Klaipėda port in 1945–1990
Soviet government in Lithuania was in power almost for a half of century. This system solved urban problems almost in the same way as the rest of the world. However, Soviet power some topics tried to interpret on its own way and some of them simply simulated. Urban design practice and theory were based on the foundation of ideology and socialist economics, so the urban fabric of Klaipėda city was stretched. Anyway, those 45 years were very important for the city. It was a time, when the urban development hasn't stopped. It has left its own landmarks and gave some new impulses. Urban processes of this period, especially connected with port's development, have made a great impact on the plan of city. And some of those processes are still working. Article in Lithuanian. Klaipėdos uostas 1945–1990 m. Santrauka Tarybų valžia Lietuvoje funkcionavo beveik pusę amžiaus. Nors daugelį urbanistinių problemų ši sistema sprendė panašiai kaip ir visas pasaulis, kai kuriuos dalykus intepretavo savaip, o kai ką tiesiog imitavo. Ideologiniais ir socialistinės ekonomikos argumentais grindžiamos projektavimo disciplinos ir praktika Klaipėdos veidą ištampė kaip kreivas veidrodis. Vis dėl to tie 45 metai Klaipėdai nepaprastai svarbūs. Per juos urbanistinė raida nesustojo, paliko savo ženklų, davė naujų impulsų. KLAIPĖDA DISTRICT RESIDENTS' ATTITUDE TOWARDS CORRUPTION

The article presents a survey on Klaipėda district residents' attitude towards corruption. It is necessary to evaluate the level of corruption in a particular local area because understanding the incentives for corruption and self-dealing is a precondition for making progress. Citizens' perceptions are important for local governments where citizens have more direct impact on political representation and service provision in their communities. The research revealed that Klaipėda district residents' attitude towards corruption is negative and the population is aware of the harm caused by corruption. The respondents rarely face the forms of corruption practices. Most respondents think that excessive bureaucracy and the complexity of the legal framework, which is constantly changing, contribute to prevalence of corruption. Most respondents have given bribes to medical personnel. The respondents assume that the most effective anti-corruption means is the inevitability of punishment, as well as giving publicity to corruption acts. Analysis of Polluted Oily Water Management in Klaipėda Sea Port ; Klaipėda sea port contaminated oily water management analysis
Lithuania is one of the countries that have ratified the Marpol 73/78 Convention which foresees the tools of reduction and prevention of sea pollution with bilge water and other substances. The Directive of the European Parliament and Council 2000/59/EB is addressed to the reduction of waste on board of ships and its wash overboard.Analysis of the ships entering Klaipėda Sea Port has estimated that oil waste comprises about 74 % of the whole collected waste amount. The analysis of technological flows and documents has indicated problematic points in the following processes:1. collection of oily and engine bilge water from ships;2. collection of spilled overboard oil products;3. exploitation of intermediate accumulative reservoirs in the port;4. regular transportation of accumulated oily water engine bilge water to the oil-polluted water treatment station;5. distribution, storage, treatment (mechanical, physical, sorption) of pumped engine bilge water.Among oil polluted waste, its specific kind - oily water emerges in ports and it is called "engine bilge water" in the Waste Management Regulations. Engine bilge water is specific and hazardous to the environment as it is a liquid compound of water and oil products capable of making steady emulsions. It also acquires specific properties during various technological processes. Equipment, technological processes, specificity of the control related to combustibility and inflammability, as well as conformity to the requirements of the International and EU Rights, technological processes management and documents are needed for the management of this specific waste. For this reason, separation of this oily water from the common oil-polluted waste and analysis of these streams of waste treatment are of great importance in enhancement of the effectiveness of environmental protection during the management process of this oily waste.Applying a system approach to the oily waste in the port, a waste management system algorithm based on the life cycle has been set up. Strategic Management Issues of Klaipėda Seaport Enterprises
The article deals with the problems related to the necessity to strategically manage enterprises basing on the universal principles of strategic management. The issue becomes urgent while solving managerial problems of Klaipėda stevedoring companies. The transition from the planned to market economy, the boom of privatization and entrepreneurship, rapid integration into European economic system as well as a close dependence on Russia and other Eastern countries in the field of raw materials bring to light the problems which are vital to Klaipėda stevedoring companies and to the Lithuanian seaport as a whole. The main method of research is the study of the scientific literature and statistics dealing with Klaipėda seaport. The study has helped to investigate and systemize the issues related to Klaipėda seaport strategic management. This analysis has allowed substantiating the change of practical objectives of enterprise strategic management depending on macro-environmental change dynamics in Lithuania. The article presents a lot of statistical data taken from the author's study "Changes in Seaport Activity in Company Bega Under the Influence of Lithuanian Integration Into the European Union and Globalization" (2003) and the information collected from practical activity (the author is a member of the enterprise "Bega" board).

Both directly and indirectly, EU law impacts domestic legal systems. This also applies to maritime affairs. Even though Lithuania's political and economic focus is oriented more towards the major cities, Vilnius and Kaunas, maritime issues, ranging from fishing to transport, tourism to energy, are (or have the potential to become) important aspects of Lithuania's economic and political life. In this text it will be shown how the work of the EU can influence domestic maritime law. This will be done by looking at the interaction of the EU and member states with global international treaties. Among the many types of international treaties concerning maritime affairs, liability conventions are often overlooked by academia but are of significant importance for businesses operating in the maritime sector as well as for the safety of those who interact with maritime actors, such as coastal populations or passengers on cruise vessels or ferries. Using the example of the EU's implementation of the Athens Convention, which regulates the liability for damages suffered by passengers on ships, this text aims at showing some of the potentials, but also complications, which can be created by the EU's entry into a legal field which had already been regulated through international treaties for decades before the creation of the EU. ; ES teisė tiesiogiai ir netiesiogiai daro įtaką šalių narių teisinėms sistemoms, ji taip pat taikoma ir jūrų reikalams. Nors Lietuvos politinis ir ekonominis dėmesys labiau orientuotas į didžiausius miestus – Vilnių ir Kauną, jūrininkystės klausimai (nuo žvejybos iki transporto, turizmo iki energetikos) yra (ar gali tapti) svarbiais Lietuvos ekonominio ir politinio gyvenimo aspektais. Šiame tekste aptarta, kaip ES darbas gali daryti įtaką vidaus jūrų teisei. Tai parodyta nagrinėjant ES ir valstybių narių sąveiką su pasaulinėmis tarptautinėmis sutartimis. Tarp daugelio rūšių tarptautinių sutarčių, susijusių su jūrų reikalais, akademinės bendruomenės dažnai nepaiso atsakomybės konvencijų, nors jos labai svarbios jūrų sektoriaus įmonėms, taip pat ir toms, kurios sąveikauja su jūrų dalyviais, pavyzdžiui, pakrančių gyventojais, kruizinių laivų arba keltų keleiviais. Naudojant pavyzdį, kaip ES įgyvendina Atėnų konvenciją, kurioje reglamentuojama atsakomybė už laivų keleivių patirtą žalą, šio teksto tikslas parodyti ne tik tam tikrą potencialą, bet ir komplikacijas, kurių gali kilti ES įsitraukaint į teisinę sritį, kuri jau dešimtmečius iki ES įsteigimo buvo reglamentuota tarptautinėmis sutartimis.

Interaction of the Klaipėda sea port and railway transport
This article offers the panoramic view to interoperability of sea and railway transport in Lithuania. Serious attention is being given to the cargo tlows forecasts, analysis of geographic, political, legal, economical, technical and other factors influencing the intensity of transit cargo flows and using the existing infrastructure capacities. Improvement and further development of technological and technical base of railways for the development of container transportation is identified.
