After meeting the objectives of debt stabilisation and participation in the single currency, the various Italian governments were able to move towards a gradual reduction of the tax burden. First, corporate taxation was reformed by a reduction in the tax rate on profits and by a greater neutrality of taxation depending on the type of company financing, although the latter approach was called into question by the Berlusconi Government. Tax policy has then shifted more gradually towards reducing household income taxes, first by reducing income tax rates and then by redesigning the less progressive scale, the latter reform having been only partially implemented. The social protection system has been reformed by a transformation of the public pension system from a defined benefit scheme to a defined contribution scheme, without any change in the contribution rate. The reform of the Constitution towards greater decentralisation gave the regions greater functions and imposed fiscal federalism, which replaced transfers from the State with regional revenue, with national solidarity only partly ensured by an equalisation fund between the regions.
The cities, as the object of Africanists, have been seen as the underlying underlying of African politics. Based on a reading of 'rural communitarians' and 'urban societies', the African city was, however, outside the scope of secondary or interdepartmental localities, which were relocated to the world of RURALITE. For this reason, the example of Be Égue édo, a localite located in the province of Boulgou (Burkina Faso), provides here the anchor of a historical and anthropological reflection on the political status of a town of origin by building autonomy or even a form of sovereign power. On the basis of terminology which signs a city, that is to say, the city, but also a 'country' built on the mobility of productive activities and on the construction of commercial and migrant businesses, we try to show the finality of the relationship between the country, the country's country and the country in the process of completing the city's political status. Understood as a form of interpersonal or entrenched communities, thus complying with the social and political methods of a line-to-home organisation, the localite of Be Égue édo feeds the population of a segmented city. ; International audience ; The cities, as the object of Africanists, have been seen as the underlying underlying of African politics. The construction of a national service for the evaluation of the school system had a long and difficult birth in Italy, and lagging behind the international panorama. The first signals that show attention to this problem date back to 1990, at the National School Conference, where for the first time, a hypothesis about this was formulated. However, the times were not yet ripe for an institution of this kind: in fact, at that time there was lacking a centralized computer system capable of recording the data of the Italian school system. In 1997 the Minister of Education Giovanni Berlinguer, by a directive, instituted the National Service for the Quality of Education, with the task of "assessing the situation and the effectiveness of the country's training system, its different articulations to at all levels, in order to suggest the necessary improvements and to be able to compare our situation with comparable situations in other countries ". This service is established at the European Center for Education (CEDE), an institution which belongs to the Ministry of Education and which also has the institutional tasks of learning problems and their evaluation. By legislative decree N ° 258 of 1999, the CEDE was transformed into a National Institute for the Evaluation of the Education System (INValSI) with a substantial extension of its tasks and purposes in the evaluation sector. The realization of this National Evaluation Service (SNE) was accelerated by the establishment, on the part of the Ministry of Education in July 2001, of a Working Group whose objective is to develop a service which provide, at different levels of decision and intervention (Ministry of Education, local authorities, schools) useful information for understanding the phenomenon of "school" and its behavior over the years; this information is essential so that each subject, at their level, can make an informed decision on the policies and objectives to be set, verify their activation and progress, allocate resources correctly, with a view to continuous improvement. The working group projected the SNE model and tested it in the field for three years, through three Pilot Projects (PP): PP1 (school year 2001-2002), PP2 (school year 2002-2003) and PP3 (school year 2003-2004), which are described in broad outline below. The objective of these Pilot Projects was to verify the technical and economic applicability of the initiative by making, if necessary, the adjustments suggested by experience. It is on the basis of this experience that the legislative decree (No. 286, November 2004) on the "Institution of the National Service for the Evaluation of the Education and Training System" was promulgated, which emphasizes the purpose of this service: assess the efficiency and effectiveness of the system "by framing the assessment in an international context" (art.1); the seat is redesigned and becomes, to face its new role, the INVALSI (Istituto Nazionale per la Valutazione del Sistema dell'Istruzione e della Formazione). Schools and training establishments, Regions, Provinces and Municipalities are also involved, each according to their skills, to achieve this objective.

International audience ; This study aims to take stock of the natural and migratory demographic changes in Italy. Italy experiences what the author has called a "demographic winter", that is, fertility has been below the replacement threshold for several decades. This "demographic winter" is not compensated for by the migratory attraction, even if the latter now contrasts with most of the history of 19th- and 20th-century Italy. To fully understand the question of Italy, this study compares its evolution with three other European countries: France, Germany and the United Kingdom ; Cette étude a pour objet de prendre la mesure des évolutions démographiques naturelles et migratoires de l'Italie. The arrival of Napoleonic troops in Italy in 1796 shapes the way in which Italian people design change in politics. First of all, the article seeks to demonstrate how the revolution drill brought by the French armies is described as an intimate and deep regeneration of Italian society. In the new republican regimes, citizens are supposed to live political life as a religious or emotional experience. In the 19th century, while contact with the ideas and men of the French Revolution was one of the main ingredients of the cultural origins of Risorgimento, Italian patriots did not dwell on the memory of the revolutionary decade. Rather, they pose an intellectual and political challenge to the French revolutionary model, seeking to distinguish their activism for Italian unification from the memory of 1789. The miners and democrats that make up the Italian nationalist movement take part with the same zeal, although their aims remain very different. ; Varia ; The arrival of Napoleonic troops in Italy in 1796 shapes the way in which Italian people design change in politics. The involvement of the extended family and the family social network is a little explored in France and Italy. This article focuses on this form of family deputising in each of these two countries. After presenting the definitions of such use of placement in the family or entourage in France and Italy, the authors draw on the statistical knowledge and reports published there. They address the questions raised by these demands on social workers. A wide variety of forms of redress in Italy contrasts with the more static French statutes of Tiers Digne de Confiance and the very recent 'sustainable and voluntary reception'. ; The involvement of the extended family and of families ' social network is a topic that has seldom been explored in either France or Italy. The medieval army went through many important mutations over the centuries. One of these transformations occurred during the Hundred Years War, when Charles V completely reorganized the French armies in order to fight their English counterparts more effectively. But when the French armies were later on sent to Italy to establish a French power on the kingdom of Naples and the Republic of Genoa, they had to adapt themselves to the military and political reality of Medieval Italy. Des guerres en Italie avant les Guerres d'Italie offers a global study of these armies, and demonstrates that these armies are to be considered and investigated as micro-societies. While emphasising the important figure of the captain, this book addresses the composition, financing, objectives, actions, and choices of these armies, between knightly ideology and warrior pragmatism. This thorough inquiry allows Christophe Masson to question the official discourses which spread at the time: were the Great Western Schism and the service of Charles VI really the main goals of these first French campaigns led in Italy, before the so-called Italian Wars?
Man no longer truly lives somewhere, he shelters. To live somewhere would entail a "part of the world" belonging to the individual in order for the évènement de demeurer to arise. The right to adequate housing conveys a democratic requirement that must be taken seriously. This requirement reveals itself inevitably as an expression of a certain openness of positive law to the present, the law being unable to ignore its surroundings. The individual constantly questions his resources when they are insufficient or no longer ensure a dignified existence and turns, if needs be, to national solidarity as a remedy. Consequently, it is important to analyse the normative substance of the right to adequate housing in the light of the convergence of its international and national sources. This enrichment furthers the application of these norms, by the principle of subsidiarity, by the actors closest to the social misery upon whom it bears to give meaning to the right to adequate housing.
