In spite of its ironic posture, Christian Kracht's novel Imperium (2012) contains a serious criticism of civilization, which is illustrated along the protagonist August Engelhardt. Through the fictionalization of this historical character, the novel critically reflects German colonialism, but also the "German madness" (Setz 2015: 155). This way, Imperium highlights the dialectical dimensions of culture as well as of colonialism and thus calls for a postcolonial reading. The aim of this study is to work out that Kracht's novel Imperium by means of the fictionalization of the historical figure August Engelhardt offers a postcolonial perspective on the colonial as well as totalitarian ambitions of the Wilhelminian Era. This perspective is intensified through a critical view in sense of the cultural criticism that was developed by Horkheimer and Adorno in the Dialectic of Enlightenment (2006). Doing so, the novel presents the inhuman dimensions of unilateral concepts in a remarkable way. After mapping out the theoretical foundation of the study in the context of Postcolonial German Studies and outlining of the interrelations of cultural criticism and postcolonial approaches, I will investigate the critical dimension of the novel with regard to the progress optimism as well to the German colonial expansion politics at the end of the 19th and the beginning of the 20th century. Thereby, I will concentrate on the ambivalent protagonist August Engelhardt and his strange philosophical ideas, which celebrate the coconut as a sacred fruit. Based on the regression of the protagonist, the subversions of the colonial discourse will be explored with respect to the arguments of Horkheimer and Adorno.

The main aim is to contribute to an understanding of "actor constellations" within the complex field of transnational memory politics. In doing so, the book critically reflects on the postcolonial situation, raising some urgent questions: where is the space of the affected communities in this transnational memory politics? Do the descendants of the genocide victims actually have a voice in these bilateral talks? The book thus successfully brings together several sites and motives of this postcolonial (memory) conflict in an account of the difficulties and continuing injustices in "transnational communication over a dire past" (p. 10).
Europa ist, so verstanden, dass eine Stimme den Anspruch erhebt, für alle fünfundzwanzig zu sprechen, selbst für den vermeintlichen Europäer etwas Neues. Verständlicherweise herrscht bei den Außenstehenden mit dem Blick nach Europa hinein eher Unverständnis und Konfusion. Folglich bleibt das Verständnis des neuen Europas bei Nicht-Europäern vage, widersprüchlich und fragwürdig, begleitet von einem besorgten Unterton. In diesem Artikel werden, schwerpunktmäßig aus der Sicht Indiens, die Ursprünge der Diskrepanz zwischen der Wahrnehmung Europas von innen heraus und der Wahrnehmung von außen her von den im Zeitalter des Kolonialismus geprägten Kategorien des "rationalen Ich" und des "irrationalen Anderen" abgeleitet. Ausgehend von den englischen, französischen und deutschen Genealogien dieser grundlegenden Dichotomie wird in diesem Beitrag aufgezeigt, wie diese Kategorien von Hegemonie und Unterwerfung im Kontext ihrer post-koloniale Praxis Stück für Stück gestutzt wurden. Die Analyse weist auf das Potential für einen reflexiven Diskurs-Modus hin, der auf die natürliche Affinität zwischen Indien und dem neuen Europa zurückgreifen und auf diese Weise die ontologische Basis für einen geeigneten Diskurs und geeignete Institutionen in einer multipolaren Welt schaffen könnte.
Using a novel method to measure racism at the individual and country level, we show, our measure of racism has a strong negative and significant impact on economic development, quality of institutions, education and social capital. We test different hypotheses concerning the origin of racism and its channels of impact to establish causality. We find racism is not correlated with measures for the coexistence of different racial or ethnic groups or ethnically- motivated conflicts. Importantly, we show, for former colonies, racism is strongly correlated with the presence of extractive institutions during colonial times, even after controlling for current institutions, GDP per capita and education. We argue, extractive colonial institutions not only had a negative impact on the political and economic institutions but also shaped the cultural values of the population. We claim colonial powers instilled racism among the population of their colonies in order to weaken their ability for collective action.
The study addresses some important issues concerning the decolonization of Rwanda as reflected mostly in Belgian archival documents. Its main aim is to analyze the polarizing ethno-political atmosphere which resulted from completely failed policy of "racial" division of natives in Rwanda into fixed categories of "Hutu" and "Tutsi". It deals with the process of artificial ethnic categorization and its materialization in the political struggle in the last years of Belgian colonial rule which were, retrospectively, probably the most crucial and turbulent in Rwandan modern history, especially when it comes to the genocide in 1994. Proclamation of Rwandan independence in 1962, victory of the Hutu political parties in autumn of 1961, and ambivalent attitude of the Belgian administration toward increasing tensions presented the first major threat to the cohabitation of the Hutu and Tutsi in Rwanda, which still remains one of the most tangible examples of the negative effects of the European colonialism, and the quick, unprepared, chaotic, and desperately underestimated decolonization which, in many other cases, led to deep political crises in Africa.
This thesis examines the spread and promotion of English on a global level, from a historical perspective in particular 'Third World' contexts. The globalization of English as an exclusive language of power is considered to be a trap, when accompanied by an ideology aiming to universalize monolingual and monocultural norms and standards. World-wide English diffusion is related - not to any mystical effects of some psycho-social mechanisms or transmuting alchemy - but to a global rise of military, political, economic, communicational and cultural Euro-American hegemony. The fact that the English language has become perhaps the primary medium of social control and power has not been given a prominent place in the analyses of established social scientists or political planners. On the contrary, the positively idealized dominance of English as a universal medium has become part of a collection of myths seeking to deny the global reality of multilingualism. Not allowing for the existence of any power besides itself, the perpetuation of this hegemony of English within a multilingual scenario has become a contradiction in terms. Centuries of colonialism, followed by neo-colonialism, are seen to have resulted in a world-wide consensus favouring centralization and homogenization of state and world economies, administrations, language, education and mass media systems, as prerequisites to local and global unity. The particular case of India as encountered by a colonizing Britain is used to illustrate the historical clash between differing language and educational traditions and cultures. It was on the strength of their own predominantly positive attitudes towards diversity - encoded in their promotion of complex social and religious philosophies, as well as varied economic and educational practices of pluralism and hierarchy-without-imposition, unity in diversity, etc. - that the people and their leaders finally achieved Indian independence from British colonialism. Contemporary Indian society, however, is still grappling with the legacy of a Eurocentric civilizational model - encoded in the neo-colonial system of English education - and in conflict with its own positively idealized and actively promoted traditions of pluralism. On national and international levels, the destabilization and destruction of diversity continues to threaten more than the linguistic and cultural uniqueness of numerous communities and individuals. For those majorities and minorities who refuse to give up their 'differences', political, economic and physical survival is at stake. A paradoxical reality, seldom acknowledged, is that while for the politically and economically already powerful language groups, the enormous resources spent on formal (language) education have become a means to maintain their material and political capital, whereas for the majority of modern societies' marginalized members, powerful linguistic barriers to full economic or political participation remain firmly in place. The justifications for perpetuating exclusionary policies and sustaining structural inequality have come from monocultural ideological assumptions in education and language policies as one of the key mechanisms for state control of labour. This thesis concludes that the trap of an ideologically exclusive status for English can be avoided by theoretically positivizing and institutionally promoting existing multilingual and multicultural peoples' realities as an integral part of their human rights, in order to resist global Englishization. ; Diese Dissertation ist eine kritische Untersuchung der globalen Ausbreitung der englischen Sprache sowie eine Analyse ihrer dominanten Position in bestimmten Kontexten der 'Dritten Welt'1. Die Globalisierung der englischen Sprache als exklusives hegemoniales Medium wird als Falle betrachtet, wenn sie mit einer eurozentristischen Ideologie (Amin 1989) verbunden ist, die aus einem politischen und kulturellen System besteht, das beabsichtigt, seine eigenen monolingualen und monokulturellen Normen zu universalisieren. Zum gegenwärtigen Zeitpunkt ist die positiv idealisierte universelle Verbreitung und Vorreiterstellung der englischen Sprache Teil einer Sammlung von Mythen geworden, die die globale Existenz der Mehrsprachigkeit verleugnen. Eine weitere Destabilisierung pluralistischer Sprachen und (politischer und kultureller) Wissensstrukturen könnte in der völligen Zerstörung der Vielfalt enden. Um diesen mächtigen Tendenzen entgegenzuwirken und um der universellen Sprache Englisch als Falle zu entgehen, ist mehr erforderlich als eine bloße Anerkennung der Mehrsprachigkeit. Nur eine aktive Ermächtigung und Förderung sowie der alltägliche Gebrauch einer Vielfalt von globalen und lokalen (machtlosen) Sprachen, Kulturen, Traditionen und Praktiken auf allen Ebenen der Administration, Bildung und im akademischen Diskurs kann ihr Überleben sichern. Der spezifische Fall Indiens in seiner Begegnung mit einem kolonialen England wird benutzt, um den historischen Konflikt zweier Zivilisationen aufzuzeichnen, die in radikal unterschiedlichen Sprachtraditionen im Bereich der Bildung, der Administration, der Justiz und der mündlich und schriftlich überlieferten Literatur verwurzelt sind. Die überwiegend positiven Einstellungen der Menschen und ihrer Herrscher des indischen Subkontinents gegenüber dem Pluralismus beweisen, daß eine kulturell und philosophisch vereinte Gesellschaft, die einen linguistischen und sozialen Pluralismus praktiziert, möglich ist. Die Beispiele politischer und kultureller Zentralisierungstendenzen im frühmodernen Europa, die in gesellschaftlichen Umstrukturierungen auf nationaler und homogenisierender Basis mündeten, dienen als Beispiele des Triumphs hauptsächlich negativer Einstellungen gegenüber der Heterogenität. Diese beiden gegensätzlichen Einstellungen der Kolonisatoren und der Kolonisierten haben die Rolle und den Status des Englischen als koloniale und postkoloniale Sprache tief beeinflußt, und das nicht nur auf dem indischen Subkontinent. Im Kontext eines modernen, unabhängigen Landes, wie Indien es ist, behält das Englische weiterhin seinen Stellenwert auf den höheren Ebenen der Bildung, des akademischen Diskurses und der Verwaltungsstrukturen. Die Gleichberechtigung der Sprachen im Bildungswesen, in der Administration und in der Justiz sowie in anderen wichtigen Bereichen des öffentlichen Lebens setzt die Beteiligung aller Mitglieder (Individuen und Gemeinschaften) einer (pluralistischen) Gesellschaft voraus. Eine solche Gleichberechtigung bedarf ebenfalls einer Debatte über Vor- und Nachteile, Theorien und Praktiken präkolonialer, kolonialer und moderner (offener und verdeckter) Sprachplanung. Diese Dissertation kommt zu dem Ergebnis, daß der exklusive Status des Englischen als Falle durch ein theoretisch-positives Entgegensetzen der mehrsprachigen und multikulturellen Realitäten umgangen werden kann. Diverse Gemeinschaften zusammen mit ihren diversen Sprachen auf unterschiedlichen politischen, wirtschaftlichen und kulturellen Ebenen zu fördern und als einen integralen Teil der Menschenrechte anzusehen, mag die einzige Möglichkeit sein, der globalen Anglisierung zu widerstehen.
During the second half of the 19th century, extended regions of the South Pacific came to be part of the German colonial empire. The colonial administration included repeated and diverse efforts to implement German as the official language in several settings (administration, government, education) in the colonial areas. Due to unfamiliar sociological and linguistic conditions, to competition with English as a(nother) prestigious colonizer language, and to the short time-span of the German colonial rule, these efforts rendered only little language-related effect. Nevertheless, some linguistic traces remained, and these seem to reflect in what areas language implementation was organized most thoroughly. The study combines two directions of investigation: First, taking a historical approach, legal and otherwise official documents and information are considered in order to understand how the implementation process was planned and (intended to be) carried out. Second, from a linguistic perspective, documented lexical borrowings and other traces of linguis tic contact are identified that can corroborate the historical findings by reflecting a greater effect of contact in such areas where the implementation of German was carried out most strictly. The goal of this paper is, firstly, to trace the political and missionary activities in language planning with regard to German in the colonial Pacific, rather similar to a modem language policy scenario when a new code of prestige or national unity is implemented. Secondly, these activities are evaluated in the face of the outcome that can be observed, in the historical practice as well as in long-term effects of language contact up until today.
In settlement colonies, the economic systems, infrastructure and development projects of the settlers exclusively served their own needs. The disastrous outcomes of this discrimination became apparent in the post-colonial era particularly as regards education. In Algeria under French rule (1930-1962) education was almost exclusively reserved to French and other European settlers and as a consequence only ten per cent of Muslim Algerians were literate at independence. While the majority of the settlers left Algeria in 1962, the infrastructure remained. This paper exploits substantial regional variations in the non-Muslims proportion of the population on the eve of the war of independence (1954) in Algeria to evaluate the long term impact of colonial discrimination in public goods allocation on education levels. Using an instrumental variables approach to correct for endogeneous sorting of settlers and natives into regions my results indicate that settlement regions, which inherited a larger stock of infrastructure per capita at independence, have persistently higher literacy rates relative to extractive regions. However, these disparities tend to vanish over time probably as a result of the massive funds allocated to the education sector by the successive governments in the post-independence era.

The Rhenish Mission Society, a German Protestant mission, was active in a small part of northern New Guinea, the Astrolabe Bay, between 1887 and 1932. Up until 1914, this region was under German colonial rule. The German dominance was also reflected in rules on language use in official contexts such as schools and administration. Missionaries were strongly affected by such rules as their most important tool in mission work was language. In addition, they were also responsible for school education as most schools in the German colonial areas in the Pacific were mission-run. Thus, mission societies had to make decisions about what languages to use, considering their own needs, their ideological convictions, and the colonial government's requirements. These considerations were framed by the complex setting of New Guinea's language wealth where several hundred languages were, and still are, spoken. This paper investigates a small set of original documents from the Rhenish Mission Society to trace what steps were taken and what considerations played a major role in the process of agreeing on a suitable means of communication with the people the missionaries wanted to reach, thereby touching upon topics such as language attitudes, language policies and politics, practical considerations of language learning and language spread, and colonial actions impacting local language ecologies.
