학위논문 (석사) -- 서울대학교 대학원 : 사회과학대학 정치외교학부(외교학전공), 2020. 8. 신범식. ; 본 논문은 테러와의 전쟁에서 많은 피해를 입은 미국과 러시아의 테러조직 리스트가 예상과 달리 왜 유사점보다 차이점을 더 많이 가지고 있는가를 밝히고자 하였다. 이를 위해 러시아와 미국이 테러조직을 지정하는 과정을 비교함으로써 양국의 테러조직 지정에 영향을 미치는 요인들을 규명하고자 하였다. 우선 미국과 러시아의 국가 안보전략 문서들을 분석함으로써 양국이 시기별로 중요하게 여긴 관심사와 이러한 관심사에 대한 위협이 무엇인지 분석하였다. 그 다음으로, 미국과 러시아의 대통령들이 1993년부터 2017년까지 발표한 테러 관련 연설문, 인터뷰, 공문서들 가운데 제목이나 본문에 'terror' 및 'террор'라는 어근이 포함된 다양한 형태의 텍스트 자료들을 대상으로 워드분석을 함으로써 양국이 테러를 어떠한 위협으로 상정하는지, 국내외의 어떤 안건들과 연결하는지를 파악하였다. 그리하여 본고는 테러에 대한 역사적 경험과 인식, 안보에 대한 이해, 국제 질서와 상황 파악 등 많은 요인들이 테러조직 지정에 영향을 미치면서 양국이 테러에 대한 기본적인 인식, 즉 초국가적인 테러조직들이 한 국가만이 아닌, 국제사회 전체에 위협이 될 수 있다는 인식 면에서는 시간이 지나면서 비슷해졌지만 양국의 안보개념, 안보와 관련된 국익의 우선 순위, 테러에 대한 인식에 영향을 미친 역사적 경험이 상이하기 때문에 테러조직의 지정에서 유사점보다는 차이점이 더 많이 나타나게 되었다는 결론에 도달하였다. 본고는 일견 미국과 러시아가 테러조직을 공동의 적으로 간주하는 것처럼 보이지만 실제로는 다양한 요인들로 인해 테러와 테러조직의 지정에서 서로 다르게 접근한다는 사실을 보여주었다는 데 그 의의가 있다. ; Russia and the United States have been on the front line of the fight against terrorism for a long time, and at first glance it may seem that they are fighting against the same enemy. However, upon careful comparison of the U.S. Department of State list of Foreign Terrorist Organizations(FTO) and corresponding list of the Russian Federation the distinctions are strikingly obvious. The organizations designated by each country outnumber the ones that were appointed by both. This study aims to examine the factors behind the differences in the approaches that Russia and the U.S. took to defining the enemy. It is argued that the designation method is mainly determined by two broad aspects – the security concept and the perception of terrorism. Through the analysis of the national security strategies from 1997 to 2015, this study investigated several crucial issues: the ways Russia and the United States had been perceiving the international order, their place and role in it, as well as changes in their national interests over time, and most importantly, what constituted the perceived threats to the national security. Supporting this with the examination of the perception of terrorism through the word frequency analysis of Russian and American presidents' speeches, the study concluded that despite the fact that both countries claim terrorism to be their main threat, the approach to defining it is not the same as each country bases it on their own historical experience and national priorities. The United States views terrorism largely as a part of the global security framework, inseparably associated with other issues (such as the threat of WMD proliferation) that are claimed to emanate from rogue states and tyrannies. Consequently, the strategy in the fight against terrorism has been derived from the desire to converse these regimes to democracy. On the other hand, Russia was found to view terrorism as a more direct threat to the country's national security. For Russia, terrorist organizations are separate entities that try to violate the country's constitutional order through separatist and extremist slogans. Unlike the United States, Russia does not view terrorist organizations as an instrument in the hands of tyrannical regimes, therefore it condemns the American unilateral approach that is structured around interference into the internal affairs of other states. These differences are reflected in the formation of the terrorist organizations lists. The list of the United States is more comprehensive and geographically global. The FTO list includes not only the organizations that directly threaten US security, but also the ones that harm the partners and allies of the United States. At the same time, Russia is focused on designating the organizations that directly threaten the security of the country and the nearest region like Central Asia. There are also organizations on the list that do not commit terrorist acts, but undermine the values of Russia's constitutional system through the conduct of propaganda on the Internet. After September 11 and the Beslan school siege in 2004, there is a convergence in the perception of the US and Russia on the rise of terrorist organizations network as a major transnational threat in the 21st century. This explains why there are the same ten organizations on both lists. The vast majority of the organizations that have been designated by both countries are affiliates of al-Qaeda, which are fighting not one specific country, but the entire modern international society. 학위논문(석사)--서울대학교 대학원 :보건대학원 보건학과(보건정책관리학전공),2019. 8. 유승현. ; 본 연구는 건강증진사업에서 보행활동증진사업에 참여하고 있는 조직들의 특성을 파악하고 조직 간 협력관계를 네트워크 구조를 기반으로 분석하여 사업운영맥락과 현안을 파악하는데 목적이 있다. 이를 위해 4월 말부터 5월 초까지 A구 보행증진사업의 이해관계자 17명을 대상으로 사회네트워크분석과 개인심층면접조사를 통한 주제분석을 활용하였다. 본 연구의 주요 결과는 다음과 같다. 도시보행증진을 위한 네트워크구조는 시민조직과 공공조직의 조직에 대한 인식의 차이가 협력관계형성에 영향을 주는 것으로 나타났다. 전체 네트워크 구조에서 시민조직은 재정적 독립을 기반으로 활동의 자율성을 확보하여 자발적으로 복지분야로 관계를 확장하였다. 이와 반대로 공공조직 내에서 보행증진을 위하여 협력하는 관계는 사업의 필요에 따라 단기적으로 이루어지며, 타 분야와의 협력은 구조적인 갈등으로 인해 필요 이상의 협력은 발생하지 않는 것으로 확인되었다. 본 연구결과를 바탕으로 지역사회 건강증진의 전략으로서 A구 보행증진에 관여하고 있는 조직들 간 협력을 구조적으로 설명하였다. 그리고 보행증진사업에서 구조적으로 나타나는 공공조직과 시민조직의 역할에 맞는 지원을 위한 정책을 제안하기 위하여 A구 보행증진사업의 주요 현안에 대한 시사점과 구조적인 접근방안을 제시하였다. ; The object of this paper is to identify the characteristics of organizations participating in the promotion of walking activities in health promotion projects and to analyze the cooperative relationship among organizations based on the network structure. For this study, Social Network Analysis and in-depth interviews were used for 17 stakeholders in A district of Seoul. The main results of this study are as follows. First, the network structure for the promotion of urban walking showed that the difference in perception of civic organizations and public organizations influence the formation of cooperative relationship. In the entire network structure, civic organizations voluntarily expanded their collaborative relationship to the organizations of the welfare field by securing the autonomy of activities based on financial independence. On the contrary, it is confirmed that the relationship that cooperates for the promotion of walking in the public organizations take place in the short term according to the need. Cooperation with other fields in the public organizations has been confirmed that there is no more cooperation than necessary due to the structural conflict of public organization and the interests of the work. Based on the results of this study, the researcher structurally explained the cooperation among the organizations involved in the promotion of walking in A district of Seoul as a strategy of community health promotion. 학위논문 (석사)-- 서울대학교 대학원 : 정치학과, 2012. 2. 박찬욱. ; 본 연구는 1970년대 이후 미국의 통상정책 결정과정에서 주된 절차적 기제로 작용해온 신속처리절차(Fast-track procedures)가 2002년 무역법을 통해 무역증진권한(Trade Promotion Authority; TPA)으로 재입법되는 과정의 동학을 의회-행정부 관계를 중심으로 설명하는 것을 목적으로 한다. 신속처리절차는 대통령이 비관세장벽 관련 내용이 포함된 무역협정을 체결하고 이행법안을 의회에 제출하면 양원은 수정안 제출 없이 가부만을 결정해서 90일내에 처리해야 한다는 규정으로 1974년 무역법에서 처음 도입된 이래 30년 간 미국의 무역정책결정과정에서 중요한 위치를 차지해왔다. 하지만 자유무역정책에 대한 양당의 합의가 약해지면서 1994년 만료되었고, 2002년 8월 6일 부시 대통령이 법안에 서명을 하면서 8년 만에 통상정책결정과정에 다시 등장했다. 그렇다면 어떠한 맥락에서 클린턴 행정부 시기에는 부결되었던 연장 법안이 부시 행정부 때는 성공할 수 있었을까? 기존의 연구들은 1997년과 2001년 표결 분석을 통해 의원 차원에서 이익집단ㆍ유권자들과의 관계, 정당 차원에서 단점정부를 그 요인으로 지적한다. 하지만 입법과정에서 의회의 행태는 의원 개인, 정당 두 차원 외에도 행정부와의 관계에서 입법부로서의 의회를 강화하고자 하는 유인의 영향을 받는데 본 논문은 마지막 차원에 주목한 설명을 제시하고자 한다. 즉 의회는 국내외 경제적 상황, 유권자와 이익집단에 대한 고려, 행정부 등 다양한 요구에 대응하는 과정에서 입법부로서의 지위 강화를 위해 행정부와의 관계에서 개입을 증대하는 동시에 실패했을 경우에 부담해야 하는 비난, 지지기반의 이탈과 같은 손실을 최소화하는 방향으로 정책을 입안하려고 했고, 그 결과로 2002년에 무역증진권한이 다시 입법되었다는 것을 보이고자 한다. 입법 과정을 보면 초기에는 기존 연구 결과에서 나타나듯 의원 개인의 차원에서는 재선을 위해 유권자와 이익집단을 고려했고 정당 차원에서는 다수당이 되려는 선거 정치에 대한 고려와 이익집단과의 관계에서 통과와 저지의 공을 주장하려는 의도에서 정당 간 대립이 나타나기도 했다. 하지만 입법과정이 본격화되고 상원에서 안데스 산맥 국가들에 대한 무역특혜협정, 무역조정지원과 포괄법안의 형태로 입법되는 것으로 논의되면서 양당의 지도부는 의회가 미국의 전반적인 무역정책의 수립에 어떻게 개입해야 하는가에 대한 고민을 시작했다. 의회는 무역개방이 필요하다는 방향성에는 전반적으로 동의하고 있었고 WTO Doha Round가 임박해오고 있는 상황에서 행정부에 권한을 위임하지 않았다가 미국의 무역과 경제 상황이 악화된다면 그에 대한 책임을 온전히 부담해야 하기 때문에 무역증진권한의 입법을 통해 책임을 공유할 필요가 있었다. 이 경우 직접적인 권한 행사 주체는 행정부이기 때문에 실패했을 때는 행정부에 책임을 전가할 수 있는데다 권한의 위임범위와 재량권을 더욱 축소하고 적극적으로 개입해 무역 정책을 수립할 수 있기 때문에 의회의 입장에서는 결과에 대한 직접적인 책임을 회피할 수 있다. 동시에 절차의 적용 요건을 강화하고 감독기구를 늘리고 등의 조치를 통해 협상과정에 의회가 능동적으로 개입할 수 있는 통로를 확대하고, 행정부가 의회의 의사와 반하는 협상을 할 여지를 줄이기 위해 재량의 범위를 제한했다. 하지만 2002년 무역법에서 의회의 무역정책수립에 대한 적극적인 개입 의지가 가장 강하게 드러난 부분은 주도적으로 무역개방으로 인해 피해를 입은 부문에 대한 보상정책을 수립했다는 점이다. 무역조정지원에서 규정한 정책들은 분배정책적인 특성으로 인해 수혜자들에게 공을 주장하기는 쉽지만 비난을 받거나 실패할 확률은 낮기 때문에 의회의 입장에서는 헌법상 수임기관으로서 무역정책을 적극적으로 수립하는 의무를 다하고 있다고 주장하기에 효과적인 조치였다. 의회는 이처럼 무역조정지원 법안을 통해 적극적으로 개입해 직접 무역정책을 수립하고 무역협정체결과정에서 개입을 증대하는 동시에 권한을 위임하지 않았을 경우 WTO Doha Round에서 미국의 협상지위 약화로 미국의 무역과 경제 상황이 악화될 수 있다는 우려 때문에 개입의 정도를 자제하고 행정부에 직접적인 무역협정체결권한을 위임하는 내용의 무역증진권한을 입법한 것이다. ; The purpose of this study is to analyze the dynamics of legislating the Trade Act of 2002 which granted Trade Promotion Authority, previously called fast-track negotiating authority, to the President of the United States focusing on the relations between the executive and Congress. Fast-track procedures were set forth in the Trade Act of 1974, stipulating that once the president formally submits a bill implementing a trade agreement concerning non-tariff barriers, both houses must vote on the bill without any amendments or filibusters. Being continuously in effect for 30 years, they have acted as a principal procedural mechanism for enacting trade agreements since 1970's. As the bipartisan consensus on free trade was eroded by the emergence of social issues like labor and environment in trade talks, however, they expired in 1994 due to failure to reach an agreement on how these issues should be handled. In 2002, a long and enthusiastic debate in both houses finally ended and the procedures were restored after a 8-year hiatus during the Bush presidency. If that is the case, in what circumstances was it possible for president Bush to regain the authority that president Clinton failed to win? The existing studies which conducted a comparative analysis on the roll-call voting that took place in 1997 and 2001 pointed out that representatives' consideration of constituents including pressure from interest groups and divided government had a noticeable effect in the different consequences. But besides these two, the respective members and party, a motive to reinforce the legislative branch as an institution has a impact on the behavior of Congress. This study aims to propose an explanation focusing on the third dimension from a view of interbranch politics. Then, responding to both domestic and international economic condition, demand from interest groups and constituents, and request from the executive branch, Congress approved the measure as a consequence of reflecting the intention to improve its status by increasing engagement with the process of decision making in the executive branch and minimize the loss such as the blame from the public or decrease in support accompanying failure of certain policy at the same time. In the early stage of legislation congressmen's consideration of constituents for winning reelection and partisan rivalry prevailed as other studies predicted. But as the actual legislative process progressed, the situation changed. With the Senate Democrats insisting on enactment of the omnibus trade bill incorporating TPA and two other bills, Andean Trade Preference Act and Trade Adjustment Assistance, concern over how Congress should engage with the establishment of generic trade policy spread throughout the party leaders. Congress agreed with the executive branch on the need of trade expansion and delegating the power to negotiate trade agreements for imminent WTO Doha Round because it would make them share the responsibility for possible deterioration in economy and trade in the future. The fact that the direct agent of exerting the authority was the executive branch had Congress make up its leeway as it could shift all the blame onto the other branch. Furthermore, when the economy got worse Congress could curtail the limit of the delegation and discretionary power given to the executive and establish trade policy firsthand. Delegating the authority, Congress expanded the means to actively involve in negotiating process by reinforcing its role of oversight, downsizing the discretionary power to prevent the executive from concluding the agreement despite congressional opposition, and tightening up the conditions to meet for the application of the fast-track procedures. But the most impressive part of the Trade Act of 2002 is TAA which reflected Congress's intension to play a leading role in making compensation policy for the people who got injured by trade. In conclusion, a broad agreement that TPA should be extended spread over Congress as it would consolidate the firm standing of the United States in trade talks including the upcoming WTO Doha Round. Moreover, Congress did not want to take full responsibilities or blame for the potential deteriorating economy. But at the same time Congress wanted to increase its engagement with trade policy making with the authority originally given to it by Constitution and its grown capabilities. The effort to restore the fast-track negotiating authority; TPA during the Bush presidency was feasible as it was linked to TAA bill, a measure taken by Congress to expand its involvement in trade policy making, and some steps to increase its engagement with the process of negotiation were taken. In other words, the Trade Act of 2002 was legislated as a result of Congress' struggle to balance between two motives, desire to avoid blame and increase its engagement with policy making. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 정책학과, 2012. 2. 박정훈. ; 오늘날과 같은 지식정보화 사회에서의 전자정부 구현은 정부경쟁력, 더 나아가 국가경쟁력을 제고할 수 있는 핵심수단으로 여겨지기에 세계 각국과 국제기구에서는 전자정부를 도입하고 발전시키기 위해 재정적, 정책적으로 많은 노력을 기울이고 있다. 그러나 전자정부를 발전시키려는 이러한 노력들에도 불구하고 정부의 효과성, 민주성, 투명성 등 정부경쟁력의 개선은 전자정부 도입 시 기대했던 바에 크게 미치지 못하고 있는 것이 현실이다. 본 연구는 이러한 문제의식에서 출발하여 각 국의 정부경쟁력을 한층 강화시켜 줄 것이라 생각했던 전자정부가 과연 실제 그 효과를 나타내고 있는지에 대한 문제를 제기하고 전자정부가 정부경쟁력에 어떻게 영향을 미치고 있는 실증 분석하고자 하였다. 이를 통해 전자정부 도입 시 본래 달성하고자 하는 바들이 얼마나 잘 달성하고 있는지, 또 서로 다른 부문들로 구성된 전자정부 요소들은 정부경쟁력에 각기 어떠한 영향을 미치고 있는지 살펴보고 향후 전자정부의 연구, 정부정책과 관련한 몇 가지 시사점을 도출하고자 하였다. 본 연구는 151개 국가들을 대상으로 실시하였으며 종속변수로는 UN에서 발표하는 'Global E-government Readiness Report'의 전자정부 준비지수(Global E-government Readiness), 독립변수로는 국제투명성위원회의 부패인식지수(CPI), World Bank의 정부효과성지수(GE), Freedom House의 정치적 권리(PR), 시민의 자유(CL)지수를 시차를 고려하여 다중회귀분석을 실시하였다. 분석결과 각 국의 웹과 정보통신인프라의 발전은 정부운영의 효과성과 시민의 정치적 권리와 자유를 증진시키고 정부부문의 부패를 감소시켜 정부경쟁력 강화에 유의미한 영향을 미치고 있는 것으로 나타났다. 이러한 웹과 정보통신인프라의 효과적인 정부운영 및 부패감소 효과는 OECD국에 비하여 비OECD 국에서 상대적으로 더 큰 것으로 나타났다. 반면 정부의 시민참여 노력정도를 반영하는 온라인참여(E-Participation)변수는 기대와 달리 시민의 정치적 권리와 자유를 증진시키는데 기여하고 있지 못하는 것으로 나타났다. 본 연구는 전자정부 운영 및 연구에 있어서 몇 가지 함의를 시사한다. 첫째 전자정부가 정부경쟁력 강화라는 본래 목표를 달성하기 위해서는 무엇보다 정보통신인프라의 확충과 웹사이트의 발전이 동시에 이루어져야 할 것이다. 둘째, 각 국이 처한 경제, 사회 등 여러 부문의 발전수준과 전자정부 각 요소들을 각 국에 도입했을 때 그 영향들을 고려한 전략적 접근이 전자정부를 성공적으로 이끄는데 하나의 중요한 요소로 작용할 것이라는 점이다. 셋째, 현 시점의 전자정부 뿐만 아니라 이전의 전자정부 수준역시 정부경쟁력에 지속적인 영향을 미치고 있는 것으로 나타났다. 이는 전자정부사업에 대한 성과가 나타나는 시간이 길기 때문에 시차를 고려한 전자정부 사업계획 및 성과평가가 이루어져야 함을 보이는 것이다. 마지막으로 정부의 온라인 국민 참여노력(E-Participation)이 실제 민주주의강화에 이어질 수 있도록 정부의 보다 강한 책임성과 대응성, 법‧제도의 구축이 이루어져야할 것이라는 점이다. ; In the information society, All countries of the world and international organizations have tried to develop E-government, considering it as core means to improve government competitiveness. However, It is true that the results of it fall short of our expectations regardless of our effort in E-government. The results of the analysis are as follows: With awareness of issues above, this study tried to solve research questions: Has E-government which plays a role in improving government competitiveness accomplished its aims? and which components of it have effect on the government competitiveness? In addition, this study aimed to offer proposals related to policies and studies of E-government. In research method, multi-regression analysis was used based on the data : Global E-government Readiness Index reported by UN, Corruption Perceptions Index issued by TI, Government Effectiveness Index reported by World Bank, Political Right and Civil Liberty issued by Freedom House with 151 countries in the world. As a result of analysis, It is verified that Development of Web and Telecommunication Infrastructure have influence on improving Government effectiveness and democracy in society. And Their influence is stronger in OECD countries than non-OECD. On the other hand It is revealed that an effort of government to encourage political participation of nation doesn't contribute to improving level of democracy. The lessons from this study are as follows. First, it is important to expand telecommunication infrastructure for more citizen to get information which is a little bit developing infrastructure highly and improve web site for citizen to get high quality information. Secondly, it is necessary to approach strategically considering a level of economy and society and influence of e-government predicted before planning policies about e-government in order to make e-government business successful. thirdly, It is revealed that not only a level of current e-government but also a level of past e-government have influence on current government competitiveness. It means that time lag has to be considered planning e-government business and evaluating performance of it. Last but not least, More responsibility and responsiveness of government and laws and institutions related to e-government are needed in order that an effort of e-participation each government carries out is connected to reinforcing democracy. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 행정학과(행정학전공), 2012. 2. 정광호. ; 사회가 민주화되고 가치가 분화됨에 따라 각종 국책사업을 둘러싼 공공갈등이 심화되고 있다. 단순한 이익갈등뿐만 아니라 가치갈등 또는 복합갈등이 빈번하게 발생하고 있으며, 갈등범위도 전국적으로 확대되고 있다. 본 연구는 국책사업 중에서 '세종시 수정안'을 사례로 선정하여 정책결정 과정을 둘러싼 갈등에 대해 분석하고자 하였다. 특히 세종시 수정안 정책결정을 둘러싼 갈등의 배경과 성격은 무엇이고, 그 갈등을 관리 또는 해결하기 위해 정부에서 선택한 의사결정 방안이 적정하였는지 등을 참여적 의사결정 하의 갈등관리시스템의 틀로 분석하였다. 이를 통해 향후 세종시 수정안 추진과 유사한 대형국책사업 추진에 있어서의 성공적인 갈등관리를 위한 시사점을 도출할 수 있을 것으로 기대하였다. 제1장에서는 연구의 목적과 필요성, 연구의 대상과 범위에 대해서 설명하고 연구에서 사용한 사례연구방법과 자료수집방법에 대해 밝혔다. 제2장에서는 공공갈등의 개념과 유형 등 이론적 논의를 한 후, 참여적 의사결정이론을 소개하였다. 이러한 이론적 배경과 선행연구 등을 바탕으로 연구의 분석틀을 설정하였다. 제3장에서는 세종시 수정안 갈등의 발생배경과 갈등의 성격, 갈등의 쟁점과 이해관계자 분석, 갈등시기별 전개과정 등을 살펴보았다. 제4장에서는 연구의 분석틀에 따라 참여적 의사결정 요인과 정치 환경 요인에 따라 세종시 수정안 사례를 분석하였다. 주요 분석결과를 요약하면 다음과 같다. 우선 참여적 의사결정 요인에 따른 분석결과, 세종시 수정안 사례는 전반적으로 참여적 의사결정 방법에 의한 갈등관리가 미흡하였다고 평가할 수 있다. 첫째, '여론수렴 및 정보제공'이 미흡한 것으로 나타났다. 초기부터 여론수렴 및 정보제공 보다는 정부주도의 일방향적인 의사결정 추진 및 설득에 치중함으로써 갈등관리에 부정적인 영향을 미쳤다고 볼 수 있다. 둘째, '참여적 의사결정 활용' 측면 또한 미흡한 것으로 나타났다. 관련분야의 학식과 경험이 풍부한 전문가들을 민간위원으로 포함시켜 '세종시 민관합동위원회'를 구성ㆍ운영하였으나, 인적구성에서 찬성의견과 반대의견에 대한 균형을 이루지 못하여 활동결과에 대한 신뢰도를 저하시키는 원인이 되었다. 셋째, '협력규칙의 적용 여부'를 살펴보면, 우선 참여규칙, 분해규칙 적용 측면에서 미흡하였다. 그리고 자원확대규칙 측면에서는 원안보다 큰 경제적 보상이라는 인센티브를 제공하였으나, 이해관계자들에게 정치적 신뢰를 얻지 못함으로써 큰 효과를 발휘하지 못하였다. 마지막으로 '결과의 공개 및 정책에의 반영 여부' 측면에서 볼 때, '세종시 발전방안'을 언론 브리핑 형태로 발표함으로써 결정결과의 공개 자체는 투명하게 이루어졌다고 할 수 있으나, 수정안 마련 과정이나 발표 이후 국민의견수렴 절차를 거치는 과정은 미흡했다고 볼 수 있다. 정치환경 요인에 따른 분석결과는 다음과 같다. 우선, 여당내 대통령의 리더십이 수정안 찬성집단과 반대집단으로 분절된 결과, 정책의제 설정 및 정책결정과정의 추진력이 약화되었다. 둘째, 야당이 타협의 의사 없이 세종시 수정 추진에 무조건 반대하는 방식으로 진행되어 갈등이 증폭되었다. 셋째, 핵심 어젠다 제기의 정치적 타이밍과 관련, 5년 단임제의 특성을 고려할 때 집권 2년이 다 되어 갈 무렵 세종시 수정이라는 어젠다가 공식 제기됨으로써 유리한 타이밍을 놓쳤다고 볼 수 있다. 이와 같이 불리한 환경적 요인들은 참여적 의사결정에 의한 갈등관리에 부정적인 제약요인으로 작용하였다고 볼 수 있다. 제5장에서는 이와 같은 연구결과를 요약하고, 다음과 같은 시사점을 도출하였다. 첫째, 갈등과 갈등 당사자의 특성, 갈등이슈 유형 등에 따라서 갈등관리방식의 선택 또한 달라져야 한다는 것이다. 특히, 극단적인 대립과 갈등이 예상되고 그 파급효과가 매우 큰 세종시 수정안과 같은 사례일수록, 사전에 갈등영향분석 등을 통해 갈등의 요인을 사전예측ㆍ분석하여 관리대책을 마련하고, 정책의제설정 및 정책결정과정에서 참여적 의사결정 수단의 적극적인 활용이 필요하다고 볼 수 있다. 둘째, 정책대상집단과 이해관계자에 대한 사회적 인식(social construction of target populations)에 따라 갈등관리의 구체적인 수단 또한 달라져야 한다는 점을 알 수 있다. 따라서 향후 유사한 갈등사례에 있어서 정부의 갈등관리 전략 마련시 대상집단에 대한 사회적 인식에 대한 관심을 바탕으로 유ㆍ무형의 인센티브를 적절히 활용하는 것이 필요하다고 할 수 있다. 셋째, 참여적 의사결정기법 활용을 위한 구체적인 법적ㆍ제도적 장치 마련이다. 세종시 수정안 사례에서 전반적으로 참여적 의사결정방법의 구체적인 수단 활용이 미흡했던 것은 이러한 방안을 준비하고 실행할 수 있는 제도적 뒷받침이 부족했던 점에서도 그 원인을 찾을 수 있다. ; As society is democratized and the value is divided, public conflict surrounding the various national projects is growing. Value conflicts or compound conflicts, as well as simple interest conflicts occur frequently, and conflict is expanding nationwide scope. This study selected the case of amendment of Sejong city among various national projects as a case study, and tried to analyze conflict over the decision-making process of the case. Especially, this analyzed over the background and characteristic of conflict on the amendment of Sejong city, and appropriateness of the system of conflict management selected by the government in order to manage or solve the conflict through the frame of conflict management system under participative decision-making. This promotion is similar to the amendment during the next three kinds of large national projects in promoting the success of the implications for conflict management was expected to be drawn. Through this study, it is expected to reach to an implication for the successful conflict management on the similar case of the amendment of Sejong city. Chapter 1 explains the purpose, necessity, range and target of the research, and it defines a method of case study as well as the method of collecting data that are used for the case study. Chapter 2 explains the theory of participative decision making after introducing a theoretical review such as concept and kinds of public conflict, and establishes a framework of the study by referencing previous studies. Chapter 3 reviews the background and nature of conflict on the amendment of Sejong city, conflict issues and stakeholders, and development process of conflict. Chapter 4 analyzes the case by the factors of participative decision making and the political-environmental factors through the framework. The summary of main analysis is as follows: First of all, the case of amendment of Sejong city can be evaluated that the conflict management through participative decision making is insufficient, as a result of analysis by the factors of participative decision making. First, the 'collection of public opinion and provision of information' was insufficient. From the beginning, the government focused on a one-way decision-making and persuasion rather than collection of public opinion and provision of information, and it negatively influenced on conflict management. Second, the 'use of participative decision-making' was also insufficient. Even though various experts participated in the Sejong city committee, the composition was biased. Therefore it was one of the main cause of declining the reliability of the results. Third, 'participating rule' and 'factoring rule' were not sufficiently utilized. In terms of 'resource expanding rule', the government suggested more incentive of amendment plan than one of original plan, but it was not effective because of distrust of the government. Finally, in terms of announcement of the result and feedback of policy', amendment of Sejong city was openly publicized through giving a briefing. However the process of collecting extensive opinions was insufficient. The result of analysis by means of political-environment factor is as follows: First, the leadership of President was divided into supporting groups and opposition groups. Therefore the momentum of agenda-setting and policy-making was weakened. Second, the opposition party opposed to the amendment of Sejoing city without any condition. Third, the political timing of agenda-setting was not timely. The government missed the advantageous timing because the agenda was proposed during second year of a 5-year term of presidency. These adverse environmental factors negatively effected on conflict management of participative decision making. Chapter 5 summarizes the results of these studies, and the following implications were drawn. First, the method of conflict management should be selected according to the nature of conflict and the conflict parties, conflict type of issue. In particular, when the extreme conflict is anticipated and the result of the policy is wide, the government should pre-establish measures of conflict management through conflict effect analysis, and participative decision making should be actively utilized. Second, the specific means of conflict management should be selected by social construction of target populations. Third, the government should prepare the specific legal and institutional means for the use of participative decision making. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 정치학과, 2012. 2. 박찬욱, 강원택. ; 본 연구는 제18대 국회 전반기 2년간 본회의 표결 기록을 분석하여 개인 의원의 당론이탈투표 행위를 결정하는 유의미한 변수를 찾아내는데 그 목적이 있다. 구체적으로 본 논문은 강한 정당기율의 전통에도 불구하고 국회의원들이 표결 현장에서 당론을 이탈해 독립적으로 행동하는 현상을 목격하고, 이를 결정하는 요인을 분석하고자 한다. 이러한 목적에서 18대 국회 전반기동안 의원직을 유지한 한나라당과 민주당 의원 241명의 본회의 전자표결 기록을 분석하여 이들이 당론과 다른 표결을 하도록 결정하는 요인을 찾는다. 한국의 국회 내 표결행태에 관한 다양한 연구는 의원 행위를 결정하는 다양한 요인 중 정당의 제도적 영향력을 크게 평가한다. 이에 따르면 한국의 정당은 형성기부터 권위주의 시기를 거치면서 그 기율을 강화하였고, 의원들의 행위를 제한하고 통제하는 역할을 수행해왔다. 그러나 국회의원이 단순히 정당기율만을 따라 수동적으로 행동하는 존재가 아니라는 증거 또한 여럿 찾아볼 수 있다. 구체적으로 표결의 영역에서 의원들은 당론에 배치되는 두 가지 선택을 할 수 있다. 즉, 의원은 적극적으로 본회의에서 당론에 일치하지 않는 방향으로 투표하거나 소극적으로 기권이나 표결불참을 택할 수 있다. 비록 많은 비중을 차지하지 않더라도 국회의원들이 당론으로부터 이탈하여 독립적으로 표결하는 경우가 발견된다는 사실은 강한 정당기율만을 강조해왔던 기존의 연구 전통에서 벗어나 새로운 관점에서 의원 표결을 바라볼 필요성을 제기한다. 이러한 관점에서 본 연구는 의원을 전략적 행위자로 가정하고, 18대 국회 전반기에 의원들이 당론을 이탈하여 표결하는 데 영향을 미친 유의미한 결정요인을 찾는데 주목하였다. 이를 위하여 특정 의원의 소속 정당 다수가 투표한 선택지를 당론으로 정의하고, 개인 의원이 모든 표결에 대하여 당론을 이탈하여 투표한 비율을 종속변수로 설정하였다. 연구는 표결불참을 분석대상에 포함한 포괄적 당론이탈투표 모형과 표결불참을 제외한 단순 당론이탈투표 모형의 두 차원으로 구성된다. 의원의 당론이탈투표를 결정하는 요인을 찾기 위하여 제도적, 지역구적, 의원 개인적 요인의 세 가지로 분류된 독립변수를 설정하였고, 가중최소제곱 그룹 로지스틱 회귀분석을 통한 계량 분석을 시행하였다. 연구 결과는 다음과 같이 요약될 수 있다. 첫째, 포괄적 당론이탈투표 모형에서 국회의원들이 당론을 이탈하여 투표하는 데 영향을 미친 유의미한 결정요인은 제도적 변수로 밝혀졌다. 먼저, 국회의원들은 그들이 정당으로부터 자율성을 획득할 때 정당 다수로부터 이탈하여 표결할 가능성이 높다. 구체적으로 당내에서 경험과 연륜을 통하여 비공식적인 리더십을 획득하고 있는 선수가 높은 의원들이 상대적으로 더 자율적이므로 당론을 이탈할 가능성이 높다. 반면, 정당 지도부에 위치한 의원들은 정당 전체를 책임져야 하는 입장에 있으므로 정당으로부터 자유로운 선택을 할 수 없으며 따라서 당론을 고수할 가능성이 높다. 둘째, 단순 당론이탈투표 모형에서 그 동안 크게 주목받지 못하였던 변수 중 하나인 이념이 유의미한 변수로 확인되었다. 분석에 따르면, 진보적인 의원일수록 당론으로부터 이탈하여 표결할 가능성이 높다. 특히, 표결불참을 분석에서 제외했을 때 이념이 중요한 결정요인으로 대두되었다는 사실이 시사하는 바는 크다. 의원들이 표결을 통해 전면적으로 당론에 배치되는 입장을 표명할 수 있는 것은 정당이 줄 수 있는 제도적 인센티브를 뛰어넘는 개인의 강한 이념적 속성 때문이라는 것이다. 그러나 본 연구에서 이념 변수는 정책과 이념과의 연계성 측면에서 해석된 것이 아니라 의원이 당론을 따를 것인가 이탈할 것인가를 결정하는 일반적인 이념성향으로, 이념이 정책과의 연계 속에서 당론이탈투표에 직접적으로 미치는 영향력을 측정하지는 못하였다는 한계를 갖는다. 본 연구는 건강한 대의 민주제도를 수립하는 데 필요한 요인들에 대한 함의를 제공하였다는 점에서 의의를 갖는다. 당론이탈투표의 결정요인을 연구한 결과 당론이탈투표가 의원들의 제도적 자율성에서 비롯된 것임을 알 수 있었다. 이는 그동안 많은 학자들이 한국 국회의 갈등과 비효율성을 고질적인 문제로 지적하면서 그 원인으로 강한 정당기율과 당내 비민주성을 꼽아온 것과도 일맥상통하는 결과이다. 나아가, 이념이 당론으로부터의 이탈을 촉진하는 요소 중 하나임이 밝혀졌다는 점에서 의원들이 보다 자율성을 가질 수 있는 민주적인 원내외 정당구조가 확립된다면 의원들이 보다 이념 등에 기반하여 표결할 수 있는 정치적 환경이 확립될 것이라 예상할 수 있다. ; The purpose of this study is to identify meaningful variables effecting individual national assembly member's party defection votes by analyzing floor voting records for the first two years of the 18th National Assembly of the Republic of Korea. Specifically, the study will analyze the factors that result in party defection voting behavior by assembly members, a practice that betrays the tradition of strong party discipline. To this end, the study analyzes the roll-call voting record of 241 Grand National Party and Democratic Party assembly members having held office during the first half of the 18th National Assembly to analyze the factors that cause party defection votes. Various studies on voting behavior within the National Assembly assess that party is the major influence on assembly member's voting behavior. The logic is that Korean political parties, from their inception, and, experiencing phases of authoritarian government, strengthened party discipline in kind, giving birth to a tradition of party exercising significant control over assemblymen's behavior. However, plenty of evidence indicating that assembly members are more than just passive beings submissive to party discipline is to be found. In the act of voting, two choices in disagreement with the party line are available. The first is active party defection voting, wherein a vote is cast in a direction out of line with one's party. Second is passive defection behavior, wherein one chooses abstention or absence to avoid casting a party-line vote. Although not common, the fact that assembly members on occasion display independent voting behavior, defecting from party majority, raises the need for a new explanation other than strong party discipline, which has been identified in the existing literature as the significant determinant of voting behavior. The study assumes that assemblymen are strategic actors seeking utility through floor voting, and focuses on identifying significant determinants of assembly members' party defection votes in the first half of the 18th National Assembly. For this purpose, the party-line was identified as the voting choice of the majority of assembly members in a party, and party defection voting behavior by individual assembly member was set as the dependent variable. The study is divided into two models: In the comprehensive defection model, absences from floor voti are included in the analysis, where as in the simple defection model, they are not. To identify deciding factors of assembly members party defection votes, independent variables were categorized as institutional, representational, and individual variables. Weighted least squares group logistic regression analysis was performed. The results of the study can be summarized in three points. First, institutional variables were identified as having a significant effect on assembly members' party defection voting. Assembly members are more likely to defect from the party-line in voting when they have autonomy from their party. This is because assembly members having served multiple terms, who are not part of the official party leadership, but who, with relatively more experience, in effect are part of party leadership, can afford to be more autonomous. On the other hand, assembly members who are officially in party leadership are accountable for the entire party, and are relatively less able to vote in a direction not in agreement with the party line. They can therefore be expected to vote in line with the party. Second, in the simple defection model, ideology, a variable that had largely been dismissed in the past was confirmed as having a statistically significant influence. Analysis showed that the more progressive an assembly membern, the higher the likelihood of party defection voting behavior. The fact that the influence of ideology was only visible when absences were not included in analysis has wide implications. This indicates that assembly members' making known their personal standing on issues through floor voting, directly opposing the party-line, is only possible because the strength of individual ideology is such that it outweighs the institutional incentives offered by party. However, in the study, the ideology variable was not interpreted in connection with policy; rather, ideology was defined as a general tendency to defect or vote in line with party majority. Therefore, the direct influence of ideology on party defection in a policy context could not be measured. The study's significance lies in unearthing new implications regarding the building blocks of a healthy representative democracy. The results of the study, which analyzed the deciding factors of party defection votes, showed that party defection was the result of assembly members' institutional autonomy. Such results are in line with existing literature, which points to strong party discipline and undemocratic intra-party structure as the key causes of the Korean National Assembly's chronic inefficiency and confrontations. The study identified ideology as a factor that increases the likelihood of party defection; it can therefore be forecast that once a more democratic party system is established both on and off the floor, assemblymen will be able to exercise greater autonomy, leading to a political environment in which factors such as ideology may have a more pronounced influence on voting behavior. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 행정학과(행정학전공), 2012. 2. 정광호. ; 국문 초록 본 연구에서는 고구려연구재단과 동북아역사재단의 설립과정을 역사적 사회 환경적 관점, Allison의 정부정치 모형적 관점, 그리고 Kingdon의 정책흐름 모형적 관점에서 비교 분석하여 두 기관의 설립, 두 기관의 제도적 성취 및 역할 범위의 차이를 가져온 요인이 무엇인가를 밝혀보고자 하였다. 일반적으로 조직설립을 다루는 이론으로서 역사적 사회 환경적 관점에서는 조직 환경론, 특히 구조적 상황이론과 조직생태이론이 유용한 분석도구로 활용되어져 왔다. 이러한 이론들은 조직설립이 그것을 둘러싼 맥락 또는 상황에 의존한다는 결정주의적 입장을 취하고 있기 때문에 특정 상황적 요인의 존재 또는 발생으로 조직이 설립되었다는 것을 설명하는 데는 유용한 관점인 것으로 인식되어져 왔다. 하지만, 본 연구에서는 조직 환경론적 관점만으로는 왜 특정 공공조직은 특정 상황 또는 맥락의 존재에도 불구하고 설립 또는 사멸되지 않으며, 왜 유사한 공공조직간 제도적 성취의 차이가 발생하는 가를 설명하는 데는 한계가 있다고 보고 조직설립과 관련된 조직 환경론적 관점의 한계를 적시함과 동시에 준 정부조직 설립과정의 특수성을 감안하여 정부정치모형과 정책흐름 모형을 추가로 적용함으로써 고구려연구재단 및 동북아역사재단 설립과정에 대한 비교분석을 시도하였다. 먼저, 역사적 사회 환경적 관점에서는 구조적 상황이론과 조직 생태이론을 적용하여 두 기관의 설립을 가져온 역사적 배경이 무엇이며, 동북아역사재단 설립과 더불어 이에 흡수 통합된 고구려연구재단의 사멸 요인이 무엇인지를 밝혀보고자 하였다. 동 연구 결과에 의하면, 고구려연구재단의 사멸은 낮은 신뢰성 및 예측가능성, 신생조직의 불리, 작은 조직 규모 및 예산, 핵심적 조직 변화의 시도 및 동북아역사재단의 설립에 기인한 것으로 나타났다. 두 번째로, Allison의 정부정치 모형을 통하여 두 기관 설립을 둘러싸고 벌어진 참여자들의 흥정과 타협을 분석하여 이들의 입장·선호·인식·기대이익 등의 차이가 두 기관의 설립 및 제도적 성취에 어떠한 영향을 주었는가를 설명하였다. 그 결과 두 기관의 설립 및 제도적 성취의 차이 발생은 핵심참여자로서의 대통령과 행정기관의 인식 및 선호의 차이에 의해 크게 영향을 받은 것으로 나타났다. 다시 말해, 고구려연구재단 설립과 관련된 대통령 및 행정기관의 인식 및 입장은 한·중 양국의 외교관계 등을 의식해서 상당히 유화적이었던 반면, 일본의 역사교과서 왜곡 및 독도 영유권 도발로 시작된 동북아역사재단 설립과 관련하여서는 대통령과 행정기관의 인식이 매우 단호하였던 것으로 밝혀졌다. 세 번째로, Kingdon의 정책 흐름 모형을 적용하여, 두 기관 설립을 둘러싼 문제 및 정책의 흐름의 차이가 어떠하였는지를 비교 분석하였다. 먼저, 문제 흐름의 측면에서 고구려 역사 왜곡 문제에 대한 정책 당국자 또는 학계의 인식은 약했으며, 정책의 흐름도 시민단체 주도로 이루어져 일관성 및 강도가 약했다는 것을 확인하였다. 반면, 일본의 역사 교과서 왜곡 및 독도 영유권 도발로 촉발된 동북아역사재단 설립을 둘러싼 문제의 흐름은 강하고 일관성이 있었으며, 정책 흐름 역시 대통령과 행정기관의 주도하에 하향식으로 이루어져 일관되고 강하게 진행되었다. 이러한 두 가지 흐름상의 차이가 두 조직간 제도적 성취의 차이를 가져온 또 다른 설명 요인이었다고 할 수 있다. 본 연구의 결과, 발견된 시사점은 다음과 같다. 먼저, 역사적 사회 환경적 관점만으로는 공공조직 설립과정을 명확히 이해하는 데는 한계가 있다는 것을 확인하였다. 다시 말해, 역사적 사회 환경적 관점은 조직의 구조나 기능을 결정하는 요인으로 특정 환경 혹은 맥락을 강조해왔지만, 동 관점만으로는 왜 특정 환경의 존재에도 불구하고 왜 특정시점에는 조직 설립 또는 사멸이 이루어지지 않다가 다른 시점에 와서야 이루어지는가에 대해서는 명쾌한 해답을 제공하지 못하는 한계가 있다는 것이다. 두 번째, 준 정부조직은 민간조직과는 달리 법적·행정적·제도적 제약 조건하에서 설립되는 경우가 많기 때문에 준 정부 조직의 설립과정을 보다 명확히 이해하기 위해서는 보다 다양한 관점 즉, 정부 정치적 관점 및 정책 흐름적 관점 등을 통한 기존 이론의 보완 또는 대체가 필요하다는 것이다. 특히 우리사회가 다원화된 사회로 진행되어감에 따라 공공조직 설립과정을 이해하기 위해서는 참여자의 정치적 흥정과 타협을 다루는 정부정치적 관점에 대한 고려가 필요할 것으로 본다. 주요어: 역사적 사회 환경적 관점, 구조적 상황이론, 조직 생태이론, Allison의 정부정치 모형, Kingdon의 정책흐름 모형, 준 정부조직 ; ABSTRACT A Comparative Analysis of the Establishment Processes of Two Quasi-Governmental Organizations: The Cases of the Koguryo Research Foundation and the Northeast Asian History Foundation Si Yung Jung Department of Public Administration Graduate School of Public Administration Seoul National University The purpose of this study is to analyze through a comparative approach the establishment processes of the Koguryo Research Foundation and the Northeast Asian History Foundation from the perspectives of historical-social environment, Graham Allison's Governmental Politics Model, and John W. Kingdon's Policy Streams Model in order to clarify the establishment processes of these two organizations and to identify which factors determined their institutional achievements. Generally, both contingency theory and organizational ecology theory have been widely used as tools for analysis of organizational establishment. These theories have strengths for explaining the contingencies and contexts which determine the establishment of organizations. However, these theories have weaknesses in explaining the reasons why an organization fails to be established in the presence of a certain contingency or why there are differences of institutional achievements between certain similar organizations. To further the understanding of organizational establishment and the incidence of differences of institutional achievement between the two organizations, this study adopted the Governmental Politics Model and the Policy Streams Model. In the perspective of the historical-social environment, both contingency theory and organizational ecology theory were adopted as tools for analysis. Contingency theory assumes that the structure or management style of an organization depends on the environment which surrounds the organization. In the perspective of contingency theory, the creation of the Koguryo Research Foundation was initiated by the Chinese distortion of Koguryo history, while the Northeast Asian History Foundation was created by the Japanese distortion of history and sovereignty provocation over Dokdo. The perspective of organizational ecology theory was adopted to explain the reasons why the Koguryo Research Foundation was closed and then merged into the Northeast Asian History Foundation after two and one-half years of activity. Through this perspective, this study found that the closure of the Koguryo Research Foundation resulted from such factors as lower reliability and accountability, the liability of newness, the small size of its organization and budget, the attempt of essential organizational change, and the creation of a new organization, the Northeast Asian History Foundation. In the perspective of the Governmental Politics Model, this study examined how the political resultants, the Koguryo Research Foundation and the Northeast Asian History Foundation, were drawn through bargaining and negotiation by the players involved in the game. This study revealed that the differences in the institutional achievements between the two quasi-governmental organizations resulted from the differences of the players' perceptions, preferences, and stands on the issue. In terms of perception, the perception of key players such as the president of the Republic of Korea and his administration on the issue of the Chinese distortion of Koguryo history was pacificatory, while the perception of the president and the administration on the issue of the Japanese distortion of history and the issue of Dokdo was quite determined. Through this lens, this study also found that the players perceived the issue not only on the basis of national interests, but also on the basis of their organizational interests and personal concerns. Finally, through the viewpoint of the Policy Streams Model, this study examined how the streams of problems and policy alternatives proceeded along the processes of the founding of the two quasi-governmental organizations. According to the analysis, the streams of problems surrounding the founding of the Koguryo Research Foundation were weaker than the streams of problems concerning the Northeast Asian History Foundation. In the perspective of policy streams, those concerning the founding of the Northeast Asian History Foundation were consistent and strong due to the determined stand of the president on the issue, while the policy streams regarding the Koguryo Research Foundation were incremental, inconsistent, and mutated due to the lack of presidential support and the passive attitude of the administration toward the issue. The first implication of the study is that a variety of aspects of organizational establishment should be reviewed to understand the process of organizational founding more clearly. Though organizational environment theories have assumed that environment or context determines the structure or function of the organization, the theories can not clearly explain why the birth or closure of an organization occurred in a specific time in spite of the presence of previous contingencies. The second implication is that policy makers or researchers should consider such factors as politics, administration, and the legality of the issues regarding the establishment of a quasi-governmental organization, because quasi-governmental organizations are governed by legal, administrative, and other institutional constraints unlike private organizations. The third implication is that, as Korea society is growing more pluralistic, the relevance of the Governmental Politics Model is likely to become higher in explaining the establishment processes of quasi-governmental institutions in the Republic of Korea. 학위논문(석사)--서울대학교 대학원 :행정대학원 행정학과(정책학전공),2019. 8. 우지숙. ; 본 논문은 브라질의 인터넷권리보호법(Marco Civil da Internet)이 어떠한 전개과정을 거쳐서 지금에 이르게 되었는지 고찰한다. 각국이 인터넷의 자유와 규제의 딜레마 속에서 접점을 찾기 위해 노력하고 있는 가운데, 라틴아메리카의 브라질에서는 1990년대 이래 인터넷 규제에 관한 정책의제가 국가 내부에 존속하다가 오랜 논의 끝에 2014년 3월 25일 인터넷 이용자 표현의 자유, 개인정보보호, 망중립성(Net Neutrality) 보장 등을 골자로 하는 세계 최초의 인터넷 권리장전의 제정으로 이어진다. 연구는 '브라질의 Marco Civil은 어떠한 계기로 다른 정책들을 우선하여 정책결정자가 주목하는 주요 의제로 채택되어 제정으로 이어졌는가?'를 질문하고, 이러한 정책변동 사례를 Sabatier의 ACF 모형과 Kingdon의 MSF 모형의 결합모형에 적용하여 체계적으로 답을 모색하였다. 연구의 결과는 다음과 같다. 먼저, Marco Civil 정책은 각각 '평등주의'와 '시장주의'라는 상충하는 신념체계를 가진 찬반 옹호연합으로 분화되어 정책결정과정에서 첨예한 대립을 펼쳤으며, 정책학습의 기회에도 자신들의 신념체계를 견고화하였다. 둘째, 이들 옹호연합은 브라질 사회의 다양한 외적 변수에 직간접적인 영향을 받아 신념체계를 형성하였다. 셋째, Marco Civil은 수차례 입법 지연을 겪다가 Snowden 사건이라는 강력한 외부적 촉발기제에 의하여 정책의 창이 열리고 정책변동으로 이어질 수 있었다. 넷째, Marco Civil 정책결정과정에서 정책중개자와 정책선도자의 역할이 두드러진 것으로 나타났다. 특히 정책선도자인 Lula 대통령과 Dilma 대통령의 적극적인 역할은 Marco Civil 제정에 있어 결정적인 영향 요인이라고 판단할 수 있다. 연구의 함의는 다음과 같다. 먼저 이론적 함의로는 첫째, 연구는 ACF 모형과 MSF 모형의 적용 사례로서 비교적 새로운 분야인 인터넷 규제정책을 연구대상으로 삼았다. 인터넷 정책은 찬반 옹호연합의 첨예한 갈등이 나타나는 정책이라는 점에서 결합모형에 따른 설명력이 높게 나타났다. 둘째, 모형이 개발된 다원주의적인 서구사회가 아닌 권위주의와 엘리트주의가 뿌리 깊게 작용하고 있는 브라질의 사례를 분석함으로써 ACF 모형과 MSF 모형의 유용성을 입증하였다. 셋째, 일반적으로 대통령의 적극적 관심을 가질 경우 빠른 정책 대안의 마련으로 합리적인 대응 방안을 찾아낸다는 합리적 모형으로는 쉽게 설명되지 않는 사례로서, 룰라 대통령의 적극적인 지원에도 불구하고 임기 내 법안 제정에 실패한 원인을 추적할 수 있다. 넷째, 정책의 흐름이 열려 정책산출에 이르는 데 정치의 흐름은 정책의 창을 여는 데 결정적인 역할을 하지는 않았다. 호세프 정부 시기 정치의 흐름은 법안 제정에 부정적인 영향으로 작용하여 Marco Civil 폐지의 위기에까지 갔으나 외부적 초점사건에 의해 제정에 이르게 된다. 정책적 함의는, 먼저 정책선도자의 리더십과 정책 방향의 중요성을 함의한다. 국민의 인권 보장을 위한 룰라 대통령의 일관된 사회정책과 리더십은 우리나라에도 시사하는 바가 많다. 둘째, Marco Civil 법은 국가가 인터넷을 어느 범위까지, 어떠한 방식으로 규율해야 하는가와 관련된 가치충돌적이고 논쟁적인 쟁점을 되짚어보고 추후 유사한 인터넷 권리법 제정 논의에 적용할 수 있는 교훈적인 사례이다. 셋째, 본 정책은 참여민주주의를 실천한 사례로서 정부에 대한 국민적 신뢰를 반영한다. 마지막으로 한국과 브라질은 공통적으로 2006년도 인터넷상 사이버범죄 규제안을 제정하였으나, 한국의 경우 해당 법이 임기만료로 폐기된 이래 의미 있는 논의가 이루어지지는 않은 반면, 브라질은 사이버범죄법 발의라는 '초점사건'이 휘발되지 않고 정책선도자의 적극적인 의지 아래 인터넷권리법의 제정으로 이어진다. 브라질의 인터넷 정책결정과정에 대해 검토하고 구체적인 법안의 추진 동기, 과정, 정책의 결정요인 등을 모색함으로써 우리나라의 인터넷 규제정책이 어떠한 위치에 놓여 있는지 비교해볼 수 있을 것으로 생각한다. ; One of the most significant policy goals in the internet arena in the last decade has been striving to seek a reasonable balance between freedom and regulation of the Internet. Brazil, as Latin America's economic giant, has also spent a long time finding the balance point between creating economic profits and protecting human rights under the pressure of mediating the conflicting values of regulating and protecting users' behaviors from circumstances of the internet. And it is one of the key policy initiatives associated with this shift to pass the world's first Internet Bills of Right which is called Marco Civil da Internet on March 25, 2014 after years of discussion, which calls for freedom of expression for the Internet users, protection of personal information and guarantee of network neutrality. This case study explores the policymaking process of the Marco Civil da Internet in Brazil. It examines specifically how Brazilian internet policy came into being applying the combination frameworks of Sabatier's Advocacy Coalition Framework and Kingdon's Multiple Streams Framework, in order to learn more about the linkages between research and policy. The study began with a relatively simple question, 'On what occasion was Brazilian Marco Civil da Internet adopted as a major agenda for policymakers, prioritizing other public policies and being eventually enacted after long debate' and systemically sought an answer applying the example of this internet policy change through these policymaking process frameworks. The results of the study are as follows: First, the stakeholders in the policymaking of this legislation were divided into the a pro-MCI coalition and an anti-MCI coalition with a conflicting belief system between 'Equalityism' and 'Marketism' and strengthened their own belief system even in the opportunities of policy learning. Second, these advocacy coalitions formed these belief systems, directly or indirectly being influenced by various external variables in Brazilian society. The Snowden event in 2013 worked as a powerful external trigger mechanism of this policymaking process, as a strong variable that opened the window of policy and lead to policy changes after going through several legislative delays. Third, it was indicated that the role of a policy broker and a policy entrepreneur in MCI policymaking process was shown to be outstanding. In particular, the active role of policy entrepreneurs, the two Brazilian Presidents, Lula da Silva and Dilma Rousseff, could be judged as a decisive factor in enacting this legislation. Next, the implications of the study are twofolds. Firstly, the theoretical implications are as follows. First, the study targeted the Internet regulatory policy which is a relatively new field as an example of the application of the ACF and the MSF. The Internet policy might be highly adequate research topic, given that it is a policy that showed a strong conflict between a pro-MCI and an anti-MCI advocacy coalitions. Second, the study proved the usefulness of the ACF and the MSF by analyzing Brazilian case where authoritarianism and elitism have been deeply rooted rather than a pluralistic western society in which these theoretical frameworks were developed. Third, the study could track the causes for failure to enact this legislation within his term, despite President Lula's active support, which is not reasonably explained with a rational model supposing if the president has a active interest, he could find a reasonable and quick policy alternative. Fourth, Political Stream in this policymaking process did not play a crucial role in opening the window of policy. The political stream during the Rousseff administration had influenced a negative effect on enacting the legislation and reached the crisis of the abolition of the MCI, but an external focus event led it to be enacted in the conclusion. Political and practical implications are as follows: first of all, this study implies the importance of leadership and policy direction of policy entrepreneurs. President Lula's consistent social policy and leadership to ensure the human rights of Brazilian people provide a lot of implications for Korean administration. Second, the MCI is an instructive example that could be applied later in the discussion of enacting an Internet Bills of Right in other countries, which reflects on the value-conflicting and contentious issues concerning how the country should regulate the Internet. Third, as an example of practicing participatory democracy, the MCI policymaking process reflects public trust about the government. Finally, although each Korea and Brazil enacted regulations of cybercrime on the Internet in 2006, no meaningful discussion had been made in Korea since the law was scrapped at the end of its term, while Brazil's 'focus event' of trying to introduce the cybercrime law eventually led to the enactment of the Internet Bills of Right under the active will of policy entrepreneurs. Meanwhile, Korea's ODA has been diversified by various implementing agencies. There have been many previous researches on effective implementation system to improve the effectiveness of ODA projects. In 2010, through the establishment of the Act on International Development Cooperation, the function of organizing and coordinating policies in ODA of the International Development Cooperation Committee has been strengthened. However, little case-based research has been done on what adjustments are actually made in the committee. The purpose of this study is to analyze the policy coordination cases of the International Development Cooperation Committee and to examine the factors influencing policy coordination in international development cooperation. The target of the analysis is the case of the integration of the overseas volunteer dispatch project into the WFK(World Friends Korea), which started in 2009 and has been in progress until 2019. In 2008, the Lee Myung-bak government set up a national policy task to dispatch 20,000 volunteer overseas. In this regard, discussions have begun on the need to integrate the overseas volunteer dispatch projects being promoted by all ministries into WFK program, which is being promoted by the Ministry of Foreign Affairs, and primary integration by the leadership of the President in 2009 ~ 2010 was achieved. In the meantime, since 2016, the International Cooperation Committee has been discussing the integration of volunteer dispatch projects that have not been integrated yet. As a result, the Ministry of Foreign Affairs has promoted discussions on integrated promotion. The related projects were programs of the Ministry of Health and Welfare, Ministry of Culture, Sports and Tourism, Ministry of Patriots and Veterans Affairs, Korea Meteorological Administration, Fair Trade Commission, Ministry of Education. The research methodology first outlines the theories and researches on the influencing factors of policy coordination and selected the factors that might influence the policy coordination of international development cooperation. Based on the selected factors, the analysis framework was established and hypotheses were established. The analysis was conducted based on the analysis framework and the hypothesis was verified for the eight projects of six ministries in the case. In this study, the concept of policy coordination was focused on the integrated promotion aspect of inter-ministerial policies for enhancing synergy rather than solving policy conflicts among ministries considering the characteristics of international development cooperation issues. According to the theoretical discussion, the policy coordination is based on the hierarchical system, the network system, and the market system, and the International Development Cooperation Committee is considered as a coordinating mechanism for interactions among various participants in network system. In the previous researches on the factors influencing the general policy adjustment, it was pointed out that attributes of the issue and participant, leadership are important in policy coordination. On the other hand, previous researches in the field of international development cooperation have been studied mainly in terms of improvement of the institutional aspects, and prior studies on the factors influencing the adjustment are rare. Based on the previous research and theoretical discussions of network view on policy coordination, three factors were identified as factors influencing the policy coordination of international development cooperation. Those are the degree of internalization of the unique policy viewpoint of the network participants, disposition tendency of the participants on the policy, and the leadership level of the President and the Ministry of Foreign Affairs. For each factor, detailed sub-indicators were set up. First, we considered the existence of dedicated implementation agencies, the use of specific policy resources, and the presence of interest groups as criteria for the degree of internalization of the unique policy view. In case of domain dispute tendency, the absolute amount and proportion of budget and the key policy areas. Third, in the case of leadership, the level of leadership of the president and the policy coordination institute (Ministry of Foreign Affairs) was considered. Eight projects from the six ministries had different degrees for each of the three factors, which affected the results of the strategies and adjustments chosen by the individual ministries in the policy coordination network. First, the Ministry of Health and Welfare carries out its own voluntary work by a non-profit corporation called the Korean Oriental Medical Service Group, but its degree of internalization of the policy perspective is not so high due to the small grant amount and the existence of multiple sponsors in the corps. In addition, and the number of stakeholders in Korea was not so high. However, the MHW restructured its business due to the President 's overseas trip, and the MHW stopped the business. The project is now integrated into the WFK platform. In the case of the Ministry of Culture, Sports and Tourism, there is a high level of internalization of the policy perspective. The program is implemented by the traditional performing arts promotion foundation, which is a nonprofit foundation under MCST. In addition, it utilizes related majored students and its Korean Culture Center abroad. Moreover, the program is closely related to the main policy areas of MCST such as the operation of overseas Korea Cultural Center. As a conclusion, MCST decided to leave the network and converted the program into non-ODA domain to continue the program. In the Ministry of Patriots and Veterans Affairs, there were two projects: the medical service project of the 6.25 participating countries and the medical service project in Vietnam. First, the medical service project of 6.25 participating countries, which had relatively low importance in MPVA, and which did not have any interest groups, was abandoned. However, the Vietnamese medical service project, which has a dedicated agency and strong interest group, and was chosen to be remained by being moved into non-ODA domain. The Korea Meteorological Administration utilizes unique policy resources and the KMA also adopted the non-ODA method to continue the project. In the case of the Fair Trade Commission, the proram is about dispatching FTC's internal employees overseas. Therefore, both the degree of internalization of the viewpoint and the tendency to dispute the domain were high. However, the Ministry of Foreign Affairs did not promote the integration of the FTC project, and it seems that mutual recognition is made that the project is not subject to integration between the two ministries. In the case of the Ministry of Education, there is a high degree of internalization of the policy perspective due to the fact that the responsible administration agency is in operation, utilizes its own policy resources, and there is a strong teacher interest group. In addition, the amount of the program's budget is very large, and the tendency to dispute the policy region is also high. The Ministry of Foreign Affairs has shown a strong commitment to coordinate with the MOE's program since 2019, but the MOE is keep refusing it. We analyzed the cases of 8 projects of these 6 departments through analysis framework. The different factors that existed on each department triggered different strategies within the network for each department, and we observed that the result of the policy adjustment was different. In addition, the original hypothesis was verified. First, the greater the discrepancy in the viewpoint of the policy, the more unfavorable the policy coordination. Second, the larger the ministry's domain dispute tendency, the more disadvantageous the policy coordination. Third, the greater the leadership of the president and the policy coordination institute, the more favorable the policy coordination. Although this study was intended to detail the processes and achievements of policy coordination in the international development cooperation of Korea through actual cases, it was difficult to access the every minutes of the network participants' meetings, and inference was used to deduce the behavior of individual participants (ministries) through the review of official document. Therefore, it was only a rough explanation. However, the purpose of this study is to suggest that the main variables that actually affect the results of policy coordination in the International Development Cooperation Committee in Korea, the understanding of the process of policy coordination through committee among participants from a network perspective, and the microstatement of the behavior of the representatives of individual ministries in the course of the policy coordination. In the future, we look forward to expanding the scope of the research, including another example of policy coordination through the International Development Cooperation Committee, so that the results of the study can be generalized. ; 우리나라의 공적개발원조(ODA) 예산은 2010년 OECD 가입 이후로 지속적으로 확대되어 왔다. 한편 우리나라의 ODA는 다양한 시행기관에서 분산적으로 추진하고 있는 상황으로, ODA 사업의 효과성 제고를 위하여 그간 효과적 추진체계에 대한 선행연구가 다수 이뤄져 왔다. 이와 궤를 같이하여 2010년에는 국제개발협력기본법의 제정을 통해 국제개발협력위원회에 ODA의 총괄적 추진을 위한 정책의 총괄 및 조정 기능이 강화되었다. 그러나 본 위원회에서 실제로 어떤 조정이 이루어지는지에 대한 사례 기반의 연구는 거의 이루어지지 않은 상황이다. 본 연구의 목적은 국제개발협력위원회의 정책 조정 사례를 분석하여 국제개발협력에서 정책 조정에 영향을 미치는 요인이 무엇인지 알아보는 것이다. 분석 대상은 2009년에 시작되어 2019년 현재까지 진행되고 있는 이다. 2008년 이명박 정부에서는 글로벌리더 10만 양성을 국정과제로 정하고 해외 봉사단 2만명 육성 사업을 추진하였다. 이와 관련하여 전 부처에서 개별 추진 중인 해외 봉사단 파견 사업의 KOICA의 WFK로의 통합에 대한 논의가 시작되었고, 2009~2010년 경 대통령 리더십에 의한 1차적 통합이 이루어졌다. 한편 2016년 경 부터는 아직 통합되지 않은 봉사단 파견 사업들에 대하여 국제개발협력위원회에서 2차적 통합 논의가 시작된 바, 외교부가 주관부처로서 통합 추진 논의를 추진하였으며 통합 대상이 되었던 사업 들은 총 6개의 부처(보건복지부, 문화체육관광부, 국가보훈처, 기상청, 공정거래위원회, 교육부)의 8개 사업이었다. 연구의 진행 방식은 먼저 정책 조정의 영향 요인에 대한 이론과 연구를 개관하고, 국제개발협력의 정책 조정에서 주요한 영향을 미치리라 생각되는 요인들을 선별하였다. 선별된 요인을 바탕으로 분석 틀을 설정하고 가설을 수립하였으며 사례에 존재하는 6개의 부처의 8개 사업에 대하여 분석틀에 기반하여 분석을 수행하였고 가설을 검증하였다. 이를 위해 2014년부터 2020년까지의 국제개발협력위원회 조정 과정에서 생산된 문건인 무상원조 관계기관 협의회 및 국제개발협력위원회 의결 종합시행계획 등을 분석하였다. 본 연구에서는 정책 조정의 개념에 대하여 국제개발협력 이슈의 특성을 고려하여 부처 간 정책 갈등 해결 측면 보다는 시너지 제고를 위한 부처 간 정책의 통합적 추진 측면을 중시하였다. 이론적 논의에 따르면 정책 조정은 위계에 의한 방식, 네트워크에 의한 방식, 시장에 의한 방식 등이 존재하는 바, 국제개발협력위원회제도는 다양한 참여자 간 협의체를 통한 상호 작용의 조정 기제로 보아 네트워크적 관점에서 분석하고자 하였다. 한편 일반적인 정책 조정 영향 요인에 대한 선행연구에서는 이슈 및 참여자의 속성, 조정 환경, 조정 주체 요인 등이 주요 영향 요인으로 지적되어 왔다. 한편 국제개발협력 분야의 선행연구는 주로 제도적 측면의 개선점에 주안을 두고 그간 연구되어온 바, 조정 영향 요인에 대한 선행 연구가 드물었다. 결국 분석모형틀로서 이론적 논의의 네트워크 관점의 정책 조정 영향 요인과, 일반 정책 조정 선행 연구에서 논의된 영향 요인을 종합하여 국제개발협력의 정책 조정 영향 요인으로서 세 가지를 도출하였다. 이는 네트워크 참여자의 고유한 정책 관점 내재화의 정도, 참여자의 정책에 대한 영역권 다툼 성향, 대통령 및 주관부처(외교부)의 리더십의 수준 이다. 각 요인에 대하여는 세부 하부 지표를 설정하였는바, 먼저 고유한 정책 관점 내재화의 정도의 판단 기준으로 전담 사업 수행기관의 존부, 고유 정책 자원의 활용 여부, 이익집단의 존부를 고려하였다. 영역권 다툼 성향의 경우 예산의 절대 액수 및 비중, 사업 관련 기성사실의 발생 정도를 고려하였다. 셋째로 리더십의 경우 대통령 및 정책 조정 촉발 기관(외교부)의 리더십의 수준을 고려하였다. 통합 대상이 되었던 6개 부처 8개의 사업들은 이 세 요인에 대하여 각각 다른 정도를 가지고 있었으며 이는 개별 부처가 정책 조정 네트워크에서 택한 전략 및 조정의 결과에 영향을 미쳤다. 먼저 보건복지부의 사업은 대한한방해외의료봉사단이라는 비영리사단법인이 전담 수행하며 고유 자원을 활용하나 소규모의 보조금 교부 액수 및 봉사단에 복수 후원처의 존재 등으로 정책 관점 내재화 정도는 그리 높지 않다고 보인다. 또한 사업 수행이 오래되었으나 국내 이해관계자의 수는 많지 않아 영역권 다툼 성향도 높지 않다고 볼 것이다. 그러나 결정적으로 대통령의 해외 순방에 따른 보건복지부의 자체 사업 구조조정이 조정 결과에 영향을 미쳤다고 보이며, 보건복지부는 2018년부터 사업을 중단하였고 해당 사업은 현재 WFK 플랫폼에 통합된 상태이다. 문화체육관광부의 경우 전통공연예술진흥재단 등 소관 비영리재단법인이 사업을 전담하고 전통문화 전공 학생 및 재외 한국문화원을 활용하는 등 고유 정책 자원을 활용하며 이익집단도 존재하는 등 정책 관점 내재화 정도가 높다. 또한 예산은 소규모이나 한국문화원 등 연관 정책이 문화체육관광부의 중점 정책 영역에 해당한다. 이에 외교부가 해당 사업에 대한 강경한 검토 의견을 제시하였을 때, 문화체육관광부는 WFK와 통합하거나 사업을 중단하는 대신, 사업을 비ODA사업으로 전환하여 국제개발협력 조정네트워크에서 이탈한 후 지속 추진하는 전략을 택하였다. 국가보훈처에서는 6.25참전국 의료봉사 사업 및 베트남 의료봉사 사업의 두 사업을 논의하였다. 국가보훈처에서는 상대적으로 중요도가 낮고 전담 수행기관과의 밀착도가 낮으며 이익단체가 없었던 6.25 참전국 의료봉사 사업은 수행을 포기하였다. 그러나 국가보훈처는 베트남 의료봉사 사업의 경우 상이군경회라는 고유 정책 자원을 전담 기관으로 활용하는 점, 강력한 이익단체가 존재하는 점, 한-베 민간협력은 부처 차원의 주요 정책 영역에 해당하는 점 등으로 인해 사업을 포기하지 않고 비ODA방식으로 전환하여 지속 추진하는 방식을 택하였다. 기상청의 사업도 한국기상산업기술원이 전담하며 고유한 정책 자원을 활용하는 형태이나 이익단체가 특별히 없고 예산 비중이 낮았다. 한편 기상청도 본 사업을 비ODA방식으로 전환하여 지속 추진하는 방식을 택하였다. 공정거래위원회의 경우 부처가 직접 내부 직원을 파견하는 사업으로 고유 관점 내재화 정도와 영역권 다툼 성향이 모두 높았다. 그러나 외교부는 공정거래위원회 사업에 대해 통합을 추진하지 않은 바, 양 부처 간에 본 사업은 통합이 가능한 유형의 사업이 아님에 대한 상호간의 인지가 이뤄진 것으로 보인다. 교육부의 경우 소속 책임운영기관이 사업을 실시 중이며, 고유 정책 자원을 활용하고 있고 강력한 교원 이익단체가 존재하여 정책 관점 내재화 정도가 크다. 또한 사업의 액수가 매우 크고 부처의 중점 정책 영역에 해당하는 등 영역권 다툼 성향도 크다. 외교부는 2019년 시행계획부터 교육부 사업에 대하여 강력한 조정 의지를 보이고 있으나 교육부는 네트워크에 참여하여 협의를 통해 이를 지속적으로 반대하는 모습을 보이고 있다. 이러한 6개 부처 8개 사업의 사례를 분석모형틀을 통해 분석하였다. 영향 요인에 대하여 부처 별로 상이한 여건은 개별 부처가 네트워크 내에서 다른 전략을 취하도록 촉발하였고 이에 따라 정책 조정의 결과가 다르게 나타나는 것을 관찰하였다. 또한 당초 설정한 가설을 검증하였다. 첫째, 정책의 관점 단절의 차이가 클수록 정책 조정(통합)에 불리하였다. 둘째, 소관 부처의 영역 다툼 성향이 클수록 정책 조정(통합)에 불리하였다. 셋째, 주관부처 및 대통령의 리더십이 클수록 정책 조정(통합)에 유리하였다. 본 연구는 우리나라의 국제개발협력에서 정책 조정의 과정 및 성과를 실제 사례를 통해 세밀하게 기술하고자 하였으나, 실질적으로 네트워크 참여자들의 세부적인 회의록에는 접근하기 어려워, 단계 별로 조정에 대한 검토 결과를 통해 개별 참여자(부처들)의 행태를 추론하는 방법을 사용하여 대략적인 설명에 그친 한계점이 있다. 그러나 우리나라의 국제개발협력에서 실제로 국제개발협력위원회라는 정책조정의 수단, 즉 네트워크적 관점에서 참여자들 간의 회의체 운영을 통한 정책 조정의 과정을 파악한 점, 이 과정에서 개별 부처의 사업 담당자들이 보이는 행태들을 미시적으로 기술하였고, 우리나라의 정책 조정에서 실질적으로 정책 조정 결과에 영향을 미치는 주요 변인이 무엇인지 원형을 제시하였다는 점에서 연구의 의의가 있다. 향후에는 국제개발협력위원회를 통한 정책 조정의 또 다른 사례 등 연구 대상을 확장하여 연구 결과가 일반화 될 수 있기를 기대하여 본다. ; 제 1 장 서 론 1 제 1 절 연구의 배경과 목적 1 제 2 절 연구의 범위 4 제 3 절 연구의 방법 7 제 2 장 이론적 논의 및 연구 설계 9 제 1 절 정책 조정의 개념 9 1. 정책 조정의 개념 및 유형 9 2. 정책 조정의 수단 11 제 2 절 국제 개발 협력 이론 18 1. 국제개발협력 추진체계 18 2.
