Науково-дослідницька діяльність включає виявлення актуальних проблем дослідження, опрацювання відповідних документів, ґрунтовне розкриття теми, популяризацію власних здобутків як у національному, так і міжнародному просторі. Результати такої діяльності призводять до формування єдиного інформаційного простору, що базується на взаємозв'язку науки та світового професійного середовища. Сучасний стан світової науки показав, що основними критеріями ефективної діяльності науково-дослідних установ повинні стати: міжнародне визнання отриманих наукових результатів, публікаційна активність окремих співробітників, структурних підрозділів та наукових установ в цілому. В науковій спільноті сформувалась стратегія, спрямована на активізацію публікаційної діяльності, підвищення ефективності оприлюднення результатів наукових досліджень. Публікаційна активність є важливою складовою при складанні рейтингів наукових установ, яка визначається залежно від традицій оприлюднення наукових результатів в журналах, матеріалах конференцій, монографіях тощо.В статті проводиться аналіз наукових публікацій працівників НБУВ за 2017-2019 рр. Досліджується публікаційна активність працівників у фахових періодичних виданнях, що видаються у НБУВ: 1) Наукові праці Національної бібліотеки України імені В. І. Вернадського; 2) Бібліотечний вісник; 3) Рукописна та книжкова спадщина України; 4) Українська біографістика; 5) Библиотеки национальных академий наук: проблемы функционирования, тенденции развития. Досліджується кількість публікацій у зарубіжних виданнях, аналізується кількість публікацій в інших наукових джерелах, інформаційно-аналітичних бюлетенях. Розкривається кількість апробації результатів досліджень наукових та бібліотечних працівників НБУВ на міжнародних наукових конференціях і форумах. З кількістю публікацій паралельно проводиться підрахунок авторських аркушів, що є одиницею виміру обсягів виконуваних робіт із наукової діяльності.

Modern society is characterized by the widespread distribution of objects of intellectual property rights. The article analyzes the state of dissertation research on intellectual property issues which has been conducted in Ukraine since the time of proclamation of its independence and to the present days. The topicality of the study is due to the fact that the results of intellectual activity determine the strategy and tactics of socio-economic development of any country. The components of intellectual activity are the intellectual capital, embodied in the form of experience, knowledge, skills, qualification of a person. The growth of the role and importance of intellectual activity in the social relations of the society necessitates the solution of the main problem issues: the normative and legal support of intellectual activity; rational use of the results of intellectual activity; effective protection of objects of intellectual property rights, protecting the rights of subjects of intellectual property rights. Reliable guarantees of acquiring and protecting intellectual property rights are an integral part of the statehood of each civilized country.One of the sources of highlighting the study of any case is the provision of conclusions and recommendations for solving problem issues, dissertation researches. The article analyzes the quantitative distribution of dissertation research on intellectual property issues according to scientific specialties, scientific institutions, in which they were defended. It was found out that the proportion of dissertation research on intellectual property problems in legal sciences is 77 %, in economic sciences, respectively, 19 %, in other sciences - 4 %. Among legal sciences, 60 % of scientific theses have been defended on specialty 12.00.03; respectively, 19 % - on specialty 12.00.07; 6.8 % - on specialty 12.00.04; 5 % - on specialty 12.00.08; 3.6 % - on specialty 12.00.09; 2.2 % - on specialty 12.00.01; 1.8 % - on specialty 12.00.11; 0.4 % - on specialty 12.00.02; 0.4 % - on specialty 12.00.05; 0.4 % - on specialty 12.00.12. Among the dissertation research in the economic field of intellectual property rights, the work on specialty 08.00.04 was the most defended - 32.7 %; respectively, on specialty 08.00.01 - 21.8 %; on specialty 08.00.03 - 12.8 %; on specialty 08.00.02 - 7.3 %; on specialty 08.00.09 - 7.3 %; on specialty 08.01.01 - 5.5 %; on specialty 08.00.07 - 3.6 %; on specialty 08.00.08 - 3,6 %; on specialty 08.05.01 - 3.6 %; on specialty 21.04.01 - 1.8 %.

Since the great historical event - the proclamation of the Act of Independence of Ukraine, the country has been expanding international cooperation in librarianship. The main areas of international cooperation, which is a priority in research institutions in the library business, are: conducting joint research; organization of international conferences, symposia, congresses and other events. Scientific conferences are one of the forms of dissemination of new information. In the modern information space, scientific institutions play an essential role in developing science, education and culture. Therefore, when evaluating a scientific institution, the number of international scientific and practical seminars, conferences, other events organized by the scientific institution, and materials (including collections of abstracts) of conferences are considered.Among the research institutions of Ukraine, which study the problems of library science, bibliography, bibliology, source studies, document science, archival science, biography, codicology and discography, history of book culture, computer science, social communications, the leading position is held by the most extensive library of Ukraine - the National Library of Ukraine, named after V. I. Vernadsky. Furthermore, the article analyzes the specifics of the organization of scientific conferences in a scientific institution, studies the directions and thematic content of such events, forms of conduct, their frequency during 1991-2021.

In order to facilitate access to works and their use for the visually impaired, on June 27, 2013, the Diplomatic Conference of the World Intellectual Property Organization in Marrakesh (Morocco) adopted the "The Marrakesh Treaty on the facilitation of access for the blind and visually impaired or with other disabilities to accept printed information to published works". The accession of countries to the Marrakesh Treaty allows for adequate access for people with visual impairments to published works on the same terms as for people with normal vision. The provisions of the Marrakesh Treaty establish general obligations on restrictions under the Berne Convention, which authorizes the reproduction of works in certain special cases, provided that such reproduction does not harm the normal use of the work and does not unduly affect the legitimate interests of the author. The article reveals the exceptional nature of the Marrakesh Treaty, which combines the law on rights of people with visual problems and intellectual property law, creates the first mandatory restrictions on copyright protection in order to expand access to books for a growing number of people.The implementation of the Marrakesh Treaty into national law will enable libraries to create and distribute copies of works in an accessible format for the visually impaired. In order to protect copyright in the production of works for the visually impaired, the Marrakesh Treaty provides for the establishment of a special "authorized body" in the country, which should be associated with at least one area of society: 1) education, 2) vocational training, 3) adaptive reading or 4) public access to information. Such an authorized body may be any library or other organization that provides services on a non-profit basis.The adoption of the Marrakesh Treaty at the Diplomatic Conference of the World Intellectual Property Organization in Marrakesh is an important step in implementing the basic provisions of the Universal Declaration of Human Rights, which stipulates that everyone, including the visually impaired, can participate fully and equally in political, economic and cultural life of society.

It has been stated in the article that the development of scientific communication contributes to extending the role of scientific libraries, in which the professional competence of librarians is related to their knowledge of metadata and experience of working with large collections of documents. One of the tasks of the modern scientific library is to ensure completeness of search, quality of collection, selectivity of processing, reliability of storage, promptness of spreading information. The results of this professional activity can be transformed into intellectual property objects. Library professionals use bibliometric research methods to help them solve their professional tasks, which help in decision-making when purchasing magazines and databases; in library fund analysis; study of publications; researching statistics on the use of electronic documents. It is revealed that in recent decades, bibliometry has become a standard tool for scientific policy and research management in various fields of science.Bibliometry covers such research methods as citation analysis; analysis of reference journals; analysis of quantitative characteristics of primary documents; quantitative analysis of publications of individual authors and their citation; quantitative analysis of scientific publications of particular countries of the world, states, and certain teams of scientists; theoretical issues, including the study of patterns of growth, aging and rank distribution of scientific documents; content analysis of scientific documents; other issues related to spreading scientific documents. Such research requires library staff of creative ability and professional competence. Today's means of social communication define the new tasks for libraries, the activities of which are related to intellectualization of the library sphere. The results of bibliometric research may be subject to copyright, provided that they meet the criteria of safety, have signs of creativity and novelty.

The article provides an analysis of the development of Ukrainian historical cinema at the beginning of the XXI century through the prism of genre formation in the latest socio-economic and political conditions. The definition of historical cinema, its main features, the problem of identical reflection of real events in feature films are considered.The author summarizes and complements the definition of historical cinema as a genre of cinematography, defines its main features. A historical feature film has its own characteristics and one of the main is that it should not reflect the events of the past or present with full historical documentation, while maintaining the so-called «spirit of the era» through costumes, locations, props, language. The task of this genre is to show the heroes, or the hero against the background of the era, historical events through the worldview of individuals, which may be both real, and the result of director's imagination. A feature historical film looks like a work on a historical theme, in which there are real and fictional characters, the latter can be the main characters, and the real - supporting. This work is full not so much of attempts to screen events on the documentary basis, as to reconstruct certain historical events on the basis of documents, but with an author's-director's viewing.The article describes Ukrainian films based on historical events, considers the problem of reliability of historical processes reflected in Ukrainian cinema, the peculiarities of the formation of the image of a hero. Historical films are an indispensable element in the process of national-patriotic education, a reflection of historical events that have long been silenced by official historical science in Soviet times, a means of forming national identity and historical memory.
