Year 2003 was meant to be the year that would change the Israeli-Palestinian conflict for good, but the violence continued on both sides. There was a new peace plan -- the roadmap -- & talk of a new Middle East. But as the year ended, the roadmap was not fulfilled. In an attempt to make the roadmap work, peacemakers invented a new post -- that of Palestinian prime minister. Mahmoud Abbas was the first man to try the new post. But he did not get very far. He spent most of his premiership in a power struggle with Mr. Arafat & he gave up. Last year a group of former Israeli officials & Palestinian ministers was promoting their own proposal the Geneva Accord. This plan details the exact dimensions of a two state solution. For now, it is just fantasy peacemaking -- but its backers are hoping that it could take hold as a serious alternative. Finally, there is the proposal which may be the most important of them all. Israel's Prime Minister Ariel Sharon has warned that he will impose what he calls his Disengagement Plan should the Palestinians fail to meet his demands for a new leadership & the dismantling of armed Palestinian factions. Ariel Sharon has decided to give the Palestinians a few months to comply -- he will not be any more specific than that. If they do not meet his terms & his timetable, he has warned that he will take unilateral steps to draw up his own borders & to impose a settlement in Israel's favor. 32 References. The study deals with the so far mostly unaccented problem of the conflict in Northeastern Sudan. In contrast to the Darfur crisis, the conflict in NE Sudan is in progress without attracting any greater amount of international attention. In the text, I examine the development of the general marginalization of the inhabitants of the region in the context of the Sudanese politics since independence until the present time. The main issues of the study are the ethnicization & economization of the conflict & its international consequences. These consequences are still only latent, but the lack of conflict management might contribute to the spread of tensions abroad, as was the case with Darfur. I then argue that the passivity of the international society, as in the case of Darfur, makes certain that there is no chance for the NE Sudan conflict to be quickly resolved. As a conclusion, I suggest a solution to the crisis in the form of a broader engagement of regional organizations & states, especially IGAD (Inter-Governmental Agency for Development). For several decades, the territory of Ogaden in Ethiopia has witnessed bloody conflicts between various groups that have claimed control over this region throughout history. In this study, the authors analyze the sources of the incompatibility of the goals of the main actors, the escalatory event that resulted in open conflict, attempts at internal and external mediation and their success, and the success of attempts to de-escalate the conflict. The study reaches the conclusion that the domestic conflict over the status of the Ogaden province follows a logic that is common to most armed conflicts. Adapted from the source document.

This study argues that due to a lack of attention paid to the national interest of actors in international politics the mainstream international conflict resolution studies fail in their prescriptive & descriptive aspects; particularly when conflicts are complicated by geopolitics. The case study of the long-standing conflict in Nagorno-Karabakh is used to highlight the strengths of geopolitical analysis, aimed at a proper understanding of a conflict's causes & the identities & interests of the actors directly & indirectly involved. This understanding is a prerequisite for coordinated international action directed towards the creation of the structural conditions for peace which would lead the prime actors of the conflict to choose peaceful resolution as a means to escape the hurting stalemate situation. In the case of Nagorno-Karabakh -- a conflict whose resolution has been impeded mainly by Azerbaijani & Armenian ethnic nationalism, coupled with fierce competition between the major powers in Central Eurasia -- a geopolitical analysis leads to the conclusion that the key to the resolution of the conflict lies in the hands of Russia. Such a resolution therefore presupposes a redefinition of Russia's interests, which would be based on the rational calculation that a deliberate destabilization of the South Caucasus will, in long term, hurt her interests. Um die in dem Titel deklarierte These zu begründen, nimmt der Verfasser einen Kontinent nach dem anderen unter die Lupe und führt schlagende Beispiele aus vielen Ländern an. Das "Gespenst der Korruption" hält er für eines der Nebenprodukte der Globalisierung. Die Korruptionsbekämpfung werde zu einem weiteren kalten Krieg für die Verteidigung der Demokratie führen, und dürfte die gleiche Anstrengungen wie die vorigen Kämpfe gegen den Nazismus und den Kommunismus erfordern. "The main topic of the text is the history of the only Czech village in Bulgaria - Vojvodovo. The article covers the whole "Czech" period of this village from the migration of some twenty Protestant families from Banatian Czech village of Svatá Helena to Bulgaria and the foundation of Vojvodovo in 1900, to the post-war period when almost all Czech inhabitants of Vojvodovo left the village and moved to the South-Moravia region in Czechoslovakia. In a rather classic way the author describes the spheres of language, folklore, kinship and economy of the community, and proves that its main core was its religiosity described as the community-differentiating and community-maintaining principle." Obgleich die Europäische Union zum Gravitationszentrum der politischen Entwicklung im gesamten Europa geworden ist, befindet sich die europäische Politik im Krisenzustand. Das ehemalige Gefühl der Dringlichkeit, "das Europa" zu konstituieren, wich einer Lethargie. Die EU wird heutzutage einem wesentlich stärkeren Druck auf die Rechtfertigung ihrer Existenz ausgesetzt, als es dem zu Zeiten des kalten Krieges war. Nach wie vor bleibt das Haupziel der europäischen Integration die Verhütung jedweder Hegemonie eines nationalistischen Privatinteresses, das den europäischen Frieden zerstören könnte. Nun ist es jedoch vonnöten, in Fragen der europäischen Integration eine überzeugende positive politische Philosophie, eine neue Vision zu entwickeln. Im einzelnen werden in dem Aufsatz u.a. folgende Defizite bzw. offene Probleme der EU ausgeführt: die Verstärkung der demokratischen Legitimität, die Schaffung einer EU-Identität, das Bedürfnis einer institutionellen Reform, das Ungleichgewicht zwischen der politischen und der Währungsunion, das Problem der "unterschiedlichen Geschwindigkeiten" bzw. der "differenzierten Integrierung", die Folgen der EU-Erweiterung für finanzielle und Strukturpläne der EU und die weitgehende Reorganisierung der EU-Finanzen. Diese schwierige Probleme und die teils grundlegenden Differenzen unter den Mitgliedsstaaten hinsichtlich der künftigen Gestalt der EU erlaubten keinen anderen Schluß, als daß die europäische Integration einer unvorsehbaren Zukunft entgegengeht. Nach vier Jahren der Kämpfe auf dem Gebiet des ehemaligen Jugoslawiens verpflichtet das Dayton-Abkommen die beteiligten Seiten, den Krieg zu beenden und einen gerechten Frieden anzustreben. Das Abkommen soll ermöglichen, daß Bosnien-Herzegowina als ein einheitlicher, souveräner Staat existieren kann. Die Zusammenfassung des Abkommens bezieht sich auf folgende Punkte: Militärische Sicherung des Abkommens, Stabilisierung der Gebiete, Verfassung der Republik, Parlaments- und Präsidentschaftswahlen, Schutz der Menschenrechte, Kriegsverbrechengericht, internationale Polizeikommission, und zivile Gewährleistung des Friedenabkommens.
