Analysiert wird die amerikanische Außenpolitik gegenüber der UdSSR. Die Bush-Regierung hat ihr positives Verhältnis in Bezug auf die Reformpolitik der UdSSR demonstriert. Positionen Moskaus gegenüber der Wiedervereinigung Deutschlands und dem Konflikt zwischen Irak und Kuwait trugen viel zum gegenseitigen politischen Verständnis bei. Die Besetzung Kuwaits durch den Irak führt zu einer Gefahr der militärischen Eskalation. Irak gerät in eine offene Konfrontation mit der Weltgemeinschaft, die seine Agression verurteilt. Die ungelöste Frage der Gebietsansprüche und Grenzen erschwerte schon seit längerer Zeit das Verhältnis zwischen Irak und Kuweit. Die Annexion Kuweits durch Irak erschütterte die Welt, die auf die irakische Aktion mit UNO-Resolutionen über den sofortigen Abzug der irakischen Streitkräfte und mit Verhängung der Wirtschaftsaktionen reagierte. Die Einmischung der USA in den Konflikt am Persischen Golf demonstriert die Bereitschaft zur Bekämpfung des Agressors mit gleichzeitigen Bemühungen um eine friedliche Beilegung des Konflikts mit allen zur Verfügung stehenden diplomatisch-politischen Mitteln. Die im Golf-Kooperationsrat zusammengeschlossenen arabischen Staaten haben bislang keinen bedeutenden Fortschritt im Hinblick auf die Organisierung einer einheitlichen Sicherheitspolitik in der Region erzielen können. In dem Beitrag werden die Konflikte zwischen einzelnen Mitgliedstaaten dargestellt, die ein wesentliches Hemmnis für die Formulierung einer gemeinsamen Strategie darstellen. Die Beziehungen zum Irak und zum Iran werden einer besonderen Betrachtung unterzogen. Durch die Schwächung der Position des Irak im Gefolge des Kuwait-Kriegs haben sich bedeutende Veränderungen im politisch-militärischen Kräftefeld in der Region ergeben. (BIOst-Mrk)

Im vorliegenden Aufsatz werden die internationalen ökonomischen Aspekte während der Golfkrise erörtert, was vor allem die Probleme auf dem Erdölsektor betrifft. Dabei werden zunächst die von der OPEC festgelegten Förderquoten, das internationale Preisniveau, aber auch die der Krise vorausgegangenen Streitigkeiten zwischen Kuweit und Irak bzgl. der Erdölförderung erörtert. Im folgenden wird die Reaktion des Weltmarktes auf die Annektion Kuweits sowie das Marktverhalten kurz vor und während des Krieges unter Angabe konkreten Zahlenmaterials analysiert. Das letzte Kapitel befaßt sich ausführlich mit den Ursachen dafür, daß die erwarteten Gewinne aus der Erdölförderung der damaligen UdSSR während der Golfkrise unerfüllt blieben und sogar ein Rückgang der Valutaeinkommen zu verzeichnen war. In der 45. Tagung der Vollversammlung der UNO waren alle Teilnehmer einig, daß die Gefahr einer globalen Konfrontation zwischen den beiden Supermächten UdSSR - USA nicht mehr besteht. Die Entwicklung der sowjetisch-amerikanischen Beziehung kann als konstruktief bezeichnet werden. Tiefgreifende Veränderungen haben sich aber auch auf dem europäischen Kontinent vollzogen. Als Hauptbeispiel für positive Veränderungen in Europa gilt die Wiedervereinigung Deutschlands. Im Zentrum der Arbeit stand jedoch der Konflikt am Persischen Golf. Die Agression Iraks gegen Kuweit und seine Mißachtung der Resolution des Sicherheitsrats der UNO waren alamierende Anzeichen für die Entstehung einer anderen Gefahr für die internationale Sicherheit. Die Erfolgslosigkeit der UNO in der Beilegung dieses regionalen Konfliktes stellt neue Anforderungen an alle Länder in Fragen der Sicherung des Weltfriedens. (BIOst-Ldg)

The paper deals with the relations of the Soviet Union with the Arab republican regimes in the Middle East from the XXII Congress of the CPSU to the resignation of M.S.Khrushchev. The Middle East vector of Soviet foreign policy is sufficiently studied in modern historiography. Soviet-Arab relations became the object of study of such researchers as O.O.Fursenko, Y.M.Prymakov, O.V.Vasyliev and others. However, as of today, far from all aspects of the problem are sufficiently researched, especially concerning 1961-1964 years. The purpose of this paper is to fill certain gaps in contemporary historiography. To do this, we will need to have a good look at the policy of the USSR regarding the Kuwait, Syria and Yemen crises of 1961-1962 years; the supply of arms to the Arab states during the reporting period; economic and cultural cooperation between countries. By the beginning of 1961, the Soviet Union managed to establish solid relationships and cooperation with such Middle East countries as the UAE and Iraq. Observing certain changes in relations with Cairo and Baghdad, at the XXII Congress of the CPSU (October 17-31, 1961), M.S.Khrushchev somewhat shifted the priorities of the USSR Middle East policy. Thus, the rhetoric concerning the Iraq dictator A. Qasim changed significantly – the main emphasis was on criticizing his policies; it was already assessed as reactionary, anti-democratic and anti-communist. At the same time, though a moderately positive assessment of the disintegration of the UAE was given, the philippics against the Egyptian leader G. Nasser were almost stopped. Apparently, because of the failure to forge an alliance with Iraq, the Soviet leadership sought to restore its former relations with Egypt. Unlike the period of 1956-1958 years, marked by a number of serious international crises in the Middle East with the interference of superpowers, 1961-1964 years were often characterized as relatively calm in the life of the region. Partially that could be explained by the temporary decline of Arab nationalism. However, even over those four years the region of the Eastern Mediterranean and Persian Gulf was struck by several perturbations related to the regular attempts to implement pan-Arab projects or their collapse. During that period, the USSR made attempts to settle the Kuwait, Syria and Yemen crises in their favor. During those three regional crises, Moscow was still trying to eliminate Western influence in the region and/or support local nationalists. In 1961-1964 years, military, economic and technical cooperation between Moscow and Cairo, Damascus, Baghdad and Sanaa significantly increased. Despite the ideological disagreements with the local nationalist regimes, the Kremlin continued to provide them with economic, technical and military support. During the mentioned period, the all-round cooperation of the Soviet Union with the Arab states of the Middle East – the UAE, Syria, Iraq, Yemen continued to develop. Cultural ties of the USSR with the Arab world were also developed. According to the documents of the Russian State Archive of Contemporary History, Moscow made considerable efforts to create the cultural background for its influence in Egypt. However, in general, while characterizing the cultural policy of the USSR, Soviet diplomats and employees of the International Department of the Central Committee of the CPSU noted the overt disparity between the amount of economic assistance to the UAE and propagandist work in it. The same was true of other countries of the Middle East. By the time of the resignation of M.S.Khrushchev in October 1964, the main outlines of the Soviet foreign policy in the Middle East had been formed, and the USSR followed them until its disintegration in 1991. ; У статті розглядаються відносини Радянського Союзу з арабськими республіканськими режимами на Близькому Сході у період від XXII з'їзду КПРС до відставки М.С.Хрущова. The following article considers the origins, external and internal factors of the modern crisis in Yemen. It is particularly noted that one of the reasons that Yemen has always been the arena for a clash of interests of the powers due to its strategic position on the sea route connecting Europe with the Indian ocean. It describes in detail how, along with the external threat, North and South Yemen in the second half of the XXth century was torn by internal contradictions. It is noted that after the integration of Yemen in 1990, opposition intensified its activities against the conditions of unification, which led to a new civil war. The article has a strong focus on the fact that in Yemen in the end of twentieth century political factor has been supplemented by religious factor, i.e., the confrontation escalated between the northerners Shia zaidis and the South Sunni. Attention is drawn to the fact that the spread of Wahhabism in Yemen as an ideological and political force, the creation of "al-Qaeda of the Arabian Peninsula" has further aggravated the explosive situation in the country. The analysis of the process of transformation of the theological movement of the Houthis-zaidis into a military-political force, which managed in the Wake of the "Arab spring" and in Alliance with the supporters of former President Ali Abdullah Saleh, not only to seize power in Sana'a in January 2015, but also to expand its position up to Aden. The particular emphasis has been placed on the fact that since March 2015 the conflict in Yemen has acquired an international character, when the Saudi coalition (Saudi Arabia, Bahrain, Jordan, Kuwait, Morocco, Qatar, Sudan and UAE, Egypt) sided with the President in the exile of Abd Rabbo Mansur Hadi and forced the Houthis to retreat from Aden and Bab El-Mandeb Strait by force of arms. It is noted what changes have occurred in the US policy towards the support of the Saudi coalition in recent years. The role of Iran in Yemen and the nature of its relations with the Houthis cause disputes between researchers. Based on the analysis of recent events, it is concluded that the military actions of the Saudi coalition can lead to the elimination of Yemen as a state. The ongoing armed conflict and the futility of attempts at a political solution make the possibility of a peaceful settlement in Yemen problematical.
