LGBTI Politics and Value Change in Ukraine and Turkey focuses on the impact of European Union promotion of LGBTI rights in Turkey and Ukraine, offering a re-evaluation of the mechanisms used by the EU and the domestic and external conditions that result in different outcomes. With the protection of LGBTI rights becoming one of the core principles of the EU, the last two decades have seen a consistently growing commitment of the Union to defending the human rights of LGBTI people, not only in its member states but also internationally. Drawing on rich empirical data, this work uses the cases of Turkey, a candidate state, and Ukraine, a state in the European Neighbourhood, to evaluate the ability of the EU to promote tolerance and diversity in countries where the population has not experienced a radical shift of attitudes toward LGBTI people. Examining the export of 'European values', politics of LGBTI rights in the enlarged European Union, the development of LGBTI rights in Turkey and the transformation of its political system, competing normative powers and LGBTI rights in Ukraine, Maryna Shevtsova traces the Europeanization' of rights beyond Europe. Between 2009 and 2014, an anti-homosexuality law circulating in the Ugandan parliament attracted global attention for the draconian nature of its provisions and for the involvement of US anti-gay evangelical Christians who were reported to have lobbied for its passage. This book makes three contributions to our understanding of these developments. First, it offers an account of the international relations that anticipated and followed the Anti Homosexuality Act. Journeying through encounters between the kingdom of Buganda and British colonialism, between the Ugandan state and its international donors, and between LGBTI activists in the global South and North, the book illuminates the frictional collaborations across geopolitical divides that produce and contest contemporary queerphobias.

This book makes three contributions to our understanding of these developments. First, it offers an account of the international relations that anticipated and followed the Anti Homosexuality Act. Second, it explores the dialectic produced by two opposed statements that mark queer postcolonial disagreements-'homosexuality is Western' and 'homophobia is Western'. Arguing that both statements are true but trivial, the book demonstrates how their opposition produces distinctive forms of temporal politics in the queer postcolony. In this register, the book explores the afterlives of colonialism and the queer futures enabled by it in Uganda, India, and Britain. Third, in shifting the scenes of encounter that it investigates from one chapter to the next, the book reveals how queerness mutates in different configurations of power to become a metonym for other categories such as nationality, religiosity, race, class, and caste. It argues that these mutations reveal the grammars forged in the originary violence of the state and social institutions in which queer difference struggles to find place"--

This book provides a comparative, neo-institutionalist approach to the different factors impacting state adoption of or refusal to adopt same-sex marriage laws. The now twenty-one countries where lesbians and gay men can legally marry include recent or longstanding democracies, republics and parliamentary monarchies, and unitary and federal states. They all reflect different positions with respect to religion and the cultural foundations of the nation. Countries opposed to such legalization, and those having taken measures in recent years to legally reinforce the heterosexual fundaments of marriage, present a similar diversity. This diversity, in a globalized context where the idea of same-sex marriage has become integral to claims for LGBTI equality and indeed LGBTI human rights, gives rise to the following question: which factors contribute to institutionalizing same-sex marriage? The analytical framework used for exploring these factors in this book is neo-institutionalism.

This book addresses the impact of Chile's postdictatorial legal framework on its historically and structurally disadvantaged groups, concentrating on the various issues and challenges that affect them. It explores challenges facing LGBTI, imprisoned, marginalized, indigenous, working class, and migrant individuals and women.
