In the current conditions of economic and socio-demographic development of the Russian Federation, the role of migration processes in making up for the loss of labour potential and ensuring a sustainable and balanced growth of the economy is increasing. Of great relevance are becoming studies of the problems of labour market balance in their interaction with migration processes and development of practical measures in the field of improving the regulation of labour immigration. The article analyzes statistical material characterizing the trends in attracting and using foreign labor in the modern Russian economy. The peculiarities of the functioning of the national labour market are identified and revealed. Quantitative and structural imbalances in the labour market between labour demand and supply are analyzed. It is shown that the labour market is central among the socio-economic determinants of labour immigration. There is made an assessment of the state and dynamics of the processes of attracting and using foreign labour in connection with the analysis of trends in the situation at the labour market. The impact of labor immigration and its structure on the functioning of the labour market and employment is revealed. The ambiguous consequences of the use of foreign labour for development of the national economy were considered. The positive and negative effects of labour immigration were highlighted. A special attention was paid to development of the issues of improving the state migration policy in the field of labour immigration. The most problematic components of attracting and using foreign workers are shown. There is proposed the development of tasks related to overcoming the existing miscalculations in the labour immigration management practice. There are identified specific measures for solution of the existing problems of receiving foreign labour in order to ensure both short-term and long-term economic and geopolitical interests of the country's development. There are developed proposals and recommendations on the regulation of flows of foreign migrant workers.

The article presents a model of problem-solving training in new technologies, methods of tracking the demand of multi-functional groups on the basis of a temporary type ofspecially designed subsystems for knowledge management. On the basis of diagnostic test characteristics are determined by the prevailing educational methods for sustainable conflict-free development, and analyzes the degree of interactivity, and, as a general result that gives a holistic view of the process of self-organization for innovation development.

This article is an attempt to analyse the collaboration between the Labour and the Scottish nationalists in the context of the formation of the modern British political agenda. The participants of the British political space, being concerned about the questions of the United Kingdom leaving the European Union, inevitably face a number of challenges, and the problem of their internal interaction remains one of the most significant. Opposition parties are at an impasse: the Brexit negotiations seem as good as paralysed. The Prime Minister is being put in a very difficult position: a motion of no confidence in December, the failure of her proposals for the Brexit deal in January. The ruling conservative party itself is deeply divided. Every now and then there is some calls for a second the United Kingdom European Union membership referendum. And in that event, to which extent is the opposition coalition possible – the Labor Party and the Scottish nationalists? And if so, what are its future prospects?

The paper analyzes the correlation between supply and demand for skilled labour on the rural labour market. The paper defines skilled workers as those having tertiary professional education. The empirical basis for the research is constituted by the Labour Force Survey data between 2005 and 2015. It has been proved that in this period the supply of the skilled labour was steadily on the increase that was determined by the growth of both the number and share of people with higher education. The demand for the skilled labour of rural workers showed slower growth rates that resulted in an increasing gap between supply and demand. The research proves that education and qualification of rural workers are being underutilized, and the scale of education-occupation mismatch has been rather big. The most obvious contradiction between education underutilization and its non-purpose use - when people do not work in accordance with their specialization - refer to the workers with technical and agricultural training.

The last decades have been marked by the emergence of non-standard forms of employment and labour market precarity in most countries of the world. The paper provides insight into new modes and forms of employment as well as the impact of the COVID-19 pandemic on the labour market configuration. The aim of this research is to examine various problems identified during the lockdown and to make recommendations intended to protect the labour market in case of emergency. The authors applied methods of classification, comparative analysis, system analysis and scientific observation. The findings of the research include the differentiation between modes and forms of employment, taxonomy of non-standard forms of employment that makes it possible to examine current changes, factors influencing the emergence of new forms of employment, analysis of labour market transformation in the time of a pandemic, measures which have to be taken at macro-, meso- and micro-levels in order to prepare for emergencies in the labour market.

The article studies the need to implement procedures for the settlement of collective labour dispute as a conflict of interest with the use of mediation. It has been established that conflicts of interest arise between the parties mainly in the period of preparation and discussion of the collective agreement. Settlement of disputes and solving such disputes shall be settled by separate, independent legislation specific procedures. Current Ukrainian legislation does not exclude the possibility of solving the collective labour dispute as a conflict of interest between the parties through mediation, which is often used in foreign countries. In the application of mediation (mediation) for resolving collective labour disputes have involved the employer, employees and «mediator» as a disinterested intermediary, whose main task is to assist the parties of the dispute to reach common understanding and a decision within the statutory method exists between the parties to the dispute through negotiations. On the basis of the study it is proved that the normative consolidation of mediation in labour law will help to harmonize the interests of parties of the collective labour dispute = Исследуется необходимость внедрения процедуры разрешения коллективного трудового спора как конфликта интересов с применением процедуры медиации. Установлено, что конфликты интересов возникают между сторонами преимущественно в период подготовки и обсуждения коллективного договора. Урегулирование разногласий и решения таких споров осуществляется с помощью отдельных определенных законодательством самостоятельных процедур. Действующее законодательство Украины не исключает возможности решения коллективного трудового спора как конфликта интересов между его сторонами путем медиации, которая часто применяется в зарубежных странах. В процессе применения посредничества (медиации) при разрешении коллективного трудового спора должны участвовать работодатель, наемные работники и «медиатор» как незаинтересованный посредник, основным заданием которого является помощь сторонам спора в достижении взаимопонимания и решение в установленный законом способ существующего между сторонами спора путем переговоров. На основе проведенного исследования обосновано, что нормативное закрепление института медиации в трудовом праве будет способствовать согласованию интересов сторон коллективного трудового спора

The article considers problems related to the grounds of labor relations. The amendmentsintroduced to the Labour Code of the Russian Federation, clarify and specify thegrounds, a procedure and execution of the employment contract, as well as the origin oflabour relations due to actual admittance of an employee to work.The authors note since the parties could not define a character of the established relations,a question about the contents of legal regulation, i.e. labour or civil law, may arise.The authors conduct a comparative-legal analysis of the legislation of the RussianFederation and the Republic of Kazakhstan. They offer their own vision of characteristicfeatures that delimit employment relations from adjacent ones regulated by other branchesof law. In the end it is concluded that violation of workers' labour rights due to a substitutionof labour relations for civil ones may result in the liability of the employer. ; Статья посвящена некоторым проблемам, связанным с основаниями возникно-вения трудовых отношений. The interaction between demographic and economical factors of the development of the regional labour market is being considered. The analysis of the dynamics of key economical-demographic indexes is completed on the base of the wholly period of market transformation. The idea that the market transformations determined not only the structural changes of the economy, but also the adequate intersectoral displacement of labour resources and so the labour sphere optimization is approved. The defining reaction of the labour market on the structural dynamics of the economy caused the growth of institutional variety of employment's forms.

The article presents the results of a study aimed at determining the behavioral trajectories of women as a significant demographic segment, differentiated by gender, and identifying its significance for the process of formation and transformation of the market mechanism of the labor market in the Republic of Tatarstan. Forecasts of the impact of modern strategies of women's labor behavior are substantiated from the standpoint of their determinant as a factor of demographic self-determination. In this regard, the strategies of women's labor behavior identified by the authors allow to form a conceptually and methodologically justified model for managing the labor market mechanism in Tatarstan, including in relation to predictive decisions of a preventive policy for managing the market mechanism in order to optimize the use of the female labor force, creating demographically favorable conditions for increasing the number of qualified labor force, reduction of social tension and growth of socio-economic activity of the population in relation to the formation, distribution and use of labor force. The analysis of the obtained data allowed to identify four types of the correlation of the reproductive behavior of women and the strategy of labor activity chosen by them. The main types of labor behavior of women in the Republic of Tatarstan were identified as materially oriented, "health-caring", "family-centered" and professionally oriented. The women interviewed in the study determine their reproductive strategies in accordance with the peculiarities of their self-realization in life, as well as with predetermined behavioral attitudes. Most women lack independence in issues of reproductive self-regulation. Consequently, in the choice of the nature and amount of work, most likely, women will not be completely self-sufficient. The authors also found that most women are focused on creating a family and having children. Thus, the main strategy of work behavior for them will be to combine work with childcare. However, it is worth noting that there are also a large number of young girls who belong to the "professional orientation" group and participate in primary and secondary professional integration.
