This edited volume is a handbook of research methodologies for the history of childhood. The history of childhood is a vibrant, multidisciplinary field that incorporates a rich variety of methodological approaches developed in disciplines across the social sciences and humanities, including archaeology, education, ethnology, literature, and history. The volume presents a collection of chapters that engage a range of different research traditions and employ different research material, conceptual tools, and methods of analysis for the historical study of childhood. In doing so, the volume attends to issues specific to the study of children and childhood, such as those related to research ethics and the theoretical complexities of defining 'the child' and 'childhood'. While the central focus is on the history of childhood in Finland, the volume also includes international and transnational cases, contexts, and perspectives.

Finland assumes the chairmanship of the Arctic Council for two years in May 2017. The report provides scholarly knowledge to support the preparation and implementation of the Finnish chairmanship, the definition of priorities for Finnish Arctic policy and public discussion on the Arctic and its transformation. Finland prepares to take over the chairmanship in an increasingly uncertain environment, especially with regard to the economic and political development of the region. Similarly, the Arctic governance structure is transforming. The tasks of the chairman have changed over time as the Arctic Council itself has evolved and non-Arctic actors increasingly pay attention to the region and the Council. The report investigates the transformation of the Arctic region from various perspectives, including the environment and environmental problems, societal change, political and geopolitical dynamics as well as traditional and new economic prospects. The report also investigates the ways in which regional challenges can be tackled with legal and political means, especially in the Arctic Council. In addition, the report analyses the consequences of the chairmanship for Finland and presents suggestions that could enable a successful chairmanship period.
Avant-garde in Finland is the first book to provide an overarching introduction to avant-garde art by Finnish artists. The articles in the book discuss the application and development of the cultural ideas of the avant-garde in Finnish art from the early 20th century till the present day. The book focusses on the social, political, and artistic characteristics of avant-garde art and their manifestation in Finnish avant-garde literature, visual arts, architecture, fashion, and music. The book shows the remarkable role of women artists in the development of the Finnish avant-garde. Many artists and groups are presented in the book for the first time. At the same time, the articles highlight connections between well-known Finnish artists and international avant-garde movements that have not been recognized in earlier research. A key theme of the book is the tension between the internationality of avant-garde and the nationalist elements of Finnish culture. The book is peer-reviewed, and its authors are eminent senior scholars and younger researchers.
This edited volume discusses multiple job holding as part of Finnish working life. The articles in this book examine this little researched phenomenon through a wide range of empirical data. Based on Statistics Finland's register data, different ways of combining jobs are classified. Interview material sheds light on the conditions for holding multible jobs. A new perspective is provided by the chaos theory of careers.
According to the results of the study, very different paths lead to becoming a multiple job holder. The combination of jobs is influenced by the life path and interests of the individual, as well as by constraints and opportunities available. Motives can also be linked to professional networks, decisions made by immediate family, coincidences or whims.
This book helps to understand the diversity of ways of working. At the same time, it illustrates the challenges faced by those who work multiple jobs as they try to operate within simpler models and categorisations of labour. It is essential reading for anyone interested in the changing nature of work, especially researchers, students and policy-makers.
Siirtymiä ja ajan merkkejä koulutuksessa: Opetussuunnitelmatutkimuksen näkökulmia -teos jatkaa opetussuunnitelmakeskustelua, joka käynnistyi vuonna 2017 julkaistussa ensimmäisessä suomenkielisessä opetussuunnitelmatutkimusta käsittelevässä teoksessa. Teoksen johdantoartikkelin jälkeiset 14 vertaisarvioitua artikkelia jakaantuvat neljään teemakokonaisuuteen, joiden merkittävin yhteinen nimittäjä on huoli saksalais-pohjoiseurooppalaisen Bildung/Didaktiikka -opetussuunnitelmatradition ajautumisesta entistä ahtaammalle oppimisteorioiden jäsentämän, taitoihin ja kompetensseihin rajoittuvan, näennäisesti epäpoliittisen angloamerikkalaisen curriculum-opetussuunnitelmatradition ja sen poliittisen aisaparin, uusliberalismin, puristuksessa. Ensimmäisessä teemassa "Tieto ja sivistys antiikista globaaliin" käsitellään sivistystä ja tietoa suomalaisessa opetussuunnitelmakeskustelussa. Teemassa jäljitetään niitä antiikkiin palautuvia, edelleen ajankohtaisia, historiallisia merkityskerroksia, joita sivistyksen käsitteeseen sisältyy. Toisessa teemassa "Opetussuunnitelmapolitiikan historiallisia ja ajankohtaisia painotuksia" tarkastellaan varhaiskasvatuksen rakenteiden muutosta tehden samalla näkyväksi niitä oletuksia, joita liitämme kasvatukseen ja sen tehtävään yhteiskunnassa. Niin ikään suomalaisen perusopetuksen opetussuunnitelmaprosessit, erityisesti vuoden 2014 opetussuunnitelman perusteiden uudistamisen prosessi sekä paikallistason opetussuunnitelmatyö, ovat käsiteltäviä sisältöjä teoksen toisessa teemassa. Teeman lopussa kyseenalaistetaan historiaan peilaten arkiymmärryksemme siitä, että opetusta on aina suunniteltava tavoitteet edellä. Kolmannessa teemassa "Tiedonaloja ajassa" pohditaan tiedonalalähtöisyyteen perustuvan oppiainejakoisen kokonaisopetuksen yleissivistäviä vaikutuksia, samoin taidekasvatuksen suhdetta kulttuuriin, mediaan ja subjektiin. Lisäksi havainto siitä, miten sekularistisissa kansalaisuustarkasteluissa kansalaisuuden katsomukselliseen perustaan liittyvät kysymykset pyritään sivuuttamaan tai sijoittamaan rajatusti yksilön privaatin elämän alueelle, herättää pohdintaa. Neljännessä teemassa "Korkeakoulupolitiikka muutoksessa" fokus on korkeakoulutusta ja erityisesti yliopistoja koskevassa uusliberalistisessa hallinnassa – siinä, miten kyseinen hallinta puhuttelee yliopistojen tutkija-opettajia tai miten osaamisperustaiset ja työelämäkompetensseja tuottavat opetussuunnitelmat ovat muuttaneet perustavanlaatuisesti käsitystä tiedon olemuksesta populistiseen ja epä-älylliseen suuntaan. Lisäksi neljännessä teemassa esitellään meta-analyysi korkeakoulujen opetussuunnitelmaa koskevien tutkimustekstien taustalla vaikuttavasta opetussuunnitelma-ajattelusta ja -käsityksistä. Teeman lopussa palataan yhden esimerkin välityksellä ammattikorkeakoulun osaamisperustaisen opetussuunnitelman kehittämisen prosessiin. ; This edited book continues the discussion on curriculum, which began in 2017 in the first book on Curriculum Studies in Finnish. The 14 peer-reviewed articles following the introductory article are divided into four thematic sets, the common denominator of which is the concern about the drifting of the comprehensive democratic German and Nordic Bildung / Didactic curriculum tradition into the narrower, competence and skills driven Anglo-American education and curriculum, shaped by the paradoxical alliance of assumedly apolitical instrumental learning theories and neoliberal policy measures. The first theme, "Knowledge and Education from Antiquity to Global", deals with the topics of civilization, education and knowledge in the Finnish curriculum debate. The first article traces back to the antique with the intertwinement of current and historical layers of meanings that are implicated in the modern concepts of civilization and education. In addition, the first theme will open up Spencer's educational thinking and its impact on Finnish curriculum thinking. The space is also given to currently emerging concerns of eco-social education and reactivated issues by global interconnectedness of social and economic justice as educational goals. The theme ends with a critical examination of the Western concept of civilization and modernity related to issues of white supremacy with affiliations of cultural and racial-ethnic superiority. The second theme looks at "The historical and current emphases of Finnish curriculum policy". The first article examines how the theme is reflected in the changing structures of early childhood education. This focus on early education will arguably make more explicit and visible the assumptions we attach to education and its role and goals in globalized society in general. The curriculum processes in Finnish basic education, especially the process of reforming the curriculum in 2014 and the local curriculum work, will also be addressed in the second theme of the book. The last article questions the assumption, often shared by mainstream academic and common sense alike, that curriculum design and teaching planning should always start with objectives. The third theme is "The current issue of disciplinarity in curriculum and teaching". In the first article attention is paid to horizontal integration of school subjects, and to general educational implications predicated on subject-based curriculum and teaching, more generally. The next article deals with conceptual interrelatedness between art education and culture, media, and subjectivity. In the third article, the secularist views on citizenship is scrutinized of the neglect of significant citizenship aspects related to broader worldviews by illusorily positioning them in the sphere of private life out of reach of public interest and debate. The fourth theme, "Higher Education Policy in Change", focuses on neoliberal governance in higher education and universities, first addressing the new ambivalent identities of academic teachers, and how competence, skills and workplace-based curricula have fundamentally altered the concept of knowledge toward an instance of populist de-intellectualization of higher education and neoliberal vocational school. In addition, the fourth theme presents a meta-analysis of the underlying curriculum thinking and conceptions behind research texts on university curricula. Exemplarily, the last article critically unpack the process of developing a skills and competence-based curriculum at the University of Applied Sciences.
Narrative After Postmodernism takes a critical and practical look at the cultural theories of what comes after postmodernism or the postmodern. Alongside contemporary literary authors, the anthology studies diverse contemporary textual phenomena from TV shows to online fan theories and survivalist blogs. The essays compiled in this anthology tentatively apply the theories of the post-postmodern to contemporary texts to see how they might open up for analysis within their new theoretical frameworks or challenge them.The introduction, co-written by all the authors of this volume, introduces the most influential theories of post-postmodernism and contextualizes them within broader intellectual trends of the early 21st Century. The three essays comprising the first part of the volume discuss some of the theories of the postmodern in relation to contemporary works that seem to challenge them. Yet they also strive to clarify and sharpen some of the ideas proposed in the theories of the post-postmodern.The second part of the volume aims to show that it is not only the contemporary texts that move beyond the postmodern – the ways of reading literature and interpreting artworks in different media are also changing. The essays in the second part of the volume inquire about the effects of the contemporary literary culture on the methods of interpretation and ways of reading.
Finnish psychiatric practice has been heavily based on institutionalization, and mental hospitals have played important cultural and historical roles in Finland. Our multidisciplinary research focuses on the bodily, spatial, affective, and multisensory aspects of the memories of patients, relatives, staff, and their children. The memories were collected and archived in the Finnish Literature Society in 2014–2015. These 92 written pieces cover the period from the 1930s to the 2010s. They reflect significant changes in Finnish psychiatry and provide crucial insights into the various meanings of mental hospitals in people's lives, and the social and cultural forces that shape attitudes to and ideas about mental health problems, psychiatric care, and service users today. Drawing on our backgrounds in history, artistic research, and visual, cultural and literary studies, we provide new ways of reading and interpreting the memories and experiences in psychiatry. The study discusses memory, mental hospitals as lived spaces, the history of Finnish psychiatry and the relation between the memories of the different groups of writers. The chapters approach memories from the perspectives of affects and atmospheres, violence and abuse, everyday life at the hospital in the 1930s, feelings of fear and safety in the memories of the children of the staff, and the historically and culturally contingent tensions between hospitals and homes.
For the first time worldwide, this collection brings together analyses of the last two centuries of historical change around the shores and drainage basin of Lake Ladoga, Europe's largest lake. The main focus of the narrative is the Northern Ladoga region, which was a Finnish administrative area between 1812 and 1944. After the Second World War, the entire shoreline of Lake Ladoga was incorporated into the northeast part of Russia's border region, the Autonomous Republic of Karelia and the Leningrad Province. The main theme uniting this collection is how the relationship between humans and nature is shaped by industrialization and modernization in society. Other key issues include protecting nature and perspectives on particular places and times, which are reflected in the methodological and thematic choices made in this volume. The research framework set by the editor, Professor Maria Lähteenmäki, is the new lakefront history (Finn. uusi rantahistoria), focusing on approaches to environmental, economic and sensory history of lakes. To draw broad conclusions, on the one hand, the multilevel changes on the lakefront cannot be understood without knowledge of the history of the wider drainage basin, and awareness of the geopolitics of the region and the climate changes. On the other hand, the human relationship to natural waters has changed significantly in 200 years. Thinking in terms of economic benefit has gradually given way to principles of sustainable development. Lake Ladoga is also being redefined from a spatial perspective, as nationalist ownership of the region is coupled with global concern about the state of Europe's largest lake.
Työyhteisösovittelu on tuore ja vähän tutkittu sovittelun osa-alue, joka ottaa oppia rikos- ja koulusovittelun tuloksellisista kokemuksista. Kilpailu- ja suoriteyhteiskunnan kielteisten ilmiöiden vastapainoksi tarvitaan hyvinvointia edistäviä välineitä, toivon näkökulmaa ja uskoa ihmisyyteen. Tutkimuksessa kuvataan työyhteisösovittelun mallin muodostuminen kuntatyöyhteisössä ja työyhteisösovitteluun osallistuneiden kokemuksia työyhteisösovittelusta ristiriita- ja ongelmatilanteiden ratkaisumenetelmänä. Työyhteisösovittelua lähestytään postmodernin organisaatioajattelun ja tulkinnallisen paradigman näkökulmasta kvalitatiivisella tutkimusotteella. Tutkimuksen aineistona on kuusamolaisen työyhteisösovitteluhankkeen ohjausryhmässä sekä hankkeen tiedotus- ja koulutustilaisuuksissa käydyt keskustelut, jotka katsotaan narraatioiksi. Saatua aineistoa täydennetään haastattelemalla työyhteisösovitteluun osallistuneita narraatiossa syntyneiden teemojen pohjalta. Tutkimusaineisto analysoidaan käyttäen narratiivista ja sisällön analyysiä. Tutkimuksen päätuloksena esitetään työyhteisösovittelun malli kuntatyöyhteisössä liittäen sen organisaatioteoreettisen ajattelun kehittymiseen modernista postmodernin moniäänisyyteen. Parhaimmillaan työyhteisön destruktiivinen ristiriita muuttuu konstruktiiviseksi dialogiksi työyhteisösovittelun keinoin. Fasilitaattorina toimiva sovittelija voi arvostavana kuuntelijana tukea niiden äänien vahvistumista, joilla henkilöt eheyttäen koostavat yhteistä todellisuuttaan. Työyhteisösovittelun jatkuvuus turvataan työsuojelun ja työterveyshuollon organisaatioiden koordinointivastuun myötä. Saadun tiedon avulla lisätään työhyvinvointia ja sitä kautta työn tuottavuutta, tuloksellisuutta ja vaikuttavuutta. Lisää hallintotieteellistä tutkimusta tarvitaan työyhteisösovittelun mallin ja periaatteiden toimivuudesta ja yleistettävyydestä monenlaisissa organisaatioissa, kuten myös työyhteisösovittelun tuotteistamisen mahdollisuudesta Britannian ja USA:n tapaan. ; Workplace mediation is a fresh and less studied part of mediation. The excellent results of crime and school mediation is encouragment to move towards this type of mediation in regards to workplace conflicts. As a counterbalance for the disadvantages of the competative society we live in, a balance of wellbeing, hope and trust among peers is needed. The purpose of this study is to describe how the model of workplace mediation is formed in a municipality workplace and how the people taking part in this mediation, experience it as a dispute resolution model. Workplace mediation is approached from the aspect of postmodern organization theory with qualitative research method. The empirical evidence for this study is collected from the discussions within guidance group meetings and also complemented with interviews from participants of the workplace mediation meetings. The collected evidence was analyzed by narrative and content analysis. The main result of this study is itself the model of the workplace mediation in municipal workplaces connecting it to the development of the organization theory from modern to postmodern diversity. The most encouraging result of the mediation is that the destructive conflict then turns into constructive dialogue with the help of the facilitative mediators present. Respecting listener can reinforce those voices the participants use to build their common reality. Workplace mediation is seen as a possible dispute resolution method within the workplace environment. The results of this study within the workplace wellbeing and results of the work can be approved. Further research would be beneficial in finding out if these same results can be achieved within other organizations. As well the possibility to make business of workplace mediation would be interesting.

The edited volume Archives and the Cultural Heritage focuses on archives as institutions and to their tense relationship with archives as material. These dynamics are discussed in respect of the past, the present, and the future. The focus lies in the mechanisms the Finnish archive institutions have utilised when taking part in forming the cultural heritage and in debating the importance of the private archives in society. Within social sciences and history from the early 1990s onwards, the effects of globalisation have been seen as a new focal point for research. Momentarily, the archives saw the same paradigm shift as the focus of the archival studies proceeded from state to society. This brought forth the notion that the values of society are reflected in the acquisition of archival material. This archival turn draws attention to the archives as entities formed by cultural practices. The volume discusses cultural heritage within Finnish archives with diverse perspectives and from various time periods. The key concepts are cultural heritage and archives – both as institution and as material. Articles review the formation of archival collections spanning from the 19th to the 21st century and highlight that the archives have never been neutral or objective actors; rather, they have always been an active process of remembering and forgetting, a matter of inclusion and exclusion. The focus is on private archives and on the choices that guided the creation of the archives and the cultural perceptions and power structures associated with them. Although private archives have considerable social and research value, and although their material complements the picture of society provided by documentary data produced by public administrations, they have only risen to the theoretical discussions in the 21st century. The authors consider what has happened before the material ends up in the archive, what happens in the archive and what can be deduced from this. It shows how archival solutions manifest themselves, how they have influenced research and how they still affect it. One of the key questions is whose past has been preserved and whose is deemed worthy of preservation. Under what conditions have the permanently preserved documents been selected and how can they be accessed? In addition, the volume pays attention to whose documents have been ignored or forgotten, as well as to the networks and power of the individuals within the archival institution and to the politics of memory. The Archives and the Cultural Heritage is an opening to a discussion on the mechanisms, practices and goals of Finnish archival activities. It challenges archival organisations to reflect on their own operating models and to make visible their own conscious or unconscious choices. It raises awareness of the formation of the Finnish documentary cultural heritage, produces new information about private archives and participates in the scientific debate on the changing significance of archives in society. The great change in European relations with Russia took place in 1478 when Muscovy replaced the trading Republic of Novgorod as a neighbor of Sweden, Livonia and Lithuania. Western Europe was since that year bordering to a bellicose great power with large resources causing dread. The feelings of dread caused by Russia with Czars like Ivan the Terrible became a standing theme in printed matter as well as politics and the image of Russia became very much similar to the image of Turkey, which threatened Europe from South-East. Various, usually rather negative, stereotype expressions characterized the vocabulary of the 16th century. The Peace of Stolbova in 1617 started a period of successive change. The era of Sweden as a Great Power led to growing knowledge about Russia in almost every respect, but it was still based on the already accepted stereotypes. They started, however, typically to seem more diluted and thin with time. The image of Russia as a threat was to a growing extent replaced by an image of a possibility. The perhaps most remarkable but rather unoriginal printed Swedish description of Russia of the era was Regni Muschovotici Sciographia, published by Petrus Petrejus. At the final stage of Sweden's era as a great power there was a substantial widening but also polarization of the information on Russia. The Russian reform process during Tsar Peter I also began to influence the minds after the turn of the century in 1700. One of the principal describers of this process was Lars Johan Malm (Ehrenmalm), whose large manuscript about the power of the Russian Empire of that time, Några Anmärkningar Angående det Ryska Rijkets Nuvarande Macht from 1714, never reached the printers due to intervention from censors.
Kunnat ovat suuren muutoksen keskellä. Kuntarakenneuudistus sekä sosiaali- ja terveydenhuollon palvelurakenneuudistus tulevat muuttamaan kuntien hallintoa merkittävästi. Kari Hakarin tutkimus tarkastelee yhden suuren kaupungin hallinnonuudistusta uuden julkisen hallinnan teorian näkökulmasta. Uusi julkinen hallinta on kunnallishallinnon uudistamisen kolmas vaihe, joka on kehittynyt perinteisestä julkishallinnosta ja tätä seuranneesta uudesta julkisjohtamisesta. Tutkimuksen tavoitteena on arvioida, onko uudesta julkisesta hallinnasta kuntien hallinnonuudistusten uudeksi suunnaksi. Tutkimuksella tuetaan myös kuntien käytännön kehittämistoimintaa. Tutkimuskohteena on Tampereen kaupungin toteuttama kokonaisvaltainen toimintamallin uudistus. Uudistus muodostuu kolmesta osasta: pormestarijärjestelmästä, tilaaja–tuottaja-mallista sekä asiakaslähtöisestä prosessiajattelusta. Tutkimustulokset osoittavat, että Tampereen muutosprosessi toteuttaa varsin hyvin uuden julkisen hallinnan mukaista ajattelua. Se ei kuitenkaan edusta tätä moderneimmillaan, vaan perustuu vahvasti sekä byrokraattisen organisaation rakenteisiin että uuden julkisjohtamisen mukaiseen markkinoistumisen tavoitteeseen. Näyttää siltä, että Tampereenkin toimintamalli kaipaa päivittämistä, jotta se pystyy vastaamaan paremmin tulevaisuuden haasteisiin. Moderni uuden julkisen hallinnan kokonaisuus kuntien hallinnon kehittämisen näkökulmasta muodostuu 1) avoimesta kumppanuudesta asukkaiden, palvelutuottajien ja muiden sidosryhmien kanssa, 2) paikallisuuden ja yhteisöllisyyden korostamisesta, 3) monimuotoisesta suorasta ja edustuksellisesta demokratiasta, 4) asiakaslähtöisestä palvelujen kehittämisestä, 5) tulosperusteisesta palveluiden hankinnasta sekä 6) monimuotoisesta palvelutuotannosta. Muutos vallankäytössä on yksi uuden julkisen hallinnan ominaispiirre. Kunnan johtaminen edellyttää monimutkaistuvassa yhteiskunnassa uusia välineitä ja toimintatapoja. Tutkimuksen mukaan moderni kunnan johtaminen perustuu onnistuneelle yhdistelmälle pehmeää ja kovaa valtaa. Tutkimuksen mukaan uusi julkinen hallinta voi kehittyä kuntien hallinnonuudistusten perustaksi. Tätä tukee se, että uudessa julkisessa hallinnassa kehittämisperiaatteet muodostavat loogisen kokonaisuuden, jota voidaan käytännössä toteuttaa monin välinein erilaisissa tilanteissa. Lisäksi on olemassa ilmeinen tarve yhteiselle visiolle, jotta välttämättä edessä oleva kuntien hallinnonuudistus pystytään toteuttamaan. Uudet, isot reformit tarvitsevat aina mallin, johon muutos voidaan perustaa. Uuden julkisen hallinnan kehittymistä tukee myös se, että hallinnon kehittämisen käytännön toteutukset sekä kansainvälisesti että Suomessa toteuttavat jo monella tavoin uuden julkisen hallinnan mukaisia hallinnonuudistuksen kehityssuuntia. Tutkimus tuo uutta tietoa uuden julkisen hallinnan käytännön toteutuksesta suuressa suomalaisessa kaupungissa. Se näyttää myös suuntaa kuntien kehittämistyölle yhdistäen käytäntöä ja teoriaa ja tuo näin tietoa sekä käytännön kuntien kehittämistehtävissä toimiville että tutkijoille. Tampereen toimintamallin päivittämiselle se tarjoaa päämäärän, jota kohti edetä. ; The subject of this dissertation is the new public governance from the perspective of the local government management reforms. The research question is: how is the new public governance reflected in local government reforms? The research ques-tion will be examined from the perspectives of theory, practice and power relations. The empirical object of the study is the management reform of the City of Tampere, Finland. The reform includes three parts: the mayoral system, the purchaser-provider model and the customer-oriented process organization. The study also aims at the development of municipal operations, and presents new public governance as a comprehensive "theory of practice", which combines theory and practice and allows municipalities to find perspectives, tools and a theoretical framework for their management reforms. The study consists of four separate published sub-studies and this summary. The first sub-study deals with the theory of new public governance within the framework of the management reform of the City of Tampere. The second and third sub-studies are concerned with a variety of practical implementations of new public governance in the City of Tampere management reform. The fourth sub-project addresses power relations. In this summary the results are presented from the perspective of a management model, networked service development and the change in the exercise of power. Questionnaires were the empirical basis of the first two sub-studies, the third examined written documents and used interviews with experts and fourth sub-study relied on theme interviews with directors. New public governance (NPG) represents the third wave of the management re-forms evolving from a traditional public administration, and that following the new public management. An essential feature of the new public governance is that it does not completely reject earlier administrative reforms, but rather complements them with new solutions. NPG is based on the view that the public administration is no longer able alone to control society, but the success of governance is based on the partnership with the private and third sectors as well as with the citizens. Within the framework of new public governance one can, at least to some extent, identify three distinct trends. The differences between the trends are mainly in emphasis placed on various matters. Discussion of the new public governance started in network governance. Next, the new public governance was discussed from the perspective of democratic decision-making and public participation. The third emphasis seems to be on the new public governance as a development of customer-focused services and co-production. The results show that the process of change of the City of Tampere can be imple-mented quite well within the new public governance paradigm. At the beginning of the process the new public management was a decided basis of the reform. In the phases of preparation and implementation constraints and international experiences of weaknesses were perceived in the new public management model. On the basis of this, the management model has been developed further so that issues of new public governance such as local democracy, participation, networks and transparency of government have become stronger. The management model of Tampere does not, however, represent the new public governance in its modern form. The Tampere model is built on a basis of democracy and regulation of traditional public administration as well as the quasi-markets of the new public management. The modern new public governance reform seems to be moving especially towards a customer-oriented service development. According to this study the change in the use of power seems to be one of the characteristics of society's growing complexity and new public governance. There is a need for new instruments for leadership and in the exercise of power in an in-creasingly complex society. The modern municipal leadership is based on a suc-cessful combination of soft and hard power. The growth of new public governance as the next paradigm of management re-forms can be justified from three different perspectives. First, the new public gov-ernance is a logical entity. It brings together coherent principles of management reform, which can be implemented in practice by a variety of techniques in different situations. Second, there is an obvious need for a common vision for local gov-ernment reforms. New, large-scale reforms always need a new paradigm in which a change can be set up. There is a need for a common vision for the municipalities and their functions in order to implement local government reform. The new public governance could be the entirety that can show the way for the necessary man-agement reform of municipalities in Finland. Third, the practical implementations of management reforms both internationally and in Finland are already realizing the trends of management reform of new public governance in a number of ways.
Turkey first applied for EU membership in 1987 and started negotiations for full membership in October 2005 after lengthy and challenging negotiations between EU member states. This master's thesis attempts to examine the relationship between the negotiations for EU membership that are going on between Turkey and the EU Commission and the public discussion on the subject. The research material consists of selected posts on the Financial Times discussion forum and the Acquis communautaire and Copenhagen criteria. By comparing the research material this thesis attempts to investigate if the public deliberation and official negotiations focus on the same issues and requirements for membership. The theoretical background for this analysis is deliberative democracy, according to which public debate should be a prerequisite for agenda setting and decision making. The findings of the thesis reveal that the public discussion does touch on the acquis communautaire and Copenhagen criteria to some degree, but the public is also concerned with non-acquis issues such as the culture and history. A unique feature of the accession negotiations is also the amount of commentary from heads of state regarding the negotiations, which was also noted in the research material. In the light of deliberative democratic theory it can be noted that the public may take part in the discussion over Turkey's membership, but it has little or no chances of setting the agenda for the negotiations.
