Interpersonal communication is very important in an organization. The interpersonal communication within an organization is often ineffective due to inefficient communication that can lead to misunderstand the meaning of the message. The success or failure of an organization is determined by all the elements that exist within the organization, all of it is inseparable from the well-established interpersonal communication that exists both in every village officials and the public.The role of interpersonal communication and the performance of the village officials are very important in supporting a village development, especially the construction of the roads or bridges in Sungai Kayu village, hence the author interested in researching with a title "The Role of Interpersonal Communication and The Performance of The Village Government Officials Towards The Infrastructure Development of Sungai Kayu Village West Kapuas Sub-district Kapuas District".The research was conducted in RT.4, RT.5 and RT.6 of Sungai Kayu Village West Kapuas Sub-district Kapuas District in May 2013. The approach method used was a quantitative of all the data collected from 139 respondents analyzed in descriptive using a percentage technique.The analysis result of partial significance for all variables was 73.27%, thus the role of interpersonal communication and the performance of the village government officials towards the infrastructure development of Sungai Kayu Village West Kapuas Sub-district Kapuas District have been categorized achieved with indicators: X1 (the interpersonal communication), X2 (the performance of village government officials) and the dependent variable Y are the dependent variables. Therefore, this research is expected to improve the interpersonal communication better among the villagers and between the villagers and the village officials, besides this research can also improve the performance of the village officials especially in the development of both physical and nonphysical. The election of the Student Executive Board (PilkaBEM) is an inseparable part of the STKIP PGRI Campus Agenda in West Sumatra as a democratic campus. PilkaBEM still uses conventional voting, which uses paper media to vote on PilkaBEM. In implementing the conventional pilkaBEM voting system, it has many weaknesses.Current advances in information technology have brought huge changes to people, including ways to conduct voting. The use of computer technology in the conduct of voting is known as electronic voting or commonly referred to as e-voting. The research method used in this research is system development, which is an experiment to design e-voting applications using the PHP programming language, HTML tags and to use the MySQL database as a database server. E-votingapplications are developed using web-based.The e-voting application is in accordance with the AD / ART PilkaBEM and is in accordance with the PilkaBEM principle applicable at the STKIP PGRI West Sumatra campus. The e-voting application is built using the PHP programming language, and utilizes the MySQL database as a database server. Changing of the village government being the Nagari government in West Sumatra has occurred since 2001. Its aim is in order to implement a government according to the society characteristic West Sumatra that is the custom society. The first regency implementing the Nagari government is Solok. During the implementations of Nagari government in Solok Regency has not been right enough. The problems arise such as a poor coordination between Badan Musyawarah Nagari and the Nagari government, the poor public services, the role of society leaders is limited. An Institution is a value and norm to be a reference for the member to act reaching the aim. That research is the analysis of the Nagari government institution, and the research method is using qualitative. The result showing that the Nagari government institution is not built through a value, lifestyle, and norm in the custom society. So, we could say that the Nagari government is the same as the village government, based on the regulation No 5/1975 about the village government. Hence, we require the design of the Nagari government institution to build the Nagari government according to the lifestyle and custom society characteristic.
Regional autonomy is given broad authority, real and accountable to local governments in proportion. APBD is one of the most potential target to be corrupted by the irresponsible government officer. For that reason, the participation of the society is needed in arranging APBD because it's related to environment of the society itself, in which the individual and the organization are placed, and also the norms so that the corruption of the APBD could be reduced. The society doesn't aware that they will take disadvantage of the corruption. The fight toward corruption will be success if the society wants to get involved. The purpose of this research is to find out the impact factors which affect the corruption of local fund (APBD) in West Sumatra. Those factors are: the attitude of the individual, governmental organization, and the control. This analysis is based on data taken from 228 responder from local government, academics, and students by using questioner. The method used on this research is multiple regression analysis method. The result of the analysis shows that the attitude of the individual, governmental organization and the control have a significant effect toward corruption of the local fund (APBD) in West Sumatra. Broadcasting Act No. 32/2002 has transformed Radio Republik Indonesia (RRI) and Televisi Republik Indonesia (TVRI) from a state-owned-body to public-broadcasting-service. This research aimed to investigate the impacts experienced by those two organizations concerning their philosophies, role, functions, and its implementation on operational levels. Utilizing case studies in West Java and South Sulawesi (Makasar), it is found that broadcasting dynamics in both area are highly dynamic. On the level of normative, both are consistent enough. But on the level of empirical implementation, there were still many obstacles. This study examines the performance of the regional council in serving of channeling aspirations of the people in West Java, Indonesia. This is possible because West Java province is an autonomous regional authority to regulate and manage the interests of the community and Government Affairs at its own initiative based on the aspirations of the people. The study uses a qualitative approach in order to get the natural settings in which there were many behaviors and events occurred. This study also uses an institutional theory (institutionalism), because the theory could lead the researchers on the structure, regulation and institutional procedures which could have a significant impact on a public policy and it should not be ignored in policy analysis. This study finds that in order to carry out their functions as elected representatives, the members of the provincial representative council always make themselves available for the community. To that end, the members of the provincial parliament, among others, absorb and collect the aspirations of the constituents through regular working visits; accommodate and follow up the aspirations and complaints; and give morally and politically accountable to the constituencies. In addition to receiving complaints that come to the Parliament's office, public aspiration was performed on working visits on a regular basis by members of Regional Representative Council for each electoral district at the time of recess. In terms of transparency, all the services were conducted in a transparent manner. Even so, some people still doubt the veracity of such transparency.
Systematic change of the local election candidate has given many opportunities for regional head proposed by both political parties as well as of individuals, therefore it directly has created a high intensity of competition in local elections.One of the areas that experienced the high level of competition in regional head elections is West Pasaman. Among the broad factors that are able to impact constituents election namely candidate image, trust, political promotion, and money politics. The purpose of this research is to inversigate the effect of candidate image, trust, political promotion, and money politics on constituents decision of regional head election. The population of this study is all constituents which located in west Pasaman I that accounted for 59,332 constituents. The numbers of useful samples were 398 constitunets by performing quota sampling method. In order to conduct hypotheses development, this research performs multiple regression analysis by using Statistical Package for Social Science (SPSS) version 19.0. The results of analysis found that 1) candidate image, trust, political promotion, and money politics positively and significantly affect constituents decision of regional head election. 2) Trust is found to have the strongest effect constituents' decision of regional head election, and then followed by candidate image, political promotion, and money politic respectively. 3) Constituents decision of regional head election is explained by candidate image, trust, political promotion, and money politics approximately 35.8%. The results of analysis provide practical implication to candidates of regional head election that in order to win election competition future, it is recommended to consider the factors of trust, candidate image, political promotion as well as money politics. This research was conducted based on theories that already exist which later develoved into a research model in which the model in this study was designed to eximine the quality of financial reporting ands its relevance to the implementation of the asset management and implementation of the internal control. This study aims to test and obtain empirical evidense of research in oder to obtain answers to the problems of research on how much influense of Implementation of the Asset Management and Implementation of the Internal control on the quality of financial Reporting. The benefits of research is to provide a scientific contribution to the science of public sector accounting and solve problems for local goverments in the implementations of task related to improving the quality of local government financial reporting. This study used survey method with descriptive verification approach and type of causal research conducted at 28 local government both provincial and city/district.in west java. The unit of observation is the Departement of local Asset and finance management (DPKAD) Respondents in this study is the Head of departement, Secretary of departement, Head of Accounting and Head of Assets, Auditor of Inspektorat and Auditor of BPK RI representatives of western java . Technique Data collected through observation, depth interviews with key informants, namely the Regional Officer or a representative who knows about the socialization of the ITE Law.The results showed that the attitude of the West Java Regional Government on the implementation of socialization, when viewed from the aspect of understanding, aspects of interest and awareness of the importance of socialization, expressed understanding, interest and was well aware that the ITE Law socialization is very important. Only two areas that have been carried out socialization. Barriers in socialization, lack of stakeholder-led policy makers and policy-making, and the absence of a special fund allocation. The solution is to send a representative from the Region to participate in the Central or Provincial socialization and prepare materials and a special fund to socialize UU ITE. The coral triangle is the epicenter of marine biodiversity in the world which located in the eastern part of Southeast Asia and the western part of the Pacific Ocean. Despite the benefit of this area, the coral triangle also faces unsustainable fishing practices called Illegal, Unreported, and Unregulated (IUU). This paper is aiming to provide the benefit of the coral triangle, and the efforts to overcome the problem that occurs in this area. To analyze this paper, the authors applied a descriptive approach, and most of the data obtained through literature review. And the result shows that the coral triangle is very beneficial to the countries in this area. The existence of foreign organizations is a consequence of international relations, resulting in interaction between mass organizations in other countries and countries. In line with this, the existence of foreign organizations is regulated by Government Regulation No. 58 of 2016 and Government Regulation No. 59 of 2016. However, there are still people who are concerned about the existence of foreign organizations, which are considered to threaten the values of national unity. Therefore, this study will look at the description of the existence of foreign organizations, namely the flow of foreign organizations into NTB Province, whether their existence is known by the local government; implementation of the role of the community and local government in supervising foreign organizations; and the importance of supervising foreign organizations in order to maintain national security. The method used is descriptive narrative with a qualitative approach. Data collection techniques used library/documentation techniques and interviews with representatives from Bakesbangpoldagri, the Health Office and the Social Service of West Nusa Tenggara Province. The results of the study indicate that Bakesbangpoldagri of West Nusa Tenggara Province does not have accurate data on the existence of foreign organizations; the implementation of the role of the community and local government in supervising foreign organizations has not been realized maximally; and that the supervision of foreign organizations in order to maintain national security is important to be carried out, because the existence of foreign organizations can strengthen and weaken regional resilience, which will affect national security. ; Keberadaan ormas asing merupakan konsekuensi dari pergaulan internasional, sehingga terjadi interaksi antara ormas di suatu negara dan negara lain. Russia's engagement in Eurasian integration highlights the challenges that Russia faces in Asia. Russia needs to re-establish political and economic influence in the region to maintain her eastward-focused integration drive, including building a southeastwards bridge to China and Asia Pacific. In this context, the cooperative nature of Russian policies is the conditio sine qua non for the establishment of the Eurasian Economic Union in 2015. This article examines Russia's integration policy in relation to Central Asia and beyond, towards Asia as a continent. Regional integration is very much a popular idea, with the potential for economic benefits and increased international influence. Significant steps were taken towards the creation of the Eurasian Economic Union. However, to implement its regional initiatives and to become a more visible player in the regional multilateral institutions, Russia will have to overcome both domestic and international limitations it faces.
