The ability of a central bank to influence the economy depends on its ability to manage the expectations of the general public and the financial system regarding the future development of macroeconomic indicators. The communication strategy (in this time of crisis and uncertainty) increases transparency, improves public understanding and support for the monetary policy and democratic accountability of the Central Bank of Congo (BCC), serving to convergence towards the balance of expectations. This paper agrees that a strategic direction of communication, focused on coherent messages, can help break down pessimistic expectations, maintain confidence, reduce the cost of the crisis and stabilize the economy. In conclusion, the article suggests a dozen recommendations, to be able to strengthen and redirect the BCC's communication strategy and contribute to the effectiveness of monetary policy.
There have been important advances in monetary economics and macroeconomics recently. In macroeconomics there has been the paramount development of the New Consensus Macroeconomics along with significant policy implications, thereby giving rise to the notion of New Monetary Policy. This book deals with the key aspects of these developments and further ones such as money, credit and the business cycle. Adding to the analysis are developments that focus on issues for open and spatial macroeconomics.
Die Dissertation besteht aus drei eigenständigen Aufsätzen im Bereich der Makroökonomie. Jeder Aufsatz behandelt ein unterschiedliches Thema, und zwar (i) die Beeinflussung des Produktionspotenzials durch die Produktionslücke, (ii) Langzeitarbeitslosigkeit und Fähigkeitsverluste sowie (iii) vom Verschuldungsgrad abhängige Bankfinanzierungskosten. In jedem Aufsatz werden die jeweiligen Implikationen dieser Sachverhalte für die Geldpolitik untersucht. Im ersten Aufsatz (gemeinsam mit Kai D. Schmid) beschreiben wir ein Konjunkturmodell, in dem das Produktionspotenzial, im Gegensatz zum neukeynesianischen Standardmodell, Hysterese-Effekten unterliegt. Das bedeutet, dass das Produktionspotenzial von der Produktionslücke (der Abweichung der tatsächlichen Produktion vom Produktionspotenzial) beeinflusst wird. Dieser Mechanismus hat im Zuge der jüngsten Rezession an Bedeutung gewonnen, da viele Wirtschaftsforscher und Politikinstitutionen die negativen Auswirkungen des wirtschaftlichen Abschwungs für das Produktionspotenzial betont haben. Wir vergleichen Simulationsergebnisse unseres erweiterten Modells mit Ergebnissen des Standardmodells. Die Berücksichtigung von Hysterese-Effekten ermöglicht eine stärkere Amplifikation von und eine persistente Reaktion der Produktion nach geldpolitischen Schocks. Dies steht in Einklang mit US-amerikanischen Daten. Stabilitäts- und Wohlfahrtsanalysen legen eine stärkere Berücksichtigung der realwirtschaftlichen Aktivität in der geldpolitischen Zinsregel nahe wenn Hysterese-Effekte in die Analyse miteinbezogen werden. Im zweiten Aufsatz dokumentiere ich stilisierte Fakten zur Langzeitarbeitslosigkeit in einigen europäischen Ländern. Ich entwickle ein neukeynesianisches Konjunkturmodell mit Arbeitsmarktfriktionen und Fähigkeitsverlusten während der Arbeitslosigkeit und zeige, dass das Modell die empirischen Beobachtungen nachbilden kann. ++. - ++ Die Berücksichtigung von Fähigkeitsverlusten hilft dabei, Volatilitätsmuster von makroökonomischen Variablen, eine negative Abhängigkeit der Einstellungswahrscheinlichkeit von der Arbeitslosigkeitsdauer sowie das Verhalten des Anteils der Langzeitarbeitslosigkeit an der gesamten Arbeitslosigkeit an Wendenpunkten des Konjunkturzyklus zu erklären. Optimale Geldpolitik unter Einbeziehung von Fähigkeitsverlusten erlaubt eine höhere Inflationsvolatilität nach Produktivitätsschocks, um durch eine niedrigere Volatilität von Langzeitarbeitslosigkeit den Verfall von Fähigkeiten zu reduzieren und somit Konsumverluste abzufedern. Auf diese Weise berücksichtigt optimale Geldpolitik die Auswirkungen von Fähigkeitsverlusten, welche private Akteure nicht mit einbeziehen wenn sie Einstellungs- und Entlassungsentscheidungen treffen. Der dritte Aufsatz (gemeinsam mit Johannes Fritz) befasst sich mit der Rolle von Bankfinanzierungskosten in der Transmission von Geldpolitik. In letzter Zeit haben geldpolitische Entscheidungsträger die Vermutung geäußert, dass der geldpolitische Kurs nicht störungsfrei an die Bankfinanzierungskosten und somit an die Kreditsätze für die Realwirtschaft übermittelt wird. Dieses Szenario kann von herkömmlichen makroökonomischen Modellen nicht abgebildet werden. Wir entwickeln ein neukeynesianisches Konjunkturmodell mit einer variablen Differenz zwischen Bankfinanzierungskosten und dem Zinssatz der Zentralbank. Das Vorzeichen und die Größe dieser Differenz hängt von der Verfassung der Bankbilanzen ab, welche wiederum von abnehmendem Eigenkapital der Banken im Zuge von Kreditausfällen in wirtschaftlichen Abschwüngen beeinflusst wird. Dieser Modellrahmen erlaubt es uns Szenarien zu analysieren, in denen die Transmission der Geldpolitik in dem Sinne gestört ist, dass Änderungen der Zentralbankzinsen nicht vollständig an die Bankfinanzierungskosten weitergereicht werden. ++. - ++ Die Auswirkungen dieser Störungen auf makroökonomische Variablen sind klein bei Schocks, die dem realen Sektor entspringen und eine endogene Minderung des Eigenkapitals von Banken auslösen, jedoch beträchtlich bei einem direkten Schock auf das Eigenkapital von Banken. Eine optimale Zinsregel der Zentralbank unter Berücksichtigung von verschuldungsgradabhängigen Bankfinanzierungskosten impliziert eine Zinssenkung (Zinserhöhung) bei strafferen (lockereren) Bankfinanzierungskonditionen.
This article aims to consolidate strategic importance of communication in managing expectations and stabilizing the congolese economy. We propose a reinforcement in terms of communication, on the one hand by using not only french as a language, but also the national languages, such as Lingala, and on the other hand by using a maximum of television broadcasts on dedication from the congolese central bank to stabilize the economy. These instruments could restore confidence and allow the bank central of the Congo to better manage exchange rate and inflation expectations. In addition, there are reportedly no studies in the Democratic Republic of the Congo related to the influence of central bank communication on expectations. Thus, this analysis contributes to the Central bank theoretical literature. In prospect a development of a new communication index of the Bank central of the Congo is desirable in order to reinforce the effectiveness of the monetary policy.
This paper analyses the impact of alternative monetary policies on the performances of an economy facing technological changes. It shows that the restructuring of productive capacity necessary to embed the new technologies usually implies initial drops in employment and productivity, that are reabsorbed only if the transition is successful. Furthermore, it shows that the process disrupts the financial structure of firms (the coordination over time of costs and revenues), and makes external financing crucial for a successful restructuring. An "optimal" monetary policy, in this framework, should then be expansionary during the transition, and tighten once the technological advance is embedded in the system. Thus, we reach conclusions that are in sharp contrast with the policy prescriptions of the New Keynesian approach. ; L'article analyse l'impact de politiques monétaires alternatives sur les performances d'une économie soumise à des changements technologiques. Il montre que la structuration de la capacité productive nécessaire pour incorporer les nouvelles technologies implique une diminution initiale de l'emploi et de la productivité, seulement réabsorbée si la transition est réussie. Au-delà, il montre que le processus introduit une rupture dans la structure financière des firmes (dans la coordination intertemporelle des coûts et des revenus), et rend crucial le financement externe dans le succès de la restructuration. Une politique monétaire "optimale", dans ce contexte analytique, devrait, alors, être expansionniste pendant la transition et restrictive une fois que le changement technologique a été incorporé dans le système. Ainsi, l'on obtient des conclusions qui sont en opposition stricte avec les prescriptions de politique économique de l'approche de la Nouvelle Économie Keynesienne.

This is a new channel of monetary policy that is especially relevant in view of "Quantitative Easing" programs. A second model focuses on the short-term implications of heterogeneously productive firms, showing an acceleration effect of technology shocks.
