Ostvarivanje učinkovite suradnje znanosti i gospodarstva: pregled literature ; Facilitating Effective Science-Industry Collaborative Research: A Literature Review
Dosadašnja istraživanja pokazuju da suradnja u istraživanjima između znanosti i industrije može biti snažan izvor inovacija i čimbenik koji pridonosi uspješnosti u inovacijama i ekonomskom rastu. Iako brojne mjere javnih politika i inicijative potiču zajednička istraživanja akademske zajednice i industrije, njihov potencijal još nije primjereno iskorišten. Ovaj rad daje pregled postojeće literature o suradnji u istraživanju između znanosti i industrije. Rad analizira i diskutira motive i druge čimbenike koji utječu na suradnju i identificira ograničenja zajedničkom istraživanju s aspekta poduzeća i javnih istraživačkih institucija. Na temelju pregleda literature izvode se preporuke za inovacijske politike. ; Existing research indicates that science-industry collaborative research might be a powerful source of innovation and an important factor of high innovation performance and economic growth. Although a number of public policy initiatives promote collaborative research, its potential is still not being adequately reached. This paper presents a review of existing literature on science-industry collaborative research. It elaborates and discusses motives and determinants of collaborative research, and identifies obstacles to joint science-industry research, from both the companies' and public research organizations' perspective. Based on the literature review, the paper provides recommendations for innovation policies.

Cooperation in the Field of Public Health and Medicine: Instances of Expert and Knowledge Mobility between Vienna, Zagreb and the Far East ; Suradnja u području javnog zdravlja i medicine: primjeri transera znanja i stručnjaka između Beča, Zagreba i Dalekog istoka
In this essay the transfer of knowledge and experts between Vienna, Zagreb, inter-war China and the USSR will be analysed through the collaboration between two well-known interwar public health reformers, Aus- trian Julius Tandler and Croat Andrija Štampar. In the 1930s, they worked in China under the auspices of the League of Nations Health Organization and developed intensive cooperation in the field of public health. Based on the diary records of Andrija Štampar and the preserved archival correspondence, their personal and professional contacts were analysed. The main interest was the exchange of experiences and opinions, as well as their observations about the people and ideas they encountered and the situations in which they found themselves. This essay also tries to shed some light on the milieu in which the notions of public health and social medicine advanced, as well as the multiple external factors which influenced those developments. However, the opportunities for constructive work in the field of public health grew increasingly slim in the political constellation of the time. The League of Nations was losing its power and its health organisation followed suit. The local resistance to foreign influences in China was becoming progressively intense. The ever more severe unrest led the world into World War II and pushed the establishment of an international public health order to the margins for some time to come. However, what remained in memory was a flow of ideas and experiences which was formed in Central and Southeastern Europe and which subsequently tried to make their way far to the East and develop not only local but also general and international qualities. Many of these ideas became the basis for a new world-wide public health system that developed after World War II. ; U ovom su radu predstavljeni transfer znanja i stručnjaka između Beča, Zagreba, međuratne Kine i SSSR-a kroz suradnju dvaju poznatih međuratnih reformatora javnog zdravstva, Austrijanca Juliusa Tandlera i Hrvata Andrije Štampara. Ta su dva javnozdravstvena stručnjaka 1930-tih radili u Kini pod pokroviteljstvom Zdravstvene organizacije Lige naroda i razvijali intenzivnu suradnju u području javnog zdravstva i medicinske nastave. Na temelju dnevničkih zapisa Andrije Štampara i sačuvane arhivske korespondencije analizirani su njihovi osobni i profesionalni kontakti. Glavno zanimanje ovog rada se veže uz razmjenu njihovih iskustava i mišljenja, kao i njihova zapažanja o ljudima i idejama s kojima su se susreli te situacijama u kojima su se našli. Ovaj rad također pokušava osvijetliti milje u kojem su se javno zdravstvene i socijalno medicinske ideje razvijale kao i vanjske čimbenika, nevezane uz samu struku, koji su utjecali na njih. Krajem 30-tih godina 20. stoljeća prilike za konstruktivan rad na području javnog zdravstva postajale su sve slabije a pod utjecajem tadašnje političke konstelacije i gubita utjecaja Lige naroda. Lokalni otpor stranim utjecajima u Kini postajao je sve intenzivniji. Sve oštriji nemiri vodili su svijet u Drugi svjetski rat i gurnuli uspostavljanje međunarod- nog javnozdravstvenog poretka u posve drugi plan. Međutim, ono što je ostalo u naslijeđe je bio protok ideja i iskustava koji je zahvatio ne samo lokalno područje Srednje i Jugoistočne Europe već se proširio sve do područja Dalekog istoka. Mnoge od tih ideja postale su temelj novog svjetskog javnog zdravstvenog sustava koji se razvio nakon Drugog svjetskog rata.

Decentralizacijski model i rezultati USAID projekta reforme lokalne samouprave u Hrvatskoj ; A Decentralization Paradigm and the Legacy of USAID's Local Government Reform Project in Croatia
U radu se opisuje i komentira The Local Government Reform Project (2000–2007) u Hrvatskoj, navode njegove temeljne premise te sistematizira rad na Projektu. Radilo se na četiri reformska pravca – jačanje decentralizacijske politike, prijenos znanja i vještina radi jačanja odgovornosti, oblikovanje institucija te suradnja s medijima obavještavanje lokalnih samoupravnih jedinica i građana. Jačanje decentralizacijske politike nastojalo se provesti, na primjer, iniciranjem obuhvatne decentralizacijske reforme, radom na promjenama i poboljšanjima zakonodavstva, jačanjem uloge Udruge gradova te izgradnjom mreže za zagovaranje decentralizacije. Prijenos znanja i vještina nastojao se provesti usavršavanjem lokalnih službenika, poboljšanjem metoda upravljanja lokalnom imovinom i financijama, usavršavanjem postupaka i prakse javne nabave i investicija, izradom kompjutorskog programa za upravljanje lokalnim financijama, nastojanjem oko primjene mjera e-upravljanja u lokalnoj samoupravi, itd. Izgradnja institucija bila je usmjerena prema Udruzi gradova, Akademiji lokalne demokracije, obrazovnim inicijativama širom zemlje te jačanju suradnje lokalnih samoupravnih jedinica. Pristup je bio participativan, odozdo-prema-gore, praktičan i podupirući. ; The Local Government Reform Project (2000–2007) in Croatia is described and commented. Main premises are noticed and work within the Project systematised. There were four reform directions – policy reform with a focus on decentralization, knowledge and skill transfer to increase accountability, institution building, and, finally, media outreach and local government and citizen information. Measures for reaching policy reform were, for example, introduction of a comprehensive decentralization reform, improvement of respective legislation, strengthening the role of the Association of Cities and building advocacy network. Knowledge and skills transfer was attempted by building capacity of local government professionals, working on asset and internal financial management, procurement and investment procedures and practices, creating new software with regard to financial management, promoting e-government measures, etc. Institution building was concentrated on the Association of Cities, the Local Democracy Academy, education initiatives throughout the country, and localgovernment cooperation. The overall approach was participative, bottom-up, practical, and supportive.

Socijalna distanca prema nacionalnim ili etničkim i religijskim skupinama ; SOCIAL DISTANCE TOWARDS NATIONAL OR ETHNIC AND RELIGIOUS GROUPS ; SOZIALE DISTANZ ZU DEN ETHNISCHEN UND RELIGIÖSEN GRUPPEN
Rezultati teorijsko — komparativne analize i empirijskog dijela istraživanja u sklopu znanstvenoistraživačkih projekata "Genealogija i transfer modela interkulturalizma" (1991.— 1996.) i "Školski kurikulum i obilježja hrvatske nacionalne kulture" 1997. — 2002.) upućuju na zaključak kako ispitanici sebe vide primarno u okruženju nekih nacija: Hrvati, pa Amerikanci, Talijani, Nijemci i prema njima iskazujuj socijalnu blizinu. Kod nacija i etniciteta kod kojih je više iskazano neprihvaćanje: Srbi, Crnogorci, Romi., ne može se govoriti o crno-bijelim odnosima, jer istovremeno nije zanemariv postotak odgovora koji upućuju na prihvaćanje. Sličan je trend prisutan u odnosu na socijalne udaljenosti prema vjerskim skupinama. Dobiveni rezultati mogu pomoći definirati obrazovnu politiku te mogu pridonijeti neposrednoj školskoj praksi u procesu osuvremenjivanja odgojnog rada, i s gledišta rasterećenja od nepotrebnih sadržaja, prema uvođenju inoviranih programa, poboljšanju kvalitete udžbenika i drugih izvora znanja, u kontekstu interkulturalne pedagoške komunikacije. ; The results of theoretical-comparative analysis and of the empirical part of the study conducted as part of projects "Genealogy and transfer of models of interculturalism" 1991-1996 and "School curriculum and characteristics of Croatian national culture" 1997-2002 point to the conclusion that subjects perceive themselves as primarily surrounded by certain nations: Croats, then Americans, Italians, Germans, expressing greater social closeness towards them. In the case of less accepted nations and ethnic groups, such as Serbs, Montenegrins, Roma, etc. it is not possible to speak about "black and white" relations, since at the same time there is a certain percent of answers pointing to acceptance. There is a similar trend in the relation of social distance towards religious groups. The obtained results can help in the definition of educational politics and immediate school practice in the process of modernization of educational work from the viewpoint of clearing away the superfluous teaching matter as well as introduction of innovated programs and improvement of quality of textbooks and other sources of knowledge in the context of intercultural educational communication. ; Ergebnisse der theoretisch-vergleichenden Analyse und der empirischen Untersuchung im Rahmen der wissenschaftlichen Forschungsprojekte "Genealogie und Transfer des Interkulturalismusmodells" 1991-1996 und "Schulkurrikulum und Merkmale der kroatischen Nationalkultur" 1997-2002 lassen die Schlussfolgerung zu, dass die Befragten sich selbst und die anderen primar im Umfeld einer Nation betrachten: als Kroaten, Amerikaner, Italiener, Deutsche und dass sie zu diesen Gruppen eine ausgeprägte soziale Nähe aufweisen. Bei den Nationalitäten und ethnischen Gruppen, bei denen die Nichtannahme ausgeprägter ist, wie z.B. bei den Serben, Montenegrinern, Roma kann jedoch nicht von "schwarzweissen" Beziehungen gesprochen werden, da gleichzeitig der Prozentsatz der Akzeptanz zeigenden Antworten nicht zu vernachlässigen ist. Ein ähnlicher Trend zeigt sich auch im Verhältnis der sozialen Ferne zu den einzelnen Religionsgemeinschaften. Die erhobenen Resultate können bei der Definierung der Bildungspolitk und in der unmittelbaren Schulpraxis als Orientierung herangezogen werden, um den Ausbildungsprozess zu modernisieren, sowohl im Hinblick auf die Entlastung von unnötigen Lehrinhalten als auch im Hinblick auf die Einführung neuer Lehrprogramme und Verbesserung von Lehrbüchern und anderen Wissensquellen, im Kontext der interkulturellen pädagogischen Kommunikation.

Mixed government, which is commonly regarded as a distinctly medieval form of government, is relevant also to contemporary constitutional states. It is the best form of government, since the aristocratic element is a continuous source of virtue, especially of justice, & a check not only on the executive, as the monarchical element which is the seat of political power, & the legislature, as the democratic element which expresses the will of the majority, but also groups & institutions that have the might & will to impose themselves as oligarchies. Mixed government is also the form of government that is practiced by most developed contemporary constitutional states: US, UK, France, Switzerland, Germany, etc. European nobility is the original aristocratic institution, by virtue of the fact that it was a system for the transfer of both virtue & general conditions of life. Three institutions that emerged in the late Middle Ages assumed structures & functions of the nobility. The first is the clergy. When, as a result of the differentiation of feudal society ethical & intellectual virtues of the nobility could no longer maintain general conditions of life, the clergy, by virtue of their abstract knowledge that ranged from philosophy & theology to law & medicine, became a class of new experts in generalities & thereby a new aristocracy. The second modern aristocratic institution is the judiciary, which has a structure & function similar to earlier aristocracies. The task of judges is to establish the highest virtue of constitutionalism. It is justice by law, which regulates general conditions of life in the state & society. What qualifies judges for the task is expertise in the new generality. The expertise includes not only education & experience in law but also impeccable private life & demonstrated professional ethics. The third modern aristocratic institution is the profession, whose most important instance is the legal profession. It shares its structure & function partly with the judiciary & partly with other professions. It seems that modern professions are degenerating. In the key area of data processing, due to rapid changes of technology, professions as systems of the transfer of virtue do not even seem to be possible. STRATEGIJA RAZVOJA Sveučilišta u Zagrebu Tekstilno-tehnološkog fakulteta za razdoblje 2021. – 2027. Zagreb, ; DEVELOPMENT STRATEGY University of Zagreb Faculty of Textile Technology for the period 2021 – 2027
Sveučilište u Zagrebu Tekstilno-tehnološki fakultet (u nastavku Fakultet) međunarodno je priznata obrazovna i znanstvena institucija te vodeća nacionalna i regionalna visokoškolska i istraživačka ustanova u području tekstilnog inženjerstva i tehnologije te modnog dizajna. Fakultet je prepoznatljiv po inovacijama koje su osnova za prijenos znanja u gospodarstvo i temelj njegova razvoja. Znanstvena i umjetnička istraživanja usmjerena su potrebama društvenog i gospodarskog razvoja, a nastavni je proces usklađen s potrebama tržišta rada i društva. Većina nastavnika Fakulteta djeluje u tehničkom području, polje tekstilne tehnologije čiji se rad nadopunjuje i isprepliće s radom nastavnika u umjetničkom, prirodoslovnom, društvenom i humanističkom području te ostalim poljima unutar tehničkog područja s ciljem sinergije, jačanja međusobne povezanosti i interdisciplinarnosti ne samo nastavnog nego i znanstveno-istraživačkog, umjetničkog i stručnog rada. Rad Fakulteta i njegova prepoznatljivost, u regiji i svijetu, temelji se na 60-godišnjem iskustvu u izvođenju tekstilnog studija na Sveučilištu u Zagrebu te 30-godišnjem samostalnom djelovanju Fakulteta kao sastavnice Sveučilišta u Zagrebu. U ovih je 60 godina Fakultet dao vrijedan doprinos razvoju gospodarskog sektora u području proizvodnje tekstila, odjeće, kože i obuće, prvenstveno obrazovanjem visokokvalitetnih diplomiranih inženjera, inženjera, sveučilišnih prvostupnika inženjera i magistara inženjera, ali i provođenjem međunarodnih i nacionalnih znanstvenih, razvojno-istraživačkih, tehnologijskih i stručnih projekata. Postojeće stanje i pozicija Fakulteta u zemlji, regiji, EU-u i svijetu proizašlo je iz razvojnih vizija svih uprava i djelatnika koji su kontinuirano radili na unapređenju nastavnog, znanstveno- istraživačkog, umjetničkog i stručnog rada. Prva strategija razvoja Fakulteta usvojena je 2014. godine za razdoblje 2014. - 2020. te su prvi put uvedeni pokazatelji za praćenje učinaka po pojedinim područjima djelovanja. The Faculty is recognizable for its innovations, which are the foundation for knowledge transfer into the economy and its development. Scientific and artistic research is focused on the needs of social and economic development, and the teaching process is harmonised with the needs of the labour market and the society. Most faculty teachers operate in the technical field and the field of textile technology, and their work is complemented and intertwined with the work of teachers in artistic, natural, social and humanistic and other fields with the aim of creating synergy, strengthening cooperation and interdisciplinarity not only in teaching, but also in scientific research, artistic and professional work. The work of the Faculty and its recognisability in the region and the world are based on 60 years of experience in conducting textile studies at the University of Zagreb and 30 years of independent work of the Faculty as a component of the University of Zagreb. In these 60 years, the Faculty has made a valuable contribution to the development of the economic sector in the field of textile, clothing, leather and footwear production, primarily by educating high-quality graduate engineers, university bachelors and master engineers, but also by implementing international and national scientific, developmental, research, technological and professional projects. The existing state and position of the Faculty in the country, the region, the EU and the world, stems from the developmental visions of all departments and employees who have continuously worked on improvement in teaching, scientific research, artistic and professional work. The first Strategy for the Development of the Faculty was adopted in 2014 for the period 2014-2020, and this document is the first to introduce indicators for monitoring the effects by individual areas of activity. This document is a strategic framework for the development of teaching, scientific research, innovation, artistic and professional activities of the Faculty and the development of organization and business, infrastructure and quality assurance system for the period from 2021 to 2027. Mastering Croatian Standard Language in a Plurilingual School Environment ; Povezanost ovladavanja hrvatskim standardnim jezikom i plurilingvalnoga školskog okruženja
Multilingualism and multiculturalism are core factors underlying the language policy of the European Union. Even bilingual communication is considered as multilingualism since it contributes to the creation of a multilingual society. Hence, European speakers are expected to use at least two parallel language codes (mother tongue and one foreign language). However, most European educational documents (CEFRL, 2005) emphasize the triple multilingual formula according to which, in addition to the mother tongue, the knowledge of at least two other languages is recommended. Scientific research (Pavličević-Franić, 2011), confirms the fact that vertical correlation between two language codes within the same mother tongue most commonly occurs in Croatian primary school practice. Nevertheless, due to the introduction of a foreign language in the first grade of primary school, horizontal plurilingualism is increasingly being recognized, which leads to the creation of an interlanguage field. Such a communicational situation necessarily requires a new approach to the process of learning and teaching Croatian language because monolingual preschool children become plurilingual students. The aim of this research was to examine the influence of different language codes on the process of mastering the Croatian standard language, particularly on the development of communicative competence, as well as to determine the transfer of language elements within the interlanguage field. The statistical sample consists of students in junior grades of elementary school. The Test of communicative competence was conducted (Aladrović Slovaček, 2012). Results show that the existence of parallel language codes is not an obstacle, but an advantage in a plurilingual school environment and that such a situation will have a positive impact on the process of learning the Croatian standard language in the early language period. ; Višejezičnost i višekulturalnost jezgreni su čimbenici jezične politike Europske unije. Već se i bilingvalna komunikacija smatra višejezičnošću jer pridonosi stvaranju multilingvalne društvene zajednice. Od europskih se govornika, dakle, očekuje uporaba barem dvaju jezika (materinski i jedan strani jezik). No, u većini europskih obrazovnih dokumenata (ZEROJ, 2005) ističe se trojna višejezična formula prema kojoj se, uz materinski, preporučuje poznavanje još dvaju jezika. Dosadašnja istraživanja (Pavličević-Franić, 2011) potvrđuju činjenicu da se u hrvatskoj osnovnoškolskoj praksi najčešće očituje vertikalni suodnos dvaju jezičnih kodova unutar istoga materinskoga jezika. No, uvođenjem stranoga jezika u 1. razred osnovne škole, sve češće se registrira horizontalna višejezičnost, što dovodi do stvaranja međujezičnoga polja. Takva komunikacijska situacija nužno zahtijeva nove pristupe u procesu učenja hrvatskoga jezika jer jednojezična djeca postaju višejezični učenici. Cilj je istraživanja, stoga, bio ispitati povezanost različitih jezičnih kodova i procesa ovladavanja hrvatskim standardnim jezikom, osobito u razvoju komunikacijske kompetencije, kao i utvrditi vrste jezičnih transferencija unutar međujezičnoga polja. Statistički uzorak čine učenici mlađih razreda osnovne škole među kojima je proveden Test lingvističke i komunikacijske kompetencije (Aladrović Slovaček, 2012). Rezultati pokazuju postojanje paralelnih jezičnih kodova koji nisu prepreka, nego prednost u višejezičnoj školskoj sredini i koji pozitivno utječu na proces učenja hrvatskoga standardnoga jezika u ranojezičnome razdoblju.
