The legislation and regulations which seek to guarantee good governance in the Caribbean parts of the Dutch Kingdom are similar to the Netherlands. Nevertheless, the administrative performance in the West is significantly inferior to that of the latter. To explain this difference, this thesis highlights the fact that the legislation in the West codifies norms of conduct that are dominant in modern Western societies. However, due to the small-scale, the poverty and the stratification of the insular societies other norms of conduct are dominant in the Caribbean parts of the Dutch Kingdom. To maintain their position politicians depend on electoral support. Therefore they should act according to the norms of conduct that are generally accepted within society. As a result an incentive for politicians is manifest to act contrary to the appropriate line. In the practice of the Caribbean overseas territories this incentive results especially in political patronage. Yet, the examples of Barbados and Anguilla learn that despite the fact that small-scale, poverty and social stratification are unalterable good governance is still possible. Where, however, the high quality of governance in Barbados should especially be ascribed to the de-politicization of the distribution power of public goods of the executive branch, the high quality of governance in Anguilla is mainly due to the supervision of London. Because it should not to be expected that the administrative elite in the Caribbean parts of the Dutch Kingdom will adjust their state system on their own initiative, good governance will in the first place depend on the willingness of the Netherlands to play an active role in the local administrative affairs of the islands in the West.
Why did the Dutch hold on to Western New Guinea, one of the many territories that constituted the Dutch East Indies (modern-day Indonesia), when the colony became independent in 1949? This thesis argues against the traditional explanation that it was due to a singular Dutch 'decolonization trauma': an inability to let go of the glorious colonial past, combined with resentment against Indonesian nationalist leaders such as Sukarno. It shows that historians have overstated the importance of emotions in Dutch colonial policy-making and diplomacy after 1949, mainly because of their narrow scope of analysis, which has traditionally been restricted to trilateral relations between the Netherlands, independent Indonesia (which wanted to incorporate Western New Guinea, if need be with military means) and the allegedly 'anti-colonial' United States. This thesis situates Dutch decision-making in the Western New Guinea Crisis in a much wider network, incorporating the colonial policy, diplomacy and perception of other Western powers such as Britain, France, Australia, Belgium and Portugal between 1930 and 1962. It is argued that, when viewed within this network and its discourse, the Dutch decision to retain Western New Guinea is best explained with rational actor theory. The decision was inspired not so much by emotions as by cost-benefit analyses, which included the possibility of transferring the territory to a new Indonesian regime—which the Dutch expected to be more forthcoming to the interests of the Papuans, the native inhabitants of Western New Guinea, and the Dutch (economic) interests in Indonesia than the regime headed by Sukarno. Research into hitherto neglected French, Belgian, British and Dutch archives also shows that the Netherlands could count on much more support for its New Guinea policy from its Western allies—including the US—than traditional historiography suggests. Dutch-American relations in the post-war period have been inexorably intertwined with the Cold War. In the course of the 1960s the East-West struggle entered a new phase with the beginning of a period of détente, which had important consequences for the Dutch-American relationship. In this dissertation, which focuses on the governmental level, the following issues are dealt with: firstly, to what extent was the relationship affected by the complicating developments that took place in the years 1969-1976? Secondly, how did Dutch and American policy makers view the relationship? Finally, what did the asymmetry in the relationship mean and were the Dutch able to exert any influence? When taking into account both international and domestic factors, the picture that emerges is one of both change and continuity. What makes the period concerned stand out is the fact that the Atlantic Alliance was at a point where a redefinition of the common goals seemed unavoidable. Security concerns and preserving the American dominant position in the international arena were the foremost concerns of President Nixon and NSC-advisor Kissinger. These ideas clashed with those of Dutch politicians of for instance the Labour Party who wanted détente, an active human rights policy and development cooperation to be part of the Atlantic foreign policy agenda. The American embassy in The Hague was aware of these changes: it noticed a turn to the left in Dutch society and the political landscape. The Dutch cabinets in the period concerned faced domestic pressure to take a more critical stance towards the United States, where the Nixon administration faced problems concerning its image and credibility because of the Vietnam war and the Watergate scandal. On the other hand, unmistakable signs of continuity in the Dutch-American relationship were present. Modalities of censorship, disciplining practices and film. A comparative analysis of the historical reception of Sergei Eistenstein's battleship potemkin (1925) in Belgium and the Netherlands This article deals with the historical reception and censorship of one of the most controversial movies in film history, Sergei M. Eisenstein's Soviet-Russian propaganda film battleship potemkin (1925). After a short overview of its turbulent censorship in major Western European countries, the manuscript compares the Belgian and the Dutch cases. This comparative approach is useful in order to understand the differential effectiveness of the various forces trying to discipline the movie – from local municipalities to political parties, pressure groups and the industry itself. Besides the observation that the Dutch and Belgian cases strongly differ, also from those in countries with an obligatory national censorship system, the article demonstrates how the potemkin event became a site of struggle, the target of intense ideological pressures, debate and different types – modalities – of 'censorship'.
'Will the Netherlands be defended?' The debate about NATO's main lines of defence at the beginning of the 1950sAt the beginning of the 1950s, the Netherlands would not have been able to defend itself in the event of a Soviet attack. Despite the fact that NATO, under the leadership of the Supreme Allied Commander Europe, General Eisenhower, and later General Ridgway, was in the process of rapidly building up its defences, it was still incapable of conducting a forward defence. The pivotal political and military issue in the short term centred on one question: Which areas in Western Europe could and should be kept and which not? Answers to this question exposed conflicting national interests and points of view, particularly those of the Dutch and the French. As it was taking a considerably long time to build up the Netherlands' defences, the Dutch government had very few trump cards to add weight to its demands. Indeed, in the summer of 1952, when Parliament asked to be given a precise account of how the Dutch defences were progressing, the government was practically boxed into a corner.

This event forms the starting point for a review of the recent literature on the role of human rights in Dutch foreign policy during the last few decades in both political science and history. Both disciplines share the 'decisionmaking analysis' in international relations theory as a common background. In addition, political scientists and historians have often found themselves researching the same human rights issues that affect Dutch relations with a series of non-Western countries. An explanation of Dutch policy is usually sought based on a combination of internaland external factors. In general, comparative analyses and research into its effectiveness are still conspicuous by their absence. All in all, there are more similarities than differences between recent political and historical studies on the role of human rights in Dutch foreign policy.

Simon van Slingelandt (1664-1736) has been in the service of the Republic of the United Netherlands during his entire working life. In 1690 he started his career as secretary of the Council of State (Raad van State). In 1725 he was appointed Treasurer-General and in 1727 he accepted the position of Grand Pensionary over Holland and West Friesland. In this final position he was 'le premier homme de la Republique' during the Second Stadtholderless period. This period commenced after the death of stadtholder-king William III in 1702 and would last until 1747. As a civil servant, he has left a great impression upon the daily affairs in both domestic and foreign political business. He sharply perceived how hairline cracks in the union of the seven provinces (Utrecht 1579) threatened to become fractures. After the War of the Spanish Succession (1701-1713), the Republic faced hard times. This incited Van Slingelandt to write critical texts. In both a personal capacity and as secretary of the Council of State, he pointed out the danger of a collapse of the system of government to the domestic allies. He also made propositions to improve the political-administrative system and financial policy. Van Slingelandt gathered these ideas in several treatises. These writings circulated during his lifetime, but were published later, in 1784-1785, titled Staatkundige Geschriften (Political Writings), fifty years after his death. This book contains a complete analysis of these treatises – as yet missing from historiography – which is preceded by an extensive biographical chapter about Van Slingelandt.
This book deals with community-building as it manifested itself in early modern 's-Hertogenbosch. Citizenship and autonomous collective organisations were phenomena that were present in all West-European cities. Mostly men organised themselves in among others civic militias, craft-guilds and the reformed congregation: corporations that may be considered the most important institutions of the middling sort. The members of the corporate institutions rendered their services to a great extent to the master-corporation, their domicile. On the basis of the situation in 's-Hertogenbosch the following questions will be answered: 1. how was civil society formed in Dutch cities in the seventeenth and eighteenth century; 2. in what way did the corporate institutions contribute to the local community-building; 3. how did these social connections develop in time. Craft-guilds, civic militias and the church created a bond between the people. By their regulations members of these corporations took up a juridically clearly defined position towards the inhabitants who did not belong, and especially towards foreigners. In the corporations individual freedom was not sought as its highest goal, but the welfare of the collective. The corporations offered their members dignity, social acceptance, participation, sociability and protection in times of distress, and they bore responsibility for the organization of the city. In this book there is definitely a place for conflict as well. A harmonious and prosperous society is in the view of communautarists like Robert Putnam's almost the natural outcome from citizens cooperating in unions. Conflict forms an essential part of the interaction between people. In spite of the conflicts corporations did not collapse. Corporations underlined the importance of the social bond for the individual as well as the community. The main obstacle was religion. The policy of the town council was directed towards a fair and just treatment of the different confessions within the framework of the Capitulation Treaty of 1629 and the "laws of The Hague". The town council was the guardian of the common interest and it corrected the corporations that were inclined to serve their own ends. Skipping the details Robert Putnam draws attention to the corporations in North-Italian city-states that caused civil communities to bloom. Putnam relates this to the present American society. He just like Amitai Etzioni, another important community-thinker, recognizes the importance of social connections in which members cooperate, have discussions and in doing so keep democracy alive. Communautarists pay attention to the transmitting of norms and values. Corporations in early modern times also were emphatically engaged in this. What applied to Putnam's city-states in the late Middle Ages also applies to the corporations in early modern 's-Hertogenbosch. Members of the corporations created a lively culture of discussion, a necessary condition for a community on its way to democracy. (Jonathan Israel states that 'the democratic republic [started] in the Republiek') In order to deliberate with one another it is important that the partners in deliberation trust one another. Cooperating within social connections and delegating responsibilities is only possible, as Fukuyama points out, if there is trust. Both within the guilds and the militias this trust could grow because quite soon after the Reduction of 1629 the catholic and reformed members started to work on the ecumenicity of everyday life. Schilling and Blickle both ascertain, ignoring details, that changes into a democratic direction in early modern times were initiated bottom-up in small connections. The discussion that Tönnies started on Gesellschaft und Gemeinschaft is still very much alive especially when we take into account the 'golden rules' of Etzioni. He draws attention to the smaller connections - intermediary institutions - that a democratic communitarian society, a 'community of communities' needs if it is to stay alive.
The hereafter following is abstract of the discourse held by Prof. dr. ir. C. L. Temminck Groll in honour of the jubilee 1899-1989 of the KNOB on September 23th 1989. The KNOB (Royal Antiquarian Society of the Netherlands) exists 90 years. A respectable age after human standards. Although a society depends on human devotion it does not know age limitations. This is an excellent moment to reflect upon our centenary. Then, in 1999, we will have to present an extremely good manifest for the coming millennium! We have been spoiled very much during the past 90 years. Which of the founders would have expected so many people professionally involved at the protection of monuments? Which of them could have estimated the money available to realize restoration activities? Still, despite of all we obtained, we are rightly concerned about our country and especially that part of the world beyond our borders. These concerns are formulated by the National Geographic Society which hereby stated: 'Can we save this fragile earth?' This society aims at the earth herself as well as at human achievements. Co-operation between the protection of nature and the protection of monuments certainly is sensible and could be one of our future actions. How much nature, how much culture is not already 'dead'! Wren's St. Benet in London f.e. seems saved, but surrounded by flowing thoroughfares the church misses every relation with the original urban structure. Thus in fact the monument has not been saved. At Liège, Belgium, 20th century traffic and concrete buildings overran the medieval Place St. Lambert. And what about the European countryside? How much harmonious farmer's land has not been industrialized yet? Old structures disappear everywhere. Instead of the newly made our Society had to study more and more the continuous changes of the already extant. As to our foreign activities, we can distinguish three angles of incidence. First of all: what can we learn from other countries? Our founder mr. dr. J.C. Overvoorde already realized the importance of study of the way monuments are protected in different European countries. ICOMOS at present is the platform to discuss organizational and substantial aspects. Second: stock-taking of Dutch cultural influences to other regions in Europe, which subject used to attract more attention than it does now. At last: Dutch influences beyond European borders. Like our founder in 1910-11 studied Hindu-Buddhistic antiquaries and the monuments of the Dutch East-Indian Company our Foundation Social History of the Dutch Oversea studies these treasures now. One of her working-groups tries to solve Indonesian problems with respect to the protection of monuments and started stocktaking of especially younger architecture and town-planning. Still, a lot remains to be done on this field in the 'West'! Borders fade. But with the introduction of new fields of work we may not forget the old. Not the older monuments, since we are occupied with the young, not the Dutch, being directed at the whole world. After the question of what we study, the question rises how. Our purpose always was protection. Unlike nature culture cannot renew herself: we have to 'maintain'. And then mankind also is a piece of nature with continuous new desires to which the extant has been adapted. 'Maintain' as well as 'adapt to' means: to change. We can let nature change the made - how beautifully weathered the ruins are! - but we can also preserve the weathering - until now. Replacement of weathered material by new in the shape of colour it used to have is another possibility. Also opinions about this sort of alterations are constantly changing. Thus a platform like the KNOB at national level or ICOMOS at international level will always be needed. That's why: an extremely good manifesto in 10 years. One that states that we are occupied with changing instead of static affairs. Alterations must be directed professionally in a careful and modest way. For the real is infinitely more valuable than the copy.

Since the beginning of the 1980s the role of government has been discussed in the Netherlands and several other Western countries. In the Netherlands this discussion has led to severe changes in the structures and activities of several governmental organizations, particularly since 1985. Deregulation has been introduced, which has meant that, generally speaking, certain laws and rules have become less detailed or totally abolished. Moreover, there has been a tendency to introduce new organizational structures in governmental organizations. These new organizational structures could mean that certain tasks are relinquished, or that the way of organizing activities is changed. A general characteristic of these changes in organizational structures, which can take different forms and/or differ in specific details, is that governmental organizations are now governed in a less centralized way. The general concept of autonomization will be used in this paper to denote the different forms of decentralization. In general, autonomization of public organizations means that the political top management's direct control of certain tasks or activities will be diminished. External autonomization implies that, legally speaking, an independent organization comes into existence; and the politicians' responsibilities for the organization are diminished. In the case of internal autonomization the organization remains part of its parent organization, although it gains more freedom to conduct its own business. The political top management retains formal responsibility for the activities of the internally autonomized organization. Internal autonomization includes various forms of what is traditionally termed decentralization or divisionalization. Forms of external autonomization include, for example, privatization, contractorization (contracting-out) and the founding of a public corporation. So, autonomization comprises diverging forms of decentralization and internal and external contracting, of which privatization may be seen as the most extreme opposite of centralized governance. Generally speaking, a stronger form of autonomization means that the organization is subject to more direct influences of the market and/or is governed in a more "businesslike" way; i.e. in such a way that the principles and techniques of business administration play a more important role. This may also make the relationship with (what used to be) the parent organization more businesslike, inducing clearer agreements about prices, quantities and quality of goods and services. The introduction of these new organizational structures/forms can be considered an endeavour to maintain management control over governmental organizations. Management control is the whole range of means and activities through which political and civic managers try to ensure that an organization successfully adapts to changes in its environment, so that its continuity is safeguarded. This research project focuses on two elements, in particular, that may play an important role in management control (and that also might influence each other); i.e. changes in organizational structure (that is to say: the different forms of autonomization) and changes in the financial and economic management of the autonomized organization. Autonomization could be regarded as a change in governance structures or, more broadly, as a change in institutional structures or institutions. Generally speaking, neo-institutional economic theories see a striving for efficiency - or in stronger terms: the necessity for organizations to be efficient in order to survive - as the main reason for changes in organizational structure. The three following research questions were formulated: 1. is it possible to construct a theoretical concept, based on neo-institutional economics, to explain the management control and more specifically the autonomization of (parts of) governmental organizations?; 2. in the Dutch context what elements play a role in the choice of a particular form of management control and autonomization of governmental organizations?; 3. what changes occur in financial and economic management practices when governmental organizations are autonomized? These questions could be studied from, for example, the perspective of political science, sociology, or economics, or a combination of all these perspectives. Although non-economic aspects might also play an important role, the research problem is studied mainly from an economic point of view in this book. The main aim of this study is to gain an insight into the internal organizational processes and the effects of the autonomization of governmental organizations. The problem to be addressed is very complicated because the factors that may play a role are not at all clear. The phenomenon researched and its context cannot be separated clearly, causes and consequences cannot be separated easily, etc. Hence, the form of research that was chosen was case research. Case research was conducted for this study in six (parts of) governmental organizations which were autonomized to different degrees. In one case, autonomization had not been realized at the time of the research, because of serious delays. However, the information about the process of preparing for autonomization was sufficiently extensive and interesting in this case to justify its inclusion.
