As the mid-nineteenth century "transportation revolution" reshaped the Atlantic word, its impact reached Italian shores. Transatlantic steamship projects in the Kingdom of Sardinia were part of that transformation; they also reflected and reinforced a new, positive attitude toward the Americas and, specifically, the United States, as well as US commercial policies toward Italy and Europe. Especially after 1848, this Atlantic reorientation of mental maps inside and outside political and economic circles in Turin and Genoa illustrated how the integration in the Atlantic space came to be seen as an opportunity in the pursuit of economic modernization and national unification. Finally, the tangle of interests and values surrounding transatlantic steamship navigation ultimately intersected with the Risorgimento in two major ways. First, thinking of "America" as an opportunity helped shape an idea of national identity based on exchange, more than antagonism, with the other. Second, transatlantic steamship, which was often see as an extension of the railway network, became part of the material process of nation building. The fiasco of the Compagnia Transatlantica (1852) exemplifies some of the discursive elements and structural limitations of Italian modernization.
Abstract The reform of the legal studies brought in by Cesare Alfieri di Sostegno in 1846 was a turning point for the Faculty of law of the University of Turin. This paper aims to underline the contributions given by the professors of law, in particular Felice Merlo, Luigi Amedeo Melegari and Pietro Lugi Albini, to the debate arisen in this field. The analysis highlights their belief of the importance of the legal studies, and details the subsequent legislative changes that shaped the legal cursus studiorum up to the accomplishment of national unity, with a special focus on the Bon-Compagni and the Casati laws. [EN] In the second half of the sixteenth century, in accordance with the centralization and reorganization of the administrative and military apparatus desired by Philip II in the States of the Iberian Monarchy, military defense was reorganized in the Kingdom of Sardinia, against the threatened Franc-Turkish invasion of the Island. Until that time, in fact, the defense of the Kingdom was based only on the modernization of the main Royal Cities fortifications. The inspiring principle of this strategy was the medieval one: to defend the Kingdom, it would have been enough to defend the Royal Cities of Cagliari and Alghero. Instead, starting from the Parliament wanted in 1558 by Philip II and summoned by the viceroy Alvaro de Madrigal, attention is also paid to the defense of the coastal perimeter of the whole island. In this Parliament, convened with the sole purpose of providing for the defense of the Kingdom against the looming Franc-Turkish threat, the foundations are laid for the reorganization of the administrative apparatus of the Kingdom, limiting the centrifugal tendencies of local feudalism; but above all, they are laid the foundations for the creation of a homogeneous defense system, abandoning the extemporaneous initiatives taken up to that time. By the end of the century, reports for the construction of a static defense system will be commissioned and the Royal Administration of Towers will be established, with the task of building, arming and maintaining the static defense system. ; Serreli, G. En 1713 finalizaba la administración de Carlos VI, ejercida desde Barcelona; por ello las disposiciones de gobierno, que habían llegado a la isla desde la capital catalana, dejaban de hacerlo. Con la institución en Viena, en 1714, del Consejo de España, los referentes territoriales y políticos del reino sardo serán sobre todo: Milán o Nápoles; con el espacio italiano ampliará sus lazos, sustituyendo aquellos que durante siglos había mantenido con los territorios ibéricos. Paralelamente Cerdeña pasaba a ser moneda de cambio en la búsqueda de un nuevo equilibrio territorial y político. La sombra imperial la mantuvo a salvo en Utrecht. Sin embargo la ruptura de ese equilibrio por parte de Felipe V, en 1717, precipitará lo que era una decisión anunciada: Cerdeña pasaba, en 1720, a los Saboya. Ello implicará su integración definitiva en el espacio italiano. ; In 1713 the administration of Charles VI, exerted from Barcelona, ended and thus also the provisions of government, which had reached Sardinia from the Catalan capital. With the institution in Vienna of the Council of Spain in 1714, the Sardinian kingdom territorial and political models were Milan or Naples. Sardinia expanded its ties with the Italian territories, replacing those kept with Spain for centuries. At the same, Sardinia became a bargaining chip in the search for a new territorial and political balance. The Imperial shade kept it safe in Utrecht. However, in 1717 Philip V broke this balance, thus precipitating a decision already known: in 1720 Sardinia passed to the House of Savoy. This will provoke its final integration into the Italian space.
The present study analyzes the defense and supplies to Acquafredda the CatalanAragonese fortress in southern Sardinia survived in the end of the fourteenth century to the attacks of the troops Arborea. Crucial in this context is the role assumed by the general batlle Regnum Sardiniae, whose institutional prerogatives of director and head of the royal heritage mix up with political, management and defense functions of the Sardinian-Catalan kingdom, on the edge of collapse. ; Il presente studio analizza la difesa e gli approvvigionamenti alla fortezza catalano-aragonese di Acquafredda, sopravvissuta nel meridione della Sardegna, alla fine del XIV secolo, agli attacchi delle truppe arborensi. Fondamentale in questo contesto è il ruolo del batlle general del Regnum Sardiniae, le cui prerogative istituzionali di amministratore e responsabile del patrimonio regio si confondono con le funzioni politiche, di gestione e difesa del regno sardo-catalano, ormai sull'orlo del tracollo. Lo studio intende ripercorrere le vicende del castello di Acquafredda, una delle fortezze meridionali del Regnum Sardiniae catalano-aragonese, al fine di aggiungere una nuova tessera nel complicato mosaico dell'organizzazione difensiva nel regno sardo-catalano alla fine del XIV secolo1 . Il tema, pur essendo territorialmente limitato e cronologicamente ben caratterizzato, traccia il quadro di una realtà che inserita nel panorama storico generale permette di meglio definirlo e valutarlo. L'attenzione è rivolta alle dimensioni più concrete e domestiche della quotidianità; si mettono in luce aspetti, realtà e abitudini che evidenziano il carattere esperienziale della storia e, interpretando lo stesso silenzio delle fonti, si cerca di capire e di ricostruire le condizioni di vita all'interno di un castello medioevale2 . Il materiale documentario alla base di questo contributo è conservato presso l'Archivio della Corona d'Aragona di Barcellona ed è costituito da tre libri contabili che, in qualità di batlle general di Sardegna, Jordi de Planella compilò per rendicontare le spese relative all'approvvigionamento e alla difesa dei castelli catalano-aragonesi sopravvissuti nella Sardegna meridionale, fra i quali è presente la fortezza di Acquafredda3 . Per assolvere a tale mandato egli ebbe l'incarico di amministrare un finanziamento straordinario, erogato con enormi difficoltà dall'Aragona, nel tentativo estremo di salvaguardare il regno sardo oltremarino che, nello scorcio del Trecento, si presentava ormai sull'orlo del baratro.
Il presente saggio offre un inquadramento degli aspetti storico-diplomatici del trattato del 29ottobre 1840, rievocando l'interesse della corte di Torino per il riconoscimento della Repubblica Orientale dell'Uruguay e mostrando quale atmosfera di reciproca comprensione accompagnasse la stipulazione dell'accordo. Seguirà un'analisi di dettaglio del contenuto, dal notevole significato commerciale, diplomatico-consolare ed altresì politico-programmatico: viatico per un successivo consolidamento di rapporti di solida amicizia. ; This essay offers a framework of historical-diplomatic aspects of the treaty signed on the 29th October 1840. It recalls how interested the Court of Turin was in recognizing the Uruguayan Republic, showing the cordiality of the atmosphere between the two parts. A following detailed analysis of the contents will underline the remarkable significance of the agreement both from a diplomatic-commercial and political point of view: a milestone for a long-run path of stable and valuable friendship.
Il saggio si propone di ricostruire, partendo dalla storiografia sul tema e attraverso l'esame dei Parlamenti del Regno di Sardegna convocati da Alfonso V nel 1421 e da Ferdinando II fra il 1481 e il 1504, il ruolo delle città all'interno dell'assemblea parlamentare, i rapporti tra le diverse realtà urbane e il potere regio, l'onere economico che le stesse città si assumevano con l'approvazione del donativo. La documentazione parlamentare offre uno spaccato della Sardegna reale, con i conflitti e con i suoi molteplici problemi, soprattutto di natura economica, ai quali danno voce le città e più in generale le componenti stamentarie che siedono in Parlamento. ; The aim of this essay is that of retracing the role of cities within the parliamentary assembly, the relationship between the diverse urban centers and royal power –represented in the island by the viceroy and by the hierarchy of royal administration– and the economic burden, which the cities themselves used to take by approving the donative. In order to do so the essay will start from the analysis of the historiographical material on the theme and will progress through the assessment of the proceedings of the parliament of the Kingdom of Sardinia summoned by Alfonso V in 1421 and Ferdinand II between 1481 and 1504. Such parliamentary documents provide a detailed account of royal Sardinia, with its conflicts, its most diverse issues, mainly of economic nature, raised by the cities and more broadly by the representatives of the highest social classes sitting in parliament.
Victor Amadeus II is generally recognized by historiography as the initiator of a major administrative and judicial reorganization, begun after the Peace of Utrecht and the conclusion of the War of the Spanish Succession. This has been a long and complex process, which also led to the issuing of a new body of laws: the Leggi e Costituzioni di Sua Maestà il Re di Sardegna of 1723. Victor Amadeus II's action also involved the Savoy judicial system. Recent studies have analysed the reforms carried out by this sovereign during his long reign on the most important existing magistracies in the Kingdom of Sardinia (the Senates and the Camera dei Conti). This article aims to examine one of the most critical episodes in the institutional and legal history of Savoy, namely the conflict between 1722 and 1723 between Victor Amadeus II and the Senate of Piedmont.This clash led to the replacement of a significant number of Turin senators including President Paolo Francesco Leone. The king came into conflict with his Senate due to the acquittal that this magistrate gave to Carlo Lorenzo Revello, a country guard who was caught armed near Mondovì. In fact, an edict of 1699 punished the conduct of carrying weapons in those places with the death penalty. The Senate, however, ignored the king's rule and did not condemn Revello: according to the judge's reasoning, Revello exercised a profession that made it necessary to carry arms. Thus, a close correspondence between the Senate of Turin and the king began: on the one hand, the sovereign insisted on the application of his edict of 1699, on the other, the judiciary of Turin upheld Revello's innocence and good faith.The issues that were at the basis of this institutional dispute were two. One of a legal nature and one of a more political nature. The legal one contrasted two opposing views of law: on the one hand the Senate, in favour of the use of equity in the application of law, and on the other the king interested in imposing his will without further discussion. In practice, we have a more formalistic and stringent vision of the law that seeks to impose itself on the Savoy judiciary, used to exercising a certain arbitrariness in the interpretation of laws.However, this clash at the top of the Savoy state was not caused only by legal reasons. This strong contrast also concealed a political question: Victor Amadeus II was a reforming sovereign, but with absolutist and centralizing tendencies; it was certainly among hisobjectives to reaffirm his position of strength against a Senate that claimed to have a lot of freedom.A fairly minor legal question became a very sensitive political issue. Several members of the Senate were in fact convinced of the specious nature of the affair and of the accusations made by the king. For example, Maurizio Ignazio Graneri, one of the senatorsdirectly affected by the Victor Amadeus II's sanctions, argued that the Revello case was just the king's excuse to dissolve the Senate and fill it with new, more loyal members. The article begins with an analysis of this conflict at the head of the State and then extendsthe study to the complex relationship between political and judiciary power during the reign of Victor Amadeus II. The sovereign grievances, the defences of the senators and the opinions of other jurists consulted by the king allow us to reconstruct this clash butalso to investigate a more important question: how far could the interpretative power of a sovereign court on royal legislation go? ; L'articolo intende approfondire la contrapposizione che si ebbe a cavallo tra il 1722 ed il 1723 tra Vittorio Amedeo II e il Senato di Piemonte a causa dell'assoluzione che questa magistratura diede ad una guardia campestre che era stata sorpresa armata nel mandamento di Mondovì in violazione di un editto regio. Le rimostranze sovrane, le difese dei senatori e i pareri degli altri giuristi interpellati dal re consentono di ricostruire questo scontro ma consentono anche di indagare una questione più importante: fino a che punto poteva arrivare il potere interpretativo di una corte sovrana sulla normativa regia?
Lo studio propone prime considerazioni sul commercio dei cavalli tra il Regno di Sardegna e i territori della Corona d'Aragona nella seconda metà del XV secolo. L'analisi si basa su 51 licenze di esportazione e consente di ricostruire le dinamiche di un traffico regolato dall'autorità pubblica, evidenziando gli ufficiali impegnati nel controllo e nel rilascio delle relative autorizzazioni. I profili dei soggetti coinvolti sono quelli dei mercanti di professione, cui si aggiungono i membri dell'alta società urbana, con ruoli nell'amministrazione della città o del regno, e coloro che trasportano equini in maniera occasionale. Infine, non mancano gli esponenti del mondo feudale, spesso in affari con i mercanti d'oltremare, i quali possono far valere franchigie, esenzioni fiscali e vantaggiosi legami con i funzionari del regno. Tra i luoghi di destinazione si segnalano le grandi piazze commerciali iberiche (Barcellona, Maiorca e Valenza) e alcune città italiane (Napoli, Piombino e Roma), dove i cavalli potevano essere acquistati da uomini di alto rango (si pensi al sacrestano maggiore Alonso Cortés) ed essere utilizzati anche per ragioni militari o per servizio di stato. Emerge un commercio rischioso ma con grandi margini di guadagno, portato avanti da soggetti specializzati che si avvalgono di navigli con particolari caratteristiche tecniche. Il proseguimento della ricerca consentirà di precisare le conoscenze sul trattamento fiscale riservato ai cavalli e pone già nuove domande sulle pratiche di allevamento, che dovevano rispondere alla continua e regolare richiesta di animali proveniente dal mondo iberico e da quello italiano. ; The study proposes early considerations on the horse trade between the Kingdom of Sardinia and the territories of the Crown of Aragon in the second half of the 15th century.
