Since the end of the Cold War, we can observe in Africa the rise of armed interventions perpetrated not by superpowers or ex-colonial powers, but by powerful African states. This new interventionism, which reemploys the use of force as a modality of foreign policy underlines the changes in Africa's insertion within the international system and within interstate relations, and provokes reflection upon the current redenfinition of the conditions of power south of the Sahara. Am Beispiel Algerien überprüft der Beitrag verschiedene Thesen der Weltbank-Forscher Collier/Hoeffler zum Ausbruch, zur Fortdauer und Beendigung von Bürgerkriegen. Die Autorin findet mehrere Thesen nicht bestätigt: so liegt der Ort des Aufstandes außerhalb der reichen Erdölregion in der Sahara, die Auseinandersetzungen haben eher städtischen Charakter, die Religion spielt bei der Fortdauer der Gewalt nur eine marginale Rolle, die "ethnische Variable" hat bei der Aufrechterhaltung des Konflikts eine untergeordnete Bedeutung. Die Autorin rückt die Rolle des Erdöls beim Ausbruch und der Aufrechterhaltung des Konflikts in den Blick. Sie schließt, dass die Auseinandersetzungen auf niedrigem Niveau andauern, weil die Protagonisten von ihm enorm profitieren. (DÜI-Sbd)

The hopes born of the Senegalese elections of March 2000 did not quell the conflict in Casamance. Taking advantage of the favorable regional and international contexts, and the undermining tactics of the outgoing regime, president Wade upset the fragile status quo that reigned in Casamance. After a time of uncertainty, he has gained the advantage. However, the military solution is still impossible; negotiations are marred by the weaknesses of the separatist movement, which also encourages the criminalization of combatants. (Polit afr/DÜI)

This article reflects upon the formulation and content of Britain's Africa policy since New Labour assumed office in 1997. It starts by analysing the different actors involved in making Britain's Africa policy before examining how successfully New Labour has met its three stated objectives of promoting peace, prosperity and democracy on the continent.
