Po wybuchu konfliktu w Syrii w proces pokojowy, mający na celu ustabilizowanie sytuacji w kraju, zaangażowały się Stany Zjednoczone i Federacja Rosyjska. W początkowej fazie tego procesu Rosja inicjowała polityczne plany dotyczące rozwiązania sporu, jednocześnie sukcesywnie blokując projekty Rady Bezpieczeństwa ONZ wzywające do ustąpienia Baszara al Asada. W konsekwencji zmiany, jaka nastąpiła w polityce zagranicznej Rosji po aneksji Krymu, rozpoczęła ona działania militarne maj mające na celu wyparcie z Syrii sił opozycyjnych i nieumożliwienie Zachodowi przeprowadzania ewentualnej interwencji. Brak zdecydowanej reakcji Stanów Zjednoczonych sprawił, że w przeciągu kilku lat ofensywa reżimu syryjskiego, wsparta militarnie przez Rosję, sprowadziła do defensywy wspierane przez USA siły opozycyjne . W efekcie intensywnego zaangażowania Rosji w procesie rozwiązania konfliktu syryjskiego kraj ten na nowo zacz zaczął odgrywać kluczową rolę na arenie międzynarodowej. Konflikt w Syrii uwidocznił aspiracje rządu rosyjskiego do odbudowy pozycji mocarstwowej swojego pa państwa. ; Following the outbreak of the conflict in Syria, the United States and Russian Federation became involved in the peace process aimed at stabilizing the internal situation. In the initial phase of this process, Russia introduced political plans to resolve the dispute, while successively blocking UNSC projects calling for the resignation of Bashar al-Assad. As a consequence of the changes that took place in Russia's foreign policy after the annexation of Crimea, it began conducting military activities aimed at ousting opposition forces from Syria and preventing the West from making any possible intervention. Due to the lack of a decisive response from the United States, within a few years the Syrian regime's offensive, militarily supported by Russia, reduced the opposition forces supported by the US to the defense. As a result of Russi's intense involvement in the process of resolving the Syrian conflict, this country has once again started to play a key role in the international arena. The conflict in Syria has highlighted the Russian government's aspirations to rebuild its state as a superpower.
According to UN report Azerbaijan is ranked as one of the top countries with the vast majority of refugees and internally displaced persons- every eight Azerbaijani citizen belongs to one of these groups. What makes that matter worse is that 79% of IDP`s suffers from poverty or social discrimination. That situation is a result of the conflict between Armenia and Azerbaijan over Nagorny Karabakh which broke out in the end of 80s`. The first migrations started in 1987 and finished in 1991 and concerned mainly Azerbaijanis and Armenians going back to their motherlands(around 500.000 people all together). In 1988 situation in the region was getting very serious and hardly nobody killed in Sumgait and in Baku. In 1992-1994 a regular war broke out between Armenia and Azerbaijan. That is when the biggest migrations took place- Azerbaijanis and Kurds had to leave their homes because of the Armenian invasion on Shushi and Khodzaly. The most traumatic event occurred in 1993- Azerbaijan lost 13% of its territory and all people leaving there were forced to move out. In may 1994 a ceasefire under auspicious of CIS was signed between these two former-Soviet countries. Since then, something what might be called "a peace-war state" between Armenia and Azerbaijan has been existing. The peacemaking process is still in progress- there are OSCE Minsk Group (with Russia, USA, France) and UN working on that- unsuccessfully. The potential IDP`s comeback will be impossible even in next decade. System transitions taking place in Poland after 1989 entailed evolution in functioning of the public sphere, especially in relations of citizens and agencies representing them with administrative bodies. The formation of the civic society, an increase in the number of entities functioning in the public sphere, entering into various kinds of relations with administrative bodies and with similar organizations by such entities, diversification of the range of their activity, and at the same time their mutual dependence, have caused the negotiations to play more and more important role in such contacts. In this article, the author carries out a comprehensive analysis of the security policy pursued by Ukraine towards the broadly understood West. While describing the Ukrainian security policy since the state gained independence, it draws attention to both the conceptual layer (strategic documents, political declarations) and the implementation layer (the actions actually taken). The considerations in the article contain historical and comparative issues concerning the nature of the Ukrainian security policy towards the West, including towards the European Union, NATO and the United States. The theory of neoclassical realism, which is still not very popular among researchers, was applied to analyze this issue. It has a great explanatory power, because it takes into account both external aspects inherent in the international system, as well as internal ones resulting from the situation in the state itself. The aim of this article was to search for answers to the following questions: why, how and under what factors did the position of the West change in Ukraine's security policy? As a result of the research, the hypothesis that the Ukrainian state is gradually approaching the West is confirmed, despite the inconsistency in its security policy and the West's uncertainty as to the deepening of cooperation with it. ; W niniejszym artykule autorka dokonuje wszechstronnej analizy prowadzonej przez Ukrainę wobec szeroko pojętego Zachodu polityki bezpieczeństwa. The object of research is the trust problem in the relations of the East and the West. The author in detail analyzes the phenomenon of trust, its principles and distinctive signs. Special attention is paid to conditions of formation of trust as on micro (between individuals) and at the macro level (between societies). The author connects the trust problem with a categorization "friend-or-foe", considered in the civilization aspect of the subject. Thus, the author in the research used the case study method and content analysis. The novelty of research consists in approach to understanding intensity between civilizations of the East and the West through a problem of the possibility of confidential relations between them. The article discusses the problem of procedures and specific features of functioning of a modern democratic state, as well as threats resulting from weaknesses of democracy despite existence of mechanisms protecting it from abuse. This problem is analysed on the example of the ongoing political conflict about the Constitutional Tribunal: an institution of constitutionally guaranteed independence. This conflict reveals that in Poland a need for discussion and perhaps for verification of the current philosophy and practice of democracy, has arisen. Furthermore, it demonstrates that law and the rule of law are neither sufficient guarantors of a democratic system's stability, nor guardians of civil rights and freedoms. A weakness of the democratic system lies in the fact that in the name of correctly understood democratic principles it is possible to distort the system through enacting wrong laws. Even though the acts of democracy participants, mainly decision-makers, are lege artis, they lead to impairment of democracy. Without doubt, a democratically organized society is an autonomous community and polyarchy which has adopted a democratic system of government as a form of its organization. On the other hand, democracies are highly conflict-prone systems, for example, due to the fact that they are based on the principle that all views and all participants of democracy are equal. As a consequence, such logic leads directly to emergence of disagreements, conflicts and even fights among democracy participants. This feature of democracy has enforced the establishment of appropriate procedures of conflict solving so that to ensure a possibly optimal resolution of crisis situations which could ultimately cause even a collapse of the democratic system. Thus, a simple mathematical rule has been adopted, albeit secondary in relation to any other methods of conflict solving, that is the majority principle. This is a standard of the democratic conduct without which the rule of majority would not be possible. The Constitutional Tribunal has recently become the object of popular interest – one of the many institutions of a democratic state which has not aroused so much factual and political dispute ever before. The conflict over the Tribunal has basically the formal and legal character, this is a technical dispute whose solution should be dictated by binding regulations and developed by experts in law. However, this is not the case. This conflict has turned into an argument of a political character, so it has become a genuine clash of interests, additionally aggravated by values. Moreover, it has stirred up the society and the environment of lawyers. When a political conflict, as one of the conflict types, is analysed, it is defined as a disagreement over power, whose participants are these individuals, groups, institutions and organizations which have a direct impact on politics or influence it through political channels. The practice of democratic states of the Western world does not prescribe a way at the beginning of which there is a sign "the winner takes it all". This practice is corroborated by philosophy and theory of democracy, as well as by several hundred years of achievements including such principles as Montesquieu's tripartite system of the separation of powers or the contemporary definition of democracy which describes it as a rule of majority that guarantees rights to minorities. ; Artykuł porusza problem procedur i specyfiki funkcjonowania nowoczesnego państwa demokratycznego oraz zagrożeń wynikających ze słabości demokracji mimo istnienia mechanizmów zabezpieczających ją przed nadużyciami. Problem ten jest rozpatrywany na przykładzie toczącego się konfliktu politycznego o Trybunał Konstytucyjny, instytucję o gwarantowanej konstytucyjnie niezależności. Konflikt ten pokazał, że w Polsce pojawiła się konieczność dyskusji i być może weryfikacji dotychczasowej filozofii i praktyki demokratycznej. Również to, że prawo i rządy prawa nie są wystarczającymi gwarantami stabilności ustroju demokratycznego, tym bardziej strażnikami praw i wolności obywatelskich. Ułomność systemu demokratycznego polega na tym, iż w imię właściwie pojętych zasad demokratycznych możliwe jest wypaczanie systemu przez tworzenie złego prawa. Działania uczestników demokracji, głównie decydentów, są lege artis, ale prowadzą do jej osłabiania. Demokratycznie urządzone społeczeństwo jest bez wątpienia autonomiczną wspólnotą i poliarchią, a przyjęło jako formę swojej organizacji demokratyczny system rządów. Demokracje są natomiast systemami wybitnie konfliktogennymi, choćby z tego powodu iż opierają się na zasadzie równości wszystkich poglądów i wszystkich podmiotów biorących udział w demokracji. Taka logika prowadzi w prostej konsekwencji do pojawienia się niezgodności i konfliktów, a nawet walk pomiędzy uczestnikami demokracji. Ta właściwość demokracji wymusiła stworzenie odpowiednich procedur rozstrzygania konfliktów, by zagwarantować w miarę optymalne wychodzenie z sytuacji kryzysowych, mogących w ostateczności doprowadzić nawet do upadku systemu demokratycznego. Przyjęto zatem prostą zasadę matematyczną, co prawda wtórną wobec wszystkich innych sposobów rozwiązywania konfliktów – zasadę większości. Jest ona regułą demokratycznej gry, bez której nie mogłyby istnieć rządy większości. Przedmiotem społecznego zainteresowania stał się ostatnio Trybunał Konstytucyjny, jedna z wielu instytucji demokratycznego państwa, która dotychczas nie wywoływała aż takich sporów merytorycznych i politycznych. Konflikt o Trybunał ma przede wszystkim charakter formalno-prawny, jest to techniczny spór, którego rozwiązanie powinno być podyktowane przez obwiązujące prawo, a jego rozstrzyganiem powinni się zająć eksperci z dziedziny prawa. Tak jednak nie jest. Konflikt ten przerodził się w konflikt o charakterze politycznym, stał się więc rzeczywistym konfliktem interesów, uzupełnionym dodatkowo o wartości. Zaktywizował ponadto społeczeństwo oraz środowisko prawnicze. Gdy rozważa się jeden z typów konfliktów, mianowicie polityczny, definiuje się go jako taki, którego przedmiotem jest władza, a podmiotami biorącymi w nim udział są te jednostki, grupy, instytucje, organizacje, które bezpośrednio mają wpływ na politykę lub oddziałują na nią za pośrednictwem kanałów politycznych. Praktyka demokratycznych państw świata zachodniego nie wskazuje drogi, na początku której stoi znak "zwycięzca bierze wszystko". Praktykę tę wyznacza filozofia i teoria demokracji oraz kilkusetletni dorobek z takimi dogmatami, jak choćby monteskiuszowski trójpodział władz czy współczesna definicja demokracji, według której są to rządy większości gwarantujące prawa mniejszościom.

The movement that started against forced acquisition of agricultural land for industrialization in Singur gradually spread to other parts of the state of West Bengal including Nandigram. This movement acquired explosive proportions with the intellectuals, civil society and anti-left political parties throwing in their weight behind the displaced peasants who lost their land. Ultimately it became an albatross around the neck of the Left leadership and sunk the political fortunes of the thirty-four year old Left Front government in 2011 state assembly elections. The Singur and Nandigram tragedy are only one among the many agitations that have exploded in various parts of India in recent past. These protest movements have kicked off the development versus displacement debate in India. The killing of protesting peasants in Singur and Nandigram by the trigger happy police not only exposes the political myopia and inhuman indifference of the so-called pro-poor Left Front Government of West Bengal. But it also goes on to show that the political process in India is increasingly getting hijacked by the logic of the market which sees displacement only as an appendix to development. What we need today is to reinvent the principles laid down by Gandhi to usher in a just and equitable economic order. The Gandhian model of economic development is based on the simple yet profound principles of altruism and egalitarianism. This article would focus on the reasons behind the inception of a violent movement in Singur and Nandigram, the fundamental flaws in the development model of the erstwhile Left Front Government of West Bengal, and end by providing a Gandhian solution to the development versus displacement dilemma in the state of West Bengal in India.

In Europe, this historic moment coincided with establishment by the Maastricht Treaty of the new organism within the process of western Europe's integration: the European Union. Both these facts triggered a reaction of the somewhat passive and hardly visible European defence organisation of the Western European Union. Its Petersberg Declaration of 1992 redefined security and sought to change peace obligations of the member states of WEU, as they accepted a broader responsibility and a broader concept of security in the European region. This was an important first step in making defence integration a part of the mainstream integration process. On the legal basis of the Petersberg Declaration, six operations were carried out. The paper discusses them, showing striking similarities, which actually comprise a special philosophy of intervention by WEU. This philosophy reflects both strengths and weaknesses of WEU's role in the European integration.

Ziel des Artikels ist es, die Phänomene zu erläutern, die mit den Schwierigkeiten des Alltagslebens der Bewohner von Thorn zur Zeit der politischen Veränderungen am Ende des 1. Weltkriegs und während des Übergangs von Stadt und Region unter die Herrschaft des unabhängigen polnischen Staats einhergingen. Sowohl die Zeit des großen Kriegs als auch das Warten auf den Einbezug in die Grenzen der polnischen Republik waren für die Einwohner von Thorn eine Zeit der Entbehrungen und der Erfahrungen mit dem Fehlen von Artikeln des Grundbedarfs. Die politischen Turbulenzen waren für eine zufriedenstellende Lebensmittelversorgung nicht günstig, was sich mittelbar auf den Gesundheitszustand und die Stimmung der Thorner auswirkte. Die Stadt war damals auch einer der Hauptpunkte für den Transport von Kriegsflüchtlingen. Der von den Polen erwartete Anschluss an die freie Republik brachte nicht sofort den ersehnten Wohlstand; das in einen Krieg im Osten verwickelte und vom Krieg zerstörte Polen konnte ihn nicht gewährleisten. Anfang 1920 wurde Thorn trotz vieler Defizite und materieller Mängel zu einem Ort des Überflusses für Ankömmlinge aus den anderen früheren Teilungsgebieten. Die Übergangszeit zwischen dem Ende des Kriegs und der Vereinigung im Rahmen der wiedererstandenen polnischen Republik wurde auch zu einer Zeit der beschleunigten Veränderungen in der Gesellschaft der Stadt. Einer bedeutenden Umgestaltung unterlag ihre nationale Struktur, die Arbeitslosigkeit wurde zu einem ernsten Problem für die lokalen Behörden, es wuchsen die Kriminalität und pathologische Phänomene (z. B. Prostitution), der Prozess der Emanzipation der Frauen war deutlich erkennbar. ; The aim of the article is to present the issues related to the daily hardships experienced by inhabitants of Toruń during the period of political changes related to the end of the First World War and the transition of the city and the region under the rule of the independent Polish state. For inhabitants of Toruń both the time of the Great War and the period prior to Toruń's incorporation into the Republic of Poland was a period of sacrifices and caused them to experience shortages of basic necessities. Political turmoil did not favor satisfactory provisioning, which indirectly affected the health condition and social moods of Toruń's residents. At that time, the city was also one of the main transfer points for war refugees. The incorporation of the city into free Poland, awaited by Poles, did not immediately bring the desired prosperity, as Poland was entangled in the conflict in the east and devastated by the war. At the beginning of 1920 Toruń, despite many material deficits and shortages, became a desirable place for newcomers from behind the former cordon. The transition time between the end of the war and the unification within the reborn Polish state also became a period of accelerated changes in the local community. Its national structure changed significantly, unemployment became a serious problem for the local authorities, and there was an increase in the number of criminal offences and pathological phenomena (e.g. prostitution); what is more, the process of women's emancipation clearly became apparent. ; Celem artykułu jest przybliżenie zagadnień związanych z trudami życia codziennego mieszkańców Torunia w okresie przemian politycznych związanych z zakończeniem pierwszej wojny światowej i przejściem miasta i regionu pod władzę niepodległego państwa polskiego. Zarówno czas wielkiej wojny, jak i wyczekiwanie na włączenie w granice RP były dla mieszkańców Torunia okresem wyrzeczeń i doświadczania braków artykułów pierwszej potrzeby. Zawirowania polityczne nie sprzyjały zadowalającej aprowizacji, co pośrednio odbijało się na kondycji zdrowotnej i nastrojach społecznych torunian. Miasto było też wówczas jednym z głównych punktów przerzutu uchodźców wojennych. Oczekiwane przez Polaków włączenie do wolnej Rzeczypospolitej nie od razu przyniosło upragniony dobrobyt, uwikłana w konflikt na wschodzie oraz wyniszczona wojną Polska nie była w stanie go zapewnić. W początkach 1920 r. to Toruń, mimo wielu deficytów i braków materiałowych, stał się miejscem obfitości dla przybyszy zza dawnego kordo-nu. Czas przejściowy między zakończeniem wojny a unifikacją w ramach odrodzonej RP stał się też okresem przyspieszonych przemian społeczność lokalnej miasta. Znaczącemu przekształceniu uległa jego struktura narodowościowa, bezrobocie stało się poważnym problemem dla władz lokalnych, nastąpił wzrost przestępczości kryminalnej i zjawisk patologicznych (np. prosty-tucji), w sposób wyraźny uwidocznił się proces emancypacji kobiet.
