In the present-day Balkans, the conflicting desires for self-determination & for recognition of the legitimate rights of the new states constitute a potential source of regional upheavals. The conflict in the territory of former Yugoslavia has affected the specific attitude profiling of the Balkan states & reconfirmed the necessity of the Balkan security community, which makes it impossible to view national security outside the regional Balkan framework. Using various means, each of the Balkan states strives to overcome the afflictions brought about by the latest Balkan crisis & create conditions for strengthening its national security. The author looks into the life & work of Alexander von Humboldt, viewing him as a protagonist of a scientific globalization concept that linked the promotion of science with the trinity of liberty, equality, & fraternity. Humboldt saw fraternite as realized in the form of a worldwide dialogue of scientists. The author observes that Humboldt was a pragmatic & organizational genius of networking, ie, the strategy of public relations that included contacts with scientists & the popularization of scientific achievements. Humboldt's Eurocentrism, which comes to the fore in his work about his travels, is nevertheless as ambivalent as the history of the reception of that work. Truth to tell, this work lay the foundation for European colonization & exploitation of Latin America, but was also essential for its self-understanding & political emancipation. The author claims that Humboldt's private & political ambivalence, essentially productive, is the result of his magnificent incompleteness & imperfections. Adapted from the source document.

The family, its formation, the relationships between man, woman, children and relatives, as well as the relationships with the rest of the community were filtered by the "village gossip". The need for a strong solidarity that was necessary in the unfriendly conditions at the time compelled the individuals to accept the cohabitation with other members of the family (including the extended one) and with the rest of the community. More often than not, the individual behaviour acquired the expression of the collective behaviour. Such an influence of the community was obvious in the traditional rural societies. However, in time, it became progressively diluted under the pressure of modernity.
We can see that there were deep changes as the area integrated to an economic circuit that would lead to imposing new mutations in several economic sectors. The economic development and the dissemination of non-agricultural activities associated to urban development whose influence went growing brought about alterations in the family relations. Then, there were mutations in the relationship between the family, the domestic group and the household resources. These changes were not obvious in all localities in the region: some of them were still anchored in the traditional as the new managed to penetrate more difficultly, while major changes on the level of the collective mental could not be perceived on a short span of time. Nevertheless, under the influence of modernity, society influenced the family not only in point of form, but also insofar as its role and functions were concerned. Mentalities changed together with the form and nature of society. Family was no longer big; it did no longer accept the interference of the relatives and even less that of the community. Changes were more visible in the city; however, once the social, cultural and economic changes, they became obvious in the countryside too. The nuclear family was the new family model where interference from the outside was insignificant.

Although many institutions were involved in the cultural diplomacy of the Romanian communist regime, a very consistent part of the artistic exchanges with the East and the West were mediated by the Union of Artists. This paper would like to highlight the important role the Union played in framing the artistic exchanges with several "capitalist countries" and "popular democracies", by looking at several agreements of collaboration between Unions or similar institutions. More precisely, we will look at the variations regarding the form and the quantity of exchanges that were established through such official documents and which referred mainly to exchanges of persons, informations or exhibitions. We will also look at the way these were organized in practice: the study of the travel reports, informative notes or daily programs that were produced on such occasions shows that these exchanges were systematically surveilled and politically motivated. A preliminary analysis of these allows us to observe the Union's interests regarding the East and the West and suggests that the Romanian Union of Artists contributed to the expansion, the regulation and at the same time the control of the cultural contacts with foreign countries.

The text develops a new theoretical model for the analysis of post-socialist media systems in European third wave democracies. The five-dimensional theoretical framework of Hallin and Mancini (2004) is expanded with the approach of historical institutionalism and path dependency in order to explain the convergence and divergence of media systems in three key time periods. The model distinguishes between three distinctive historical periods in the development of media systems, consequences of three key critical historical junctures -- modernization and democratic revolutions in the 19th century, socialist period, and the post-socialist period of new democracies. Thus the analysis includes, in addition to the first period of modernization that is crucial in the development of media systems in Western Europe (Hallin and Mancini, 2004), for the first time and explicitly also the socialist period and the contemporary period of post-socialist democratic media systems. The author firstly examines cultural & historical potentials of Russia, analyzing them in their positive & negative aspects. Western ability to fully confront contemporary problems is then challenged through a brief account of the cultural crisis in its society in order to establish, through an analysis of the specific reception of that crisis in Russia, whether it can offer new, fresh &/or different solutions to global problems. Finally, basic Russian cultural & political values are depicted through the history of their actions globally & the power & significance of those values is defended as exceptionally fruitful for appliance to the contemporary socio-political situation, as to the challenges that lay before the global society in the future.
