Krótkookresowe skutki programu Rodzina 500+

The main aim of this paper was the analysis of the impact of the "Family 500+" social programme in three areas: fertility, poverty in families with children, and the labour market participation of parents (mainly mothers) with young children. Statistical data available to date has been used by the author. The results show that the new benefit decreased the risk of poverty in families with children, had an impact on the higher number of births - which could be a temporary effect or a result of other family policy reforms implemented in 2013-2016 - and it decreased female labour market activity.

The ageing of Polish population poses a challenge to the society resulting in the necessity to meet the needs of the increasing number of the elderly. Despite the progress of civilization (i.a. in medical technology), not every elderly person will be in good health and maintain their ability to care for themselves until their last days. In the event of some kinds of risks, i.a. social or health, some seniors will be able to count on their families' support, whereas the number of seniors who are dependable on social welfare institutions will continue to increase, according to the latest demographic and economic forecasts. The aim of this article is to present the challenges the social welfare system has to face as a result of the ageing population. In particular, the coverage, forms and kinds of benefits the elderly receive from the social welfare, and what main limits and barriers they have to overcome to receive them. The presented data suggests that the government will experience difficulties with meeting the demands for care services, especially long-term ones, due to the lack of resources, including human and financial ones. In addition, the policy agenda does not show any form of pressure on this area of public policy.
Kwestia opiekuńcza w agendzie polityki senioralnej w Polsce

The article is about the contemporary agenda of the policy for senior citizens in Poland, concerning especially the long-term care issue. In the first part, there are key concepts of the article defined, such as "agenda in the public policy", "policy for senior citizens and long-term care issue". In the second part, there are several policy documents and programmes for the aged examined, which provides the overview of the current elderly and long-term policy and its agenda. The analysis includes the governmental documents and programmes, as well as the activity (concerning long-term care for the elderly) of some other central institutions such as the Ombudsman and Supreme Audit Office and Office of Competition and Consumer Protection. The article ends with the conclusions.

The article aims to portray a reconstruction as well as conduct an analysis of the changes in public support policy for the people who provide long-term care to their heavily disabled relatives. The first part presents the characteristic traits of the carer allowance recipients as well as their experiences and distinctiveness in the broader context of the situation of the disabled and their families. The second part provides a chronology of the changes in financial support policy toward carers since 2003 when the Act of Family Benefits took effect. Under the Act carers are entitled to allowances up to the present time. The process shows not only the lack of any stable trend as far as the direction of the policy in that field is concerned, but also a big role of external factors as well as social and public actors in that matter. The actors of public policy in this area as well as their impact on the construct of the legal changes in place constitute the subject of the third part of the article. Apart from the Council of Ministers, the author regards the Constitutional Tribunal and its rulings, the Ombudsman and also public support recipients along with their representative parties as the actors of public support policy.

Despite the relatively young population of Ireland a growth of the elderly can be observed in this country. Therefore, a vast number of research and studies on society ageing and socio-economic variables characteristic for this part of society as well as on its needs are conducted. It is related to the requirement of designing and implementing certain schemes in the public policy. It even enforces some specific actions on the government, inter alia in the pension system. The main aim of the paper, therefore, is a presentation of the most important data referring to Ireland's pension system as well as the incomes of people aged 65 and over. Bearing this goal in mind the study shows some demographic data, the elements of Irish pension system and information about incomes of the elderly. Thus, the section referring to Ireland's population shows not only present and previous data related to the participation of the elderly in society, but it also presents the projections for this age group, taking into consideration the different scenarios of migration and fertility.. We use these variables to illustrate ageing as well as to show depth and seriousness of this process in the future. Whereas, in the section related to the pension system we draw our attention to the components of this system such as state pension, occupational pension or private pension. The part of the paper referring to incomes that elderly people receive in Ireland analyses their importance for this age group. In this section we discuss the sources of incomes, their level and distribution as well as variables affecting incomes such as education, employment sector and the number of working years.

Wpływ pandemii COVID-19 na regulację działalności młodzieżowych rad w Polsce oraz ocena przyjętych rozwiązań

Youth councils at local government units have existed practically since 1990. However, only since 2001 there has been a legal basis for setting up such bodies. Although this provision remained unchanged, the COVID-19 pandemic significantly reduced the possibilities of youth councils. They had many problems and in many cases no new term of office was appointed for these bodies. As a result, the Parliament dealt with the statutory regulation of the youth council institution and adopted a government bill in 2021 (Dz.U. 2021 poz. 1038). The author tries to investigate the impact of the COVID-19 pandemic on the number of youth councils in operation. In addition, he assesses the most important solutions contained in the applicable law. Finally, the article welcomes the legislative action but notes the incomprehensible decisions. It also draws attention to the sharp decrease in the number of youth councils between March 2020 and September 2021 but notes the upward trend.

Obywatelskie nieuczestnictwo w życiu publicznym należy do najważniejszych problemów współczesnej Polski. Zjawisko to czyni wszystkie poko-lenia równymi, a przeciwstawienie się mu wymaga przełamania barier integracji międzypokoleniowej. Niniejsze opracowanie wskazuje, iż dążenie do spójności i stabilności systemu może opierać się na wykorzystaniu korzyści z różnicy wieku członków społeczeństwa. Wskazane zostały wymiary i poziomy poszukiwania rozwiązań jakościowych na rzecz integracji w warunkach kształtowania się w przestrzeni społecznej ładu rozproszonego oraz typy barier integracji między-pokoleniowej związane z procesem starzenia się społeczeństw i zjawiskiem dyskryminacji ze względu na wiek.
Raport Desk Research: Polityka społeczna wobec starości i osób starszych w mieście Białystok - przegląd literatury i dokumentów strategicznych
Preparation of this study was designed to achieve two objectives. The first goal is to introduce the theoretical basis of two dimensions of social policy - policy towards old age and policy towards older people. The second objective covers analyzes of the proposals and actually undertaken activities for older people that were included in strategic documents and research reports compiled at central, regional (Podlaskie Voivodeship) and local levels (city of Bialystok). Thus, overview was aimed to identify current practices, as well as recommended actions that have not been implemented and the extent of involvement of social partners at all stages of the design and implementation of this area of social policy. The report is based on analysis of existing data (desk research).
Między rodziną a instytucją - wnioski z badania PolSenior2 dla polityki senioralnej w Polsce

The article contains, preceded by a diagnosis which shows the possibilities of obtaining social support by older people in Poland, conclusions for the ageing policy in terms of forms of satisfying the care needs of seniors. The authors discuss selected results of the Polish national gerontological study PolSenior2, including in particular: family resources of older people, which they can use when they need support, the level of meeting the caring needs of seniors and the care gap. Based on the results of empirical research and the analysis of the impact of the COVID-19 pandemic on the functioning of care institutions, the authors formulate recommendations regarding the process of deinstitutionalization of care services in Poland. They indicate that the family model of care for older people, which is dominant in our country, is conducive to deinstitutionalization, but this process cannot consist in shifting more and more responsibility onto the family, but in supporting its care function towards seniors with the help of increasingly diverse instruments of public policy.

The paper presents the idea of the "silver economy" as an economic system related to population ageing and highlights the features of this policy idea. The study first describes the discourse and stages of the process of constructing this system by international and national actors of the public policy on ageing. Next, a critical analysis of the dimensions and areas of implementation and development of the silver economy as a policy concept was provided together with a review of its external and internal limitations. The conclusion includes suggestions for the future research directions.

This paper aims to present different approaches to the analysis of public policies on ageing. The study contains short descriptions of selected theories on formulating and implementing responses to challenges related to the issues and problems relevant to older people and ageing people. The paper discusses selected concepts such as politicization of ageing, public policy on ageing and the politics of ageing. In the further part of the work, an attempt was made to discuss the framework of the stages of the public policy design cycle and codesign as well as selected public policy theories associated with the population ageing that were divided into deductive and inductive approaches and broken down into levels of social system analysis (micro, meso and macro). The summary presents proposals for further research directions.
