Die Eindämmung der starken Kapitalflucht aus Rußland wird immer wieder als eine Lösung für die akute Finanzkrise des Landes genannt. So hat jetzt auch Ministerpräsident Primakov entsprechende Maßnahmen zu einem Kernpunkt seiner Politik erklärt. Es ist jedoch kaum anzunehmen, daß die derzeit erwogenen Kontrollmaßnahmen unter den russischen Bedingungen helfen werden, diesem Ziel auch nur einen kleinen Schritt näher zu kommen. Die Ineffizienz der russischen Bürokratie und die weite Verbreitung von Korruption im Finanzwesen führen vielmehr zu der These, daß Rußland nur dann Kapital im Land halten kann, wenn es attraktive Rahmenbedingungen schafft. Da dies nach der Finanzkrise und dem Regierungswechsel noch weniger zu erwarten ist als bisher, ist davon auszugehen, daß Kapitalflucht in Rußland noch für längere Zeit ein aktuelles Thema bleiben wird. Las politicas aplicadas que trataron de impedir la quiebra de los bancos, esto es, las politicas de salvataje bancario, constituyen el principal elemento explicativo de la profundizacion de la crisis en el Ecuador al haber impulsado la fuga de capitales, dada la libre circulacion internacional de capitales vigente y, en consecuencia, haber alimentado la devaluacion monetaria, la inflacion, profundizado la recesion economica y deteriorado la situacion financiera de las familias ecuatorianas y del estado. This paper analyses in a sample equilibrium framework how uncertainty regarding the future level of taxes on factor incomes in the Mexican economy affects the overall volume of domestic investment and capital flight. It is a variation of the Alesina-Tabellini model, and brings out the importance of income effects in determining how the volume of capital flight responds to changes in key policy uncertainty parameters. Since 1983 the Brazilian economy is transferring an increasing volume of resources which attained more than 5% of the GDP in the last two years. As a consequence of this external constraint the rate of investment has dropped from 26% of GDP in the 70's to an estimated level of 16% in the last years. This paper, using a standard macroeconomic model, establishes the relationship between alternative rates of transfer of resources, rates of domestic savings and capital output ratio with the target rate of growth of the Brazilian economy
