Artykuł recenzowany / Peer-reviewed article ; With few exceptions the Arab world has made a big progress toward political liberalization in the recent two years. Morocco could be a model to follow for other countries if it sustains current direction of political change. The King Muhammad VI decided to lead important reforms: amendment to the Constitution, separation of the structures of power and independence of the judiciary. In this way, the situation has not led to signifiant outburst of citizen anger and rioting like in a number of Arab states. Political and social reforms were initiated by the King addressing the requests and needs of the society, for example the reform of family code called Mudawwana. Muhammad VI recognized the multicultural roots of Moroccan society, confirmed gender equality and extended the freedom of speech. Yet, these changes did not address the needs of all social groups. Demands for more responsive and accountable government, pressures for economic reforms, and greater pluralism in the shaping of public policy arose in Morocco. Nevertheless, opposition considered these changes insufficient, given the scale of youth unemployment, lack of prospects, failure of woman's rights and crisis of education. In Morocco state legitimacy does not decline because of a particular position of the King, religious legitimacy of power and specific political culture of Moroccan society. According to many analysts, the Kingdom of Morocco did not dismantle the basic structures of power, especially the influential elite institution – machzen.
This paper deals with the role of religious parties in the Indonesian political system. It demonstrates the importance of Islamic parties and explains the declining significance of Christian parties in the last dozen or so years. In the conditions of deep religiosity in Indonesian society, religious parties are understood as political parties that meet the following criteria: 1) are created by and for the followers of Islam or Christianity, respectively, 2) serve to pursue their interests (specifically the interests articulated by the political and religious elites of religious communities) and 3) build their programs based on the principles and values of faith, and also promote and protect them.

Po pierwsze, wspierana przez Rosję świecka partia Baas zapewniła trwałą integrację mniejszości Syrii w pewien typ społeczeństwa i systemu politycznego gwarantującego wolność religijną w przeciwieństwie do systemów radykalnego islamu. Po drugie, Rosja wykorzystuje pamięć zbiorową alawitów i chrześcijan odnoszącą się do sunnickich prześladowań oraz kontrowersyjne alianse USA, utwierdzając swe wpływy zagraniczne, głównie w regionach związanych z prawosławiem. Po trzecie, Stany Zjednoczone i niektóre państwa UE osądzają działalność al-Assada według własnej perspektywy po 1990 r., tzn. eksperymentu wdrażania standardów wielokulturowego społeczeństwa. Z kolei Rosja ocenia sytuację w regionie z perspektywy co najmniej 200 lat, które obfitowały w wiele dramatycznych wydarzeń, z najbardziej bolesnym: ludobójstwem Ormian. Problemem jest to, że w przypadku ewentualnego upadku rządów Baszara Al-Asada Zachód nie będzie w stanie zapewnić mniejszościom długoterminowego bezpieczeństwa według swoich demokratycznych standardów. W tej sytuacji alawici i chrześcijanie upatrują w Rosji gwaranta bezpieczeństwa i wolności religijnej. Zachodnie wsparcie dla "demokracji" na Bliskim Wschodzie i Azji Centralnej przerodziło się w pasmo konfliktów i zaowocowało niebywałym rozwojem radykalnego islamu. ; This article presents an overview of the principal results of research on the historically-oriented policy of Russia's activity in the Middle East in the context of the case of Syrian- Ba'thist secularism. Firstly, supported by Russia the secular approach of the Syrian Baath Party has provided integration of the Alawites, Christians and other minorities into the political system and society. Secondly, Russia has used memories of many religious warfare and Islamic (Sunni) persecution of Alawites and Orthodox Christians. Using this kind of collective memories, Russian policy has linked many Christian nations. Thirdly, one of the misunderstandings is that the United States and some EU countries judge Assad and Syria by the modern standards of post 1990 Western Europe; Putin and Russia are judging matters in the context of over two hundred years of conflicts and persecutions. Probably, it is a new round of competition between the Anglo-Saxon liberal optimism and historical Russian pessimism. The problem is that in the case of Assad's fall Washington and none of its Western allies are able to provide long-term security for Syrian minorities according to their democratic standards. Paradoxically, the Alawites and Christians automatically see Russia as a natural protector of human rights at least in terms of religious freedom. Unfortunately, today's western support for 'democracies' in the Middle East (Afghanistan, Iraq, Syria, and Libya) has been unsuccessful.
Głównym tematem artykułu jest analiza prawicowo-ekstremistycznych nastrojów w społeczeństwie niemieckim, których rzecznikiem stają się coraz częściej przedstawiciele klasy średniej. Nieudany projekt wielokulturowości niemieckiej, długotrwały kryzys gospodarczy w Europie, zjawisko terroryzmu islamskiego i fala uchodźców stworzyły atmosferę ksenofobizmu i rasizmu. W efekcie tworzone są partie oraz nieformalne ugrupowania, które oczekują od państwa zmian w polityce azylowej i artykułują potrzebę utrwalania tożsamości narodowej. Tworzące się ad hoc ruchy społeczne odnoszą się krytycznie do niemieckiego systemu politycznego gromadząc określoną część elektoratu. Jeden z ruchów obywatelskich pod nazwą Pegida demonstruje nie tylko przeciwko radykałom muzułmańskim, a islamowi w ogóle. Organizatorzy i zwolennicy Pegidy dystansują się publicznie od ekstremistów prawicowych, ale wykorzystują lęki przed islamskim terrorem i szerzą nastroje niechęci wobec uchodźców i obcych. Pytanie badawcze dotyczy perspektyw utrwalania demokratycznych standardów w pozjednoczeniowym społeczeństwie niemieckim przez klasę średnią, która może stać się najważniejszym elementem wpływającym na opinię publiczną. Renesans ideologii faszystowskiej wymusił konieczność wykreowania nowego modelu komunikowania społecznego pomiędzy klasami. Percepcja tej ideologii jest przedmiotem badawczym sfery aksjologicznej. ; The main topic of this paper is the analysis of right-wing extremist sentiments in German society. Representatives of the middle-class are mostly identified with these political tendencies. The unsuccessful multicultural project in the Federal Republic of Germany, long-lasting economic crisis in Europe, Islamic terrorism and the wave of immigrants have led to the spread of xenophobia and racism. Thus, many new parties and various informal groups are being formed that expect the government to change the asylum policy of the state and which express their need to consolidate national identity. These social groups demonstrate a critical attitude to the German political system, attracting a certain portion of the protesting electorate. One of the citizens' movements, named Pegida, is demonstrating against not only radical Muslims but Islam as a whole. The organizers and supporters of Pegida publicly distance themselves from right-wing extremists, but use the fears of Islamic terror to spread general negative sentiments towards refugees and foreigners. The research question refers to the prospects of instilling democratic standards in the middle class of German society after the post-unification period. This social class may be the most important factor influencing public opinion. The renaissance of fascist ideology has forced the creation of a new model of communication between social classes. The perception of right-wing ideology is the object of research in the axiological sphere.

This article addresses relations between Europe and the countries of the Middle East and the implications of these relationships over the past two decades, through an examination of the events of the 'Arab Spring.' The Arab Spring refers to a chain of events that swept through the Arab countries from late 2010, characterized by demonstrations, violence, and civil war. This was sparked by resistance to tyrannical regimes and led to the fall of the rulers of Egypt, Tunisia, and Libya. However, Islamists were able to utilize the protesters, who sought democracy, an equal economy, and the elimination of governmental corruption, to further their ambitions. At that time, it was not clear what the new regimes would look like, but it was widely expected that Islamist elements would gain power. Europe responded positively to these events, in terms of declarations, policy, and physical involvement, from the fear that Islamist forces would take advantage of the outcomes of the protests, despite the fact that, for decades, there had been collaboration and friendly relations between Western nations and many of the overthrown tyrants. This policy of turning a blind eye to the lack of democracy and human rights violations in these countries, however, had been perceived by many as contrary to European values. On May 25, 2011, the European Union published a document admitting their failure to achieve political reforms in the neighboring Arab countries. Following the events of the Arab Spring, a new approach to strengthening the partnership between Europe and the Arab world was needed. The objectives of European policy towards the Muslim world include halting massive Muslim migration, reducing the influence of fundamentalist and radical Islam in the Middle East and among Muslims in Europe, and ensuring a supply of energy resources obtained from these countries. Meeting these challenges will be a significant step in the right direction. ; Artykuł omawia stosunki między Europą i krajami Bliskiego Wschodu oraz konsekwencje tych relacji w ciągu ostatnich dwóch dekad, poprzez analizę "arabskiej wiosny". Określenie "arabska wiosna" odnosi się do serii wydarzeń obejmujących demonstracje, przemoc i wojnę domową, które przetoczyły się przez kraje arabskie od końca 2010 r. Wywołane przez siły oporu wobec autorytarnych reżimów doprowadziły do upadku przywódców Egiptu, Tunezji i Libii. Protesty zwolenników demokracji, zrównoważonej gospodarki i likwidacji korupcji rządowej udało się jednak wykorzystać do swoich celów islamistom. Wprawdzie nie było wówczas jasne, jakie nowe reżimy przejmą władzę, ale powszechnie oczekiwano, że będą to siły islamistyczne. W kategoriach deklaracji, polityki i zaangażowania fizycznego Europa zareagowała na wydarzenia arabskiej wiosny pozytywnie w obawie, że wyniki protestów mogą zostać wykorzystane przez siły islamistyczne, mimo że przez dziesięciolecia państwa Zachodu łączyła z wieloma obalonymi tyranami współpraca i przyjazne stosunki. Polityka przymykania oka na brak demokracji i łamanie praw człowieka w tych krajach była jednak często postrzegana jako sprzeczna z wartościami europejskimi. W dniu 25 maja 2011 r. Unia Europejska opublikowała dokument przyznający, że nie udało jej się przeprowadzić reform politycznych w sąsiednich krajach arabskich. Po wydarzeniach arabskiej wiosny konieczne było wypracowanie nowego podejścia do wzmocnienia partnerstwa między Europą a światem arabskim. Cele europejskiej polityki wobec świata muzułmańskiego obejmują powstrzymanie masowej migracji muzułmańskiej, zmniejszenie wpływu fundamentalistycznego i radykalnego islamu na Bliskim Wschodzie, a także wśród muzułmanów w Europie, oraz zapewnienie dostaw surowców energetycznych z tych krajów. Sprostanie tym wyzwaniom będzie znaczącym krokiem we właściwym kierunku.
