformas estructurales requeridas por los socios europeos. En 2012, sin embargo, la victoria en las elecciones legislativas del millonario Bidzina Ivanichvilli ha provocado un cambio en las relaciones con Rusia, con la implementación de una política de "buena vecindad", catalogada por la oposición como de servilismo hacia Putin. Este cambio, ligado a la represión de la oposición, preocupa actualmente a la UE. El único buen alumno parece ser Moldavia, uno de los países más pobres de Europa. En 2009 los Moldavos eligieron a una coalición de partidos pro europeos para conducir al país hacia un posible proceso de adhesión. El país ha saneado su déficit como requerido por la UE, pero la situación económica dista de ser la mejor, agravada por el bloqueo comercial Ruso al vino moldavo por "cuestiones sanitarias". Frente a la "humillación" que representó la negativa ucraniana y tratando de salvaguardar lo que queda de la Alianza, la UE se ha comprometido a que los ciudadanos moldavos que posean un pasaporte biométrico puedan circular sin visado en el territorio europeo. Tras el fracaso de la Cumbre, el mensaje oficial de la UE sigue siendo políticamente correcto, como expresó la vice –Presidenta y Alta Representante de Relaciones Exteriores de la UE, Catherine Ashton: "Las puertas de Europa permanecen abiertas para los miembros de la AO. Permanecen abiertas porque es importante tanto para ellos como para nosotros". Tras bastidores, sin embargo, el ánimo no es el mejor, luego de lo que muchos consideran como una traición ucraniana y un acto más de "abuso de poder" por parte del Presidente Putin. Esta apreciación europea no habrá de quitarle el sueño a Vladimir Putin. Luego de 15 años de letargo post comunista, o de hibernación forzada del oso ruso (si se me permite una burda metáfora), Rusia se encuentra hoy en día lanzada a la reconquista de su influencia perdida. La Unión Aduanera iniciada en 2011 junto a Bielorrusia y Kazajistán, conjuntamente con su gran proyecto de Unión Euroasiática (con un intento de atraer a Turquía, Siria e India) prevista para 2015 son sólo mojones en el camino en el gran proyecto de resurgimiento ruso. Sus tácticas son ciertamente poco cristalinas y reminiscentes de un pasado totalitario aún bien presente en el recuerdo. Sin embargo, las tácticas rusas no son en nada diferentes de las del resto de los estados poderosos y autoritarios (y no tanto) a lo largo de la historia, avanzar por la fuerza (y no me refiero forzosamente al poderío militar) hasta encontrar una fuerza similar en su camino. Solo ahí la negociación y el compromiso serán una opción razonable para el coloso ruso. Asimilar sin embargo a la UE a un pobre cordero en la boca del lobo ruso, como parecen avanzar algunos, resulta un tanto ridículo. La UE cuenta con un vasto arsenal de recursos para cortejar o presionar a sus posibles socios. Si el FMI y la UE pueden decidir sancionar a Yanukovich negándole el maná financiero, castigando en última instancia a la población que dicen querer ayudar, ¿por qué Putin no habría de hacer lo mismo con sus reservas de gas? Se ha hablado mucho en estos días del triunfo del Hard Power ruso sobre el Soft Power europeo. De hecho se ha exagerado el Hard Power ruso (o su capacidad de usarlo) y presentado a la UE como desprovista de un real poder. Considero esta lectura inocente, equívoca y hasta burdamente partidaria. Aquellos que diferencian entre Soft y Hard Power confunden crudamente procesos y resultados. CRISIS EN BOLIVIA Los enfrentamientos de civiles de la región autonomista de Pando y los partidarios del proyecto estatista e indigenista de Evo Morales suponen un nuevo peldaño en la escalada de violencia por la que asciende el país andino desde hace varios años. Desde el pasado jueves, estos enfrentamientos han dejado un saldo de más de treinta muertos, cientos de heridos y desaparecidos.Frente a esta situación de crisis, la Unión de Naciones Suramericanas: UNASUR (creada el 23 de mayo de 2008), se reunió el pasado el lunes en Santiago de Chile con miras de alcanzar una posición común para poner fin al conflicto. La UNASUR salió airosa de su primera prueba de fuego al acordar en la cumbre extraordinaria de jefes de Estado de la región una contundente respuesta de apoyo al Gobierno democrático del presidente de Bolivia, Evo Morales, y al rechazar todo intento de golpe de Estado en el país andino. Almost two years since his election, as Obama's popularity continues to sink, many are left wondering what went wrong with his presidency. But before that question can be answered, a more careful consideration of the situation he inherited seems in order: two unwinnable wars, the Guantánamo legal limbo, a badly damaged international reputation and an economic crisis of a magnitude not seen since the Great Depression, during which close to ten million jobs were lost. That was the state of the country when he came to power in 2008. In two years Obama has not solved any of these problems completely, but has made headway in many of them. In the context of a slow and jobless economic recovery, and faced with a vociferous opposition which has turned down every chance at bipartisan cooperation, the question should perhaps then be how Obama's level of support among the population remains this high (43%).The President still has the backing of Democratic voters, but has lost the support of Independents. Even those who would never consider abandoning him are suffering from an "enthusiasm gap" that may affect their turnout in the November 2 mid-term elections. With unemployment still hovering around 9.5% and with little prospect of change in the near future, the disillusionment of the electorate is understandable (43% support Obama today, compared with 60% in early 2009). But it is worth pondering how much of this discontent against the party in power is derived from the failure of policy and how much from the divisive political game played by the opposition.In all fairness to Obama, shrill accusations of socialism and big government were raised against him as soon as he came to power and had to immediately address the banking, mortgage and automobile meltdowns. Acerbic Republican opposition to any measure adopted by the Executive since then, has dominated the political discourse and made it almost impossible for the Administration to present evidence that, without its actions, the economic recovery would have taken even longer. It is hard to prove a negative proposition. Republicans have had a receptive audience in the low, mostly white middle class, many of who have taken to the streets under the Tea Party banner, to fight in one voice both against government "take over" of health care and (incongruously) in defense of Medicare (the government-sponsored health program for senior citizens).There is rich irony in hearing the word "socialist" hurled as the ultimate insult to a President who has bailed out the big financial institutions and the two largest automobile industries without nationalizing them, and who has signed a health care reform bill that does not include the controversial public option, which had been the centerpiece of his planned reform but was deemed too liberal by members of his own party. But reason and logic have no role to play in the polarized political atmosphere that we are experiencing today. Emotion and fear are much more productive in the views of the opposition, to help them re-take the House and perhaps even the Senate in this fall election.Timid Democrats in the House and Senate, afraid to lose their newly acquired seats in states and districts that voted for McCain in the 2008 presidential election are also abandoning the president. A posse of four or five of Senate "Blue Dog" Democrats has helped dilute the health care legislation by removing the public option from the bill, and have taken off the table legislation to curb carbon emissions and promote green energy sources. There are different hypotheses of why Obama has been unable to maintain high support rates in spite of having had important legislative victories (TARP, Stimulus spending package, extension of unemployment benefits, health care and financial reform). Former (Clinton's) Labor Secretary Robert Reich and NY Times columnist and Nobel Prize winner Paul Krugman argue that Obama's stimulus was ridiculously small, given the state of the economy in January 2009. They blame the President for not using the majorities in the House and Senate to pass bolder legislation. By compromising, Obama disappointed the liberal wing of his party, but more importantly, lost the Independents at the center, who simultaneously believed the Republican rhetoric about "Big government Socialist take over" but resented Obama's bailout of Wall Street. Contrary to the fear-mongering claims of the deficit hawks about the debt, Krugman points out that "far from fleeing US debt, investors are eagerly buying it, driving interest rates to historic lows". Reich insists that Obama missed an opportunity to push the limits of politics, establish a new framework of redistributive policies and regulations, and become a transformative president. Although this view undoubtedly has some merit, it ignores the brutal backlash against government spending that affected every Democrat in the House and Senate and made them fear for their jobs. A larger stimulus would have faced even stronger opposition from among the party's own ranks and seen some defectors. Obama is a pragmatic leader who governs as best he can, given the huge constraints of the current political context.Jay Cost from Real Politics offers a different explanation: Obama's geographic coalition was never broad enough because he failed to win the hearts and minds of middle and rural America. It is from those sectors that Independents have abandoned support for the administration in droves. In other words, Obama's major constituencies were in the major cities on the two seaboards and from the suburbs, and included Blacks, youth and university educated white professionals. Even in those cases in which they voted for Obama, white rural America, and blue collar workers never were quite convinced that he would fight for them, and the Wall Street bailout confirmed their suspicion. Underlying it all, there is, of course, the prevalent racism that permeates most sectors of American society and emerges in the form of distrust toward the Commander in Chief: Obama has to prove his loyalty to the country in ways not demanded from others. He has to pay the price of being the first Black president.A third hypothesis that is circulating among pundits is that Obama's focus on health care was misplaced, that he should have concentrated all his attention on economic recovery and job creation instead. Indeed, it was during the 2009 summer of discontent that the electorate became irreconcilably divided and that Republican-launched corrosive ads dominated the airwaves, and rumors about death panels and "pulling the plug on grandma" pervaded City Hall meetings. A general distrust of the federal government and of all incumbents inside the DC belt, while nothing new among the American electorate, re-emerged with new virulence.It is in this context that the Tea Party movement cut its teeth and started dominating the headlines. Spurred by the GOP with the intention of mobilizing the population around anti-tax, anti-federal government sentiments, the Tea-partiers launched national campaigns against all incumbents, and in the process became a voice for the profound anger, fear and frustration that the poor state of the economy and the sustained unemployment rate has caused in the population. Pleased at the frenzy stirred up by the movement, Republicans have complacently let it lead the way, exercising no restraint on their wildest propositions (see below) and allowing it to do the work for them as the voice of the opposition. This is already having unwanted consequences, as extremist Tea-party –fielded candidates from outside party ranks are challenging party insiders in gubernatorial as well as Congressional primary races.Like the eponymous rebellion that took place in Boston in 1773, the Tea Party's main philosophical thrust is against taxes, centralization of power and government overreach. Unlike it, it is also anti-immigrant. Because of the prevalent uncertainty about the economy, their discourse resonates with the electorate. To fight the federal government initiatives, they are finding their best institutional allies in the State governments, courts and legislatures. Indeed, judging by the poisonous political environment, the polarization of the electorate, and the state-based challenges to the federal government, at times it seems that only a Lincolnian figure can save America from another civil war.The so- called "States Revolution" is visible in many fronts. Five states have passed legislation against parts of the federal health reform law, and around 20 states are challenging its constitutionality through the court system. Several states legislatures are getting ready to pass laws modeled after the anti-immigration law in Arizona, which was deemed unconstitutional by a district court but has broad support in the population. It will probably end up in the Supreme Court, as challenges and counter-challenges continue. Interestingly, Obama is in fact deporting more undocumented workers than any of his predecessors, but his reform proposal would give a pathway to citizenship to these workers if they have a job, register with the US government, and pay a fine and back taxes. Immigration has been a thorny issue, with allies and foes on both sides of the aisle. After all, it was Ronald Reagan who gave amnesty to all illegal immigrants in 1986, and George Bush's proposal in 2006 was very similar to Obama's. This is hardly a philosophical issue on which the two parties diverge; it is just a populist cause that is being used by Republicans to stoke the flames of right-wing populism and racism prevalent in main sectors of the population.The backlash against undocumented workers is of such magnitude that it has come to encompass all immigrants. It has now taken the unlikely form of a movement to abolish or amend the 14th Amendment, a foundational provision dating from 1868 which grants citizenship to all born in the United States. The changing of the birth right rule is "worth considering" according to House Minority leader John Boehner (R-Ohio) because "it gives an incentive for people to come to the United States illegally to give birth here." This is outrageous pandering by the Republican Party who has always fathomed itself to be the staunchest defender of the Constitution, which they consider a sacred text to be read literally, with minimal interpretation. Such is the spirit of the times. Republican Senators Lindsay Graham and John McCain, the two most important and moderate voices on Immigration Reform have changed their positions (Mc Cain because he is facing a tough primary in his state of Arizona, against, who other, but a Tea Party candidate!) and have both agreed that it is worth a debate. This is not only unprincipled on their part, but also terrible long-term politics, since by taking this stance on immigration they are removing the possibility of regaining the support of the largest growing group of voters, namely the Hispanic or Latino population for years to come.Given the strong anti-incumbent and anti-Washington sentiment prevalent in the population, the results of the mid-term election are hard to predict because some Republicans may lose seats, too. However, the current projections of the Center for Politics at the University of Virginia give the Republicans a net win of 32 seats in the House, 7 seats in the Senate (they would need 10 to become the majority) and 6-7 governor seats. The coming mid-term election is being compared to the 1994 "revolution" led by Newt Gingrich which gave Republicans a majority in both the House and Senate. Just like Obama, Clinton was an "outsider" who was handed the presidency partly thanks to his charisma, but mainly because people were disappointed at George Bush Senior, and did not re-elect him. Clinton made health care reform the centerpiece of his first term but failed to get it through Congress. He did manage to pass a controversial crime bill that included a ban on assault weapons, which the Right traditionally opposes. He also raised taxes. Republicans attacked him with an abrasive campaign in favor of lower taxes, second amendment rights and smaller government, and won. Two years later, however, with a brighter economic outlook and a pledge to balance the budget, Clinton was re-elected.But the parallel should not be exaggerated since there are many differences as well. First, Obama did pass health care reform, and that should count have some weight among his supporters, hopefully enough weight to bring them to the polls November 2. Second, the Republican Party's image was not as tarnished in 1994 as it is today, mainly because they hadn't had a majority in Congress for a long time. A New York Times/CBS News poll this past February found that 57% of those polled has negative views of the Republicans this time. The anger is aimed at Washington as a whole and this may help Democrats. The main concern of Democrats in the House and Senate today is the demographics of mid-term elections: older (over 60) white voters, who are the core group of the Tea Party movement and the most outspoken against Obama and this Congress, are also the most likely to vote in mid-term elections. And the "enthusiasm gap" on the Left may induce many Obama supporters to stay home. On the other hand, the Democratic Party learned the lesson of 1994 and is better prepared for the fight: they have been raising money from early on, setting up voters' registration campaigns and trying to mobilize the same base that brought Obama to power two years ago. They stress his activist legislative agenda and its accomplishments: financial reform, health care, extension of unemployment benefits, an energy bill that came short of cap and trade but will meet some green energy goals. More importantly, they are framing the election as a choice between going back to the policies that got the country into the Great Recession, or moving forward with the new policies of corporate responsibility, accountability and more federal supervision of financial institutions in order to avoid similar crises.However, what is clear is that the anemic state of the economy and the high and sustained unemployment rate make all other tactics irrelevant. Uncertainty rules supreme in the minds of the electorate and with it, a fear of what the future may bring and a lack of confidence in the federal government. The Republican opposition is united and vociferous and its message simple and clear: no more taxes, no more deficits, no more government intervention, close borders to immigrants and focus on private job creation through tax cuts; what the federal government won't do, states will. The President should probably counterattack in kind and engage in this ideological battle, but he is not temperamentally suited for it. He dislikes ideological arguments because he wants to be the President of all Americans, as he pledged during his campaign. The next big decision Obama needs to make is whether to let the Bush tax cuts expire after Labor Day or to extend them for two or three years. He has announced his intention to maintain them for the middle class but to end them for the wealthiest individuals, those in the highest 2% income bracket. It would bring their income tax up from 35% to 39%, not a dramatic raise but one that will be resisted strongly by the opposition. Although Obama has a good argument to make (that the $700 billion dollars thus raised would help him reduce the deficit dramatically), there is fear in Congress Democrats that a two- week debate about tax cuts will help Republicans. In a perversely cynical way, perhaps a Republican win in the congressional elections may not be a bad thing after all, and may yet help Obama: let the Republicans make his case for him, that he himself is reluctant to make. Let them stand the public scrutiny and let the public judge if they can provide better, more novel solutions to job creation, to Afghanistan, to immigration reform. Córdoba es la segunda ciudad más poblada de la Argentina, y posee el ejido municipal más extenso del país, siendo un importante centro industrial y de servicios del centro del país. Es además la cabecera de la segunda región metropolitana argentina, el Área Metropolitana de Córdoba (AMCBA). Si bien el desarrollo de sus áreas centrales y periurbanas es un tema bastante desarrollado académicamente, actualmente hay un vacío de conocimiento en la situación actual de las áreas pericentrales e intermedias de esta ciudad -aun cuando ocupan más del 30% del área urbanizada y donde habita la mayor parte de su población-. Es en estas áreas donde se ubica el objeto de estudio de esta tesis: los barrios pericentrales que forman un anillo alrededor del área central. Originados como extensiones suburbanas alrededor de 1940, y consolidados como barrios residenciales de clase media y media alta de baja densidad antes de 1970, ocupan lo que son hoy algunas de las áreas con mejor calidad ambiental y urbana de la ciudad. Los barrios pericentrales son considerados generalmente consolidados y estables; sin embargo, analizados en detalle, muestran complejas transformaciones: un vaciamiento poblacional constante, a pesar del crecimiento demográfico en general de Córdoba y el AMCBA; aumento de inmuebles abandonados; y a diferencia de sectores en una similar posición, no son objeto de grandes inversiones inmobiliarias de renovación urbana. Esta situación es invisibilizada, en parte por ser resultado de procesos con poco impacto relativo en la ciudad, y en parte porque estos procesos no están contemplados por los modelos urbanos locales vigentes –basados en la teoría racionalista y determinista de principios del siglo XX-, que conceptualizan a los barrios pericentrales como una "panacea urbana". Esta tesis puso en disputa estos modelos, partiendo de la discusión sobre un fenómeno informal detectado indefectiblemente (aunque no exclusivamente) en estos barrios pericentrales: la microdensificación emergente. La imposibilidad de colocar los inmuebles existentes en el mercado hace que los propietarios busquen nuevas formas de valorizar sus propiedades, de facilitar el acceso a la vivienda a sus hijos o de invertir sus ahorros de forma segura, obteniendo una fuente adicional de ingresos: en cada parcela edificada se aumenta la cantidad de unidades funcionales, aprovechando la superficie construible vacante o refuncionalizando las construcciones obsoletas, aunque manteniendo el grano y la escala de intervención respecto al tejido existente. La oferta de hábitat en estos barrios se diversifica, y no sólo evita la expulsión de población, sino que también atrae a nuevos habitantes. Además, en un tejido originalmente sólo residencial, incorpora actividades de comercio y servicios que enriquecen el tejido funcional. El proceso se realiza sin planificación general (y por supuesto fuera del marco legal): es la suma de acciones individuales que se reconstruyen como una "tendencia" o "patrón emergente", revitalizando el tejido urbano de forma sutil pero definitiva. Se planteó como hipótesis que la microdensificación emergente es un proceso de revitalización que aprovecha el potencial del tejido de estos barrios de forma más sostenible y eficiente que el modelo impuesto formalmente. 10 La tesis se encuadró bajo el enfoque sistémico de la complejidad. Este enfoque entiende a la ciudad como un sistema complejo y dinámico, en desarrollo constante; determinado más por las interrelaciones entre sus componentes y entre esos componentes y el contexto, que por las condiciones de cada elemento individualmente. La calidad y cantidad de estas interacciones es primordial, al punto de definir la condición urbana de una aglomeración. Según estas premisas, un sistema urbano sostenible y eficiente será aquel que, maximizando recursos materiales y humanos (y de acuerdo a la capacidad de carga del sistema) desarrolle de redes de intercambio múltiples, diversas y descentralizadas, que generen procesos de sinergia y desarrollo inclusivos. La investigación se estructuró entonces de forma tal de responder las siguientes preguntas: • En primer lugar, ¿cuáles son las condiciones específicas que catalizan la microdensificación en los barrios pericentrales de Córdoba? • Siendo la microdensificación una respuesta a una situación particular dentro del sistema urbano, ¿Cuál es el grado de sostenibilidad y eficiencia que aporta a los barrios pericentrales (en particular) y a Córdoba (en general)? • Y tras haber identificado su impacto en la estructura urbana, su potencial transformador y organizativo, ¿puede el estudio de los procesos emergentes hacer un aporte conceptual e instrumental a los modelos locales de planeamiento urbano? Primeramente, un análisis documental reconstruyó la condición específica de los barrios pericentrales, y el escenario actual de Córdoba con respecto a la producción y acceso al hábitat urbano. Luego se infirió un escenario tendencial a corto y mediano plazo, que sirvió para definir distintos patrones de territorialización, incluyendo el patrón "formal" de los barrios pericentrales. Se continuó con el análisis específico de la microdensificación, proponiendo un escenario posible a mediano plazo donde el patrón de microdensificación ha sido plenamente desarrollado, transformando cuali y cuantitativamente el tejido espacio-funcional y socioeconómico. A partir de estos resultados, se realizó un análisis comparativo de los distintos patrones de desarrollo urbano de Córdoba en cuanto a su sostenibilidad y eficiencia. Se demostró que el patrón de microdensificación en los barrios pericentrales es mucho más sostenible y eficiente que los patrones formales existentes, y se abrió la discusión que se desarrolla en la última parte de esta tesis: El argumento desarrollado en esta investigación y los resultados que de él se desprenden tienen un carácter analítico y explicativo útil para el análisis de otros escenarios en el contexto urbano argentino y latinoamericano. En primer lugar, sobre preferir la revitalización progresiva frente a la renovación total o la creación de nuevo suelo urbano en la periferia; promover una ciudad compacta, diversa e inclusiva tanto social como funcionalmente; basada en la multiplicación y diversificación de los agentes productores de ciudad; que considera estos procesos, así como los mecanismos de empoderamiento, participación y gobernanza como instrumentos para lograr mayor sostenibilidad y eficiencia en el desarrollo urbano. Por otro lado, esta tesis puso en relevancia el rol de los procesos emergentes en un sistema urbano como mecanismo vital para generar esta revitalización. Finalmente, se discute el aporte del enfoque sistémico para comprender, explicar y proponer intervenciones a la disciplina. ; Córdoba ist die Hauptstadt der gleichnamigen Provinz im Nordosten Argentiniens. Sie ist der Mittelpunkt der zweitgrößten Metropolregion des Landes (bekannt unter der spanischen Abkürzung AMCBA) und ein wichtiges kulturelles und wirtschaftliches Zentrum des Landes. Derzeit scheint die Stadt durch zwei gegensätzlichen Prozesse geprägt, die zeitgleich von statten gehen: Einerseits die Erneuerung des Zentralbereichs und der Umgebung durch Hyperverdichtung, mit dem damit verbundenen Verlust des sozialen und architektonischen Erbes und dem Zusammenbruch der vorhandenen Infrastruktur-Netzwerke. Anderseits die Expansion der gebauten Stadt auf ländliche und industrielle Gebiete der städtischen Peripherie, was aufgrund einer abnehmenden Belegungsdichte immer mehr zu einer Verdünnung der Stadtstruktur führt. Darüber hinaus konzentriert sich der Wohnungsbau auf immer kleinere Gruppen und dies obwohl sich sowohl der Wohnungsbau beschleunigt als auch das Angebot an urbanen Wohnräumen erhöht: Während private Immobilienprojekte fast ausschließlich auf Bevölkerungsgruppen mit hohem Einkommen und Investoren, die nicht in der Stadt wohnen, ausgerichtet sind, sind die staatlichen Investitionen im sozialen Wohnungsbau ausschließlich für die Bevölkerungsgruppen mit den niedrigsten Einkommen bestimmt. Dadurch entsteht ein Defizit an Wohnangeboten für die Mittelschicht Córdobas, die fast 45% der Stadtbevölkerung ausmacht. Diese Schwerpunktsetzung ist auch bei lokalen Stadtforschern und Stadtplanern zu erkennen. Die aktuelle Situation der perizentralen Gebiete und Zwischenbereiche der Stadt sind weniger präsent, obgleich diese mehr als 30 % der urbanisierten Stadtfläche einnehmen und von der Mehrheit der Stadtbevölkerung bewohnt werden. Um diese Wissenslücke zu schließen, stehen die perizentralen Stadtviertel, die das Stadtzentrum umschließen, im Mittelpunkt dieser Arbeit. Sie sind ab 1940 als Erweiterungen der Vorstadt entstanden und etablierten sich im Laufe der 1960er Jahre als Wohngebiete mit einer geringen Bevölkerungsdichte, die heute von der Mittelschicht bewohnt werden und die höchste Umweltqualität und urbane Qualität der Stadt aufweisen. Die Gesetzgebung begrenzt dabei die Bebauung der Grundstücke auf Einfamilienhäusern, um die gewünschte geringe Bevölkerungsdichte beizubehalten. Man könnte die Untersuchung von bereits konsolidierten und stabilen urbanen Sektoren als sinnlos betrachten. Doch, wenn sie im Detail analysiert werden, zeigen sich komplexe demografische, räumliche und funktionale Transformationen, die von Interesse sind. Obwohl sich über die Jahre hinweg in diesen Stadtvierteln das bis zu diesem Moment angeblich "perfekteste" Wohnmodell materialisiert hat, nämlich ein Modell, welches "alle möglichen städtischen Wohnbedürfnisse erfüllt", leidet das soziale Gefüge und die bebaute Umwelt darunter. Das aktuelle Szenario zeigt, trotz des demografischen Wachstums von Cordoba und der Metropolregion AMCBA, einen konstanten Bevölkerungsrückgang in diesen Stadtvierteln: Junge Leute verlassen die Wohngegenden, während die zurückbleibende Bevölkerung altert und die Anzahl an verlassenen Gebäude stetig steigt. Für die auf dem Immobilienmarkt angebotenen Gebäude ist es schwierig, den Immobilienwert zu halten geschweige denn Käufer zu finden. Im Gegensatz zu anderen Bereichen der Stadt, die sich in einer ähnlichen Position befinden, sind diese Stadtviertel nicht im Fokus großer Immobilienaktivitäten. Dies widerspricht ihrer privilegierten Lage innerhalb der Stadtstruktur. 2 Diese Entwicklungen wurden lange Zeit übersehen. Zum einen da sie das Ergebnis von Prozessen sind, die wenig Auswirkungen auf die Stadt haben und zum anderen weil diese Prozesse in den heutigen lokalen städtischen Wohnmodellen nicht berücksichtigt werden, welche auf rationalistischen und deterministischen Theorien aus dem Anfang des 20. Jahrhunderts basieren und diese perizentralen Stadtviertel als städtisches Allheilmittel betrachten. Es ist unmöglich eine Hypothese abzuleiten, die aktuelle oder zukünftige Szenarios der perizentralen Stadtviertel in Córdoba unter diesen Rahmenbedingungen erklärt. Daher stellt diese Arbeit solche Modelle und ihre Fähigkeit, die Entwicklung der Stadt zu erklären oder in ihr effektiv zu arbeiten, in Frage und schlägt einen theoretischen Rahmen vor, der zum Verständnis, zur Erklärung und zur effektiven Umsetzung in der Stadt beitragen soll. Dies erfolgt auf Grundlage der Auseinandersetzung mit einem informellen Phänomen, welches deutlich (aber nicht ausschließlich) in diesen perizentralen Stadtvierteln erkennbar ist: die aufkommende Mikroverdichtung. Aufgrund der bereits genannten Unmöglichkeit, existierende Immobilien gewinnbringend auf den Markt zu bringen, suchen Eigentümer neue Wege, um ihr Wohneigentum aufzuwerten, ihren Kindern den Zugang zu einer Wohnung zu erleichtern oder ihre Ersparnisse sicher zu investieren und sich dadurch eine zusätzliche Einnahmequelle außerhalb des traditionellen Immobilienmarktes zu sichern. Aus diesem Grund erhöhen die Eigentümer die Anzahl der funktionalen Einheiten auf ihrem Grundstück, indem sie freie Fläche bebauen oder veraltete Konstruktionen renovieren. Das Stadtgefüge wird dabei durch diese Eingriffe nicht tiefgreifend verändert. Des Weiteren wird das Wohnraumangebot in diesen Stadtvierteln umfangreicher und verhindert nicht nur die Verdrängung der alten Bewohner, sondern zieht auch neue an. Auch werden dem ursprünglichen Wohngebiet zusätzliche nicht-residentielle Nutzungen hinzugefügt, die das Stadtgefüge bereichern. Letztendlich hat die Mikroverdichtung der perizentralen Nachbarschaften eine spezielle Eigenschaft, und zwar seinen emergenten / aufkommenden Zustand: Der Prozess erfolgt ohne allgemeine Planung (und auch außerhalb des rechtlichen Rahmens). Hauptakteure dieses Wandels sind die Eigentümer selbst, die ohne jegliche vorherige Absprachen agieren. Ob aus Notwendigkeit oder aus Opportunismus heraus, es handelt sich dabei um einen fragmentierten Prozess. Es beinhaltet eine Vielzahl individueller Aktionen, die als ein "Trend" oder "neu aufkommendes Muster" innerhalb der allgemeinen Organisation der perizentralen Stadtviertel zu begreifen sind und das Stadtgefüge auf subtile aber endgültige Art und Weise erneuern. Die vorliegende Arbeit stellt die Hypothese auf, dass die aufkommende Mikroverdichtung in diesen Stadtvierteln von Córdoba ein Revitalisierungsprozess ist, der das Potenzial des Stadtgefüges nachhaltiger und effizienter nutzt als das formell auferlegte Stadtentwicklungsmodell. Aufgrund des offenkundigen Gegensatzes zwischen dieser Hypothese und den aktuellen Rahmenbedingungen der lokalen Stadtentwicklung, ist es notwendig, einen theoretischen Rahmen zu schaffen, der die offensichtlichen Widersprüche auflöst und die Arbeitshypothese einrahmt. Diese These ordnet sich dem systemischen Ansatz der Komplexität zu, der analytischen Erforschung von komplexen Systemen. Dieser theoretische Rahmen ermöglicht, die aufkommenden Prozesse als integraler Bestandteil einer Stadt (ein "urbanes System"), seine Entwicklung im Laufe der Zeit, seine Komplexität und die Faktoren, von denen die urbane Nachhaltigkeit und Effizienz abhängen, zu erklären. Der systemische Ansatz begreift die Stadt als ein komplexes und dynamisches System in ständiger Entwicklung; ein System, das eher durch die Wechselbeziehungen zwischen seinen Komponenten und zwischen diesen und dem Kontext bestimmt wird, als durch den einzelnen Zustand jedes Elements. Die Qualität und Quantität dieser Interaktionen steht dabei an erster Stelle und definiert sogar den urbanen Zustand eines Ballungsgebietes. Urbanität ist nicht allein durch ihre Größe oder ihre Dichte gegeben, sondern ist gemäß der Synergie definiert, die durch eine Vielzahl an verschiedenen Interaktionen und Wech3 selwirkungen zwischen unterschiedlichen Akteuren produziert wird. Dieser Prozess heißt Synoikismos. Die Entfaltung der technologischen, sozialen und politischen Entwicklungen und Innovationen, die den städtischen Zustand charakterisieren, ist das inhärente Ergebnis dieser Interaktionen und eine direkte Funktion ihrer Intensität, Vielfalt und Redundanz, sowohl räumlich als auch zeitlich. Laut diesen Voraussetzungen ist ein nachhaltiges und effizientes Städtesystem eines, das durch die Maximierung der menschlichen und materiellen Ressourcen (und der Systembelastbarkeit entsprechend) mehrere unterschiedliche und dezentrale Austauschnetzwerke entwickelt, die inklusive Synergie- und Entwicklungsprozesse erzeugen. Dies bedeutet zum einen eine energieeffiziente Stadt, auch effizient im Konsum jeglicher Ressourcen und zum anderen eine kompakte Stadt, welche mehrere Begegnungen zwischen verschiedenen Akteuren ermöglicht, die Beteiligung an politischen Mechanismen und die intensive Nutzung des öffentlichen Raums, die Fußgängermobilität und eine funktionale und soziale Vielfalt in der Stadt fördert. Dies schließt auch Flexibilität und Anpassungsfähigkeit an Veränderungen durch Widerstands- oder Transformationsprozesse ein. Laut den lokalen Stadtentwicklungsmodellen, sind aufkommende und informelle Prozesse, wie die Mikroverdichtung, ein Zeichen der Krise im städtischen System: Anomalien, die durch die Entwicklung von schädlichen Prozessen im Konflikt mit dem Rest der Stadtstruktur entstanden sind. Konflikte, die sogar zum Zusammenbruch führen können. Laut dem theoretischen Ansatz dieser Arbeit jedoch, können diese Prozesse auch als Versuch des Systems verstanden werden, sich selbst zu regulieren und sich an neue Situationen anzupassen: Als Antwort auf ein ungelöstes Spannungsszenario; eine Art und Weise, in der das System sich selbst organisiert, um auf diese Spannung zu reagieren, indem ein neues Gleichgewicht gesucht wird. Die Arbeit strukturiert sich anhand von diesem theoretischen Rahmen, um die folgenden Fragen beantworten zu können: • Erstens, welche besonderen Rahmenbedingungen führen zu der aufkommenden Mikroverdichtung in den perizentralen Stadtvierteln in Córdoba? • Begreift man die Mikroverdichtung als Antwort auf eine bestimmte Situation innerhalb des städtischen Systems, stellt sich folgende zweite Frage: Welches Ausmaß an Nachhaltigkeit und Effizienz ermöglichen die Prozesse der Mikroverdichtung in den perizentralen Stadtvierteln im Speziellen und in Córdoba im Allgemeinen? • Nach der Identifizierung der Auswirkungen dieser Prozesse auf die Stadtstruktur, sowie des damit einhergehenden transformativen und organisatorischen Potenzials steht die dritte Frage im Raum: Kann die Erforschung von aufkommenden Prozessen dieser Art einen konzeptionellen und instrumentellen Beitrag zur lokalen Stadtplanung leisten? Um diesen Fragen nachzugehen wurde im weiteren Verlauf der Forschung eine Dokumentenanalyse durchgeführt, um den spezifischen Zustand der perizentralen Stadtviertel, der das Phänomen der aufkommenden Mikroverdichtung ermöglicht, zu rekonstruieren. Diese Analyse vollzog sich in zwei Schritten: Als Erstes wurden die perizentralen Stadtviertel und der Grund für ihr besonderes Urbanisierungsmuster historisch rekonstruiert und dadurch als (nahezu) monofunktionelle Wohnviertel mit einer geringen Bevölkerungsdichte identifiziert. Als Zweites wurde das aktuelle urbane Szenario Córdobas hinsichtlich der Produktion von und dem Zugang zu städtischem Habitat analysiert, um urbane, regionale und globale Variablen zu entwickeln, die die Entwicklungstrends der Stadt bestimmen. Dieses Vorgehen ermöglichte die Formulierung eines umfassendes Arguments, das alle Prozesse erklärt, die bisher als "gleichzeitig aber widersprüchlich" erfasst wurden. Darüber hinaus erklärt und prognostiziert dieses Argument die "undenkbare" Situation von perizentralen Stadtvierteln. Nach der Rekonstruktion des aktuellen Szenarios wurde ein kurzes und mittelfristiges (10 Jahren) Trendszenario des Phänomens abgeleitet. Dies diente dazu, die unterschiedlichen 4 Entwicklungsmuster in Córdoba zu vergleichen und deren Auswirkungen auf die Stadtstruktur zu bewerten. Im weiteren Verlauf der Arbeit wurde die Analyse der Mikroverdichtung hinsichtlich der Veränderungen im sozialen, funktionalen und räumlichen Stadtgefüge fortgeführt. Als Ergebnis wurde ein mögliches Zukunftsszenario vorgeschlagen, bei dem das Muster der Mikroverdichtung formalisiert und somit das räumlich-funktionale und sozioökonomische Gefüge der Stadtviertel transformiert wurde. Anschließend wurden das Potenzial und die Stärken (und Schwächen) gegenüber dem mittelfristigen Trendszenario von Córdoba und den perizentralen Stadtvierteln spezifiziert. Basierend auf diesen Ergebnissen wurden verschiedene Stadtentwicklungsmuster von Córdoba mithilfe der Variablen analysiert, die als strukturelle Bedingungen für Nachhaltigkeit und Effizienz definiert waren. Mit dem Ergebnis, dass die Nachhaltigkeit und die Effizienz der Mikroverdichtungsszenarien deutlich größer war als in den aktuellen Trendszenarien. Die vorliegende Analyse konnte somit die Hypothese dieser Arbeit belegen. Im letzten Abschnitt der Arbeit wurde der Diskussionsteil eröffnet. Die erste Diskussion befasste sich mit der Entwicklung, die eine progressive Revitalisierung fördert anstatt einer vollständigen Erneuerung des Stadtgefüges oder der Schaffung von neuem städtischem Land in der ruralen Peripherie der Stadt. Zudem fördert sie sowohl auf soziale, räumliche als auch funktionale Art und Weise eine kompakte, vielfältige und integrative Stadt. Diese Entwicklung beruht auf der Multiplikation und Diversifizierung der Akteure, die im Städtebau involviert sind, und betrachtet diese Prozesse, sowie die Ermächtigungs-, Beteiligungs- und Staatsführungsmechanismen als Instrumente zur Erlangung einer größeren Nachhaltigkeit und Effizienz in der Stadtentwicklung. Das bedeutet, eine Stadt, die in der Lage ist, kreativere Synergien zu schaffen und so zu sozialen, technologischen und wirtschaftlichen Vorteilen kommt. Des Weiteren betonte diese Arbeit die Rolle der aufkommenden Prozesse in einem städtischen System. Die aufkommende Mikroverdichtung hat wenig Einfluss auf die städtische Struktur von Córdoba. Jedoch ist es ein wichtiger Mechanismus, um die Verarmung und den Verlust von Ressourcen in perizentralen Bereichen und Zwischengebieten zu verhindern, d.h. um den partiellen Zusammenbruch der städtischen Struktur zu vermeiden und gleichzeitig Urbanität in Gebieten zu schaffen, die als bloße Wohnungsviertel charakterisiert sind. In der Stadtplanung ist es wichtig, auf aufkommende Prozesse in der Stadtentwicklung und auf die Erzeugung von Synergien Wert zu legen. Ihre Einbeziehung in die kritische Analyse beinhaltet die Entwicklung von Planungsinstrumenten, die nicht nur die Notwendigkeit der Dezentralisierung der Stadtentwicklung und der Entscheidungsfindung erkennen können, sondern die auch in der Lage sind, die Ungewissheit als Variable zu integrieren. Darüber hinaus müssen sie flexibel genug sein, um Veränderungen und die Notwendigkeit für Korrekturen und Anpassungen im Laufe der Zeit zu erkennen. Das Argument dieser Arbeit hat einen analytischen und erklärenden Charakter, der für die Analyse von anderen urbanen Szenarien in Argentinien und Lateinamerika nützlich ist. Dies ermöglicht die Verallgemeinerung sowohl der Ergebnisse als auch der theoretischen Annäherung an städtische Phänomene, basierend auf dem Stadt-Verständnis als komplexes, für ihre Umgebung offenes System, welches weit entfernt vom Gleichgewicht ist. Der größte Beitrag dieser Arbeit zur Urbanistik ist das Verständnis der Rolle der aufkommenden Phänomene und die Analyse der Widersprüche und Spannungen innerhalb der traditionellen lokalen Stadtmodelle, die auch Ausgrenzungen und Ungerechtigkeit im Zugang zu Stadt hervorhebt. Die Rolle des Staates und des Immobilienmarktes in der Stadtentwicklung von Cordoba wurde denaturiert und eine dialektische Artikulation der Logik des territorialen Lebensraumes in der Stadt, die sowohl Produktions- und Zugangsstrategien als auch die scheinbaren Widersprüche in der Stadtentwicklung der lateinamerikanischen mittelgroßen Städten erklärt, wurde vorgeschlagen. ; Córdoba is the capital of the province of Córdoba, in Argentina. It is also the principal city of the second-most populous metropolitan area of the country, the Greater Córdoba Metropolitan Area (AMCBA according to its acronym in Spanish), with strengths in business, automotive industry, culture, education, and research. Currently, the city seems to develop in two simultaneous and opposing processes: On the one hand, renovation by densification of the central area and its extensions, with losses of social and built heritage, and the collapse of infrastructure networks that this entails. On the other hand, extension of the urbanized area over rural and industrial periphery, with dwindling occupancy densities that dilute the urban structure more and more in the territory. Besides that, although housing production accelerates -increasing its supply-, it is concentrated in ever smaller groups: while real estate projects are targeted almost exclusively at high-income sectors and investors who do not live in the city, State investment in social housing is allocated exclusively to lower income sectors. This situation produces a deficit in proposals aimed at the so-called "middle class", even though it makes up of almost 45% of the city´s population. In addition, these processes concentrate the interest of the greater part of both local academics and urban planners. This situation produces a knowledge gap in the current situation of Córdoba´s pericentral and intermediate areas, which occupy more than 30% of the city´s urbanized land (and where the majority of this city´s inhabitants reside). It is there where this thesis´ case study is located: the pericentral districts that surround the central area. They originated as suburban extensions around 1940, and consolidated as middle-class/low-density residential neighborhoods before 1970. Today, they occupy some of the best environmental and urban quality areas of the city. Even land-use regulation specifically limits occupancy to single-family dwellings on individual plots to maintain the desired low-density residential neighborhood pattern. We can discuss the futility of studying urban sectors considered already consolidated and stable; however, when analyzed in detail, pericentral areas show complex demographic, spatial, and functional transformations that contradict this characterization: Despite the fact that these neighborhoods materializes the supposedly "most perfect" residential model known until now, a model "that solves each and every one of the urban-life needs", its social and built fabric resents. The current scenario shows a constant population-shrinking process, in spite of the demographic growth of both Córdoba and the AMCBA. Young people leaves these neighborhoods, while the remaining population ages. Abandoned buildings constantly increase; the ones offered in the real estate market have difficulties to find buyers, or even to maintain their price, which contradicts its privileged status within the city. At the same time -and unlike areas in a similar position- these neighborhoods are not the object of major real estate investments. Local academics and urban planners overlook this situation, in part because it is the result of processes with relative less impact in the city, and in part because these processes are not covered by current local urban models -based on the rationalist and deterministic urban theory of early 20th century-, which conceptualize suburban neigh6 borhoods as an urban panacea. It is impossible to deduce a hypothesis that explains the current nor the trend scenario of pericentral neighborhoods of Córdoba in terms of that framework. Therefore, this thesis discussed those theoretical models, and its capacity to explain Córdoba´s development. It proposed a theoretical framework that allowed understanding, explaining, and operating effectively in the city. It did so based on the discussion of an informal phenomenon unfailingly (but not exclusively) detected in pericentral neighborhoods: the emergent micro-densification. Given the impossibility of advantageously placing their properties in the housing market -due to factors such as land-use restrictions, and specific conditions of the local real estate market-, the landowners seek new ways to valorize their properties, facilitate access to housing for their children, or profitably invest their savings, obtaining an additional income outside the "traditional" real estate market. They increase the number of functional units in their plots, occupying the vacant building area or refurbishing obsolete constructions, while maintaining the intervention scale in relation to the existing urban fabric. These neighborhoods´ housing supply diversifies; and it not only prevents the expulsion of population, but it also attracts new inhabitants. In addition, in an originally residential fabric, it incorporates non-residential activities that enrich the urban fabric. Finally, micro-densification in pericentral neighborhoods presents a differential quality: its "emergent" condition. The process carries out without general planning (and of course outside the legal framework); inhabitants/landowners decide to do so, without any prior agreement. It is an atomized and fragmented process, result of necessity or opportunism. It is the sum of individual actions reconstructed as a "trend", or an "emerging pattern" within the general organization of pericentral neighborhoods, revitalizing the urban fabric in a subtle but definitive way. This research hypothesized that emergent micro-densification in these neighborhoods is a process of revitalization that harnesses the potential of their urban fabric; it does so in a more sustainable and efficient way than the current urban development patterns. Faced with the manifest opposition between this hypothesis and the current local urFaced with the manifest opposition between this hypothesis and the current local urban development framework, it was necessary to construct a theoretical framework able to solve the apparent contradictions detected -that the latter cannot explain-, and frame the working hypothesis. Therefore, this thesis is framed under the systemic complexity approach, that is, the analytical study of complex systems. This theoretical framework has the capacity to explain emergent processes as integral part of a city, its development over time, its complexity, and the factors on which urban sustainability and efficiency depend. The systemic approach understands the city as a complex and dynamic system, in constant development; a system determined more by interrelationships between its components, and between those components and the context, than by the individual conditions of each component. The quality and quantity of these interactions is paramount, to the point of defining the urban condition of a human agglomeration in the territory: urbanity is not given merely by the size or density of a human agglomeration; it is defined in terms of the synergy produced by a large number of different interactions between different agents; a process called synekism. The generation of innovation, and technological/social/political development that characterize the urban condition is an inherent result of these interactions, and a direct function of the intensity, diversity, and redundancy of them in the territory, over time. 7 A sustainable and efficient urban system will be one that, by maximizing material and human resources (and according to the system´s load capacity), develops decentralized, multi-exchange networks; one capable of generating synergy and inclusive development. This implies an energy efficient city, but also efficient in the consumption of any type of resources; a compact city, which prioritizes participatory political mechanisms and intensive use of public spaces, but also pedestrian mobility, and functional and social diversity. It also implies flexibility and adaptability in the face of changes, through processes of resilience or transformation. According to local urban development models, emergent and informal processes such as micro-densification are a sign of crisis within the urban system: anomalies due to the development of harmful processes, in conflict with the rest of the urban structure; conflicts that may even lead to the city´s collapse. But according to the theoretical approach proposed in this thesis, these processes can also be identified as an attempt by the system to self-regulate and adapt to new situations: as a response to a scenario of tension; a way in which the system self-organizes, and responds to that tension seeking a new equilibrium. The research is then structured in order to answer the following questions: • First, what are the specific conditions that catalyze micro-densification in the pericentral neighborhoods of Córdoba? • Second, since micro-densification is a response to a particular situation within the urban system, what is the degree of sustainability and efficiency that transformations through micro-densification provides to pericentral neighborhoods (in particular) and to Córdoba (in general)? • Finally, having identified the impact of such processes on the urban structure, and its transformative and organizational potential, can the study of emergent processes make a conceptual or instrumental contribution to local urban planning? The research continued with a document analysis that reconstructs the specific condition of pericentral neighborhoods of Córdoba -which catalyzes the phenomenon of emergent micro-densification-. This stage developed in two parts: In the first place, we historically reconstruct pericentral neighborhoods of Córdoba, and the reasons for their urbanization pattern, which consolidates them as residential, (virtually) mono-functional, low-density, middle-class neighborhoods. Secondly, we analyzed Córdoba´s current scenario -with respect to the production and access to urban habitat- establishing urban, regional, and global variables that determine the city´s current development trends. This analysis allowed us to develop a comprehensive argument that explains all the processes that until now were conceptualized as "simultaneous but contradictory". It also explains and predicts the "unthinkable" situation of pericentral neighborhoods. After reconstructing the current scenario and defining different development patterns in Córdoba (including the "formal" pericentral neighborhoods´ pattern), we inferred a trend scenario in the short and medium term (10 years). We continued analyzing the micro-densification phenomenon, in terms of its social, functional, and spatial urban fabric transformations. As a result, a possible future scenario was proposed in which the micro-densification pattern has been formalized, transforming qualitatively and quantitatively the spatial-functional and socio-economic fabric. We specified their potential and strengths (as well as their weaknesses), against the future trend scenario of Córdoba and the pericentral neighborhoods. 8 Based on these results, we analyzed the different urban development patterns in Córdoba according to the variables defined as structural conditions of sustainability and efficiency: The sustainability and efficiency of the micro-densification scenario are much greater than those of the current trends scenario. Therefore, we verified the working hypothesis, and opened the discussion of this thesis. A first line of discussion dealt with development that fosters progressive revitalization, instead of complete renewal of urban fabric, or creation of new urban land on city´s rural periphery. Development that promotes a compact, diverse, and inclusive city, both socially, spatially and functionally; based on the multiplication and diversification of city-building agents. Development that considers these processes, as well as the mechanisms of empowerment, participation, and governance as instruments to achieve greater sustainability and efficiency in urban development. A city capable of generating more creative synergy, which translates into social, technological, and economic benefits. We denatured both the role of the State and the real estate market in the urban development of Córdoba; we proposed a dialectical articulation of different logics of urban development, explaining both the production and access strategies to habitat, and the apparent contradictions in urban development of Latin American middle cities. This thesis´ argument has an analytical and explanatory character, useful for analyzing other urban systems in Argentina and Latin America. It allows the generalization of both the results and the theoretical approach to urban phenomena, understanding the city as a complex system open to its surroundings and far from equilibrium. On the other hand, this thesis emphasized the role of emergent processes in an urban system. So far, emergent micro-densification has little impact on Córdoba´s urban structure. However, it is a vital mechanism to prevent pauperization and loss of resources in pericentral and intermediate urban areas -that is to say, to avoid the partial collapse of the urban structure-, while generating urbanity in areas characterized as mere residential fragments. It is essential to give importance in urban development and in generation of synergy to emergent processes. Incorporating them into critical analysis and diagnosis involves developing planning tools capable not only of recognizing the need to decentralize urban development and sharing decision-making, but also capable of incorporating uncertainty as a variable. In addition, they must be flexible enough to detect changes and the need for adjustment and adaptation over time. This thesis makes its greatest contribution to urban studies by helping to understand the role of emergent phenomena, highlighting contradictions and tensions within the traditional local urban models, and exclusions and inequities driven by those models.
Córdoba es la segunda ciudad más poblada de la Argentina, y posee el ejido municipal más extenso del país, siendo un importante centro industrial y de servicios del centro del país. Es además la cabecera de la segunda región metropolitana argentina, el Área Metropolitana de Córdoba (AMCBA). Si bien el desarrollo de sus áreas centrales y periurbanas es un tema bastante desarrollado académicamente, actualmente hay un vacío de conocimiento en la situación actual de las áreas pericentrales e intermedias de esta ciudad -aun cuando ocupan más del 30% del área urbanizada y donde habita la mayor parte de su población-. Es en estas áreas donde se ubica el objeto de estudio de esta tesis: los barrios pericentrales que forman un anillo alrededor del área central. Originados como extensiones suburbanas alrededor de 1940, y consolidados como barrios residenciales de clase media y media alta de baja densidad antes de 1970, ocupan lo que son hoy algunas de las áreas con mejor calidad ambiental y urbana de la ciudad. Los barrios pericentrales son considerados generalmente consolidados y estables; sin embargo, analizados en detalle, muestran complejas transformaciones: un vaciamiento poblacional constante, a pesar del crecimiento demográfico en general de Córdoba y el AMCBA; aumento de inmuebles abandonados; y a diferencia de sectores en una similar posición, no son objeto de grandes inversiones inmobiliarias de renovación urbana. Esta situación es invisibilizada, en parte por ser resultado de procesos con poco impacto relativo en la ciudad, y en parte porque estos procesos no están contemplados por los modelos urbanos locales vigentes –basados en la teoría racionalista y determinista de principios del siglo XX-, que conceptualizan a los barrios pericentrales como una "panacea urbana". Esta tesis puso en disputa estos modelos, partiendo de la discusión sobre un fenómeno informal detectado indefectiblemente (aunque no exclusivamente) en estos barrios pericentrales: la microdensificación emergente. La imposibilidad de colocar los inmuebles existentes en el mercado hace que los propietarios busquen nuevas formas de valorizar sus propiedades, de facilitar el acceso a la vivienda a sus hijos o de invertir sus ahorros de forma segura, obteniendo una fuente adicional de ingresos: en cada parcela edificada se aumenta la cantidad de unidades funcionales, aprovechando la superficie construible vacante o refuncionalizando las construcciones obsoletas, aunque manteniendo el grano y la escala de intervención respecto al tejido existente. La oferta de hábitat en estos barrios se diversifica, y no sólo evita la expulsión de población, sino que también atrae a nuevos habitantes. Además, en un tejido originalmente sólo residencial, incorpora actividades de comercio y servicios que enriquecen el tejido funcional. El proceso se realiza sin planificación general (y por supuesto fuera del marco legal): es la suma de acciones individuales que se reconstruyen como una "tendencia" o "patrón emergente", revitalizando el tejido urbano de forma sutil pero definitiva. Se planteó como hipótesis que la microdensificación emergente es un proceso de revitalización que aprovecha el potencial del tejido de estos barrios de forma más sostenible y eficiente que el modelo impuesto formalmente. 10 La tesis se encuadró bajo el enfoque sistémico de la complejidad. Este enfoque entiende a la ciudad como un sistema complejo y dinámico, en desarrollo constante; determinado más por las interrelaciones entre sus componentes y entre esos componentes y el contexto, que por las condiciones de cada elemento individualmente. La calidad y cantidad de estas interacciones es primordial, al punto de definir la condición urbana de una aglomeración. Según estas premisas, un sistema urbano sostenible y eficiente será aquel que, maximizando recursos materiales y humanos (y de acuerdo a la capacidad de carga del sistema) desarrolle de redes de intercambio múltiples, diversas y descentralizadas, que generen procesos de sinergia y desarrollo inclusivos. La investigación se estructuró entonces de forma tal de responder las siguientes preguntas: • En primer lugar, ¿cuáles son las condiciones específicas que catalizan la microdensificación en los barrios pericentrales de Córdoba? • Siendo la microdensificación una respuesta a una situación particular dentro del sistema urbano, ¿Cuál es el grado de sostenibilidad y eficiencia que aporta a los barrios pericentrales (en particular) y a Córdoba (en general)? • Y tras haber identificado su impacto en la estructura urbana, su potencial transformador y organizativo, ¿puede el estudio de los procesos emergentes hacer un aporte conceptual e instrumental a los modelos locales de planeamiento urbano? Primeramente, un análisis documental reconstruyó la condición específica de los barrios pericentrales, y el escenario actual de Córdoba con respecto a la producción y acceso al hábitat urbano. Luego se infirió un escenario tendencial a corto y mediano plazo, que sirvió para definir distintos patrones de territorialización, incluyendo el patrón "formal" de los barrios pericentrales. Se continuó con el análisis específico de la microdensificación, proponiendo un escenario posible a mediano plazo donde el patrón de microdensificación ha sido plenamente desarrollado, transformando cuali y cuantitativamente el tejido espacio-funcional y socioeconómico. A partir de estos resultados, se realizó un análisis comparativo de los distintos patrones de desarrollo urbano de Córdoba en cuanto a su sostenibilidad y eficiencia. Se demostró que el patrón de microdensificación en los barrios pericentrales es mucho más sostenible y eficiente que los patrones formales existentes, y se abrió la discusión que se desarrolla en la última parte de esta tesis: El argumento desarrollado en esta investigación y los resultados que de él se desprenden tienen un carácter analítico y explicativo útil para el análisis de otros escenarios en el contexto urbano argentino y latinoamericano. En primer lugar, sobre preferir la revitalización progresiva frente a la renovación total o la creación de nuevo suelo urbano en la periferia; promover una ciudad compacta, diversa e inclusiva tanto social como funcionalmente; basada en la multiplicación y diversificación de los agentes productores de ciudad; que considera estos procesos, así como los mecanismos de empoderamiento, participación y gobernanza como instrumentos para lograr mayor sostenibilidad y eficiencia en el desarrollo urbano. Por otro lado, esta tesis puso en relevancia el rol de los procesos emergentes en un sistema urbano como mecanismo vital para generar esta revitalización. Finalmente, se discute el aporte del enfoque sistémico para comprender, explicar y proponer intervenciones a la disciplina. ; Córdoba ist die Hauptstadt der gleichnamigen Provinz im Nordosten Argentiniens. Sie ist der Mittelpunkt der zweitgrößten Metropolregion des Landes (bekannt unter der spanischen Abkürzung AMCBA) und ein wichtiges kulturelles und wirtschaftliches Zentrum des Landes. Derzeit scheint die Stadt durch zwei gegensätzlichen Prozesse geprägt, die zeitgleich von statten gehen: Einerseits die Erneuerung des Zentralbereichs und der Umgebung durch Hyperverdichtung, mit dem damit verbundenen Verlust des sozialen und architektonischen Erbes und dem Zusammenbruch der vorhandenen Infrastruktur-Netzwerke. Anderseits die Expansion der gebauten Stadt auf ländliche und industrielle Gebiete der städtischen Peripherie, was aufgrund einer abnehmenden Belegungsdichte immer mehr zu einer Verdünnung der Stadtstruktur führt. Darüber hinaus konzentriert sich der Wohnungsbau auf immer kleinere Gruppen und dies obwohl sich sowohl der Wohnungsbau beschleunigt als auch das Angebot an urbanen Wohnräumen erhöht: Während private Immobilienprojekte fast ausschließlich auf Bevölkerungsgruppen mit hohem Einkommen und Investoren, die nicht in der Stadt wohnen, ausgerichtet sind, sind die staatlichen Investitionen im sozialen Wohnungsbau ausschließlich für die Bevölkerungsgruppen mit den niedrigsten Einkommen bestimmt. Dadurch entsteht ein Defizit an Wohnangeboten für die Mittelschicht Córdobas, die fast 45% der Stadtbevölkerung ausmacht. Diese Schwerpunktsetzung ist auch bei lokalen Stadtforschern und Stadtplanern zu erkennen. Die aktuelle Situation der perizentralen Gebiete und Zwischenbereiche der Stadt sind weniger präsent, obgleich diese mehr als 30 % der urbanisierten Stadtfläche einnehmen und von der Mehrheit der Stadtbevölkerung bewohnt werden. Um diese Wissenslücke zu schließen, stehen die perizentralen Stadtviertel, die das Stadtzentrum umschließen, im Mittelpunkt dieser Arbeit. Sie sind ab 1940 als Erweiterungen der Vorstadt entstanden und etablierten sich im Laufe der 1960er Jahre als Wohngebiete mit einer geringen Bevölkerungsdichte, die heute von der Mittelschicht bewohnt werden und die höchste Umweltqualität und urbane Qualität der Stadt aufweisen. Die Gesetzgebung begrenzt dabei die Bebauung der Grundstücke auf Einfamilienhäusern, um die gewünschte geringe Bevölkerungsdichte beizubehalten. Man könnte die Untersuchung von bereits konsolidierten und stabilen urbanen Sektoren als sinnlos betrachten. Doch, wenn sie im Detail analysiert werden, zeigen sich komplexe demografische, räumliche und funktionale Transformationen, die von Interesse sind. Obwohl sich über die Jahre hinweg in diesen Stadtvierteln das bis zu diesem Moment angeblich "perfekteste" Wohnmodell materialisiert hat, nämlich ein Modell, welches "alle möglichen städtischen Wohnbedürfnisse erfüllt", leidet das soziale Gefüge und die bebaute Umwelt darunter. Das aktuelle Szenario zeigt, trotz des demografischen Wachstums von Cordoba und der Metropolregion AMCBA, einen konstanten Bevölkerungsrückgang in diesen Stadtvierteln: Junge Leute verlassen die Wohngegenden, während die zurückbleibende Bevölkerung altert und die Anzahl an verlassenen Gebäude stetig steigt. Für die auf dem Immobilienmarkt angebotenen Gebäude ist es schwierig, den Immobilienwert zu halten geschweige denn Käufer zu finden. Im Gegensatz zu anderen Bereichen der Stadt, die sich in einer ähnlichen Position befinden, sind diese Stadtviertel nicht im Fokus großer Immobilienaktivitäten. Dies widerspricht ihrer privilegierten Lage innerhalb der Stadtstruktur. 2 Diese Entwicklungen wurden lange Zeit übersehen. Zum einen da sie das Ergebnis von Prozessen sind, die wenig Auswirkungen auf die Stadt haben und zum anderen weil diese Prozesse in den heutigen lokalen städtischen Wohnmodellen nicht berücksichtigt werden, welche auf rationalistischen und deterministischen Theorien aus dem Anfang des 20. Jahrhunderts basieren und diese perizentralen Stadtviertel als städtisches Allheilmittel betrachten. Es ist unmöglich eine Hypothese abzuleiten, die aktuelle oder zukünftige Szenarios der perizentralen Stadtviertel in Córdoba unter diesen Rahmenbedingungen erklärt. Daher stellt diese Arbeit solche Modelle und ihre Fähigkeit, die Entwicklung der Stadt zu erklären oder in ihr effektiv zu arbeiten, in Frage und schlägt einen theoretischen Rahmen vor, der zum Verständnis, zur Erklärung und zur effektiven Umsetzung in der Stadt beitragen soll. Dies erfolgt auf Grundlage der Auseinandersetzung mit einem informellen Phänomen, welches deutlich (aber nicht ausschließlich) in diesen perizentralen Stadtvierteln erkennbar ist: die aufkommende Mikroverdichtung. Aufgrund der bereits genannten Unmöglichkeit, existierende Immobilien gewinnbringend auf den Markt zu bringen, suchen Eigentümer neue Wege, um ihr Wohneigentum aufzuwerten, ihren Kindern den Zugang zu einer Wohnung zu erleichtern oder ihre Ersparnisse sicher zu investieren und sich dadurch eine zusätzliche Einnahmequelle außerhalb des traditionellen Immobilienmarktes zu sichern. Aus diesem Grund erhöhen die Eigentümer die Anzahl der funktionalen Einheiten auf ihrem Grundstück, indem sie freie Fläche bebauen oder veraltete Konstruktionen renovieren. Das Stadtgefüge wird dabei durch diese Eingriffe nicht tiefgreifend verändert. Des Weiteren wird das Wohnraumangebot in diesen Stadtvierteln umfangreicher und verhindert nicht nur die Verdrängung der alten Bewohner, sondern zieht auch neue an. Auch werden dem ursprünglichen Wohngebiet zusätzliche nicht-residentielle Nutzungen hinzugefügt, die das Stadtgefüge bereichern. Letztendlich hat die Mikroverdichtung der perizentralen Nachbarschaften eine spezielle Eigenschaft, und zwar seinen emergenten / aufkommenden Zustand: Der Prozess erfolgt ohne allgemeine Planung (und auch außerhalb des rechtlichen Rahmens). Hauptakteure dieses Wandels sind die Eigentümer selbst, die ohne jegliche vorherige Absprachen agieren. Ob aus Notwendigkeit oder aus Opportunismus heraus, es handelt sich dabei um einen fragmentierten Prozess. Es beinhaltet eine Vielzahl individueller Aktionen, die als ein "Trend" oder "neu aufkommendes Muster" innerhalb der allgemeinen Organisation der perizentralen Stadtviertel zu begreifen sind und das Stadtgefüge auf subtile aber endgültige Art und Weise erneuern. Die vorliegende Arbeit stellt die Hypothese auf, dass die aufkommende Mikroverdichtung in diesen Stadtvierteln von Córdoba ein Revitalisierungsprozess ist, der das Potenzial des Stadtgefüges nachhaltiger und effizienter nutzt als das formell auferlegte Stadtentwicklungsmodell. Aufgrund des offenkundigen Gegensatzes zwischen dieser Hypothese und den aktuellen Rahmenbedingungen der lokalen Stadtentwicklung, ist es notwendig, einen theoretischen Rahmen zu schaffen, der die offensichtlichen Widersprüche auflöst und die Arbeitshypothese einrahmt. Diese These ordnet sich dem systemischen Ansatz der Komplexität zu, der analytischen Erforschung von komplexen Systemen. Dieser theoretische Rahmen ermöglicht, die aufkommenden Prozesse als integraler Bestandteil einer Stadt (ein "urbanes System"), seine Entwicklung im Laufe der Zeit, seine Komplexität und die Faktoren, von denen die urbane Nachhaltigkeit und Effizienz abhängen, zu erklären. Der systemische Ansatz begreift die Stadt als ein komplexes und dynamisches System in ständiger Entwicklung; ein System, das eher durch die Wechselbeziehungen zwischen seinen Komponenten und zwischen diesen und dem Kontext bestimmt wird, als durch den einzelnen Zustand jedes Elements. Die Qualität und Quantität dieser Interaktionen steht dabei an erster Stelle und definiert sogar den urbanen Zustand eines Ballungsgebietes. Urbanität ist nicht allein durch ihre Größe oder ihre Dichte gegeben, sondern ist gemäß der Synergie definiert, die durch eine Vielzahl an verschiedenen Interaktionen und Wech3 selwirkungen zwischen unterschiedlichen Akteuren produziert wird. Dieser Prozess heißt Synoikismos. Die Entfaltung der technologischen, sozialen und politischen Entwicklungen und Innovationen, die den städtischen Zustand charakterisieren, ist das inhärente Ergebnis dieser Interaktionen und eine direkte Funktion ihrer Intensität, Vielfalt und Redundanz, sowohl räumlich als auch zeitlich. Laut diesen Voraussetzungen ist ein nachhaltiges und effizientes Städtesystem eines, das durch die Maximierung der menschlichen und materiellen Ressourcen (und der Systembelastbarkeit entsprechend) mehrere unterschiedliche und dezentrale Austauschnetzwerke entwickelt, die inklusive Synergie- und Entwicklungsprozesse erzeugen. Dies bedeutet zum einen eine energieeffiziente Stadt, auch effizient im Konsum jeglicher Ressourcen und zum anderen eine kompakte Stadt, welche mehrere Begegnungen zwischen verschiedenen Akteuren ermöglicht, die Beteiligung an politischen Mechanismen und die intensive Nutzung des öffentlichen Raums, die Fußgängermobilität und eine funktionale und soziale Vielfalt in der Stadt fördert. Dies schließt auch Flexibilität und Anpassungsfähigkeit an Veränderungen durch Widerstands- oder Transformationsprozesse ein. Laut den lokalen Stadtentwicklungsmodellen, sind aufkommende und informelle Prozesse, wie die Mikroverdichtung, ein Zeichen der Krise im städtischen System: Anomalien, die durch die Entwicklung von schädlichen Prozessen im Konflikt mit dem Rest der Stadtstruktur entstanden sind. Konflikte, die sogar zum Zusammenbruch führen können. Laut dem theoretischen Ansatz dieser Arbeit jedoch, können diese Prozesse auch als Versuch des Systems verstanden werden, sich selbst zu regulieren und sich an neue Situationen anzupassen: Als Antwort auf ein ungelöstes Spannungsszenario; eine Art und Weise, in der das System sich selbst organisiert, um auf diese Spannung zu reagieren, indem ein neues Gleichgewicht gesucht wird. Die Arbeit strukturiert sich anhand von diesem theoretischen Rahmen, um die folgenden Fragen beantworten zu können: • Erstens, welche besonderen Rahmenbedingungen führen zu der aufkommenden Mikroverdichtung in den perizentralen Stadtvierteln in Córdoba? • Begreift man die Mikroverdichtung als Antwort auf eine bestimmte Situation innerhalb des städtischen Systems, stellt sich folgende zweite Frage: Welches Ausmaß an Nachhaltigkeit und Effizienz ermöglichen die Prozesse der Mikroverdichtung in den perizentralen Stadtvierteln im Speziellen und in Córdoba im Allgemeinen? • Nach der Identifizierung der Auswirkungen dieser Prozesse auf die Stadtstruktur, sowie des damit einhergehenden transformativen und organisatorischen Potenzials steht die dritte Frage im Raum: Kann die Erforschung von aufkommenden Prozessen dieser Art einen konzeptionellen und instrumentellen Beitrag zur lokalen Stadtplanung leisten? Um diesen Fragen nachzugehen wurde im weiteren Verlauf der Forschung eine Dokumentenanalyse durchgeführt, um den spezifischen Zustand der perizentralen Stadtviertel, der das Phänomen der aufkommenden Mikroverdichtung ermöglicht, zu rekonstruieren. Diese Analyse vollzog sich in zwei Schritten: Als Erstes wurden die perizentralen Stadtviertel und der Grund für ihr besonderes Urbanisierungsmuster historisch rekonstruiert und dadurch als (nahezu) monofunktionelle Wohnviertel mit einer geringen Bevölkerungsdichte identifiziert. Als Zweites wurde das aktuelle urbane Szenario Córdobas hinsichtlich der Produktion von und dem Zugang zu städtischem Habitat analysiert, um urbane, regionale und globale Variablen zu entwickeln, die die Entwicklungstrends der Stadt bestimmen. Dieses Vorgehen ermöglichte die Formulierung eines umfassendes Arguments, das alle Prozesse erklärt, die bisher als "gleichzeitig aber widersprüchlich" erfasst wurden. Darüber hinaus erklärt und prognostiziert dieses Argument die "undenkbare" Situation von perizentralen Stadtvierteln. Nach der Rekonstruktion des aktuellen Szenarios wurde ein kurzes und mittelfristiges (10 Jahren) Trendszenario des Phänomens abgeleitet. Dies diente dazu, die unterschiedlichen 4 Entwicklungsmuster in Córdoba zu vergleichen und deren Auswirkungen auf die Stadtstruktur zu bewerten. Im weiteren Verlauf der Arbeit wurde die Analyse der Mikroverdichtung hinsichtlich der Veränderungen im sozialen, funktionalen und räumlichen Stadtgefüge fortgeführt. Als Ergebnis wurde ein mögliches Zukunftsszenario vorgeschlagen, bei dem das Muster der Mikroverdichtung formalisiert und somit das räumlich-funktionale und sozioökonomische Gefüge der Stadtviertel transformiert wurde. Anschließend wurden das Potenzial und die Stärken (und Schwächen) gegenüber dem mittelfristigen Trendszenario von Córdoba und den perizentralen Stadtvierteln spezifiziert. Basierend auf diesen Ergebnissen wurden verschiedene Stadtentwicklungsmuster von Córdoba mithilfe der Variablen analysiert, die als strukturelle Bedingungen für Nachhaltigkeit und Effizienz definiert waren. Mit dem Ergebnis, dass die Nachhaltigkeit und die Effizienz der Mikroverdichtungsszenarien deutlich größer war als in den aktuellen Trendszenarien. Die vorliegende Analyse konnte somit die Hypothese dieser Arbeit belegen. Im letzten Abschnitt der Arbeit wurde der Diskussionsteil eröffnet. Die erste Diskussion befasste sich mit der Entwicklung, die eine progressive Revitalisierung fördert anstatt einer vollständigen Erneuerung des Stadtgefüges oder der Schaffung von neuem städtischem Land in der ruralen Peripherie der Stadt. Zudem fördert sie sowohl auf soziale, räumliche als auch funktionale Art und Weise eine kompakte, vielfältige und integrative Stadt. Diese Entwicklung beruht auf der Multiplikation und Diversifizierung der Akteure, die im Städtebau involviert sind, und betrachtet diese Prozesse, sowie die Ermächtigungs-, Beteiligungs- und Staatsführungsmechanismen als Instrumente zur Erlangung einer größeren Nachhaltigkeit und Effizienz in der Stadtentwicklung. Das bedeutet, eine Stadt, die in der Lage ist, kreativere Synergien zu schaffen und so zu sozialen, technologischen und wirtschaftlichen Vorteilen kommt. Des Weiteren betonte diese Arbeit die Rolle der aufkommenden Prozesse in einem städtischen System. Die aufkommende Mikroverdichtung hat wenig Einfluss auf die städtische Struktur von Córdoba. Jedoch ist es ein wichtiger Mechanismus, um die Verarmung und den Verlust von Ressourcen in perizentralen Bereichen und Zwischengebieten zu verhindern, d.h. um den partiellen Zusammenbruch der städtischen Struktur zu vermeiden und gleichzeitig Urbanität in Gebieten zu schaffen, die als bloße Wohnungsviertel charakterisiert sind. In der Stadtplanung ist es wichtig, auf aufkommende Prozesse in der Stadtentwicklung und auf die Erzeugung von Synergien Wert zu legen. Ihre Einbeziehung in die kritische Analyse beinhaltet die Entwicklung von Planungsinstrumenten, die nicht nur die Notwendigkeit der Dezentralisierung der Stadtentwicklung und der Entscheidungsfindung erkennen können, sondern die auch in der Lage sind, die Ungewissheit als Variable zu integrieren. Darüber hinaus müssen sie flexibel genug sein, um Veränderungen und die Notwendigkeit für Korrekturen und Anpassungen im Laufe der Zeit zu erkennen. Das Argument dieser Arbeit hat einen analytischen und erklärenden Charakter, der für die Analyse von anderen urbanen Szenarien in Argentinien und Lateinamerika nützlich ist. Dies ermöglicht die Verallgemeinerung sowohl der Ergebnisse als auch der theoretischen Annäherung an städtische Phänomene, basierend auf dem Stadt-Verständnis als komplexes, für ihre Umgebung offenes System, welches weit entfernt vom Gleichgewicht ist. Der größte Beitrag dieser Arbeit zur Urbanistik ist das Verständnis der Rolle der aufkommenden Phänomene und die Analyse der Widersprüche und Spannungen innerhalb der traditionellen lokalen Stadtmodelle, die auch Ausgrenzungen und Ungerechtigkeit im Zugang zu Stadt hervorhebt. Die Rolle des Staates und des Immobilienmarktes in der Stadtentwicklung von Cordoba wurde denaturiert und eine dialektische Artikulation der Logik des territorialen Lebensraumes in der Stadt, die sowohl Produktions- und Zugangsstrategien als auch die scheinbaren Widersprüche in der Stadtentwicklung der lateinamerikanischen mittelgroßen Städten erklärt, wurde vorgeschlagen. ; Córdoba is the capital of the province of Córdoba, in Argentina. It is also the principal city of the second-most populous metropolitan area of the country, the Greater Córdoba Metropolitan Area (AMCBA according to its acronym in Spanish), with strengths in business, automotive industry, culture, education, and research. Currently, the city seems to develop in two simultaneous and opposing processes: On the one hand, renovation by densification of the central area and its extensions, with losses of social and built heritage, and the collapse of infrastructure networks that this entails. On the other hand, extension of the urbanized area over rural and industrial periphery, with dwindling occupancy densities that dilute the urban structure more and more in the territory. Besides that, although housing production accelerates -increasing its supply-, it is concentrated in ever smaller groups: while real estate projects are targeted almost exclusively at high-income sectors and investors who do not live in the city, State investment in social housing is allocated exclusively to lower income sectors. This situation produces a deficit in proposals aimed at the so-called "middle class", even though it makes up of almost 45% of the city´s population. In addition, these processes concentrate the interest of the greater part of both local academics and urban planners. This situation produces a knowledge gap in the current situation of Córdoba´s pericentral and intermediate areas, which occupy more than 30% of the city´s urbanized land (and where the majority of this city´s inhabitants reside). It is there where this thesis´ case study is located: the pericentral districts that surround the central area. They originated as suburban extensions around 1940, and consolidated as middle-class/low-density residential neighborhoods before 1970. Today, they occupy some of the best environmental and urban quality areas of the city. Even land-use regulation specifically limits occupancy to single-family dwellings on individual plots to maintain the desired low-density residential neighborhood pattern. We can discuss the futility of studying urban sectors considered already consolidated and stable; however, when analyzed in detail, pericentral areas show complex demographic, spatial, and functional transformations that contradict this characterization: Despite the fact that these neighborhoods materializes the supposedly "most perfect" residential model known until now, a model "that solves each and every one of the urban-life needs", its social and built fabric resents. The current scenario shows a constant population-shrinking process, in spite of the demographic growth of both Córdoba and the AMCBA. Young people leaves these neighborhoods, while the remaining population ages. Abandoned buildings constantly increase; the ones offered in the real estate market have difficulties to find buyers, or even to maintain their price, which contradicts its privileged status within the city. At the same time -and unlike areas in a similar position- these neighborhoods are not the object of major real estate investments. Local academics and urban planners overlook this situation, in part because it is the result of processes with relative less impact in the city, and in part because these processes are not covered by current local urban models -based on the rationalist and deterministic urban theory of early 20th century-, which conceptualize suburban neigh6 borhoods as an urban panacea. It is impossible to deduce a hypothesis that explains the current nor the trend scenario of pericentral neighborhoods of Córdoba in terms of that framework. Therefore, this thesis discussed those theoretical models, and its capacity to explain Córdoba´s development. It proposed a theoretical framework that allowed understanding, explaining, and operating effectively in the city. It did so based on the discussion of an informal phenomenon unfailingly (but not exclusively) detected in pericentral neighborhoods: the emergent micro-densification. Given the impossibility of advantageously placing their properties in the housing market -due to factors such as land-use restrictions, and specific conditions of the local real estate market-, the landowners seek new ways to valorize their properties, facilitate access to housing for their children, or profitably invest their savings, obtaining an additional income outside the "traditional" real estate market. They increase the number of functional units in their plots, occupying the vacant building area or refurbishing obsolete constructions, while maintaining the intervention scale in relation to the existing urban fabric. These neighborhoods´ housing supply diversifies; and it not only prevents the expulsion of population, but it also attracts new inhabitants. In addition, in an originally residential fabric, it incorporates non-residential activities that enrich the urban fabric. Finally, micro-densification in pericentral neighborhoods presents a differential quality: its "emergent" condition. The process carries out without general planning (and of course outside the legal framework); inhabitants/landowners decide to do so, without any prior agreement. It is an atomized and fragmented process, result of necessity or opportunism. It is the sum of individual actions reconstructed as a "trend", or an "emerging pattern" within the general organization of pericentral neighborhoods, revitalizing the urban fabric in a subtle but definitive way. This research hypothesized that emergent micro-densification in these neighborhoods is a process of revitalization that harnesses the potential of their urban fabric; it does so in a more sustainable and efficient way than the current urban development patterns. Faced with the manifest opposition between this hypothesis and the current local urFaced with the manifest opposition between this hypothesis and the current local urban development framework, it was necessary to construct a theoretical framework able to solve the apparent contradictions detected -that the latter cannot explain-, and frame the working hypothesis. Therefore, this thesis is framed under the systemic complexity approach, that is, the analytical study of complex systems. This theoretical framework has the capacity to explain emergent processes as integral part of a city, its development over time, its complexity, and the factors on which urban sustainability and efficiency depend. The systemic approach understands the city as a complex and dynamic system, in constant development; a system determined more by interrelationships between its components, and between those components and the context, than by the individual conditions of each component. The quality and quantity of these interactions is paramount, to the point of defining the urban condition of a human agglomeration in the territory: urbanity is not given merely by the size or density of a human agglomeration; it is defined in terms of the synergy produced by a large number of different interactions between different agents; a process called synekism. The generation of innovation, and technological/social/political development that characterize the urban condition is an inherent result of these interactions, and a direct function of the intensity, diversity, and redundancy of them in the territory, over time. 7 A sustainable and efficient urban system will be one that, by maximizing material and human resources (and according to the system´s load capacity), develops decentralized, multi-exchange networks; one capable of generating synergy and inclusive development. This implies an energy efficient city, but also efficient in the consumption of any type of resources; a compact city, which prioritizes participatory political mechanisms and intensive use of public spaces, but also pedestrian mobility, and functional and social diversity. It also implies flexibility and adaptability in the face of changes, through processes of resilience or transformation. According to local urban development models, emergent and informal processes such as micro-densification are a sign of crisis within the urban system: anomalies due to the development of harmful processes, in conflict with the rest of the urban structure; conflicts that may even lead to the city´s collapse. But according to the theoretical approach proposed in this thesis, these processes can also be identified as an attempt by the system to self-regulate and adapt to new situations: as a response to a scenario of tension; a way in which the system self-organizes, and responds to that tension seeking a new equilibrium. The research is then structured in order to answer the following questions: • First, what are the specific conditions that catalyze micro-densification in the pericentral neighborhoods of Córdoba? • Second, since micro-densification is a response to a particular situation within the urban system, what is the degree of sustainability and efficiency that transformations through micro-densification provides to pericentral neighborhoods (in particular) and to Córdoba (in general)? • Finally, having identified the impact of such processes on the urban structure, and its transformative and organizational potential, can the study of emergent processes make a conceptual or instrumental contribution to local urban planning? The research continued with a document analysis that reconstructs the specific condition of pericentral neighborhoods of Córdoba -which catalyzes the phenomenon of emergent micro-densification-. This stage developed in two parts: In the first place, we historically reconstruct pericentral neighborhoods of Córdoba, and the reasons for their urbanization pattern, which consolidates them as residential, (virtually) mono-functional, low-density, middle-class neighborhoods. Secondly, we analyzed Córdoba´s current scenario -with respect to the production and access to urban habitat- establishing urban, regional, and global variables that determine the city´s current development trends. This analysis allowed us to develop a comprehensive argument that explains all the processes that until now were conceptualized as "simultaneous but contradictory". It also explains and predicts the "unthinkable" situation of pericentral neighborhoods. After reconstructing the current scenario and defining different development patterns in Córdoba (including the "formal" pericentral neighborhoods´ pattern), we inferred a trend scenario in the short and medium term (10 years). We continued analyzing the micro-densification phenomenon, in terms of its social, functional, and spatial urban fabric transformations. As a result, a possible future scenario was proposed in which the micro-densification pattern has been formalized, transforming qualitatively and quantitatively the spatial-functional and socio-economic fabric. We specified their potential and strengths (as well as their weaknesses), against the future trend scenario of Córdoba and the pericentral neighborhoods. 8 Based on these results, we analyzed the different urban development patterns in Córdoba according to the variables defined as structural conditions of sustainability and efficiency: The sustainability and efficiency of the micro-densification scenario are much greater than those of the current trends scenario. Therefore, we verified the working hypothesis, and opened the discussion of this thesis. A first line of discussion dealt with development that fosters progressive revitalization, instead of complete renewal of urban fabric, or creation of new urban land on city´s rural periphery. Development that promotes a compact, diverse, and inclusive city, both socially, spatially and functionally; based on the multiplication and diversification of city-building agents. Development that considers these processes, as well as the mechanisms of empowerment, participation, and governance as instruments to achieve greater sustainability and efficiency in urban development. A city capable of generating more creative synergy, which translates into social, technological, and economic benefits. We denatured both the role of the State and the real estate market in the urban development of Córdoba; we proposed a dialectical articulation of different logics of urban development, explaining both the production and access strategies to habitat, and the apparent contradictions in urban development of Latin American middle cities. This thesis´ argument has an analytical and explanatory character, useful for analyzing other urban systems in Argentina and Latin America. It allows the generalization of both the results and the theoretical approach to urban phenomena, understanding the city as a complex system open to its surroundings and far from equilibrium. On the other hand, this thesis emphasized the role of emergent processes in an urban system. So far, emergent micro-densification has little impact on Córdoba´s urban structure. However, it is a vital mechanism to prevent pauperization and loss of resources in pericentral and intermediate urban areas -that is to say, to avoid the partial collapse of the urban structure-, while generating urbanity in areas characterized as mere residential fragments. It is essential to give importance in urban development and in generation of synergy to emergent processes. Incorporating them into critical analysis and diagnosis involves developing planning tools capable not only of recognizing the need to decentralize urban development and sharing decision-making, but also capable of incorporating uncertainty as a variable. In addition, they must be flexible enough to detect changes and the need for adjustment and adaptation over time. This thesis makes its greatest contribution to urban studies by helping to understand the role of emergent phenomena, highlighting contradictions and tensions within the traditional local urban models, and exclusions and inequities driven by those models.
