Este artículo1 explora la producción de políticas reparativas en el movimiento de lesbianas, gays, bisexuales y trans en el Perú. Otorgando un protagonismo muchas veces negado al lugar de los afectos, se sostiene que las políticas reparativas son necesarias para la supervivencia de activistas y activismos LGBT. Además, se postula que las políticas reparativas habilitan posibilidades y alianzas inimaginables por las normas hegemónicas, radicalizando así el compromiso colectivo del movimiento LGBT por justicia social. ; This article explores the production of reparative politics in the lesbian, gay, bisexual and transgender movement in Peru. Paying close attention to the often ignored site of affections, it argues the necessity of reparative politics for the survival of both LGBT activists and activisms. Furthermore, it argues that reparative politics hold open the possibility for creating alliances previously unimaginable by hegemonic norms, thus radicalizing the LGBT movement's collective commitment to social justice.

RESUMEN The purpose of this work is to present the preliminary results of a research funded by UNDP and the Ministry of Interior of the Republic of Colombia. This document sets out the 'Public Policy Administrative Capacity Index' as a strategy for measuring the administrative capacity of 12 mayors of capital cities and 11 departmental governments on two complementary fronts. The first is the capacity for territorialisation of national policies1 which develops guidelines in the public management of human rights in the social sectors of gay, lesbian, bisexual and trans people, and the second, the capacity to guarantee the human rights of that population sector. ; RESUMEN El propósito de este trabajo es presentar los resultados preliminares de una investigación financiada por el PNUD y el Ministerio del Interior de la República de Colombia. En este documento, se expone el "Índice de Capacidad Administrativa de Política Pública" como estrategia de medición de la capacidad administrativa de 12 alcaldías de ciudades capitales y 11 gobernaciones departamentales con relación a dos frentes complementarios. El primero, la capacidad para la territorialización de la política nacional1 que desarrolla lineamientos en la gestión pública de los derechos humanos de los sectores sociales de personas gays, lesbianas, bisexuales y trans y el segundo, la capacidad para garantizar los derechos humanos de dicho sector poblacional.

This article reflects on the invisibility of migration and the refuge of LGBT+ people,a fact that causes a series of risks and violence against those bodies, making themthe most vulnerable in the migration process. Thus, based on the concepts ofprecariousness and "precarity" by Judith Butler, necropolitics by Achulle Mbembeand sexual democracy by Eric Fassin, this article seeks to reflect on how theinvisibility and absence of public policies for LGBT+ migrants and refugeesintensify their vulnerability in times of crisis, such as the COVID-19 pandemic.Therefore, with a critical view this text describes the trajectory of migration studies, approaching the invisibility of dissident heteronormativity and cisnormativity orcissexism, the international and the Mexican legal framework on the protection oftransnational migrants and LGBT+ refugees, pointing out how riskier and mostvulnerable the scenery of global health crisis are for LGBT+ migrants. ; Este artículo reflexiona sobre la invisibilidad de las migraciones y el refugio de laspersonas LGBT+, un hecho que provoca una serie de riesgos y violencia contra esoscuerpos, convirtiéndolos en los más vulnerables en el proceso migratorio. Así, apartir de los conceptos de precariedad y "precarización" de Judith Butler, denecropolítica de Achille Mbembe y de democracia sexual de Eric Fassin, buscamosreflexionar sobre cómo la invisibilidad y la ausencia de políticas públicas paramigrantes y refugiados LGBT+ intensifican su vulnerabilidad en tiempos de crisis,como el de la pandemia de Covid-19. Así, el texto relata un poco de la trayectoriade los estudios sobre migración, de la invisibilidad de los cuerpos sexo-genéricosdisidentes de las normas heterocentradas y cisexistas, del marco legalinternacional y mexicano sobre la protección a los migrantes transnacionales yrefugiados LGBT+, y como todo eso puede señalar más riegos y vulnerabilidad paralos migrantes LGBT+ en tiempos de emergencia sanitaria del Covid-19.

Este artículo presenta un análisis desde las visiones teóricas de Chantal Mouffe y se complementa con las teorías de autores como Canclinni, centrados en temas de ciudadanía y actuar político del sector poblacional LGBT, con un alto contenido etnográfico y con un enfoque social en el que entendimos como adentrase en los hábitos, comportamientos y modos de vida del sector, pero para lograrlo fue necesario reconocer al otro, es decir, vivir, sentir, pensar e interrelacionarse con el otro.

The second chapter refers to the emergence and development of the Colombian LGBT (I) Movement, how was its formation and consolidation, its distinctive, commemorative dates, until reaching Colombia Diversa, the main member organization of the movement. The third chapter presents the achievements of the Colombian LGBT (I) Movement, with the most relevant achievements in legislative matters. The fourth and final chapter raises the challenges and challenges of the LGBT Movement (I), as well as the main allies and opponents that have come forward in the course of the struggle for the vindication of the rights of the LGBT community (I)

After the crisis of the late nineteenth century, the role of the state in European agriculture expanded to many new areas: education and technical innovation; commercial policies and market regulations; farm support policies, and sometimes interventions in property rights. The development of these policies was a difficult and costly process, without the intervention of intermediary organisations like agricultural cooperatives and farmers' associations. This article analyses the early agricultural policy in Catalonia (Spain) and the role of cooperatives in its implementation. It argues that this regional case was quite exceptional in the early twentieth-century Spanish context, where state intervention in agriculture was extremely limited. In 1914, an autonomous government was set up in Catalonia, and a modern agricultural policy was introduced in which technical education and cooperatives played a crucial role, as well as politics. The agricultural policy promoted and developed by the Catalan government was part of a state-building project based on a regionalist ideology.

El artículo propone, a partir del estudio de Hawaii de Marco Berger (2013) y Esteros de Papu Curotto (2016), elaborar sobre las tensiones entre el llamado Nuevo Cine Argentino y el cine de temática LGBT en Argentina. Por un lado, explora las disyunciones entre el modo en que se narran las historias de amor como universales y la temporalidad como principio ordenador de los materiales, focalizando en la figura de los "zombies" o "muertos vivos". In the article I present a reflection around the radical democratic project proposed by Chantal Mouffe & Ernesto Laclau. Specifically, I examine the application of the project in the context of the 'new social movements' & especially, of feminist movement. I state the need of drawing attention to universalism & essentialism as the main obstacles to generate a collective proposal without margins. Nevertheless, doubts remind about the possibility of building up a feminism tailored by the radical democratic project, in a stage in which the political action of such a movement is characterized by categories that are closed & crystallized.
