Political philosophy, that rather disreputable, not very philosophical branch of philosophy, has always wanted to get out of politics, to put an end to this politics of politics, by finally speaking its truth. Ideally, the fond -est desire may be to find or invent a politics unaffected by the politics of politics (a truly moral politics, perhaps, of the kind Kant seems to encourage), but that desire is metaphysical through and through. So-called "cheap politics" is engaged in the politics of politics as soon as that phenomenon is engaged in politics, i.e. from the very first, "naturally" as Aristotle put it. The logos of politics is irreducibly affected by the kind of distortion and deceit that is usually – moralistically – associated with rhetoric or sophistry, with "spin tactics". Problem setting. Security issues are importantfor contemporary international relations research, since security has been and remains one of the most important aspects in the functioning of international relations. Ensuring security is seen as an important task for both a state and the international community in the broad sense of the term, in particular for the EU. In today's context, the problem of information security of the individual, the state and the society is fundamentally relevant as it needs, primarily, a complex reflection, taking into account the realities of the present. In addition, continuous monitoring of the security situation in the information field, the ranking of threats by the degree of influence on national interests, the rational redistribution of forces and the means to neutralize threats are urgently needed. The analysis of the relationship between law and policy is based on current legal theories, which build their models on the basis of the interaction of these two phenomena as in the process of state formation, so in the management of the state and the civil society. Legal theories correlate with the constitutional process in Ukraine, which gives reason to speak about the growing of the influence of political mechanisms on national legislation, the state, society and citizens' justice. This raises the question of the relation of the archetypes of legal culture with the direct political and legal experience of the nation-state, which over time is crystallized into theoretical doctrines and the corresponding political and legal practice of their implementation. Legal theories, as well as the positions of national scholars regarding the law and politics, also did not go beyond the definitions of the influence of national factors on the interaction of law and policy. The autonomous model (legal positivism), the insertion model (natural law theory), and the intersection model (American and Scandinavian legal realism) always had a common field from which different (in our case Ukrainian) national systems of law development ware sprouted. In this field law and politics are two (to a greater or lesser extent) different phenomena that interact with one another (with lesser or greater frequency) in the light of national interests and what the social sciences call the «spirit of the nation». In a transitional period, the positioning of the law in Ukraine is too closely linked to the political realities and interests of the political elites, which in most cases are still very far from the generally accepted principles of law. Article is devoted to the philosophical analysis of actual situation of humanities and the problem of their social role. The political role of humanities lies primarily in promoting the creation of public space. It gives a possibility do develop the human skills which are needed to be an active public agent. The purpose of the article deals with the concretization of public role of humanities which can be presented as different politics. Results. In the article the following politics are presented: politics of ideal (refers to a certain ideal of liberal education which is based on the liberal arts); politics of meaning and sense (it concerns the recognition of meanings, including those that constitute the social and political worlds); politics of sensuality (it connected with performativity as manner to create and comprehend the social and political worlds; also it can be explained as distribution of sensuality in context of J. Ranciere's conception of aesthetics as politics); politics of reconfiguration of discourse (it deals with elaboration of rules of communication on social problems); politics of imagination (the influence on structure of social world with using of imagination and fantasy); politics of responsivity (the comprehension of alien subjectivity), politics of memory (the formation of culture of memory). Originality. The different "politics" of humanities are presented as specific because they are connected with specific of human sciences' cognition. We deals not with objectivity that is directed to the explanation of world as closed system, but we have open system of interpersonal interaction. This interpersonal interaction can structure and configure social and political spheres. Conclusion. The politics of humanities are not separate each other. They are crosscutting, creating horizon ability to influence the public sphere.

The subject of the study is the main theoretical and practical issues of the fiscal policy implementation. The purpose of the article is to study theoretical postulates that reveal the essence and peculiarities of fiscal policy, as well as assess the problems of implementing fiscal policy in Ukraine. The research hypothesizes that the government's moves towards the most favourable financial environment will allow the Ukrainian economy to make better use of the potential of market institutions (insurance, credit, banks, etc.) in the budgeting process and direct the fiscal policy towards easing the tax burden. The purpose and hypothesis of the study determine its tasks. Methods of the research. In accordance with the logic of the scientific search, the article used theoretical analysis, including consideration of individual traits and identification of new characteristics of problems, comparison, mathematical and statistical methods. The results of the work. It is shown that the transformation of the role and functions of the state in society influence the formation and evolution of fiscal policy. The accent is made on the ambiguity of the interpretation of fiscal policy by the scientific community. It is proposed to consider the concept of «fiscal policy» in a broad and narrow sense; in terms of objective and subjective signs; economic content and forms of manifestation, etc. Fiscal policy is a powerful tool for economic development of the country. The priority directions of fiscal policy are named. A weighted approach to shaping and implementing fiscal policy requires taking into account the influence of exogenous and endogenous factors that determine decision-making. The article considers environmental law policy as a component, an independent type of national legal policy, as well as state and sectoral environmental policy. The existence of correlative, mutual influence of ecological and legal doctrine on formation of the corresponding policy is proved. It is substantiated that the ecological and legal legal doctrine significantly influences the current state of the state ecological policy (and this influence is mutual), formation of the ecological legislation and integration of Ukraine into the European legal space. It was stated that Ukraine first of all needs to intensify law-making, modernize the provisions of the environmental and legal doctrine, based on the concepts of which will be revised, updated provisions of public policy, legal understanding, and hence law enforcement. Further institutionalization of the basic provisions of the ecological and legal doctrine in the legislation becomes a necessary condition for the further development of law-making and statehood. It is emphasized that the use of environmental and legal doctrine will speed up the lawmaking process, in particular due to the adaptation of regulations to European standards; formulate legislative definitions that will gradually become an important part of environmental regulations; develop a "road map" for the development of environmental policy and legislation, etc. It is emphasized that the current state of the legal system requires a fuller use of the lawmaking potential of environmental law doctrine and the implementation of its main functions – stabilizing, guiding, heuristic, rule-making, evaluative and prognostic. Therefore, it is expedient to apply the ecological and legal doctrine as a methodological platform of the ecological and legal policy. The necessity of developing concepts of systematization of the ecological legislation, and also legal policy is proved.

Relevance of the topic researched. The system of the world economy is heterogeneous, represented by countries of different levels of institutional and economic development, and therefore, its functioning leads to significant imbalances – deficits and surpluses in balance of payments. The presence and constant reproducibility of global imbalances characterizes the world economy as a system of redistribution of economic resources and incomes in favor of a narrow range of countries with developed markets. The purpose of this research. The research is devoted to the analysis of the nature and macroeconomic consequences of global imbalances, understanding the potential of the government's regulatory policy to minimize external and internal economic imbalances of the country. Methodology. The study is based on the philosophical and theoretical heritage of the classical school of economics and macroeconomic concepts of modern neoliberalism. Analytical tools are presented by theoretical models and statistical data. Results. The paper argues that the imbalance of the modern world economy and the problems of macroeconomic regulation are rooted in dynamic globalization and the resulting change in the position of countries in world markets, as well as in the established division of national economies as open systems into large and small economies. The analysis focuses on the structural problems of national economies: the imbalance between gross domestic disposable income and aggregate domestic expenditures, between national savings and gross domestic investment, and the financial problems of the state itself. Attention is paid to the peculiarities of the functioning of the global financial market and its role in strengthening imbalances. Conclusions. These problems already exist in Ukraine, but they can become exacerbated on the way of its integration into European structures, if the innovation policy does not change. The indicators of research, development and innovation activity in Ukraine and experience of several EU countries are analyzed. The recommendations of the Horizon 2020 Policy Support Facility Panel (2016) and the proposals of the European League of Research Universities (2017) are considered.It is proved that these problems in the process of the European integration movement are exacerbated and can be considered as challenges for the national innovation system and for individual universities. However, it is noted that Ukraine can use the existing positive experience of European countries to overcome similar problems. The aim of the article is to study the implementation of wildlife values into the environmental policy of European Union and Ukraine. The research methodology is based on a comparative analysis of the activities of the EU and Ukraine in the protection of wildlife. The study has introduced the essence of the terms "wildlife" and "value of wildlife." The material and nonmaterial value of wildlife, which is currently the most demanded in EU, has identified. The activities of European Union and EU member states in the development of legislative and strategic framework for the protection of wildlife has analyzed. The peculiarity of the European model of wildlife conservation is revealed; it is the formation of strategic directions that are being developed by member-states in accordance with the national specifics. The main shortcomings of the wildlife conservation activities in Ukraine, in particular the lack of a generally accepted and legally enforced definition of "wildlife" has been disclosed. Ukraine's first steps on this path has been analyzed. Among them – the adoption in 2017 of the law "On Amendments to Some Legislative Acts of Ukraine on Protection of Forests under the Framework Convention for the Protection and Sustainable Development of the Carpathians"and the inclusion of 63 plots of ancient forests from ten European countries and Ukraine into the Ukrainian-Slovak-German UNESCO World Heritage Site "Virgin Beech Forests of the Carpathians". It has concluded that the European integration course of Ukraine requires not only the adaptation of domestic environmental legislation to the EU legal norms, but also the development of a separate environmental policy direction – the protection of wildlife. Modern dynamics of socio-economic development emphasized issues to improve efficiency of state innovation policy, its adequacy to contemporary priorities and problems in the country's development. An appropriate and relevant question is the systematization of knowledge obtained in the study of theoretical foundations of the state innovation policy, and effectiveness of its implementation depending on the methods of realization. The aim of present work is the development of theoretical and methodological fundamentals of state innovation policy. To solve the set tasks, we applied such general scientific and special research methods as: analysis, synthesis, generalization, systematic approach. Author examined the types of state innovation policy, factors that influence its formation, components of development and implementation of the state innovation policy. It is highlighted that the implementation of the state innovation policy is coordinated with the strategy of innovative development; strategic directions of innovation development of the national economy are demonstrated. Special attention was paid by Author to stages in the formation of state innovation policy in industrialized countries with the methods characterized for the realization of state innovation policy. Based on the obtained results of scientific research, main directions were proposed of innovation policy for Ukraine under present conditions. A conclusion was drawn on that the state innovation policy is a set of interrelated and interdependent forms, mechanisms, instruments, technologies of influence of the state on the formation, development and realization of scientific-technical, technological and innovation potential of the country, based on the promising world trends in scientific and technological development. The implementation of the state innovation policy is coordinated with the strategy of innovation development whose main function is to define main long-term directions of scientific development, to implement innovations, to provide resources to achieve the set objectives. The state, when implementing innovation policy, above all in the R&D sector, applies two basic types of methods: administrative and program-targeted. In the course of development of program-targeted methods, there were formed several variants of their implementation: a system of subsidies, institutional programs and cooperative implementation programs. The scientific novelty of present research is in determining the methodology of the state innovation policy, which covers an integrated system of methods, ways, and means of its implementation, taking into consideration the priorities in modern development of leading industrial countries. A practical value of the research is in applying the features of theoretical and methodological foundations of the state innovation policy for the selection of such areas and methods of implementation of the innovation policy that are most acceptable for Ukraine under current economic conditions.
