Die steuerliche Förderung von Forschung und Entwicklung (FuE) in kleinen und mittleren Unternehmen (KMU) ist wieder in der Diskussion. Viele Vorschläge liegen vor und die Politik erwägt die Umsetzung. Diese Maßnahme wäre mit vergleichsweise hohen Kosten verbunden und kann später nur schwer zurückgenommen werden. Die Autoren untersuchen in einer Gesamtschau die Erfahrungen zu den Förderwirkungen im Ausland, die Verteilungswirkungen, die Erreichung der heterogenen Zielgruppe der KMU sowie die Passfähigkeit in die innovationspolitische Gesamtstrategie der Bundesregierung. Das Ergebnis spricht aufgrund der zu erwartenden geringen Anreizwirkung für die KMU und der fehlenden Passfähigkeit gegen die Einführung. ; To foster R&D activities, German industry lobbyists and policymakers are discussing the introduction of tax incentives for R&D in small and medium enterprises (SME) - all the more because Germany is one of just six of the 35 OECD members without indirect R&D support. Based on a critical assessment of the arguments provided, we conclude that international experiences with R&D tax incentives are not as promising as often suggested. An appropriate transfer into the German tax system, considering its specificities, appears to be technically difficult. The high level of heterogeneity of German SMEs population suggests that not every SME requires R&D to be innovative, because empirical evidence shows multiple diverse innovation patterns that demand other forms of support. Acknowledging the existing range of SMEs, we propose that instead of introducing R&D tax incentives, the debate should be focused on how to strengthen and develop the existing innovation policy mix for SMEs.
Inhaltliches Fundament zahlreicher Stabilitäts-, Produktivitäts- und Rentabilitätsanalysen zur Bankenwirtschaft ist die präzise Einschätzung der Wettbewerbsverhältnißse. Aus theoretischer Sicht steht hierzu eine ganze Reihe an alternativen Konzepten zur Verfügung. Gleichwohl gestaltet sich die Operationalisierung der Maße aufgrund regionaler Marktbedingungen, individueller Geschäftsmodelle und der zumeist hohen Datenerfordernisse als äußerst schwierig. Erhebliche Divergenzen und widersprüchliche Ergebnisse offenbart der Abgleich von über 50 Studien aus vier Jahrzehnten. Mit Blick auf die Belast- und Vergleichbarkeit ordnungspolitischer Rückschlüsse bleibt daher die Frage zu klären, welches Maß in der Praxis zu favorisieren ist. ; Precise assessment of the competitive conditions is the necessary foundation of numerous stability, productivity and profi tability analyses of the banking industry. From a theoretical point of view, a wide range of alternative approaches are available. Nonetheless, the operationalisation of these measures has proved difficult due to regional market conditions, individual business models and generally high data requirements. Considerable divergences and contradictory results are revealed by a comparison of more than 50 studies from four decades. In reference to the resilience and comparability of regulatory inferences, the question remains as to which measure should be favoured in the future.
This paper deals with the question whether firms' employment performance in the periods preceding their exit can be regarded as casting a 'Shadow of Death' on their final leaving the market. This aspect is of high relevance for politicians and other decision-makers, because by knowing more about possible indicators of market exit and possible problems of firms, they might have instruments at hand to detain unwanted firm deaths. Although it can be seen as a stylized fact that exiting firms exhibit a worse economic performance in the time before exit, a systematic and detailed analysis of the pre-exit perfomance seems warranted. With specific regard to Germany, it is not clear how long the Shadow of Death is and which influence can be attributed to other factors specific to the firm, its employees or its environment. We study the pre-exit performance of German plants in terms of employment change and to this use a comprehensive data set that covers the whole of Germany and contains monthly plant data for the years from 1999 to 2012. Carrying out detailed sector-, region- and time-specific analyses, in a first step we are able to complement the existing literature on the Shadow of Death in detailed descriptive respects. Furthermore, it is not very clear how long the Shadow of Death is and which influence can be attributed to factors specific to the firm, its employees or its environment. Therefore, in a second step we use statistical matching approaches to identify the causal relations. We use a two-step matching procedure using covariate and nearest neighbour matching. In a final step, the conditional difference-in-difference estimator is applied. First descriptive results show that most of the exits take place at the end of a quarter in a year, especially at the end of the fourth quarter. Furthermore, the surviving plants start and operate with more employees. A Shadow of Death exists nearly as long as the plant exists, i.e. here eight or nine years long. On average and for larger plants, employment decline starts between 54 and 63 months before closure.
In der ifo Managerbefragung von Dezember 2018 wurden die Unternehmen nach ihrer Einschätzung der Konjunkturentwicklung 2019 sowie nach ihren Investitions- und Beschäftigungsplänen für das neue Jahr befragt. Zudem äußerten sich die Unternehmen dazu, welche Themen aus ihrer Sicht von der Bundesregierung anzugehen seien. Ein Großteil der befragten Manager geht für 2019 von einem langsameren Wachstum der deutschen Wirtschaft als 2018 aus. Sowohl Investitions- als auch Beschäftigungsaufbaupläne stellen sich weniger expansiv dar als in der Vorjahresumfrage. Die Mehrheit der Teilnehmer gibt aber im Vergleich zu 2018 konstante Investitions- und Personalpläne an. Insgesamt dürfte sich der Beschäftigungsaufbau verlangsamen.
We develop a general equilibrium model of international trade with heterogeneous firms that accounts for productivity spillovers transmitted by foreign exporters. Everything else equal, stronger spillovers increase welfare. We embed the model framework into a trade policy scenario where countries strategically set inter-country variable trade costs for the trading partner. In the strategic Nash-equilibrium policy, governments trade-off welfare gains from protectionism and those which are due to spillovers from foreign exporters. The equilibrium degree of protectionism is decreasing in the strength of the spillover. Policy coordination induces welfare gains, but these gains can be humpshaped in the spillover strength. ; Der Artikel untersucht produktivitätssteigernde Spillover-Effekte, die durch ausländische Exporteure übertragen werden. Stärkere Spillover-Effekte führen zu Wohlfahrtsgewinnen. In einem allgemeinen Gleichgewichtsmodell internationalen Handels mit heterogenen Firmen, können Länder strategisch über die Höhe der Transportkosten Ihrer Handelspartner und somit über den Grad von Protektionismus bzw. die Zugangsmöglichkeiten zum heimischen Markt entscheiden. Die Untersuchung des Nash-Gleichgewichts zeigt, dass Länder Wohlfahrtsgewinne des protektionistischen Verhaltens und solche durch positive Spillover-Effekte gegeneinander abwägen. Dabei sinkt der gleichgewichtige Grad an Protektionismus mit der Stärke der Spillover-Effekte durch ausländische Exporteure. Die Koordination der Handelspolitik führt zu Wohlfahrtsgewinnen. Interessant ist das Resultat, dass die Wohlfahrtsgewinne einen umgekehrt u-förmigen Verlauf in Bezug auf die Stärke des Spillovers aufweisen können. In diesem Fall lassen sich die größten Wohlfahrtsgewinne durch Politik-Koordination verzeichnen, wenn die Spillover-Effekte mittelstark sind.
Die Corona-Krise überlagert in der öffentlichen Wahrnehmung, wie stark der Strukturwandel in der Industrie bereits zu weitreichendem Arbeitsplatzabbau führt. Strukturwandel ist aber nicht gleich Strukturwandel: Die Art und Weise, wie Digitalisierung und Dekarbonisierung politisch umgesetzt werden, beeinflusst maßgeblich, wie sich die Aussichten für Beschäftigte in der Industrie entwickeln. Gerade kleine Betriebe scheinen unabhängig von ihrer Wirtschaftlichkeit gefährdet, da die Rahmenbedingungen der Transformation zu unsicher sind. Eine umfassende Beschäftigtenbefragung zeigt: Die Verunsicherung in den Leitbranchen der hiesigen Industrie ist groß. Die Beschäftigten fürchten vielerorts um ihre Jobs, hoffen auf stärkere Weiterbildung und eine gezielte aktive Industriepolitik - die nächste Bundesregierung ist hier gefordert. ; The coronavirus crisis obscures the extent to which structural change leads to widespread job losses in the German industrial sector. However, not all structural change is the same: the choice of policy approaches with which digitalisation and decarbonisation are implemented has significant influence on how the prospects for employees in this sector develop. Small businesses in particular seem to be at risk, regardless of their profitability, because the framework conditions for transformation are too uncertain. A comprehensive employee survey shows that there is great uncertainty in the leading sectors of the German industry. In many places, employees fear for their jobs and hope for more on-the-job training and a targeted, active industrial policy - this is a challenge for the next federal government.
Increased participation in global value chains is firmly related to the engagement of local producers in international markets through increasing sales in these markets. This study aims to examine factors affecting export performance of SMEs in the Kyrgyz Republic. Empirical estimations based on the Enterprise Survey data set reveal that correspondence with quality requirements, increasing participation of foreign capital in ownership of firms, availability of financial resources, and labor productivity are important determinants of exporting activities of SMEs. Along with this, firms in industries with a low technology level demonstrate relatively higher export activities. However, it can also be argued that SMEs do not have enough capability to adopt medium and high technology in their production process, which may lead to concern over the long-term sustainability of their competitiveness in international markets. These findings underline that government policy towards enhancing labor productivity, foreign capital participation associated with the higher availability of financial resources, and knowledge-supporting programs are important for the export of SMEs in the Kyrgyz Republic.
