Fair work – that offers opportunity, security, fulfilment, respect and effective voice, and that centres on reciprocity and mutual benefit – lies at the heart of policy priorities in Scotland aimed at driving productivity, growth and inclusion. Fair work is explicitly embedded in the activities, strategies, policies, practices and performance indicators of the Scottish Government and its public agencies. Crucially, fair work is increasingly recognised as important by employers, employers' organisations, trade unions, campaigning and civil society organisations, fuelling a constructive and challenging debate across civic Scotland. This hasn't happened overnight. The fair work agenda in Scotland builds upon multiple stakeholder networks (researchers, unions, employers, policymakers and campaigning organisations) that acknowledge the centrality of work and workplaces to economic, social and civic life, and the need to engage holistically with distinct stakeholder interests and objectives in addressing complex problems that require innovative solutions. These 'wicked' problems span low relative productivity and innovation; low pay, unequal pay and in-work poverty; underemployment and skills under-utilisation; work intensification; income inequality and limited social mobility. Addressing the potential benefits of fair work for productivity involves focusing on the need for supportive management practices that harness the productive potential of labour. This essay makes four key arguments about the crucial need for, and role of, fair work. The first is that fair work is necessary to deliver inclusive growth. The second is that a commitment to fair work drives a better approach to value creation and capture and is a choice (within constraints) that employers can make. The third is that employers are the primary actors in delivering fair work: as key decision makers, their choices of business models, technology adoption, and management and HR practices really matter. The paper provides a unified analysis of globalization effects on the Phillips curve and monetary policy, in a New-Keynesian framework. The main proposition of the paper is twofold. Labor, goods, and capital mobility flatten the tradeoff between inflation and activity. If policy makers are guided by the welfare criterion of the representative household, globalization forces also lead monetary policy to be more aggressive with regard to inflation fluctuations but, at the same time, more benign with respect to the output-gap fluctuations.

The comprehensive overview of Asian-Pacific migration summarizes early population movements during the colonial period and describes the major types of contemporary Asian population movements: (1) environmental refugees, (2) political refugees, (3) internal population movements, (4) contract labor migration, (5) migration of permanent settlers, (6) business related movements and tourism. Projections of net international migration are given. Population growth, employment absorption and emigration pressures are likely to contribute to a large mobility potential for Asia, with significant implications for Australia.

В условиях развития глобального экономического кризиса проблемы занятости населения, безработицы и мобильности трудовых ресурсов в Казахстане приобретают все большую актуальность и всегда находятся в центре внимания научной, общественной, политической и хозяйственной деятельности соответствующих ведомств, организаций и предприятий. В кризисный период в целях защиты граждан от безработицы государством была разработана стратегия, которую можно условно охарактеризовать, как «стратегия выживания». Данная стратегия направлена на реализацию государственных программ: создания социальных рабочих мест, переобучения и переподготовки специалистов, и организации молодежной практики. В исследовании проводилось интервью с работниками акиматов, сельскохозяйственных ведомств, сельскими предпринимателями и представителями несельскохозяйственного бизнеса в Южно-Казахстанской области (ЮКО). Основными направлениями развития несельскохозяйственного бизнеса в сельской местности ЮКО являются переработка сельскохозяйственного сырья и продукции, торгово-закупочная деятельность, общественное питание в сельских населенных пунктах (придорожные магазины и кафе) и их бытовое обслуживание, строительство жилых и производственных построек, производство товаров народных промыслов, транспортные услуги. Развитие несельскохозяйственного бизнеса на селе будет содействовать диверсификации хозяйственной деятельности в сельской экономике, расширению источников формирования доходной базы местных бюджетов, повышению устойчивости развития сельских территорий в части расширения масштабов занятости и развития самозанятости сельского населения, а также повышению уровня его жизни. ; As a result of the on-going global economic crisis, issues of employment, unemployment and labor mobility in Kazakhstan are becoming increasingly important and remain central to the scientific, public, political and economic activities of relevant departments, organizations and enterprises. In order to protect citizens from unemployment during the crisis, the state developed what can be described as a "survival strategy". This strategy aims at implementing state programs for the creation of social work places, the training of specialists, and the organization of youth internships. The study is based on interviews with workers from akimats and agricultural departments, rural entrepreneurs, and representatives of non-agricultural business in the South Kazakhstan province (SKP). The main areas of non-agricultural business in rural areas of SKP are processing of agricultural raw materials and products, trading and procurement activities, public catering in rural settlements (roadside shops and cafes) and related services, construction of residential and industrial facilities, handcrafts, and transport services. Non-agricultural business development in rural areas will contribute to the diversification of rural economic activities, expansion of sources of local budget revenues, increased sustainability of rural development via greater employment and self-employment opportunities, as well as raising the living standards of the rural population.

Firms lobby for subsidies along geographic, sector, or factor lines and, as a result, receive subsidies with a local, sectoral, or factorwide scope. This article investigates what determines the line of cleavage and thereby the scope of the subsidy. The factor mobility hypothesis, according to which an economic prior—the degree of factor mobility—determines the geometry of lobbying coalitions, misses the fact that factor mobility is as much the product of policy and policymaking as it is its determinant. This article argues instead that politicians maximize their chances of staying in power through the deliberate use of subsidies to structure the political debate and embed factor owners into stable policy networks. Individual factor owners, in turn, join these policy networks to lobby for monopoly rents capable of insuring them against adverse economic competition. The model yields two testable hypotheses. First, right governments favor subsidies to capital, whereas left governments favor subsidies to labor. Second, the degree of intensity of electoral competition determines the scope of the subsidy policy. Quantitative and qualitative evidence is offered for 21 Organization for Economic Cooperation and Development countries during the 1980s.

Sector-specific surcharge collective labor agreements between the bargaining partners in the staffing industry allow for a reduction of wage gaps between agency workers and permanent staff in case of long-term job assignments to user companies. Surcharges up to 50% after a surcharge-free period between four and six weeks close the wage gap in nine industries for the temporary work agencies. The paper summarizes the development that lead to these collective labor agreements and analyzes repercussions on potential upward mobility of previously unemployed who start their career as agency workers in the low-wage sector. Furthermore, it highlights the interaction with the basic income scheme, documents new evidence on sustainable employment and draws conclusions for the precarious work discussion. It turns out that these new surcharges allow agency workers to leave the low-wage sector in case of longer job assignment in the core user company industries such as the metal and electrical industry.

AbstractIncreasing the employment rate of individuals aged 55+ is a key challenge in many OECD countries. While labor market discrimination and policy measures have been put forward as possible explanations, the role of job search remains largely unexplored. Yet, it determines to a large extent the match between supply and demand on the labor market. In this paper, we examine age-related differences in job search behavior. As skills have often become outdated for older workers, but job mobility may enhance their employment, we analyze search behavior for the unemployed as well as the employed adopting multiple parameters: job search intensity, use of the public employment agency, and social networking. The results indicate that jobseekers of different age employ different search methods, and that this relationship should be analyzed within the employment context of the jobseeker.

Abstract
This article explores women's engagement with food production and distribution in Tobago from 1840 to 1940. Scholars such as Raymond Smith have suggested that freedom in the British West Indies meant "the withdrawal of female labor from plantation work." In Tobago, while women fled the estates, they did not abandon working the land. In fact, working the land and selling food was critical to the sustenance and survival of women and their families. Among Afro-Tobagonian women, food became a tool of power and empowerment. Through the production and sale of food, Afro-Tobagonian women asserted control over resources, steered the economic empowerment of their families, and crafted identities as autonomous beings. This article, undergirded by archival documents and oral testimonies, refines our understanding of women's mobility and labor experiences in Tobago, and by extension, the Caribbean.

This essay explores the unique challenge the proliferation of adjunct labor in higher education poses to efforts at eliminating racial bias and promoting diversity in our field. Relying on published research and personal experience, I argue that the pervasive exploitation of contingent labor makes academic careers, particularly in far-flung fields such as Slavic studies, unattractive to many college graduates from the Black community, a large portion of which considers education a meritocratic means of escaping intergenerational poverty. Because the economic, social, and cultural inequalities at play in determining who obtains a tenure-track job fly in the face of this myth of meritocracy so fundamental to historic Black hopes for socioeconomic mobility, I call for a reckoning with adjunctification as a critical first step to addressing racial bias and ensuring inclusivity in our field.

Two versions of institutional wage avoidance are presented. They may be seen as representing different institutional detection rules: one working through worker complaint, the other through firm sampling inspection (and enforcement) by the legal system. Both cases are modelled as enlargements of two dualistic models: Harris-Todaro (the wage in the other sector is market determined) and Bhagwati-Hamada (the wage in the other sector is institutionally fixed and coverage is complete). Impact on population flows of changes in degree of coverage (compliance) is also confronted with the effect of a change in the institutional wage for each scenario.

Anthropology has conventionally taken as some of its most cherished foundational categories the precise opposites of the key concepts that animate this inquiry: rather than "bare life," anthropology has tended always to emphasize the fullness and complexity of social and political life; instead of labor in the abstract, which we recognize in its commodified form as "labor-power," anthropology has produced exquisite inventories of concrete laboring activities and the "cultural" content of productive work; against the impermanence and mutability of lives characterized by their mobility, the ethnographic enterprise has been deeply attached to the sedentarist presuppositions of lasting settlement, dwelling, and "community"; and contrary to the task of apprehending space on a global scale, ethnographic study has been overwhelmingly localized and place-bound. Rethinking these elementary premises of the ethnographic endeavor and situating these critical concepts at the center of our epistemological frameworks are crucial theoretical and practical tasks for any meaningful social inquiry today. In this regard, the Marxian theoretical arsenal is simply indispensable. But, in the derisive words of so many disciplinary forebears and overseers, is this properly "anthropological"? The prospective convergence of genuinely critical sociopolitical inquiry with the techniques and insights of anthropology must remain for us the locus of an urgent problem—an open question on an open horizon.
