There's no question that war leaves behind its lingering destruction. This includes both harm to people and to the environment. As the world marks the second year of Vladimir Putin's illegal invasion of Ukraine, we must reflect on the impact of war on Ukraine, the resiliency of its people and global response to resolving the issues of bomb contamination.Roughly one-third of Ukraine's territory is contaminated. This is the size of an average country in Europe. Ukraine is currently experiencing the worst environmental disaster in terms of soil pollution per unit of time.Toxic elements such as lead, cadmium, arsenic, and mercury leach from ammunition and weapons into the soil. If potential areas of contamination are not identified and recorded in time, harmful substances can enter the food chain and become carcinogenic. This threatens global food security and export opportunities. Failure to act now could result in the deterioration of human health.Prior to the war, about 400 million people worldwide relied on Ukraine for their food supply making this a large-scale problem. Spent ammunition and chemical weapons can contaminate soil for decades or longer. Land is not a renewable resource. Soils and their fertile layer are formed over thousands of years. Just 1 cm of soil is formed in 200-400 years, and 20 cm in 5,000-6,000 years. Military operations that take place for 2 years like in the case of Ukraine can destroy what has been formed over thousands of years.Contaminations left behind from war are nothing new. We know this from wars in SE Asia, conflicts in the Middle East, Africa, and the list goes on. It's no surprise then that at least 50 countries are impacted by landmines and other explosives. The good news is there are solutions to the long lasting impacts of conflicts like unexploded ordnance on humans, all living things and our planet.One example is a project called "Assessing farmland and ecosystems damage in north-eastern Ukraine from the Russian invasion" (UA-UK-CH) led by this article's co-author Dr. Olena Melnyk. This project is a joint initiative with researchers from Ukraine, England and Switzerland aimed at enhancing the capacity for mapping, environmental monitoring, and managing the effects of war-induced damage on Ukraine's agricultural land, utilizing existing networks of scientists and field-based analysis to safeguard food security. The first component of the project involves gathering ground truth data on the damage inflicted on Ukrainian farmland, which is then utilized to analyze the extent of soil pollution and calibrate remote sensing data.The second component focuses on developing an application for mapping farmland to document hazards and contamination and prioritize land for production and remediation.The third aspect involves building up "citizen science" by training non-combatant experts to inspect and analyze contaminated farmlands and contribute to land mapping efforts.The fourth component aims to facilitate the decontamination and remediation of Ukrainian lands to restore agricultural productivity while promoting post-war environmentally friendly agricultural practices to ensure sustainability and climate neutrality. This project will enable Ukrainian farmers to avoid dangerous areas and prioritize the land for targeted decontamination. The data collected from this research project will help inform government agencies, civil societies and other stakeholders.The United States is the largest funder of global humanitarian demining. Since 1993, the U.S. has provided at least $4.2 billion to over 100 countries from Laos to Ukraine. Funding is invested in activities such as bomb clearance, victims' assistance and explosive risk education.Environmental research like the UA-UK-CH in Ukraine has proven to be necessary and important to the future of soil rehabilitation post conflict. This should be a norm and donor countries, funders, academic institutions can leverage the future findings from Ukraine and leverage it as a model that can inspire research in other war impacted countries — especially 50-year-old legacy contaminations in Laos, Cambodia and Vietnam—where no study has been done.

The Washington Post reported on Tuesday that the Biden administration was preparing to submit a package to Congress requesting another $100 billion for the ongoing war in Ukraine, the new war in Israel, and a potential future war in the Indo-Pacific. Left out of the article was any assessment of what the money for Ukraine would be used for or what attainable objective it would intend to secure.The reason is pretty clear: the government has no plan and doesn't know what it wants to achieve.The U.S. House is in turmoil and has been without a Speaker for more than two weeks now, a situation that was in part brought on because some in the Republican conference were adamantly opposed to providing additional funds in the budget for Ukraine and took it out on Rep. Kevin McCarthy (R-Calif.) by voting to vacate his position as Speaker. With so much attention foisted on the political chaos in Washington and the explosive situation in Israel, some might be distracted from conducting the reasonable due diligence necessary to determine whether it makes sense to give more money to Ukraine. That would be a mistake. It doesn't take much analysis to realize it would be foolish to send more money and weapons without a strategy for ending the war, starting with a diplomatic strategy to match the massive amount of guns, missiles, and tanks we are already sending there.In October and November of last year the Ukrainian Armed Forces (UAF) were flush with confidence after handing the Russian invaders two major tactical defeats: one in Kherson city and one in the Kharkiv province. The UAF recaptured an astounding 6,000 square kilometers of territory in less than two months. The money that had already been flowing from Washington to Kyiv since the start of the war was huge. It would get bigger.By December 2022, the U.S. Congress had approved $113 billion in total economic and military aid to Ukraine. In early January, encouraged by Kyiv's success on the battlefield, the regular 2023 weapons tranches began, including this $3 billion announcement of Bradley Infantry Fighting Vehicles, self-propelled howitzers, MRAPs and other armed personnel carriers, GMLRS rockets, surface-to-air missiles, anti-vehicle landmines, ammunition, and other items from DOD inventories.Along with subsequent commitments by other NATO militaries of Challenger 2 tanks, Leopard 2 tanks, light French tanks, and hundreds of other armored vehicles, many Western military experts claimed Ukraine could launch a summer offensive that could drive to the Azov coast, cut the Russian defenders in half, and might cause the collapse of the Russian army. "The Russian military," crowed Sen. Lindsey Graham, "is about to have holy hell unleashed upon them!" Expectation management might have been a better track.As it turned out, the Ukrainian offensive has not achieved Kyiv's stated goals. It did not reach the Azov coast. It did not reach the intermediate objective of Tokmak. In fact, it reached the first line of Russia's main line of defense after almost three months, and in the time since, has not been able to push further. The cost to Ukraine in men, material, and ammunition was staggering, yet produced almost nothing on the ground. The absence of success, however, hasn't deterred many in the United States who want to simply continue pouring money, ammunition, and weapons into Ukraine.While the administration has been quick to announce the size of aid packages it seeks from Congress, there has been precious little in terms regarding the purpose of that money. Saying we will defend Ukraine "for as long as it takes" is not a strategy and it cannot be measured, assessed, or even defined. The president owes the American people a specific outcome he seeks to produce with our money. Without that information, we have no way of knowing whether our investment is well spent — or a colossal waste of money.If Ukraine was unable to break the Russian defensive lines after four full months of effort, after six full months of preparation, after receiving over $46 billion in military backing, and considerable training and intelligence support, by what logic can supporters of additional aid argue that giving another multi-billion dollar package will succeed where all previous efforts have failed? There is none. There is no likely path to a Ukrainian military victory, regardless of how much money Congress allocates, how many tanks we provide, or how many artillery shells we produce. It is time to acknowledge this obvious on-the-ground truth and seek out other pathways forward.

The revolutionary violence that swept Kyiv's Maidan Square on the night of February 21, 2014 unleashed the forces of Ukrainian nationalism and, ultimately, Russian revanchism, and resulted in, among other things, the first full-scale land war in Europe since 1945.President Volodymyr Zelensky has called the Maidan the "first victory" in Ukraine's fight for independence from Russia. Yet too often lost in the tributes to Ukraine's 'Revolution of Dignity' are two simple, though ramifying, questions: What was the Maidan really about? And did things have to turn out this way?Revisiting the events of that time may help us more fully understand how we arrived at this fateful moment in world affairs.So, what precipitated the Maidan Revolution?In November 2013, Ukrainian President Victor Yanukovych rejected the terms of the European Union Association Agreement in favor of a $15 billion credit agreement offered by the Russian Federation. Many in the western part of Ukraine had supported the EU deal, as it would have, in their view, secured Ukraine's future within Europe.But, as the Europeans, Americans, Ukrainians and Russians knew full well, the association agreement with Brussels wasn't merely a trade deal. Section 2.3 of the EU-Ukraine association agenda would have required the signatories to:"...take measures to foster military cooperation and cooperation of technical character between the EU and Ukraine [and] encourage and facilitate direct cooperation on concrete activities, jointly identified by both sides, between relevant Ukrainian institutions and CFSP/CSDP agencies and bodies such as the European Defence Agency, the European Union Institute for Security Studies, the European Union Satellite Centre and the European Security and Defence College."In other words, the trade deal also included the encouragement of military interoperability with forces viewed, rightly or wrongly, by the Russian government as a threat to Russian national security.In addition, the EU association agenda required Ukraine to put up barriers to trade with Russia. An alternative proposal put forward by Romano Prodi (former Italian Prime Minister and EU Commission president) would have allowed Ukraine to trade with both Russia and the EU but was rejected by Brussels.Yanukovych's rejection of the EU agreement brought thousands of protesters to Kyiv's Independence (Maidan) Square. Yet policy disagreements over issues of trade and national security can and are routinely adjudicated via democratic procedures, as they are in the U.S. and Europe. And such an adjudication was eminently possible, even as late as the morning of February 21, 2014, when a deal brokered by Russia and the EU was struck between Yanukovych and the Ukrainian opposition that included a revision of Ukraine's constitution, the creation of a unity government, and an early presidential election to be held 10 months later in December 2014.But on the night of February 21, Yanukovych fled, and a new government was installed by voluntarist rather than democratic means. The immediate post-Maidan government included the far-right Svoboda Party, whose members, according to a contemporaneous Reuters report, held "five senior roles in Ukraine's new government including the post of deputy prime minister."Edmund Wilson once wrote that "it is all too easy to idealize a social upheaval which takes place in some other country than one's own." And that was a trap into which the Obama administration — along with almost the entirety of the American media, intelligentsia and think tank world — fell in the immediate aftermath of the Maidan.It would be fair of critics of this view (and there are many) to ask: What were their alternatives to the Obama administration's support for the Maidan and Kyiv's post-revolutionary government?Mr. Obama might have said "A deal was struck. Stick to it." This would have required a degree of statesmanship unusual to any American president. But, as Eurasia Group president Ian Bremmer observed only a month later, "...there was a deal that was cut with the European foreign ministers. That deal was abrogated and the Americans were very happy to jump on that immediately in ways that would have been completely unacceptable to anyone in the U.S. administration if we had been on the other side."And so, the U.S. lent its support to the post-Maidan government (and the Anti-Terrorist Operation, or ATO, launched in April 2014) against the largely, but of course far from entirely, indigenous uprising in the Donbas. Thus began the first phase of the war, which lasted until the evening of February 24, 2022 and cost 14,000 dead and 1.5 million refugees.In addition to the ATO, Kyiv also pursued a policy of decommunization in the east (later cited by Putin as among his many grievances with post-Maidan Kyiv) and repeatedly refused to implement the Minsk Accords. As a former U.S. Ambassador to the USSR, Jack F. Matlock, noted in Responsible Statecraft, "The war might have been prevented — probably would have been prevented — if Ukraine had been willing to abide by the Minsk agreement, recognize the Donbas as an autonomous entity within Ukraine, avoid NATO military advisors, and pledge not to enter NATO."The second phase of the war opened on the evening of February 24, 2022, as some 190,000 Russian troops invaded Ukraine. The costs to Ukraine have been staggering.The World Economic Forum recently estimated that the cost of Ukrainian reconstruction will reach $1 trillion. Still more, "Approximately 20% of the country's farmland has been wrecked and 30% of land either littered with landmines or unexploded ordnance." Casualty estimates are known to be among the most closely held state secrets during wartime, but some, like former Ukraine prosecutor general Yuriy Lutsenko, have estimated Ukraine suffered a combined 500,000 dead and wounded in its war with Russia. Meanwhile, the population of Ukraine has plummeted from 45.5 million in 2013 to an estimated 37 million today.Looking back, the warnings issued by a small minority in the winter of 2014, including, but not limited to: the present authors; Professor Stephen F. Cohen; The Quincy Institute's Anatol Lieven; Ambassador Jack Matlock; Professor John J. Mearsheimer; and others were dismissed by the Obama administration, policymakers, the media and the most influential think tanks in Washington. Yet the effort to wrest Ukraine into the West's orbit via revolutionary violence, despite the objections of fully a third of that country, has been nothing short of catastrophic.

As one of America's closest allies, Israel has remained heavily dependent on the US —politically, economically, and militarily—since its creation in 1948.US arms supplies, mostly provided gratis, are channeled via US Foreign Military Financing (FMF), Military Assistance Program (MAP) and Excess Defense Articles (EDA).According to the Congressional Research Service (CRS), the US has provided more foreign assistance to Israel since World War II than to any other country.The Stockholm International Peace Research Institute (SIPRI) documented that the United States supplied 79 percent of all weapons transferred to Israel from 2018-2022.No one else was even close – the next closest suppliers were Germany with 20 percent and Italy with just 0.2 percent.A Fact Sheet released October 2023, by the US State Department's Bureau of Political-Military Affairs, provides a detailed official breakdown on the unrestrained American security assistance to Israel.Steadfast support for Israel's security has been a cornerstone of American foreign policy for every U.S. Administration since the presidency of Harry S. Truman.Since Israel's founding in 1948, the State Department said, the United States has provided Israel with over $130 billion in bilateral assistance focused on addressing new and complex security threats, bridging Israel's capability gaps through security assistance and cooperation, increasing interoperability through joint exercises, and helping Israel maintain its Qualitative Military Edge (QME).This assistance, says the State Department, has helped transform the Israel Defense Forces (IDF) into "one of the world's most capable, effective militaries and turned the Israeli military industry and technology sector into one of the largest exporters of military capabilities worldwide."In the current war, Israel's overwhelming fire power has resulted in the killings of thousands of Palestinian civilians in Gaza and the destruction of entire cities—mostly with US supplied weapons.Dr. Natalie J. Goldring, a Visiting Professor of the Practice in the Sanford School of Public Policy at Duke University, told IPS the October 7 Hamas attacks were horrendous acts and should be condemned as such."Even so, the Israeli responses to those attacks have been indiscriminate – intentionally so," she said.Two days after the Hamas attacks, Israeli defense minister Yoav Gallant declared that Israel would carry out a "complete siege" of Gaza, including blocking the supply of water, food, and fuel, while also stopping the supply of electricity. And Israeli forces have done so, she pointed out."The US government bears a special responsibility for the continuing Israeli attacks. It has supplied Israel with massive quantities of military aid and weaponry, and Israel has ignored US restrictions on the use of those weapons".This supply of weapons and ammunition allows the Israeli military to continue its indiscriminate attacks in Gaza," said Dr Goldring, who also represents the Acronym Institute at the United Nations, on conventional weapons and arms trade issues."A key first step in reducing the human cost of this war is for the US government to call for an immediate ceasefire. The US government should also halt supplies of weapons and ammunition to Israel, whether from the US itself or from prepositioned stocks elsewhere."Since 1983, the United States and Israel have met regularly via the Joint Political-Military Group (JPMG) to promote shared policies, address common threats and concerns, and identify new areas for security cooperation.According to the State Department, Israel is the leading global recipient of Title 22 U.S. security assistance under the Foreign Military Financing (FMF) program. This has been formalized by a 10-year (2019-2028) Memorandum of Understanding (MOU).Consistent with the MOU, the United States annually provides $3.3 billion in FMF and $500 million for cooperative programs for missile defense. Since FY 2009, the United States has provided Israel with $3.4 billion in funding for missile defense, including $1.3 billion for Iron Dome support starting in FY 2011.Through FMF, the United States provides Israel with access to some of the most advanced military equipment in the world, including the F-35 Stealth fighter aircraft.Israel is eligible for Cash Flow Financing and is authorized to use its annual FMF allocation to procure defense articles, services, and training through the Foreign Military Sales (FMS) system, Direct Commercial Contract agreements – which are FMF-funded Direct Commercial Sales procurements – and through Off Shore Procurement (OSP).Via OSP the current MOU allows Israel to spend a portion of its FMF on Israeli-origin rather than U.S.-origin defense articles. This was 25 percent in FY 2019 but is set to phase-out and decrease to zero in FY 2028.Elaborating further Dr Goldring said: "Unfortunately, the situation in Gaza bears similarities to the documented uses of US weapons by the Saudi-led coalition in attacks on civilians in Yemen"She said: "Our response should be the same in both cases. These countries have failed to honor the conditions of US weapons transfers, and should be ineligible for further transfers until they are in compliance.""US arms transfer decision-making gives too much weight to the judgment of government officials and politicians who frequently fail to consider the full human costs of these transfers," she argued."Earlier this year, the Biden Administration released a new Conventional Arms Transfer policy. They claimed that arms transfers would not be approved when their analysis concluded that "it is more likely than not" that the arms transferred would be used to commit or facilitate the commission of serious violations of international humanitarian or human rights law."The actions of the Israeli and Saudi militaries are examples of ways in which this standard is not being met, declared Dr Goldring.As of October 2023, the United States has 599 active Foreign Military Sales (FMS) cases, valued at $23.8 billion, with Israel. FMS cases notified to Congress are listed here; priority initiatives include: F-35 Joint Strike Fighter Aircraft; CH-53K Heavy Lift Helicopters; KC-46A Aerial Refueling Tankers; and precision-guided munitions.From FY 2018 through FY 2022, the U.S. has also authorized the permanent export of over $5.7billion in defense articles to Israel via the Direct Commercial Sales (DCS) process.The top categories of DCS to Israel were XIX-Toxicological Agents, including Chemical Agents, Biological Agents, and Associated Equipment (this includes detection equipment ((f)), vaccines ((g)-(h)) and modeling software ((i)); IV- Launch Vehicles, Guided Missiles, Ballistic Missiles, Rockets, Torpedoes, Bombs, and Mines; and VII- Aircraft.Since 1992, the United States has provided Israel with $6.6 billion worth of equipment under the Excess Defense Articles program, including weapons, spare parts, weapons, and simulators.U.S. European Command also maintains in Israel the U.S. War Reserve Stockpile, which can be used to boost Israeli defenses in the case of a significant military emergency.In addition to security assistance and arms sales, the United States participates in a variety of exchanges with Israel, including military exercises like Juniper Oak and Juniper Falcon, as well as joint research, and weapons development.The United States and Israel have signed multiple bilateral defense cooperation agreements, to include: a Mutual Defense Assistance Agreement (1952); a General Security of Information Agreement (1982); a Mutual Logistics Support Agreement (1991); and a Status of Forces Agreement (1994), according to the State Department.Since 2011, the United States has also invested more than $8 million in Conventional Weapons Destruction programs in the West Bank to improve regional and human security through the survey and clearance of undisputed minefields.Following years of negotiations with the Palestinians and Israelis, humanitarian mine action activities began in April 2014 – this represents the first humanitarian clearance of landmine contamination in nearly five decades.Israel has also been designated as a U.S. Major Non-NATO Ally under U.S. law. This status provides foreign partners with certain benefits in the areas of defense trade and security cooperation and is a powerful symbol of their close relationship with the United States.This piece has been republished with permission from Inter Press Service.
