The main aim is to introduce possibilities of digital code and to check out if Lithuanian society is already ready for to accept e-culture as one more alternative in their lives. It is very important to stress the meaning of the Cultural production in a new way of Economy that is based on a creative branch. So this is a reason why reader is introduced to the technique of Cultures' planning in a first chapter. Cultural organizations have long been protected from the harsh realities of the marketplace by relying on wealthy patrons or public subsidies. But as these sources of finance become scarcer they now find that they have to compete for an audience. Some have adjusted to this new reality, but many have not. Cultural planning in a context of knowledge society is the process of aligning cultural activities and organizations in a given area - usually geographic - in a way that helps to ensure they are mutually supportive and contribute effectively to other specific social, political or economic ambitions - such as encouraging social inclusion or attracting tourists or investors to an area. There is a wide range of contexts in which planning takes place, from the legislatively mandated (currently the case in the United Kingdom) to the predominately voluntary (as in the United States). There are also many ways of going about planning, many stumbling blocks between good intentions and effective policies, and many a well-considered and viable policy that goes unimplemented. Challenges for e-culture are visible with regard to fragmentation, multilingualism, re-usability if content, configuration of knowledge realms and suitable application levels that effectively relate to users' and heritage institutions' demands It is also introducing three investigations accomplished by thesis writer as well by State Institutions in a field of Cultural innovations and reclaims of Culture Users. The paper examines a polemic that rose after the publishing of Vytautas Kubilius' book 20th Century Literature in 1995: the main topics, forms, and development; the positions and professional, institutional, and generation dependence of its participants, their arguments and rhetoric. The number and fervour of reviews was evidence of the importance and influence attached to Kubilius' work, but at the same time it highlighted different approaches to literature (an artistic composition or a social phenomenon performing aesthetic, social and political functions), its historic process (homogeneous or multiplex), expectations of literary studies (uncompromisingly objective or subjective, Soviet vs Western, with priorities given to aesthetics or attention to social functions). The polemic displayed a particular sensitivity to various interpretations of Lithuanian literature of the Soviet period and the problematic place of the post-Soviet critic. The paper also considers the way the history of literature written by Kubilius could be read and interpreted after a decade of its publications, especially the possibility of a different estimation of his attention to historical contexts and ideological aspects in the perspective of contemporary literary studies.

Noted for his Christian stance and opposition to political oppression, his refusal to appease the censors, Gutauskas worked as an authentic creator in the field of Lithuanian literature during the Soviet period, with his work being favourably received by the critics. A film based on his famous novel A Wolf Tooth Necklace and with the same title was made in 1997. Even though Gutauskas's critical reception and other factors contributing to his prestige (for example, prizes, the sale of his paintings) are not markedly different from those of other artists who were more readily 'sanctified' or canonized, he did not become a representative figure of his generation, neither as a poet nor as a prose writer did he become firmly represented in Lithuanian language and literature school programmes, nor was his work put on permanent display in the National Art Gallery. This is why in this article, using Pierre Bourdieu's theory of the sociology of literature, separating out Gutauskas's main roles – Gutauskas as poet, Gutauskas as artist, Gutauskas as prose writer – consideration is given as to how Gutauskas's specific, ambivalent position was formed, as to how the positions taken in the fields of art and literature interact, what effect the labels pinned on him by critics, such as 'a dual / double / multi-faceted talent', 'an artist who also writes', could have had on the reception of Gutauskas's work.

Knowledge economy is becoming the most important factor conditioning the economy evolution of developing countries, and the industries susceptible to information as well as the evolution of information technologies are an essential condition in country's advancement, prosperity and wellbeing. In order to implement these priorities purposeful governmental effort and political willpower are needed. The topic I have chosen for my MA paper is a topical one, because the future of European Union is associated with the creation of the knowledge based society and knowledge based economy. The object of the MA work is Lisbon's strategy in knowledge economy. The main purpose of the work is to find out if Lisbon's knowledge occupation encouragement, enterprise and education goals are suitable to the conditions of knowledge economy. To implement the goal of the MA work the following main tasks were proposed: 1. To reveal the peculiarities of strategic management in knowledge economy. 2. To discuss Lisbon's strategy, its structure, the goals and the segments of occupation, enterprise and education in knowledge economy aspects. 3. To analyze the chosen Lisbon's strategy segments on the level of purposes and goals and to make a conclusion if these purposes and goals correspond to knowledge economy's strategic characteristics. Trying to achieve the goals and purposes of this work I had to follow these MA work's methods: the quantitative scientific publications' analysis, the comparative method, and the model of industrial and knowledge economy. Having analyzed the purposes of enterprise and education according to the model of industrial and knowledge economy in Lisbon's strategy, we can make a conclusion that only a part of goals fully meet the knowledge economy's strategic criteria. Since the majority of goals meet the industrial economy's criteria, we can make a conclusion that we are still living in the industrial era where labor force, material resources and the financial capital remain to be the most important, whereas in the knowledge economy the most important are knowledge and intellectual capital, innovations, innovative products, ideas, and capability to realize them.

This master's final paper formulates tendencies and perspectives of knowledge based economy in science works and researches of Lithuania's and foreign scientists. There were made the definition, analyzing the statistical data of Lithuanian knowledge in the context of European Union, associated with economic and social acceptability, innovation policy and innovative business development and involvement of information and communication technologies. Combining quantitative and qualitative methods, there were made SWOT analysis of Lithuanian knowledge-based economy system and conceptualized the set of incentives of knowledge-based economy in Lithuania.

The term discusses the process of national economies integrated into global economy. First of all, globalization is characterized as a measure of internationalization. Competence means a complex action system, which takes in knowledge, knowledge abilities, strategies, as well as emotions and attitudes in effective governance of the competencies. Modern social life appeals not by traditions, but by changeable, creatable and renewed reflective knowledge. All social actions are analyzed all the time and modified when its needed by information and knowledge we get. There's a question, which knowledge is necessary in organization and which ones are even harmful? A competence is the ability to meet a complex demand successfully or carry out a complex activity or task. The problem is in defining and selecting key competencies, which draws into power relations, political decisions, national cultures or practical considerations. The relationship between the individual and society is dialectic and dynamic one as well as the content of a competence, which creates the most important value. The main questions in the article, which is part of doctoral thesis, are: what could I define as a competence, key competence for individual and how do employees evaluate their competencies in aspects of technology, novation, responsibility, life long learning and motivation?
