This text, while posing some critical question in regards to excessive regulation, examines the beneficial effects of labour market institutions, when they are well designed. Organized as a survey, the chapter first discusses in some detail the meaning, justification and implications of an overarching concept: "protected mobility". Then it separately reviews four main components of labour market institutions (Social Dialogue, Employment Protection Legislation, Unemployment Insurance and Employment Services) analyzes their objectives and means, and provides examples of interesting practices in developed as well as in developing countries. Last, it presents remarks on the interplay of these institutions in the perspective of the productive transformation of an economy.

Arbeitsmarktinstitutionen sind arbeitsmarktpolitische Maßnahmen, die auf eine Verbesserung von Arbeitsmarktergebnissen (z. B. Beschäftigung und Löhne) abzielen. Da Arbeitsmärkte komplexen Anpassungsmechanismen unterliegen, sind diese Maßnahmen jedoch unter Umständen kontraproduktiv oder werden von Nebenwirkungen begleitet. Ziel dieser Dissertation ist es, die Beschäftigungseffekte von Mindestlöhnen und des Kündigungsschutzes zu analysieren. Das erste Kapitel führt den Leser in die Thematik Arbeitsmarktinstitutionen ein. Im zweiten Kapitel wird untersucht, wie die Einführung des Mindestlohns in Deutschland auf die Beschäftigung wirkt. Es wird gezeigt, dass geringfügige Beschäftigung abgenommen und sozialversicherungspflichtige Beschäftigung zugenommen hat. Das dritte Kapitel widmet sich derselben Maßnahme, jedoch mit einem anderen Schwerpunkt: Die Mindestlohneinführung erhöht die Arbeitsmarktmobilität aus Niedriglohnländern (der Tschechischen Republik und Polen) in Grenzregionen. Diese Zunahme ausländischer Arbeitskräfte hat keine negativen Effekte auf die deutsche Beschäftigung zur Folge. Im vierten Kapitel wird ein Problem existierender NK-SAM-Modelle adressiert, die das Modellieren von Kündigungsschutz erlauben. Eine hierfür vorgeschlagene Erweiterung verbessert die empirische Relevanz des Modells unter einer restriktiven Annahme. ; Labour market institutions are policy interventions aiming to improve labour market outcomes in terms of employment and wages. In the public debate, poor employment performance has often been associated with the existence of extensive labour market regulations and a lack of commitment to far- sighted public policies. This paper investigates the relation between policy myopia and labour market institutions. We develop a theoretical model in which policy myopia leads an incumbent government to choose institutions that allow the creation of rents in the labour market and reduce resources available to public goods provision and social expenditure. We test these predictions empirically using panel data for 21 OECD countries for the period 1985{2006. We show that policy myopia is associated with more regulated labour markets, lower unemployment benefit replacement rates, and smaller tax wedges on labour.

We study the evolution of union density in 14 European countries over the postwar period in light of theoretical rationales for union membership. Unions offer not only wage bargaining strength, but also protection against uninsurable labour market risks, and similar protection may also be offered by labour market institutions. Empirically, such institutions as job security legislation and wage indexation do appear to crowd out unions. Conversely, institutional features that make it easier for unions to function (such as workplace representation and centralized wage bargaining) are empirically associated with higher unionization.

Our paper seeks to gain insights into the effect of labour market institutions on the dynamics of the labour market during the diffusion process of new technologies. We develop an endogenous job destruction matching framework, with heterogeneous workers, where the segmentation of the labour market between workers having the required ability to do a technological job and the rest of the workers is endogenous. The dynamics of this segmentation may follow a monotonous decreasing path or a non‐monotonous U‐shaped path depending on the unemployment benefit system. If benefits are generous, we are in the U‐shaped case.

In this paper we investigate the importance of labor market institutions such as unemployment insurance, unions, firing regulation and minimum wages for the evolution of wage inequality across countries. We derive a simple log-linear equation of the wage differential as a function of the institutional parameters, total factor productivity, final good prices and relative skill supply. Our estimates for 11 OECD countries imply that labor market institutions can account for a large part of the change of wage inequality across countries after controlling for time and country effects.

The aim of this paper is to analyse the effects of flexibility in the labour
market on workers? monetary poverty in 15 European countries in the time
span 2005-2016. We estimate how the labour market regulation index (LMRI)
affects workers? monetary poverty through two empirical exercises: in the
first one, we use an autoregressive distributed lag model and, in the second
one, the generalized method of moments model. The results suggest that
greater flexibility of the labour market is positively correlated with
greater monetary poverty among employed people. The result does not change
significantly when introducing the effect of the economic crisis and the
interaction effect between the economic crisis and the LMRI. Therefore, we
conclude that the outcome should be considered to be noticeable whatever the
macroeconomic conditions occurring in the labour market.
