; Objective: The mail objective of the research is to identify: a. The educational model; b. The informal educational pattern; c. The best practice in some preschools of China and Italy. The research of this project has something with my personal experiences. The Chinese government pays more attention to the child care and more preschools choose the Montessori educational model from others. The negligence of training of teacher created many problems during the importation of the education model, coming from another country. Method: In the part of empirical research, I used different tools for doing observation. In the three preschools of Shanghai, it is applied that named descriptive, that is, collecting the data with the paper and pen (Anna Bondioli); while in the preschool of Bologna and Reggio Emilia, it used the PraDISI (Rossaella D'Ugo, Ira Vannini), an instrument for observation and valuation of the quality of the teaching practice. The third tool which is applied just in one of the three preschools of Shanghai is the video-cued multivocal ethnography, elaborated by the group of researchers of Joseph Tobin. Result: After the analysis of data, it noted that the educational model in of preschool of Shanghai emphasized the collective value, while in Italy it focus more on the individual realization. So it is interesting that the one model can be integrated with another.

From many years the construct of competence entered in the italian school as an educational target to achieve and around which rethink the teaching/learning paths.1 It is a complicated challenge that required and requires to the teachers of the schools of all levels a considerable commitement in terms of restructuring of consolidated practice in education and revision of the way of working inthe classroom. The paper proposes a reflection on the teacher's professional figure with particular reference to the methodological skills to be acquired in relation to this important paradigmatic change and to the importance of in service training for the improvement of those skills. In the firstpart we focus on the analysis of the teacher's professional figure and about the set of knowledge and skills that qualify him as such, with particular reference to the methodological skills required to meet the challenge of competence. In the second part we describe what is the challenge of competence and how this challenge is transposed by the legislature in the text of the National Guidelinesfor the curriculum in kindergarten and in the first cycle of education (September 2012). In the third part we describe an experience of in-service training for teachers of kindergarten and primary school which took place in the Comprehensive Institute of San Marzano sul Sarno with the aim toimprove the expertise in the didactic planning. In closing it tell about some products of this experience that have been developed by working groups during lab training hours.

; The importance of knowing how to design is constantly and inevitably experienced in the concreteness of the territories. In the social field, the recipients are no longer to be considered mere receptors of interventions planned upstream, but active protagonists. In this situation, the educator assumes an eminently political role and adopts the socio-cultural animation framework, connecting individual projectuality and community planning. Finally, the article presents an analysis of the core contents of the degrees class L-19, identified, at the national level, through the research project Teco-D Pedagogia; some research paths and lines of contamination and implementation between researchers and professionals; various content proposals related to the training path of kindergarten and socio-pedagogical educators in order to the unavoidable, and sometimes neglected, theme of educational planning.

More than 40 years ago, special education schools and classes were abolishedin Italy. Measures of external differentiation for students with specialneeds have since been taboo. They were replaced by a comprehensiveschool system in which the children and adolescents from kindergarten touniversity are enrolled in an inclusive manner. Within Italy, South Tyrol as atrilingual autonomous province is a special case. The "Finland of the South"is often cited as an example of successful (inter)cultural inclusion. The presentpaper focuses on the situation of South Tyrol to summarize policy developmentsin education and teacher training in the process from integrationto full inclusion. As an example, the curricular implementation of inclusionorientedteacher education for all school levels at the Faculty of Educationof the Free University of Bolzano is critically examined. Consequences of abroader understanding of inclusion are discussed.

«A multiplicity of languages and cultures has entered the Italian school environment»: that is what is written in the introduction of the Indicazioni Nazionali per il curricolo della scuola dell'infanzia e del primo ciclo di istruzione (MIUR, 2012, p. 8). The ministerial document, which forms the framework for school curricula, describes the de facto multilingual situation which can be observed in all kinds of educational environments and in communities. In infancy educational services and in schools, the presence of girls and boys who practice another language at home has long been widespread and on the increase. After describing the pluralistic linguistic repertoires featured in schools, the essay presents some evidence collected in two kindergartens in Milan, as part of a training course. Teachers were invited to use a map of intra-family communication during interviews with foreign parents, in order to outline the children's language biographies, and to know the strategies and choices of the family. In the second part, the focus will be on some autobiographical fragments taken from literary texts in which the authors highlight the stages and steps they have gone through in their history of native bilinguals. Finally, a review of the legislation dealing with the themes of mother tongues, multilingualism and linguistic diversity in childcare and schools is presented.

; The Italian Ministry of Education (MIUR) student register records that today in Italy more than one out of ten students is not an Italian citizen, although the majority of them were born there. Several statistical surveys indicate that "foreign" students, when compared to native students, show a poorer performance in Italian and in academic achievement. This exploratory fieldwork carried out in schools in Turin (5th to 8th grade) analyzed data obtained through semi-structured interviews with 121 students and 26 parents as well as 141 questionnaires filled in by 27 teachers of Italian and family language. It showed that many students are "bilingual natives", as they grow up acquiring both Italian and another language; however, despite the fact that the interviewees rate polyglottism positively, schools don't usually offer targeted support in either language. Within the cohort the broadest range of competences in Italian are found first among those with an Italian-speaking parent, then among those who arrived in Italy at pre-school age attending kindergarten there; this latter group shows higher competences than those born in Italy attending nursery there, as also in the INVALSI tests. As far as family language is concerned, data illustrate that its teaching increases its competences without affecting those in Italian: quite the opposite in fact. These results confirm the remarkable role played by the "other" language in successful language education. MIUR is therefore called upon to include also linguistic data in its student register, so as to redefine its curricula according to EU Guidelines, and to identify specific procedures and resources for multilingual classes. This new policy would reduce the current cost of placing students in a lower grade, grade retention and drop-outs, and would promote school success, equal opportunities and multilingualism, with positive consequences both for the individuals and for the national economy. Numerose indagini statistiche mostrano come gli allievi "stranieri" presentino, rispetto a quelli italiani, ridotte competenze in italiano e minore successo scolastico.

The Swedish library system is usually grouped in two main sectors: public libraries and special or research libraries. At present, each county has a regional library which integrates the town library services through interlibrary loans, carries out some activities for children and teenagers, manages services for the handicapped and the blind, runs permanent educational courses and organises conferences and meetings for library staff and council cultural committee heads. The three regional loan centres are hosted in the county libraries of Malmö, Umeå and Stockholm. These centres are charged also with interlibrary loan from research libraries and Swedish libraries abroad. The Stockholm Regional Loan Centre is charged with lending literature published in the languages of Sweden's ethnic minorities. Umeå hosts the repository library for literature with low turnover and for extra copies of books. The National Council for Cultural Affairs is responsible for government investment in the cultural sector and dispenses subsidies amounting to some 6 millions Swedish crowns to the three regional loan centres and the Umeå store library and circa 19 millions to the 24 county libraries (35% of county library activities are financed by government subsidies, the remaining 65% by the county councils) according to data for 1994. The public libraries are linked by a loan chain, which gives them access to the resources of a certain number of library systems in Sweden. This structure was developed to improve co-operation between public and research libraries. The 286 public libraries in the towns form the base of this organisation. Above them, there are the 24 county libraries and finally the three loan centres which also deal with the access to research library materials. Today, each of Sweden's 286 towns has a public library service, with a total of circa 2,000 library units and 46 millions volumes. This system may consist of a main library, small or large branch libraries, "book-buses", libraries in workplaces and hospitals (run in co-operation with the county councils), a home-loan service for those with mobility problems who cannot go to the library, a service for health institutes, the army and kindergartens. The tripartite library, which originated in Germany and is based on three level of density of deposit, is the structure which best characterises the Swedish library system. The most compact section is in the library's stacks; the second section is charged with the lending of library materials, with non-fiction classified and fiction in alphabetical order. The true innovation consists in the third section, the library "market": here the classification system is wholly eschewed and the literature is ordered in broad thematic areas. It is possible to group adult and children literature, fiction and non-fiction, books, serials and audiovisual materials.
