The article is devoted to the study of the terrorist organization «Islamic Jihad Group». The author analyzes the versions of its origin, the transformation of strategic priorities. Much attention is given to the relations of «Islamic Jihad Group» with other groups. The author notes that the vagueness of the jihadist ideological base creates opportunities for the modification of the terrorist groups. The author hypothesizes that the terrorist structures are created with a given life cycle. The author comes to the conclusion that the «Islamic Jihad Group» retains its destructive potential.
В настоящее время джихадизм приобрел новые доктринальные особенности, политическую направленность, стратегию и тактику ведения джихада. На основе анализа аутентичных материалов в статье излагаются базисные идеологические принципы деятельности ИГИЛ. ; Nowadays jihadism developed new doctrinal features, political orientation, strategy and tactics of jihad. The appeal to religious (pseudo-religious) language and symbols was characteristic of all participants of the global conflict which began in 1914. They allowed giving the interstate confrontation a new, "sacred" dimension and, at the same time, historical depth. This happened in the conditions of blurring the boundaries between the religious and non-religious, and was a manifestation of what is now described as the process of sacralization of politics and the politicization of religion. Often, however, there was not a return to tradition, and if to use Eric Hobsbaum's definition, but it's invention. Elements of a similar invention of the tradition can be seen in Ottoman "Great jihad" which promotion in the years of war will become one of the major tasks not only for Ottomans, but also for their German allies. Germans have seen in Islam "new weapon" which can be turned against their enemies. The formed in Europe by that time ways of perception and description of Islam and Muslims, the rise of Pan-Islamism and a significant number of Muslim subjects among the main opponents of the German Empire (Russia, Britain and France) made such a strategy attractive in their eyes. The efforts of the Germans and the Ottomans to promote Jihad did not yield the results they expected, but one hundred years after the end of the First World War, this aspect of German-Ottoman cooperation continues to be the subject of study and serious discussions among researchers. ; Обращения к религиозному (псевдорелигиоз-ному) языку и символам были характерны для всех участников начавшегося в 1914 г. глобального конфликта. Они позволяли придать межгосударственному противостоянию новое, «сакральное» измерение и одновременно историческую глубину. Это происходило в условиях размывания границ между религиозным и нерелигиозным и являлось проявлением того, что сегодня описывается как процесс сакрализации политики и политизации религии. Довольно часто, однако, речь шла не о возвращении к традиции, а, если пользоваться определением Эрика Хобсбаума, ее изобретении. Элементы подобного изобретения традиции можно найти в османском Великом джихаде, пропаганда которого в годы войны станет одной из важнейших задач не только для османов, но и для их немецких союзников. Последние увидели в исламе «новое оружие», которое можно обратить против своих врагов. Оформлению подобной стратегии способствовало много причин, среди них — сложившиеся к тому времени в Европе способы восприятия и описания ислама и мусульман, подъем панисламизма и значительное число мусульманских подданных у главных противников Германской империи (России, Великобритании и Франции). Пропаганда джихада не принесла результатов, на которые рассчитывали немцы, однако спустя столетие после окончания Первой мировой войны эта грань германо-османского сотрудничества продолжает оставаться предметом изучения и серьезных дискуссий среди исследователей.
This article examines the development of the theory and practice of jihad under the Circassian Sultanate in Egypt and Syria (1382–1517). The article aims to trace the development of the key aspects of the concept of jihad and reveal the peculiarities of its perception in the Mamluk state. The article highlights an essential characteristic of the theory of jihad in the Mamluk period, i.e. the interpretation of jihad as farḍ al-'ayn (the personal duty of every Muslim).A fertile ground for this paper was given by studies of M. Bonner and D. Cook, who supplemented a balanced approach to the interpretation of jihad from a historical perspective with a critical consideration of its religious and political meanings. The authors emphasise the importance of the difference between the understanding of jihad as a collective and individual obligation using the concept of minimalism and maximalism developed by Y. Waghid.The paper is based on works by Ibn al-Nahhas (d. 1411), an outstanding thinker of the Mamluk era. The interpretation of jihad as a personal responsibility of every Muslim substantiated by Ibn al-Nahhas was the basis of the volunteer movement that unfolded in Egypt and Syria in the fifteenth century.The doctrine of jihad concentrated around the most important Islamic values embodied in the concepts of "justice" (al-'adl) and "truth" (al-ḥaqq) and was initially used by the Mamluks and subsequently by the Ottomans as a powerful ideological tool for manipulating the Muslims' consciousness. This paper is relevant because the conclusions of the study are valid not only for the Middle Ages but are directly related to the present. The authors of the article emphasise this by drawing parallels with modern events in countries such as Afghanistan, Syria, Libya, Yemen, and Saudi Arabia. ; Статья посвящена изучению развития теории и практики джихада в период правления черкесских султанов в Египте и Сирии (1382–1517). The paper focuses on the historical discourse produced by the "Caliphate of the Islamic State," a quasi-state that existed from 2014 to 2017 and was created by a terrorist group (it was not recognized by any country in the world; in 2014 the Supreme Court of the Russian Federation banned its activities in Russia). Particular attention is paid to the ways, in which ideologists of the "caliphate" utilized their appeals to the early Islamic historical past in the processes of state-building, constructing "the hostile Other", and shaping territorial identity of the quasi-state. Such appeals were employed to construct an ideal order to be strictly followed, to legitimize the dominant role the Islamic State's ideologists as interpreters of this order and to mobilize one's own group against "the hostile Other". In the process of constructing the "ideal caliphate" of the past, ideologists took out of historical contexts both various features of those governmental systems that existed in different periods and markedly confrontational archaic practices of medieval Muslim states' relations with the outside world. ; Анализируется исторический дискурс «халифата Исламского государства» - созданного террористической группировкой квазигосударственного образования, существовавшего с 2014 по 2017 г. (оно не было признано ни одной страной мира; в 2014 г. Верховный Суд РФ запретил деятельность «Исламского государства» в России). Особое внимание уделяется апеллированию идеологов «халифата» к раннеисламскому историческому прошлому в процессе выстраивания системы государственного управления и конструирования «враждебного Другого», а также в контексте территориальной идентичности квазигосударства. Такого рода отсылки к прошлому использовались для конструирования эталонного порядка, которому предписывалось неукоснительно следовать, легитимизировали главенствующую роль идеологов «Исламского государства» как интерпретаторов «эталонности» и для мобилизации своей группы на основе ее противопоставления «враждебному Другому». В процессе конструирования «идеального халифата» прошлого идеологами выхватывались из исторического контекста элементы государственного управления различных периодов, а также конфронтационные и архаические практики в отношениях средневековых мусульманских государств с внешним миром.

Nowadays Islam takes the stage of recovery associated with the peculiar issues associated with the Muslim society. These characteristics are expressed in the spread of ideas of Islamic fundamentalism and its supporters' confrontation with the rest of the world. This process has affected the Russian Muslims as well, the trend developed after the collapse of the Soviet Union when the post soviet muslims began to realize themselves as part of one of the Muslim Ummah, coming into conflict with the secular law of the Russian Federation. After the Soviet Union's disintegration, the radical Islamic ideas have begun to appear in Russia, in the conditions of the growth of nationalism these thoughts found a fertile ground. One of these ideas was associated with the construction of Sharia state in the Muslim autonomous republics of the Russian Federation and their subsequent withdrawal from Russian's membership. The situation for the Russian state in the Muslim republics aggravated the war in Chechnya. Through Chechnya mercenaries from Arab countries started to penetrate to the Russian territory, they also brought the money for the destabilization of the internal situation in Russia. Nevertheless, separatism did not find the mass support in neighboring regions such as Dagestan, Kabardino-Balkaria, Karachay-Cherkessia and Ingushetia. It is evidently that international Jihad ideas were supported financially from abroad. The issue of funding is a key part of the development of Islamic fundamentalism in Russia, the international Islamic funds and organizations gave huge financial assistance to them. At the present moment Russian authorities lead a fruitful and a successful fight against terrorism. In the future, after the completion of the antiterrorist operation in the Middle East hundreds of terrorists may return to Russia with huge experience that can threaten the security of the Russian state.

Автор акцентирует внимание на экстремистской интерпретации ИГ основных теологических канонов ислама, которые в трансформируемом виде проповедуют насилие и причисляют к иноверцам всех тех, кто не согласен с такими трактовками. Он выделяет главные цели ИГ – построение исламского государства – халифат, где будут установлены законы шариата в том виде, в каком они существовали в начальном периоде ислама; отрицание всех последующих религиозных нововведений; объявление джихада основным методом борьбы; конечная цель – создание всемирного халифата. В статье рассматриваются главные политические и военные группы в Ираке и Сирии, которые, несмотря на общность цели свержения существующих режимов, ведут активную борьбу с ИГ на завоеванных им территориях. При этом автор отмечает существенные различия в религиозной идеологии ИГ и противостоящих группировок, подчеркивая, что идея халифата широко критикуется ООН, многими правительственными и известными исламскими правоведами, не признающими группировку «Исламское государство». = The article undertakes the analysis of the main aspects which enabled the formation of the extremist terrorist group «The Islamic State» (IS) and, in particular, of the most important of them of political and religious nature. The author emphasizes that IS follows an extreme interpretation of the basic Islamic theological canons, promoting religious violence and regarding those who do not agree with such interpretations as infidels. He distinguishes the main goals of IS – the foundation of Islamic state (caliphate) with sharia laws by returning to the early period of Islamic religion; rejecting all innovations in it; announcing the leadership of jihad as the first priority over all methods of struggle, and as an ultimate goal – proclaiming a world-wide caliphate. The article highlights the main political and military opposition groups in Iraq and Syria most of which call for the overthrow of the Syrian and Iraqi governments but at the same time launch an active offensive against IS on conquered territory. The author notes the significant differences between the basic theological principles of IS and all opposing groups by underlining the thesis that idea of caliphate has been widely criticized and condemned by United Nations, various governments and mainstream Muslim lawyers which refuse to acknowledge «the Islamic State».
This article analyses German and Ottoman efforts made to promote a Muslim uprising in Egypt in World War I through intelligence and propaganda operations. The article refers to documents of the Russian Consulate General in Cairo from the Archives of Foreign Policy of the Russian Empire as well as published documents from German archives. Turning to the said sources, the author makes an attempt at analysing both institutional and non-institutional aspects of German and Ottoman propaganda in Egypt and, more particularly, rumours. The topic has not been studied previously in Russian historical literature. However, it may help understand the effort taken by Ottomans and Germans to promote Jihad in different parts of the Muslim world and the difficulties they faced while doing so.The German Supreme Command hoped that the use of new transport and communication technologies would help implement the rebellion strategy in the Muslim world. However, new technologies did not solve the structural problems that German propaganda faced in Egypt and other Muslim colonies of the Entente. Even though many Egyptians were sympathetic to the military efforts of the Ottomans and Germans, the majority of them wanted to abstain from getting involved in the conflict. Rumours were an indicator of the events taking place in Egypt and had many different functions. Germany's attempt to cause an uprising in Egypt (and in other parts of the Muslim world) made jointly with the Ottoman Empire failed but the ideas of the power of pan-Islamism and the possibility to instrumentalise Islam outlasted World War I. ; Целью статьи является исследование военных и пропагандистских усилий османов и немцев, направленных на подготовку восстания в Египте в годы Первой мировой войны. Исследование основано на анализе документов Генерального консульства России в Каире из Архива внешней политики Российской империи, а также опубликованных документов из немецких архивов. Обратившись к данным источникам, автор попытался проанализировать не только институциональные, но и неинституциональные аспекты немецкой и османской пропаганды в Египте, в частности слухи. Данная тема пока не становилась предметом исследования в российской исторической литературе, между тем ее изучение позволяет лучше понять то, какие усилия приложили османы и немцы для пропаганды джихада в разных частях мусульманского мира и с какими трудностями при этом сталкивалисьНемецкое верховное командование рассчитывало, что использование новых транспортных и коммуникационных технологий поможет осуществить стратегию восстания. Однако новые технологии не устранили структурные проблемы, с которыми столкнулась немецкая пропаганда в Египте и других мусульманских колониях стран Антанты. Хотя многие египтяне сочувствовали военным усилиям османов и немцев, большинство из них хотели остаться в стороне от конфликта. Индикатором общественных настроений в Египте являлись слухи, выполнявшие множество разных функций. Попытка Германии в союзе с Османской империей вызвать восстание в Египте (и в других частях мусульманского мира) оказалась безуспешной, но идеи о силе панисламизма и возможности инструментализации ислама пережили Первую мировую войну.
